Analysis of Water Rate Escalations across the United States Analysis of Water Rate Escalations across the United States Elisabeth Giever Kate McMordie Stoughton Susan Loper October 2010 Executive Summary This document provides an overview of an analysis that examined changes in water rates across the country to develop a basic understanding of water rate escalations and how water rates are impacted from outside influences. The analysis investigated how water rates are influenced by the geographic region, water source, and drought tendencies. For example, one observation of the analysis found that cities located in regions of long term drought may have higher escalation rates than cities in water rich environments. Typical escalation rates were found to be between 4 and 8%. This information can be

Spectroscopic studies are rarely performed at very high temperature, especially when combined with light from a synchrotron source. Demanding conditions of maintaining ultrahigh vacuum (UHV) during heating, together with the typically brief access to beam time at multiuser synchrotron end stations, may contribute to some of the reasons for the difficulty of such experiments. Consequently, a large number of materials with interesting properties and industrial applications at high temperature remain unexplored. The authors describe here a simple portable sample mount assembly that can be easily utilized at a beamline, with potential utility for a variety of spectroscopic measurements requiring elevated temperatures and an UHV environment. In the specific application described here, the authors use a resistive cartridge heater interfaced with a standard manipulator previously designed for cooling by liquid nitrogen with an UHV chamber and a cylindrical mirror analyzer for x-ray photoemission spectroscopy (XPS) [also known as electron spectroscopy for chemical analysis (ESCA)] at the Synchrotron Radiation Center in Stoughton, WI. The heater cartridge required only modest power to reach target temperatures using an open-loop temperature control. Finally, the authors describe the measurements of XPS (ESCA) and total-electron yield x-ray absorption spectroscopy on nanopowders and on single crystals grown by them. They emphasize the simplicity of the setup, which they believe would be of interest to groups performing measurements at large facilities, where access and time are both limited.

The energy buy-back rate provided under this tariff shall be equal to WPPI Energy's wholesale PV energy buy-back rate as specified in WPPI Energy's Schedule for Purchase of Solar Photovoltaic Energy in effect at the time the customer enters into a buy-back contract with the Utility. The Utility shall maintain copies of each revision of WPPI Energy's Schedule for Purchase of Solar Photovoltaic Energy with the Utility's authorized tariffs.

The principal focus of the program is eligible projects where advance utility payment for energy cost savings to the customer is $50,000 or less. In limited circumstances, and on a case-by-case basis, the utility may at its discretion make advance payments of up to $500,000 for eligible customer expansion projects or new customer projects. Application Under this program, the utility will contribute an advance payment for energy cost savings related to energy efficiency projects to eligible retail customers. The amount of the advance payment will be based on energy savings achieved over a 60 month period, capped at the lesser of the project cost or the maximum advance payment per customer identified as follows: 1. For projects other than new customers or expansion projects noted below, the maximum advance payment for energy cost savings is $50,000 per customer. 2. For new customers or existing customers that are expanding where the new customer's load or the existing customer's expansion is expected to be greater than or equal to 200 kW, the maximum advance payment for energy cost savings is $500,000 per customer. WPPI Energy capital will be used to underwrite this program and advance payments for energy cost savings are subject to the availability of WPPI Energy capital allotted to this program. The customer will repay the advance payment in installments on the customer's retail electric bill over a term of up to 60 months at a 2% annual interest rate. WPPI Energy will recover the same installments from the utility on its wholesale power bill.
