    In 2007, the Southwest Power Pool (SPP) formed the Customer Response Task Force (CRTF) to identify barriers to deploying demand response (DR) resources in wholesale markets and develop policies to overcome these barriers. One of the initiatives of this Task Force was to develop more detailed information on existing retail DR programs and dynamic pricing tariffs, program rules, and utility operating practices. This report describes the results of a comprehensive survey conducted by LBNL in support of the Customer Response Task Force and discusses policy implications for integrating legacy retail DR programs and dynamic pricing tariffs into wholesale markets in the SPP region. LBNL conducted a detailed survey of existing DR programs and dynamic pricing tariffs administered by SPP's member utilities. Survey respondents were asked to provide information on advance notice requirements to customers, operational triggers used to call events (e.g. system emergencies, market conditions, local emergencies), use of these DR resources to meet planning reserves requirements, DR resource availability (e.g. seasonal, annual), participant incentive structures, and monitoring and verification (M&V) protocols. Nearly all of the 30 load-serving entities in SPP responded to the survey. Of this group, fourteen SPP member utilities administer 36 DR programs, five dynamic pricing tariffs, and six voluntary customer response initiatives. These existing DR programs and dynamic pricing tariffs have a peak demand reduction potential of 1,552 MW. Other major findings of this study are: o About 81percent of available DR is from interruptible rate tariffs offered to large commercial and industrial customers, while direct load control (DLC) programs account for ~;;14percent. o Arkansas accounts for ~;;50percent of the DR resources in the SPP footprint; these DR resources are primarily managed by cooperatives. o Publicly-owned cooperatives accounted for 54percent of the existing DR resources

    In 2004, nearly 90 percent of the country's electricity was generated at power plants using steam-based systems (EIA 2005). Electricity generation at steam electric plants requires a cooling system to condense the steam. With the exception of a few plants using air-cooled condensers, most U.S. steam electric power plants use water for cooling. Water usage occurs through once-through cooling or as make-up water in a closed-cycle system (generally involving one or more cooling towers). According to a U.S. Geological Survey report, the steam electric power industry withdrew about 136 billion gallons per day of fresh water in 2000 (USGS 2005). This is almost the identical volume withdrawn for irrigation purposes. In addition to fresh water withdrawals, the steam electric power industry withdrew about 60 billion gallons per day of saline water. Many parts of the United States are facing fresh water shortages. Even areas that traditionally have had adequate water supplies are reaching capacity limits. New or expanded steam electric power plants frequently need to turn to non-traditional alternate sources of water for cooling. This report examines one type of alternate water source-groundwater collected in underground pools associated with coal mines (referred to as mine pool water in this report). In 2003, the U.S. Department of Energy's (DOE's) National Energy Technology Laboratory (NETL) funded Argonne National Laboratory (Argonne) to evaluate the feasibility of using mine pool water in Pennsylvania and West Virginia. That report (Veil et al. 2003) identified six small power plants in northeastern Pennsylvania (the Anthracite region) that had been using mine pool water for over a decade. It also reported on a pilot study underway at Exelon's Limerick Generating Station in southeastern Pennsylvania that involved release of water from a mine located about 70 miles upstream from the plant.     This booklet is intended for city and county government personnel, as well as community organizations, who deal with supplying, regulating, or recommending electric power resources. Specifically, this document deals with photovoltaic (PV) power, or power from solar cells, which is currently the most cost-effective energy source for electricity requirements that are relatively small, located in isolated areas, or difficult to serve with conventional technology. Recently, PV has been documented to be more cost-effective than conventional alternatives (such as line extensions or engine generators) in dozens of applications within the service territories of electric, gas, and communications utilities. Here, we document numerous cost-effective urban applications, chosen by planners and utilities because they were the most cost-effective option or because they were appropriate for environmental or logistical reasons. These applications occur within various municipal departments, including utility, parks and recreation, traffic engineering, transportation, and planning, and they include lighting applications, communications equipment, corrosion protection, irrigation control equipment, remote monitoring, and even portable power supplies for emergency situations.

    The thermoelectric power industry in the U.S. uses a large amount of freshwater. The large water demand is increasingly a problem, especially for new power plant development, as availability of freshwater for new uses diminishes in the United States. Reusing non-traditional water sources, such as treated municipal wastewater, provides one option to mitigate freshwater usage in the thermoelectric power industry. The amount of freshwater withdrawal that can be displaced with non-traditional water sources at a particular location requires evaluation of the water management and treatment requirements, considering the quality and abundance of the non-traditional water sources. This paper presents the development of an integrated costing model to assess the impact of degraded water treatment, as well as the implications of increased tube scaling in the main condenser. The model developed herein is used to perform case studies of various treatment, condenser cleaning and condenser configurations to provide insight into the ramifications of degraded water use in the cooling loops of thermoelectric power plants. Further, this paper lays the groundwork for the integration of relationships between degraded water quality, scaling characteristics and volatile emission within a recirculating cooling loop model.

    Wind production, which has expanded rapidly in recent years, could be an important element in the future efficient management of the electric power system; however, wind energy generation is uncontrollable and intermittent in nature. Thus, while wind power represents a significant opportunity to the Bonneville Power Administration (BPA), integrating high levels of wind resources into the power system will bring great challenges to generation scheduling and in the provision of ancillary services. This report addresses several key questions in the broader discussion on the integration of renewable energy resources in the Pacific Northwest power grid.     Water and energy production issues intersect in numerous ways. Water is produced along with oil and gas, water runs off of or accumulates in coal mines, and water is needed to operate steam electric power plants and hydropower generating facilities. However, water and energy are often not in the proper balance. For example, even if water is available in sufficient quantities, it may not have the physical and chemical characteristics suitable for energy or other uses. This report provides preliminary information about an opportunity to reuse an overabundant water source--ground water accumulated in underground coal mines--for cooling and process water in electric generating facilities. The report was funded by the U.S. Department of Energy's (DOE's) National Energy Technology Laboratory (NETL), which has implemented a water/energy research program (Feeley and Ramezan 2003). Among the topics studied under that program is the availability and use of ''non-traditional sources'' of water for use at power plants. This report supports NETL's water/energy research program.

    Nine selected Anticipated Transients Without Scram (ATWS) have been simulated on the BNL Engineering Plant Analyzer (EPA), to determine how power and flow oscillations, similar to those that did or could have occurred at the LaSalle-2 boiling Water Reactor (BWR), could affect the rate of Pressure Suppression Pool heating. It has been determined that the pool can reach its temperature limit of 80{degree}C in 4.3 min. after Turbine Trip without Bypass, if the feedwater pumps are not tripped. The pool will not reach its limit, if Boron is injected, even when oscillations are encountered.     A process simulation model has been developed using Aspen Plus® with the OLI (OLI System, Inc.) water chemistry model to predict water quality in the recirculating cooling loop utilizing secondary- and tertiary-treated municipal wastewater as the source of makeup water. Simulation results were compared with pilot-scale experimental data on makeup water alkalinity, loop pH, and ammonia evaporation. The effects of various parameters including makeup water quality, salt formation, NH3 and CO2 evaporation mass transfer coefficients, heat load, and operating temperatures were investigated. The results indicate that, although the simulation model can capture the general trends in the loop pH, experimental data on the rates of salt precipitation in the system are needed for more accurate prediction of the loop pH. It was also found that stripping of ammonia and carbon dioxide in the cooling tower can influence the cooling loop pH significantly. The effects of the NH3 mass transfer coefficient on cooling loop pH appear to be more significant at lower values (e.g., kNH3 < 4×10-3 m/s) when the makeup water alkalinity is low (e.g., <90 mg/L as CaCO3). The effect of the CO2 mass transfer coefficient was found to be significant only at lower alkalinity values (e.g., kCO2<4×10-6 m/s).

    Wind power development in the United States is outpacing previous estimates for many regions, particularly those with good wind resources. The pace of wind power deployment may soon outstrip regional capabilities to provide transmission and integration services to achieve the most economic power system operation. Conversely, regions such as the Southeastern United States do not have good wind resources and will have difficulty meeting proposed federal Renewable Portfolio Standards with local supply. There is a growing need to explore innovative solutions for collaborating between regions to achieve the least cost solution for meeting such a renewable energy mandate. The DOE-funded project 'Integrating Southwest Power Pool Wind Energy into Southeast Electricity Markets' aims to evaluate the benefits of coordination of scheduling and balancing for Southwest Power Pool (SPP) wind transfers to Southeastern Electric Reliability Council (SERC) Balancing Authorities (BAs). The primary objective of this project is to analyze the benefits of different balancing approaches with increasing levels of inter-regional cooperation. Scenarios were defined, modeled and investigated to address production variability and uncertainty and the associated balancing of large quantities of wind power in SPP and delivery to energy markets in the southern regions of the SERC. The primary analysis of the project is based on unit commitment (UC) and economic dispatch (ED) simulations of the SPP-SERC regions as modeled for the year 2022. The UC/ED models utilized for the project were developed through extensive consultation with the project utility partners, to ensure the various regions and operational practices are represented as accurately as possible realizing that all such future scenario models are quite uncertain.     This paper addresses the following key questions in the discussion on the integration of renewable energy resources in the Pacific Northwest power grid: a) what will be the future balancing requirement to accommodate a simulated expansion of wind energy resources from 3.3 GW in 2008 to 14.4 GW in 2019 in the Northwest Power Pool (NWPP), and b) what are the most cost effective technological solutions for meeting the balancing requirements in the Northwest Power Pool (NWPP). A life-cycle analysis was performed to assess the least-cost technology option for meeting the new balancing requirement. The technologies considered in this study include conventional turbines (CT), sodium sulfur (NaS) batteries, lithium ion (Li-ion) batteries, pumped hydro energy storage (PH), and demand response (DR). Hybrid concepts that combine 2 or more of the technologies above are also evaluated. This analysis was performed with collaboration by the Bonneville Power Administration and funded by the Energy Storage Systems Program of the U.S. Department of Energy.

    Continued operation of nuclear power plants for periods that extend beyond their original 40-year license period is a desirable option for many U.S. utilities. U.S. Nuclear Regulatory Commission (NRC) approval of operating license renewals is necessary before continued operation becomes a reality. Effective aging management for plant components is important to reliability and safety, regardless of current plant age or extended life expectations. However, the NRC requires that aging evaluations be performed and the effectiveness of aging management programs be demonstrated for components considered within the scope of license renewal before granting approval for operation beyond 40 years. Both the NRC and the utility want assurance that plant components will be highly reliable during both the current license term and throughout the extended operating period. In addition, effective aging management must be demonstrated to support Maintenance Rule (10 CFR 50.65) activities.

    A low power zinc-oxide (ZnO) charge trapping memory with embedded silicon (Si) nanoparticles is demonstrated. The charge trapping layer is formed by spin coating 2?nm silicon nanoparticles between Atomic Layer Deposited ZnO steps. The threshold voltage shift (?V{sub t}) vs. programming voltage is studied with and without the silicon nanoparticles. Applying ?1?V for 5?s at the gate of the memory with nanoparticles results in a ?V{sub t} of 3.4?V, and the memory window can be up to 8?V with an excellent retention characteristic (>10 yr). Without nanoparticles, at ?1?V programming voltage, the ?V{sub t} is negligible. In order to get ?V{sub t} of 3.4?V without nanoparticles, programming voltage in excess of 10?V is required. The negative voltage on the gate programs the memory indicating that holes are being trapped in the charge trapping layer. In addition, at 1?V the electric field across the 3.6?nm tunnel oxide is calculated to be 0.36 MV/cm, which is too small for significant tunneling. Moreover, the ?V{sub t} vs. electric field across the tunnel oxide shows square root dependence at low fields (E??2.7 MV/cm). This indicates that Poole-Frenkel Effect is the main mechanism for holes emission at low fields and Phonon Assisted Tunneling at higher fields.

  18. Municipal solid waste fueled power generation in China: a case study of waste-to-energy in Changchun city

    With rapid economic growth and massive urbanization in China, many cities face the problem of municipal solid waste (MSW) disposal. With the lack of space for new landfills, waste-to-energy incineration is playing an increasingly important role in waste management. Incineration of MSW from Chinese cities presents some unique challenges because of its low calorific value (3000-6700 kJ/kg) and high water content (about 50%). This study reports a novel waste-to-energy incineration technology based on co-firing of MSW with coal in a grate-circulating fluidized bed (CFB) incinerator, which was implemented in the Changchun MSW power plant. In 2006, two 260 ton/day incinerators incinerated 137,325 tons, or approximately one/sixth of the MSW generated in Changchun, saving more than 0.2 million m{sup 3} landfill space. A total of 46.2 million kWh electricity was generated (38,473 tons lignite was also burned as supplementary fuel), with an overall fuel-to-electricity efficiency of 14.6%. Emission of air pollutants including particulate matters, acidic gases, heavy metals, and dioxins was low and met the emission standards for incinerators. As compared to imported incineration systems, this new technology has much lower capital and operating costs and is expected to play a role in meeting China's demands for MSW disposal and alternative energy. 34 refs., 1 fig., 4 tabs.

  19. Use of Treated Municipal Wastewater as Power Plant Cooling System Makeup Water: Tertiary Treatment versus Expanded Chemical Regimen for Recirculating Water Quality Management

    Treated municipal wastewater is a common, widely available alternative source of cooling water for thermoelectric power plants across the U.S. However, the biodegradable organic matter, ammonia-nitrogen, carbonate and phosphates in the treated wastewater pose challenges with respect to enhanced biofouling, corrosion, and scaling, respectively. The overall objective of this study was to evaluate the benefits and life cycle costs of implementing tertiary treatment of secondary treated municipal wastewater prior to use in recirculating cooling systems. The study comprised bench- and pilot-scale experimental studies with three different tertiary treated municipal wastewaters, and life cycle costing and environmental analyses of various tertiary treatment schemes. Sustainability factors and metrics for reuse of treated wastewater in power plant cooling systems were also evaluated. The three tertiary treated wastewaters studied were: secondary treated municipal wastewater subjected to acid addition for pH control (MWW_pH); secondary treated municipal wastewater subjected to nitrification and sand filtration (MWW_NF); and secondary treated municipal wastewater subjected nitrification, sand filtration, and GAC adsorption (MWW_NFG). Tertiary treatment was determined to be essential to achieve appropriate corrosion, scaling, and biofouling control for use of secondary treated municipal wastewater in power plant cooling systems. The ability to control scaling, in particular, was found to be significantly enhanced with tertiary treated wastewater compared to secondary treated wastewater. MWW_pH treated water (adjustment to pH 7.8) was effective in reducing scale formation, but increased corrosion and the amount of biocide required to achieve appropriate biofouling control. Corrosion could be adequately controlled with tolytriazole addition (4-5 ppm TTA), however, which was the case for all of the tertiary treated waters.     A methodology is presented to calculate the total combined cost (TCC) of water sourcing, water treatment and condenser fouling in the recirculating cooling systems of thermoelectric power plants. The methodology is employed to evaluate the economic viability of using treated municipal wastewater (MWW) to replace the use of freshwater as makeup water to power plant cooling systems. Cost analyses are presented for a reference power plant and five different tertiary treatment scenarios to reduce the scaling tendencies of MWW. Results indicate that a 550 MW sub-critical coal fired power plant with a makeup water requirement of 29.3 ML/day has a TCC of $3.0 - 3.2 million/yr associated with the use of treated MWW for cooling. (All costs USD 2009). This translates to a freshwater conservation cost of $0.29/kL, which is considerably lower than that of dry air cooling technology, $1.5/kL, as well as the 2020 conservation cost target set by the U.S. Department of Energy, $0.74/kL. Results also show that if the available price of freshwater exceeds that of secondary-treated MWW by more than $0.13-0.14/kL, it can be economically advantageous to purchase secondary MWW and treat it for utilization in the recirculating cooling system of a thermoelectric power plant.

    This booklet is intended for city and county government personnel, as well as community organizations, who deal with supplying, regulating, or recommending electric power resources. Specifically, this document deals with photovoltaic (PV) power, or power from solar cells, which is currently the most cost-effective energy source for electricity requirements that are relatively small, located in isolated areas, or difficult to serve with conventional technology. Recently, PV has been documented to be more cost-effective than conventional alternatives (such as line extensions or engine generators) in dozens of applications within the service territories of electric, gas, and communications utilities. Here, we document numerous cost-effective urban applications, chosen by planners and utilities because they were the most cost-effective option or because they were appropriate for environmental or logistical reasons. These applications occur within various municipal departments, including utility, parks and recreation, traffic engineering, transportation, and planning, and they include lighting applications, communications equipment, corrosion protection, irrigation control equipment, remote monitoring, and even portable power supplies for emergency situations.

    The objective of this report is to perform a controlled laboratory study on the efficiency and emissions of swimming pool heaters based on a limited field investigation into the range of expected variations in operational parameters. Swimming pool heater sales trends have indicated a significant decline in the number of conventional natural gas-fired swimming pool heaters (NGPH). On Long Island the decline has been quite sharp, on the order of 50%, in new installations since 2001. The major portion of the decline has been offset by a significant increase in the sales of electric powered heat pump pool heaters (HPPH) that have been gaining market favor. National Grid contracted with Brookhaven National Laboratory (BNL) to measure performance factors in order to compare the relative energy, environmental and economic consequences of using one technology versus the other. A field study was deemed inappropriate because of the wide range of differences in actual load variations (pool size), geographic orientations, ground plantings and shading variations, number of hours of use, seasonal use variations, occupancy patterns, hour of the day use patterns, temperature selection, etc. A decision was made to perform a controlled laboratory study based on a limited field investigation into the range of expected operational variations in parameters. Critical to this are the frequency of use, temperature selection, and sizing of the heater to the associated pool heating loads. This would be accomplished by installing a limited amount of relatively simple compact field data acquisition units on selected pool installations. This data included gas usage when available and alternately heater power or gas consumption rates were inferred from the manufacturer's specifications when direct metering was not available in the field. Figure 1 illustrates a typical pool heater installation layout.

    Power generation in the Illinois Basin is expected to increase by as much as 30% by the year 2030, and this would increase the cooling water consumption in the region by approximately 40%. This project investigated the potential use of produced water from CO2 enhanced oil recovery (CO2-EOR) operations; coal-bed methane (CBM) recovery; and active and abandoned underground coal mines for power plant cooling in the Illinois Basin. Specific objectives of this project were: (1) to characterize the quantity, quality, and geographic distribution of produced water in the Illinois Basin; (2) to evaluate treatment options so that produced water may be used beneficially at power plants; and (3) to perform a techno-economic analysis of the treatment and transportation of produced water to thermoelectric power plants in the Illinois Basin. Current produced water availability within the basin is not large, but potential flow rates up to 257 million liters per day (68 million gallons per day (MGD)) are possible if CO2-enhanced oil recovery and coal bed methane recovery are implemented on a large scale. Produced water samples taken during the project tend to have dissolved solids concentrations between 10 and 100 g/L, and water from coal beds tends to have lower TDS values than water from oil fields. Current pretreatment and desalination technologies including filtration, adsorption, reverse osmosis (RO), and distillation can be used to treat produced water to a high quality level, with estimated costs ranging from $2.6 to $10.5 per cubic meter ($10 to $40 per 1000 gallons). Because of the distances between produced water sources and power plants, transportation costs tend to be greater than treatment costs. An optimization algorithm was developed to determine the lowest cost pipe network connecting sources and sinks. Total water costs increased with flow rate up to 26 million liters per day (7 MGD), and the range was from $4 to $16 per cubic meter

The crushed materials are placed on a vibrating mesh screen conveyor belt having openings which pass the smaller, noncombustible pieces of material, but do not pass the larger, combustible pieces of material. Pieces of material which become lodged in the openings of the conveyor belt may be removed by cylindrical deraggers or pressurized air. The crushed materials may be fed onto the conveyor belt by a vibrating feed plate which shakes the materials so that they tend to lie flat.

    An assessment is made of the technical and economical feasibility of converting municipal waste into useful and useable energy. The concept presented involves retrofitting an existing municipal incinerator with the systems and equipment necessary to produce process steam and electric power. The concept is economically attractive since the cost of necessary waste heat recovery equipment is usually a comparatively small percentage of the cost of the original incinerator installation. Technical data obtained from presently operating incinerators designed specifically for generating energy, documents the technical feasibility and stipulates certain design constraints. The investigation includes a cost summary; description of process and facilities; conceptual design; economic analysis; derivation of costs; itemized estimated costs; design and construction schedule; and some drawings.

    This letter report documents models for quantifying the likelihood of loss of spent fuel pool cooling; models for identifying post-boiling scenarios that lead to core damage; qualitative and quantitative results generated for a selected plant that account for plant design and operational practices; a comparison of these results and those generated from earlier studies; and a review of available data on spent fuel pool accidents. The results of this study show that for a representative two-unit boiling water reactor, the annual probability of spent fuel pool boiling is 5 {times} 10{sup {minus}5} and the annual probability of flooding associated with loss of spent fuel pool cooling scenarios is 1 {times} 10{sup {minus}3}. Qualitative arguments are provided to show that the likelihood of core damage due to spent fuel pool boiling accidents is low for most US commercial nuclear power plants. It is also shown that, depending on the design characteristics of a given plant, the likelihood of either: (a) core damage due to spent fuel pool-associated flooding, or (b) spent fuel damage due to pool dryout, may not be negligible.

Problems connected with energy production from municipal solid waste (garbage), and the social, economic, and environmental factors associated with this technology are discussed. The methods for using garbage as a fuel for a combustion process are discussed. One method processes the garbage to produce a fuel that is superior to raw garbage, the other method of using garbage as a fuel is to burn it directly - the mass burning approach. The involvement of the Power Authority of the State of New York in garbage-to-energy technology is discussed.

  10. A NOVEL APPROACH TO SPENT FUEL POOL DECOMMISSIONING

    The Idaho National Laboratory (INL) has been at the forefront of developing methods to reduce the cost and schedule of deactivating spent fuel pools (SFP). Several pools have been deactivated at the INL using an underwater approach with divers. These projects provided a basis for the INL cooperation with the Dresden Nuclear Power Station Unit 1 SFP (Exelon Generation Company) deactivation. It represents the first time that a commercial nuclear power plant (NPP) SFP was decommissioned using this underwater coating process. This approach has advantages in many aspects, particularly in reducing airborne contamination and allowing safer, more cost effective deactivation. The INL pioneered underwater coating process was used to decommission three SFPs with a total combined pool volume of over 900,000 gallons. INL provided engineering support and shared project plans to successfully initiate the Dresden project. This report outlines the steps taken by INL and Exelon to decommission SFPs using the underwater coating process. The rationale used to select the underwater coating process and the advantages and disadvantages are described. Special circumstances are also discussed, such as the use of a remotely-operated underwater vehicle to visually and radiologically map the pool areas that were not readily accessible. A larger project, the INTEC-603 SFP in-situ (grouting) deactivation, is reviewed. Several specific areas where special equipment was employed are discussed and a Lessons Learned evaluation is included.

    This ash study investigated the beneficial use of municipal waste combustion combined ash from the H-POWER facility in Oahu. These uses were grouped into intermediate cover for final closure of the Waipahu landfill, daily cover at the Waimanalo Gulch Landfill, and partial replacement for aggregate in asphalt for road paving. All proposed uses examine combined fly and bottom ash from a modern waste-to-energy facility that meets requirements of the Clean Air Act Amendments for Maximum Achievable Control Technology.

    The Environmental Protection Agency and the National Renewable Energy Laboratory developed this best practices document to address common technical challenges for siting solar photovoltaics (PV) on municipal solid waste (MSW) landfills. The purpose of this document is to promote the use of MSW landfills for solar energy systems. Closed landfills and portions of active landfills with closed cells represent thousands of acres of property that may be suitable for siting solar photovoltaics (PV). These closed landfills may be suitable for near-term construction, making these sites strong candidate to take advantage of the 30% Federal Business Energy Investment Tax Credit. It was prepared in response to the increasing interest in siting renewable energy on landfills from solar developers; landfill owners; and federal, state, and local governments. It contains examples of solar PV projects on landfills and technical considerations and best practices that were gathered from examining the implementation of several of these projects.

A potential solution to this problem is the continuing development of Least Cost Utility Plannning (LCUP). Regulatory commissions, consumer advocates and utilities are increasingly relying an LCUP as the most responsible way to avoid construction of new capacity and alleviate anticipated shortages caused by cancellation of construction projects, load growth, or natural replacement of aging capacity. The purpose of this report is to provide municipalities a starting point for evaluating their servicing utilities or states` least cost plan. This was accomplished by: Identifying key issues in LCUP; reviewing examples of the collaborative and classic approaches to LCUP in Illinois, California, New York State and Michigan; cataloging municipal authorities and strategies which can influence or support LCUP activities. Results of the project indicate that through a basic understanding of LCUP processes and issues, municipalities will be in a better position to influence plans or, if necessary, intervene in regulatory proceedings where plans are adopted.     An apparatus which mitigates temperature stratification in the suppression pool water caused by hot water drained into the suppression pool from the lower drywell pool. The outlet of a spillover hole formed in the inner bounding wall of the suppression pool is connected to and in flow communication with one end of piping. The inlet end of the piping is above the water level in the suppression pool. The piping is routed down the vertical downcomer duct and through a hole formed in the thin wall separating the downcomer duct from the suppression pool water. The piping discharge end preferably has an elevation at or near the bottom of the suppression pool and has a location in the horizontal plane which is removed from the point where the piping first emerges on the suppression pool side of the inner bounding wall of the suppression pool. This enables water at the surface of the lower drywell pool to flow into and be discharged at the bottom of the suppression pool.

    The Alabama legislature has created the Public Service Commission which has general supervisory powers over utilities. The PSC consists of a president and two associates, who are elected to four-year terms. The PSC has no jurisdiction over municipal utilities and, as a result, local governments retain the power to regulate the operation of their municipally-owned utilities. Municipalities also retain their police power over streets and highways within their territory. Public utility regulatory statutes, energy facility siting programs, and municipal franchising authority are examined to identify how they may impact on the ability of an organization, whether or not it be a regulated utility, to construct and operate an ICES.
