Joint Routing, Scheduling And Power Control For Multihop Wireless Networks With Multiple Antennas

We consider the problem of Joint Routing, Scheduling and Power-control (JRSP) problem for multihop wireless networks (MHWN) with multiple antennas. We extend the problem and a (sub-optimal) heuristic solution method for JRSP in MHWN with single antennas. We present an iterative scheme to calculate link capacities(achievable rates) in the interference environment of the network using SINR model. We then present the algorithm for solving the JRSP problem. This completes a feasible system model for MHWN when nodes have multiple antennas. We show that the gain we achieve by using multiple antennas in the network is linear both in optimal performance as well as heuristic algorithmic performance.

Multiple Timescale Dispatch and Scheduling for Stochastic Reliability in Smart Grids with Wind Generation Integration

Integrating volatile renewable energy resources into the bulk power grid is challenging, due to the reliability requirement that at each instant the load and generation in the system remain balanced. In this study, we tackle this challenge for smart grid with integrated wind generation, by leveraging multi-timescale dispatch and scheduling. Specifically, we consider smart grids with two classes of energy users - traditional energy users and opportunistic energy users (e.g., smart meters or smart appliances), and investigate pricing and dispatch at two timescales, via day-ahead scheduling and realtime scheduling. In day-ahead scheduling, with the statistical information on wind generation and energy demands, we characterize the optimal procurement of the energy supply and the day-ahead retail price for the traditional energy users; in realtime scheduling, with the realization of wind generation and the load of traditional energy users, we optimize real-time prices to manage the opportunistic energy users so as...

A method and system for job backfill scheduling dedicated heterogeneous nodes in a multi-node computing environment. Heterogeneous nodes are grouped into homogeneous node sub-pools. For each sub-pool, a free node schedule (FNS) is created so that the number of to chart the free nodes over time. For each prioritized job, using the FNS of sub-pools having nodes useable by a particular job, to determine the earliest time range (ETR) capable of running the job. Once determined for a particular job, scheduling the job to run in that ETR. If the ETR determined for a lower priority job (LPJ) has a start time earlier than a higher priority job (HPJ), then the LPJ is scheduled in that ETR if it would not disturb the anticipated start times of any HPJ previously scheduled for a future time. Thus, efficient utilization and throughput of such computing environments may be increased by utilizing resources otherwise remaining idle.

Advance Resource Provisioning in Bulk Data Scheduling

Today?s scientific and business applications generate mas- sive data sets that need to be transferred to remote sites for sharing, processing, and long term storage. Because of increasing data volumes and enhancement in current net- work technology that provide on-demand high-speed data access between collaborating institutions, data handling and scheduling problems have reached a new scale. In this paper, we present a new data scheduling model with ad- vance resource provisioning, in which data movement operations are defined with earliest start and latest comple- tion times. We analyze time-dependent resource assign- ment problem, and propose a new methodology to improve the current systems by allowing researchers and higher-level meta-schedulers to use data-placement as-a-service, so they can plan ahead and submit transfer requests in advance. In general, scheduling with time and resource conflicts is NP-hard. We introduce an efficient algorithm to organize multiple requests on the fly, while satisfying users? time and resource constraints. We successfully tested our algorithm in a simple benchmark simulator that we have developed, and demonstrated its performance with initial test results.

This report documents completion of FY11 L2 milestone No.3953-TLCC2 contract award. This milestone was scheduled for completion on 3/31/11 and was completed on 4/14/11. There is a separate milestone (3856), due at the end of the fiscal year, concerned with installation of the first LLNL SU and early user access. Efforts related to this tri-lab L2 milestone started early in 2010 with the development of tri-lab requirements for the second ASC capacity system procurement. The SOW was then developed along with necessary RFP paperwork and sent to HQ/DOE for their review prior to being released. There was significant delay in getting this step completed which led to this milestone being put at risk for several months. However, once the RFP was approved and released we were able to get the procurement back on track with aggressive proposal response and review timelines.

Robust optimization of dose schedules in radiotherapy

A major difficulty of choosing an optimal radiation schedule is the uncertainty of model parameters due to geometric and patient specific uncertainties. This paper proposes a method for determining the optimal fractionation schedule in the Linear Quadratic (LQ) model with multiple normal tissue toxicity constraints in the presence of uncertainties in model parameters. To this end, we assumed uncertainty in the LQ model can take two forms: (i) estimation errors for parameters of constant but unknown value, and (ii) stochasticity of random variables. For the unknown parameters, we formulated our problem as a conservative model whose solution is immune to the parameter drifts. When the underlying distributions of uncertain parameters are known, we developed a model which required the decision maker to specify a probability that determined the feasibility of normal tissues constraints and risk factor in the objective function. The 1999 National Transportation Program - Transportation Baseline Report presents data that form a baseline to enable analysis and planning for future Department of Energy (DOE) Environmental Management (EM) waste/material transportation. The companion 1999 Transportation Barriers Analysis analyzes the data and identifies existing and potential problems that may prevent or delay transportation activities based on the data presented. The 1999 Transportation Baseline Schedule (this report) uses the same data to provide an overview of the transportation activities of DOE EM waste/materials. This report can be used to identify areas where stakeholder interface is needed, and to communicate to stakeholders the quantity/schedule of shipments going through their area. Potential bottlenecks in the transportation system can be identified; the number of packages needed, and the capacity needed at receiving facilities can be planned. This report offers a visualization of baseline DOE EM transportation activities for the 11 major sites and the Geologic Repository Disposal site (GRD).

2007 Wholesale Power Rate Schedules : 2007 General Rate Schedule Provisions.

This schedule is available for the contract purchase of Firm Power to be used within the Pacific Northwest (PNW). Priority Firm (PF) Power may be purchased by public bodies, cooperatives, and Federal agencies for resale to ultimate consumers, for direct consumption, and for Construction, Test and Start-Up, and Station Service. Rates in this schedule are in effect beginning October 1, 2006, and apply to purchases under requirements Firm Power sales contracts for a three-year period. The Slice Product is only available for public bodies and cooperatives who have signed Slice contracts for the FY 2002-2011 period. Utilities participating in the Residential Exchange Program (REP) under Section 5(c) of the Northwest Power Act may purchase Priority Firm Power pursuant to the Residential Exchange Program. Rates under contracts that contain charges that escalate based on BPA's Priority Firm Power rates shall be based on the three-year rates listed in this rate schedule in addition to applicable transmission charges. This rate schedule supersedes the PF-02 rate schedule, which went into effect October 1, 2001. Sales under the PF-07 rate schedule are subject to BPA's 2007 General Rate Schedule Provisions (2007 GRSPs). Products available under this rate schedule are defined in the 2007 GRSPs. For sales under this rate schedule, bills shall be rendered and payments due pursuant to BPA's 2007 GRSPs and billing process.

Kruger Designs Light does many different types of projects for a diverse clientele. Each of these projects, while having some general characteristics in common, seem also to have a specific set of criteria in mind-some as specific as the client is unique. While there are some chains where lighting decisions are made to be applied in hundreds of facilities, there are other types of clients that bring a different sensibility to the process. As lighting designers, it is the job of Designs Light to address the individual needs of each client, even the {open_quotes}strange{close_quotes} and {open_quotes}different,{close_quotes} as was the case with {open_quotes}Boogie`s Diner.{close_quotes} This author goes on to describe the project presented by Boogie`s Diner, the demands of the site with respect for lighting as regards the clinetele being served, and the expectations of the owners. The design considerations are discussed, and finally the proposed solutions are breifly outlined. This design effort won the EPRI/IES award, and was an energy efficient design sought by the owner.

NAVIGATING A QUALITY ROUTE TO A NATIONAL SAFETY AWARD

Deming quality methodologies applied to safety are recognized with the National Safety Council's annual Robert W. Campbell Award. Over the last ten years, the implementation of Statistical Process Control and quality methodologies at the U.S. Department of Energy's Hanford Site have contributed to improved safety. Improvements attributed to Statistical Process Control are evidenced in Occupational Safety and Health records and documented through several articles in Quality Progress and the American Society of Safety Engineers publication, Professional Safety. Statistical trending of safety, quality, and occurrence data continues to playa key role in improving safety and quality at what has been called the world's largest environmental cleanup project. DOE's Hanford Site played a pivotal role in the nation's defense beginning in the 1940s, when it was established as part of the Manhattan Project. After more than 50 years of producing material for nuclear weapons, Hanford, which covers 586 square miles in southeastern Washington state, is now focused on three outcomes: (1) Restoring the Columbia River corridor for multiple uses; (2) Transitioning the central plateau to support long-term waste management; and (3) Putting DOE assets to work for the future. The current environmental cleanup mission faces challenges of overlapping technical, political, regulatory, environmental, and cultural interests. From Oct. 1, 1996 through Sept. 30, 2008, Fluor Hanford was a prime contractor to the Department of Energy's Richland Operations Office. In this role, Fluor Hanford managed several major cleanup activities that included dismantling former nuclear-processing facilities, cleaning up the Site's contaminated groundwater, retrieving and processing transuranic waste for shipment and disposal off-site, maintaining the Site's infrastructure, providing security and fire protection, and operating the Volpentest HAMMER Training and Education Center. On October 1,2008, a transition occurred that changed Fluor's role at Hanford. Fluor's work at Hanford was split in two with the technical scope being assumed by the CH2M HILL Plateau Remediation Company (CHPRC) CHPRC is now spearheading much of the cleanup work associated with former nuclear-processing facilities, contaminated groundwater, and transuranic waste. Fluor is an integrated subcontractor to CH PRC in this effort. In addition, at the time of this writing, while the final outcome is being determined for the new Mission Support Contract, Fluor Hanford has had its contract extended to provide site-wide services that include security, fire protection, infrastructure, and operating the HAMMER facility. The emphasis has to be on doing work safely, delivering quality work, controlling costs, and meeting deadlines. Statistical support is provided by Fluor to the PRC, within Fluor Hanford, and to a third contractor, Washington Closure Hanford, which is tasked with cleaning up approximately 210 square miles designated as the Columbia River corridor along the outer edge of the Hanford Site. The closing months of Fluor Hanford's 12 year contract were busy, characterized by special events that capped its work as a prime cleanup contractor, transitions of work scope and personnel, and the completion numerous activities. At this time, Fluor's work and approach to safety were featured in state and national forums. A 'Blockbuster' presentation at the Washington State Governor's Industrial Safety Conference in September 2008 featured Fluor Hanford's Chief Operating Officer, a company Safety Representative, and me. Simultaneously, an award ceremony in Anaheim, Calif. recognized Fluor Hanford as the winner of the 2008 Robert W. Campbell Award. The Robert W. Campbell Award is co-sponsored by Exxon Mobil Corporation and the National Safety Council. The FEMP Awards Program: Fostering Institutional Change and Energy Management Excellence

This report assesses the use of institutional change principles and the institutional impact of award-winning projects through interviews with 22 Department of Energy Federal Energy Management Program (DOE FEMP) award winners. Award winners identified institutional facilitators and barriers in their projects and programs as well as factors in their implementation processes, thus providing information that can guide other efforts. We found that award winners do use strategies based on eight principles of institutional change, most frequently in terms of making changes to infrastructure, engaging leadership, and capitalizing on multiple motivations for making an energy efficiency improvement. The principles drawn on the least often were commitment and social empowerment. Award winners also faced five major types of obstacles that were institutional in nature: lack of resources, constraints of rules, psychological barriers, lack of information, and communication problems. We also used the seven categories of Energy Management Excellence (EME) as a lens to interpret the interview data and assess whether these categories relate to established institutional change principles. We found that the eight principles reflect strategies that have been found to be useful in improving energy efficiency in organizations, whereas the EME categories capture more of a blend of social contextual factors and strategies. The EME categories fill in some of the social context gaps that facilitate institutional change and energy management excellence, for example, personal persistence, a culture that supports creativity and innovation, regular engagement with tenants, contractors, and staff at all levels. Taking together the use of principles, EME criteria, and obstacles faced by interviewees, we make recommendations for how FEMP can better foster institutional change in federal agencies.

For a closed-loop system, which has a contention-based multiple access network on its sensor link, the Medium Access Controller (MAC) may discard some packets when the traffic on the link is high. We use a local state-based scheduler to select a few critical data packets to send to the MAC. In this paper, we analyze the impact of such a scheduler on the closed-loop system in the presence of traffic, and show that there is a dual effect with state-based scheduling. In general, this makes the optimal scheduler and controller hard to find. However, by removing past controls from the scheduling criterion, we find that certainty equivalence holds. This condition is related to the classical result of Bar-Shalom and Tse, and it leads to the design of a scheduler with a certainty equivalent controller. This design, however, does not result in an equivalent system to the original problem, in the sense of Witsenhausen. Schedule optimization study implementation plan

This Implementation Plan is intended to provide a basis for improvements in the conduct of the Environmental Restoration (ER) Program at Hanford. The Plan is based on the findings of the Schedule Optimization Study (SOS) team which was convened for two weeks in September 1992 at the request of the U.S. Department of Energy (DOE) Richland Operations Office (RL). The need for the study arose out of a schedule dispute regarding the submission of the 1100-EM-1 Operable Unit (OU) Remedial Investigation/Feasibility Study (RI/FS) Work Plan. The SOS team was comprised of independent professionals from other federal agencies and the private sector experienced in environmental restoration within the federal system. The objective of the team was to examine reasons for the lengthy RI/FS process and recommend ways to expedite it. The SOS team issued their Final Report in December 1992. The report found the most serious impediments to cleanup relate to a series of management and policy issues which are within the control of the three parties managing and monitoring Hanford -- the DOE, U.S. Environmental Protection Agency (EPA), and the State of Washington Department of Ecology (Ecology). The SOS Report identified the following eight cross-cutting issues as the root of major impediments to the Hanford Site cleanup. Each of these eight issues is quoted from the SOS Report followed by a brief, general description of the proposed approach being developed.

Environmental surveillance master sampling schedule

This document contains the planned 1994 schedules for routine collection of samples for the Surface Environmental Surveillance Project (SESP), Drinking Water Project, and Ground-Water Surveillance Project. Samples are routinely collected for the SESP and analyzed to determine the quality of air, surface water, soil, sediment, wildlife, vegetation, foodstuffs, and farm products at Hanford Site and surrounding communities. The responsibility for monitoring the onsite drinking water falls outside the scope of the SESP. The Hanford Environmental Health Foundation is responsible for monitoring the nonradiological parameters as defined in the National Drinking Water Standards while PNL conducts the radiological monitoring of the onsite drinking water. PNL conducts the drinking water monitoring project concurrent with the SESP to promote efficiency and consistency, utilize the expertise developed over the years, and reduce costs associated with management, procedure development, data management, quality control and reporting. The ground-water sampling schedule identifies ground-water sampling events used by PNL for environmental surveillance of the Hanford Site.
