These reports will provide information necessary to allow DOE headquarters and field offices to determine whether or not contracted analytical laboratories have the capability to produce environmental data of the quality necessary for the remediation program.     The goal of the Oak Ridge National Laboratory (ORNL) Waste Management Program is the protection of workers, the public, and the environment. A vital aspect of this goal is to comply with all applicable state, federal, and DOE requirements. Waste management requirements for DOE radioactive wastes are detailed in DOE Order 5820.2A, and the ORNL Waste Management Program encompasses all elements of this order. The requirements of this DOE order and other appropriate DOE orders, along with applicable Tennessee Department of Environment and Conservation (TDEC) and US Environmental Protection Agency (EPA) rules and regulations, provide the principal source of regulatory guidance for waste management operations at ORNL. This mandate to preserve cultural resources in a spirit of stewardship for the future is outlined in various federal preservation laws, regulations, and guidelines such as the National Historic Preservation Act, the Archaeological Resources Protection Act, and the National Environmental Policy Act. The purpose of this Cultural Resource Management Plan is to describe how the Department of Energy, Idaho Operations Office will meet these responsibilities at the Idaho National Laboratory. This Laboratory, which is located in southeastern Idaho, is home to a wide variety of important cultural resources representing at least 13,500 years of human occupation in the southeastern Idaho area. These resources are nonrenewable; bear valuable physical and intangible legacies; and yield important information about the past, present, and perhaps the future. There are special challenges associated with balancing the preservation of these sites with the management and ongoing operation of an active scientific laboratory. The Department of Energy, Idaho Operations Office is committed to a cultural resource management program that accepts these challenges in a manner reflecting both the spirit and intent of the legislative mandates.     Brookhaven National Laboratory (BNL) is located near the geographic center of Long Island, New York. The Laboratory is situated on 5,265 acres of land composed of Pine Barrens habitat with a central area developed for Laboratory work. In the mid-1990s BNL began developing a wildlife management program. This program was guided by the Wildlife Management Plan (WMP), which was reviewed and approved by various state and federal agencies in September 1999. The WMP primarily addressed concerns with the protection of New York State threatened, endangered, or species of concern, as well as deer populations, invasive species management, and the revegetation of the area surrounding the Relativistic Heavy Ion Collider (RHIC). The WMP provided a strong and sound basis for wildlife management and established a basis for forward motion and the development of this document, the Natural Resource Management Plan (NRMP), which will guide the natural resource management program for BNL. The body of this plan establishes the management goals and actions necessary for managing the natural resources at BNL. The appendices provide specific management requirements for threatened and endangered amphibians and fish (Appendices A and B respectively), lists of actions in tabular format (Appendix C), and regulatory drivers for the Natural Resource Program (Appendix D). The purpose of the Natural Resource Management Plan is to provide management guidance, promote stewardship of the natural resources found at BNL, and to integrate their protection with pursuit of the Laboratory's mission. The philosophy or guiding principles of the NRMP are stewardship, adaptive ecosystem management, compliance, integration with other plans and requirements, and incorporation of community involvement, where applicable.

    The goal of the Oak Ridge National Laboratory (ORNL) Waste Management Program is the protection of workers, the public, and the environment. A vital aspect of this goal is to comply with all applicable state, federal, and DOE requirements. Waste management requirements for DOE radioactive wastes are detailed in DOE Order 5820.2A, and the ORNL Waste Management Program encompasses all elements of this order. The requirements of this DOE order and other appropriate DOE orders, along with applicable Tennessee Department of Environment and Conservation (TDEC) and US Environmental Protection Agency (EPA) rules and regulations, provide the principal source of regulatory guidance for waste management operations at ORNL.     Modern, forensics laboratories need Laboratory Information Management Systems (LIMS) implementations that allow the lab to track evidentiary items through their examination lifecycle and also serve all pertinent laboratory personnel. The research presented here presents LIMS core requirements as viewed by respondents serving in different forensic laboratory capacities as well as different forensic laboratory environments. A product-development methodology was employed to evaluate the relative value of the key features that constitute a LIMS, in order to develop a set of relative values for these features and the specifics of their implementation. In addition to the results of the product development analysis, this paper also provides an extensive review of LIMS and provides an overview of the preparation and planning process for the successful upgrade or implementation of a LIMS. Analysis of the data indicate that the relative value of LIMS components are viewed differently depending upon respondents' job roles (i.e., evidence technicians, scientists, and lab management), as well as by laboratory size. Specifically, the data show that: (1) Evidence technicians place the most value on chain of evidence capabilities and on chain of custody tracking; (2) Scientists generally place greatest value on report writing and generation, and on tracking daughter evidence that develops during their analyses; (3) Lab. Managers place the greatest value on chain of custody, daughter evidence, and not surprisingly, management reporting capabilities; and (4) Lab size affects LIMS preference in that, while all labs place daughter evidence tracking, chain of custody, and management and analyst report generation as their top three priorities, the order of this prioritization is size dependent.

    In January of 1994 an important new technology was brought on line to help in the monumental waste management and environmental restoration work at the Hanford Site. Cleanup at the Hanford Site depends on analytical chemistry information to identify contaminates, design and monitor cleanup processes, assure worker safety, evaluate progress, and prove completion. The new technology, a laboratory information management system (LIMS) called ``LABCORE,`` provides the latest systems to organize and communicate the analytical tasks: track work and samples; collect and process data, prepare reports, and store data in readily accessible electronic form.

    This comprehensive Natural Resource Management Plan (NRMP) for Brookhaven National Laboratory (BNL) was built on the successful foundation of the Wildlife Management Plan for BNL, which it replaces. This update to the 2003 plan continues to build on successes and efforts to better understand the ecosystems and natural resources found on the BNL site. The plan establishes the basis for managing the varied natural resources located on the 5,265 acre BNL site, setting goals and actions to achieve those goals. The planning of this document is based on the knowledge and expertise gained over the past 10 years by the Natural Resources management staff at BNL in concert with local natural resource agencies including the New York State Department of Environmental Conservation, Long Island Pine Barrens Joint Planning and Policy Commission, The Nature Conservancy, and others. The development of this plan is an attempt at sound ecological management that not only benefits BNL's ecosystems but also benefits the greater Pine Barrens habitats in which BNL is situated. This plan applies equally to the Upton Ecological and Research Reserve (Upton Reserve). Any difference in management between the larger BNL area and the Upton Reserve are noted in the text. The purpose of the Natural Resource Management Plan (NRMP) is to provide management guidance, promote stewardship of the natural resources found at BNL, and to sustainably integrate their protection with pursuit of the Laboratory's mission. The philosophy or guiding principles of the NRMP are stewardship, sustainability, adaptive ecosystem management, compliance, integration with other plans and requirements, and the incorporation of community involvement, where applicable. The NRMP is periodically reviewed and updated, typically every five years.     This report documents the results of the environmental management assessment performed at the National Renewable Energy Laboratory (NREL) in Golden, Colorado. The onsite portion of the assessment was conducted from September 14 through September 27, 1993, by DOE`s Office of Environmental Audit (EH-24) located within the Office of the Assistant Secretary for Environment, Safety, and Health (EH-1). During this assessment, the activities conducted by the assessment team included reviews of internal documents and reports from previous audits and assessments; interviews with US Department of Energy (DOE) and NREL contractor personnel; and inspections and observations of selected facilities and operations. The environmental management assessment of NREL focused on the adequacy of environmental management systems and assessed the formality of programs employing an approach that recognizes the level of formality implementing environmental programs may vary commensurate with non-nuclear research and development operations. The Assessment Team evaluated environmental monitoring, waste management and National Environmental Policy Act (NEPA) activities at NREL, from a programmatic standpoint. The results of the evaluation of these areas are contained in the Environmental Protection Programs section of this report. The scope of the NREL Environmental Management Assessment was comprehensive and included all areas of environmental management. At the same time, environmental monitoring, waste management, and NEPA activities were evaluated to develop a programmatic understanding of these environmental disciplines, building upon the results of previous appraisals, audits, and reviews performed at the NREL.

    The annual program report provides detailed information about all aspects of the Sandia National Laboratories, California (SNL/CA) Chemical Management Program. It functions as supporting documentation to the SNL/CA Environmental Management System Program Manual. This program annual report describes the activities undertaken during the calender past year, and activities planned in future years to implement the Chemical Management Program, one of six programs that supports environmental management at SNL/CA. SNL/CA is responsible for tracking chemicals (chemical and biological materials), providing Material Safety Data Sheets (MSDS) and for regulatory compliance reporting according to a variety of chemical regulations. The principal regulations for chemical tracking are the Emergency Planning Community Right-to-Know Act (EPCRA) and the California Right-to-Know regulations. The regulations, the Hazard Communication/Lab Standard of the Occupational Safety and Health Administration (OSHA) are also key to the CM Program. The CM Program is also responsible for supporting chemical safety and information requirements for a variety of Integrated Enabling Services (IMS) programs primarily the Industrial Hygiene, Waste Management, Fire Protection, Air Quality, Emergency Management, Environmental Monitoring and Pollution Prevention programs. The principal program tool is the Chemical Information System (CIS). The system contains two key elements: the MSDS library and the chemical container-tracking database that is readily accessible to all Members of the Sandia Workforce. The primary goal of the CM Program is to ensure safe and effective chemical management at Sandia/CA. This is done by efficiently collecting and managing chemical information for our customers who include Line, regulators, DOE and ES and H programs to ensure compliance with regulations and to streamline customer business processes that require chemical information.

    The Cultural Resource Management Plan (CRMP) for Brookhaven National Laboratory (BNL) provides an organized guide that describes or references all facets and interrelationships of cultural resources at BNL. This document specifically follows, where applicable, the format of the U.S. Department of Energy (DOE) Environmental Guidelines for Development of Cultural Resource Management Plans, DOE G 450.1-3 (9-22-04[m1]). Management strategies included within this CRMP are designed to adequately identify the cultural resources that BNL and DOE consider significant and to acknowledge associated management actions. A principal objective of the CRMP is to reduce the need for additional regulatory documents and to serve as the basis for a formal agreement between the DOE and the New York State Historic Preservation Officer (NYSHPO). The BNL CRMP is designed to be a ''living document.'' Each section includes identified gaps in the management plan, with proposed goals and actions for addressing each gap. The plan will be periodically revised to incorporate new documentation.

    During fourth quarter 1992, samples from 18 groundwater monitoring wells of the AMB series at the Metallurgical Laboratory Hazardous Waste Management Facility were analyzed for certain heavy metals, indicator parameters, radionuclides, volatile organic compounds, and other constituents. Six parameters exceeded final Primary Drinking Water Standards (PDWS) and the Savannah River Site Flag 2 criteria during the quarter. The results for fourth quarter 1992 are fairly consistent with the rest of the year's data. Tetrachloroethylene exceeded the final PDWS in well AMB 4D only two of the four quarters; in the other three wells in which it was elevated, it was present at similar levels throughout the year. Trichloroethylene consistently exceeded its PDWS in wells AMB 4A, 4B, 4D, 5, and 7A during the year. Trichloroethylene was elevated in well AMB 6 only during third and fourth quarters and in well AMB 7 only during fourth quarter. Total alpha-emitting radium was above the final PDWS for total radium in well AMB 5 at similar levels throughout the year and exceeded the PDWS during one of the three quarters it was analyzed for (third quarter 1992) in well AMB 10B.

    Over the last 20 years the Idaho National Laboratory (INL) has adopted a number of operations and safety-related programs which has each periodically taken its turn in the limelight. As new programs have come along there has been natural competition for resources, focus and commitment. In the last few years, the INL has made real progress in integrating all these programs and are starting to realize important synergies. Contributing to this integration are both collaborative individuals and an emerging shared vision and goal of the INL fully maturing in its high reliability operations. This goal is so powerful because the concept of high reliability operations (and the resulting organizations) is a masterful amalgam and orchestrator of the best of all the participating programs (i.e. conduct of operations, behavior based safety, human performance, voluntary protection, quality assurance, and integrated safety management). This paper is a brief recounting of the lessons learned, thus far, at the INL in bringing previously competing programs into harmony under the goal (umbrella) of seeking to perform regularly as a high reliability organization. In addition to a brief diagram-illustrated historical review, the authors will share the INLs primary successes (things already effectively stopped or started) and the gaps yet to be bridged.

    In April 1992, Argonne National Laboratory (ANL) launched the implementation of quality management (QM) as an initiative of the Laboratory Director. The goal of the program is to seek ways of improving Laboratory performance and effectiveness by drawing from the realm of experiences in the global total quality management movement. The Argonne QM initiative began with fact finding and formulating a strategy for implementation; the emphasis is that the underlying principles of QM should be an integral part of how the Laboratory is managed and operated. A primary theme that has guided the Argonne QM initiative is to consider only those practices that offer the potential for real improvement, make sense, fit the culture, and would be credible to the broad population. In October 1993, the Laboratory began to pilot a targeted set of QM activities selected to produce outcomes important to the Laboratory--strengthening the customer focus, improving work processes, enhancing employee involvement and satisfaction, and institutionalizing QM. This report describes the results of the just-concluded QM development and demonstration phase in terms of detailed strategies, accomplishments, and lessons learned. These results are offered as evidence to support the conclusion that the Argonne QM initiative has achieved value-added results and credibility and is well positioned to support future deployment across the entire Laboratory as an integrated management initiative. Recommendations for follow-on actions to implement future deployment are provided separately.

    The waste management program at Los Alamos National Laboratory (LANL) is undergoing significant transition to establish a lean highly functioning waste management program that will succeed the large environmental cleanup waste management program. In the coming years, the environmental cleanup activities will be mostly completed and the effort will change to long-term stewardship. What will remain in waste management is a smaller program focused on direct off-site shipping to cost-effectively enable the enduring mission of the laboratory in support of the national nuclear weapons program and fundamental science and research. It is essential that LANL implement a highly functioning efficient waste management program in support of the core missions of the national weapons program and fundamental science and research - and LANL is well on the way to that goal. As LANL continues the transition process, the following concepts have been validated: - Business drivers including the loss of onsite disposal access and completion of major environmental cleanup activities will drive large changes in waste management strategies and program. - A well conceived organizational structure; formal management systems; a customer service attitude; and enthusiastic managers are core to a successful waste management program. - During times of organizational transition, a project management approach to managing change in a complex work place with numerous complex deliverables is successful strategy. - Early and effective engagement with waste generators, especially Project Managers, is critical to successful waste planning. - A well-trained flexible waste management work force is vital. Training plans should include continuous training as a strategy. - A shared fate approach to managing institutional waste decisions, such as the LANL Waste Management Recharge Board is effective. - An efficient WM program benefits greatly from modern technology and innovation in managing waste data and

    The US Department of Energy Complex contains many laboratories that require inventory management and control of large stores of radionuclides. While the overall quantities of radionuclides are bounded by Authorization-Basis (AB) documents, the spatial distribution may change rapidly according to facility experimentation and storage limits. Thus, the consequences of postulated accident events may be difficult to quantify as the location of radiological species becomes uncertain. Furthermore, a situation of this nature may be compounded by management of fissile materials in the same laboratory. Although radionuclide inventory management, fissile material control, and compliance with AB limits may be handled individually, a systematic and consistent approach would be to integrate all three functions. A system with these characteristics, an upgraded Radionuclide Inventory and Administrative Control (RI-AC) System, has been implemented for the Savannah River Technology Center (SRTC) located on the Savannah River Site (SRS), and is summarized in this paper.

    US Department of Energy (DOE) Order 5820.2A was promulgated in final form on September 26, 1988. The order requires heads of field organizations to prepare and to submit updates on the waste management plans for all operations under their purview according to the format in Chap. 6, {open_quotes}Waste Management Plan Outline.{close_quotes} These plans are to be submitted by the DOE Oak Ridge Operations Office (DOE-ORO) in December of each year and distributed to the DP-12, ES&H-1, and other appropriate DOE Headquarters (DOE-HQ) organizations for review and comment. This document was prepared in response to this requirement for fiscal year (FY) 1994. The Oak Ridge National Laboratory (ORNL) waste management mission is reduction, collection, storage, treatment, and disposal of DOE wastes, generated primarily in pursuit of ORNL missions, in order to protect human health and safety and the environment. In carrying out this mission, waste management staff in the Waste Management and Remedial Action Division (WMRAD) will (1) guide ORNL in optimizing waste reduction and waste management capabilities and (2) conduct waste management operations in a compliant, publicly acceptable, technically sound, and cost-efficient manner. Waste management requirements for DOE radioactive wastes are detailed in DOE Order 5820.2A, and the ORNL Waste Management Program encompasses all elements of this order. The requirements of this DOE order and other appropriate DOE orders, along with applicable Tennessee Department of Environment and Conservation and US Environmental Protection Agency (EPA) rules and regulations, provide the principal source of regulatory guidance for waste management operations at ORNL. The objective of this document is compilation and consolidation of information on how the ORNL Waste Management Program is conducted, which waste management facilities are being used to manage wastes, what activities are planned for FY 1994, and how all of the activities are documented.

    Idaho National Laboratory (INL) performed an annual Integrated Safety Management System (ISMS) effectiveness review per 48 Code of Federal Regulations (CFR) 970.5223-1, 'Integration of Environment, Safety and Health into Work Planning and Execution.' The annual review assessed Integrated Safety Management (ISM) effectiveness, provided feedback to maintain system integrity, and helped identify target areas for focused improvements and assessments for fiscal year (FY) 2012. The information presented in this review of FY 2011 shows that the INL has performed many corrective actions and improvement activities, which are starting to show some of the desired results. These corrective actions and improvement activities will continue to help change culture that will lead to better implementation of defined programs, resulting in moving the Laboratory's performance from the categorization of 'Needs Improvement' to the desired results of 'Effective Performance.'

    During second quarter 1992, 18 groundwater monitoring wells of the AMB series at the Metallurgical Laboratory Hazardous Waste Management Facility (Met Lab HWMF) were visited for sampling. Groundwater samples were analyzed for certain heavy metals, indicator parameters, radionuclides, volatile organic compounds, and other constituents. This report describes the results that exceeded the US Environmental Protection Agency Primary Drinking Water Standards (PDWS) and the Savannah River Site flagging criteria during the quarter.

    The US Department of Energy (DOE) has prepared this report to assist its management in making two decisions. The first decision, which is programmatic, is to determine the management program for DOE spent nuclear fuel. The second decision is on the future direction of environmental restoration, waste management, and spent nuclear fuel management activities at the Idaho National Engineering Laboratory. Volume 1 of the EIS, which supports the programmatic decision, considers the effects of spent nuclear fuel management on the quality of the human and natural environment for planning years 1995 through 2035. DOE has derived the information and analysis results in Volume 1 from several site-specific appendixes. Volume 2 of the EIS, which supports the INEL-specific decision, describes environmental impacts for various environmental restoration, waste management, and spent nuclear fuel management alternatives for planning years 1995 through 2005. This Appendix B to Volume 1 considers the impacts on the INEL environment of the implementation of various DOE-wide spent nuclear fuel management alternatives. The Naval Nuclear Propulsion Program, which is a joint Navy/DOE program, is responsible for spent naval nuclear fuel examination at the INEL. For this appendix, naval fuel that has been examined at the Naval Reactors Facility and turned over to DOE for storage is termed naval-type fuel. This appendix evaluates the management of DOE spent nuclear fuel including naval-type fuel.

  6. Reengineering of Analytical Data Management for the Environmental Restoration Project at Los Alamos National Laboratory

    The Environmental Restoration (ER) Project at Los Alamos National Laboratory (LANL) is responsible for the characterization, clean up, and monitoring of over 2,124 identified potential release sites (PRS). These PRSs have resulted from operations associated with weapons and energy related research which has been conducted at LANL since 1942. To accomplish mission goals, the ER Project conducts field sampling to determine possible types and levels of chemical contamination as well as their geographic extent. Last fiscal year, approximately 4000 samples were collected during ER Project field sampling campaigns. In the past, activities associated with field sampling such as sample campaign planning, paperwork, shipping and analytical laboratory tracking; verification and order fulfillment; validation and data quality assurance were performed by multiple groups working with a variety of software applications, databases and hard copy reports. This resulted in significant management and communication difficulties, data delivery delays, and inconsistent processes; it also represented a potential threat to overall data integrity. Creation of an organization, software applications and a data process that could provide for cost-effective management of the activities and data mentioned above became a management priority, resulting in a development of a reengineering task. This reengineering effort--currently nearing completion--has resulted in personnel reorganization, the development of a centralized data repository, and a powerful web-based sample management system that allows for an appreciably streamlined and more efficient data process. These changes have collectively cut data delivery times, allowed for larger volumes of samples and data to be handled with fewer personnel, and resulted in significant cost savings.     The Secretary of Energy’s Office of Independent Oversight and Performance Assurance (OA) conducted an inspection of environment, safety, and health and emergency management programs at the Department of Energy’s (DOE) Argonne National Laboratory – East (ANL-E) in April and May 2002. The OA Office of Environment, Safety and Health Evaluations and the Office of Emergency Management Oversight performed the inspection as a joint effort. This volume discusses the results of the review of the ANL-E emergency management program. The results of the review of the ANL-E environment, safety, and health programs are discussed in Volume I of this report, and the combined results are discussed in the summary report. This OA evaluation found an emergency management program in a state of transition resulting from the recent organizational, personnel, and programmatic changes. ANL has developed hazards assessments that generally serve as a good foundation for the emergency management program for the events that were analyzed, and in most cases the ICs and the emergency response center (ERC) team appropriately considered protective actions and took actions to mitigate the postulated event. Section 2 of this report provides an overall discussion of the results that characterize the ANL-E emergency management program elements that were evaluated. Section 3 provides OA’s conclusions regarding the overall effectiveness of the program. Section 4 presents the ratings assigned as a result of this review. Appendix A provides supplemental information, including team member composition. Appendix B identifies the findings that require corrective actions and follow-up. Appendices C through F detail the results of the reviews of individual emergency management program elements.

  17. Management of wildlife causing damage at Argonne National Laboratory-East, DuPage County, Illinois

    The DOE, after an independent review, has adopted an Environmental Assessment (EA) prepared by the US Department of Agriculture (USDA) which evaluates use of an Integrated Wildlife Damage Management approach at Argonne National Laboratory-East (ANL-E) in DuPage County, Illinois (April 1995). In 1994, the USDA issued a programmatic Environmental Impact Statement (EIS) that covers nationwide animal damage control activities. The EA for Management of Wildlife Causing Damage at ANL-E tiers off this programmatic EIS. The USDA wrote the EA as a result of DOE`s request to USDA to prepare and implement a comprehensive Wildlife Management Damage Plan; the USDA has authority for animal damage control under the Animal Damage Control Act of 1931, as amended, and the Rural Development, Agriculture and Related Agencies Appropriations Act of 1988. DOE has determined, based on the analysis in the EA, that the proposed action does not constitute a major Federal action significantly affecting the quality of the human environment within the meaning of the National Environmental Policy Act of 1969 (NEPA). Therefore, the preparation of an EIS is not required. This report contains the Environmental Assessment, as well as the Finding of No Significant Impact (FONSI).

  18. Reengineering of waste management at the Oak Ridge National Laboratory. Volume 2

    A reengineering evaluation of the waste management program at the Oak Ridge National Laboratory (ORNL) was conducted during the months of February through July 1997. The goal of the reengineering was to identify ways in which the waste management process could be streamlined and improved to reduce costs while maintaining full compliance and customer satisfaction. A Core Team conducted preliminary evaluations and determined that eight particular aspects of the ORNL waste management program warranted focused investigations during the reengineering. The eight areas included Pollution Prevention, Waste Characterization, Waste Certification/Verification, Hazardous/Mixed Waste Stream, Generator/WM Teaming, Reporting/Records, Disposal End Points, and On-Site Treatment/Storage. The Core Team commissioned and assembled Process Teams to conduct in-depth evaluations of each of these eight areas. The Core Team then evaluated the Process Team results and consolidated the 80 process-specific recommendations into 15 overall recommendations. Volume 2 consists of nine appendices which contain the Process Team reports and Benchmarking reports.

    Idaho National Laboratory (INL) performed an Annual Effectiveness Review of the Integrated Safety Management System (ISMS), per 48 Code of Federal Regulations (CFR) 970.5223 1, “Integration of Environment, Safety and Health into Work Planning and Execution.” The annual review assessed Integrated Safety Management (ISM) effectiveness, provided feedback to maintain system integrity, and identified target areas for focused improvements and assessments for Fiscal Year (FY) 2014. Results of the FY 2013 annual effectiveness review demonstrate that the INL’s ISMS program is “Effective” and continually improving and shows signs of being significantly strengthened. Although there have been unacceptable serious events in the past, there has also been significant attention, dedication, and resources focused on improvement, lessons learned and future prevention. BEA’s strategy of focusing on these improvements includes extensive action and improvement plans that include PLN 4030, “INL Sustained Operational Improvement Plan, PLN 4058, “MFC Strategic Excellence Plan,” PLN 4141, “ATR Sustained Excellence Plan,” and PLN 4145, “Radiological Control Road to Excellence,” and the development of LWP 20000, “Conduct of Research.” As a result of these action plans, coupled with other assurance activities and metrics, significant improvement in operational performance, organizational competence, management oversight and a reduction in the number of operational events is being realized. In short, the realization of the fifth core function of ISMS (feedback and continuous improvement) and the associated benefits are apparent.

Results of the FY 2012 annual effectiveness review demonstrated that the INL’s ISMS program was significantly strengthened. Actions implemented by the INL demonstrate that the overall Integrated Safety Management System is sound and ensures safe and successful performance of work while protecting workers, the public, and environment. This report also provides several opportunities for improvement that will help further strengthen the ISM Program and the pursuit of safety excellence. Demonstrated leadership and commitment, continued surveillance, and dedicated resources have been instrumental in maturing a sound ISMS program. Based upon interviews with personnel, reviews of assurance activities, and analysis of ISMS process implementation, this effectiveness review concludes that ISM is institutionalized and is “Effective”.

  1. Innovative environmental restoration and waste management technologies at Argonne National Laboratory

    Cleanup of contaminated sites and management of wastes have become major efforts of the US Department of Energy. Argonne National Laboratory (ANL) is developing several new technologies to meet the needs of this national effort. Some of these efforts are being done in collaboration with private sector firms. An overview of the ANL and private sector efforts will be presented. The following four specific technologies will be discussed in detail: (1) a minimum additive waste stabilization (MAWS) system for treating actinide-contaminated soil and groundwater; (2) a magnetic separation system, also for cleanup of actinide-contaminated soil and groundwater; (3) a mobile evaporator/concentrator system for processing aqueous radioactive and mixed waste; and (4) a continuous emission monitor for ensuring that waste incineration meets environmental goals.

    The strategy for management of the Oak Ridge National Laboratory`s (ORNL) radioactively contaminated liquid waste was reviewed in 1991. The latest information available through the end of 1990 on waste characterization, regulations, US Department of Energy (DOE) budget guidance, and research and development programs was evaluated to determine how the strategy should be revised. Few changes are needed to update the strategy to reflect new waste characterization, research, and regulatory information. However, recent budget guidance from DOE indicates that minimum funding will not be sufficient to accomplish original objectives to upgrade the liquid low-level waste (LLLW) system to comply with the Federal Facilities Agreement, provide long-term LLLW treatment capability, and minimize environmental, safety, and health risks. Options are presented that might allow the ORNL LLLW system to continue operations temporarily, but they would significantly reduce its capabilities to handle emergency situations, provide treatment for new waste streams, and accommodate waste from the Environmental Restoration Program and from decontamination and decommissioning of surplus facilities. These options are also likely to increase worker radiation exposure, risk of environmental insult, and generation of solid waste for on-site and off-site disposal/storage beyond existing facility capacities. The strategy will be fully developed after receipt of additional guidance. The proposed budget limitations are too severe to allow ORNL to meet regulatory requirements or continue operations long term.

    Managing environment, health, and safety (EHS) risks at a national laboratory, or university, can be intimidating to a researcher who is focused on research results. Laboratory research and development (R&D) operations are often driven by scientists with limited engineering support and lack well-refined equipment development resources. To add to the burden for a researcher, there is a plethora of codes, standards, and regulations that govern the safe installation and operation of photovoltaic-related R&D equipment -- especially those involving hazardous production materials. To help guide the researcher through the vast list of requirements, the EHS office at NREL has taken a variety of steps. Organizationally, the office has developed hazard-specific laboratory-level procedures to govern particular activities. These procedures are a distillation of appropriate international codes, fire agencies, SEMI standards, U.S. Department of Energy orders, and other industry standards to those necessary and sufficient to govern the safe operation of a given activity. The EHS office works proactively with researchers after a concept for a new R&D capability is conceived to help guide the safe design, acquisition, installation, and operation of the equipment. It starts with a safety assessment at the early stages such that requirements are implemented to determine the level of risk and degree of complexity presented by the activity so appropriate controls can be put in place to manage the risk. As the equipment requirements and design are refined, appropriate equipment standards are applied. Before the 'to-build' specifications are finalized, a process hazard analysis is performed to ensure that no single-point failure presents an unacceptable risk. Finally, as the tool goes through construction and installation stages, reviews are performed at logical times to ensure that the requisite engineering controls and design are in place and operational.     In today's world, instant access to information is taken for granted. The national labs are no exception; our data users expect immediate access to their data. Los Alamos National Laboratory (LANL) has collected over ten million records, and the data needs to be accessible to scientists as well as the public. The data span a wide range of media, analytes, time periods, formats, and quality and have traditionally existed in scattered databases, making comprehensive work with the data impossible. Recently, LANL has successfully integrated all their environmental data into a single, cloud-based, web-accessible data management system. The system combines data transparency to the public with immediate access required by the technical staff. The use of automatic electronic data validation has been critical to immediate data access while saving millions of dollars and increasing data consistency and quality. The system includes a Google Maps based GIS tool that is simple enough for people to locate potentially contaminated sites near their home or workplace, and complex enough to allow scientists to plot and trend their data at the surface and at depth as well as over time. A variety of formatted reports can be run at any desired frequency to report the most current data available in the data base. The advanced user can also run free form queries of the data base. This data management system has saved LANL time and money, an increasingly important accomplishment during periods of budget cuts with increasing demand for immediate electronic services. (authors)

    EG&G Idaho, Inc. and Argonne National Laboratory-West (ANL-W) are participating in the Idaho National Engineering Laboratory`s (INEL`s) Waste Isolation Pilot Plant (WIPP) Experimental Test Program (WETP). The purpose of the INEL WET is to provide chemical, physical, and radiochemical data on transuranic (TRU) waste to be stored at WIPP. The waste characterization data collected will be used to support the WIPP Performance Assessment (PA), development of the disposal No-Migration Variance Petition (NMVP), and to support the WIPP disposal decision. The PA is an analysis required by the Code of Federal Regulations (CFR), Title 40, Part 191 (40 CFR 191), which identifies the processes and events that may affect the disposal system (WIPP) and examines the effects of those processes and events on the performance of WIPP. A NMVP is required for the WIPP by 40 CFR 268 in order to dispose of land disposal restriction (LDR) mixed TRU waste in WIPP. It is anticipated that the detailed Resource Conservation and Recovery Act (RCRA) waste characterization data of all INEL retrievably-stored TRU waste to be stored in WIPP will be required for the NMVP. Waste characterization requirements for PA and RCRA may not necessarily be identical. Waste characterization requirements for the PA will be defined by Sandia National Laboratories. The requirements for RCRA are defined in 40 CFR 268, WIPP RCRA Part B Application Waste Analysis Plan (WAP), and WIPP Waste Characterization Program Plan (WWCP). This Project Management Plan (PMP) addresses only the characterization of the contact handled (CH) TRU waste at the INEL. This document will address all work in which EG&G Idaho is responsible concerning the INEL WETP. Even though EG&G Idaho has no responsibility for the work that ANL-W is performing, EG&G Idaho will keep a current status and provide a project coordination effort with ANL-W to ensure that the INEL, as a whole, is effectively and efficiently completing the requirements for WETP.

    The Oak Ridge National Laboratory (ORNL) Remedial Action Program (RAP) was established in 1985 in response to state and federal regulations requiring comprehensive control over facility discharges and cleanup of contaminated sites. A computerized Data and Information Management System (DIMS) was developed for RAP to (1) provide a centralized repository for data pertinent to RAP and (2) provide support for the investigations and assessments leading to the long-term remediation of contaminated facilities and sites. The current status of DIMS and its role in supporting RAP during 1989 are described. The DIMS consists of three components: (1) the Numeric Data Base, (2) the Bibliographic Data Base, and (3) the Records Control Data Base. This report addresses all three data bases, but focuses on the contents of the Numeric Data Base. Significant progress was made last year with the geographic information system (GIS) and ARC/INFO, which can be interfaced with SAS/GRAPH to provide combined mapping and statistical graphic products.     The Department of Energy (DOE) has prepared an environmental assessment (EA) (DOE/EA-0466) under the National Environmental Policy Act (NEPA) of 1969 for the proposed completion of construction and subsequent operation of a central Radioactive and Mixed Waste Management Facility (RMWMF), in the southeastern portion of Technical Area III at Sandia National Laboratory, Albuquerque (SNLA). The RMWMF is designed to receive, store, characterize, conduct limited bench-scale treatment of, repackage, and certify low-level waste (LLW) and mixed waste (MW) (as necessary) for shipment to an offsite disposal or treatment facility. The RMWMF was partially constructed in 1989. Due to changing regulatory requirements, planned facility upgrades would be undertaken as part of the proposed action. These upgrades would include paving of road surfaces and work areas, installation of pumping equipment and lines for surface impoundment, and design and construction of air locks and truck decontamination and water treatment systems. The proposed action also includes an adjacent corrosive and reactive metals storage area, and associated roads and paving. LLW and MW generated at SNLA would be transported from the technical areas to the RMWMF in containers approved by the Department of Transportation. The RMWMF would not handle nonradioactive hazardous waste. Based on the analysis in the EA, the proposed completion of construction and operation of the RMWMF does not constitute a major Federal action significantly affecting the quality of the human environment within the meaning of NEPA. Therefore, preparation of an environmental impact statement for the proposed action is not required.

    During fourth quarter 1992, samples from 18 groundwater monitoring wells of the AMB series at the Metallurgical Laboratory Hazardous Waste Management Facility were analyzed for certain heavy metals, indicator parameters, radionuclides, volatile organic compounds, and other constituents. Six parameters exceeded final Primary Drinking Water Standards (PDWS) and the Savannah River Site Flag 2 criteria during the quarter. The results for fourth quarter 1992 are fairly consistent with the rest of the year`s data. Tetrachloroethylene exceeded the final PDWS in well AMB 4D only two of the four quarters; in the other three wells in which it was elevated, it was present at similar levels throughout the year. Trichloroethylene consistently exceeded its PDWS in wells AMB 4A, 4B, 4D, 5, and 7A during the year. Trichloroethylene was elevated in well AMB 6 only during third and fourth quarters and in well AMB 7 only during fourth quarter. Total alpha-emitting radium was above the final PDWS for total radium in well AMB 5 at similar levels throughout the year and exceeded the PDWS during one of the three quarters it was analyzed for (third quarter 1992) in well AMB 10B.

    Facing the closure of nearly all on-site management and disposal capability for low-level radioactive waste (LLW), Los Alamos National Laboratory (LANL) is making ready to ship the majority of LLW off-site. In order to ship off-site, waste must meet the Treatment, Storage, and Disposal Facility's (TSDF) Waste Acceptance Criteria (WAC). In preparation, LANL's waste management organization must ensure LANL waste generators characterize and package waste compliantly and waste characterization documentation is complete and accurate. Key challenges that must be addressed to successfully make the shift to off-site disposal of LLW include improving the detail, accuracy, and quality of process knowledge (PK) and acceptable knowledge (AK) documentation, training waste generators and waste management staff on the higher standard of data quality and expectations, improved WAC compliance for off-site facilities, and enhanced quality assurance throughout the process. Certification of LANL generators will allow direct off-site shipping of LLW from their facilities.

    An assessment of Los Alamos National Laboratory`s management system related to facility compliance with an element of the Clean Air Act was performed under contract by a team from Northern Arizona University. More specifically, a Federal Facilities Compliance Agreement (FFCA) was established in 1996 to bring the Laboratory into compliance with emissions standards of radionuclides, commonly referred to as Rad/NESHAP. In the fall of 1996, the four-person team of experienced environmental managers evaluated the adequacy of relevant management systems to implement the FFCA provisions. The assessment process utilized multiple procedures including document review, personnel interviews and re-interviews, and facility observations. The management system assessment was completed with a meeting among team members, Laboratory officials and others on November 1, 1996 and preparation of an assessment report.

    Lawrence Livermore National Laboratory's (LLNL's) management assigned the responsibility of conducting TSDF audits to the Waste Certification Office in August of 1994. Prior to this date, there was no mandate for LLNL to audit waste facilities, nor was there a structured program in place for conducting the audits Program development took approximately 10 months. This included writing a TSDF Audit Procedure, writing a Quality Assurance (QA) Plan, developing the required audit check lists, and using the documentation on a trial basis. A typical TSDF audit lasted one full day using three hazardous waste specialists The QA Plan is based on the quality assurance and management system requirements of DOE Order 5700.6C (Quality Assurance) and ASME NQA-1 (Quality Assurance Program Requirements for Nuclear Facilities).

    Two types of projects in the spent nuclear fuel and environmental restoration and waste management activities at the Idaho National Engineering Laboratory (INEL) are described. These are: foreseeable proposed projects where some funding for preliminary planning and/or conceptual design may already be authorized, but detailed design or planning will not begin until the Department of Energy (DOE) has determined that the requirements of the National Environmental Policy Act process for the project have been completed; planned or ongoing projects not yet completed but whose National Environmental Policy Act documentation is already completed or is expected to be completed before the Record of Decision for this Envirorunental Impact Statement (EIS) is issued. The section on project summaries describe the projects (both foreseeable proposed and ongoing).They provide specific information necessary to analyze the environmental impacts of these projects.     Los Alamos National Laboratory’s (LANL) Threatened and Endangered Species Habitat Management Plan (HMP) fulfills a commitment made to the U.S. Department of Energy (DOE) in the “Final Environmental Impact Statement for the Dual-Axis Radiographic Hydrodynamic Test Facility Mitigation Action Plan” (DOE 1996). The HMP received concurrence from the U.S. Fish and Wildlife Service (USFWS) in 1999 (USFWS consultation numbers 2-22-98-I-336 and 2-22-95-I-108). This 2015 update retains the management guidelines from the 1999 HMP for listed species, updates some descriptive information, and adds the New Mexico Meadow Jumping Mouse (Zapus hudsonius luteus) and Yellow-billed Cuckoo (Coccyzus americanus) which were federally listed in 2014 (Keller 2015: USFWS consultation number 02ENNM00- 2015-I-0538).

    The Secretary of Energy’s Office of Independent Oversight and Performance Assurance (OA) conducted an inspection of environment, safety, and health (ES&H) programs and emergency management programs at the U. S. Department of Energy (DOE) Argonne National Laboratory (ANL) in April and May 2002. The inspection was performed as a joint effort by the OA Office of Environment, Safety and Health Evaluations and the Office of Emergency Management Oversight. This volume discusses the results of the review of ANL ES&H programs. The results of the review of the ANL emergency management programs are discussed in Volume II of this report and the combined results are discussed in a summary report. As discussed in this report, some aspects of ISM are effectively implemented at ANL, including institutional roles and responsibilities, training and qualification programs, and processes for incorporating ES&H needs into the planning and budgeting processes. In addition, CH/AAO and ANL have been effective in establishing rigorous processes for reviewing experiment safety. However, performance weaknesses are evident in several areas, including work planning and control processes, radiation protection, and some aspects of management of the AGHCF (including nuclear safety requirements). Weaknesses in management systems, such as CH/AAO and ANL feedback and continuous improvement systems and requirements management systems, contribute to the observed performance deficiencies. Section 2 of this volume provides an overall discussion of the results of the review of the ANL ISM program, including positive aspects, findings, and other items requiring management attention. Section 3 provides OA’s conclusions regarding the overall effectiveness of CH and ANL management of the ES&H programs. Section 4 presents the ratings assigned as a result of this review.     AECL's Fuel Packaging and Storage (FPS) Project was initiated in 2004 to retrieve, transfer, and stabilize an identified inventory of degraded research reactor fuel that had been emplaced within in-ground 'Tile Hole' structures in Chalk River Laboratories' Waste Management Area in the 1950's and 60's. Ongoing monitoring of the legacy fuel storage conditions had identified that moisture present in the storage structures had contributed to corrosion of both the fuel and the storage containers. This prompted the initiation of the FPS Project which has as its objective to design, construct, and commission equipment and systems that would allow for the ongoing safe storage of this fuel until a final long-term management, or disposition, pathway was available. The FPS Project provides systems and technologies to retrieve and transfer the fuel from the Waste Management Area to a new facility that will repackage, dry, safely store and monitor the fuel for a period of 50 years. All equipment and the new storage facility are designed and constructed to meet the requirements for Class 1 Nuclear Facilities in Canada. (authors)

    Well water at Los Alamos National Laboratory (LANL) has a silica (SiO{sub 2}) content of 60 to 100 mg/L, with 4 mg/L of magnesium, 13 mg/L calcium and lesser concentrations of other ions. On evaporation in cooling towers, when the silica concentration reaches 150 to 220 mg/L, silica deposits on heat transfer surfaces. When the high silica well water is used in the reprocessing of plutonium, silica remains in solution at the end of the process and creates a problem of removal from the effluent prior to discharge or evaporation. The work described in this Report is divided into two major parts. The first part describes the behavior of silica when the water is evaporated at various conditions of pH and in the presence of different classes of anions: inorganic and organic. In the second part of this work it was found that precipitation (floccing) of silica was a function of solution pH and mole ratio of metal to silica.

    Thermal constraints place significant limitations on how electric motors ultimately perform. Without the ability to remove heat, the motor cannot operate without sacrificing performance, efficiency, and reliability. Finite element analysis and computational fluid dynamics modeling approaches are being increasingly utilized in the design and analysis of electric motors. As the models become more sophisticated, it is important to have detailed and accurate knowledge of both the passive thermal performance and the active cooling performance. In this work, we provide an overview of research characterizing both passive and active thermal elements related to electric motor thermal management. To better characterize the passive thermal performance, work is being performed to measure motor material thermal properties and thermal contact resistances. The active cooling performance of automatic transmission fluid (ATF) jets is also being measured to better understand the heat transfer coefficients of ATF impinging on motor copper windings.

    A growing recognition exists in companies worldwide that, when employees leave, they take with them valuable knowledge that is difficult and expensive to recreate. The concern is now particularly acute as the large ''baby boomer'' generation is reaching retirement age. A new field of science, Knowledge Continuity Management (KCM), is designed to capture and catalog the acquired knowledge and wisdom from experience of these employees before they leave. The KCM concept is in the final stages of being adopted by the Energy, Infrastructure, and Knowledge Systems Center and a program is being applied that should produce significant annual cost savings. This report discusses how the Center can use KCM to mitigate knowledge loss from employee departures, including a concise description of a proposed plan tailored to the Center's specific needs and resources.

    The Radioactive Waste Management Complex (RWMC) Site Characterization Program is a continuation of the Subsurface Investigation Program (SIP). The scope of the SIP has broadened in response to the results of past work that identified hazardous as well as radionuclide contaminants in the subsurface environment and in response to the need to meet regulatory requirements. Two deep boreholes were cored at the RWMC during FY-1988. Selected sediment samples were submitted for Appendix IX of 40 CFR Part 264 and radionuclide analyses. Detailed geologic logging of archived core was initiated. Stratigraphic studies of the unsaturated zone were conducted. Studies to determine hydrologic properties of sediments and basalts were conducted. Geochemical studies and analyses were initiated to evaluate contaminant and radionuclide speciation and migration in the Subsurface Disposal Area (SDA) geochemical environment. Analyses of interbed sediments in boreholes D15 and 8801D did not confirm the presence of radionuclide contamination in the 240-ft interbed. Analyses of subsurface air and groundwater samples identified five volatile organic compounds of concern: carbon tetrachloride, trichloroethylene, 1,1,1-trichloroethane, chloroform, and tetrachloroethylene. 33 refs., 5 figs., 2 tabs.

    Sandia National Laboratories (SNL) is the world leader in the development of the detailed science underpinning the application of a probabilistic risk assessment methodology, referred to in this report as performance assessment (PA), for (1) understanding and forecasting the long-term behavior of a radioactive waste disposal system, (2) estimating the ability of the disposal system and its various components to isolate the waste, (3) developing regulations, (4) implementing programs to estimate the safety that the system can afford to individuals and to the environment, and (5) demonstrating compliance with the attendant regulatory requirements. This report documents the evolution of the SNL PA methodology from inception in the mid-1970s, summarizing major SNL PA applications including: the Subseabed Disposal Project PAs for high-level radioactive waste; the Waste Isolation Pilot Plant PAs for disposal of defense transuranic waste; the Yucca Mountain Project total system PAs for deep geologic disposal of spent nuclear fuel and high-level radioactive waste; PAs for the Greater Confinement Borehole Disposal boreholes at the Nevada National Security Site; and PA evaluations for disposal of high-level wastes and Department of Energy spent nuclear fuels stored at Idaho National Laboratory. In addition, the report summarizes smaller PA programs for long-term cover systems implemented for the Monticello, Utah, mill-tailings repository; a PA for the SNL Mixed Waste Landfill in support of environmental restoration; PA support for radioactive waste management efforts in Egypt, Iraq, and Taiwan; and, most recently, PAs for analysis of alternative high-level radioactive waste disposal strategies including repositories deep borehole disposal and geologic repositories in shale and granite.     In February 1975, the accidental puncture of an underground transfer line buried about 4 ft below the ground surface at the SNL installation in Livermore, California, resulted in the release of approximately 225.5 m{sup 3} of No. 2 diesel fuel. This report describes the formal quality assurance plan that will be used for the data acquisition and management system developed to monitor a bioremediation pilot study by Argonne National Laboratory in association with Sandia National Laboratories. The data acquisition and management system will record the site data during the bioremediation effort and assist users in site analysis. The designs of the three major subsystems of this system are described in this report. Quality assurance criteria are defined for the management, performance, and assessment of the system. Finally, the roles and responsibilities for configuration management of this system are defined for the entire life cycle of the project.

    The Oak Ridge National Laboratory Technology Logic Diagram (TLD) was developed to provide a decision support tool that relates environmental restoration (ER) and waste management (WM) problems at Oak Ridge National Laboratory (ORNL) to potential technologies that can remediate these problems. The TLD identifies the research, development, demonstration testing, and evaluation needed to develop these technologies to a state that allows technology transfer and application to decontamination and decommissioning (D&D), remedial action (RA), and WM activities. The TLD consists of three fundamentally separate volumes: Vol. 1, Technology Evaluation; Vol. 2, Technology Logic Diagram and Vol. 3, Technology EvaLuation Data Sheets. Part A of Vols. 1 and 2 focuses on RA. Part B of Vols. 1 and 2 focuses on the D&D of contaminated facilities. Part C of Vols. 1 and 2 focuses on WM. Each part of Vol. 1 contains an overview of the TM, an explanation of the problems facing the volume-specific program, a review of identified technologies, and rankings of technologies applicable to the site. Volume 2 (Pts. A. B. and C) contains the logic linkages among EM goals, environmental problems, and the various technologies that have the potential to solve these problems. Volume 3 (Pts. A. B, and C) contains the TLD data sheets. This volume provides the technology evaluation data sheets (TEDS) for ER/WM activities (D&D, RA and WM) that are referenced by a TEDS code number in Vol. 2 of the TLD.     The U.S. Department of Energy (DOE) Pacific Northwest Site Office (PNSO) oversees and manages the DOE contract for the Pacific Northwest National Laboratory (PNNL), a DOE Office of Science multi-program laboratory located in Richland, Washington. PNSO is responsible for ensuring that all activities conducted on the PNNL Site comply with applicable laws, policies, and DOE orders. The DOE Pacific Northwest Site Office Cultural and Biological Resources Management Plan (DOE/PNSO 2008) addresses the requirement for annual surveys and monitoring for species of concern and to identify and map invasive species. In addition to the requirement for an annual survey, proposed project activities must be reviewed to assess any potential environmental consequences of conducting the project. The assessment process requires a thorough understanding of the resources present, the potential impacts of a proposed action to those resources, and the ultimate consequences of those actions. The PNNL Site is situated on the southeastern corner of the DOE Hanford Site, located at the north end of the city of Richland in south-central Washington. The site is bordered on the east by the Columbia River, on the west by Stevens Drive, and on the north by the Hanford Site 300 Area (Figure 1). The environmental setting of the PNNL Site is described in Larson and Downs (2009). There are currently two facilities on the PNNL Site: the William R. Wiley Environmental Molecular Sciences Laboratory (EMSL), and the recently completed Physical Sciences Facility (PSF). This report describes the results of the annual survey of the biological resources found on the undeveloped portions of the PNNL Site in 2010. A brief description of the methods PNNL ecologists used to conduct the surveys and the results of the surveys are presented.     The Laboratory Technology Research (LTR) program supports high-risk, multidisciplinary research partnerships to investigate challenging scientific problems whose solutions have promising commercial potential. These partnerships capitalize on two great strengths of this country: the world-class basic research capability of the DOE Energy Research (ER) multi-program national laboratories and the unparalleled entrepreneurial spirit of American industry. A distinguishing feature of the ER multi-program national laboratories is their ability to integrate broad areas of science and engineering in support of national research and development goals. The LTR program leverages this strength for the Nation`s benefit by fostering partnerships with US industry. The partners jointly bring technology research to a point where industry or the Department`s technology development programs can pursue final development and commercialization. Projects supported by the LTR program are conducted by the five ER multi-program laboratories. These projects explore the applications of basic research advances relevant to DOE`s mission over a full range of scientific disciplines. The program presently emphasizes three critical areas of mission-related research: advanced materials; intelligent processing/manufacturing research; and sustainable environments.

    Volume 1 to the Department of Energy`s Programmatic Spent Nuclear Fuel Management and Idaho National Engineering Laboratory Environmental Management Programs Environmental Impact Statement evaluates a range of alternatives for managing naval spent nuclear fuel expected to be removed from US Navy nuclear-powered vessels and prototype reactors through the year 2035. The Environmental Impact Statement (EIS) considers a range of alternatives for examining and storing naval spent nuclear fuel, including alternatives that terminate examination and involve storage close to the refueling or defueling site. The EIS covers the potential environmental impacts of each alternative, as well as cost impacts and impacts to the Naval Nuclear Propulsion Program mission. This Appendix covers aspects of the alternatives that involve managing naval spent nuclear fuel at four naval shipyards and the Naval Nuclear Propulsion Program Kesselring Site in West Milton, New York. This Appendix also covers the impacts of alternatives that involve examining naval spent nuclear fuel at the Expended Core Facility in Idaho and the potential impacts of constructing and operating an inspection facility at any of the Department of Energy (DOE) facilities considered in the EIS. This Appendix also considers the impacts of the alternative involving limited spent nuclear fuel examinations at Puget Sound Naval Shipyard. This Appendix does not address the impacts associated with storing naval spent nuclear fuel after it has been inspected and transferred to DOE facilities. These impacts are addressed in separate appendices for each DOE site.

    The U.S. Environmental Protection Agency (EPA) built a successful water conservation program and reduced potable water use through a series of initiatives at EPA laboratories. The projects highlighted in this case study demonstrate EPA's ability to reduce water use in laboratory and medical equipment by implementing vacuum pump and steam sterilizer replacements and retrofits. Due to the success of the initial vacuum pump and steam sterilizer projects described here, EPA is implementing similar projects at several laboratories throughout the nation.

    Pacific Northwest National Laboratory has been awarded a total of 80 Environmental Management Science Program (EMSP) research grants since the inception of the program in 1996. The Laboratory has collaborated on an additional 14 EMSP awards with funding received through other institution. This report describes how each of the projects awarded in 1999, 2000, and 2001 addresses significant U.S. Department of Energy (DOE) cleanup issues, including those at the Hanford Site. The technical progress made to date in each of these research projects is addressed in the individual project reports included in this document. Projects are under way in three main areas: Tank Waste Remediation, Decontamination and Decommissioning, and Soil and Groundwater Cleanup.

    A Lawrence Livermore National Laboratory (LLNL) Management Pre-Start Review (MPR) Team was formed to independently verify the operational readiness of Building 368 (B368) Biosafety Level III (BSL-3) Facility to conduct research with biological pathogens and toxins including those considered Select Agents. Review objectives and criteria were developed from the DOE/NNSA and LLNL requirements. These were provided in the Implementation Plan for the Biosafety Level III (BSL-3) Facility Management Pre-Start Review (BSL-3 MPR) at Lawrence Livermore National Laboratory that was reviewed and approved by DOE/NNSA-LSO. The formal part of the LLNL MPR for the BSL-3 Facility was begun in August of 2005 but work on the MPR was stopped in October of 2005 due to the need for LLNL to reassess organizational and operational controls and respond to Centers for Disease Control and Prevention inquiries related to a shipping incident involving select agents. The MPR was restarted in mid-June of 2006. Preliminary facility tours and familiarization with project documents took place in June of 2005. The Independent Management Review Team consists of seven members led by a Team Leader with expertise in management, operations, and safety basis experience with biosafety laboratories. Other team members have expertise in electrical engineering, security, environmental/waste management/regulatory compliance, biosafety/industrial hygiene/medical, structural engineering, and mechanical engineering. The MPR Team reviewed various documents, including authorization basis, safety, emergency preparedness, and various operations, configuration, and management plans. They also reviewed building plans, equipment repair/maintenance documents, training records, and many standard operating procedures. The MPR resulted in three Pre-Start Findings, one Post-Start/Critical Finding, and four observations which are shown on Tables 1, 2, and 3, respectively. Based upon this review the Team feels that the B368
