    Voltage on the North American bulk system is normally regulated by synchronous generators, which typically are provided with voltage schedules by transmission system operators. In the past, variable generation plants were considered very small relative to conventional generating units, and were characteristically either induction generator (wind) or line-commutated inverters (photovoltaic) that have no inherent voltage regulation capability. However, the growing level of penetration of non-traditional renewable generation - especially wind and solar - has led to the need for renewable generation to contribute more significantly to power system voltage control and reactive power capacity. Modern wind-turbine generators, and increasingly PV inverters as well, have considerable dynamic reactive power capability, which can be further enhanced with other reactive support equipment at the plant level to meet interconnection requirements. This report contains a set of recommendations to the North-America Electricity Reliability Corporation (NERC) as part of Task 1-3 (interconnection requirements) of the Integration of Variable Generation Task Force (IVGTF) work plan. The report discusses reactive capability of different generator technologies, reviews existing reactive power standards, and provides specific recommendations to improve existing interconnection standards.

    Despite numerous studies on the atomic structures of Cu-Zr metallic glasses (MGs), their inherent structural ordering, e.g., medium-range order (MRO), remains difficult to describe. Specifically lacking is an understanding of how the MRO responds to deformation and the associated changes in atomic mobility. In this paper, we focus on the impact of deformation on MRO and associated effect on diffusion in a well-relaxed Cu64.5Zr35.5 MG by molecular dynamics simulations. The Cu-Zr MG exhibits a larger elastic limit of 0.035 and a yield stress of 3.5 GPa. The cluster alignment method was employed to characterize the icosahedral short-range order (ISRO) and Bergman-type medium-range order (BMRO) in the models upon loading and unloading. From this analysis, we find the disruption of both ISRO and BMRO occurs as the strain reaches about 0.02, well below the elastic limit. Within the elastic limit, the total fractions of ISRO or BMRO can be fully recovered upon unloading. The diffusivity increases six to eight times in regions undergoing plastic deformation, which is due to the dramatic disruption of the ISRO and BMRO. As a result, by mapping the spatial distributions of the mobile atoms, we demonstrate the increase in atomic mobility is due to the extended regions of disrupted ISRO and more importantly BMRO.

    We have constructed and operated an automated instrument for measuring ground-level microthermal seeing at the Magdalena Ridge Observatory (MRO). The MRO is located at an altitude of 10500' in the Cibola National Forest in New Mexico, USA. It is the planned site for the MRO Optical Interferometer (MROI) planned for up to 10 collecting elements, each with a diameter of 1.4 m, and baselines eventually up to approximately 400 m. As part of the preparation for construction we deployed a system to characterize the ground-level seeing across the observatory site. The instrument is built largely of off-the-shelf components, with only the sensor head and power supply requiring electronic board assembly. Even in those cases the board architecture is very simple. The first proof-of-concept system was deployed for several weeks in the autumn of 2004, and has since undergone several iterations. The latest configuration operates entirely off batteries, incorporates wireless data acquisition, and is thus able to operate in an area with no shelter, power, or communications. In this paper we present the design of the instrument, and show initial data. The microthermal tower has four sensor pairs at heights from 0.8 to 4.41 m, significantly lower than other microthermal experiments, because of the need to characterize the seeing near the ground. We find significant variation in the contribution of this range of heights to the seeing, contributing up to 0.''3 of the seeing at some times and only 0.''02 at other times. The individual sensor power spectra have a slope in the range of 1.4--1.5, which is lower than the 1.67 slope predicted by Kolmogorov turbulence theory. We measure the well known effect of improved seeing immediately around sunset. While we find significant variation in the microthermal seeing, we did not find a pattern of corresponding variations in weather conditions, suggesting that a complicated set of factors control microthermal turbulence.

    Fluctuation electron microscopy experiments combined with hybrid reverse Monte Carlo modeling show a correlation between medium-range structure at the nanometer scale and glass forming ability in two Zr–Cu–Al bulk metallic glass (BMG) alloys. Both Zr50Cu35Al15 and Zr50Cu45Al5 exhibit two nanoscale structure types, one icosahedral and the other more crystal-like. In Zr50Cu35Al15, the poorer glass former, the crystal-like structure is more stable under annealing below the glass transition temperature, Tg, than in Zr50Cu45Al5. Variable resolution fluctuation microscopy of the MRO clusters show that in Zr50Cu35Al15 on sub-Tg annealing, the crystal-like clusters shrink even as they grow more ordered, while icosahedral-like clustersmore » grow. Furthermore, the results suggest that achieving better glass forming ability in this alloy system may depend more on destabilizing crystal-like structures than enhancing non-crystalline structures.« less

  11. DEVELOPMENT OF GLASS MATRICES FOR HLW RADIOACTIVE WASTES

    Vitrification is currently the most widely used technology for the treatment of high level radioactive wastes (HLW) throughout the world. Most of the nations that have generated HLW are immobilizing in either borosilicate glass or phosphate glass. One of the primary reasons that glass has become the most widely used immobilization media is the relative simplicity of the vitrification process, e.g. melt waste plus glass forming frit additives and cast. A second reason that glass has become widely used for HLW is that the short range order (SRO) and medium range order (MRO) found in glass atomistically bonds the radionuclides and governs the melt properties such as viscosity, resistivity, sulphate solubility. The molecular structure of glass controls contaminant/radionuclide release by establishing the distribution of ion exchange sites, hydrolysis sites, and the access of water to those sites. The molecular structure is flexible and hence accounts for the flexibility of glass formulations to waste variability. Nuclear waste glasses melt between 1050-1150 C which minimizes the volatility of radioactive components such as Tc{sup 99}, Cs{sup 137}, and I{sup 129}. Nuclear waste glasses have good long term stability including irradiation resistance. Process control models based on the molecular structure of glass have been mechanistically derived and have been demonstrated to be accurate enough to control the world's largest HLW Joule heated ceramic melter in the US since 1996 at 95% confidence.

  12. Amorphous and nanocrystalline phase formation in highly-driven Al-based binary alloys

    Remarkable advances have been made since rapid solidification was first introduced to the field of materials science and technology. New types of materials such as amorphous alloys and nanostructure materials have been developed as a result of rapid solidification techniques. While these advances are, in many respects, ground breaking, much remains to be discerned concerning the fundamental relationships that exist between a liquid and a rapidly solidified solid. The scope of the current dissertation involves an extensive set of experimental, analytical, and computational studies designed to increase the overall understanding of morphological selection, phase competition, and structural hierarchy that occurs under far-from equilibrium conditions. High pressure gas atomization and Cu-block melt-spinning are the two different rapid solidification techniques applied in this study. The research is mainly focused on Al-Si and Al-Sm alloy systems. Silicon and samarium produce different, yet favorable, systems for exploration when alloyed with aluminum under far-from equilibrium conditions. One of the main differences comes from the positions of their respective T{sub 0} curves, which makes Al-Si a good candidate for solubility extension while the plunging T{sub 0} line in Al-Sm promotes glass formation. The rapidly solidified gas-atomized Al-Si powders within a composition range of 15 to 50 wt% Si are examined using scanning and transmission electron microscopy. The non-equilibrium partitioning and morphological selection observed by examining powders at different size classes are described via a microstructure map. The interface velocities and the amount of undercooling present in the powders are estimated from measured eutectic spacings based on Jackson-Hunt (JH) and Trivedi-Magnin-Kurz (TMK) models, which permit a direct comparison of theoretical predictions. For an average particle size of 10 {micro}m with a Peclet number of {approx}0.2, JH and TMK deviate from each other. This deviation indicates an adiabatic type solidification path where heat of fusion is reabsorbed. It is interesting that this particle size range is also consistent with the appearance of a microcellular growth. While no glass formation is observed within this system, the smallest size powders appear to consist of a mixture of nanocrystalline Si and Al. Al-Sm alloys have been investigated within a composition range of 34 to 42 wt% Sm. Gas atomized powders of Al-Sm are investigated to explore the morphological and structural hierarchy that correlates with different degrees of departure from full equilibrium conditions. The resultant powders show a variety of structural selection with respect to amount of undercooling, with an amorphous structure appearing at the highest cooling rates. Because of the chaotic nature of gas atomization, Cu-block melt-spinning is used to produce a homogeneous amorphous structure. The as-quenched structure within Al-34 to 42 wt% Sm consists of nanocrystalline fcc-Al (on the order of 5 nm) embedded in an amorphous matrix. The nucleation density of fcc-Al after initial crystallization is on the order of 10{sup 22}-10{sup 23} m{sup -3}, which is 10{sup 5}-10{sup 6} orders of magnitude higher than what classical nucleation theory predicts. Detailed analysis of liquid and as-quenched structures using high energy synchrotron X-ray diffraction, high energy transmission electron microscopy, and atom probe tomography techniques revealed an Al-Sm network similar in appearance to a medium range order (MRO) structure. A model whereby these MRO clusters promote the observed high nucleation density of fcc-Al nanocrystals is proposed. The devitrification path was identified using high temperature, in-situ, high energy synchrotron X-ray diffraction techniques and the crystallization kinetics were described using an analytical Johnson-Mehl-Avrami (JMA) approach.

    Administration of the NERC of NICCR began at Penn State in December of 2005 and ended in December of 2011. During that time, five requests for proposals were released and five rounds of proposals were reviewed, awarded and administered. Throughout this award, 203 pre-proposals have been received by the NERC in five RFPS and 110 full proposals invited. Of the 110 full proposals reviewed, 53 were funded (most in full, some partially) resulting in 51 subcontracts. These awards were distributed among 17 universities and 3 non-governmental research institutes. Full proposals have been received from 29 universities and 5 non-governmental research institutes. Research activities have now been completed.

    The Genomic Standards Consortium was formed in September 2005. It is an international, open-membership working body which promotes standardization in the description of genomes and the exchange and integration of genomic data. The 2009 meeting was an activity of a five-year funding Research Coordination Network from the National Science Foundation and was organized held at the DOE Joint Genome Institute with organizational support provided by the JGI and by the University of California - San Diego.     Confidence Commitment Cooperation These are words that spring to mind regarding Southwestern Power Administration’s performance during fiscal years (FY) 2004-2006 By offering innovative, customer-oriented service, working to improve system reliability and efficiency, and partnering with customers and other Federal power stakeholders, Southwestern has certainly exhibited all three of these qualities during these challenging yet productive years In fact, our cooperative working relationships were critical to our success during the severe and widespread drought conditions which prevailed throughout Southwestern’s marketing area for much of 2005-2006 When we proposed a temporary energy deferral program, our customers came on board by voluntarily taking less Federal hydropower than they were entitled to, enabling us to preserve system storage and fulfill our contract obligations during the crucial summer months of 2006 The U S Army Corps of Engineers (Corps) also helped improve our drought situation by allowing Southwestern more operational flexibility on a regional level Despite the challenges this critical drought period presented, Southwestern remained committed to fulfilling our mission and strategic goals From FY 2004 through FY 2006, we marketed and delivered all available Federal hydropower while meeting and even exceeding the reliability standards of the North American Electric Reliability Corporation (NERC) Our Power Operations Training Center in Springfield, Missouri, was cited as an “Example of Excellence” during a NERC readiness audit in October 2006; and as we have every year since NERC began measuring, Southwestern far exceeded the accepted NERC compliance ratings for power system operations reliability Our commitment to excellence and accountability has kept our repayment goals on target as well Revenues were sufficient to repay all annual expenses and the required principal investment in the Federal hydropower facilities Furthermore, the original investment in the Blakely Mountain Dam project in Arkansas was fully repaid at the end of FY 2006, just in time for the dam’s 50th birthday

    The driving force underlying creation of mandatory reliability standards was the prevention of widespread outages, such as those that occurred in 1965, 1977 and 2003. So far, no similar outage has occurred when an entity is in full compliance with the standards, and NERC and FERC have demonstrated that they will actively enforce compliance while aggressively pursuing entities alleged to be non-compliant.     Frequency response has received a lot of attention in recent years at the national level, which culminated in the development and approval of North American Electricity Reliability Corporation (NERC) BAL-003-1 Frequency Response and Frequency Bias Setting Reliability Standard. This report is prepared to describe the details of the work conducted by Pacific Northwest National Laboratory (PNNL) in collaboration with the Bonneville Power Administration and Western Electricity Coordinating Council (WECC) Joint Synchronized Information Subcommittee (JSIS) to develop a frequency response analysis tool (FRAT). The document provides the details on the methodology and main features of the FRAT. The tool manages the database of under-frequency events and calculates the frequency response baseline. Frequency response calculations are consistent with frequency response measure (FRM) in NERC BAL-003-1 for an interconnection and balancing authority. The FRAT can use both phasor measurement unit (PMU) data, where available, and supervisory control and data acquisition (SCADA) data. The tool is also capable of automatically generating NERC Frequency Response Survey (FRS) forms required by BAL-003-1 Standard.

  18. Data Management Issues Associated with the August 14, 2003 Blackout Investigation

    The largest blackout in the history of the North American electric power grid occurred on August 14, 2003. An extensive investigation into what happened (and why) began immediately. The joint U.S.-Canada task force led the effort, including support from the electric utility industry and several federal agencies, e.g. the U.S. Department of Energy. The North American Electric Reliability Council (NERC) supported the task force, including particularly the electricity working group. The overall blackout investigation team drew expertise from a large number of organizations, assembled into teams to address specific attributes of the blackout. This paper describes the data management issues associated with supporting the blackout investigation, beginning with the immediate response in the days and weeks following the blackout, supporting the interim report [1], to the long-term plans for deriving lessons learned for implementing improvements in the overall process of outage disturbance reporting. The sole focus of this paper is the electricity working group activities at NERC; the security and nuclear working groups are outside the scope of this paper.

    According to the North American Electric Reliability Corporation (NERC) definition: “Frequency response is a measure of an Interconnection’s ability to stabilize frequency immediately following the sudden loss of generation or load, and is a critical component of the reliable operation of the Bulk-Power System, particularly during disturbances and recoveries. Failure to maintain frequency can disrupt the operation of equipment and initiate disconnection of power plant equipment to prevent it from being damaged, which could leadmore » to wide-spread blackouts.” Frequency Response Tool automates the power system frequency response analysis process. The tool performs initial estimation of the system frequency parameters (initial frequency, minimum frequency, settling point). User can visually inspect and adjust these parameters. The tool also calculates the frequency response performance metrics of the system, archives the historic events and baselines the system performance. Frequency response performance characteristics of the system are calculated using phasor measurement unit (PMU) information. Methodology of the frequency response performance assessment implemented in the tool complies with the NERC Frequency response standard.« less

  20. Spinning Reserve from Pump Load: A Technical Findings Report to the California Department of Water Resources

    The Oak Ridge National Laboratory (ORNL), at the request of the California Energy Commission and the U.S. Department of Energy, is investigating opportunities for electrical load to provide the ancillary service of spinning reserve to the electric grid. The load would provide this service by stopping for a short time when there is a contingency on the grid such as a transmission line or generator outage. There is a possibility that a significant portion of the California Independent System Operator's (CAISO's) spinning reserve requirement could be supplied from the California Department of Water Resources (CDWR) pumping load. Spinning reserve has never been supplied from load before, and rule changes would be needed to allow it. In this report, we are presenting technical findings on the possibility of supplying spinning reserve from pumping system load. In parallel, we are pursuing the needed rule changes with the North American Electric Reliability Council (NERC), the Federal Energy Regulatory Commission (FERC), the Western Electricity Coordinating Council (WECC), and the CAISO. NERC and FERC have agreed that they have no prohibition against supplying spinning reserve from load. The WECC Minimum Operability Reliability Criteria working group has agreed that the concept should be considered, and they are presently discussing the needed tariff and rule changes. Presently, spinning reserve is provided by generation that is actually spinning but is operating at low power levels and can be ramped up quickly to provide reserve power. In a sense, this is an inefficient and environmentally unfriendly way of providing reserves because it requires the generator to operate at a low power level that may be inefficient and may discharge more pollutants per kW than operating at rated power. It would be better if this generation capacity were in a position to bid into the energy market. Providing an additional supply of spinning reserve would tend to reduce prices for both reserves and the regular electric energy market. The CAISO is presently in the process of redesigning its market rules for ancillary services. The time is right to pursue this opportunity to supply spinning reserve from load. It is our hope that the CDWR will endorse this recommendation. ORNL will then work with FERC, NERC, WECC, and the CAISO to obtain the needed rule changes. This project would provide the CDWR with another option in the complex process of obtaining its energy at the lowest possible cost, while at the same time providing more flexibility to the ISO and relief to the energy market. After this project is implemented in California, we hope that the practice spreads across the nation, allowing much more flexibility in energy markets and increasing the availability of reserve services.

    This document is intended to serve as a specification for generic solar photovoltaic (PV) system positive-sequence dynamic models to be implemented by software developers and approved by the WECC MVWG for use in bulk system dynamic simulations in accordance with NERC MOD standards. Two specific dynamic models are included in the scope of this document. The first, a Central Station PV System model, is intended to capture the most important dynamic characteristics of large scale (> 10 MW) PV systems with a central Point of Interconnection (POI) at the transmission level. The second, a Distributed PV System model, is intended to represent an aggregation of smaller, distribution-connected systems that comprise a portion of a composite load that might be modeled at a transmission load bus.

    Frequency response has received a lot of attention in recent years at the national level, which culminated in the development and approval of NERC BAL-003-1 Frequency Response and Frequency Bias Setting Reliability Standard. WECC JSIS, NASPI, BPA, CERTS and PNNL collaborate on the common goals to deliver to the industry applications for frequency response analysis at interconnection, Balancing Authority and individual power plant levels. This paper describes a Frequency Response Analysis Tool that has been used for establishing a frequency response baseline for the Western Interconnection. This paper describes how synchrophasor data is used in for determination of generator characteristics frequency responsive, under load control or baseloaded. This paper also discusses and provides an example of how the frequency response distribution can impact power pick-up on major transmission paths.

    In 2010, the U.S. Department of Energy (DOE) tasked Lawrence Berkeley National Laboratory (LBNL) and the Pacific Northwest National Laboratory (PNNL), in separate contracts, to provide coordinated technical support to the electricity industry for two national electricity reliability initiatives. The first initiative focused on improving the frequency response of each of the three North American interconnections. The second initiative focused on improving industry understanding of the causes and consequences of fault-induced delayed voltage recovery, which has been observed in all three interconnections. Both initiatives were conducted in close coordination with the North American Electric Reliability Corporation (NERC) and the Western Electric Coordination Council (WECC) and involved the participation of leading utilities from across the United States. This is the final report on LBNL’s activities. It consists of summaries of each activity, including references to published documents that were prepared through the course of the project. (Activities under taken by PNNL are reported on in a separate report.)
