    The West Coast Regional Carbon Sequestration Partnership is one of seven partnerships which have been established by the US Department of Energy (DOE) to evaluate carbon dioxide capture, transport and sequestration (CT&S) technologies best suited for different regions of the country. The West Coast Region comprises Arizona, California, Nevada, Oregon, Washington, and the North Slope of Alaska. Led by the California Energy Commission, the West Coast Partnership is a consortium of over thirty five organizations, including state natural resource and environmental protection agencies; national labs and universities; private companies working on CO{sub 2} capture, transportation, and storage technologies; utilities; oil and gas companies; nonprofit organizations; and policy/governance coordinating organizations. In an eighteen month Phase I project, the Partnership will evaluate both terrestrial and geologic sequestration options. Work will focus on five major objectives: (1) Collect data to characterize major CO{sub 2} point sources, the transportation options, and the terrestrial and geologic sinks in the region, and compile and organize this data via a geographic information system (GIS) database; (2) Address key issues affecting deployment of CT&S technologies, including storage site permitting and monitoring, injection regulations, and health and environmental risks (3) Conduct public outreach and maintain an open dialogue with stakeholders in CT&S technologies through public meetings, joint research, and education work (4) Integrate and analyze data and information from the above tasks in order to develop supply curves and cost effective, environmentally acceptable sequestration options, both near- and long-term (5) Identify appropriate terrestrial and geologic demonstration projects consistent with the options defined above, and create action plans for their safe and effective implementation A kickoff meeting for the West Coast Partnership was held on Sept 30-Oct

    The West Coast Regional Carbon Sequestration Partnership (WESTCARB) is one of seven partnerships that have been established by the U.S. Department of Energy (DOE) to evaluate carbon capture and sequestration (CCS) technologies best suited for different regions of the country. The West Coast Region comprises Arizona, California, Nevada, Oregon, Washington, Alaska, and British Columbia. Led by the California Energy Commission, WESTCARB is a consortium of about 70 organizations, including state natural resource and environmental protection agencies; national laboratories and universities; private companies working on carbon dioxide (CO{sub 2}) capture, transportation, and storage technologies; utilities; oil and gas companies; nonprofit organizations; and policy/governance coordinating organizations. Both terrestrial and geologic sequestration options were evaluated in the Region during the 18-month Phase I project. A centralized Geographic Information System (GIS) database of stationary source, geologic and terrestrial sink data was developed. The GIS layer of source locations was attributed with CO{sub 2} emissions and other data and a spreadsheet was developed to estimate capture costs for the sources in the region. Phase I characterization of regional geological sinks shows that geologic storage opportunities exist in the WESTCARB region in each of the major technology areas: saline formations, oil and gas reservoirs, and coal beds. California offers outstanding sequestration opportunities because of its large capacity and the potential of value-added benefits from enhanced oil recovery (EOR) and enhanced gas recovery. The estimate for storage capacity of saline formations in the ten largest basins in California ranges from about 150 to about 500 Gt of CO{sub 2}, the potential CO{sub 2}-EOR storage was estimated to be 3.4 Gt, and the cumulative production from gas reservoirs suggests a CO{sub 2} storage capacity of 1.7 Gt.     In many ways, the mountain west (Alaska, Arizona, Colorado, Idaho, Montana, New Mexico, Nevada, Utah, Wyoming) is an energy colony for the rest of the United States: it is rich in energy resources that are extracted to fuel economic growth in the wealthier and more populous coastal regions. Federal agencies and global corporations often behave as if the mountain west is a place to be exploited or managed for the benefit of customers and consumers elsewhere. Yet, the area. is not vast empty space with a limitless supply of natural resources, but rather a fast-growing region with a diverse economic base dependent on a limited supply of water. New decision processes and collaborations are slowly changing this situation, but in a piecemeal fashion that places local communities at odds with powerful external interests. Proper planning of major development is needed to insure that the west has a strong economic and cultural future after the fossil energy resources decline, even if that might be a century from now. To encourage the necessary public discussions, this paper identifies key differences between the mountain west and the rest of the United States and suggests some holistic approaches that could improve our future. This paper is designed to provoke thought and discussion; it does not report new analyses on energy resources or usage. It is a summary of a large group effort.

  12. Preliminary Geologic Characterization of West Coast States for Geologic Sequestration

    Characterization of geological sinks for sequestration of CO{sub 2} in California, Nevada, Oregon, and Washington was carried out as part of Phase I of the West Coast Regional Carbon Sequestration Partnership (WESTCARB) project. Results show that there are geologic storage opportunities in the region within each of the following major technology areas: saline formations, oil and gas reservoirs, and coal beds. The work focused on sedimentary basins as the initial most-promising targets for geologic sequestration. Geographical Information System (GIS) layers showing sedimentary basins and oil, gas, and coal fields in those basins were developed. The GIS layers were attributed with information on the subsurface, including sediment thickness, presence and depth of porous and permeable sandstones, and, where available, reservoir properties. California offers outstanding sequestration opportunities because of its large capacity and the potential of value-added benefits from enhanced oil recovery (EOR) and enhanced gas recovery (EGR). The estimate for storage capacity of saline formations in the ten largest basins in California ranges from about 150 to about 500 Gt of CO{sub 2}, depending on assumptions about the fraction of the formations used and the fraction of the pore volume filled with separate-phase CO{sub 2}. Potential CO{sub 2}-EOR storage was estimated to be 3.4 Gt, based on a screening of reservoirs using depth, an API gravity cutoff, and cumulative oil produced. The cumulative production from gas reservoirs (screened by depth) suggests a CO{sub 2} storage capacity of 1.7 Gt. In Oregon and Washington, sedimentary basins along the coast also offer sequestration opportunities. Of particular interest is the Puget Trough Basin, which contains up to 1,130 m (3,700 ft) of unconsolidated sediments overlying up to 3,050 m (10,000 ft) of Tertiary sedimentary rocks.   14. Analysis of Hanford-based Options for Sustainable DOE Facilities on the West Coast

    Large-scale conventional energy projects result in lower costs of energy (COE). This is true for most renewable energy projects as well. The Office of Science is interested in its facilities meeting the renewable energy mandates set by Congress and the Administration. Those facilities on the west coast include a cluster in the Bay Area of California and at Hanford in central Washington State. Land constraints at the California facilities do not permit large scale projects. The Hanford Reservation has land and solar insolation available for a large scale solar project as well as access to a regional transmission system that can provide power to facilities in California. The premise of this study is that a large-scale solar project at Hanford may be able to provide renewable energy sufficient to meet the needs of select Office of Science facilities on the west coast at a COE that is competitive with costs in California despite the lower solar insolation values at Hanford. The study concludes that although the cost of solar projects continues to decline, estimated costs for a large-scale project at Hanford are still not competitive with avoided power costs for Office of Science facilities on the west coast. Further, although it is possible to transmit power from a solar project at Hanford to California facilities, the costs of doing so add additional costs. Consequently, development of a large- scale solar project at Hanford to meet the renewable goals of Office of Science facilities on the west coast is currently uneconomic. This may change as solar costs decrease and California-based facilities face increasing costs for conventional and renewable energy produced in the state. PNNL should monitor those cost trends.

  15. A coastal hazards data base for the U.S. West Coast

    This document describes the contents of a digital data base that may be used to identify coastlines along the US West Coast that are at risk to sea-level rise. This data base integrates point, line, and polygon data for the US West Coast into 0.25{degree} latitude by 0.25{degree} longitude grid cells and into 1:2,000,000 digitized line segments that can be used by raster or vector geographic information systems (GIS) as well as by non-GIS data bases. Each coastal grid cell and line segment contains data variables from the following seven data sets: elevation, geology, geomorphology, sea-level trends, shoreline displacement (erosion/accretion), tidal ranges, and wave heights. One variable from each data set was classified according to its susceptibility to sea-level rise and/or erosion to form 7 relative risk variables. These risk variables range in value from 1 to 5 and may be used to calculate a Coastal Vulnerability Index (CVI). Algorithms used to calculate several CVIs are listed within this text.

    The purpose of this analysis is to systematically identify and evaluate hazards related to the design of the Yucca Mountain Project Exploratory Studies Facility (ESF) East-West Cross Drift. This analysis builds upon prior ESF System Safety Analyses and incorporates TS Main Drift scenarios, where applicable, into the East-West Drift scenarios. This System Safety Analysis (SSA) focuses on the personnel safety and health hazards associated with the engineered design of the East-West Drift. The analysis also evaluates other aspects of the East-West Drift, including purchased equipment (e.g., scientific mapping platform) or Systems/Structures/Components (SSCs) and out-of-tolerance conditions. In addition to recommending design mitigation features, the analysis identifies the potential need for procedures, training, or Job Safety Analyses (JSAs). The inclusion of this information in the SSA is intended to assist the organization(s) (e.g., constructor, Safety and Health, design) responsible for these aspects of the East-West Drift in evaluating personnel hazards and augment the information developed by these organizations. The SSA is an integral part of the systems engineering process, whereby safety is considered during planning, design, testing, and construction. A largely qualitative approach is used which incorporates operating experiences and recommendations from vendors, the constructor and the operating contractor. The risk assessment in this analysis characterizes the scenarios associated with East-West Drift SSCs in terms of relative risk and includes recommendations for mitigating all identified hazards. The priority for recommending and implementing mitigation control features is: (1) Incorporate measures to reduce risks and hazards into SSC designs. (2) Add safety features and capabilities to existing designs. (3) Develop procedures and conduct training to increase worker awareness of potential hazards, reduce exposure to hazards, and inform personnel of the

  18. Shelf margin bioherms and associated facies in the Lower Permian Hueco Group (Late Wolfcampian), Hueco Mountains, West Texas

    Late Wolfcampian phylloid algal/Tubiphytes biohermal complexes are exposed in three erosional oilers lying about 3 miles west of and parallel to the main Hueco Mountains in far West Texas. The biohermal complexes are located paleogeographically along the shelf margin between the Diablo Platform and Orogrande Basin. Based on fusulinids the shelf margin buildups correlate with well-bedded shelf carbonates of the type Hueco Group in the main Hueco Mountains. The phylloid algal/Tubiphytes shelf margin bioherms contain an upward shallowing facies succession, which, in ascending order, consists of: (1) phylloid algal wackestone-bafflestone, (2) phylloid algal-fusulinid bafflestone-packstone, and (3) Tubiphytes boundstone and Tubiphytes-fusulinid-phylloid algal packstone-grainstone. The crest of the southernmost outlier has a different type of bioherm that consists of nodular boundstones composed of calcisponges, encrusting bryozoans and laminar red algae. The shelf margin complexes prograded over slope facies of dark-gray cherty limestones, which generally lack skeletal fossils, but contain common ichnofossils in upper slope beds. Overlapping tongues and channels of lithoclastic-skeletal packstones and grainstones extend seaward from the phylloid algal/Tubiphytes bioherms into the dark-gray slope facies. Proximal backreef facies consist of mainly skeletal-peloidal packstones and wackestones. The Hueco Mountains outlier exposures are important because: (1) they confirm a Late Wolfcampian shelf margin with distinct topographic relief in the southern Orogrande Basin, and (2) they provide an easily accessible field laboratory where Wolfcampian shelf-to-basin facies relationships and shelf margin bioherms can be studied. Wolfcampian bioherms represent a significant stage in the evolutionary history of Late Paleozoic reef communities and form important petroleum reservoirs in the adjacent Permian Basin.

  1. The Ohio River Valley CO2 Storage Project AEP Mountaineer Plant, West Virginia Numerical Simulation and Risk Assessment Report

    A series of numerical simulations of carbon dioxide (CO{sub 2}) injection were conducted as part of a program to assess the potential for geologic sequestration in deep geologic reservoirs (the Rose Run and Copper Ridge formations), at the American Electric Power (AEP) Mountaineer Power Plant outside of New Haven, West Virginia. The simulations were executed using the H{sub 2}O-CO{sub 2}-NaCl operational mode of the Subsurface Transport Over Multiple Phases (STOMP) simulator (White and Oostrom, 2006). The objective of the Rose Run formation modeling was to predict CO{sub 2} injection rates using data from the core analysis conducted on the samples. A systematic screening procedure was applied to the Ohio River Valley CO{sub 2} storage site utilizing the Features, Elements, and Processes (FEP) database for geological storage of CO{sub 2} (Savage et al., 2004). The objective of the screening was to identify potential risk categories for the long-term geological storage of CO{sub 2} at the Mountaineer Power Plant in New Haven, West Virginia. Over 130 FEPs in seven main classes were assessed for the project based on site characterization information gathered in a geological background study, testing in a deep well drilled on the site, and general site conditions. In evaluating the database, it was apparent that many of the items were not applicable to the Mountaineer site based its geologic framework and environmental setting. Nine FEPs were identified for further consideration for the site. These FEPs generally fell into categories related to variations in subsurface geology, well completion materials, and the behavior of CO{sub 2} in the subsurface. Results from the screening were used to provide guidance on injection system design, developing a monitoring program, performing reservoir simulations, and other risk assessment efforts. Initial work indicates that the significant FEPs may be accounted for by focusing the storage program on these potential issues. The

    This report includes an evaluation of deep rock formations with the objective of providing practical maps, data, and some of the issues considered for carbon dioxide (CO{sub 2}) storage projects in the Ohio River Valley. Injection and storage of CO{sub 2} into deep rock formations represents a feasible option for reducing greenhouse gas emissions from coal-burning power plants concentrated along the Ohio River Valley area. This study is sponsored by the U.S. Department of Energy (DOE) National Energy Technology Laboratory (NETL), American Electric Power (AEP), BP, Ohio Coal Development Office, Schlumberger, and Battelle along with its Pacific Northwest Division. An extensive program of drilling, sampling, and testing of a deep well combined with a seismic survey was used to characterize the local and regional geologic features at AEP's 1300-megawatt (MW) Mountaineer Power Plant. Site characterization information has been used as part of a systematic design feasibility assessment for a first-of-a-kind integrated capture and storage facility at an existing coal-fired power plant in the Ohio River Valley region--an area with a large concentration of power plants and other emission sources. Subsurface characterization data have been used for reservoir simulations and to support the review of the issues relating to injection, monitoring, strategy, risk assessment, and regulatory permitting. The high-sulfur coal samples from the region have been tested in a capture test facility to evaluate and optimize basic design for a small-scale capture system and eventually to prepare a detailed design for a capture, local transport, and injection facility. The Ohio River Valley CO{sub 2} Storage Project was conducted in phases with the ultimate objectives of demonstrating both the technical aspects of CO{sub 2} storage and the testing, logistical, regulatory, and outreach issues related to conducting such a project at a large point source under realistic constraints.     Ongoing, centennial-scale flow variability within the Ross ice streams of West Antarctica suggests that the present-day positive mass balance in this region may reverse in the future. Here we use a three-dimensional ice sheet model to simulate ice flow in this region over 250 years. The flow responds to changing basal properties, as a subglacial till layer interacts with water transported in an active subglacial hydrological system. We show that a persistent weak bed beneath the tributaries of the dormant Kamb Ice Stream is a source of internal ice flow instability, which reorganizes all ice streams in this region, leading to a reduced (positive) mass balance within decades and a net loss of ice within two centuries. This hitherto unaccounted for flow variability could raise sea level by 5 mm this century. Furthermore, better constraints on future sea level change from this region will require improved estimates of geothermal heat flux and subglacial water transport.

    The U.S. Department of Energy (DOE), in collaboration with the National Oceanic and Atmospheric Administration (NOAA), has recently completed the installation of three new wind profiling radars on the Washington and Oregon coasts. These systems operate at a frequency of 449 MHz and provide mean wind profiles to a height of roughly 8 km, with the maximum measurement height depending on time-varying atmospheric conditions. This is roughly half the depth of the troposphere at these latitudes. Each system is also equipped with a radio acoustic sounding system (RASS), which provides a measure of the temperature profile to heights of approximately 2 km. Other equipment deployed alongside the radar includes a surface meteorological station and GPS for column water vapor. This project began in fiscal year 2014, starting with equipment procurements and site selection. In addition, environmental reviews, equipment assembly and testing, site access agreements, and infrastructure preparations have been performed. Finally, with equipment deployment with data collection and dissemination, the primary tasks of this project have been completed. The three new wind profiling radars have been deployed at airports near Coos Bay, OR, and Astoria, OR, and at an industrial park near Forks, WA.     Ongoing, centennial-scale flow variability within the Ross ice streams of West Antarctica suggests that the present-day positive mass balance in this region may reverse in the future. Here we use a three-dimensional ice sheet model to simulate ice flow in this region over 250 years. The flow responds to changing basal properties, as a subglacial till layer interacts with water transported in an active subglacial hydrological system. We show that a persistent weak bed beneath the tributaries of the dormant Kamb Ice Stream is a source of internal ice flow instability, which reorganizes all ice streams in this region, leadingmore » to a reduced (positive) mass balance within decades and a net loss of ice within two centuries. This hitherto unaccounted for flow variability could raise sea level by 5 mm this century. Furthermore, better constraints on future sea level change from this region will require improved estimates of geothermal heat flux and subglacial water transport.« less

    Wave energy converters (WECs) and tidal energy converters (TECs) are only beginning to be deployed along the U.S. West Coast and in Hawai‘i, and a better understanding of their ecological effects on fish, particularly on special-status fish (e.g., threatened and endangered) is needed to facilitate project design and environmental permitting. The structures of WECs and TECs placed on to the seabed, such as anchors and foundations, may function as artificial reefs that attract reef-associated fishes, while the midwater and surface structures, such as mooring lines, buoys, and wave or tidal power devices, may function as fish aggregating devices (FADs), forming the nuclei for groups of fishes. Little is known about the potential for WECs and TECs to function as artificial reefs and FADs in coastal waters of the U.S. West Coast and Hawai‘i. We evaluated these potential ecological interactions by reviewing relevant information about fish associations with surrogate structures, such as artificial reefs, natural reefs, kelps, floating debris, oil and gas platforms, marine debris, anchored FADs deployed to enhance fishing opportunities, net-cages used for mariculture, and piers and docks. Based on our review, we postulate that the structures of WECs and TECs placed on or near the seabed in coastal waters of the U.S. West Coast and Hawai‘i likely will function as small-scale artificial reefs and attract potentially high densities of reef-associated fishes (including special-status rockfish species [Sebastes spp.] along the mainland), and that the midwater and surface structures of WECs placed in the tropical waters of Hawai‘i likely will function as de facto FADs with species assemblages varying by distance from shore and deployment depth.     GAO found the situation in the Philadelphia and New York ports similar to that in Prince William Sound-neither industry nor the Coast Guard are prepared to respond to major oil spills. This report discusses how this unpreparedness is due to a lack of specificity in the industry and Coast Guard's plan on how to deal with spills of various sizes and Coast Guard authority to require ship owners and operators to have contingency plans or to require changes in existing plans. On the basic of recent experiences, GAO believes that prevention of oil spills rather than responding to them should be the main priority. Experiences in Price William Sound and in Philadelphia, however, show that much needs to be done to improve prevention measures like monitoring and guiding ship movements and using harbor pilots or vessel escorts.

    Detailed investigation of an ancient sturzstrom or mega-landslide near Glacier, Washington has revealed it areal extent, approximate volume, age, geomorphology, source area, and possible causes. Stratigraphic and lithologic investigations indicate Church Mountain as the source area; therefore, this mega-landslide has been named the Church Mountain Sturzstrom (CMS). The CMS deposit is approximately 9 km in length, averages about 1 km in width, and has an estimated volume of 3 [times] 10[sup 8] m[sup 3]. Characteristics of the morphology and stratigraphy of the CMS deposit are suggestive of a sturzstrom origin, and may be indicative of sturzstrom elsewhere in the world. The overall stratigraphy of the deposit mimics the stratigraphy of the source area. The deposit is very compact, poorly sorted, matrix supported, and composed of highly angular clasts. Over steepening of the mountain due to glacial erosion may have contributed to the cause of failure, although the age of the CMS is at least 7,000 years younger than deglaciation. Four trees were C[sup 14] dated, yielding ages of about 2,700 B.P. for the CMS. Several other mega-landslides have been identified within 5--30 km of the CMS. The close proximity of these mega-landslides to the CMS suggests the possibility that they may have been triggered by an earthquake, although the ages of the other slides are currently unknown. The age of the CMS correlates approximately with age ranges of co-seismic events occurring along the west coast of Washington, further suggesting the possibility of an earthquake triggering mechanism.

    A precipitation monitoring station was placed on the west flank of Timber Mountain during the year 2010. It is located in an isolated highland area near the western border of the Nevada National Security Site (NNSS), south of Pahute Mesa. The cost of the equipment, permitting, and installation was provided by the Environmental Monitoring Systems Initiative (EMSI) project. Data collection, analysis, and maintenance of the station during fiscal year 2011 was funded by the U.S. Department of Energy, National Nuclear Security Administration, Nevada Site Office Environmental Restoration, Soils Activity. The station is located near the western headwaters of Forty Mile Wash on the Nevada Test and Training Range (NTTR). Overland flows from precipitation events that occur in the Timber Mountain high elevation area cross several of the contaminated Soils project CAU (Corrective Action Unit) sites located in the Forty Mile Wash watershed. Rain-on-snow events in the early winter and spring around Timber Mountain have contributed to several significant flow events in Forty Mile Wash. The data from the new precipitation gauge at Timber Mountain will provide important information for determining runoff response to precipitation events in this area of the NNSS. Timber Mountain is also a groundwater recharge area, and estimation of recharge from precipitation was important for the EMSI project in determining groundwater flowpaths and designing effective groundwater monitoring for Yucca Mountain. Recharge estimation additionally provides benefit to the Underground Test Area Sub-project analysis of groundwater flow direction and velocity from nuclear test areas on Pahute Mesa. Additionally, this site provides data that has been used during wild fire events and provided a singular monitoring location of the extreme precipitation events during December 2010 (see data section for more details).     Simulations of roofing assemblies are necessary in order to understand and adequately predict actual the hygrothermal performance. At the request of GAF, simulations have been setup to verify the difference in performance between white and black roofing membrane colors in relation to critical moisture accumulation for traditional low slope wood deck roofing systems typically deployed in various western U.S. Climate Zones. The performance of these roof assemblies has been simulated in the hygrothermal calculation tool of WUFI, from which the result was evaluated based on a defined criterion for moisture safety. The criterion was defined as the maximum accepted water content for wood materials and the highest acceptable moisture accumulation rate in relation to the risk of rot. Based on the criterion, the roof assemblies were certified as being either safe, risky or assumed to fail. The roof assemblies were simulated in different western climates, with varying insulation thicknesses, two different types of wooden decking, applied with varying interior moisture load and with either a high or low solar absorptivity at the roof surface (black or white surface color). The results show that the performance of the studied roof assemblies differs with regard to all of the varying parameters, especially the climate and the indoor moisture load.

    Overmature Mississippian hydrocarbon source rocks in the southern Diamond Mountains have been interpreted to be a klippe overlying less mature source rocks and represented as an analogy to similar conditions near Yucca Mountain (Chamberlain, 1991). Geologic evidence indicates an alternative interpretation. Paleogeologic mapping indicates the presence of a thrust fault, referred to here as the Moritz Nager Thrust Fault, with Devonian rocks emplaced over Permian to Mississippian strata folded into an upright to overturned syncline, and that the overmature rocks of the Diamond Mountains are in the footwall of this thrust. The upper plate has been eroded from most of the Diamond Mountains but remnants are present at the head of Moritz Nager Canyon and at Sentinel Mountain. Devonian rocks of the upper plate comprised the earliest landslide megabreccia. Later, megabreccias of Pennsylvanian and Permian rocks of the overturned syncline of the lower plate were deposited. By this interpretation the maturity of lower-plate source rocks in the southern Diamond Mountains, which have been increased by tectonic burial, is not indicative of conditions in Diamond Valley, adjacent to the west, where upper-plate source rocks might be present in generating conditions. The interpretation that overmature source rocks of the Diamond Mountains are in a lower plate rather than in a klippe means that this area is an inappropriate model for the Eleana Range near Yucca Mountain.

    As an extension of its efforts in the development of the geopressured resources of the Gulf Coast, the Division of Geothermal Energy of the US Department of Energy is interested in determining the extent and characteristics of geopressured occurrences in areas outside the Gulf Coast. The work undertaken involved a literature search of available information documenting such occurrences. Geopressured reservoirs have been reported from various types of sedimentary lithologies representing virtually all geologic ages and in a host of geologic environments, many of which are unlike those of the Gulf Coast.     The ''Yucca Mountain Site Description'' summarizes, in a single document, the current state of knowledge and understanding of the natural system at Yucca Mountain. It describes the geology; geochemistry; past, present, and projected future climate; regional hydrologic system; and flow and transport within the unsaturated and saturated zones at the site. In addition, it discusses factors affecting radionuclide transport, the effect of thermal loading on the natural system, and tectonic hazards. The ''Yucca Mountain Site Description'' is broad in nature. It summarizes investigations carried out as part of the Yucca Mountain Project since 1988, but it also includes work done at the site in earlier years, as well as studies performed by others. The document has been prepared under the Office of Civilian Radioactive Waste Management quality assurance program for the Yucca Mountain Project. Yucca Mountain is located in Nye County in southern Nevada. The site lies in the north-central part of the Basin and Range physiographic province, within the northernmost subprovince commonly referred to as the Great Basin. The basin and range physiography reflects the extensional tectonic regime that has affected the region during the middle and late Cenozoic Era. Yucca Mountain was initially selected for characterization, in part, because of its thick unsaturated zone, its arid to semiarid climate, and the existence of a rock type that would support excavation of stable openings.   1. Fission-track tectonic studies of the Transantarctic Mountains, Beardmore Glacier area

    The Transantarctic Mountains are a major transcontinental range stretching for some 4000 kilometers, varying from 200-400 kilometers in width, and having elevations up to 4500 meters. The uplift and formation of the Transantarctic Mountains have always been something of an enigma, but recent apatite fission-track analysis is providing important new information not only about their uplift history but also about the implications of that uplift history for the glacial history of Antarctica as a whole. The main field objective of this project was to collect samples for fission-track analysis to determine the timing and rate of uplift of the Transantarctic Mountains and measure relative vertical displacements across faults within the range. Results from southern Victoria Land indicate that uplift of the Transantarctic Mountains was initiated at about 50 million years ago and since that time the mountains have undergone some 5 kilometers of uplift at an average rate of 100 meters per million years. It is important to realize, however, that this is an average rate and may well conceal pulses of faster and slower uplift or even periods of subsidence. The amount of uplift across the mountain range is differential; from the axis of maximum uplift about 30 kilometers inland of the Victoria Land coast, the mountains dip gently westward under the polar ice cap. The study was extended to the Beardmore Glacier area to see whether the uplift history and tectonics varies from that observed in southern Victoria Land.

    The Franklin Mountains are a west tilted fault block mountain range which extends northwards from the city of El Paso, Texas. Geologic mapping in the southern portion of the Franklin Mountains has revealed many previously unrecognized structural complexities. Three large high-angle faults define the boundaries of map. Twenty lithologic units are present in the field area, including the southernmost Precambrian meta-sedimentary rocks in the Franklin Mountains (Lanoria Quartzite and Thunderbird group conglomerates). The area is dominated by Precambrian igneous rocks and lower Paleozoic carbonates, but Cenozoic ( ) intrusions are also recognized. Thin sections and rock slabs were used to describe and identify many of the lithologic units. The Franklin Mountains are often referred to as a simple fault block mountain range related to the Rio Grande Rift. Three critical regions within the study area show that these mountains contain structural complexities. In critical area one, Precambrian granites and rhyolites are structurally juxtaposed, and several faults bisecting the area affect the Precambrian/Paleozoic fault contact. Critical area two contains multiple NNW-trending faults, three sills and a possible landslide. This area also shows depositional features related to an island of Precambrian rock exposed during deposition of the lower Paleozoic rocks. Critical area three contains numerous small faults which generally trend NNE. They appear to be splays off of one of the major faults bounding the area. Cenozoic kaolinite sills and mafic intrusion have filled many of the fault zones.

    The differences in the saturated zone hydrochemistry with depth at borehole NC-EWDP-22PC reflect the addition of recharge along Fortymile Wash. The differences in water chemistry with depth at borehole NC-EWDP-19PB appear to indicate that other processes are involved. Water from the lower part of NC-EWDP-19PB possesses chemical characteristics that clearly indicate that it has undergone cation exchange that resulted in the removal of calcium and magnesium and the addition of sodium. This water is very similar to water from the Western Yucca Mountain facies that has previously been thought to flow west of NC-EWDP-19PB. Water from the lower zone in NC-EWDP-19PB also could represent water from the Eastern Yucca Mountain facies that has moved through clay-bearing or zeolitized aquifer material resulting in the altered chemistry. Water chemistry from the upper part of the saturated zone at NC-EWDP-19PB, both zones at NC-EWDP-22PC, and wells in the Fortymile Wash facies appears to be the result of recharge through the alluvium south of Yucca Mountain and within the Fortymile Wash channel.

    The U.S. Department of Energy is engaged in a suitability study for a potential geological repository at Yucca Mountain, Nevada, for the containment and storage of commercially generated spent fuel and defense high-level nuclear waste. There is growing recognition of the role that biotic factors could play in this repository, either directly through microbially induced corrosion (MIC), or indirectly by altering the chemical environment or contributing to the transport of radionuclides. As a first step toward describing and predicting these processes, a workshop was held on April 10-12, 1995, in Lafayette, California. The immediate aims of the workshop were: (1) To identify microbially related processes relevant to the design of a radioactive waste repository under conditions similar to those at Yucca Mountain. (2) To determine parameters that are critical to the evaluation of a disturbed subterranean environment. (3) To define the most effective means of investigating the factors thus identified.

    The Gulf Coast Clean Energy Application Center was initiated to significantly improve market and regulatory conditions for the implementation of combined heat and power technologies. The GC CEAC was responsible for the development of CHP in Texas, Louisiana and Oklahoma. Through this program we employed a variety of outreach and education techniques, developed and deployed assessment tools and conducted market assessments. These efforts resulted in the growth of the combined heat and power market in the Gulf Coast region with a realization of more efficient energy generation, reduced emissions and a more resilient infrastructure. Specific t research, we did not formally investigate any techniques with any formal research design or methodology.

    The Rocky Mountain natural gas liquids (NGL) pipeline was born as a result of major producible gas finds in the Rocky Mountain area after gas deregulation. Gas discoveries in the overthurst area indicated considerable volumes of NGL would be available for transportation out of the area within the next 5 to 7 years. Mapco studied the need for a pipeline to the overthrust, but the volumes were not substantial at the time because there was little market and, consequently, little production for ethane. Since that time crude-based products for ethylene manufacture have become less competitive as a feed product on the world plastics market, and ethane demand has increased substantially. This change in the market has caused a major modification in the plans of the NGL producers and, consequently, the ethane content of the NGL stream for the overthrust area is expected to be 30% by volume at startup and is anticipated to be at 45% by 1985. These ethane volumes enhance the feasibility of the pipeline. The 1196-mile Rocky Mountain pipeline will be installed from the existing facility in W. Texas, near Seminole, to Rock Springs, Wyoming. A gathering system will connect the trunk line station to various plant locations. The pipeline development program calls for a capacity of 65,000 bpd by the end of 1981.

    This report consists of Yucca Mountain Project bibliographies. It is the appendix to a report that summarizes data collected between September 1986 and September 1988 relative to Native American concerns involving the potential siting of a high-level nuclear waste repository at Yucca Mountain, Nevada. The data were collected from Western Shoshone and Southern Paiute people upon whose aboriginal lands the repository potentially is to be located. Western Shoshone people involved in the study were those resident or affiliated with reservation communities at Yomba and Duckwater, Nevada, and Death Valley, California. Southern Paiute people were at reservation communities at Moapa and Las Vegas. Additional persons of Western Shoshone and Southern Paiute descent were interviewed at Beatty, Tonopah, Caliente, Pahrump, and Las Vegas, Nevada. The work was part of a larger project of socioeconomic studies for the State of Nevada`s Nuclear Waste Projects office, conducted by Mountain West of Phoenix, Arizona.

    The U.S. Department of Energy has terminated the Yucca Mountain repository project. The U.S. Nuclear Regulatory Commission has indefinitely suspended the Yucca Mountain licensing proceeding. The presidentially-appointed Blue Ribbon Commission (BRC) on America's Nuclear Future is preparing a report, due in January 2012, to the Secretary of Energy on recommendations for a new national nuclear waste management and disposal program. The BRC Draft Report published in July 2011 provides a compelling critique of the past three decades failed efforts in the United States to site storage and disposal facilities for spent nuclear fuel (SNF) and high-level radioactive waste (HLW). However, the BRC Draft Report fails to provide detailed guidance on how to implement an alternative, successful approach to facility site selection. The comments submitted to the BRC by the State of Nevada Agency for Nuclear Projects provide useful details on how the US national nuclear waste program can get beyond the failed Yucca Mountain repository project. A detailed siting process, consisting of legislative elements, procedural elements, and 'rules' for volunteer sites, could meet the objectives of the BRC and the Western Governors Association (WGA), while promoting and protecting the interests of potential host states. The recent termination of the proposed Yucca Mountain repository provides both an opportunity and a need to re-examine the United States' nuclear waste management program. The BRC Draft Report published in July 2011 provides a compelling critique of the past three decades failed efforts in the United States to site storage and disposal facilities for SNF and HLW. It is anticipated that the BRC Final report in January 2012 will recommend a new general course of action, but there will likely continue to be a need for detailed guidance on how to implement an alternative, successful approach to facility site selection.     While the slopes of the present-day Colorado Rocky Mountains are characterized by large stands of subalpine and montane conifers, the Rockies of the late glacial looked dramatically different. Specifically, pollen records suggest that during the late glacial, Artemisia and Gramineae predominated throughout the mountains of Colorado. At some point between 11,000 and 10,000 B.P., however, both Artemisia and grasses underwent a dramatic decline, which can be identified in virtually every pollen diagram produced for Colorado mountain sites, including Como Lake (Sangre de Cristo Mountains), Copley Lake and Splains; Gulch (near Crested Butte), Molas Lake (San Juan Mountains), and Redrock Lake (Boulder County). Moreover, the same pattern seems to hold for pollen spectra derived for areas adjacent to Colorado, including at sites in the Chuska Mountains of New Mexico and in eastern Wyoming. The implications of this consistent finding are compelling. The closest modem analogues to the Artemisia- and Gramineae-dominated late-glacial Colorado Rockies are found in the relatively arid northern Great Basin, which suggests that annual precipitation was much lower in the late-glacial southern Rocky Mountains than it was throughout the Holocene.

    Studies of Rocky Mountain area petroleum product availability with reduced refining capacity in Petroleum Administration for Defense IV (PADD IV, part of the Rocky Mountain area) have been performed with the Oak Ridge National Laboratory Refinery Yield Model, a linear program which has been updated to blend gasolines to satisfy constraints on emissions of nitrogen oxides and winter toxic air pollutants. The studies do not predict refinery closures in PADD IV. Rather, the reduced refining capacities provide an analytical framework for probing the flexibility of petroleum refining and distribution for winter demand conditions in the year 2000. Industry analysts have estimated that, for worst case scenarios, 20 to 35 percent of PADD IV refining capacity could be shut-down as a result of clean air and energy tax legislation. Given these industry projections, the study scenarios provide the following conclusions: The Rocky Mountain area petroleum system would have the capability to satisfy winter product demand with PADD IV refinery capacity shut-downs in the middle of the range of industry projections, but not in the high end of the range of projections. PADD IV crude oil production can be maintained by re-routing crude released from PADD IV refinery demands to satisfy increased crude oil demands in PADDs II (Midwest), III (Gulf Coast), and Washington. Clean Air Act product quality regulations generally do not increase the difficulty of satisfying emissions reduction constraints in the scenarios.

    Since site designation of the Yucca Mountain Project by the President, the U.S. Department of Energy (DOE) has begun the transition from the site characterization phase of the project to preparation of the license application. As part of this transition, an increased focus has been applied to the repository design. Several evolution studies were performed to evaluate the repository design and to determine if improvements in the design were possible considering advances in the technology for handling and packaging nuclear materials. The studies' main focus was to reduce and/or eliminate uncertainties in both the pre-closure and post-closure performance of the repository and to optimize operations. The scope and recommendations from these studies are the subjects of this paper and include the following topics: (1) a more phased approach for the surface facility that utilize handling and packaging of the commercial spent nuclear fuel in a dry environment rather than in pools as was presented in the site recommendation; (2) slight adjustment of the repository footprint and a phased approach for construction and emplacement of the repository subsurface; and (3) simplification of the construction, fabrication and installation of the waste package and drip shield.

    The objective of this Class III project was demonstrate that reservoir characterization and enhanced oil recovery (EOR) by CO2 flood can increase production from slope and basin clastic reservoirs in sandstones of the Delaware Mountain Group in the Delaware Basin of West Texas and New Mexico. Phase 1 of the project, reservoir characterization, focused on Geraldine Ford and East Ford fields, which are Delaware Mountain Group fields that produce from the upper Bell Canyon Formation (Ramsey sandstone). The demonstration phase of the project was a CO2 flood conducted in East Ford field, which is operated by Orla Petco, Inc., as the East Ford unit.

    The U. S. Department of Energy (DOE) and the National Nuclear Security Administration (NNSA) at their Nevada Site Office (NSO) are addressing groundwater contamination resulting from historical underground nuclear testing through the Environmental Management (EM) program and, in particular, the Underground Test Area (UGTA) project. During 2005, the U.S. Geological Survey (USGS), funded by the DOE and NNSA-NSO, collected and processed data from twenty-six Magnetotelluric (MT) and Audio-Magnetotelluric (AMT) sites at the Nevada Test Site. Data stations were located in and near Rainier Mesa and Shoshone Mountain to assist in characterizing the pre-Tertiary geology in those areas. These new stations extend to the west the hydrogeologic study that was conducted in Yucca Flat in 2003. This work has helped to refine the character, thickness, and lateral extent of pre Tertiary confining units. In particular, a major goal has been to define the upper clastic confining unit (UCCU late Devonian to Mississippian-age siliciclastic rocks assigned to the Eleana Formation and Chainman Shale(Bechtel Nevada, 2006)) in the Yucca Flat area and west towards Shoshone Mountain in the south, east of Buckboard Mesa, and onto Rainier Mesa in the north. The Nevada Test Site magnetotelluric data interpretation presented in this report includes the results of detailed two-dimensional (2 D) resistivity modeling for each profile (including alternative interpretations) and gross inferences on the three dimensional (3 D) character of the geology within the region. The character, thickness, and lateral extent of the Chainman Shale and Eleana Formation that comprise the Upper Clastic Confining Unit (UCCU) are generally characterized in the upper 5 km. The interpretation is not well determined where conductive TCU overlies conductive Chainman Shale, where resistive Eleana Formation overlies resistive LCA units, or where resistive VTA rock overlies units of the Eleana Formation.     The Maine Coast Wind Project was developed to investigate the cost-effectiveness of small, distributed wind systems on coastal sites in Maine. The restructuring of Maine's electric grid to support net metering allowed for the installation of small wind installations across the state (up to 100kW). The study performed adds insight to the difficulties of developing cost-effective distributed systems in coastal environments. The technical hurdles encountered with the chosen wind turbine, combined with the lower than expected wind speeds, did not provide a cost-effective return to make a distributed wind program economically feasible. While the turbine was accepted within the community, the low availability has been a negative.

    An integrated approach was used to study the interaction of fluvial, beach, and marine processes on sedimentation at the west-central coast of Italy along the Tyrrhenian Sea. The study area, 120 km northwest of Rome, is bounded on the north by Mt. Argentario, on the east by Pleistocene volcanics, on the south by the St. Augustine River, and on the west by the 50-mn bathymetric isopleth. The primary tools used included field work, textural analysis, high-resolution marine seismic, SEM, and Fourier shape analysis. Field work revealed incised streams, potentially relict beach ridges and lagoons, and relatively steep nearshore marine slopes in the northern portions of the study area. The result of the shape analysis performed on 56 samples was the definition of four end members. Each end member reflects a sedimentation process. Three end members were directly associated with fluvial sedimentation, and the fourth reflected marine processes. The seismic data along with the SEM analysis strongly supported the interpretation of four processes that dominate the recent sedimentation history. The sand interpreted to be associated with marine processes was found to represent the smoothest end member. SEM analysis suggests that the smoothing is not due to abrasion but to plastering associated with biologic processes (digestion.) and/or with silica precipitation associated with clay alteration at the freshwater/saltwater interface.

    This report summarizes data collected between September 1986 and September 1988 relative to Native American concerns involving the potential siting of a high-level nuclear waste repository at Yucca Mountain, Nevada. The data were collected from Western Shoshone and Southern Paiute people upon whose aboriginal lands the repository potentially is to be located. Western Shoshone people involved in the study were those resident or affiliated with reservation communities at Yomba and Duckwater, Nevada, and Death Valley, California. Southern Paiute people were at reservation communities at Moapa and Las Vegas. Additional persons of Western Shoshone and Southern Paiute descent were interviewed at Beatty, Tonopah, Caliente, Pahrump, and Las Vegas, Nevada. The work was part of a larger project of socioeconomic studies for the State of Nevada`s Nuclear Waste Projects office, conducted by Mountain West of Phoenix, Arizona.

    It would be hard to imagine what West Cumbria, a remote area in the North West of England, would look like without the huge Sellafield nuclear complex. The site is owned by the Nuclear Decommissioning Authority (NDA) and managed by Nuclear Management Partners (NMP), an international private partnership consisting of URS from the United States of America, AMEC from the UK and AREVA from France. Today some 10,000 people work at Sellafield with many more employed through the site's supply chain, a large percentage of which is located directly in West Cumbria. The Government, through the NDA, has committed around pounds 1.5 billion a year for the next three years as we at NMP bring our vast global expertise and experience to deliver substantial improvements to the clean-up mission there. Of this total budget, more than Pounds 800 million a year is spent in that supply chain and around 30 percent of that goes directly to firms in West Cumbria. But the dependency on the nuclear industry is immense and, with the site now entering an extensive decommissioning programme, the threats to jobs, and therefore the local economy, is severe. While Sellafield provides wealth, there are areas of deep deprivation and worklessness. Consequently, Sellafield Ltd, NMP and NDA have partnered with the local community leaders and politicians to form Britain's Energy Coast, a strategic regeneration body driving economic improvements and projects to deliver a vibrant economy for West Cumbria, long into the future. While the threats to our economy are real, the opportunities are potentially transformational. The UK is on the brink of a nuclear renaissance and, if we are successful through the Energy Coast programme, West Cumbria will become the hub, not only of the nuclear industry, but also of green energy production in the UK, with obvious benefits to our local economy. But to achieve this, Sellafield and its new owners are having to change the opportunistic ways of the past to provide a new

    The recent recurrences of mega tsunamis in the Asian region have rekindled concern regarding potential tsunamis that could inflict severe damage to affected coastal facilities and communities. The 11 March 2011 Fukushima tsunami that crippled nuclear power plants in Northern Japan has further raised the level of caution. The recent discovery of petroleum reserves in the coastal water surrounding Malaysia further ignites the concern regarding tsunami hazards to petroleum facilities located along affected coasts. Working in a group, federal government agencies seek to understand the dynamics of tsunami and their impacts under the coordination of the Malaysian National Centre for Tsunami Research, Malaysian Meteorological Department. Knowledge regarding the generation, propagation and runup of tsunami would provide the scientific basis to address safety issues. An in-house tsunami simulation models known as TUNA has been developed by the authors to assess tsunami hazards along affected beaches so that mitigation measures could be put in place. Capacity building on tsunami simulation plays a critical role in the development of tsunami resilience. This paper aims to first provide a simple introduction to tsunami simulation towards the achievement of tsunami simulation capacity building. The paper will also present several scenarios of tsunami dangers along affected Malaysia coastal regions via TUNA simulations to highlight tsunami threats. The choice of tsunami generation parameters reflects the concern following the Fukushima tsunami.

    The relative merits of the seismic, gravity, and electromagnetic (EM) geophysical techniques are examined as monitoring tools for geologic sequestration of CO{sub 2}. This work does not represent an exhaustive study, but rather demonstrates the capabilities of a number of geophysical techniques on two synthetic modeling scenarios. The first scenario represents combined CO{sub 2} enhance oil recovery (EOR) and sequestration in a producing oil field, the Schrader Bluff field on the north slope of Alaska, USA. EOR/sequestration projects in general and Schrader Bluff in particular represent relatively thin injection intervals with multiple fluid components (oil, hydrocarbon gas, brine, and CO{sub 2}). This model represents the most difficult end member of a complex spectrum of possible sequestration scenarios. The time-lapse performance of seismic, gravity, and EM techniques are considered for the Schrader Bluff model. The second scenario is a gas field that in general resembles conditions of Rio Vista reservoir in the Sacramento Basin of California. Surface gravity, and seismic measurements are considered for this model.

    It is well-known that both mountain waves and katabatic flows frequently form in the severe relief of the Front Range of the Rocky Mountains. Occasionally these phenomena have been found to occur simultaneously. Generally, however, the large body of literature regarding them has treated each individually, seldom venturing into the regime of their potential interaction. The exceptions to this rule are Arritt and Pielke (1986), Barr and Orgill (1989). Gudiksen et al. (1992), Moriarty (1984), Orgill et al. (1992), Orgill and Schreck (1985). Neff and King (1988), Stone and Hoard (1989), Whiteman and Doran (1993) and Ying and Baopu (1993). The simulations overviewed here attempt to reproduce both atmospheric features simultaneously for two case days during the 1993 ASCOT observational program near Rocky Flats, Colorado.

    Point-wise libraries provided with the MCNP code contain neutron data for a limited number of temperatures. However, it is important to have the option of using data from a wide range of temperatures for transport calculations. For this purpose, a multi-temperature, ACE-format neutron library was generated for 134 nuclides, as requested by Yucca Mountain Project (YMP) staff. The library is referred to as YUMMY (YUcca Mountain MCNP-librarY). The neutron cross section data are based on ENDF/B-V or ENDF/B-VI evaluations that were requested by YMP staff. This document provides the details of the new library and its use in criticality safety benchmark problems, a Pressurized Water Reactor design and waste package models in MCNP4C.

    Hello, Thanks for the invitation to the QER workshop. Here are a couple of comments that I was probably unable to fully articulate in the main session, although I did try to make some of these points in the breakout session: When considering alternatives and policy that drives alternative fuel use, it is important to learn from Policy successes and failures. Policy drivers put in place in Thailand, Brazil, and Sweden have been successful in transitions to greater alternative fuel use. US policy for Flex Fuel Vehicles has been largely unsuccessful at encouraging alternative fuel use. The fuel economy credit for the OEMs to build FFVs was generous but encouraged only modest production; nonetheless there are over 15M FFVs on the road. However, they use very little ethanol fuel due to cost ($/mile), range, etc. Natural Gas has a very real value proposition (lower $/gge) so fleet owners have good financial incentive to make the switch, even if investments are required. One participant commented that infrastructure costs are small compared to costs of imported oil. I agree with this statement. One presenter mentioned (a city?) with a law that requires infrastructure to support future EV charging be installed in any new parking garage. Great idea. (Better to have and not need than need and not have, especially when cost differential is small on the front end and very large on the back end). In the US we install about 20,000-40,000 new fuel dispensers per year (according to Gilbarco/Wayne). It would be a horrible missed opportunity to not put policy in place that encourages/requires E25 or E85-compatible dispensers. With a successful policy driver, in the next five years the nation could have over 100,000 ethanol-compatible dispensers in place, ready for a new High Octane Fuel (that could very likely contain more than 10 or 15% ethanol).     The naturally-occurring zeolite mineral erionite has a fibrous morphology and is a known human carcinogen (inhalation hazard). Erionite has been found typically in very small quantities and restricted occurrences in the course of mineralogic characterization of Yucca Mountain as a host for a high-level nuclear waste repository. The first identification of erionite was made in 1984 on the basis of morphology and chemical composition and later confirmed by X-ray diffraction analysis. It was found in the lower vitrophyre (Tptpv3) of the Topopah Spring Tuff in a borehole sidewall sample. Most erionite occurrences identified at Yucca Mountain are in the Topopah Spring Tuff, within an irregular zone of transition between the lower boundary of devitrified tuff and underlying glassy tuff. This zone is fractured and contains intermingled devitrified and vitric tuff. In 1997, a second host of erionite mineralization was identified in the Exploratory Studies Facility within and adjacent to a high-angle fracture/breccia zone transgressing the boundary between the lowermost devitrified tuff (Tpcplnc) and underlying moderately welded vitric tuff (Tpcpv2) of the Tiva Canyon Tuff. The devitrified-vitric transition zones where erionite is found tend to have complex secondary-mineral assemblages, some of very localized occurrence. Secondary minerals in addition to erionite may include smectite, heulandite-clinoptilolite, chabazite, opal-A, opal-CT, cristobalite, quartz, kenyaite, and moganite. Incipient devitrification within the Topopah Spring Tuff transition zone includes patches that are highly enriched in potassium feldspar relative to the precursor volcanic glass. Geochemical conditions during glass alteration may have led to local evolution of potassium-rich fluids. Thermodynamic modeling of zeolite stability shows that erionite and chabazite stability fields occur only at aqueous K concentrations much higher than in present Yucca Mountain waters.     The U.S. Department of Energy (DOE), Office of Civilian Radioactive Waste Management, submitted a license application for construction authorization of a deep geologic repository at Yucca Mountain, Nevada, in June of 2008. The license application is currently under review by the U.S. Nuclear Regulatory Commission. However,on March 3, 2010 the DOE filed a motion requesting withdrawal of the license application. With the withdrawal request and the development of the Blue Ribbon Commission to seek alternative strategies for disposing of spent fuel, the status of the proposed repository at Yucca Mountain is uncertain. What is certain is that spent nuclear fuel (SNF) will continue to be generated and some long-lived components of the SNF will eventually need a disposition path(s). Strategies for the back end of the fuel cycle will continue to be developed and need to include the insights from the experience gained during the development of the Yucca Mountain license application. Detailed studies were performed and considerable progress was made in many key areas in terms of increased understanding of relevant phenomena and issues regarding geologic disposal of SNF. This paper reviews selected technical studies performed in support of the disposal criticality analysis licensing basis and the use of burnup credit. Topics include assembly misload analysis, isotopic and criticality validation, commercial reactor critical analyses, loading curves, alternative waste package and criticality control studies, radial burnup data and effects, and implementation of a conservative application model in the criticality probabilistic evaluation as well as other information that is applicable to operations regarding spent fuel outside the reactor. This paper summarizes the work and significant accomplishments in these areas and provides a resource for future, related activities.

    Quantitative x-ray powder diffraction analysis of tuffs and silicic lavas, using matrix-flushing techniques, has been used to obtain a model of three-dimensional mineral distributions at Yucca Mountain, Nevada. This method of analysis is especially useful in tuff, where the most abundant phases are commonly too fine grained for optical determination. The three-dimensional distributions of primary glass and of tridymite are particularly well constrained. Vitric nonwelded glasses occur above and below the welded devitrified Topopah Spring Member, but the glass in the lower nonwelded vitric zone is progressively altered to zeolites to the east where the zone is closer to the static water level. The zeolites clinoptilolite, mordenite, heulandite, and erionite have all been found at Yucca Mountain, but only mordenite and clinoptilolite are abundant and can be mapped between many drill holes and at many depths. Heulandite distribution is also mappable, but only below the densely welded devitrified part of the Topopah Storing Member. Erionite has been confirmed only once, as a fracture coating. There is a fairly continuous smectite-rich interval immediately above the basal vitrophyre of the Topopah Spring Member, but no evidence suggests that the smectites can provide information on the paleogroundwater table. There are at least four mappable zeolitized zones in Yucca Mountain, and the thicker zones tend to coincide with intervals that retained glass following early tuff devitrification. Problems in extrapolation occur where zones of welding pinch out. No phillipsite has been found, and some samples previously reported to contain phillipsite or erionite were reexamined with negative results. The deeper alteration to albite and analcime was not sampled in every drill hole, and the distribution of these phases is difficult to map.

    Midway Valley, located at the eastern base of the Yucca Mountain in southwestern Nevada, is the preferred location of the surface facilities for the potential high-level nuclear waste repository at Yucca Mountain. One goal in siting these surface facilities is to avoid faults that could produce relative displacements in excess of 5 cm in the foundations of the waste-handling buildings. This study reviews existing geologic and geophysical data that can be used to assess the potential for surface fault rupture within Midway Valley. Dominant tectonic features in Midway Valley are north-trending, westward-dipping normal faults along the margins of the valley: the Bow Ridge fault to the west and the Paintbrush Canyon fault to the east. Published estimates of average Quaternary slip rates for these faults are very low but the age of most recent displacement and the amount of displacement per event are largely unknown. Surface mapping and interpretive cross sections, based on limited drillhole and geophysical data, suggest that additional normal faults, including the postulated Midway Valley fault, may exist beneath the Quaternary/Tertiary fill within the valley. Existing data, however, are inadequate to determine the location, recency, and geometry of this faulting. To confidently assess the potential for significant Quaternary faulting in Midway Valley, additional data are needed that define the stratigraphy and structure of the strata beneath the valley, characterize the Quaternary soils and surfaces, and establish the age of faulting. The use of new and improved geophysical techniques, combined with a drilling program, offers the greatest potential for resolving subsurface structure in the valley.     Eruption of the Rainier Mesa and Ammonia Tanks Members Timber Mountain Tuff at about 11.5 and 11.3 Ma, respectively, resulted in formation of the timber Mountain (TM) caldera; new K-Ar ages show that volcanism within and around the TM caldera continued for about 1 m.y. after collapse. Some TM age magmatic activity took place west and southeast of the TM caldera in the Beatty -- Bullfrog Hills and Shoshone Mountain areas, suggesting that volcanic activity at the TM caldera was an intense expression of an areally extensive magmatic system active from about 11.5 to 10Ma. Epithermal Au-Ag, Hg and fluorite mineralization and hydrothermal alteration are found in both within and surrounding the Timber Mountain -- Oasis Valley caldera complex. New K-Ar ages date this hydrothermal activity between about 13 and 10 Ma, largely between about 11.5 and 10 Ma, suggesting a genetic relation of hydrothermal activity to the TM magmatic system.

    In this paper the application of remote sensing image processing and GIS techniques in monitoring and managing coastal areas is proposed. The methodology has been applied to South-West Sardinia Coast where the environment is endangered by industrial plants and other human activities. The area is characterized by the presence of many submarine springs aligned along coastal cliffs. Water quality parameters (chlorophyll, suspended sediments and temperature) spatial and temporal variations, have been studied using Landsat TM images. Particularly, in this paper are reported the results referred to sea surface thermal gradients, considered as one of the main water quality index. Thermal gradients have been mapped in order to outline water circulation, thermal pollution and presence and distribution of submarine springs. Furthermore, a GIS approach of relating mono and multitemporal TM data with ground referenced information on industrial plants characteristics and distribution has been applied.

    The paper gives an assay of West Texas Intermediate, one of the world's market crudes. The price of this crude, known as WTI, is followed by market analysts, investors, traders, and industry managers around the world. WTI price is used as a benchmark for pricing all other US crude oils. The 41[degree] API < 0.34 wt % sulfur crude is gathered in West Texas and moved to Cushing, Okla., for distribution. The WTI posted prices is the price paid for the crude at the wellhead in West Texas and is the true benchmark on which other US crudes are priced. The spot price is the negotiated price for short-term trades of the crude. And the New York Mercantile Exchange, or Nymex, price is a futures price for barrels delivered at Cushing.

    The United States Department of Energy (DOE) and the National Nuclear Security Administration (NNSA) at their Nevada Site Office (NSO) are addressing ground-water contamination resulting from historical underground nuclear testing through the Environmental Management (EM) program and, in particular, the Underground Test Area (UGTA) project. From 1951 to 1992, 828 underground nuclear tests were conducted at the Nevada Test Site northwest of Las Vegas. Most of these tests were conducted hundreds of feet above the ground-water table; however, more than 200 of the tests were near or within the water table. This underground testing was limited to specific areas of the Nevada Test Site, including Pahute Mesa, Rainier Mesa/Shoshone Mountain, Frenchman Flat, and Yucca Flat. One issue of concern is the nature of the somewhat poorly constrained pre-Tertiary geology, and its effects on ground-water flow. Ground-water modelers would like to know more about the hydrostratigraphy and geologic structure to support a hydrostratigraphic framework model that is under development for the Rainier Mesa/Shoshone Mountain Corrective Action Unit (Bechtel Nevada, 2006). During 2005, the U.S. Geological Survey (USGS), in cooperation with the DOE and NNSA-NSO, collected and processed data from twenty-six magnetotelluric (MT) and audio-magnetotelluric (AMT) sites at the Nevada Test Site. The 2005 data stations were located on and near Rainier Mesa and Shoshone Mountain to assist in characterizing the pre-Tertiary geology in those areas. These new stations extend the area of the hydrogeologic study previously conducted in Yucca Flat. This work will help refine what is known about the character, thickness, and lateral extent of pre-Tertiary confining units. In particular, a major goal has been to define the upper clastic confining unit (UCCU late Devonian to Mississippian-age siliciclastic rocks assigned to the Eleana Formation and Chainman Shale) from the Yucca Flat area and west towards

    Small-volume basaltic volcanic activity at Yucca Mountain has been identified as one of the potential events that could lead to release of radioactive material from the U.S. Department of Energy (DOE) designated nuclear waste repository at Yucca Mountain. Release of material could occur indirectly as a result of magmatic dike intrusion into the repository (with no associated surface eruption) by changing groundwater flow paths, or as a result of an eruption (dike intrusion of the repository drifts, followed by surface eruption of contaminated ash) or volcanic ejection of material onto the Earth's surface and the redistribution of contaminated volcanic tephra. Either release method includes interaction between emplacement drifts and a magmatic dike or conduit, and natural (geologic) processes that might interrupt or halt igneous activity. This analysis provides summary information on two approaches to evaluate effects of disruption at the repository by basaltic igneous activity: (1) descriptions of the physical geometry of ascending basaltic dikes and their interaction with silicic host rocks similar in composition to the repository host rocks; and (2) a summary of calculations developed to quantify the response of emplacement drifts that have been flooded with magma and repressurized following blockage of an eruptive conduit. The purpose of these analyses is to explore the potential consequences that could occur during the full duration of an igneous event.

    The primary objective of Project Activity ORD-FY04-012, “Yucca Mountain Climate Technical Support Representative,” was to provide the Office of Civilian Radioactive Waste Management (OCRWM) with expertise on past, present, and future climate scenarios and to support the technical elements of the Yucca Mountain Project (YMP) climate program. The Climate Technical Support Representative was to explain, defend, and interpret the YMP climate program to the various audiences during Site Recommendation and License Application. This technical support representative was to support DOE management in the preparation and review of documents, and to participate in comment response for the Final Environmental Impact Statement, the Site Recommendation Hearings, the NRC Sufficiency Comments, and other forums as designated by DOE management. Because the activity was terminated 12 months early and experience a 27% reduction in budget, it was not possible to complete all components of the tasks as originally envisioned. Activities not completed include the qualification of climate datasets and the production of a qualified technical report. The following final report is an unqualified summary of the activities that were completed given the reduced time and funding.

  10. Gulf Coast-East Coast magnetic anomaly I: Root of the main crustal decollement for the Appalachian-Ouachita orogen

    The Gulf Coast-East Coast magnetic anomaly extends for at least 4000 km from south-central Texas to offshore Newfoundland as one of the longest continuous tectonic features in North America and a major crustal element of the entire North Atlantic-Gulf Coast region. Analysis of 28 profiles spaced at 100km intervals and four computed models demonstrate that the anomaly may be explained by a thick zone of mafic and ultramafic rocks averaging 13-15 km in depth. The trend of the anomaly closely follows the trend of main Appalachian features: in the Gulf Coast of Louisiana, the anomaly is as far south of the Ouachita front as it is east of the western limit of deformation through the central Appalachians. Because the anomaly continues across well-known continental crust in northern Florida and onshore Texas, it cannot plausibly be ascribed to an edge effect at the boundary of oceanic with continental crustal compositions. The northwest-verging, deep-crustal events discovered in COCORP data from the Ouachitas and Appalachians suggest an analogy with the main suture of the Himalayan orogen in the Tibetan Plateau. In this paper the anomaly is identified with the late Paleozoic Alleghenian megasuture, in which the northwest-verging crustal-detachment surfaces ultimately root.

    In 1998, the Yucca Mountain Site Characterization Project (YMP) is expected to continue construction of an East-West Cross Drift. The 5-meter diameter drift will extend from the North Ramp of the Exploratory Studies Facility (ESF), near Station 19+92, southwest through the repository block, and over to and through the Solitario Canyon Fault. This drift is part of a program designed to enhance characterization of Yucca Mountain and to complement existing surface-based and ESF testing studies. The objective of this milestone is to use the three-dimensional (3-D) unsaturated zone (UZ) site-scale model to predict ambient conditions along the East-West Cross Drift. These predictions provide scientists and engineers with a priori information that can support design and construction of the East-West Cross Drift and associated testing program. The predictions also provide, when compared with data collected after drift construction, an opportunity to test and verify the calibration of the 3-D UZ site-scale model.

    Dissolution of West Valley and Defense Waste Product Facility (DWPF) glasses in J-13 water at 90{sup 0}C at the candidate Yucca Mountain, Nevada repository was simulated using the EQ3/6 computer code package. The objectives of the study were to attempt to predict the concentrations of radionuclides and other glass components in solution resulting from glass dissolution, and to identify potential precipitates that sequester glass components. Modified projected inventories of 10,000 year-old West Valley and DWPF SRL-165 frit glasses were used as starting glass compositions. J-13 water was considered to be representative of groundwater at Yucca Mountain. A total of 10 grams of each glass was assumed to dissolve congruently into a kilogram of J-13 water in a closed system. No inhibitions to precipitation, except for crystalline SiO{sub 2} polymorphs, were assumed to exist. Radiolysis and materials interactions were not considered. Simulation results predict that radionuclides and other glass components precipitate predominantly in the form of oxides and hydroxides, together with carbonates, silicates and phosphates. Precipitates appear to be effective in limiting the concentrations of radionuclides and other elements in solution. The general compositional trends in precipitates and solution chemistry are the same in the West Valley and DWPF simulations, except for variations arising from differences in glass chemistry. 20 refs., 7 figs., 3 tabs.

  13. Geophysical interpretations west of and within the northwestern part of the Nevada Test Site

    This report focuses on interpretation of gravity and new magnetic data west of the Nevada Test Site (NTS) and within the northwestern part of NTS. The interpretations integrate the gravity and magnetic data with other geophysical, geological, and rock property data to put constraints on tectonic and magmatic features not exposed at the surface. West of NTS, where drill hole information is absent, these geophysical data provide the best available information on the subsurface. Interpreted subsurface features include calderas, intrusions, basalt flows and volcanoes, Tertiary basins, structurally high pre-Tertiary rocks, and fault zones. New features revealed by this study include (1) a north-south buried tectonic fault east of Oasis Mountain, which the authors call the Hogback fault; (2) an east striking fault or accommodation zone along the south side of Oasis Valley basin, which they call the Hot Springs fault; (3) a NNE striking structural zone coinciding with the western margins of the caldera complexes; (4) regional magnetic highs that probably represent a thick sequence of Tertiary volcanic rocks; and (5) two probable buried calderas that may be related to the tuffs of Tolicha Peak and of Sleeping Butte, respectively.

    Historical records for produced water data were collected from multiple sources, including Amoco, British Petroleum, Anadarko Petroleum Corporation, United States Geological Survey (USGS), Wyoming Oil and Gas Commission (WOGC), Denver Earth Resources Library (DERL), Bill Barrett Corporation, Stone Energy, and other operators. In addition, 86 new samples were collected during the summers of 2003 and 2004 from the following areas: Waltman-Cave Gulch, Pinedale, Tablerock and Wild Rose. Samples were tested for standard seven component "Stiff analyses", and strontium and oxygen isotopes. 16,035 analyses were winnowed to 8028 unique records for 3276 wells after a data screening process was completed.     The objective of this Class 3 project was to demonstrate that detailed reservoir characterization of slope and basin clastic reservoirs in sandstones of the Delaware Mountain Group in the Delaware Basin of West Texas and New Mexico is a cost effective way to recover a higher percentage of the original oil in place through strategic placement of infill wells and geologically based field development. Phase 1 of the project, reservoir characterization, was completed this year, and Phase 2 began. The project is focused on East Ford field, a representative Delaware Mountain Group field that produces from the upper Bell Canyon Formation (Ramsey sandstone). The field, discovered in 1960, is operated by Oral Petco, Inc., as the East Ford unit. A CO{sub 2} flood is being conducted in the unit, and this flood is the Phase 2 demonstration for the project.

    The US Department of Energy is currently considering the thick sequences of unsaturated, fractured tuff at Yucca Mountain, on the southwestern boundary of the Nevada Test Site, as a possible candidate host rock for a nuclear-waste repository. Yucca Mountain is in one of the most arid areas in the United States. The site is within the south-central part of the Great Basin section of the Basin and Range physiographic province and is located near a number of silicic calderas of Tertiary age. Although localized zones of seismic activity are common throughout the province, and faults are present at Yucca Mountain, the site itself is basically aseismic. No data are available on the composition of ground water in the unsaturated zone at Yucca Mountain. It has been suggested that the composition is bounded by the compositions of water from wells USW-H3, UE25p-1, J-13, and snow or rain. There are relatively few data available from Yucca Mountain on the moisture content and saturation, hydraulic conductivity, and characteristic curves of the unsaturated zone. The available literature on thermomechanical properties of tuff does not always distinguish between data from the saturated zone and data from the unsaturated zone. Geochemical, hydrologic, and thermomechanical data available on the unsaturated tuffs of Yucca Mountain are tabulated in this report. Where the data are very sparse, they have been supplemented by data from the saturated zone or from areas other than Yucca Mountain. 316 refs., 58 figs., 37 tabs.
