    A new report from the National Renewable Energy Laboratory (NREL) explores the role of alternative fuels and energy efficient vehicles in motor fuel taxes. Throughout the United States, it is common practice for federal, state, and local governments to tax motor fuels on a per gallon basis to fund construction and maintenance of our transportation infrastructure. In recent years, however, expenses have outpaced revenues creating substantial funding shortfalls that have required supplemental funding sources. While rising infrastructure costs and the decreasing purchasing power of the gas tax are significant factors contributing to the shortfall, the increased use of alternative fuels and more stringent fuel economy standards are also exacerbating revenue shortfalls. The current dynamic places vehicle efficiency and petroleum use reduction polices at direct odds with policies promoting robust transportation infrastructure. Understanding the energy, transportation, and environmental tradeoffs of motor fuel tax policies can be complicated, but recent experiences at the state level are helping policymakers align their energy and environmental priorities with highway funding requirements.

    This bill would amend the antitrust laws in order to preserve and promote wholesale and retail competition in the retail gasoline market. The bill describes limits on the ownership and operation of service stations. The main provision is the it shall be unlawful for any producer or refiner to require any retail motor fuel dealer to purchase more than 70% of the monthly retail sales of motor fuel from such refiner or producer. Motor fuel refers to gasoline, diesel fuel, alcohol, or any mixture of these sold for use in automobiles and related vehicles.

  9. Fuel-based motor vehicle emission inventory

    A fuel-based methodology for calculating motor vehicle emission inventories is presented. In the fuel-based method, emission factors are normalized to fuel consumption and expressed as grams of pollutant emitted per gallon of gasoline burned. Fleet-average emission factors are calculated from the measured on-road emissions of a large, random sample of vehicles. Using this method, a fuel-based motor vehicle CO inventory was calculated for the South Coast Air Basin in California for summer 1991. Emission factors were calculated from remote sensing measurements of more than 70,000 in-use vehicles. Results of the study are presented and a conclusion is provided. 40 refs., 4 figs., 6 tabs.

    This report describes a modeling methodology for examining the prospective economic benefits of displacing motor gasoline use by alternative fuels. The approach is based on the Alternative Fuels Trade Model (AFTM). AFTM development was undertaken by the US Department of Energy (DOE) as part of a longer term study of alternative fuels issues. The AFTM is intended to assist with evaluating how alternative fuels may be promoted effectively, and what the consequences of substantial alternative fuels use might be. Such an evaluation of policies and consequences of an alternative fuels program is being undertaken by DOE as required by Section 502(b) of the Energy Policy Act of 1992. Interest in alternative fuels is based on the prospective economic, environmental and energy security benefits from the substitution of these fuels for conventional transportation fuels. The transportation sector is heavily dependent on oil. Increased oil use implies increased petroleum imports, with much of the increase coming from OPEC countries. Conversely, displacement of gasoline has the potential to reduce US petroleum imports, thereby reducing reliance on OPEC oil and possibly weakening OPEC`s ability to extract monopoly profits. The magnitude of US petroleum import reduction, the attendant fuel price changes, and the resulting US benefits, depend upon the nature of oil-gas substitution and the supply and demand behavior of other world regions. The methodology applies an integrated model of fuel market interactions to characterize these effects.

    Linear and/or branched claim C.sub.2 to C.sub.12 olefins are converted to hydrocarbon mixtures suitable for use as liquid motor fuels by contact with a catalyst capable of ensuring the production of desirable products with only a relatively minor amount of heavy products boiling beyond the diesel oil range. The catalyst having desirable stability during continuous production operations, comprises a steam stabilized zeolite Y catalyst of hydrophobic character, desirably in aluminum-extracted form. The olefins such as propylene, may be diluted with inerts, such as paraffins or with water, the latter serving to moderate the acidity of the catalyst, or to further moderate the activity of the aluminum-extracted catalyst, so as to increase the effective life of the catalyst.

    Motor fuel taxes were established to finance our nation’s transportation infrastructure, yet evolving economic, political, and technological influences are constraining this ability. At the federal level, the Highway Trust Fund (HTF), which is primarily funded by motor fuel taxes, has become increasingly dependent on general fund contributions and short-term reauthorizations to prevent insolvency. As a result, there are discussions at both the federal and state levels in which stakeholders are examining the future of motor fuel excise taxes as well as the role of electric and alternative fuel vehicles in that future. On July 1, 2015, six states increased their motor fuel tax rates.

    Emissions of hydrocarbons from motor vehicles are recognized as major contributors to ozone pollution in urban areas. Petroleum-based motor fuels contain volatile organic compounds (VOC) which, together with oxides of nitrogen, promote the formation of ozone in the troposphere via complex photochemical reactions. VOC emissions from the tailpipe and evaporation from the fuel and engine systems of highway vehicles are believed to account for about 40% of total VOC emissions in any region. But motor fuels also generate emissions throughout the fuel cycle, from crude oil production to refining, storage, transportation, and handling, that can make significant contributions to the total inventory of VOC emissions. Many of these sources of emissions are directly related to the quantity of fuel produced and handled throughout the fuel cycle. It is, therefore, reasonable to expect that a reduction in total fuel throughput might result in a reduction of VOC emissions. In particular, reducing vehicle fuel consumption by increasing vehicle fuel economy should reduce total fuel throughput, thereby cutting total emissions of VOCS. In this report we identify the sources of VOC emissions throughout the motor fuel cycle, quantify them to the extent possible, and describe their dependence on automobile and light truck fuel economy.

    This report presents the status of the US Department of Energy`s alternative fuel vehicle demonstration and performance tracking programs being conducted in accordance with the Energy Policy and Conservation Act. These programs comprise the most comprehensive data collection effort ever undertaken on alternative transportation fuels and alternative fuel vehicles. The report summarizes tests and results from the fifth year. Electric vehicles are not included in these programs, and the annual report does not include information on them. Since the inception of the programs, great strides have been made in developing commercially viable alternative fuel vehicle technologies. However, as is the case in the commercialization of all new technologies, some performance problems have been experienced on vehicles involved in early demonstration efforts. Substantial improvements have been recorded in vehicle practicality, safety, and performance in real-world demonstrations. An aspect of particular interest is emissions output. Results from light duty alternative fuel vehicles have demonstrated superior inservice emissions performance. Heavy duty alternative fuel vehicles have demonstrated dramatic reductions in particulate emissions. However, emissions results from vehicles converted to run on alternative fuel have not been as promising. Although the technologies available today are commercially viable in some markets, further improvements in infrastructure and economics will result in greater market expansion. Information is included in this report on light and heavy duty vehicles, transit buses, vehicle conversions, safety, infrastructure support, vehicle availability, and information dissemination.

    The electric utility industry has, in general, supported the national goal of an energy shift away from imported oil to coal and other fuels but has felt that the Power Plant and Industrial Fuel Use Act is redundant and largely irrelevant. The industy believes power plant conversions to coal and new base-load plants shifting to coal has been occurring for the past several years as a result of: (1) the rapidly escalating costs associated with foreign oil imports; (2) the Federal Energy Office request for voluntary conversion to coal during the 1973-1974 oil embargo; and (3) the Energy supply and Environmental Coordination Act of 1974 prohibition and construction orders. DOE's position that, without the Fuel Use Act, utilities can continue business as usual, cannot be supported in light of the extraordinary volatile market and reliability aspects of continued use of oil. What the Act has failed to acknowledge is the need for a more-flexible and balanced approach that recognizes the experience, needs, and concerns in distinct regions of the country. What must be examined are the problem areas faced by the industry in forcing coal use in certain regions where there are increasingly stringent environmental and economic concerns to be considered or where there has been historically heavy dependence on oil as a primary energy source. The next five years will be a period of learning for both (ERA) and the electric utility industry, a period that will mold our energy future through the year 2000. 7 references.

Such a power supply will enable mobile computers to operate non-stop, unplugged from the wall power outlet, by using the high energy density of methanol fuel contained in a replaceable fuel cartridge. Specifically this project focused on balance-of-plant component integration and miniaturization, as well as extensive component, subassembly and integrated system durability and validation testing. This design has resulted in a pre-production power supply design and a prototype that meet the rigorous demands of consumer electronic applications. PROJECT TASKS The proposed work plan was designed to meet the project objectives, which corresponded directly with the objectives outlined in the Funding Opportunity Announcement: To engineer the fuel cell balance-of-plant and packaging to meet the needs of consumer electronic systems, specifically at power levels required for mobile computing. UNF used existing balance-of-plant component technologies developed under its current US Army CERDEC project, as well as a previous DOE project completed by PolyFuel, to further refine them to both miniaturize and integrate their functionality to increase the system power density and energy density. Benefits of UNF’s novel passive water recycling MEA (membrane electrode assembly) and the simplified system architecture it enabled formed the foundation of the design approach.     Motor vehicles are a significant source of polycyclic aromatic hydrocarbon (PAH) emissions. Improved understanding of the relationship between fuel composition and PAH emissions is needed to determine whether fuel reformulation is a viable approach for reducing PAH emissions. PAH concentrations were quantified in gasoline and diesel fuel samples collected in summer 1997 in northern California. Naphthalene was the predominant PAH in both fuels, with concentrations of up to 2,600 mg L{sup {minus}1} in gasoline and 1,600 mg L{sup {minus}1} in diesel fuel. Particle-phase PAH size distributions and exhaust emission factors were measured in two bores of a roadway tunnel. Emission factors were determined separately for light-duty vehicles and for heavy-duty diesel trucks, based on measurements of PAHs, CO, and CO{sub 2}. Particle-phase emission factors, expressed per unit mass of fuel burned, ranged up to 21 {micro}g kg{sup {minus}1} for benzo[ghi]perylene for light-duty vehicles and up to {approximately} 1,000 {micro}g kg{sup {minus}1} for pyrene for heavy-duty diesel vehicles. Light-duty vehicles were found to be a significant source of heavier (four- and five-ring) PAHs, whereas heavy-duty diesel engines were the dominant source of three-ring PAHs, such as fluoranthene and pyrene. While no correlation between heavy-duty diesel truck PAH emission factors and PAH concentrations in diesel fuel was found, light-duty vehicle PAH emission factors were found to be correlated with PAH concentrations in gasoline, suggesting that gasoline reformulation may be effective in reducing PAH emissions from motor vehicles.

    Since the early 1990s, China's motor vehicles have entered a period of fast growth resultant from the rapid economic expansion. As the largest developing country, the fast growth of China's motor vehicles will have tremendous effects on the world's automotive and fuel market and on global CO{sub 2} emissions. In this study, we projected Chinese vehicle stocks for different vehicle types on the provincial level. First, we reviewed the historical data of China's vehicle growth in the past 10 years and the correlations between vehicle growth and economic growth in China. Second, we investigated historical vehicle growth trends in selected developed countries over the past 50 or so years. Third, we established a vehicle growth scenario based on the historical trends in several developed nations. Fourth, we estimated fuel economy, annual mileage and other vehicle usage parameters for Chinese vehicles. Finally, we projected vehicle stocks and estimated motor fuel use and CO{sub 2} emissions in each Chinese province from 2000 to 2030. Our results show that China will continue the rapid vehicle growth, increase gasoline and diesel consumption and increased CO{sub 2} emissions in the next 30 years. We estimated that by year 2030, Chinese motor vehicle fuel consumption and CO{sub 2} emissions could reach the current US levels.

    Traditionally, regional motor vehicle emission inventories (MVEI) have been estimated by combining travel demand model and emission factor model predictions. The accuracy of traditional MVEIs is frequently challenged, and development of independent methods for estimating vehicle emissions has been identified as a high priority for air quality research. In this study, an alternative fuel-based MVEI was developed for the San Francisco Bay Area using data from 1990--1992. To estimate CO emissions from motor vehicles in the Bay Area, estimates of gasoline sales were combined with infrared remote sensing measurements of CO and CO{sub 2} exhaust concentrations from over 10,000 light-duty vehicles in summer 1991. Once absolute estimates of CO emissions have been computed, it is possible to use ambient NO{sub x}/CO and NMOC/CO ratios from high traffic areas to estimate emissions for NO{sub x} and NMOC (excluding some resting loss and diurnal evaporative emissions). Ambient ratios were generated from special-study measurements of NMOC and CO in 1990 and 1992, and from routine sampling of NO{sub x} and CO in 1991. All pollutant concentrations were measured on summer mornings at Bay Area monitoring sites in areas with high levels of vehicle traffic and no other significant sources nearby. Stabilized CO emissions calculated by the fuel-based method for cars and light-duty trucks were 1720{+-}420 tons/day. This value is close to California`s MVEI 7G model estimates. Total on-road vehicle emissions of CO in the Bay Area were estimated to be 2900{+-}800 tons/day. Emissions of NMOC were estimated to be 570{+-}200 tons/day, which is 1.6{+-}0.6 times the value predicted by MVEI 7G. In the present study, emissions of NO{sub x} from on-road vehicles were estimated to be 250{+-}90 tons/day, which is 0.6{+-}0.2 times the value predicted by MVEI 7G.

    This paper describes the results of a program conducted at Sandia National Laboratories (SNL) for the US Department of Energy to provide an experimental data base for more accurately assessing the radiological consequences from a hypothetical sabotage attack on a spent fuel shipping cask. The primary objectives of the program were limited to: (1) evaluating the effectiveness of selected high explosive devices (HED) in breaching full-size spent fuel casks, (2) quantifying and characterizing relevant aerosol properties of the released fuel, and (3) using the resulting experimental data to evaluate the radiological health consequences resulting from a hypothetical sabotage attack on a spent fuel shipping cask in a densely populated area. Subscale and full-scale experiments in conjunction with an analytical modeling study were performed to meet the programmatic objectives. The data from this program indicate that the Urban Studies greatly overestimated the impact of malevolent acts directed at spent fuel casks in urban environs. From that standpoint this work could be the basis of additional regulatory revisions of the NRC physical protection requirements. In a larger sense this work can also be the basis of more credible worst case analyses since it defines the actual result of an event which is well beyond any expectations of cask failures in accident environments. 5 references.

    A nationally representative sample of 2,812 establishments were interviewed to determine the presence of underground motor-fuel storage tanks. The sample represented establishments in fuel-related industries (1,612), large establishments in all other industries (600), and farms (600). A total of 890 of these establishments were found to have a total of 2445 underground motor fuel storage tanks. A subsample of 218 establishments was selected for tank tightness testing, using a modification of a commercially available test. The method over-filled the tank system into a standpipe, and thus detected leakage anywhere in the system of tank vessel, pipes, lines, joints, and fittings.

    The retrofit or conversion of automotive engines to operate on liquid petroleum gas (LPG) or propane fuel is one of many potentially cost-effective strategies for reducing a local government's annual fleet operating and maintenance costs. The cost effectiveness of an LPG conversion decision is highly dependent on the initial conversion cost, vehicle type, current and projected fuel costs, vehicle fuel economy (miles per gallon), and yearly average mileage. A series of plots have been developed which indicate simple paybacks for the conversion of several vehicle types (passenger car, small and standard pickups, and two and three ton trucks) over a wide range of fuel economies and annual usage patterns. A simple payback of less than three years can be achieved for vehicles with poor fuel economy and high annual use. The figures provided in this report may be used by fleet management personnel as a screening tool to identify those passenger cars, small or standard pickups, or light duty trucks which are candidates for LPG conversion. In addition to examining the benefits of an LPG conversion, local governments should also consider the competing energy management strategies of downsizing, and the acquisition of fuel efficient, diesel powered vehicles.

    vProject Summary Transportation energy usage is predicted to increase substantially by 2020. Hybrid vehicles and fuel cell powered vehicles are destined to become more prominent as fuel prices rise with the demand. Hybrid and fuel cell vehicle platforms are both dependent on high performance electric motors. Electric motors for transportation duty will require sizeable low-speed torque to accelerate the vehicle. As motor speed increases, the torque requirement decreases which results in a nearly constant power motor output. Interior permanent magnet synchronous motors (IPMSM) are well suited for this duty. , , These rotor geometries are configured in straight lines and semi circular arc shapes. These designs are of limited configurations because of the lack of availability of permanent magnets of any other shapes at present. We propose to fabricate rotors via a novel processing approach where we start with magnet powders and compact them into a net shape rotor in a single step. Using this approach, widely different rotor designs can be implemented for efficiency. The current limitation on magnet shape and thickness will be eliminated. This is accomplished by co-filling magnet and soft iron powders at specified locations in intricate shapes using specially designed dies and automatic powder filling station. The process fundamentals for accomplishing occurred under a previous Applied Technology Program titled, Motors and Generators for the 21st Century. New efficient motor designs that are not currently possible (or cost prohibitive) can be accomplished by this approach. Such an approach to motor fabrication opens up a new dimension in motor design. Feasibility Results We were able to optimize a IPMSM rotor to take advantage of the powder co-filling and DMC compaction processing methods. The minimum low speed torque requirement of 5 N-m can be met through an optimized design with magnet material having a Br capability of 0.2 T. This level of magnetic performance can

    Chemical Looping Combustion (CLC) could totally negate the necessity of pure oxygen by using oxygen carriers for purification of CO{sub 2} stream during combustion. It splits the single fuel combustion reaction into two linked reactions using oxygen carriers. The two linked reactions are the oxidation of oxygen carriers in the air reactor using air, and the reduction of oxygen carriers in the fuel reactor using fuels (i.e. coal). Generally metal/metal oxides are used as oxygen carriers and operated in a cyclic mode. Chemical looping combustion significantly improves the energy conversion efficiency, in terms of the electricity generation, because it improves the reversibility of the fuel combustion process through two linked parallel processes, compared to the conventional combustion process, which is operated far away from its thermo-equilibrium. Under the current carbon-constraint environment, it has been a promising carbon capture technology in terms of fuel combustion for power generation. Its disadvantage is that it is less mature in terms of technological commercialization. In this DOE-funded project, accomplishment is made by developing a series of advanced copper-based oxygen carriers, with properties of the higher oxygen-transfer capability, a favorable thermodynamics to generate high purity of CO{sub 2}, the higher reactivity, the attrition-resistance, the thermal stability in red-ox cycles and the achievement of the auto-thermal heat balance. This will be achieved into three phases in three consecutive years. The selected oxygen carriers with final-determined formula were tested in a scaled-up 10kW coal-fueled chemical looping combustion facility. This scaled-up evaluation tests (2-day, 8-hour per day) indicated that, there was no tendency of agglomeration of copper-based oxygen carriers. Only trace-amount of coke or carbon deposits on the copper-based oxygen carriers in the fuel reactor. There was also no evidence to show the sulphidization of oxygen

    Interest in alternative motor vehicle fuels has grown tremendously over the last few years. The 1990 Clean Air Act Amendments, the National Energy Policy Act of 1992 and the California Clean Air Act are primarily responsible for this resurgence and have spurred both the motor fuels and vehicle manufacturing industries into action. For the first time, all three U.S. auto manufacturers are offering alternative fuel vehicles to the motoring public. At the same time, a small but growing alternative fuels refueling infrastructure is beginning to develop across the country. Although the recent growth in alternative motor fuels use is impressive, their market niche is still being defined. Environmental regulations, a key driver behind alternative fuel use, is forcing both car makers and the petroleum industry to clean up their products. As a result, alternative fuels no longer have a lock on the clean air market and will have to compete with conventional vehicles in meeting stringent future vehicle emission standards. The development of cleaner burning gasoline powered vehicles has signaled a shift in the marketing of alternative fuels. While they will continue to play a major part in the clean vehicle market, alternative fuels are increasingly recognized as a means to reduce oil imports. This new role is clearly defined in the National Energy Policy Act of 1992. The Act identifies alternative fuels as a key strategy for reducing imports of foreign oil and mandates their use for federal and state fleets, while reserving the right to require private and municipal fleet use as well.

    HEB Grocery Company, Inc. (H-E-B) is a privately-held supermarket chain with 310 stores throughout Texas and northern Mexico. H-E-B converted 14 of its lift reach trucks to fuel cell power using Nuvera Fuel Cells’ PowerEdge™ units to verify the value proposition and environmental benefits associated with the technology. Issues associated with the increasing power requirements of the distribution center operation, along with high ambient temperature in the summer and other operating conditions (such as air quality and floor surface condition), surfaced opportunities for improving Nuvera’s PowerEdge fuel cell system design in high-throughput forklift environments. The project included on-site generation of hydrogen from a steam methane reformer, called PowerTap™ manufactured by Nuvera. The hydrogen was generated, compressed and stored in equipment located outside H-E-B’s facility, and provided to the forklifts by hydrogen dispensers located in high forklift traffic areas. The PowerEdge fuel cell units logged over 25,300 operating hours over the course of the two-year project period. The PowerTap hydrogen generator produced more than 11,100 kg of hydrogen over the same period. Hydrogen availability at the pump was 99.9%. H-E-B management has determined that fuel cell forklifts help alleviate several issues in its distribution centers, including truck operator downtime associated with battery changing, truck and battery maintenance costs, and reduction of grid electricity usage. Data collected from this initial installation demonstrated a 10% productivity improvement, which enabled H-E-B to make economic decisions on expanding the fleet of PowerEdge and PowerTap units in the fleet, which it plans to undertake upon successful demonstration of the new PowerEdge reach truck product. H-E-B has also expressed interst in other uses of hydrogen produced on site in the future, such as for APUs used in tractor trailers and refrigerated transport trucks in its fleet.

    In recent observations by the Hubble Space Telescope (HST) as part of a campaign to discover locations and kinematics of AGN outflows, we found that Mrk 509 contains a 3'' (∼2100 pc) linear filament in its central region. Visible in both optical continuum and [O III] imaging, this feature resembles a ''check mark'' of several knots of emission that travel northwest to southeast before jutting toward the nucleus from the southwest. Space Telescope Imaging Spectrograph (STIS/HST) observations along the inner portion of the filament reveal redshifted velocities, indicating that the filament is inflowing. We present further observations of the nucleus in Mrk 509 using the Gemini Near-Infrared Integral Field Spectrograph, from which we conclude that this structure cannot be related to previously studied, typical narrow line region outflows and instead embodies the remains of an ongoing minor merger with a gas-rich dwarf galaxy, therefore providing a great opportunity to study the fueling of an AGN by a minor merger in progress.

    Honda Motor Company of Japan in a four-year period from 1968 to 1872 designed, tested, and mass-produced a stratified charge engine, the CVCC, which in comparison to conventional engines of similar output at the time was lower in CO, HC and NO/sub x/ emissions and higher in fuel economy. Honda developed the CVCC engine without government assistance or outside help. Honda's success came at a time when steadily increasing fuel costs and the various provisions of the Clean Air Act had forced US automakers to consider possible alternatives to the conventional gasoline engine. While most major engine manufacturers had investigated some form of stratified charge engine, Honda's CVCC was the only one to find successful market application. This case study examines the circumstances surrounding the development of the CVCC engine and its introduction into the Japanese and American markets.

    This report presents the first compilation by the Energy Information Administration (EIA) of information on alternatives to gasoline and diesel fuel. The purpose of the report is: (1) to provide background information on alternative transportation fuels and replacement fuels compared with gasoline and diesel fuel, and (2) to furnish preliminary estimates of alternative transportation fuels and alternative fueled vehicles as required by the Energy Policy Act of 1992 (EPACT), Title V, Section 503, ``Replacement Fuel Demand Estimates and Supply Information.`` Specifically, Section 503 requires the EIA to report annually on: (1) the number and type of alternative fueled vehicles in existence the previous year and expected to be in use the following year, (2) the geographic distribution of these vehicles, (3) the amounts and types of replacement fuels consumed, and (4) the greenhouse gas emissions likely to result from replacement fuel use. Alternative fueled vehicles are defined in this report as motorized vehicles licensed for on-road use, which may consume alternative transportation fuels.     peak-torque (400-Nm) region, the efficiency goes down to the 40-50% range, and the power factor is nearly 100%. The efficiency is not a major concern at the high-torque region. The water-ethylene-glycol heat exchanger attached to the motor is small. During continuous operation, it dissipates about 76% of the total motor heat loss with 35 C coolant. The heat exchanger is less effective when the coolant temperature increases. With 75 C coolant, the heat exchanger dissipates about 38% of the motor heat. When the coolant temperature is 105 C, the heat exchanger not only stops cooling the motor but also adds heat to the large motor housing that acts as an air-cooled heat sink. From start to the base speed, 400 Nms of torque can be produced by the Prius motor with a reasonably low stator current. However, the permissible running time of the motor depends on the load drawn from the motor and the coolant temperature. In the Toyota Prius hybrid configuration, if the motor gets too hot and cannot keep running, the load can be shifted back to the engine. The motor acts to improve the system efficiency without being overly designed. A detailed thermal model was developed to help predict the temperature levels in key motor components. The model was calibrated and compared with the experimentally measured temperatures. Very good agreement was obtained between model and experiment. This model can now be used to predict the temperature of key motor components at a variety of operating conditions and to evaluate the thermal characteristics of new motor designs. It should be pointed out that a fuel-cell motor does not have an engine to fall back on to provide the needed wheel power. Therefore, the design philosophy of a fuel-cell motor is very different from that of a hybrid Prius motor. Further thermal management studies in the high-speed region of the Prius motor, fed by its inverter, are planned.

    This research project is a collaboration between the Sinskey laboratory at MIT and the Worden laboratory at Michigan State University. The goal of the project is to produce Isobutanol (IBT), a branched-chain alcohol that can serve as a drop-in transportation fuel, through the engineered microbial biosynthesis of Carbon Dioxide, Hydrogen, and Oxygen using a novel bioreactor. This final technical report presents the findings of both the biological engineering work at MIT that extended the native branched-chain amino acid pathway of the wild type Ralstonia eutropha H16 to perform this biosynthesis, as well as the unique design, modeling, and construction of a bioreactor for incompatible gasses at Michigan State that enabled the operational testing of the complete system. This 105 page technical report summarizing the three years of research includes 72 figures and 11 tables of findings. Ralstonia eutropha (also known as Cupriavidus necator) is a Gram-negative, facultatively chemolithoautotrophic bacteria. It has been the principle organism used for the study of polyhydroxybutyrate (PHB) polymer biosynthesis. The wild-type Ralstonia eutropha H16 produces PHB as an intracellular carbon storage material while under nutrient stress in the presence of excess carbon. Under this stress, it can accumulate approximately 80 % of its cell dry weight (CDW) as this intracellular polymer. With the restoration of the required nutrients, the cells are then able to catabolize this polymer. If extracted from the cell, this PHB polymer can be processed into biodegradable and biocompatible plastics, however for this research, it is the efficient metabolic pathway channeling the captured carbon that is of interest. R. eutropha is further unique in that it contains two carbon-fixation Calvin–Benson–Bassham cycle operons, two oxygen-tolerant hydrogenases, and several formate dehydrogenases.     Motor driven processes represent a large portion of the energy consumption in the United States and, as a result, present a large opportunity for energy savings. Energy efficient motors reduce energy use and will see wider implementation as the impact of the Energy Policy Act of 1992 is felt. These motors are made possible by design and material improvements without compromising reliability, quality, or performance. One drawback is their potential for nuisance tripping due to a high inrush current at starting. Solutions do exist to this problem. Economics also play a large role in energy efficient motor application. The cost of repairing a motor or installing a new machine as well as any utility rebates determine if the efficient motor price premium is offset by energy savings. Other issues such as adjustable speed drives, belts and supply voltage affect efficiency as well. Several industry examples demonstrate the potential results. A thorough understanding of these factors show the energy efficient motor can be a good choice for most applications.

    The Clean Air Act Amendments of 1990 (CAAA), Title III, present a need for stationary source sampling and analytical methods for the list of 189 toxic air pollutants. The US Environmental Protection Agency (EPA) has used VOST and SemiVOST sampling and analytical methods for a wide variety of volatile and semivolatile organic compounds in the past, but these methodologies have been completely validated for only a few of the organic compounds. The applicability of VOST and SemiVOST techniques to the halogenated organic compounds listed in Title III of the Clean Air Act Amendments of 1990 has been evaluated under laboratory conditions for chromatographic separation, mass spectrometric response, sorbent recovery and analytical method detection limit. Dynamic spiking techniques for the sampling trains (both gaseous and liquid dynamic spiking) were also evaluated in the laboratory. In the study, the VOST and SemiVOST methods were evaluated in the field at a fossil fuel power plant. The source was selected to provide actual stationary source emissions with the compounds of interest present in trace amounts or not present. The paper presents the results of the field validation of the VOST and SemiVOST sampling and analytical methods.

    On February 15, 1980, the United States Environmental Protection Agency, acting pursuant to Paragraph 113(D) (4) of the Clean Air Act, issued to General Motors an innovative technology order covering fifteen coal-fired spreader-stoker boilers located at six General Motors plants in Ohio. The purpose and effect of this order was to permit General Motors time to develop a new, innovative technique for controlling particulate emissions from the specified boilers before compliance with the federally approved Ohio particulate control regulation was required. This new technology was christened, The Sidestream Separator, by General Motors. It provides a highly cost effective means of reducing particulate emissions below levels currently obtainable with conventionally used high efficiency mechanical collectors. These improvements could prove to be of substantial benefit to many industrial facilities with spreader-stoker coal-fired boilers that cannot be brought into compliance with applicble air pollution regulations except by application of far more expensive and unwieldly electrostatic precipitators (ESP's) or fabric filters (baghouses).

    Motor vehicles are a major source of greenhouse gases, and the rising numbers of motor vehicles and miles driven could lead to more harmful emissions that may ultimately affect the world`s climate. One approach to curtailing such emissions is to use, instead of gasoline, alternative fuels: LPG, compressed natural gas, or alcohol fuels. In addition to the greenhouse gases, pollutants can be harmful to human health: ozone, CO. The Clean Air Act Amendments of 1990 authorized EPA to set National Ambient Air Quality Standards to control this. The Energy Policy Act of 1992 (EPACT) was the first new law to emphasize strengthened energy security and decreased reliance on foreign oil since the oil shortages of the 1970`s. EPACT emphasized increasing the number of alternative-fuel vehicles (AFV`s) by mandating their incremental increase of use by Federal, state, and alternative fuel provider fleets over the new few years. Its goals are far from being met; alternative fuels` share remains trivial, about 0.3%, despite gains. This report describes current and potential markets for AFV`s; it begins by assessing the total vehicle stock, and then it focuses on current use of AFV`s in alternative fuel provider fleets and the potential for use of AFV`s in US households.

The anitknock (octane) index ((R + M)/2) averages of gasolines sold in this country were 87.8 for the unleaded below 90.0, 91.6 for the unleaded 90.0 and above, 88.9 for the regular, and 92.8 for the premium grades of gasoline.

    Trends in properties of motor gasolines for the years 1942 through 1984; diesel fuels for the years 1950 through 1983; aviation fuels for the years 1947 through 1983; and heating oils for the years 1955 through 1984, have been evaluated based upon data contained in surveys prepared and published by the National Institute for Petroleum and Energy Research (NIPER) formerly the Bartlesville Energy Technology Center (BETC). The surveys for motor gasolines were conducted under a cooperative agreement with the Coordinating Research Council (CRC) and the Bureau of Mines from 1935 through 1948 and in cooperation with the American Petroleum Institute (API) since 1948 for all surveys. The motor gasoline surveys have been published twice annually since 1935 describing the properties of motor gasolines throughout the country. Other surveys prepared in cooperation with API and the Bureau of Mines, the Energy Research and Development Administration, the Department of Energy, and currently NIPER were aviation gasolines beginning in 1947, diesel fuels in 1950, aviation turbine fuels in 1951, and heating oils, formerly burner fuel oils, in 1955. Various companies throughout the country obtain samples of motor gasolines from retail outlets and refinery samples for the other surveys, and analyze the samples using American Society for Testing and Materials (ASTM) procedures.     Section 211 of the Clean Air Act requires that the United States Environmental Protection Agency (EPA) play a key role in the introduction of new motor-vehicle fuels. The Emission Control Technology Division (ECTD), of the Office of Mobile Sources, EPA assesses technology that could be used to reduce mobile source emissions, including evaluation of alternate-fueled vehicles. A turbocharged Nissan Sentra was emission tested at the U.S. EPA Motor Vehicle Emissions Laboratory located in Ann Arbor, Michigan. This vehicle was designed by Nissan to operate on M85 (85% methanol/15% gasoline) fuel. The vehicle's chassis is a late-1986 configuration while the engine is based on a 1983 1.3-liter design. The report includes individual test results using methanol-vehicle procedures, calculation of exhaust emissions, and individual test results using gasoline-vehicle procedures.

    This study was performed to assess the feasibility of producing fuel ethanol from sugar beets. Sugar beets are a major agricultural crop in the area and the beet sugar industry is a major employer. There have been some indications that increasing competition from imported sugar and fructose sugar produced from corn may lead to lower average sugar prices than have prevailed in the past. Fuel ethanol might provide an attractive alternative market for beets and ethanol production would continue to provide an industrial base for labor. Ethanol production from beets would utilize much of the same field and plant equipment as is now used for sugar. It is logical to examine the modification of an existing sugar plant from producing sugar to ethanol. The decision was made to use Great Western Sugar Company's plant at Mitchell as the example plant. This plant was selected primarily on the basis of its independence from other plants and the availability of relatively nearby beet acreage. The potential feedstocks assessed included sugar beets, corn, hybrid beets, and potatoes. Markets were assessed for ethanol and fermentation by-products saleability. Investment and operating costs were determined for each prospective plant. Plants were evaluated using a discounted cash flow technique to obtain data on full production costs. Environmental, health, safety, and socio-economic aspects of potential facilities were examined. Three consulting engineering firms and 3 engineering-construction firms are considered capable of providing the desired turn-key engineering design and construction services.     This notice of construction (NOC) provides information regarding the source and the estimated quantity of potential airborne radionuclide emissions resulting from the operation of the Hot Conditioning System (HCS) Annex. The construction of the HCS Annex is scheduled to conunence on or about December 1996, and will be completed when the process equipment begins operations. This document serves as a NOC pursuant to the requirements of 40 Code of Federal Regulations (CFR) 61 for the HCS Annex. About 80 percent of the U.S. Department of Energy`s spent nuclear fuel (SNF) inventory is stored under water in the Hanford Site K Basins. Spent nuclear fuel in the K West Basin is contained in closed canisters, while the SNF in the K East Basin is contained in open canisters, which allows release of corrosion products to the K East Basin water. Storage of the current inventory in the K Basins was originally intended to be on an as-needed basis to sustain operation of the N Reactor while the Plutonium-Uranium Extraction (PUREX) Plant was refurbished and restarted. The decision in December 1992 to deactivate the PUREX Plant left approximately 2, 1 00 MT (2,300 tons) of uranium, as part of 1133 N Reactor SNF in the K Basins with no means for near-term removal and processing. The HCS Annex will be constructed as an annex to the Canister Storage Building (CSB) and will contain the hot conditioning equipment. The hot conditioning system (HCS) will release chemically-bound water and will condition (process of using a controlled amount of oxygen to destroy uranium hydride) the exposed uranium surfaces associated with the SNF through oxidation. The HCS Annex will house seven hot conditioning process stations, six operational and one auxiliary, which could be used as a welding area for final closure of the vessel containing the SNF. The auxiliary pit is being evaluated at this time for its usefulness to support other operations that may be needed to ensure proper conditioning of the SNF

    . Between the HTS field winding and the physical air gap is a series of concentric cylinders that act as vacuum insulation space walls as well as conducting paths for induced currents to flow in order to shield the HTS winding and the rotor cold space from time dependent fields. These time dependent fields may be caused by rotor hunting, during a change in motor load, or by non-fundamental component voltages and currents applied by the inverter. These motors are variable speed controlled by the inverter. Common large motor utility and industrial applications are pump and fan drives that are best suited by a variable speed motor. Inverter control of the HTS motor eliminates the need to design the rotor for line starting, which would dump a large amount of heat into the rotor that would then heavily tax the cryogenic cooling system. The field winding is fed by a brushless exciter that provides DC current to the HTS rotor winding. The stator winding is air or water cooled. Technical and commercial hurdles to industrial HTS motor product introduction and customer acceptance include (1) the high cost of HTS wire and the cryogenic cooling system components, (2) customer concerns about reliability of HTS motors, and (3) the ability to attain the loss reduction potential of large HTS motors. Reliance Electric has demonstrated a number of HTS based electric motors up to a 1000 hp, variable speed synchronous motor with an HTS field winding in the year 2000. In 2001 this motor was tested to 1600 hp with a sinusoidal (constant frequency) supply. Figure 1-2 shows the HTS motor on the dynamometer test stand in the Reliance Electric test lab. The extensive test program of the 1000 hp motor successfully demonstrated the technical feasibility of large HTS motors and the basic technologies involved, however the test results did indicate the need for design refinements. In addition, test results served to identify other more fundamental critical technology issues, and revealed the need to

    Non-traditional motor fuels are receiving increased attention and use. This paper examines the safety of three alternative gaseous fuels plus gasoline and the advantages and disadvantages of each. The gaseous fuels are hydrogen, methane (natural gas), and propane. Qualitatively, the overall risks of the four fuels should be close. Gasoline is the most toxic. For small leaks, hydrogen has the highest ignition probability and the gaseous fuels have the highest risk of a burning jet or cloud.

    This paper describes reactor coolant pump motor testing carried out at Florida Power Corporation`s Crystal River plant using Framatome Technologies` new EMPATH (Electric Motor Performance Analysis and Trending Hardware) system. EMPATH{trademark} uses an improved form of Motor Current Signature Analysis (MCSA), technology, originally developed at Oak Ridge National Laboratories, for detecting deterioration in the rotors of AC induction motors. Motor Current Signature Analysis (MCSA) is a monitoring tool for motor driven equipment that provides a non-intrusive means for detecting the presence of mechanical and electrical abnormalities in the motor and the driven equipment. The base technology was developed at the Oak Ridge National Laboratory as a means for determining the affects of aging and service wear specifically on motor-operated valves used in nuclear power plant safety systems, but it is applicable to a broad range of electric machinery. MCSA is based on the recognition that an electric motor (ac or dc) driving a mechanical load acts as an efficient and permanently available transducer by sensing mechanical load variations, large and small, long-term and rapid, and converting them into variations in the induced current generated in the motor windings. The motor current variations, resulting from changes in load caused by gears, pulleys, friction, bearings, and other conditions that may change over the life of the motor, are carried by the electrical cables powering the motor and are extracted at any convenient location along the motor lead. These variations modulate the 60 Hz carrier frequency and appear as sidebands in the spectral plot.

    This paper compares a small onsite wet storage pool to a dry cask storage facility in order to determine what type of spent fuel storage alternatives would best serve the utilities in consideration of the Nuclear Waste Policy Act of 1982. The Act allows the DOE to provide a total of 1900 metric tons (MT) of additional spent fuel storage capacity to utilities that cannot reasonably provide such capacity for themselves. Topics considered include the implementation of the Act (DOE away-from reactor storage), the Act's impact on storage needs, and an economic evaluation. The Waste Act mandates schedules for the determination of several sites, the licensing and construction of a high-level waste repository, and the study of a monitored retrievable storage facility. It is determined that a small wet pool storage facility offers a conservative and cost-effective approach for many stations, in comparison to dry cask storage.

    The public, automakers, and policymakers have long worried about trade-offs between increased fuel economy in motor vehicles and reduced safety. The conclusion of a broad group of experts on safety and fuel economy in the auto sector is that no trade-off is required. There are a wide variety of technologies and approaches available to advance vehicle fuel economy that have no effect on vehicle safety. Conversely, there are many technologies and approaches available to advance vehicle safety that are not detrimental to vehicle fuel economy. Congress is considering new policies to increase the fuel economy of new automobiles in order to reduce oil dependence and reduce greenhouse gas emissions. The findings reported here offer reassurance on an important dimension of that work: It is possible to significantly increase the fuel economy of motor vehicles without compromising their safety. Automobiles on the road today demonstrate that higher fuel economy and greater safety can co-exist. Some of the safest vehicles have higher fuel economy, while some of the least safe vehicles driven today--heavy, large trucks and SUVs--have the lowest fuel economy. At an October 3, 2006 workshop, leading researchers from national laboratories, academia, auto manufacturers, insurance research industry, consumer and environmental groups, material supply industries, and the federal government agreed that vehicles could be designed to simultaneously improve safety and fuel economy. The real question is not whether we can realize this goal, but the best path to get there. The experts' studies reveal important new conclusions about fuel economy and safety, including: (1) Vehicle fuel economy can be increased without affecting safety, and vice versa; (2) Reducing the weight and height of the heaviest SUVs and pickup trucks will simultaneously increase both their fuel economy and overall safety; and (3) Advanced materials can decouple size from mass, creating important new possibilities for

  16. Condition monitoring of machinery using motor current signature analysis

    Motor current signature analysis (MCSA) is a powerful monitoring tool for motor-driven equipment that provides a nonintrusive means for detecting the presence of mechanical and electrical abnormalities in the motor and the driven equipment, including altered conditions in the process ''downstream'' of the motor-driven equipment. It was developed at the Oak Ridge National Laboratory as a means for determining the effects of aging and service wear systems, but it is applicable to a broad range of machinery. MCSA is based on the recognition that an electric motor (ac or dc) driving a mechanical load acts as an efficient and permanently available transducer by sensing mechanical load variations, large and small, long-term and rapid, and converting them into variations in the induced current generated in the motor windings. These motor current variations are carried by the electrical cables processes as desired. Motor current signatures, obtained in both time and over time to provide early indication of degradation. Successful applications of MCSA technology (patent applied for) include not only motor-operated valves but also pumps of various designs, blowers, and air conditioning systems. Examples are presented briefly, and speculation regarding the applicability of MCSA to a broader range of equipment monitoring and production line testing is also given. 1 ref., 13 figs.

    A system and method for determining unknown values of certain motor parameters includes a motor input device connectable to an electric motor having associated therewith values for known motor parameters and an unknown value of at least one motor parameter. The motor input device includes a processing unit that receives a first input from the electric motor comprising values for the known motor parameters for the electric motor and receive a second input comprising motor data on a plurality of reference motors, including values for motor parameters corresponding to the known motor parameters of the electric motor and values for motor parameters corresponding to the at least one unknown motor parameter value of the electric motor. The processor determines the unknown value of the at least one motor parameter from the first input and the second input and determines a motor management strategy for the electric motor based thereon.
