    This is the third of three papers (in addition to an introductory summary) aimed at providing a framework for evaluating future reductions or modifications of the U.S. nuclear force, first by considering previous instances in which nuclear-force capabilities were eliminated; second by looking forward into at least the foreseeable future at the features of global and regional deterrence (recognizing that new weapon systems currently projected will have expected lifetimes stretching beyond our ability to predict the future); and third by providing examples of past or possible undesirable outcomes in the shaping of the future nuclear force, as well as some closing thoughts for the future. In this paper, we provide one example each of our judgments on what constitutes a box canyon, a roach motel, and a wrong turn: � Wrong Turn: The Reliable Replacement Warhead � Roach Motel: SRAM T vs the B61 � A Possible Box Canyon: A Low-Yield Version of the W76 SLBM Warhead Recognizing that new nuclear missions or weapons are not demanded by current circumstances � a development path that yields future capabilities similar to those of today, which are adequate if not always ideal, and a broader national-security strategy that supports nonproliferation and arms control by reducing the role for, and numbers, of nuclear weapons � we briefly consider alternate, less desirable futures, and their possible effect on the complex problem of regional deterrence. In this regard, we discuss the issues posed by, and possible responses to, three example regional deterrence challenges: in-country defensive use of nuclear weapons by an adversary; reassurance of U.S. allies with limited strategic depth threatened by an emergent nuclear power; and extraterritorial, non-strategic offensive use of nuclear weapons by an adversary in support of limited military objectives against a U.S. ally.

    The rapid deployment of renewable sources of electricity (RES-E) is transforming power systems globally. This trend is likely to continue with large increases in investment and deployment of RES-E capacity over the coming decades. Several countries now have penetration levels of variable RES-E generation (i.e., wind and solar) in excess of 15% of their annual electricity generation; and many jurisdictions (e.g., Spain, Portugal, Ireland, Germany, and Denmark; and, in the United States, Colorado) have experienced instantaneous penetration levels of more than 50% variable generation.1 These penetration levels of variable RES-E have prompted many jurisdictions to begin modifying practices that evolved in an era of readily dispatchable, centralised power systems. Providing insights for the transition to high levels of variable RES-E generation is the focus of this document, which is the final report of the RES-E-NEXT project commissioned by the International Energy Agency’s implementing agreement on Renewable Energy Technology Deployment (IEA-RETD). It presents a comprehensive assessment of issues that will shape power system evolution during the transition to high levels of variable RES-E generation. While policy will be a central tool to sustain the growth of RES-E capacity and to enable power system transitions, the scope of the report extends beyond policy considerations to include the related domains of regulation, power market design, and system operation protocols. This broad scope is in recognition that a changing resource mix with greater penetration levels of variable RES-E has broad implications for grid operations, wholesale and retail power markets, and infrastructure needs. The next decade will be a critical transition period for power system stakeholders, as global deployment of RES-E capacity (and especially variable RES-E capacity) continues to scale-up in many regions of the world.     During the 1990s, the Electric Power Research Institute (EPRI) developed methods for fire risk analysis to support its utility members in the preparation of responses to Generic Letter 88-20, Supplement 4, 'Individual Plant Examination - External Events' (IPEEE). This effort produced a Fire Risk Assessment methodology for operations at power that was used by the majority of U.S. nuclear power plants (NPPs) in support of the IPEEE program and several NPPs overseas. Although these methods were acceptable for accomplishing the objectives of the IPEEE, EPRI and the U.S. Nuclear Regulatory Commission (NRC) recognized that they required upgrades to support current requirements for risk-informed, performance-based (RI/PB) applications. In 2001, EPRI and the USNRC's Office of Nuclear Regulatory Research (RES) embarked on a cooperative project to improve the state-of-the-art in fire risk assessment to support a new risk-informed environment in fire protection. This project produced a consensus document, NUREG/CR-6850 (EPRI 1011989), entitled 'Fire PRA Methodology for Nuclear Power Facilities' which addressed fire risk for at power operations. NUREG/CR-6850 developed high level guidance on the process for identification and inclusion of human failure events (HFEs) into the fire PRA (FPRA), and a methodology for assigning quantitative screening values to these HFEs. It outlined the initial considerations of performance shaping factors (PSFs) and related fire effects that may need to be addressed in developing best-estimate human error probabilities (HEPs). However, NUREG/CR-6850 did not describe a methodology to develop best-estimate HEPs given the PSFs and the fire-related effects. In 2007, EPRI and RES embarked on another cooperative project to develop explicit guidance for estimating HEPs for human failure events under fire generated conditions, building upon existing human reliability analysis (HRA) methods.     This report documents state-of-the-art methods, tools, and data for the conduct of a fire Probabilistic Risk Assessment (PRA) for a commercial nuclear power plant (NPP) application. The methods have been developed under the Fire Risk Re-quantification Study. This study was conducted as a joint activity between EPRI and the U. S. NRC Office of Nuclear Regulatory Research (RES) under the terms of an EPRI/RES Memorandum of Understanding [RS.1] and an accompanying Fire Research Addendum [RS.2]. Industry participants supported demonstration analyses and provided peer review of this methodology. The documented methods are intended to support future applications of Fire PRA, including risk-informed regulatory applications. The documented method reflects state-of-the-art fire risk analysis approaches. The primary objective of the Fire Risk Study was to consolidate recent research and development activities into a single state-of-the-art fire PRA analysis methodology. Methodological issues raised in past fire risk analyses, including the Individual Plant Examination of External Events (IPEEE) fire analyses, have been addressed to the extent allowed by the current state-of-the-art and the overall project scope. Methodological debates were resolved through a consensus process between experts representing both EPRI and RES. The consensus process included a provision whereby each major party (EPRI and RES) could maintain differing technical positions if consensus could not be reached. No cases were encountered where this provision was invoked. While the primary objective of the project was to consolidate existing state-of-the-art methods, in many areas, the newly documented methods represent a significant advancement over previously documented methods. In several areas, this project has, in fact, developed new methods and approaches. Such advances typically relate to areas of past methodological debate.

    To study the role of protosellar jets and outflows in the time evolution of the parent cores and the protostars, the astronomical community needs a large enough database of infrared images of protostars at the highest spatial resolution possible to reveal the details of their morphology. Spitzer provides unprecedented sensitivity in the infrared to study both the jet and outflow features, however, its spatial resolution is limited by its 0.85 m mirror. Here, we use a high-resolution deconvolution algorithm, 'HiRes,' to improve the visualization of spatial morphology by enhancing resolution (to subarcsecond levels in the IRAC bands) and removing the contaminating side lobes from bright sources in a sample of 89 protostellar objects. These reprocessed images are useful for detecting (1) wide-angle outflows seen in scattered light, (2) morphological details of H{sub 2} emission in jets and bow shocks, and (3) compact features in MIPS 24 μm images as protostar/disk and atomic/ionic line emission associated with the jets. The HiRes FITS image data of such a large homogeneous sample presented here will be useful to the community in studying these protostellar objects. To illustrate the utility of this HiRes sample, we show how the opening angle of the wide-angle outflows in 31 sources, all observed in the HiRes-processed Spitzer images, correlates with age. Our data suggest a power-law fit to opening angle versus age with an exponent of ∼0.32 and 0.02, respectively, for ages ≤8000 yr and ≥8000 yr.

    The United States is concurrently pursuing the goals of reducing the size of its nuclear weapons force – strategic and non-strategic, deployed and non-deployed – and of modernizing the weapons it continues to possess. Many of the existing systems were deployed 30 to 50 years ago, and the modernization process can be expected to extend over the next decade or more. Given the impossibility of predicting the future over the lifetime of systems that could extend to the end of this century, it is essential that dead ends in force development be avoided, and the flexibility and availability of options be retained that allow for • Scalability downward in the event that further reductions are agreed upon; • Reposturing to respond to changes in threat levels and to new nuclear actors; and • Breakout response in the event that a competitor significantly increases its force size or force capability, In this paper, we examine the current motivations for reductions and modernization; review a number of historical systems and the attendant capabilities that have been eliminated in recent decades; discuss the current path forward for the U.S. nuclear force; provide a view of the evolving deterrence situation and our assessment of the uncertainties involved; and present examples of possibly problematic directions in force development. We close with our thoughts on how to maintain flexibility and the availability of options for which a need might recur in the future.

    The smartDESKTOP Initiative at the Indiana Humanities Council received critical support in building and delivering a digital desktop for Indiana educators through the Department of Energy Grant DE-FG02-06ER64282. During the project period September 2006 through October of 2007, the number of Indiana educators with accounts on the smartDESKTOP more than tripled from under 2,000 to more than 7,000 accounts. An external review of the project conducted for the purposes of understanding the impact of the service in Indiana schools revealed that the majority of respondents felt that using the smartDESKTOP did reduce the time they spent managing paper. The same study revealed the challenges of implementing a digital desktop meant to help teachers leverage technology to improve their teaching and ultimately student learning. The most significant outcome of this project is that the Indiana Department of Education expressed interest in assuming responsibility for sustaining this project. The transition of the smartDESKTOP to the Indiana Department of Education was effective on November 1, 2007.

    The Frontier Inn, located in Susanville, California, is a 38 unit motel composed of six major sections (coffee shop, A frame units, apartments, back units, two story units and office). These sections were built over a number of years and exhibit widely varying types of construction. Space heating is provided by primarily electric resistance equipment with some propane use. Domestic hot water is provided primarily by propane with some electric resistance. The coffee shop uses fuel oil for both space and domestic hot water heating. The City of Susanville is currently in the process of installing a geothermal district heating system. Although the motel site is not located in the area of present construction activity, it is expected that the pipeline will be extended in the near future. This study examines the potential of retrofitting the existing heating facilities at the Frontier Inn to geothermal.

The purpose of this study was to determine the relative importance of energy end-use functions other than HVAC and lighting for commercial buildings, and to identify general avenues and approaches for energy use reduction.     This paper briefly summarizes the series in which we consider the possibilities for losing, or compromising, key capabilities of the U.S. nuclear force in the face of modernization and reductions. The first of the three papers takes an historical perspective, considering capabilities that were eliminated in past force reductions. The second paper is our attempt to define the needed capabilities looking forward in the context of the current framework for force modernization and the current picture of the evolving challenges of deterrence and assurance. The third paper then provides an example for each of our undesirable outcomes: the creation of roach motels, box canyons, and wrong turns.

    The Salida Geothermal Prospect (Poncha Hot Springs) is being evaluated for commercial and industrial direct heat applications in Salida, Colorado, located approximately five miles east. The prospective energy use includes domestic space heating and hot water, commercial space heating and hot water for motels, restaurants, greenhouses, and swimming pools, and industrial space and process heat requirements for existing and future facilities. The objective of the engineering design is to use the full flow capacity of the resource and to provide for the future development of the commercial and industrial sectors of Salida. The engineering evaluation has included significant design features, including cascaded uses of the hot water, conversion of chicken waste, warm water fish hatching, pipeline crossing of a river, and geothermal fluid cooling and discharge to the Arkansas River. Engineering feasibility of the geothermal well supply and of selected user facility retrofits has been demonstrated.

  18. A look at commercial buildings in 1995: Characteristics, energy consumption, and energy expenditures

    The commercial sector consists of business establishments and other organizations that provide services. The sector includes service businesses, such as retail and wholesale stores, hotels and motels, restaurants, and hospitals, as well as a wide range of facilities that would not be considered commercial in a traditional economic sense, such as public schools, correctional institutions, and religious and fraternal organizations. Nearly all energy use in the commercial sector takes place in, or is associated with, the buildings that house these commercial activities. Analysis of the structures, activities, and equipment associated with different types of buildings is the clearest way to evaluate commercial sector energy use. The Commercial Buildings Energy Consumption Survey (CBECS) is a national-level sample survey of commercial buildings and their energy suppliers conducted quadrennially (previously triennially) by the Energy Information Administration (EIA). The target population for the 1995 CBECS consisted of all commercial buildings in the US with more than 1,000 square feet of floorspace. Decision makers, businesses, and other organizations that are concerned with the use of energy--building owners and managers, regulators, legislative bodies and executive agencies at all levels of government, utilities and other energy suppliers--are confronted with a buildings sector that is complex. Data on major characteristics (e.g., type of building, size, year constructed, location) collected from the buildings, along with the amount and types of energy the buildings consume, help answer fundamental questions about the use of energy in commercial buildings.

    A feasibility study was performed to evaluate the potential of multipurpose applications of moderate-temperature geothermal waters in the vicinity of the Baca Grande community development in the San Luis Valley, Colorado. The project resource assessment, based on a thorough review of existing data, indicates that a substantial resource likely exists in the Baca Grande region capable of supporting residential and light industrial activity. Engineering designs were developed for geothermal district heating systems for space heating and domestic hot water heating for residences, including a mobile home park, an existing motel, a greenhouse complex, and other small commercial uses such as aquaculture. In addition, a thorough institutional analysis of the study area was performed to highlight factors which might pose barriers to the ultimate commercial development of the resource. Finally, an environmental evaluation of the possible impacts of the proposed action was also performed. The feasibility evaluation indicates the economics of the residential areas are dependent on the continued rate of housing construction. If essentially complete development could occur over a 30-year period, the economics are favorable as compared to existing alternatives. For the commercial area, the economics are good as compared to existing conventional energy sources. This is especially true as related to proposed greenhouse operations. The institutional and environmental analyses indicates that no significant barriers to development are apparent.

    The Warren-Alquist Act of 1974 requires the California Energy Commission to adopt and periodically update energy-conservation standards for new residential buildings. The Act also requires the CEC to adopt performance standards for new buildings. With increased energy costs, the CEC staff proposed to update the current energy-conservation standards and they are a hybrid of performance and prescriptive requirements. The proposed standards do not cover hotels, motels, or buildings over 3 stories high. The purpose of an environmental impact report (EIR) is to provide public agencies and the public in general with detailed information about the effects a proposed project is likely to have on the environment, to list ways in which the significant effects of such a project might be minimized, and to indicate alternatives to the project. The contents of this Draft EIR includes: a project description; a description of the environmental setting, impacts, and mitigation measures; a discussion of alternatives; and an indication of growth-inducing impacts. The Draft EIR discusses both environmental and socio-economic impacts of the proposed standards compared to both the current standards and the pre-1975 practices. (MCW)

The mandatory reporting population has been expanded from ten original industries to include ten additional non-targeted industries and all corporations using over one trillion Btu's annually in any manufacturing industry. The ten most energy intensive industries have been involved in the reporting program since the signing of the Energy Policy and Conservation Act and as industrial energy efficiency improvement overview, based primarily on information from these industries (chemicals and allied products; primary metal industry; petroleum and coal products; stone, clay, and glass products; paper and allied products; food and kindred products; fabricated metal products; transportation equipment; machinery, except electrical; and textile mill products), is presented. Reports from industries, now required to report, are included for rubber and miscellaneous plastics; electrical and electronic equipment; lumber and wood; and tobacco products. Additional data from voluntary submissions are included for American Gas Association; American Hotel and Motel Association; General Telephone and Electronics Corporation; and American Telephone and Telegraph Company.
