  18. Landfill reduction experience in The Netherlands

    SciTech Connect (OSTI)

    Scharff, Heijo

    2014-11-15

Highlights: • ‘Zero waste’ initiatives never consider risks, side effects or experience of achieved low levels of landfill. • This paper provides insight into what works and what not. • Where strong gradients in regulations and tax occur between countries, waste will find its way to landfills across borders. • Strong landfill reduction can create a fierce competition over the remaining waste to be landfilled resulting in losses. • At some point a public organisation should take responsibility for the operation of a ‘safety net’ in waste management. - Abstract: Modern waste legislation aims at resource efficiency and landfill reduction. This paper analyses more than 20 years of landfill reduction in the Netherlands. The combination of landfill regulations, landfill tax and landfill bans resulted in the desired landfill reduction, but also had negative effects. A fierce competition developed over the remaining waste to be landfilled. In 2013 the Dutch landfill industry generated €40 million of annual revenue, had €58 million annual costs and therefore incurred an annual loss of €18 million. It is not an attractive option to prematurely end business. There is a risk that Dutch landfill operators will not be able to fulfil the financial obligations for closure and aftercare. Contrary to the polluter pays principle the burden may end up with society. EU regulations prohibiting export of waste for disposal are in place. Strong differentials in landfill tax rate between nations have nevertheless resulted in transboundary shipment of waste and in non-compliance with the self-sufficiency and proximity principles. During the transformation from a disposal society to a recycling society, it is important to carefully plan required capacity and to guide the reorganisation of the landfill sector. At some point, it is no longer profitable to provide landfill services. It may be necessary for public organisations or the state to take responsibility for the continued operation of a ‘safety net’ in waste management. Regulations have created a financial incentive to pass on the burden of monitoring and controlling the impact of waste to future generations. To prevent this, it is necessary to revise regulations on aftercare and create incentives to actively stabilise landfills.

Air pollutants have been associated with increased diabetes in humans. We hypothesized that ozone would impair glucose homeostasis by altering insulin signaling and/or endoplasmic reticular (ER) stress in young and aged rats. One, 4, 12, and 24 month old Brown Norway (BN) rats were exposed to air or ozone, 0.25 or 1.0 ppm, 6 h/day for 2 days (acute) or 2 d/week for 13 weeks (subchronic). Additionally, 4 month old rats were exposed to air or 1.0 ppm ozone, 6 h/day for 1 or 2 days (time-course). Glucose tolerance tests (GTT) were performed immediately after exposure. Serum and tissue biomarkers were analyzed 18 h after final ozone for acute and subchronic studies, and immediately after each day of exposure in the time-course study. Age-related glucose intolerance and increases in metabolic biomarkers were apparent at baseline. Acute ozone caused hyperglycemia and glucose intolerance in rats of all ages. Ozone-induced glucose intolerance was reduced in rats exposed for 13 weeks. Acute, but not subchronic ozone increased ?{sub 2}-macroglobulin, adiponectin and osteopontin. Time-course analysis indicated glucose intolerance at days 1 and 2 (2 > 1), and a recovery 18 h post ozone. Leptin increased day 1 and epinephrine at all times after ozone. Ozone tended to decrease phosphorylated insulin receptor substrate-1 in liver and adipose tissues. ER stress appeared to be the consequence of ozone induced acute metabolic impairment since transcriptional markers of ER stress increased only after 2 days of ozone. In conclusion, acute ozone exposure induces marked systemic metabolic impairments in BN rats of all ages, likely through sympathetic stimulation. - Highlights: Air pollutants have been associated with increased diabetes in humans. Acute ozone exposure produces profound metabolic alterations in rats. Age influences metabolic risk factors in aging BN rats. Acute metabolic effects are reversible and repeated exposure reduces these effects. Ozone metabolic effects are only slightly exacerbated in geriatric rats.

  4. Social impacts of earthquakes caused by gas extraction in the Province of Groningen, The Netherlands

    SciTech Connect (OSTI)

Voort, Nick van der Vanclay, Frank

    2015-01-15

Gas extraction from the Groningen gasfield in the northern Netherlands has led to localised earthquakes which are projected to become more severe. The social impacts experienced by local residents include: damage to property; declining house prices; concerns about the chance of dykes breaking; feelings of anxiety and insecurity; health issues; and anger. These social and emotional impacts are exacerbated by the increasing distrust Groningen people have towards the national government and the gas company, NAM, a partnership between Shell and ExxonMobil. The earthquakes have reopened discussions about the distribution of benefits from gas production and the extent to which benefits are retained locally. Mitigation of the impacts is attempted, but the lack of trust decreases the effectiveness of the mitigation measures. The extent of this experience of previously-unforeseen, unanticipated impacts suggests that a new social and environmental impact assessment needs to be undertaken, and a new Social Impact Management Plan (SIMP) and Impacts and Benefits Agreement (IBA) developed, so that the project can regain its legitimacy and social licence to operate. In addition to conventional gas, this paper has wider relevance for unconventional gas developments, for example shale gas extraction by hydraulic fracturing methods (fracking). - Highlights: • Gas production in Groningen has caused over 1000 earthquakes. • The induced seismicity has caused many social impacts. • Impacts include building damage, reduced house prices, fear and health issues. • Mitigation measures attempted to date are inadequate. • Distrust towards the national government and operator hinders mitigation efforts. • Gas production in Groningen has lost its social licence to operate.

  19. Advancing strategic environmental assessment in the offshore oil and gas sector: Lessons from Norway, Canada, and the United Kingdom

    SciTech Connect (OSTI)

    Fidler, Courtney; Noble, Bram

    2012-04-15

Abstract: Strategic environmental assessment (SEA) for offshore oil and gas planning and development is utilized in select international jurisdictions, but the sector has received limited attention in the SEA literature. While the potential benefits of and rationale for SEA are well argued, there have been few empirical studies of SEA processes for the offshore sector. Hence, little is known about the efficacy of SEA offshore, in particular its influence on planning and development decisions. This paper examines SEA practice and influence in three international offshore systems: Norway, Atlantic Canada and the United Kingdom, with the intent to identify the challenges, lessons and opportunities for advancing SEA in offshore planning and impact assessment. Results demonstrate that SEA can help inform and improve the efficacy and efficiency of project-based assessment in the offshore sector, however weak coordination between higher and lower tiers limit SEA's ability to influence planning and development decisions in a broad regional environmental and socioeconomic context. - Highlights: Black-Right-Pointing-Pointer SEA can inform and improve the efficacy and efficiency of project EA offshore Black-Right-Pointing-Pointer Scope and deliverables of SEA offshore often differ from stakeholder expectations Black-Right-Pointing-Pointer Considerable variability in influence of SEA output beyond licensing decisions Black-Right-Pointing-Pointer Sector-based SEA offshore is often too restrictive to generate expected benefits.

This report builds from a similar previous analysis (Schwabe et al., 2011) exploring the differences in cost of wind energy in 2008 among countries participating in IEA Wind Task 26 at that time. The levelized cost of energy (LCOE) is a widely recognized metric for understanding how technology, capital investment, operations, and financing impact the life-cycle cost of building and operating a wind plant. Schwabe et al. (2011) apply a spreadsheet-based cash flow model developed by the Energy Research Centre of the Netherlands (ECN) to estimate LCOE. This model is a detailed, discounted cash flow model used to represent the various cost structures in each of the participating countries from the perspective of a financial investor in a domestic wind energy project. This model is used for the present analysis as well, and comparisons are made for those countries who contributed to both reports, Denmark, Germany, and the United States.

Under the Sister Laboratory Arrangement between Lawrence Livermore National Laboratory (LLNL) and the Moroccan National Center for Nuclear Energy Sciences and Techniques (CNESTEN), environmental sampling and analysis were performed to assess the background concentrations of nonradiological constituents in various environmental media at the Maamora Forest CNESTEN Laboratory Site. Samples were collected from surface soil, surface water and groundwater wells, short-lived vegetation (mainly native grass), and long-lived vegetation (cork oak). Samples were collected inside the property fence line, in the buffer zone surrounding the site, and off site at water locations. The soil and vegetation samples were analyzed for metals and pesticides and screened for polychlorinated biphenyls (PCBs); the water samples were analyzed for metals, general minerals, and pesticides and screened for PCBs.

  4. Energy conservation and electricity sector liberalization: Case-studies on the development of cogeneration, wind energy and demand-side management in the Netherlands, Denmark, Germany and the United Kingdom

    SciTech Connect (OSTI)

    Slingerland, S.

    1998-07-01

In this paper, the development of cogeneration, wind energy and demand-side management in the Netherlands, Denmark, Germany and the United Kingdom are compared. It is discussed to what extent these developments are determined by the liberalization process. Three key liberalization variables are identified: unbundling, privatization and introduction of competition. The analysis suggests that unbundling prior to introduction of full competition in generation is particularly successful in stimulating industrial cogeneration; simultaneous introduction of competition and unbundling mainly stimulates non-cogeneration gas-based capacity; and introduction of competition in itself is likely to impede the development of district-heating cogeneration. Furthermore, it is argued that development of wind energy and demand-side management are primarily dependent on the kind of support system set up by policy makers rather than on the liberalization process. Negative impacts of introduction of competition on integrated resource planning and commercial energy services could nevertheless be expected.

  5. Oral administration of drugs with hypersensitivity potential induces germinal center hyperplasia in secondary lymphoid organ/tissue in Brown Norway rats, and this histological lesion is a promising candidate as a predictive biomarker for drug hypersensitivity occurrence in humans

It is important to evaluate the potential of drug hypersensitivity as well as other adverse effects during the preclinical stage of the drug development process, but validated methods are not available yet. In the present study we examined whether it would be possible to develop a new predictive model of drug hypersensitivity using Brown Norway (BN) rats. As representative drugs with hypersensitivity potential in humans, phenytoin (PHT), carbamazepine (CBZ), amoxicillin (AMX), and sulfamethoxazole (SMX) were orally administered to BN rats for 28 days to investigate their effects on these animals by examinations including observation of clinical signs, hematology, determination of serum IgE levels, histology, and flow cytometric analysis. Skin rashes were not observed in any animals treated with these drugs. Increases in the number of circulating inflammatory cells and serum IgE level did not necessarily occur in the animals treated with these drugs. However, histological examination revealed that germinal center hyperplasia was commonly induced in secondary lymphoid organs/tissues in the animals treated with these drugs. In cytometric analysis, changes in proportions of lymphocyte subsets were noted in the spleen of the animals treated with PHT or CBZ during the early period of administration. The results indicated that the potential of drug hypersensitivity was identified in BN rat by performing histological examination of secondary lymphoid organs/tissues. Data obtained herein suggested that drugs with hypersensitivity potential in humans gained immune reactivity in BN rat, and the germinal center hyperplasia induced by administration of these drugs may serve as a predictive biomarker for drug hypersensitivity occurrence. - Highlights: We tested Brown Norway rats as a candidate model for predicting drug hypersensitivity. The allergic drugs did not induce skin rash, whereas D-penicillamine did so in the rats. Some of allergic drugs increased inflammatory cells and IgE, but the others did not. The allergic drugs commonly induced germinal center hyperplasia in lymphoid tissues. Some of these allergic drugs transiently increased CD4{sup +}CD25{sup +} T cells in the spleen.

  1. Analysis of international efforts in energy research and development

    SciTech Connect (OSTI)

    Rezaiyan, A.J.; Gill, R.T.

    1995-09-01

Research and experimental development comprise innovative and creative work undertaken systematically to increase the stock of knowledge of science, engineering, and society. This knowledge reserve is used to improve living conditions and standards, including economic growth. Research and development (R&D) expenditures are useful measures of the scale and direction of technological innovation within a country, industry, or scientific field. Administrators concerned with economic growth and performance rely on R&D statistics as one possible type of indicator of technological change. R&D statistics are an essential tool in many government programs and evaluations (OECD 1993). The objective of the analysis was to identify and evaluate R&D funding sources, levels, and trends in the energy sectors of selected industrialized countries (Australia, Belgium, Canada, Denmark, Finland, France, Germany, Italy, Japan, Netherlands, Norway, Sweden, Switzerland, United Kingdom, United States) and the European Union (EU). Fossil fuel technologies, particularly fuel cells and advanced gas turbines, were the focus of the analysis, whose results are presented in this report.

  2. Tracing the HIV-1 subtype B mobility in Europe: a phylogeographic approach

    SciTech Connect (OSTI)

Leitner, Thomas; Paraskevis, D; Pybus, O; Magiorkinis, G; Hatzakis, A

    2008-01-01

The prevalence and the origin of HIV-1 subtype B, the most prevalent circulating clade among the long-term residents in Europe, have been studied extensively. However the spatial diffusion of the epidemic from the perspective of the virus has not previously been traced. In the current study we inferred the migration history of HIV-1 subtype B by way of a phylogeography of viral sequences sampled from 16 European countries and Israel. Migration events were inferred from viral phylogenies by character reconstruction using parsimony. With regard to the spatial dispersal of the HIV subtype B sequences across viral phylogenies, in most of the countries in Europe the epidemic was introduced by multiple sources and subsequently spread within local networks. Poland provides an exception where most of the infections were the result of a single point introduction. According to the significant migratory pathways, we show that there are considerable differences across Europe. Specifically, Greece, Portugal, Serbia and Spain, provide sources shedding HIV-1; Austria, Belgium and Luxembourg, on the other hand, are migratory targets, while for Denmark, Germany, Italy, Israel, Norway, the Netherlands, Sweden, Switzerland and the UK we inferred significant bidirectional migration. For Poland no significant migratory pathways were inferred. Subtype B phylogeographies provide a new insight about the geographical distribution of viral lineages, as well as the significant pathways of virus dispersal across Europe, suggesting that intervention strategies should also address tourists, travellers and migrants.

  11. Oil and gas developments in North Africa in 1985

    SciTech Connect (OSTI)

    Michel, R.C.

    1986-10-01

Petroleum rights in the 6 North African countries (Algeria, Egypt, Libya, Morocco, Sudan, and Tunisia) covered in this paper were 1,839,817 km/sup 2/ at the end of 1985, a decrease of 3% from the 1,896,446 km/sup 2/ held at the end of 1984. This decrease mainly is due to significant relinquishments made in Algeria, Egypt, and Tunisia. Morocco, however, had an increase of 18,087 km/sup 2/. Oil discoveries were reported in Algeria (possibly 5), Libya (at least 2), and Egypt (16). Only 1 gas find was made (in Morocco). According to sparse information, development drilling may have decreased markedly during 1985. Oil and condensate production increased by 3.1% to approximately 3,054,000 b/d compared to about 2,963,400 b/d in 1984. No statistics are currently available on gas production in North Africa. 8 figures, 27 tables.

  6. North Sea development action brisk; plays expand elsewhere off Europe

    SciTech Connect (OSTI)

    Knott, D.J.

    1996-08-19

The North Sea may be a mature play, but operators are continually searching for new ways to develop small finds near existing infrastructure and to develop discoveries in new areas at low cost. As they fill in gaps in the North Sea oil and gas infrastructure, companies are also exploring and planning developments in new plays such as the U.K.`s West of Shetlands area, the Irish Sea, and the Atlantic Margin from off western Ireland to northern Norway. Floating production systems and subsea technology are vital parts of many of Northwest Europe`s recently sanctioned field developments, for both large and small reservoirs. The paper discusses the dominant role of floating production units, the niche for subsea developments, new production, the Harding field, the Schieballion and Clair fields (UK), Norway`s plans, the Elgin/Franklin field, small fields, frontier work, in-field projects, flexible floating platforms, deepwater technology, a gas monotower, and subsea control.

The purpose of this report is to document the results of the following task: Review for quality and consistency the available data on measurements of initial ground contamination of Chernobyl radionuclides in various parts of Norway and subsequent concentrations of these radionuclides in various environmental media as functions of time. Utilize the data obtained to verify the existing models, or to improve them, for describing radionuclide behavior in the environment. Some of the processes standard were: migration into soil; weathering; resuspension; food-chain contamination; and loss or reconcentration by run-off. The task performed within this contract has been to use post-Chernobyl data from Norway to verify or find areas for possible improvement in the chronic exposure pathway models utilized in MACCS. Work has consisted mainly of collecting and evaluating post-Chernobyl information from Norway or other countries when relevant; but has also included experimental work performed specifically for the current task. In most connections the data available show the models and data in MACCS to be appropriate. A few areas where the data indicate that the MACCS approach is faulty or inadequate are, however, pointed out in the report. These should be examined carefully, and appropriate modifications should eventually be made. 14 refs., 12 figs., 22 tabs.

High temperature solar thermal (HTST) technology offers an attractive option for both industrialized and non-industrialized countries to generate electricity and industrial process steam. The purpose of this report is to assess the potential market for solar thermal applications in the North African countries of Algeria, Egypt, Morocco and Tunisia. North Africa was selected because of its outstanding solar resource base and the variety of applications to be found there. Diminishing oil and gas resources, coupled with expanding energy needs, opens a large potential market for the US industry. The US high temperature solar trough industry has little competition globally and could build a large market in these areas. The US is already familiar with certain solar markets in North Africa due to the supplying of substantial quantities of US-manufactured flat plate collectors to this region.

The U.S. Department of Energy/National Nuclear Security Administration (DOE/NNSA) hosted a workshop from May 4-22, 2009, on the fundamental elements of international safeguards. Entitled "A Technical Training Workshop on International Safeguards," the workshop introduced post-graduate students from Malaysia, Vietnam, Indonesia, Thailand, Morocco, Egypt, Algeria and Tunisia to the fundamental issues and best practices associated with international safeguards and encouraged them to explore potential career paths in safeguards. Workshops like these strengthen the international safeguards regime by promoting the development of a "safeguards culture" among young nuclear professionals within nascent nuclear countries. While this concept of safeguards culture is sometimes hard to define and even harder to measure, this paper will demonstrate that the promotion of safeguards cultures through workshops like these justifies the investment of U.S. taxpayer dollars.

Licensed oil acreage in the 6 North Africa countries (Algeria, Egypt, Libya, Morocco, Sudan and Tunisia) totaled 1,500,000 km/sup 2/ at the end of 1986, down 290,000 km/sup 2/ from 1985. About 50% of the relinquishments were in Libya. Most oil and gas discoveries were made in Egypt (16 oil and 2 gas). Several oil finds were reported in onshore Libya, and 1 was reported in Algeria in the southeastern Sahara. According to available statistics, development drilling decreased from 1985 levels, except in Tunisia. A 6.3% decline in oil production took place in 1986, falling below the 3 million bbl level (2,912,000 b/d). Only sparse data are released on the gas output in North Africa. 6 figures, 27 tables.

Many developing nations are facing complex questions regarding the best strategy for developing their domestic gas reserves. The World Bank has addressed these questions in studies on the cost and prices of gas and its optimal allocation among different markets. Based on the average incremental method, an estimate of the marginal cost of natural gas in 10 developing countries proved to be $0.61-1.79/1000 CF or $3.59-10.54/bbl of oil equivalent, far below the border prices of competing fuels in these nations. Moreover, the cost of gas is not expected to rise in these countries within the next 20 years while the reserves/production ratios remain high. The sample involves a variety of gas compositions and production conditions among the countries of Bangladesh, Cameroon, Egypt, India, Morocco, Nigeria, Pakistan, Tanzania, Thailand, and Tunisia.

    1994-12-31

The Urenco centrifuge process for the enrichment of uranium is now well developed and economically proven. The centrifuge technology that forms the basis of Urenco`s plants in the United Kingdom, the Netherlands, and Germany has evolved steadily over the last two decades since the Urenco partnership was formed, and current programs of development will see this progress continue into the next century. From the early pilot plant work, the first generation of machines was installed and commissioned in the late 1970s in the U.K. and Netherlands plants. These have both significantly exceeded the original design expectation with respect to both stress lifetime and corrosion resistance. The early U.K. plant was shut down in 1992, again well beyond the expected 10-yr lifetime, while the Netherlands plant is still operating. Since then, significant advances have been made, and a fourth-generation machine began operation in the plants in 1991; in fact, Urenco has all four generations still in operation in its plants today. Urenco`s research on laser isotope separation is also described.

Global reserves of crude oil remain at 1 trillion bbl, according to OGJ`s annual survey of producing countries. Significant gains are in Brazil, Colombia, Congo, Egypt, Libya, Nigeria, Oman, and Papua New Guinea. Decreases were reported by Indonesia, Norway, the U.K., Iran, Canada, Mexico, and the US. Natural gas reserves slipped to 4.9 quadrillion cu ft. The major production trend is a lasting surge from outside of OPEC. This year`s Worldwide Production report begins with a detailed analysis of this crucial development by an international authority. This article discusses the OECD outlook by region and the turnaround in production in the former Soviet Union.

    Lonsdale, J.T.; Norrby, T.

    1985-11-01

Mobile offshore rigs designed for warmer climates are not capable of operating year-round in the arctic or near-arctic regions. Icing is but one major operational problem in these waters. The danger of instability due to ice loading exists on an oil rig as well as on a ship. From a safety standpoint, ice must be prevented from forming on the helideck, escape passages, escape doors and hatches and handrails. Norsk Hydro A/S, as one of the major operators in the harsh environment outside northern Norway, recognized at an early stage the need for special considerations for the drilling rigs intended for year-round drilling in these regions. In 1982 Norsk Hydro awarded a contract for an engineering study leading to the design of a harsh environment semisubmersible drilling rig. The basic requirement was to develop a unit for safe and efficient year-round drilling operation in the waters of northern Norway. The study was completed in 1983 and resulted in a comprehensive report including a building specification. The electric heat tracing system designed to prevent icing on the unit is described.

    SciTech Connect (OSTI)

    Moran, B.; Attia, A.

    1995-07-01

When a deeply penetrating munition explodes above the roof of a tunnel, the amount of rubble that falls inside the tunnel is primarily a function of three parameters: first the cube-root scaled distance from the center of the explosive to the roof of the tunnel. Second the material properties of the rock around the tunnel, and in particular the shear strength of that rock, its RQD (Rock Quality Designator), and the extent and orientation of joints. And third the ratio of the tunnel diameter to the standoff distance (distance between the center of explosive and the tunnel roof). The authors have used CALE, a well-established 2-D hydrodynamic computer code, to calculate the amount of rubble that falls inside a tunnel as a function of standoff distance for two different tunnel diameters. In particular they calculated three of the tunnel collapse experiments conducted in an iron ore mine near Kirkeness, Norway in the summer of 1994. The failure model that they used in their calculations combines an equivalent plastic strain criterion with a maximum tensile strength criterion and can be calibrated for different rocks using cratering data as well as laboratory experiments. These calculations are intended to test and improve the understanding of both the Norway Experiments and the ACE (Array of conventional Explosive) phenomenology.

    1999-08-23

The ocean represents the largest potential sink for anthropogenic CO{sub 2}. In order to better understand this potential, Japan, Norway, and the United States signed a Project Agreement for International Collaboration on CO{sub 2} Ocean Sequestration in December 1997; since that time, Canada and ABB (Switzerland) have joined the project. The objective of the project is to investigate the technical feasibility of, and improve understanding of the environmental impacts from, CO{sub 2} ocean sequestration in order to minimize the impacts associated with the eventual use of this technique to reduce greenhouse gas concentrations in the atmosphere. The project will continue through March 31, 2002, with a field experiment to take place in the summer of 2000 off the Kona Coast of Hawaii. The implementing research organizations are the Research Institute of Innovative Technology for the Earth (Japan), the Norwegian Institute for Water Research (Norway), and the Massachusetts Institute of Technology (USA). The general contractor for the project will be the Pacific International Center for High Technology Research in Hawaii. A Technical Committee has been formed to supervise the technical aspects and execution of this project. The members of this committee are the co-authors of this paper. In this paper we discuss key issues involved with the design, ocean engineering, measurements, siting, and costs of this experiment.

The group operates plants in the United Kingdom, the Netherlands, and Germany and currently holds a 10% share of the multibillion dollar world enrichment market. In the early 1990s, Urenco embarked on a strategy of building on the company`s uniquely advanced centrifuge process and laser isotope separation (LIS) experience to enrich nonradioactive isotopes colloquially known as stable isotopes. This paper summarizes the present status of Urenco`s stable isotopes business.

    1988-08-01

Based on the continuity of foldbelts and the positions of intermountain continental nuclei and transcontinental megashears, a close Pangea fit is proposed for the central and north Atlantic borderlands. The Variscan arch segment missing between Brittany and Galicia in the Gulf of Gascony (Biscaye) can tentatively be identified with the Flemish Cap block off Newfoundland. At the same time the northwest African-Gondwana border (central Morocco) was located some 800 km farther to the west-northwest, as compared to its present position in southwestern Europe (Iberia). During the opening of the central and northern segments of the Atlantic Ocean (Jurassic and Cretaceous) and during the closure of the western Mediterranean basin, i.e., the thrust of Africa toward southern Europe (Tertiary), the European continental mass underwent deformation in the transtensive and transpressive modes, which reactivated parts of its inherited structural network. The trailing south European continental margin was partially dismembered into loosely bound continental blocks, to be assembled again during the subsequent Alpine orogenic cycle. These events can be compared with processes known in the northernmost and western segments of the North American continent. Mechanisms are proposed for the formation and deformation of inter- and intraplate basins by way of moderate shifts (wrenching) and slight rotations, the direction of which changed during the Mesozoic-Tertiary according to the global stress field. The above evolution and mechanisms had multiple and decisive effects on hydrocarbon generation, habitat, and accumulation.

Global inventories of anthropogenic emissions of oxides of nitrogen (NO{sub x}) for circa 1985 and 1990 and Non-Methane Volatile Organic Compounds (NMVOCs) for circa 1990 have been compiled by this project. Work on the inventories has been carried out under the umbrella of the Global Emissions Inventory Activity (GEIA) of the International Global Atmospheric Chemistry (IGAC) Program. The 1985 NO{sub x} inventory was compiled using default data sets of global emissions that were refined via the use of more detailed regional data sets; this inventory is being distributed to the scientific community at large as the GEIA Version 1A inventory. Global emissions of NO{sub x} for 1985 are estimated to be 21 Tg N y{sup -1}, with approximately 84% originating in the Northern Hemisphere. The 1990 inventories of NO{sub x} and NMVOCs were compiled using unified methodologies and data sets in collaboration with the Netherlands National Institute of Public Health and Environmental Protection (Rijksinstituut Voor Volksgezondheid en Milieuhygiene, RIVM) and the Division of Technology for Society of the Netherlands Organization for Applied Scientific Research, (IMW-TNO); these emissions will be used as the default estimates to be updated with more accurate regional data. The NMVOC inventory was gridded and speciated into 23 chemical categories.

Background: Only limited data are available on personal radio frequency electromagnetic field (RF-EMF) exposure in everyday life. Several European countries performed measurement studies in this area of research. However, a comparison between countries regarding typical exposure levels is lacking. Objectives: To compare for the first time mean exposure levels and contributions of different sources in specific environments between different European countries. Methods: In five countries (Belgium, Switzerland, Slovenia, Hungary, and the Netherlands), measurement studies were performed using the same personal exposure meters. The pooled data were analyzed using the robust regression on order statistics (ROS) method in order to allow for data below the detection limit. Mean exposure levels were compared between different microenvironments such as homes, public transports, or outdoor. Results: Exposure levels were of the same order of magnitude in all countries and well below the international exposure limits. In all countries except for the Netherlands, the highest total exposure was measured in transport vehicles (trains, car, and busses), mainly due to radiation from mobile phone handsets (up to 97%). Exposure levels were in general lower in private houses or flats than in offices and outdoors. At home, contributions from various sources were quite different between countries. Conclusions: Highest total personal RF-EMF exposure was measured inside transport vehicles and was well below international exposure limits. This is mainly due to mobile phone handsets. Mobile telecommunication can be considered to be the main contribution to total RF-EMF exposure in all microenvironments.

  16. Consistent quantification of climate impacts due to biogenic carbon storage across a range of bio-product systems

Temporary and permanent carbon storage from biogenic sources is seen as a way to mitigate climate change. The aim of this work is to illustrate the need to harmonize the quantification of such mitigation across all possible storage pools in the bio- and anthroposphere. We investigate nine alternative storage cases and a wide array of bio-resource pools: from annual crops, short rotation woody crops, medium rotation temperate forests, and long rotation boreal forests. For each feedstock type and biogenic carbon storage pool, we quantify the carbon cycle climate impact due to the skewed time distribution between emission and sequestration fluxes in the bio- and anthroposphere. Additional consideration of the climate impact from albedo changes in forests is also illustrated for the boreal forest case. When characterizing climate impact with global warming potentials (GWP), we find a large variance in results which is attributed to different combinations of biomass storage and feedstock systems. The storage of biogenic carbon in any storage pool does not always confer climate benefits: even when biogenic carbon is stored long-term in durable product pools, the climate outcome may still be undesirable when the carbon is sourced from slow-growing biomass feedstock. For example, when biogenic carbon from Norway Spruce from Norway is stored in furniture with a mean life time of 43 years, a climate change impact of 0.08 kg CO{sub 2}eq per kg CO{sub 2} stored (100 year time horizon (TH)) would result. It was also found that when biogenic carbon is stored in a pool with negligible leakage to the atmosphere, the resulting GWP factor is not necessarily ? 1 CO{sub 2}eq per kg CO{sub 2} stored. As an example, when biogenic CO{sub 2} from Norway Spruce biomass is stored in geological reservoirs with no leakage, we estimate a GWP of ? 0.56 kg CO{sub 2}eq per kg CO{sub 2} stored (100 year TH) when albedo effects are also included. The large variance in GWPs across the range of resource and carbon storage options considered indicates that more accurate accounting will require case-specific factors derived following the methodological guidelines provided in this and recent manuscripts. -- Highlights: Climate impacts of stored biogenic carbon (bio-C) are consistently quantified. Temporary storage of bio-C does not always equate to a climate cooling impact. 1 unit of bio-C stored over a time horizon does not always equate to ? 1 unit CO{sub 2}eq. Discrepancies of climate change impact quantification in literature are clarified.

The paper is based on a feasibility study investigating the possibilities of using a HIPPS (High Integrity Pressure Protection System) to protect a subsea pipeline that is not rated for full wellhead shut-in pressure. The study was called the Subsea OPPS Feasibility Study, and was performed by SINTEF, Norway. Here, OPPS is an acronym for Overpressure Pipeline Protection System. A design procedure for a subsea HIPPS is described, based on the experience and knowledge gained through the ``Subsea OPPS Feasibility Study``. Before a subsea HIPPS can be applied, its technical feasibility, reliability and profitability must be demonstrated. The subsea HIPPS design procedure will help to organize and plan the design activities both with respect to development and verification of a subsea HIPPS. The paper also gives examples of how some of the discussed design steps were performed in the Subsea OPPS Feasibility Study. Finally, further work required to apply a subsea HIPPS is discussed.

The booming market for subsea equipment has spawned the development of new control technologies. Proper testing is required before incorporating these new systems in production applications. In early 1996, French firm ECA began a 6-month test of a lightweight subsea control system at the offshore premises of Frame Engineering in Bergen, Norway. The purpose of the 6-month experiment is to test the various components of a control system. These include the tele-operated valve (TOV), a 66-lb (30-kg) module which provides electrohydraulic control of a Christmas tree, the subsea hydro-electric pump (HPU), the electrical inductively coupled link which provides power and data transmission on a single wire cable, and the subsea mateable optical connector.

This report includes technical progress made during the period October 2001 to October 2002. At the end of the first technical progress report the project was moving from feasibility of equipment design work to application of this equipment to the actual site for potential demonstration. The effort focuses on reservoir analysis cost estimations of not only the sub-sea processing unit but also the wells, pipelines, installation costs, operating procedures and economic modeling of the development scheme associated with these items. Geologic risk analysis was also part of the overall evaluation, which is factored into the probabilistic economic analysis. During this period two different potential sites in the Gulf of Mexico were analyzed and one site in Norway was initiated but not completed during the period. A summary of these activities and results are included here.

Commercial-prototype thorium-plutonium oxide (Th-MOX) fuel pellets have been loaded into the material test reactor in Halden, Norway. The fuel is being operated at full power - with instrumentation - in simulated LWR / PHWR conditions and its behaviour is measured 'on-line' as it operates to high burn-up. This is a vital test on the commercialization pathway for this robust new thoria-based fuel. The performance data that is collected will support a fuel modeling effort to support its safety qualification. Several different samples of Th-MOX fuel will be tested, thereby collecting information on ceramic behaviours and their microstructure dependency. The fuel-cycle reasoning underpinning the test campaign is that commercial Th- MOX fuels are an achievable intermediate / near-term SNF management strategy that integrates well with a fast reactor future. The release of fission products from fuel pellets to the fuel-cladding gap is dependent on the fuel temperature, the power (fission rate) and the burnup (fuel structure). As part of the US Nuclear Regulatory Commission's Fuel Behavior Program, EG and G Idaho, Inc., is conducting fission product release studies in the Heavy Boiling Water Reactor in Halden, Norway. This paper presents a summary of the results up to December, 1982. The data cover fuel centerline temperatures ranging from 700 to 1500/sup 0/C for average linear heat ratings of 16 to 35 kW/m. The measurements have been performed for the period between 4.2 and 14.8 GWd/t UO/sub 2/ of burnup of the Instrumented Fuel Assembly 430 (IFA-430). The measurement program has been directed toward quantifying the release of the short-lived radioactive noble gases and iodines.

A revision of the GAPCON-3 computer code became part of the NRC-sponsored FRAPCON-2 code. This paper presents a comparison of both codes to in-reactor data from IFA-508, a 3-rod test rig in the Halden Reactor, Norway, which features simultaneous measurements of fuel temperature, power, axial elongation, and diametral strain. The modeling revisions included putting all regions of the fuel in contact with cladding at all time, but assigning non-linear, spatially dependent, anisotropic elastic moduli to the fuel on an incremental load step basis. The moduli are functions of the local available void within the cladding. These concepts bring demonstrable improvement to the code predictions.

    2014-02-01

DYNAMO is a computer program for building and running 'continuous' simulation models. It was developed by the Industrial Dynamics Group at the Massachusetts Institute of Technology for simulating dynamic feedback models of business, economic, and social systems. The history of the system dynamics method since 1957 includes many classic models built in DYANMO. It was not until the late 1980s that software was built to take advantage of the rise of personal computers and graphical user interfaces that DYNAMO was supplanted. There is much learning and insight to be gained from examining the DYANMO models and their accompanying research papers. We believe that it is a worthwhile exercise to convert DYNAMO models to more recent software packages. We have made an attempt to make it easier to turn these models into a more current system dynamics software language, Powersim Studio produced by Powersim AS2 of Bergen, Norway. This guide shows how to convert DYNAMO syntax into Studio syntax.

From early coiled tubing (CT) use to recent operations, most concerns have been about tube damage from past service and remaining safe working life. Composite CT (CCT) is designed and constructed to exhibit unique anisotropic characteristics relative to steel or alternative isotropic materials that expand burst, collapse, tensile and compressive load performance capabilities. In 1988, Conoco Inc. began a development effort focused on using high-performance composite materials to meet numerous challenges associated with current and future oil and gas exploration and development. At that time, Conoco initiated a project to explore composite materials use for high-pressure, long-length, non-corroding tubulars with primary application as onshore water injection lines. In 1989, Conoco awarded a contract to AMAT a/s in Sandefjord, Norway to develop spoolable composite pipe for small diameter subsea lines. Concurrent with ongoing spoolable composite subsea lines, Conoco also began to explore high-performance CCT development in 1989.

Greater Ekofisk apparently has the most severe corrosion conditions down hole of the North Sea oil fields now in production. Tubing failures, due to CO/sub 2/ corrosion and erosion, have been occurring since 1978. Many of the failures have occurred in production conditions previously considered noncorrosive. Three case histories describing different modes of corrosion are presented. Phillips Petroleum Co. Norway established a corrosion task force to find the best methods to control the corrosion. The methods were evaluated using a combination of surface corrosion monitoring, tubing caliper surveys, and inspection of recovered tubing. The economics of the different treating methods utilized are reviewed. A cost-effective approach to the monitoring and chemical treating of CO/sub 2/ corrosion conditions in offshore production operations is presented.

  14. Norwegian carbon taxes and their implication for fossil fuels

    SciTech Connect (OSTI)

    Kaarstad, O.

    1995-12-31

The Scandinavian countries, and in particular Norway and Sweden, have since 1990/91 taxed CO{sub 2}-emissions with carbon tax of about US $150 per ton of CO{sub 2}. One may therefore say that these countries have placed themselves in a role as {open_quotes}carbon tax laboratories{close_quotes}. These very high CO{sub 2}-taxes have been in place for about four years and the first lessons from this experience are reported. In general it would seem as if the taxation mechanism is less efficient than economists have expected. The CO{sub 2}-emissions are increasing in both Norway and Sweden and the stabilization goal to the year 2000 will not be achieved in spite of the high taxation. The fossil fuel industry will have to learn to live with the climate change question which is inherently hostile to fossil fuels. It is argued that a more informed and active participation by the fossil fuel industry is needed in the climate change discussion. In addition the image of fossil fuels will benefit from showing real and potential improvement in the area of greenhouse gas emissions in the whole energy chain from production to combustion. The R&D effort being done into CO{sub 2}-capture and -disposal is creating such an option for the future. It is argued that the image of the entire fossil fuel industry will benefit from the creation of a {open_quotes}CO{sub 2}-free{close_quote} option or vision for oil, gas and coal. A number of examples are shown where today (or in the near future) actual CO{sub 2}-disposal in underground formations are taking place.

  15. Comparative analyses for selected clean coal technologies in the international marketplace

    1990-07-01

Clean coal technologies (CCTs) are being demonstrated in research and development programs under public and private sponsorship. Many of these technologies could be marketed internationally. To explore the scope of these international opportunities and to match particular technologies with markets appearing to have high potential, a study was undertaken that focused on seven representative countries: Italy, Japan, Morocco, Turkey, Pakistan, the Peoples' Republic of China, and Poland. The results suggest that there are international markets for CCTs and that these technologies can be cost competitive with more conventional alternatives. The identified markets include construction of new plants and refurbishment of existing ones, especially when decision makers want to decrease dependence on imported oil. This report describes potential international market niches for U.S. CCTs and discusses the status and implications of ongoing CCT demonstration activities. Twelve technologies were selected as representative of technologies under development for use in new or refurbished industrial or electric utility applications. Included are the following: Two generic precombustion technologies: two-stage froth-flotation coal beneficiation and coal-water mixtures (CWMs); Four combustion technologies: slagging combustors, integrated-gasification combined-cycle (IGCC) systems, atmospheric fluidized-bed combustors (AFBCs), and pressurized fluidized-bed combustors (PFBCs); and Six postcombustion technologies: limestone-injection multistage burner (LIMB) systems, gas-reburning sorbent-injection (GRSI) systems, dual-alkali flue-gas desulfurization (FGD), spray-dryer FGD, the NOXSO process, and selective catalytic reduction (SCR) systems. Major chapters of this report have been processed separately for inclusion on the data base.

    1995-08-01

Interdisciplinary investigations of the large-scale structure and evolution of key basins and orogenic belts around the world are the focal point of academic-industry interaction at Cornell. Ongoing and new initiatives with significant industry involvement include: Project INDEPTH (Interdisciplinary Deep Profiling of Tibet and the Himalayas), a multinational effort to delineate deep structure across the type example of active continent-continent collision. 300 km of deep reflection profiling was collected across the Himalaya: and southern Tibet Plateau in 1992 and 1994. CAP (Cornell Andes Project), a long-standing interdisciplinary effort to understand the structure and evolution of the Andes, with a focus on Argentina, Chile and Bolivia. A deep reflection profile is tentatively planned for 1997. Intra-plate Orogeny in the Middle East and North Africa is the focus of multidisciplinary regional syntheses of existing seismic reflection and other databases in Syria (Palmyrides)and Morocco (Atlas), with an emphasis on reactivation and inversion tectonics. Project URSEIS (Urals Reflection Seismic Experiment and Integrated Studies) is a collaboration with EUROPROBE to collect 500 km of vibroseis and dynamite deep reflection profiling across the southern Urals in 1995. Project CRATON, an element in COCORP`s systematic exploration of the continental US, is a nascent multi-disciplinary effort to understand the buried craton of the central US and the basins built upon it. Global Basins Research Network (GBRN) is a diversified observational and computational effort to image and model the movement of pore fluids in detail and on a regional scale for a producing oil structure in the Gulf of Mexico.

  17. Structural inversion: Occurrence, mechanics, and implications for petroleum exploration

    SciTech Connect (OSTI)

    Lowell, J.D.

    1994-11-01

Structural inversion, defined as the uplift of previously extended, subsiding regions by later contraction, has been recognized on every continent that has been explored for petroleum. The process can occur at the large scale of deformation in orogenic belts, but this presentation focused on inversion affecting sedimentary basins and their associated structures. The mid-continent rift and the Uinta Mountains of northeastern Utah are good examples of basin inversion. Typically, rift and sag basins can be later inverted. Mainly by reactivation of older normal faults, inversion selects rift basins where, in pure shear, weakening because of necking or thinning of lithosphere has occurred, and where, in simple shear, mechanical detachment surfaces are available for subsequent movement. Sag basins can apparently be inverted in the absence of reactivated normal faults, as in the southern altiplano of Bolivia and offshore Sabah, Borneo. Basins can be inverted by dominant strike slip with some convergent component, e.g., offshore northeast Brazil, and by almost direct compression, e.g., Atlas Mountains, Morocco. Structural inversion has important implications for petroleum exploration. Areas of inversion frequently have tighter porosity for a potential reservoir and faster seismic velocity for a particular stratigraphic interval than would be expected for their present depth of burial. Burial history curves characteristically have an upward inflection at the time of inversion, which can affect the hydrocarbon maturation process. Some source rocks may be overmature for present burial depths. In some presently shallow basins, however, maturation would not have occurred had not source rocks once been buried more deeply. Inversion can cause remigration of hydrocarbons. Finally, inversion can create the trapping structures.

    1985-10-01

Petroleum rights in the 6 North African countries (Algeria, Egypt, Libya, Morocco, Sudan, and Tunisia) covered in this paper were 1,906,065 km/sup 2/ at the end of 1984, an increase of 4.6% from the 1,821,966 km/sup 2/ in force at the end of 1983. This increase is due to large awards in the Sudan despite significant relinquishments elsewhere. Seismic surveys conducted during 1984 decreased to about 510.5 crew-months onshore and 29.5 crew-months offshore. However, exploration in and off Egypt was higher compared to 1983. Exploratory drilling was lower, with only 125 wells drilled compared to 179 tests completed in 1983. The main decrease was in Egypt and Sudan, but drilling in Libya resulted in 20 more completions. A significant oil discovery was made in the offshore part of the Sirte basin, off southwest Cyrenaica. The success rate in North Africa ranged from 19% to 50% (Libya). Development drilling increased during 1984, as higher activity appears to have taken place in 3 countries. Oil production, with an estimated daily rate of 2,952,570 bbl, was up 2.8% from 1983 (2,871,460 BOPD). In Egypt, 7 fields located in the Gulf of Suez area went on stream during the year. Political unrest, which prevailed in southern Sudan during most of 1984, will likely delay the start-up of production in several fields. No statistics are available on gas production in North African countries.

    1996-06-01

This document describes the contents of a digital database containing maximum potential aboveground biomass, land use, and estimated biomass and carbon data for 1980 and describes a methodology that may be used to extend this data set to 1990 and beyond based on population and land cover data. The biomass data and carbon estimates are for woody vegetation in Tropical Africa. These data were collected to reduce the uncertainty associated with the possible magnitude of historical releases of carbon from land use change. Tropical Africa is defined here as encompassing 22.7 x 10{sup 6} km{sup 2} of the earth`s land surface and includes those countries that for the most part are located in Tropical Africa. Countries bordering the Mediterranean Sea and in southern Africa (i.e., Egypt, Libya, Tunisia, Algeria, Morocco, South Africa, Lesotho, Swaziland, and Western Sahara) have maximum potential biomass and land cover information but do not have biomass or carbon estimate. The database was developed using the GRID module in the ARC/INFO{sup TM} geographic information system. Source data were obtained from the Food and Agriculture Organization (FAO), the U.S. National Geophysical Data Center, and a limited number of biomass-carbon density case studies. These data were used to derive the maximum potential and actual (ca. 1980) aboveground biomass-carbon values at regional and country levels. The land-use data provided were derived from a vegetation map originally produced for the FAO by the International Institute of Vegetation Mapping, Toulouse, France.

The world`s first 100 kWe class Solid Oxide Fuel Cell (SOFC) power generation system is being supplied by Westinghouse and is sponsored by EDB/ELSAM, a consortium of Dutch and Danish utilities. This natural gas fueled experimental field unit will be installed near Arnhem, The Netherlands, at an auxiliary district heating plant. The module utilizes tubular Air Electrode Supported SOFCs. The system will achieve an electrical generation efficiency of 49%, and this combined with recovery of heat for district heating can yield an overall fuel effectiveness approaching 80%. Significant progress toward reduction of CO{sub 2}, a greenhouse gas, will be obtained, and the system will be environmentally benign.

    1999-12-01

Model tests were performed at the Geotechnical Centrifuge Facility of Delft University of Technology, The Netherlands, to examine the mechanics of light nonaqueous phase liquid (LNAPL) movement in a partially saturated porous granular medium. The experiment simulated a 2D spill of LNAPL in an unsaturated sand prepared at two values of porosity. The duration of the centrifuge model tests corresponded to a prototype equivalent of 110 days. The choice of modeling a 2D flow together with the use of a transparent container enabled direct visual observation of the experiments. Scaling laws developed in connection with other centrifuge modeling studies were used to support the test results. Tests were conducted at two different centrifuge accelerations to verify, by means of the modeling of models technique, the similitude between the different experiments. The paper presents details of the experimental methodologies and the measuring techniques used to evaluate the final distribution of water and LNAPL content in the soils.

    2008-03-01

The industrial sector consumes nearly 40% of annual global primary energy use and is responsible for a similar share of global energy-related carbon dioxide (CO2) emissions. Many studies and actual experience indicate that there is considerable potential to reduce the amount of energy used to manufacture most commodities, concurrently reducing CO2 emissions. With the support of strong policies and programs, energy-efficient technologies and measures can be implemented that will reduce global CO2 emissions. A number of countries, including the Netherlands, the UK, and China, have experience implementing aggressive programs to improve energy efficiency and reduce related CO2 emissions from industry. Even so, there is no silver bullet and all options must be pursued if greenhouse gas emissions are to be constrained to the level required to avoid significant negative impacts from global climate change.

A 24-percent-thick airfoil, the S814, for the root region of a horizontal-axis wind-turbine blade has been designed and analyzed theoretically and verified experimentally in the low-turbulence wind tunnel of the Delft University of Technology Low Speed Laboratory, The Netherlands. The two primary objectives of high maximum lift, insensitive to roughness, and low profile drag have been achieved. The constraints on the pitching moment and the airfoil thickness have been satisfied. Comparisons of the theoretical and experimental results show good agreement with the exception of maximum lift which is overpredicted. Comparisons with other airfoils illustrate the higher maximum lift and the lower profile drag of the S814 airfoil, thus confirming the achievement of the objectives.

Reducing the duration of refueling outage is possible by optimizing the core design and the shuffling sequence. For both options software tools have been developed that have been applied to the three most recent cycles of the Borssele plant in the Netherlands. Applicability of the shuffling sequence optimization to boiling water reactors has been demonstrated by a comparison to a recent shuffle plan used in the Hatch plant located in the United States. Their uses have shown that both core design and shuffling sequence optimization can be exploited to reduce the time needed for reloading a core with an in-core shuffling scheme. Ex-core shuffling schemes for pressurized water reactors can still have substantial benefit from a core design using a minimized number of insert shuffles.

  11. Incorporation of {sup 210}Pb and {sup 210}Po to Poultry through the Addition of Dicalcium Phosphate (DCP) to the Diet

    SciTech Connect (OSTI)

    Casacuberta, N.; Masque, P.; Garcia-Orellana, J.; Gasa, J.; Anguita, M.

    2008-08-07

Due to the replacement of calcium by uranium in the phosphorite, sedimentary phosphate rock contains high concentrations of {sup 238}U (i.e. from 1500 Bq{center_dot}kg{sup -1} in Morocco to 4000 Bq{center_dot}kg{sup -1} in Tanzania ores). Dicalcium Phosphate (DCP) is produced by the wet acid digestion of the phosphorite, and is used as a source of calcium and phosphorus for livestock feed supplement. If the phosphorite acid digestion is made with hydrochloric acid, DCP may present specific activities of about 10{sup 3} Bq{center_dot}kg{sup -1} of {sup 238}U and some of its decay chain daughters. In particular, due to its radiological implications, the presence of {sup 210}Pb and {sup 210}Po in DCP is of special relevance. The aim of this work was to investigate the potential incorporation of these radionuclides to poultry through its diet. Three different diets were therefore prepared with different contents of both DCP and {sup 210}Pb and {sup 210}Po. Diet A was used as a blank, and had a 2.5% in weight of monocalcium phosphate (MCP); diet B, with a 5% in weight of DCP; and diet C, with a 2.5% of DCP. Concentrations of {sup 210}Pb were 0.93, 101.4 and 51.2 Bq{center_dot}kg{sup -1}; whereas concentrations of {sup 210}Po were 0.92, 74 and 36 Bq{center_dot}kg{sup -1} of food for diets A, B and C, respectively. Accumulation of {sup 210}Pb and {sup 210}Po was analysed at several times during poultry growth in samples of bone, liver, kidney, muscle, excrements as well as entire animals, with a total of 30 broilers fed with the 3 different diets. Results showed clear enhancements in the accumulation of both {sup 210}Pb and {sup 210}Po in chicken for diets B and C, and in particular in liver and bone. However, total accumulation of radionuclides in chicken, and especially in edible parts, is low compared to its expulsion through excrements. These results are interpreted in terms of the potential dose through consumption of chicken.

    1989-12-01

During the night of August 5/6, 1989 for the first time a noctilucent cloud (NLC) was detected and measured by a lidar instrument. The observations were made with ground-based narrow-band Na lidar located at Andenes, Norway (69{degree}N, 16{degree}E geographic coordinates). In wavelength the lidar was operated both at the Na D{sub 2} resonance line of 589 nm as well as 5 Doppler widths shifted away. The altitude resolution was 200 m. The NLC developed at about 22:20 UT, reached its maximum backscatter cross section at 23:05 UT and became unobservable at around 00:10 UT. During this period the NLC exhibited the following properties: (a) its altitude ranged between 83.4 and 82.2 km; (b) its full width at half maximum ranged between 1.4 and 0.3 km; (c) the ratio of measured backscatter intensity from the NLC to the calculated Rayleigh signal from 82.6 km reached 450; (d) its volume backscatter cross section maximized at 6.5 {times} 10{sup {minus}9} m{sup {minus}1} sr{sup {minus}1}.

  13. Greenhouse gas emission impacts of electric vehicles under varying driving cycles in various counties and US cities

    SciTech Connect (OSTI)

    Wang, M.Q.; Marr, W.W.

    1994-02-10

Electric vehicles (EVs) can reduce greenhouse gas emissions, relative to emissions from gasoline-fueled vehicles. However, those studies have not considered all aspects that determine greenhouse gas emissions from both gasoline vehicles (GVs) and EVs. Aspects often overlooked include variations in vehicle trip characteristics, inclusion of all greenhouse gases, and vehicle total fuel cycle. In this paper, we estimate greenhouse gas emission reductions for EVs, including these important aspects. We select four US cities (Boston, Chicago, Los Angeles, and Washington, D.C.) and six countries (Australia, France, Japan, Norway, the United Kingdom, and the United States) and analyze greenhouse emission impacts of EVs in each city or country. We also select six driving cycles developed around the world (i.e., the US federal urban driving cycle, the Economic Community of Europe cycle 15, the Japanese 10-mode cycle, the Los Angeles 92 cycle, the New York City cycle, and the Sydney cycle). Note that we have not analyzed EVs in high-speed driving (e.g., highway driving), where the results would be less favorable to EVs; here, EVs are regarded as urban vehicles only. We choose one specific driving cycle for a given city or country and estimate the energy consumption of four-passenger compact electric and gasoline cars in the given city or country. Finally, we estimate total fuel cycle greenhouse gas emissions of both GVs and EVs by accounting for emissions from primary energy recovery, transportation, and processing; energy product transportation; and powerplant and vehicle operations.

    1993-01-18

A recent combination in South America of economic and geopolitical factors is prompting development of a new integrated gas-pipeline network in the continent's Southern Cone. The crucial factors include privatization, regional integration, economic growth, and environmental concerns. The area, Latin America's largest regional entity, includes Brazil (population 150 million and a 1990 GNP of about $375 billion, 9th largest in the world), Argentina (population 32 million and the third largest Latin American economy after Brazil and Mexico), Bolivia, Chile, Paraguay, and Uruguay. Argentina, Brazil, Paraguay, and Uruguay are members of the MercoSur economic bloc whose objective is to develop free trade in the region. There are very few integrated pipeline networks in the world. Besides the giant North American system, with hundreds of producers and pipelines, there is only one other large integrated network. It connects continental European countries to their outside suppliers such as Norway, the C.I.S., and Algeria. The emergence of a new pipeline system is therefore important for the natural-gas industry worldwide and even more so if it occurs in a region now growing rapidly after a decade of economic difficulties.

Industry`s deepwater pipelaying capability has received a boost this year with the entry into the world`s fleet of Solitaire, a dynamically positioned pipelay vessel of about 350 m including stinger. The converted bulk carrier, formerly the Trentwood, will arrive on station in the North Sea and begin laying pipe this month on Statoil`s Europipe II project, a 600-km, 42-in. OD gas pipeline from Norway to Germany. Next year, the vessel will install pipe for the Exxon U.S.A.`s Gulf of Mexico South Diana development (East Breaks Block 945) in a water depth of 1,643 m and for Mobil Oil Canada as part of the Sable Island Offshore and Energy Project offshore Nova Scotia. Using the S-lay mode, Solitaire is particularly well-suited for laying large lines economically, including the deepwater projects anticipated for the US Gulf of Mexico. Table 1 presents Solitaire`s technical specifications. The design, construction, pipelaying, and justification for building vessels such as the Solitaire are discussed.

Clean Energy Systems (CES) was previously funded by DOE's ''Vision 21'' program. This program provided a proof-of-concept demonstration that CES' novel gas generator (combustor) enabled production of electrical power from fossil fuels without pollution. CES has used current DOE funding for additional design study exercises which established the utility of the CES-cycle for retrofitting existing power plants for zero-emission operations and for incorporation in zero-emission, ''green field'' power plant concepts. DOE funding also helped define the suitability of existing steam turbine designs for use in the CES-cycle and explored the use of aero-derivative turbines for advanced power plant designs. This work is of interest to the California Energy Commission (CEC) and the Norwegian Ministry of Petroleum & Energy. California's air quality districts have significant non-attainment areas in which CES technology can help. CEC is currently funding a CES-cycle technology demonstration near Bakersfield, CA. The Norwegian government is supporting conceptual studies for a proposed 40 MW zero-emission power plant in Stavager, Norway which would use the CES-cycle. The latter project is called Zero-Emission Norwegian Gas (ZENG). In summary, current engineering studies: (1) supported engineering design of plant subsystems applicable for use with CES-cycle zero-emission power plants, and (2) documented the suitability and availability of steam turbines for use in CES-cycle power plants, with particular relevance to the Norwegian ZENG Project.

    1980-11-01

This document summarizes the work performed by Pacific Northwest Laboratory (PNL) from April 1 through June 30, 1980, for the Division of Reactor Safety Research within the Nuclear Regulatory Commission {NRC). Evaluations of nondestructive examination (NDE) techniques and instrumentation are reported; areas of investigation include demonstrating the feasibility of determining structural graphite strength, evaluating the feasibility of detecting and analyzing flaw growth in reactor pressure boundary systems, examining NDE reliability and probabilistic fracture mechanics, and assessing the remaining integrity of pressurized water reactor (PWR) steam generator tubes where service-induced degradation has been indicated. Test assemblies and analytical support are being provided for experimental programs at other facilities. These programs include loss-of-coolant accident (LOCA) simulation tests at the NRU reactor, Chalk River, Canada; fuel rod deformation and postaccident coolability tests for the ESSOR Test Reactor Program, Ispra, Italy; blowdown and reflood tests in the test facility at Cadarache, France; the instrumented fuel assembly irradiation program at Halden, Norway; and experimental programs at the Power Burst Facility, Idaho National Engineering Laboratory (INEL). These programs will provide data for computer modeling of reactor system and fuel performance during various abnormal operating conditions.
