    The main objective of the Bexar County Parking Garage Photovoltaic (PV) Panel project is to install a PV System that will promote the use of renewable energy. This project will also help sustain Bexar County ongoing greenhouse gas emissions reduction and energy efficiency goals. The scope of this project includes the installation of a 100-kW system on the top level of a new 236,285 square feet parking garage. The PV system consists of 420 solar panels that covers 7,200 square feet and is tied into the electric-grid. It provides electricity to the office area located within the garage. The estimated annual electricity production of the PV system is 147,000 kWh per year.

    A striking shape was recently observed for the cellular organelle endoplasmic reticulum consisting of stacked sheets connected by helical ramps. This shape is interesting both for its biological function, to synthesize proteins using an increased surface area for ribosome factories, and its geometric properties that may be insensitive to details of the microscopic interactions. In the present work, we find very similar shapes in our molecular dynamics simulations of the nuclear pasta phases of dense nuclear matter that are expected deep in the crust of neutron stars. There are dramatic differences between nuclear pasta and terrestrial cell biology. Nuclear pasta is 14 orders of magnitude denser than the aqueous environs of the cell nucleus and involves strong interactions between protons and neutrons, while cellular scale biology is dominated by the entropy of water and complex assemblies of biomolecules. Nonetheless the very similar geometry suggests both systems may have similar coarse-grained dynamics and that the shapes are indeed determined by geometrical considerations, independent of microscopic details. Many of our simulations self-assemble into flat sheets connected by helical ramps. These ramps may impact the thermal and electrical conductivities, viscosity, shear modulus, and breaking strain of neutron star crust. The interaction we use, with Coulomb frustration, may provide a simple model system that reproduces many biologically important shapes.

  14. Health impacts of garage workers: A preliminary study

    This research study was carried out in two automobile repair garages situated in the Bangkok metropolitan area, employing 47 and 12 workers respectively. Air sampling, biological monitoring (blood, urine), noise monitoring, and audiometry of workers were done to assess the occupational environment and its impact on the workers. The occupational hygiene survey was carried out to observe the working conditions of both garages. It was found that conditions at both sites have a strong negative impact on the health of workers. The lead in air of Garage 1 was 0.20 mg/m[sup 3] which is the same as the threshold limit value (TLV) for lead in air for a working environment. The level of lead in blood of four workers of each garage was above the exposed level. According to the occupational hygiene survey carried out at both garages, 79% of workers of Garage 1 and 70% of workers of Gage 2 suffered from redness of the eyes (eye pain, gritty feeling), and 5% and 2% of workers of Garage 1 and Garage 2 respectively, complained about breathing difficulties. Control measures should be taken to minimize pollution due to dust, fumes, and noise which would reduce the health impacts and lead to a healthier workforce.

    This research project focused on evaluation of air transfer between the garage and living space in a single-family detached home constructed by a production homebuilder in compliance with the 2009 International Residential Code and the 2009 International Energy Conservation Code. The project gathered important information about the performance of whole-building ventilation systems and garage ventilation systems as they relate to minimizing flow of contaminated air from garage to living space. A series of 25 multi-point fan pressurization tests and additional zone pressure diagnostic testing characterized the garage and house air leakage, the garage-to-house air leakage, and garage and house pressure relationships to each other and to outdoors using automated fan pressurization and pressure monitoring techniques. While the relative characteristics of this house may not represent the entire population of new construction configurations and air tightness levels (house and garage) throughout the country, the technical approach was conservative and should reasonably extend the usefulness of the results to a large spectrum of house configurations from this set of parametric tests in this one house. Based on the results of this testing, the two-step garage-to-house air leakage test protocol described above is recommended where whole-house exhaust ventilation is employed.

    This document has been prepared by the DOE Environmental Management (EM) Office of Technology Development (OTD) to highlight its research, development, demonstration, testing, and evaluation activities funded through the Morgantown Energy Technology Center (METC). Technologies and processes described have the potential to enhance DOE`s cleanup and waste management efforts, as well as improve US industry`s competitiveness in global environmental markets. METC`s R&D programs are focused on commercialization of technologies that will be carried out in the private sector. META has solicited two PRDAs for EM. The first, in the area of groundwater and soil technologies, resulted in twenty-one contact awards to private sector and university technology developers. The second PRDA solicited novel decontamination and decommissioning technologies and resulted in eighteen contract awards. In addition to the PRDAs, METC solicited the first EM ROA in 1993. The ROA solicited research in a broad range of EM-related topics including in situ remediation, characterization, sensors, and monitoring technologies, efficient separation technologies, mixed waste treatment technologies, and robotics. This document describes these technology development activities.

    This U.S. Department of Energy GATEWAY Demonstration project studied the applicability of light-emitting diode (LED) luminaires for commercial parking garage applications. High-pressure sodium (HPS) area luminaires were replaced with new LED area luminaires. The project was supported under the U.S. Department of Energy (DOE) Solid State Lighting Program. Other participants in the demonstration project included Providence Portland Medical Center in Portland, Oregon, the Energy Trust of Oregon, and Lighting Sciences Group (LSG) Inc. Pacific Northwest National Laboratory (PNNL) conducted the measurements and analysis of the results. PNNL manages GATEWAY demonstrations for DOE and represents their perspective in the conduct of the work. Quantitative and qualitative measurements of light and electrical power were taken at the site for both HPS and LED light sources. Economic costs were estimated and garage users responses to the new light sources were gauged with a survey. Six LED luminaires were installed in the below-ground parking level A, replacing six existing 150W HPS lamps spread out over two rows of parking spaces. Illuminance measurements were taken at floor level approximately every 4 ft on a 60-ft x 40-ft grid to measure light output of these LED luminaires which were termed the Version 1 luminaires. PNNL conducted power measurements of the circuit in the garage to which the 6 luminaires were connected and determined that they drew an average of 82 W per lamp. An improved LED luminaire, Version 2, was installed in Level B of the parking garage. Illuminance measurements were not made of this second luminaire on site due to higher traffic conditions, but photometric measurements of this lamp and Version 1 were made in an independent testing laboratory and power usage for Version 2 was also measured. Version 1 was found to produce 3600 lumens and Version 2 was found to produce 4700 lumens of light and to consume 78 Watts. Maximum and minimum light levels were measured for the HPS and LED Version 1 luminaires and projected for the Version 2 luminaires. Maximum light levels were 23.51 foot candles, 20.54 fc, and 26.7 fc respectively and minimum light levels were 1.49 fc, 1.45 fc, and 1.88 fc. These results indicate very similar or even slightly higher light levels produced by the LED lamps, despite the higher lumen output of the HPS lamp. The LED lamps provide higher luminaire efficacy because all of the light is directed down and out. None of it is lost in the fixture. Also the HPS luminaire had poorly designed optics and a plastic covering that tended to get dirty and cracked, further decreasing the realized light output.[is this an accurate way to say this?] Consumer perceptions of the Version 2 LED were collected via a written survey form given to maintenance and security personnel. More than half felt the LED luminaires provided more light than the HPS lamps and a majority expressed a preference for the new lamps when viewing the relamped area through a security camera. Respondents commented that the LED luminaires were less glary, created less shadows, had a positive impact on visibility, and improved the overall appearance of the area. PNNL conducted an economic analysis and found that the Version 1 lamp produced annual energy savings of 955 kWh and energy cost savings of $76.39 per lamp at electricity rates of 6.5 cents per kWh and $105.03 at 11 cents per kWh. PNNL found that the Version 2 lamp produced annual energy savings of 991 kWh and energy cost savings of $79.26 per lamp at electricity rates of 6.5 cents per kWh and $108.98 at 11 cents per kWh. PNNL also calculated simple payback and found that Version 1 showed paybacks of 5.4 yrs at 6.5c/kWh and 4.1 yrs at 11c/kWh while Version 2 showed paybacks of 5.2 yrs at 6.5c/kWh and 3.9 yrs at 11c/kWh.

    This research project focused on evaluation of air transfer between the garage and living space in a single-family detached home constructed by a production homebuilder in compliance with the 2009 International Residential Code and the 2009 International Energy Conservation Code. The project gathered important information about the performance of whole-building ventilation systems and garage ventilation systems as they relate to minimizing flow of contaminated air from garage to living space. A series of 25 multi-point fan pressurization tests and additional zone pressure diagnostic testing characterized the garage and house air leakage, the garage-to-house air leakage, and garage and house pressure relationships to each other and to outdoors using automated fan pressurization and pressure monitoring techniques. While the relative characteristics of this house may not represent the entire population of new construction configurations and air tightness levels (house and garage) throughout the country, the technical approach was conservative and should reasonably extend the usefulness of the results to a large spectrum of house configurations from this set of parametric tests in this one house. Based on the results of this testing, the two-step garage-to-house air leakage test protocol described above is recommended where whole-house exhaust ventilation is employed. For houses employing whole-house supply ventilation (positive pressure) or balanced ventilation (same pressure effect as the Baseline condition), adherence to the EPA Indoor airPLUS house-to-garage air sealing requirements should be sufficient to expect little to no garage-to-house air transfer.

    Two hundred and eighty-three (283) male diesel bus garage workers from four garages in two cities were examined to determine if there was excess chronic respiratory morbidity related to diesel exposure. The dependent variables were respiratory symptoms, radiographic interpretation for pneumoconiosis, and pulmonary function (FVC, FEV1, and flow rates). Independent variables included race, age, smoking, drinking, height, and tenure (as surrogate measure of exposure). Exposure-effect relationships within the study population showed no detectable associations of symptoms with tenure. There was an apparent association of pulmonary function and tenure. Seven workers (2.5%) had category 1 pneumoconiosis (three rounded opacities, two irregular opacities, and one with both rounded and irregular). The study population was also compared to a nonexposed blue-collar population. After indirect adjustment for age, race, and smoking, the study population had elevated prevalences of cough, phlegm, and wheezing, but there was no association with tenure. Dyspnea showed a dose-response trend but no apparent increase in prevalence. Mean percent predicted pulmonary function of the study population was greater than 100%, i.e., elevated above the comparison population. These data show there is an apparent effect of diesel exhaust on pulmonary function but not chest radiographs. Respiratory symptoms are high compared to blue-collar workers, but there is no relationship with tenure.

    Personal samples of nitrogen dioxide (NO/sub 2/) and respirable particulate (RP) were collected over the shift on 232 workers in four diesel bus garages. Response was assessed by an acute respiratory questionnaire and before and after shift spirometry. Measures of exposure to NO/sub 2/ and RP were associated with work-related symptoms of cough; itching, burning, or watering eyes; difficult or labored breathing; chest tightness; and wheeze. The prevalence of burning eyes, headaches, difficult or labored breathing, nausea, and wheeze experienced at work were higher in the diesel bus garage workers than in a comparison population of battery workers, while the prevalence of headaches was reduced. Mean reductions in forced vital capacity (FVC), forced expiratory volume in 1 sec (FEV1), peak flow, and flows at 50 and 75% of FVC were not obviously different from zero. There was no detectable association of exposure to NO/sub 2/ or respirable particulate and acute reductions in pulmonary function. Workers who often had respiratory work-related symptoms generally had a slightly greater mean acute reduction in FEV1 and FEF50 than did those who did not have these symptoms, but these differences were not statistically significant.

    We consider two variations of the discrete car parking problem where at every vertex of the integers a car arrives with rate one, now allowing for parking in two lines. a) The car parks in the first line whenever the vertex and all of its nearest neighbors are not occupied yet. It can reach the first line if it is not obstructed by cars already parked in the second line (screening). b) The car parks according to the same rules, but parking in the first line can not be obstructed by parked cars in the second line (no screening). In both models, a car that can not park in the first line will attempt to park in the second line. If it is obstructed in the second line as well, the attempt is discarded. We show that both models are solvable in terms of finite-dimensional ODEs. We compare numerically the limits of first and second line densities, with time going to infinity. While it is not surprising that model a) exhibits an increase of the density in the second line from the first line, more remarkably this is also true for model b), albeit in a less pronounced way.

    An assessment of the theoretical and numerical aspects of the computer code, PCGC-2, is made; and the results of the application of this code to the Morgantown Energy Technology Center (METC) advanced gasification facility entrained-flow reactor, ''the gasifier,'' are presented. PCGC-2 is a code suitable for simulating pulverized coal combustion or gasification under axisymmetric (two-dimensional) flow conditions. The governing equations for the gas and particulate phase have been reviewed. The numerical procedure and the related programming difficulties have been elucidated. A single-particle model similar to the one used in PCGC-2 has been developed, programmed, and applied to some simple situations in order to gain insight to the physics of coal particle heat-up, devolatilization, and char oxidation processes. PCGC-2 was applied to the METC entrained-flow gasifier to study numerically the flash pyrolysis of coal, and gasification of coal with steam or carbon dioxide. The results from the simulations are compared with measurements. The gas and particle residence times, particle temperature, and mass component history were also calculated and the results were analyzed. The results provide useful information for understanding the fundamentals of coal gasification and for assessment of experimental results performed using the reactor considered. 69 refs., 35 figs., 23 tabs.

    This photograph features the photovoltaic (PV) system at the Cal Expo in Sacramento, California, that was "made for the shade," but it does much more. Installed in September 2000, the 540-kilowatt PV system produces enough energy to power about 180 homes. In addition, the solar arrays serve as an oasis of shaded parking for 1,000 cars in a desert of scorching blacktop. The project was designed and built by Kyocera Solar/Utility Power Group for the Sacramento Municipal Utility District (SMUD). At the time, this was the largest parking lot solar system in the world today. Cal Expo is the site of many events, including the California State Fair.

    Given sufficient sensitivity, pulsar timing observations can make a direct detection of gravitational waves passing over the Earth. Pulsar timing is most sensitive to gravitational waves with frequencies in the nanoHertz region, with the most likely astronomical sources being binary super-massive black holes in galaxy cores. The Parkes Pulsar Timing Array project uses the Parkes 64-m radio telescope to make precision timing observations of a sample of about 20 millisecond pulsars with a principal goal of making a direct detection of gravitational waves. Observations commenced about one year ago and so far sub-microsecond timing residuals have been achieved for more than half of these pulsars. New receiver and software systems are being developed with the aim of reducing these residuals to the level believed necessary for a positive detection of gravitational waves.

    The Parkes multibeam pulsar survey uses a 13-element receiver operating at a wavelength of 20 cm to survey the inner Galactic plane with remarkable sensitivity. To date we have collected and analyzed data from 45% of the survey region (|b| < 5 deg.; 260 deg. < l < 50 deg.), and have discovered 440 pulsars, in addition to re-detecting 190 previously known ones. Most of the newly discovered pulsars are at great distances, as inferred from a median dispersion measure (DM) of 400 pc/cm^3.

    Measurement of accurate positions, pulse periods and period derivatives is an essential follow-up to any pulsar survey. The procedures being used to obtain timing parameters for the pulsars discovered in the Parkes multibeam pulsar survey are described. Completed solutions have been obtained so far for about 80 pulsars. They show that the survey is preferentially finding pulsars with higher than average surface dipole magnetic fields. Eight pulsars have been shown to be members of binary systems and some of the more interesting results relating to these are presented.

    Detection and study of gravitational waves from astrophysical sources is a major goal of current astrophysics. Ground-based laser-interferometer systems such as LIGO and VIRGO are sensitive to gravitational waves with frequencies of order 100 Hz, whereas space-based systems such as LISA are sensitive in the millihertz regime. Precise timing observations of a sample of millisecond pulsars widely distributed on the sky have the potential to detect gravitational waves at nanohertz frequencies. Potential sources of such waves include binary super-massive black holes in the cores of galaxies, relic radiation from the inflationary era and oscillations of cosmic strings. The Parkes Pulsar Timing Array (PPTA) is an implementation of such a system in which 20 millisecond pulsars have been observed using the Parkes radio telescope at three frequencies at intervals of two -- three weeks for more than two years. Analysis of these data has been used to limit the gravitational wave background in our Galaxy and to constrain some models for its generation. The data have also been used to investigate fluctuations in the interstellar and Solar-wind electron density and have the potential to investigate the stability of terrestrial time standards and the accuracy of solar-system ephemerides.

Called a neighborhood within a park, the diverse, middle-class enclave borders on four parks, including the citys 759-acre flagship Theodore Wirth Park. Over the summer, however, the Bryn Mawr Neighborhood Association (BMNA) launched a program intended to add more metaphorical greenness.     The lunar Cherenkov technique, which aims to detect the coherent Cherenkov radiation produced when UHE particles interact in the lunar regolith, was first attempted with the Parkes radio-telescope in 1995, though the theory was not sufficiently developed at this time to calculate a limit on the UHE neutrino flux from the non-observation. Since then, the technique has evolved to include experiments utilising lower frequencies, wider bandwidths, and entire arrays of antenna. We develop a simulation to analyse the full range of experiments, and calculate the UHE neutrino flux limit from the Parkes experiment, including the directional dependence. Our results suggest a methodology for planning future observations, and demonstrate how to utilise all available information on the nature of radio pulses from the Moon for the detection of UHE particles.

Denoting by $\\xi$ the random parking measure in $\\mathbb{R}^d$, and by $\\xi^R$ the random parking measure in the cube $Q_R=(-R,R)^d$, we show, under some natural assumptions on $S$, that there exists a constant $\\bar{S}\\in \\mathbb{R}$ such that % $$ \\lim_{R\\to +\\infty} \\frac{S(Q_R,\\xi)}{|Q_R|}\\,=\\,\\lim_{R\\to +\\infty}\\frac{S(Q_R,\\xi^R)}{|Q_R|}\\,=\\,\\bar{S} $$ % almost surely. If $\\zeta \\mapsto S(Q_R,\\zeta)$ is the counting measure of $\\zeta$ in $Q_R$, then we retrieve the result by the second author on the existence of the jamming limit. The present work generalizes this result to a wide class of (almost) subadditive functions. In particular, classical Euclidean optimization problems as well as the discrete model for rubber previously studied by Alicandro, Cicalese, and the first author enter this class of functions. In the case of rubber elasticity, this yields an approximation result for the continuous energy density associated with the discrete model at the thermodynamic limit, as well as a generalization to stochastic networks generated on bounded sets.

    The Parkes multibeam pulsar survey began in 1997 and is now about 50% complete. It has discovered more than 400 new pulsars so far, including a number of young, high magnetic field, and relativistic binary pulsars.     A high-frequency survey of the Galactic plane for radio pulsars is in progress, using the multibeam receiver on the 64-m Parkes radiotelescope. We describe the survey motivations, the observing plan and the inital results. The survey is discovering many pulsars, more than 500 so far. Eight of the new pulsars are binary, one with a massive companion. At least eight are young, with characteristic ages of less than 100 kyr. Two of these (Kaspi et al, this Conference) have surface dipole magnetic field strengths greater than any other known radio pulsar.

    Jackson Park Hospital completed the construction of a new Medical Office Building on its campus this spring. The new building construction has adopted the City of Chicago's recent focus on protecting the environment, and conserving energy and resources, with the introduction of green building codes. Located in a poor, inner city neighborhood on the South side of Chicago, Jackson Park Hospital has chosen green building strategies to help make the area a better place to live and work. The new green building houses the hospital's Family Medicine Residency Program and Specialty Medical Offices. The residency program has been vital in attracting new, young physicians to this medically underserved area. The new outpatient center will also help to allure needed medical providers to the community. The facility also has areas designated to women's health and community education. The Community Education Conference Room will provide learning opportunities to area residents. Emphasis will be placed on conserving resources and protecting our environment, as well as providing information on healthcare access and preventive medicine. The new Medical Office Building was constructed with numerous energy saving features. The exterior cladding of the building is an innovative, locally-manufactured precast concrete panel system with integral insulation that achieves an R-value in excess of building code requirements. The roof is a 'green roof' covered by native plantings, lessening the impact solar heat gain on the building, and reducing air conditioning requirements. The windows are low-E, tinted, and insulated to reduce cooling requirements in summer and heating requirements in winter. The main entrance has an air lock to prevent unconditioned air from entering the building and impacting interior air temperatures. Since much of the traffic in and out of the office building comes from the adjacent Jackson Park Hospital, a pedestrian bridge connects the two buildings, further decreasing the amount of unconditioned air that enters the office building. The HVAC system has an Energy Efficiency Rating 29% greater than required. No CFC based refrigerants were used in the HVAC system, thus reducing the emission of compounds that contribute to ozone depletion and global warming. In addition, interior light fixtures employ the latest energy-efficient lamp and ballast technology. Interior lighting throughout the building is operated by sensors that will automatically turn off lights inside a room when the room is unoccupied. The electrical traction elevators use less energy than typical elevators, and they are made of 95% recycled material. Further, locally manufactured products were used throughout, minimizing the amount of energy required to construct this building. The primary objective was to construct a 30,000 square foot medical office building on the Jackson Park Hospital campus that would comply with newly adopted City of Chicago green building codes focusing on protecting the environment and conserving energy and resources. The energy saving systems demonstrate a state of the-art whole-building approach to energy efficient design and construction. The energy efficiency and green aspects of the building contribute to the community by emphasizing the environmental and economic benefits of conserving resources. The building highlights the integration of Chicago's new green building codes into a poor, inner city neighborhood project and it is designed to attract medical providers and physicians to a medically underserved area.

    In response to a request from the National Park Service, an evaluation was undertaken of possible hazardous exposures to volcanic emissions, both gases and particulates, at the Hawaii Volcanoes National Park (SIC-7999) on the island of Hawaii in the State of Hawaii. Concerns included exposures to sulfur-dioxide (7446095) (SO2), asphalt decomposition products from burning pavement, acid mists when lava enters the ocean, volcanic caused smog, and Pele's hair (a fibrous glass like material). Two other related requests for study were also received in regard to civil defense workers in these areas. No detectable levels of SO2 were found during long term colorimetric detector tube sampling used to characterize park workers' personal full shift exposures. Short term detector tube samples collected near a naturally occurring sulfur vent showed SO2 levels of 1.2 parts per million (ppm). Work related symptoms reported by more than 50% of the respondents included headache, eye irritation, throat irritation, cough, and phlegm. Chest tightness or wheezing and shortness of breath were also frequently reported. Samples collected for hydrochloric-acid (7647010) and hydrofluoric-acid (7664393) recorded concentrations of up to 15ppm for the former and 1.0ppm for the latter acid. Airborne particulates in the laze plume were comprised largely of chloride salts. Airborne fibers were detected at a concentration of 0.16 fibers per cubic centimeter. The authors conclude that excessive exposure to SO2 can occur at some locations within the park. The authors recommend that workers and visitors to the park be informed of the potential for exposures.

    I discuss the implications of the Parkes HI Multibeam Southern Sky Survey for cosmology. It will determine the local mass function of HI clouds, detecting several hundred per decade of mass. Each of these will come with a redshift and, for the more massive clouds, an estimate of the velocity width. This will provide an ideal database for peculiar motion studies and for measurements of biasing of galaxies relative to the underlying matter distribution.

    We present a theoretical discussion of the reversible parking problem, which appears to be one of the simplest systems exhibiting glassy behavior. The existence of slow relaxation, nontrivial fluctuations, and an annealing effect can all be understood by recognizing that two different time scales are present in the problem. One of these scales corresponds to the fast filling of existing voids, the other is associated with collective processes that overcome partial ergodicity breaking. The results of the theory are in a good agreement with simulation data; they provide a simple qualitative picture for understanding recent granular compaction experiments and other glassy systems.

    This paper describes the selection of a new southern/equatorial sample of Gigahertz Peaked Spectrum (GPS) radio galaxies, and subsequent optical CCD imaging and spectroscopic observations using the ESO 3.6m telescope. The sample consists of 49 sources with -4020 degrees, and S(2.7GHz)>0.5 Jy, selected from the Parkes PKSCAT90 survey. About 80% of the sources are optically identified, and about half of the identifications have available redshifts. The R-band Hubble diagram and evolution of the host galaxies of GPS sources are reviewed.

    The potential to develop the Cumberland (Wisconsin) industrial park site using earth-integrated techniques is discussed. The concept feasibility study concerned the site, the land-use plan, and building types. An assessment of energy use in the Cumberland community for 1979 and 1980 was made by compiling sales data from the various suppliers of gasoline, diesel, electricity, natural gas, and other fuels. A resource and technology assessment of biomass feedstocks for a possible community scale bioenergy facility was made. Details of each element of the study are presented and conclusions are summarized. (MCW)
