    This is the AmeriFlux version of the carbon flux data for the site US-MMS Morgan Monroe State Forest. Site Description - Owned by the Indiana Department of Natural Resources (IDNR), the Morgan Monroe State Forest, the site's namesake, is operated thanks to the long-term agreement between Indiana University and IDNR. The first settlers cleared the surrounding ridges for farming, but were largely unsuccessful. The state of Indiana purchased the land in 1929, creating the Morgan Monroe State Forest. Many of the trees in the tower footprint are 60-80 years old, surviving selective logging that ended over the past 10 years. Today, the forest is a secondary successional broadleaf forest within the maple-beech to oak hickory transition zone of the eastern deciduous forest.

    An initial series of calculations of the reactivity-worth of the OSMOSE samples in the MINERVE reactor with the R2-UO2 and MORGANE/R core configuration were completed. The calculation model was generated using the lattice physics code DRAGON. In addition, an initial comparison of calculated values to experimental measurements was performed based on preliminary results for the R1-MOX configuration.

    The report covers a walk through survey made of the Morgan Semiconductor Facility in Garland, Texas, to evaluate control technology for gallium-arsenide dust in the semiconductor industry. Engineering controls included the synthesis of gallium-arsenide outside the crystal pullers to reduce arsenic residues in the pullers, also reducing worker exposure to arsenic during cleaning of the crystal pullers.

    FutureGen 2.0 site will be the first near-zero emission power plant with fully integrated long-term storage in a deep, non-potable saline aquifer in the United States. The proposed FutureGen 2.0 CO2 storage site is located in northeast Morgan County, Illinois, U.S.A., forty-eight kilometres from the Meredosia Energy Center where a large-scale oxy-combustion demonstration will be conducted. The demonstration will involve > 90% carbon capture, which will produce more than one million metric tons (MMT) of CO2 per year. The CO2 will be compressed at the power plant and transported via pipeline to the storage site. To examine CO2 storage potential of the site, a 1,467m characterization well (FGA#1) was completed in December 2011. The target reservoir for CO2 storage is the Mt. Simon Sandstone and Elmhurst Sandstone Member of the lower Eau Claire Formation for a combined thickness of 176 m. Confining beds of the overlying Lombard and Proviso Members (upper Eau Claire Formation) reach a thickness of 126 m. Characterization of the target injection zone and the overlying confining zone was based on wellbore data, cores, and geophysical logs, along with surface geophysical (2-D seismic profiles, magnetic and gravity), and structural data collected during the initial stage of the project . Based on this geological model, 3D simulations of CO2 injection and redistribution were conducted using STOMP-CO2, a multiphase flow and transport simulator. After this characterization stage, it appears that the injection site is a suitable geologic system for CO2 sequestration and that the injection zone is sufficient to receive up to 33 MMT of CO2 at a rate of 1.1 MMT/yr.     Pressure maintenance by waterflooding in some reservoirs may be considered essential for satisfactory oil recovery. The main objective of waterflooding is to place water into a rock formation at both the desired rate and pressure with minimal expense and trouble. This objective, however, cannot be achieved unless this water has certain characteristics. The water, therefore, should be treated and conditioned before injection. This study addresses the treatment phases adopted to improve seawater quality before injection, and to control problems associated with untreated seawater. Also discussed are GUPCO'S (Gulf of Suez Petroleum Co.) experience in seawaterfloods, problems encountered, and corrective actions taken to overcome these problems. The chemical treatment programs adopted are presented along with final conclusions and recommendations that can be applied to similar floods in Egypt with (Gulf of Suez) GOS. 47 refs.

    The results of a 4-month study of various geologic and topographic features related to the stability of Franciscan terrain in The Geysers GRA are presented. The study consisted of investigations of geologic and topographic features, throughout The Geysers GRA, and geologic mapping at a scale of 1:12,000 of approximately 1500 acres (600 hectares) of landslide terrain within the canyon of Big Sulphur Creek in the vicinity of the Buckeye mine (see plate 1). The area mapped during this study was selected because: (1) it is an area of potential future geothermal development, and (2) it illustrates that large areas mapped as landslides on regional scales (McLaughlin, 1974, 1975b; McNitt, 1968a) may contain zones of varying slope stability and, therefore, should be mapped in more detail prior to development of the land.

    21, 2012 morgan@nv.doe.gov MEDIA ADVISORY An important step was taken today directed toward protecting desert tortoises at the Nevada National Security Site (formerly the Nevada Test Site). Sixty juvenile desert tortoises were released in an undisturbed area on the southern end of the Site. The animals came from the Desert Tortoise Conservation Center (DTCC) in Las Vegas. The DTCC is managed by the San Diego Zoo for conservation research for the United States Fish and Wildlife Service (USFWS).

    This is a 'glue grant' that was part of a DOE Low Dose project entitled 'Identification and Characterization of Soluble Factors Involved in Delayed Effects of Low Dose Radiation'. This collaborative program has involved Drs. David L. Springer from Pacific Northwest National Laboratory (PNNL), John H. Miller from Washington State University, Tri-cities (WSU) and William F. Morgan then from the University of Maryland, Baltimore (UMB). In July 2008, Dr. Morgan moved to PNNL and Dr. Janet E. Baulch became PI for this project at University of Maryland. In November of 2008, a one year extension with no new funds was requested to complete the proteomic analyses. The project stemmed from studies in the Morgan laboratory demonstrating that genomically unstable cells secret a soluble factor or factors into the culture medium, that cause cytogenetic aberrations and apoptosis in normal parental GM10115 cells. The purpose of this project was to identify the death inducing effect (DIE) factor or factors, estimate their relative abundance, identify the cell signaling pathways involved and finally recapitulate DIE in normal cells by exogenous manipulation of putative DIE factors in culture medium. As reported in detail in the previous progress report, analysis of culture medium from the parental cell line, and stable and unstable clones demonstrated inconsistent proteomic profiles as relate to candidate DIE factors. While the proposed proteomic analyses did not provide information that would allow DIE factors to be identified, the analyses provided another important set of observations. Proteomic analysis suggested that proteins associated with the cellular response to oxidative stress and mitochondrial function were elevated in the medium from unstable clones in a manner consistent with mitochondrial dysfunction. These findings correlate with previous studies of these clones that demonstrated functional differences between the mitochondria of stable and unstable clones. These

  16. Energy Saving Melting and Revert Reduction Technology: Improved Die Casting Process to Preserve the Life of the Inserts

    The goal of this project was to study the combined effects of die design, proper internal cooling and efficient die lubricants on die life. The project targeted improvements in die casting insert life by: Optomized Die Design for Reduced Surface Temperature: The life of die casting dies is significantly shorter when the die is exposed to elevated temperature for significant periods of time. Any die operated under conditions leading to surface temperature in excess of 1050oF undergoes structural changes that reduce its strength. Optimized die design can improve die life significantly. This improvement can be accomplished by means of cooling lines, baffles and bubblers in the die. A key objective of the project was to establish criteria for the minimal distance of the cooling lines from the surface. This effort was supported with alloys and machining by BohlerUddeholm, Dunn Steel, HH Stark and Rex Buckeye. In plant testing and evaluation was conducted as in-kind cost share at St. Clair Die Casting. The Uddeholm Dievar steel evaluated in this program showed superior resistance to thermal fatigue resistance. Based on the experimental evidence, cooling lines could be placed as close as 0.5" from the surface. Die Life Extension by Optimized Die Lubrication: The life of die casting dies is affected by additions made to its surface with the proper lubricants. These lubricants will protect the surface from the considerable temperature peaks that occur when the molten melt enters the die. Dies will reach a significantly higher temperature without this lubricant being applied. The amount and type of the lubricant are critical variables in the die casting process. However, these lubricants must not corrode the die surface. This effort was supported with alloys and machining by BohlerUddeholm, Dunn Steel, HH Stark and Rex Buckeye.     This paper discusses object oriented program systems (OOPS). When America's businesses went on-line 15 or 20 years ago, the computer systems they created were heralded for their technical achievement. Whether predicted or not, however, the changes that have taken place since then---in computer technology itself and, perhaps more importantly, in each company's business practices---have rendered many of these systems inadequate. The Brooklyn Union Gas Co. has been no exception. By the mid-1980s, however, Brooklyn Union had just about stretched the capability of CRIS---its customer-related information system---to its limit. The natural gas industry was undergoing unprecedented changes toward a competitive, market-driven environment, and if Brooklyn Union was to keep its edge in efficiency and service, it would have to substantially update its information system. Tom Morgan, an information specialist, and Bill Feraudo, an executive, became convinced that putting a new front or new rear onto the old program would not do; rather, they decided to create a new system altogether. After a good deal of though, Feraudo and Morgan proposed a radical departure from the past. They would work with a new kind of programming, never before applied in a company as large as Brooklyn Union or to a mainframe computer, called object-oriented programming (OOP). Naturally, the system on which it runs is called an object-oriented programming system, or OOPS---an acronym juggled playfully by clever techies and journalists alike.

    Dear Legislators, I am writing to you to express my strong opposition to the proposed Kinder Morgan/Tennessee Gas Pipeline Northeast Energy Direct Project. Any investment in new energy infrastructure in MA should be placed in the field of alternative energy. Natural gas is, as we now know, as bad for the climate as coal is, once methane leaks are factored in. Furthermore, it is not clear that there is an actual need for this fuel, and I would hope we would make more effort in conserving and reducing consumption rather than readying ourselves for even more dependence on fossil fuels. I am also extremely concerned by the impact on local communities here in MA that such a project would have. Without a thorough study of the above mentioned issues, I can not see that this project is in the best interest for Massachusetts, my home state.   1. Carbon Sequestration in Reclaimed Mined Soils of Ohio

    This research project was aimed at assessing the soil organic carbon (SOC) sequestration potential of reclaimed minesoils (RMS). The experimental sites were characterized by distinct age chronosequences of RMS and were located in Guernsey, Morgan, Noble, and Muskingum Counties of Ohio. Restoration of disturbed land is followed by the application of nutrients to the soil to promote the vegetation development. Reclamation is important both for preserving the environmental quality and increasing agronomic yields. Since reclamation treatments have significant influence on the rate of soil development, a study on subplots was designed with the objectives of assessing the potential of different biosolids on soil organic C (SOC) sequestration rate, soil development, and changes in soil physical and water transmission properties. All sites are owned and maintained by American Electric Power (AEP). These sites were reclaimed by two techniques: (1) with topsoil application, and (2) without topsoil application, and were under continuous grass or forest cover.

  2. Gravitational radiation from a cylindrical naked singularity

    We construct an approximate solution which describes the gravitational emission from a naked singularity formed by the gravitational collapse of a cylindrical thick shell composed of dust. The assumed situation is that the collapsing speed of the dust is very large. In this situation, the metric variables are obtained approximately by a kind of linear perturbation analysis in the background Morgan solution which describes the motion of cylindrical null dust. The most important problem in this study is what boundary conditions for metric and matter variables should be imposed at the naked singularity. We find a boundary condition that all the metric and matter variables are everywhere finite at least up to the first order approximation. This implies that the spacetime singularity formed by this high-speed dust collapse is very similar to that formed by the null dust and the final singularity will be a conical one. Weyl curvature is completely released from the collapsed dust.

    From approximately 1949 until 1970, the Commodity Credit Corporation of the U.S. Department of Agriculture (CCC/USDA) operated a grain storage facility on federally owned property approximately 0.25 mi northwest of Savannah, Missouri (Figure 1.1). During this time, commercial grain fumigants containing carbon tetrachloride were commonly used by the CCC/USDA and the private grain storage industry to preserve grain in their facilities. In November 1998, carbon tetrachloride was detected in a private well (Morgan) roughly 50 ft south of the former CCC/USDA facility, as a result of statewide screening of private wells near former CCC/USDA facilities, conducted in Missouri by the U.S. Environmental Protection Agency (EPA 1999). The 1998 and subsequent investigations by the EPA and the Missouri Department of Natural Resources (MoDNR) confirmed the presence of carbon tetrachloride in the Morgan well, as well as in a second well (on property currently occupied by the Missouri Department of Transportation [MoDOT]) described as being approximately 400 ft east of the former CCC/USDA facility. The identified concentrations in these two wells were above the EPA maximum contaminant level (MCL) and the Missouri risk-based corrective action default target level (MRBCA DTL) values of 5.0 {micro}g/L for carbon tetrachloride in water used for domestic purposes (EPA 1999; MoDNR 2000a,b, 2006). Because the observed contamination in the Morgan and MoDOT wells might be linked to the past use of carbon tetrachloride-based fumigants at its former grain storage facility, the CCC/USDA is conducting an investigation to (1) characterize the source(s), extent, and factors controlling the subsurface distribution and movement of carbon tetrachloride at Savannah and (2) evaluate the potential risks to human health, public welfare, and the environment posed by the contamination.   4. 2D Seismic Reflection Data across Central Illinois

    In a continuing collaboration with the Midwest Geologic Sequestration Consortium (MGSC) on the Evaluation of the Carbon Sequestration Potential of the Cambro-Ordovician Strata of the Illinois and Michigan Basins project, Schlumberger Carbon Services and WesternGeco acquired two-dimensional (2D) seismic data in the Illinois Basin. This work included the design, acquisition and processing of approximately 125 miles of (2D) seismic reflection surveys running west to east in the central Illinois Basin. Schlumberger Carbon Services and WesternGeco oversaw the management of the field operations (including a pre-shoot planning, mobilization, acquisition and de-mobilization of the field personnel and equipment), procurement of the necessary permits to conduct the survey, post-shoot closure, processing of the raw data, and provided expert consultation as needed in the interpretation of the delivered product. Three 2D seismic lines were acquired across central Illinois during November and December 2010 and January 2011. Traversing the Illinois Basin, this 2D seismic survey was designed to image the stratigraphy of the Cambro-Ordovician sections and also to discern the basement topography. Prior to this survey, there were no regionally extensive 2D seismic data spanning this section of the Illinois Basin. Between the NW side of Morgan County and northwestern border of Douglas County, these seismic lines ran through very rural portions of the state. Starting in Morgan County, Line 101 was the longest at 93 miles in length and ended NE of Decatur, Illinois. Line 501 ran W-E from the Illinois Basin – Decatur Project (IBDP) site to northwestern Douglas County and was 25 miles in length. Line 601 was the shortest and ran N-S past the IBDP site and connected lines 101 and 501. All three lines are correlated to well logs at the IBDP site. Originally processed in 2011, the 2D seismic profiles exhibited a degradation of signal quality below ~400 millisecond (ms) which made

    Hello, I am writing in concern about efforts by Kinder Morgan to locate in conservation lands along the Northern area of Massachusetts. These lands are the watershed for our whole state, and this infiltration by two gas investment companies: Northeast Utilities and Kinder Morgan is dangerous to our state's water, and violate the rights of our small state to a clean, safe environment. Further, these lands, and the donations that support them are our state heritage. And there are further concerns. Massachusetts is about to find out what the term "resource curse" means. At the moment, Massachusetts has abundant water. The Marcellus shale is our near neighbor. Our watersheds are now under assault. This is happening right now, in all of Massachusetts' watersheds. Northeast Utilities, now a Connecticut gas investment company, appears to be working aggressively with investment company, Texas –based, Kinder Morgan to gain control of water in Massachusetts. The proposed gas pipeline is using monopoly owned electrical grids to snake through protected aquifers and watersheds, with pipelines known to carry radioactive gas from the Marcellus, along with benzene, neurotoxins, and endocrine disrupting chemicals. Pipelines leak. They also explode. Blast zones created by high pressure, high volume gas pipelines, running adjacent to high voltage, direct current,electrical cables, are deliberately planned to run right through populated areas. This will gut rural community economies, reducing property values, making sure there is less public oversight of these regions, while placing these areas under the control of privately owned gas investment entities. The gas industry is exempt from clean air, clean water, and clean drinking water legislation. If gas is so clean and safe, why is that necessary? . The idea of "cheap gas" is a falsehood. Gas extraction comes at an exorbitant price: billions of gallons of drinking water, necessary for human life, are destroyed for each well head

    Over the course of the entire project, field visits were made to 117 geothermal systems in the Great Basin region. Major field excursions, incorporating visits to large groups of systems, were conducted in western Nevada, central Nevada, northwestern Nevada, northeastern Nevada, east‐central Nevada, eastern California, southern Oregon, and western Utah.     I live in Richmond, Mass., a town through which Kinder-Morgan proposes building a new pipeline to carry natural gas under high pressure to Dracut, Mass., where it can be used to generate electricity or shipped out of the United States. I object. I object both to the new pipeline and to the proposition that the United States must keep increasing its use of fossil fuels at the expense of local environments and the release of carbon into the atmosphere. Life on the planet is at greater risk than the bottom lines of the companies that seek to profit by extracting, shipping, and burning fossil fuels. We can continue to live modern lives safely if we mend existing infrastructure to close leaks, retrofit buildings for greater fuel efficiency, set standard for new construction, encourage implementation of solar and wind technologies, and use common sense about lowering discretionary demand. It is time for federal agencies to put the long-term interests of ALL the people and of the environment ahead of the short-term interests of the fossil- fuel industry.     A Massachusetts resident, I am writing to oppose the Kinder Morgan/TGP Northeast Energy Natural gas pipeline in Massachusetts. The proposed pipeline path runs through hundreds of private properties and through some of the state's most sensitive eco-systems and would be paid for through new tariffs on our electric bills. Studies conducted by Black & Veatch show that if current levels of state energy efficiency programs continue, there is no need for additional natural gas infrastructure even with economic growth taken into account, yet ISO New England and NESCOE are calling for more pipeline capacity. Natural gas has done it's "bridge" work. With renewables phasing in at an unprecedented rate, adding more natural gas would now take is in the wrong direction for achieving the state's greenhouse gas emissions goals – based on CO2 output alone. Natural gas is also primarily methane, a greenhouse gas over 80 times more powerful than CO2 in the short term, over 20 times more in the long term. When a full accounting of methane's impact is taken into account, studies show that it has no benefit over coal or oil in reducing greenhouse gas effects. We are standing at the far end, having crossed the natural gas "bridge" to a clean energy economy. It's time to step forward into that future we've been building. Thank you. Elizabeth Newton

    Dear Sir/Madam: Please oppose the Northeast Expansion of the Tennessee Gas Pipeline. For reasons having to do with climate change, which I don't need to explain to you, it is not in our interest to be enabling further carbon combustion here or anywhere else in the world. Natural gas is not needed in Mass. as a "bridge" fuel. Mass. is making good progress toward lowering CO2 emissions, and with continued declines in the cost of photovoltaic installations, changes in net meter regulations, and expansion of offshore wind power, Mass. can produce enough renewable energy to replace the electric power lost from the closure of coal-fired plants. To the extent that gas through the proposed pipeline will be exported, I see no reason for Mass. to bear the burden of providing natural gas to China and others. The pipeline would inevitably go through wetlands, conservation land, land trust land, and agriculturally restricted land, which owners, donors, and taxpayers have gone to great lengths and expense over the generations to protect. All of this would be undone and wasted, merely so Kinder Morgan could increase its bottom line. We'd be paying the price and they would be reaping the profit.     This collection is a compilation of all experimental cross sections, published since 1994, on two-photon initiated reactions is presented. The author, M.R. Whalley, published this compilation in the Journal of Physics G (Nuclear and Particle Physics), volume 27, in 2001. It updates data published in 1994 by D. Morgan et al. Whalley’s abstract notes Processes with both quasi-real and virtual photons coming from e+e- collisions are encoded. The data encompass hadronic and leptonic structure functions, inclusive and exclusive hadronic cross sections, inclusive jet cross sections, heavy quark cross sections and total hadronic cross sections. Where appropriate, comparisons with theoretical curves are shown to aid the reader in comparing the different data sets. The data gathered from the relevant collaborations at DOEÆs SLAC are available, and so are data from related collaborations based at CERN, DESY, KEK, NOVO, ORSAY, and CORNELL University. The Durham High Energy Physics (HEP) Database Group makes these data, extracted from papers and data reviews, available in one place in an easy-to-access format.     The Fermilab Main Injector (FMI) is a high intensity proton synchrotron which will be used to accelerate protons and antiprotons from 8.9 GeV/c to 150 GeV/c. The natural chromaticities of the machine for the horizontal and the vertical Planes are {minus}33.6 and {minus}33.9 respectively. The {Delta}p/p of the beam at injection is about 0.002. The chromaticity requirements of the FMI, are primarily decided by the {Delta}p/p = 0.002 of the beam at injection. This limits the final chromaticity of the FMI to be {plus_minus}5 units. To correct the chromaticity in the FMI two families of sextupole magnets will be installed in the lattice, one for each plane. A sextupole magnet suitable for the FMI needs has been designed and a number of them are being built. New chromaticity compensation schemes have been worked out in the light of recently proposed faster acceleration ramps. On an R/D sextupole magnet the low current measurements have been carried out to determine the electrical properties.   13. Ecosystem-Atmosphere Exchange of Carbon, Water and Energy over a Mixed Deciduous Forest in the Midwest

    During the project period we continued to conduct long-term (multi-year) measurements, analysis, and modeling of energy and mass exchange in and over a deciduous forest in the Midwestern United States, to enhance the understanding of soil-vegetation-atmosphere exchange of carbon. At the time when this report was prepared, results from nine years of measurements (1998 - 2006) of above canopy CO2 and energy fluxes at the AmeriFlux site in the Morgan-Monroe State Forest, Indiana, USA (see Table 1), were available on the Fluxnet database, and the hourly CO2 fluxes for 2007 are presented here (see Figure 1). The annual sequestration of atmospheric carbon by the forest is determined to be between 240 and 420 g C m-2 a-1 for the first ten years. These estimates are based on eddy covariance measurements above the forest, with a gap-filling scheme based on soil temperature and photosynthetically active radiation. Data gaps result from missing data or measurements that were rejected in qua)lity control (e.g., during calm nights). Complementary measurements of ecological variables (i.e. inventory method), provided an alternative method to quantify net carbon uptake by the forest, partition carbon allocation in each ecosystem components, and reduce uncertainty on annual net ecosystem productivity (NEP). Biometric datasets are available on the Fluxnext database since 1998 (with the exclusion of 2006). Analysis for year 2007 is under completion.

    The project described here seeks to answer questions regarding the role increased nitrogen (N) deposition is playing in enhanced carbon (C) sequestration in temperate mid-latitude forests, using detailed measurements from an AmeriFlux tower in southern Indiana (Morgan-Monroe State Forest, or MMSF). The measurements indicate an average atmosphere-surface N flux of approximately 6 mg-N m -2 day -1 during the 2000 growing season, with approximately 40% coming from dry deposition of ammonia (NH 3 ), nitric acid (HNO 3 ), and particle-bound N. Wet deposition and throughfall measurements indicate significant canopy uptake of N (particularly NH 4 +) at themore » site, leading to a net canopy exchange (NCE) of –6 kg-N ha -1 for the growing season. These data are used in combination with data on the aboveground C:N ratio, litterfall flux, and soil net N mineralization rates to indicate the level of potential perturbation of C sequestration at this site.« less

    To whom it may concern: We live in Orange, MA, which is one of the towns through which a natural gas pipeline (Kinder Morgan Co.) is proposed to go on its way to Dracut, MA. We are aware that these 30-inch pipelines have on average one leak every 8 miles or so, and we know there will be more than 8 miles of the line in our town if it is approved. Although we are not abutting property owners, we are opposed to the fracking techniques used to extract the gas that will be in this pipeline, primarily because of danger to water supplies. Additionally, we feel as though we're enabling and supporting these techniques by not speaking out about transporting the products of this process. And, just in case you think we are "not in my backyard "people, we SUPPORT both wind and solar power installations - we have both rather close to us!     To the Energy Review Task Force, I am a resident of Boston and also have property in Cummington, Mass. I am commenting specifically on a proposed gas pipeline by Kinder Morgan through the state of Massachusetts, but also generically on energy policy in New England. I am against building another gas pipeline in Massachusetts. The environmental and ecological risk of running a high pressure gas pipeline through conservation land, pristine nature, important water reservoirs, and residents farms and properties is great, and not where we as stewards of the earth should be putting our efforts. We should heed the findings that climate change is upon us and to the recommendations that we must curtail global warming emissions (like methane) and promote and support renewable energy. We should pay attention to recent independent findings that hydraulic fracturing has serious environmental problems, contributes to global warming, is harming water supplies, causes earthquakes, and is not a safe, secure, renewable method of obtaining energy. In summary, as leaders in environmental policy, we in New England should not be encouraging the production of fracked gas by building a conduit for that gas through our states. Laurel Greenberg

  17. Strengthening Our Partnerships with Historically Black Colleges and Universities

    Secretary Chu meets with Annie Whatley, Acting Chief of Staff in the Office of Economic Impact and Diversity, and Dr. William Harvey. Last February, President Obama renewed the White House Initiative on Historically Black Colleges and Universities to encourage collaboration between government agencies, educational associations, philanthropic organizations, the private sector and others to increase the capacity of HBCUs to provide high-quality education to a greater number of students.  The Department of Energy is committed to supporting education at HBCUs and has partnered with HBCUs on a variety of projects. As part of that commitment, today I met with Dr. William Harvey, Chairman of the President’s Board of Advisors on Historically Black Colleges and Universities and President of Hampton University, as well as Langston University President JoAnn Haysbert and Morgan State University President David Wilson. The presidents and I discussed how the Department can better engage HBCUs in our science and laboratory projects, and what lessons we can learn from the many ongoing and successful partnerships we have in place.

    First in Massachusetts and other New England states, we need to mount a major campaign to conserve energy. That means getting people and businesses to USE LESS. There are many ways for people to do this. For example, people could use less electricity by shutting off air conditioners and helping cut back electricity use in public buildings such as schools. If we are serious about doing something about the crisis related to climate change, the electric rate system could be re-structured. People who use less pay less, and people who use more (over a certain amount) pay more. Second energy efficiency should be a top priority. We do not need new gas pipelines, such as the proposed Northeast Expansion project in the planning stages by Tennessee Gas Pipeline Co. (owned by Kinder Morgan). This proposed pipeline would cut across protected forests, farmland, and small towns in northern and western parts of Massachusetts. Massachusetts does not need this new proposed gas pipeline. We should fix the leaks in established gas pipelines (Sen. Markey's proposal) to boost efficiency and also use less energy. Continuing to extract fossil fuels such as oil and gas and build new transmission systems is not a good idea at this point in our history as we face a very serious climate change crisis.     on proposed Kinder Morgan gas pipeline through MA. — The pipeline is not needed. This pipeline is being touted as filling in a "shortfall" in fuel needed for electricity generation. The "shortfall" in energy has only occurred during very cold snaps when more of the current gas supply is used for heating instead of electric generation. This occasional "shortfall" can be cut by 1/3 just by fixing the leaks in the current gas infrastructure in the state. The remaining 2/3 can easily be made up by expanding current energy efficiency programs like MassSave. — Caps on clean energy need to be removed. A further boost to fill in the occasional "shortfall" in the grid could be achieved removing the cap on the amount of independently generated clean energy (small-scale wind and solar), that can be sold back to the grid. These are systems are already in place and would allow more power into the grid without any additional infrastructure investments needed. — Gas is also intended for export. The pipeline being proposed brings in many times more gas than would be needed to fill in the "shortfall" even if it was a constant need. According to Kinder Morgan's own memo, this extra capacity is slated to go toward increased gas use along newly proposed lateral distribution lines, which works against the state's own greenhouse gas emissions goals, and for export to the Canadian Maritimes, which does not benefit the people of Massachusetts or the country and drives up the price of gas, negating any claims of the project providing cheaper energy. — Ratepayers bear the costs & risks with no benefit. Having electric rate payers fund the pipeline through the proposed tariff is unfair. The pipeline is a private venture, yet the general public is expected to foot the bill and bear the health, safety and environmental risks, while Kinder Morgan and Tennessee Gas Pipeline stockholders reap the benefits. — More gas makes us more dependent.     I write as a concerned citizen from Ashfield, one of the rural western Massachusetts towns that would be affected by the proposed installation of a gas pipeline along the existing electrical power grid by Kinder Morgan/TGP. My property abuts easements for these high tension lines. My concerns are threefold: 1. The valuation of my property, and that of others affected by this proposed pipeline, would decrease substantially should this installation become a reality. This will negatively impact the tax basis and in aggregate, reduced tax revenues for our town will have a significant negative effect on schools, public safety, road maintenance and other services. 2. I question the ability to adequately insure my property in the event of this installation becoming a reality. The risks associated with the transport and storage of gas are frightening and real, particularly "fracked' gas with the additives - known and unknown - that become a part of its composition through the shale drilling process and through reactions with the steel pipe in which its carried. My insurance policy, a standard one, will not cover losses that could foreseeably be incurred as a result of leakage, explosion, fire, or other distinctly possible incidents along the pipeline route. 3. The salability of my property will be negatively impacted by this pipeline. In fact, the mere proposal has already had an affect. My immediate neighbor, an older woman who has been living in and maintaining an historic 200+ year old farm house for over 30 years, has recently lost the sale of her home as news of Kinder Morgan's intent has become widespread. We live in a small and rural town. Our quality of life is as precious to us as our natural and community resources - clean water, clean air, rich farmland, and neighbors who take the time to be educated about the impact of proposed large-scale energy generating and transmission projects because we care deeply about preserving all of it.     The term natural gas is deceptive: the gas increasingly available to the Northeast is unconventional gas, and is higher in radioactivity (Resnikoff, 2012), as well as chemical content from hydraulic fracturing that is deadly to biological integrity- known carcinogens, neurotoxins, poisons . . . there is no oversight of what is in these pipelines. Pipelines leak at a rate of between 8% and 11%: : The proposed pipeline(s) runs through every single aquifer that supplies drinking water to residents of Massachusetts. Marcellus gas also has a high likelihood of increasing lung cancer among gas customers in Massachusetts, as detailed in Resnikoff's 2012 executive summary. The advertising currently being played over and over again on our airwaves is chilling in the face of this known risk. The fact that unconventional gas ruins drinking water at alarming rates, and the acquisition of this gas is structured in a manner that guarantees no accountability or liability for desecration of arguably the most basic necessity for life is being falsely advertised as "better for the environment". There are not only worse emissions from this industry, but a second, concomitant ruining of water. Both Northeast Utilities and Kinder Morgan stand to make significant profit for their private investors. Meanwhile, Massachusetts are being asked to subsidize the destruction of their homes, their health, their water, and their neighborhoods to enrich a few individuals who are seeking a shipping route manipulating "eminent domain" to sell shale gas abroad. This is a destructive and extreme plan, and there are many other options that have not been adequately explored or investigated. In this instance, windmills off the coast seems a lot less immediately destructive than poisoning our drinking water. Or is the intention to euthanize a certain number of citizens?     Pittsburgh came to be - and came to be dirtybecause of location, location, and location. Two navigable rivers met in the middle of a forest, and combined to form a third river. This was an irresistible meeting point for settlement, trade, and industry. It was an added bonus that this meeting point was at the center of the 'Pittsburgh seam' of coal. While the natural advantages of geography and geology initiated development, Pittsburgh's growth soon attracted man-made transportation networks to import resources from its hinterland and spread finished materials through the Midwest. As the city boomed into an industrial metropolis - the Iron City, the Steel City - through the late 19th and early 20th centuries, the smoke only became worse, and Pittsburgh became known, nationally and even internationally, for its dirt, grime, and filth. For many of the city's workers and businessmen, smoke was a sign of progress and economic success. From small-scale iron production, to the process of refining coal into 'coke,' to the Bessemer steel process, to J.P. Morgan and Andrew Carnegie's creation of the vertically-integrated U.S. Steel corporation, to the pioneering use of 'byproduct' coke ovens, Pittsburgh was home to successive technologies for transforming raw materials into finished or refined goods. Pittsburgh is both singular and representative; its story is at the forefront of pollution history, but the forces, trends, and events the city witnessed were the same in many cities across the nation. So while it is true that A&WMA's headquarters are in Pittsburgh for a reason, it is also true that its membership is spread across the nation and the world.   4. Carbon Sequestration in Reclaimed Mined Soils of Ohio

    Assessment of soil organic carbon (SOC) sequestration potential of reclaimed minesoils (RMS) is important for preserving environmental quality and increasing agronomic yields. The mechanism of physical SOC sequestration is achieved by encapsulation of SOC in spaces within macro and microaggregates. The experimental sites, owned and maintained by American Electrical Power, were characterized by distinct age chronosequences of reclaimed minesoils and were located in Guernsey, Morgan, Noble, and Muskingum Counties of Ohio. These sites were reclaimed both with and without topsoil application, and were under continuous grass or forest cover. In this report results are presented from the sites reclaimed in 1994 (R94-F), in 1987 (R87-G), in 1982 (R82-F), in 1978 (R78-G), in 1969 (R69-F), in1956 (R56-G), and from the unmined control (UMS-G). Three sites are under continuous grass cover and three under forest cover since reclamation. The samples were air dried and fractionated using a wet sieving technique into macro (> 2.0 mm), meso (0.25-2.0 mm) and microaggregates (0.053-0.25 mm). The soil C and N concentrations were determined by the dry combustion method on these aggregate fractions. Soil C and N concentrations were higher at the forest sites compared to the grass sites in each aggregate fraction for both depths. Statistical analyses indicated that the number of random samples taken was probably not sufficient to properly consider distribution of SOC and TN concentrations in aggregate size fractions for both depths at each site. Erosional effects on SOC and TN concentrations were, however, small. With increasing time since reclamation, SOC and total nitrogen (TN) concentrations also increased. The higher C and N concentrations in each aggregate size fraction in older than the newly reclaimed sites demonstrated the C sink capacity of newer sites.

    As a resident of the town of Richmond, Massachusetts, through which a natural gas pipeline already runs, I am troubled that Kinder Morgan plans to build an additional pipeline through our town to carry fracked gas from Pennsylvania to Dracut, Massachusetts, where it will be used for electrical generation and quite possibly exported. My objections are twofold: (1) On a local level, I object to running a line that has siting problems (e.g., wetlands and ledge), would endanger the town in the event of a rupture, and might require noisy compressors all for no benefit to the area or even the Commonwealth. (2) On a national level, I object to investing further in fossil fuels and new infrastructure to carry them to market. Fracking is a particularly noxious technology, dangerous to regions in which it occurs. The United States needs immediately to begin to reduce our use of fossil fuels by as much as 80% if we are to avoid an irreversible rise of CO2 in the atmosphere to levels that will raise the average global temperature by more than 2ºC. Coal, oil, and natural gas must be phased out, not promoted. The future is with wind and solar power, the immense savings available through increased efficiency in use, and new clean technologies. I hope the Department of Energy will focus its policies on sustainable energy sources and use. Most certainly, it should protect citizens and ratepayers from policies that direct monies from taxes or tariffs toward infrastructure to further fossil fuel industries. Thank you, Katherine Keenum

  6. Hydraulic Hybrid Parcel Delivery Truck Deployment, Testing & Demonstration

    Although hydraulic hybrid systems have shown promise over the last few years, commercial deployment of these systems has primarily been limited to Class 8 refuse trucks. In 2005, the Hybrid Truck Users Forum initiated the Parcel Delivery Working Group including the largest parcel delivery fleets in North America. The goal of the working group was to evaluate and accelerate commercialization of hydraulic hybrid technology for parcel delivery vehicles. FedEx Ground, Purolator and United Parcel Service (UPS) took delivery of the world’s first commercially available hydraulic hybrid parcel delivery trucks in early 2012. The vehicle chassis includes a Parker Hannifin hydraulic hybrid drive system, integrated and assembled by Freightliner Custom Chassis Corp., with a body installed by Morgan Olson. With funding from the U.S. Department of Energy, CALSTART and its project partners assessed the performance, reliability, maintainability and fleet acceptance of three pre-production Class 6 hydraulic hybrid parcel delivery vehicles using information and data from in-use data collection and on-road testing. This document reports on the deployment of these vehicles operated by FedEx Ground, Purolator and UPS. The results presented provide a comprehensive overview of the performance of commercial hydraulic hybrid vehicles in parcel delivery applications. This project also informs fleets and manufacturers on the overall performance of hydraulic hybrid vehicles, provides insights on how the technology can be both improved and more effectively used. The key findings and recommendations of this project fall into four major categories: -Performance, -Fleet deployment, -Maintenance, -Business case. Hydraulic hybrid technology is relatively new to the market, as commercial vehicles have been introduced only in the past few years in refuse and parcel delivery applications. Successful demonstration could pave the way for additional purchases of hydraulic hybrid vehicles throughout the

  7. Evaluation of proposed panel closure modifications at WIPP

    A key component in the design of the WIPP repository is the installation of concrete structures as panel seals in the intake and exhaust drifts after a panel has been filled with waste containers. As noted in the EPA final rule, the panel seal closure system is intended to block brine flow between the waste panels at the WIPP. On April 17, 2001, the DOE proposed seven modifications to the EPA concerning the design of the panel closure system. EPA approval of these modifications is necessary since the details of the panel design are specified in EPA’s final rule as a condition for WIPP certification. However, the EPA has not determined whether a rulemaking would be required for these proposed design modifications. On September 4, 2001, the DOE withdrew the request, noting that it would be resubmitted on a future date. The Environmental Evaluation Group (EEG) contracted with two engineers, Dr. John Abel and Dr. Rusty Morgan, to evaluate the proposed modifications. The EEG has accepted the conclusions and recommendations from these two experts: 1) replacement of Salado Mass Concrete with a generic salt-based concrete; 2) replacement of the explosion wall with a construction wall; 3) replacement of freshwater grouting with salt-based grouting; 4) option to allow surface or underground mixing; and 5) option to allow up to one year for completion of closure. The proposed modification to allow local carbonate river rock as aggregate is acceptable pending demonstration that no problems will exist in the resulting concrete. The proposed modification to give the contractor discretion in removal of steel forms is not supported. Instead, several recommendations are made to specifically reduce the number of forms left, thereby reducing potential migration pathways.

    From approximately 1949 until 1970, the Commodity Credit Corporation of the U.S. Department of Agriculture (CCC/USDA) operated a grain storage facility on federally owned property approximately 0.25 mi northwest of Savannah, Missouri (Figure 1.1). During this time, commercial grain fumigants containing carbon tetrachloride were commonly used by the CCC/USDA and the private grain storage industry to preserve grain in their facilities. In November 1998, carbon tetrachloride was detected in a private well (Morgan) roughly 50 ft south of the former CCC/USDA facility, as a result of state-wide screening of private wells near former CCC/USDA facilities, conducted in Missouri by the U.S. Environmental Protection Agency (EPA 1999). The 1998 and subsequent investigations by the EPA and the Missouri Department of Natural Resources (MoDNR) confirmed the presence of carbon tetrachloride in the Morgan well, as well as in a second well (on property currently owned and occupied by the Missouri Department of Transportation [MoDOT]), described as being approximately 400 ft east of the former CCC/USDA facility. The identified concentrations in these two wells were above the EPA maximum contaminant level (MCL) and the default target level (DTL) values of 5.0 {micro}g/L for carbon tetrachloride in water used for domestic purposes (EPA 1999; MoDNR 2000a,b, 2006). (The DTL is defined in Section 4.) Because the observed contamination in the Morgan and MoDOT wells might be linked to the past use of carbon tetrachloride-based fumigants at its former grain storage facility, the CCC/USDA is conducting an investigation to (1) characterize the source(s), extent, and factors controlling the subsurface distribution and movement of carbon tetrachloride at Savannah and (2) evaluate the potential risks to human health, public welfare, and the environment posed by the contamination.   9. Community Surveys: Low Dose Radiation. Fernald, Ohio and Rocky Flats, Colorado

    This report is intended to present a basic description of the data from the two community surveys and to document the text of the questions; the methods used for the survey data collection; and a brief overview of the results. Completed surveys were conducted at local communities near the Rocky Flats, Colorado and the Fernald, Ohio sites; no survey was conducted for the Brookhaven, New York site. Fernald. The Fernald sample was randomly selected from 98% of all potential residential telephones in the townships of Ross, Morgan, and Crosby. The only telephone exchanges not used for the Fernald study had 4%, or fewer, of the holders of the telephone numbers actually living in either of the three target townships. Surveying started on July 24, 2001 and finished on August 30, 2001. A total of 399 completed interviews were obtained resulting in a CASRO response rate of 41.8%. The average length of an interview was 16.5 minutes. Rocky Flats. The sample was randomly selected from all potential residential telephones in Arvada and from 99% of the potential telephones in Westminster. Surveying started on August 10, 2001 and finished on September 25, 2001. A total of 401 completed interviews were obtained with a CASRO response rate of 32.5%. The average length of an interview was 15.7 minutes. Overall, respondents hold favorable views of science. They indicate an interest in developments in science and technology, feel that the world is better off because of science, and that science makes our lives healthier, easier, and more comfortable. However, respondents are divided on whether science should decide what is safe or not safe for themselves and their families.     Numerical simulations have been used for estimating CO2 injectivity, CO2 plume extent, pressure distribution, and Area of Review (AoR), and for the design of CO2 injection operations and monitoring network for the FutureGen project. The simulation results are affected by uncertainties associated with numerous input parameters, the conceptual model, initial and boundary conditions, and factors related to injection operations. Furthermore, the uncertainties in the simulation results also vary in space and time. The key need is to identify those uncertainties that critically impact the simulation results and quantify their impacts. We introduce an approach to determine the local sensitivity coefficientmore » (LSC), defined as the response of the output in percent, to rank the importance of model inputs on outputs. The uncertainty of an input with higher sensitivity has larger impacts on the output. The LSC is scalable by the error of an input parameter. The composite sensitivity of an output to a subset of inputs can be calculated by summing the individual LSC values. We propose a local sensitivity coefficient method and applied it to the FutureGen 2.0 Site in Morgan County, Illinois, USA, to investigate the sensitivity of input parameters and initial conditions. The conceptual model for the site consists of 31 layers, each of which has a unique set of input parameters. The sensitivity of 11 parameters for each layer and 7 inputs as initial conditions is then investigated. For CO2 injectivity and plume size, about half of the uncertainty is due to only 4 or 5 of the 348 inputs and 3/4 of the uncertainty is due to about 15 of the inputs. The initial conditions and the properties of the injection layer and its neighbour layers contribute to most of the sensitivity. Overall, the simulation outputs are very sensitive to only a small fraction of the inputs.   11. CARBON SEQUESTRATION IN RECLAIMED MINED SOILS OF OHIO

    Assessment of soil organic carbon (SOC) sequestration potential of reclaimed minesoils (RMS) is important for preserving environmental quality and increasing agronomic yields. The mechanism of physical SOC sequestration is achieved by encapsulation of SOM in spaces within macro and microaggregates. The experimental sites, owned and maintained by American Electrical Power, were characterized by distinct age chronosequences of reclaimed minesoils and were located in Guernsey, Morgan, Noble, and Muskingum Counties of Ohio. These sites were reclaimed both with and without topsoil application, and were under continuous grass or forest cover. In this report results are presented from the sites reclaimed in 2003 (R03-G), in 1973 (R73-F), in 1969 (R69-G), in 1962 (R62-G and R62-F) and in 1957 (R57-F). Three sites are under continuous grass cover and the three under forest cover since reclamation. Three bulk soil samples were collected from each site from three landscape positions (upper; middle, and lower) for 0-15 and 15-30 cm depths. The samples were air dried and using wet sieving technique were fractionated into macro (> 2mm), meso (2-0.25 mm) and microaggregate (0.25-0.053 mm). These fractions were weighted separately and water stable aggregation (WSA) and geometric mean (GMD) and mean weight (MWD) diameters of aggregates were obtained. The soil C and N concentrations were also determined on these aggregate fractions. Analysis of mean values showed that in general, WSA and MWD of aggregates increased with increasing duration since reclamation or age of reclaimed soil for all three landscape positions and two depths in sites under continuous grass. The forest sites were relatively older than grass sites and therefore WSA or MWD of aggregates did not show any increases with age since reclamation. The lower WSA in R57-F site than R73-F clearly showed the effect of soil erosion on aggregate stability. Higher aggregation and aggregate diameters in R73-F than R62-F and R57

    The project entitled, ''Innovative Instrumentation and Analysis of the Temperature Measurement for High Temperature Gasification'', was successfully completed by the Principal Investigator, Dr. S. Lee and his research team in the Center for Advanced Energy Systems and Environmental Control Technologies at Morgan State University. The major results and outcomes were presented in semi-annual progress reports and annual project review meetings/presentations. Specifically, the literature survey including the gasifier temperature measurement, the ultrasonic application in cleaning application, and spray coating process and the gasifier simulator (cold model) testing has been successfully conducted during the first year. The results show that four factors (blower voltage, ultrasonic application, injection time intervals, particle weight) were considered as significant factors that affect the temperature measurement. Then the gasifier simulator (hot model) design and the fabrication as well as the systematic tests on hot model were completed to test the significant factors on temperature measurement in the second year. The advanced Industrial analytic methods such as statistics-based experimental design, analysis of variance (ANOVA) and regression methods were applied in the hot model tests. The results show that operational parameters (i.e. air flow rate, water flow rate, fine dust particle amount, ammonia addition) presented significant impact on the temperature measurement inside the gasifier simulator. The experimental design and ANOVA are very efficient way to design and analyze the experiments. The results show that the air flow rate and fine dust particle amount are statistically significant to the temperature measurement. The regression model provided the functional relation between the temperature and these factors with substantial accuracy.     This research project is aimed at assessing the soil organic carbon (SOC) sequestration potential of reclaimed minesoils (RMS). The experimental sites, owned and maintained by the American Electrical Power, are located in Guernsey, Morgan, Noble, and Muskingum Counties of Ohio. These sites, characterized by age chronosequences, were reclaimed with and without topsoil application and are under continuous grass or forest cover. During this quarter, water infiltration tests were performed on the soil surface in the experimental sites. Soil samples were analyzed for the soil carbon and nitrogen contents, texture, water stable aggregation, and mean weight and geometric mean diameter of aggregates. This report presents the results from two sites reclaimed during 1978 and managed under grass (Wilds) and forest (Cumberland) cover, respectively. The trees were planted in 1982 in the Cumberland site. The analyses of data on soil bulk density ({rho}{sub b}), SOC and total nitrogen (TN) concentrations and stocks were presented in the third quarter report. This report presents the data on infiltration rates, volume of transport and storage pores, available water capacity (AWC) of soil, particle size distribution, and soil inorganic carbon (SIC) and coal carbon contents. The SIC content ranged from 0.04 to 1.68% in Cumberland tree site and 0.01 to 0.65% in the Wilds. The coal content assumed to be the carbon content after oven drying the sample at 350 C varied between 0.04 and 3.18% for Cumberland and 0.06 and 3.49% for Wilds. The sand, silt and clay contents showed moderate to low variability (CV < 0.16) for 0-15 and 15-30 cm depths. The volume of transmission (VTP) and storage pores (VSP) also showed moderate to high variability (CV ranged from 0.22 to 0.39 for Wilds and 0.17 to 0.36 for Cumberland). The CV for SIC was high (0.7) in Cumberland whereas that for coal content was high (0.4) in the Wilds. The steady state infiltration rates (i{sub c}) also showed high variability

The objectives of this project were to prove at a commercial scale that ECO is capable of extended operations over a range of conditions, that it meets the reliability requirements of a typical utility, and that the fertilizer co-product can be consistently generated, providing ECO with an economic advantage over conventional technologies currently available. Further objectives of the project were to show that the ECO system provides flue gas that meets the inlet standards necessary for ECO{sub 2} to operate, and that the outlet CO{sub 2} and other constituents produced by the ECO{sub 2} pilot can meet Kinder-Morgan pipeline standards for purposes of sequestration. All project objectives are consistent with DOE's Pollution Control Innovations for Power Plants program goals.

    audit and home energy rating tool; emphasis on community based coordination and partnerships; marketing and outreach to increase homeowner participation; training for market actors; access to financing options including rebates, incentives, and loan products; and an in depth process evaluation to support continual program improvement and analysis. In Alabama, Nexus Energy Center operated energy efficiency retrofit programs in Huntsville and Birmingham. In the Huntsville community the AlabamaWISE program was available in five Alabama counties: Cullman, Lawrence, Limestone, Madison, and Morgan. In Birmingham, the program was available to residents in Jefferson and Shelby Counties. In both communities, the program was similar in terms of program design but tailored marketing and partnerships to address the unique local conditions and population of each community. ADECA and the Southeast Energy Efficiency Alliance (SEEA) provided overall project management services and common resources to the local program administrator Nexus Energy Center, including contracted services for contractor training, quality assurance testing, data collection and reporting, and compliance. The fundamental components of the AlabamaWISE program included a vertical contractor-based business model; comprehensive energy assessments; third-party quality assurance; rebates for installation of energy saving measures; accessible, low-interest financing; targeted and inbound marketing; Energy Performance Score (EPS) tool to engage and educate homeowners; training for auditors, contractors, and real estate professionals; and online resources for education and program enrollment. Program participants were eligible to receive rebates or financing toward the assessments and upgrades to their home provided they reached at least 20 percent deemed or modeled energy savings. The design of each program focused on addressing several known barriers including: limited homeowner knowledge on the benefits of energy
