    This report summarizes existing technology for mooring components which may be suitable for OTEC use. Due to the platform size, depth of water, and length of design life required for an operational OTEC plant, only large and high capacity mooring components were investigated. The report contains engineering, test, and manufacturer's data on wire rope, synthetic rope (nylon, polyester and Kevlar), anchors, deck fittings and machinery, and design concepts for tension leg platform mooring systems. A significant portion of the effort was directed to the assessment of synthetic rope technology and its application to moorings.

    Ocean Renewable Power Company's OCGen Module Mooring Project provided an extensive research, design, development, testing and data collection effort and analysis conducted with respect to a positively buoyant, submerged MHK device secured to the seabed using a tensioned mooring system. Different analytic tools were evaluated for their utility in the design of submerged systems and their moorings. Deployment and testing of a prototype OCGen® system provided significant data related to mooring line loads and system attitude and station keeping. Mooring line loads were measured in situ and reported against flow speeds. The Project made a significant step in the development of designs, methodologies and practices related to floating and mooring of marine hydrokinetic (MHK) devices. Importantly for Ocean Renewable Power Company, the Project provided a sound basis for advancing a technically and commercially viable OCGen® Power System. The OCGen® Power System is unique in the MHK industry and, in itself, offers distinct advantages of MHK devices that are secured to the seabed using fixed structural frames. Foremost among these advantages are capital and operating cost reductions and increased power extraction by allowing the device to be placed at the most energetic level of the water column.

    A compliant mooring to collect high frequency turbulence data at a tidal energy site is evaluated in a series of short demon- stration deployments. The Tidal Turbulence Mooring (TTM) improves upon recent bottom-mounted approaches by suspend- ing Acoustic Doppler Velocimeters (ADVs) at mid-water depths (which are more relevant to tidal turbines). The ADV turbulence data are superior to Acoustic Doppler Current Profiler (ADCP) data, but are subject to motion contamination when suspended on a mooring in strong currents. In this demonstration, passive stabilization is shown to be sufficient for acquiring bulk statistics of the turbulence, without motion correction. With motion cor- rection (post-processing), data quality is further improved; the relative merits of direct and spectral motion correction are dis- cussed.

    The mooring system for a floating OTEC platform consists of a seafloor foundation, a platform foundation, and a connecting line. This paper introduces the OTEC mooring system with a brief historical overview, reviews developmental work accomplished during the past year, and then presents a new look at life cycle costs for an example mooring system. Since June 1980, a significant effort within the OTEC Program has been directed toward the further development of mooring systems. The effort has included work leading to a better understanding of anchoring capabilities and problems, refinement of an existing mooring analytical model, a review of OTEC past mooring designs, and the production of a mooring system technology development plan. A major finding of the past year was a new upward estimate of mooring system lifetime costs as a result of downward-revised estimates of wire rope service life.

    Techniques to model dynamic mooring lines come in various forms. The most widely used models include either a heuristic representation of the physics (such as a Lumped-Mass, LM, system), a Finite-Element Analysis (FEA) discretization of the lines (discretized in space), or a Finite-Difference (FD) model (which is discretized in both space and time). In this paper, we explore the features of the various models, weigh the advantages of each, and propose a plan for implementing one dynamic mooring line model into the open-source Mooring Analysis Program (MAP). MAP is currently used as a module for the FAST offshore wind turbine computer-aided engineering (CAE) tool to model mooring systems quasi-statically, although dynamic mooring capabilities are desired. Based on the exploration in this manuscript, the lumped-mass representation is selected for implementation in MAP based on its simplicity, computational cost, and ability to provide similar physics captured by higher-order models.

    The polyester rope taut leg mooring system offers a unique opportunity to reduce deepwater mooring system cost, while simultaneously improving stationkeeping performance. These gains are over catenary or taut leg systems designed using all steel components. This paper builds upon work presented at prior OTC conferences and focuses on concept feasibility and implementation. Feasibility is addressed from a systems basis including fiber and rope selection, definition of mechanical properties, mooring system integration, and effects of long-term usage. Implementation is believed practical based on current technology and in-place manufacturing capability. Available cyclic tension test results for polyester rope suggest a comparable fatigue performance to wire rope. The most significant challenge facing application of the polyester taut leg mooring concept is the lack of in-service experience compared to conventional steel catenary mooring systems.

    This paper introduces a software that allows one to choose the optimal mooring line system of a weather vane ship. It uses a frequency domain analysis of the ship motion in the horizontal plane employing recently developed analytic expressions for the low frequency sea spectrum, the related wave damping factor and an algebraic approximation for the dynamic tension in the line due to the first order ship motion. The dampings due to the ship hull and mooring lines are incorporated in the model and the only hydrodynamic information needed are the standard ones, namely: the force coefficients for unitary wind and ocean current velocities, the surge added mass at zero frequency, the RAO of the floating system in a certain range of frequencies together with the drift force coefficients for regular waves. Selecting the pre-tension in a specified line as a control parameter, one can determine the total offset of the ocean unit (steady and quasi-steady) together with the maximum tension in all lines, as a function of this control parameters. It has been observed then that the offset of the unit decreases monotonically, as expected, with the pre-tension but the maximum tension in the most loaded line does not increase steadily; this result has been explained with the help of a simplified model and it opens the possibility for one to choose the best pre-tension to fit some design criteria.

    The Ocean Thermal Energy Conversion (OTEC) Moored Pipe/Mobile Platform (MP-Squared) Design Study was carried out to investigate an innovative approach to the moored floating OTEC plant. In the past, a number of concepts have been examined by NOAA for floating OTEC plants. These concepts have considered various configurations for platforms, cold water pipes and mooring systems. In most cases the cold water pipe (CWP) was permanently attached to the platform and the platform was permanently moored on station. Even though CWP concepts incorporating articulated joints or flexible pipes were used, the CWP stresses induced by platform motion were frequently excessive and beyond the design limits of the CWP. This was especially true in the survival (100-year storm) case. It may be feasible that the concept of a permanently moored CWP attached through a flexible transition CWP to the platform could reduce the degree of technical risk by de-coupling the CWP from the motions of the platform. In addition, if the platform is capable of disconnecting from the CWP during survival conditions, even less technical risk may be inherent in the OTEC system. The MP-Squared Design Study was an engineering evaluation of the concepts described above. The effort has been carried through to the conceptual design level, and culminated in model tests in an experimental wave basin.

    The results are presented of a series of prototype scale tests of a floating breakwater that incorporates massive cylindrical members (steel or concrete pipes, telephone poles, etc.) in a matrix of scrap truck or automobile tires, referred to as the Pipe-Tire Breakwater (PT-Breakwater). Tests were conducted in the large wave tank at the US Army Coastal Engineering Research Center (CERC). Breakwater modules were preassembled at SUNY in Buffalo, New York, and then transported to CERC by truck, where final assembly on location was again performed by SUNY personnel. Wave-tank tests were conducted jointly by CERC and SUNY personnel. A series of wave-tank experiments and mooring system load-deflection tests were performed, and are described. Wave-transmission and mooring-load characteristics, based on 402 separate tests, were established and are reported. (LCL)

    To enable offshore floating wind turbine design, the following are required: accurate modeling of the wind turbine structural dynamics, aerodynamics, platform hydrodynamics, a mooring system, and control algorithms. Mooring and anchor design can appreciably affect the dynamic response of offshore wind platforms that are subject to environmental loads. From an engineering perspective, system behavior and line loads must be studied well to ensure the overall design is fit for the intended purpose. FAST (Fatigue, Aerodynamics, Structures and Turbulence) is a comprehensive simulation tool used for modeling land-based and offshore wind turbines. In the case of a floating turbine, continuous cable theory is used to emulate mooring line dynamics. Higher modeling fidelity can be gained through the use of finite element mooring theory. This can be achieved through the FASTlink coupling module, which couples FAST with OrcaFlex, a commercial simulation tool used for modeling mooring line dynamics. In this application, FAST is responsible for capturing the aerodynamic loads and flexure of the wind turbine and its tower, and OrcaFlex models the mooring line and hydrodynamic effects below the water surface. This paper investigates the accuracy and stability of the FAST/OrcaFlex coupling operation.

    The purpose of this experiment was to determine the free-air peak-pressure as a function of distance from an atomic explosion. In this report, free-air peak-pressure is defined as the pressure at the head of the blast wave in regions where it has not been reinforced by a reflected wave. Operation in the test area was more difficult than anticipated. Heavy winds made balloon handling very difficult. On the whole, the radio link performed satisfactorily on all occasions and appears to be a reliable method. For some unknown reason, blast switches closer than 1,500 feet failed to give satisfactory signals. Pressures were computed using the Rankine-Hugoniot relation, which is based on the shock wave being a definite discontinuity in pressure. Since the pressures measured on the ground showed relatively long times, there has been some speculation that a true shock wave may not exist in free air. If a true shock wave does not exist in the free-air region, pressures as computed are not correct, and the method of this experiment cannot be used.

    The neutron resonance parameters of {sup 238}U were obtained from a SAMMY analysis of high-resolution neutron transmission measurements and high-resolution capture cross section measurements performed at the Oak Ridge Electron Linear Accelerator (ORELA) in the years 1970-1990, and from more recent transmission and capture cross section measurements performed at the Geel Linear Accelerator (GELINA). Compared with previous evaluations, the energy range for this resonance analysis was extended from 10 to 20 keV, taking advantage of the high resolution of the most recent ORELA transmission measurements. The experimental database and the method of analysis are described in this report. The neutron transmissions and the capture cross sections calculated with the resonance parameters are compared with the experimental data. A description is given of the statistical properties of the resonance parameters and of the recommended values of the average parameters. The new evaluation results in a slight decrease of the effective capture resonance integral and improves the prediction of integral thermal benchmarks by 70 pcm to 200 pcm.

    The permanent yoke mooring system and the two-product flexpipe riser of the Arjuna Sakti LPG storage barge have completely lived up to their expectations. The LPG offtake system, the terminaling function of the storage unit, has also performed extremely well. Experience gained at Ardjuna provides confidence for future openocean mooring of large methanol or LNG plants. Mooring systems of these future units will likely have a different configuration, such as the single anchor leg storage (SALS) mooring. However, the basic system components have been used, both at Ardjuna and in comparable situations elsewhere in the world. Engineers who are working on floating, large scale, gas processing plants for mooring in the open ocean could profitably join their efforts in a team comprised of process specialists, naval architects, and mooring experts. Specific areas of consideration should be: length-to-beam and lengthto-depth ratios and shape of bow. This could result in a storage/process barge design with better motion characteristics and lower mooring forces than proposed at present.

A comparison between the original design basis of the rig and the first year's operational results is presented. The items compared are the towing performance, mooring system performance, the hull structure, and the drilling system.     This data is from measurements at Admiralty Head, in admiralty inlet. The measurements were made using an IMU equipped ADV mounted on a mooring, the 'Tidal Turbulence Mooring' or 'TTM'. The inertial measurements from the IMU allows for removal of mooring motion in post processing. The mooring motion has been removed from the stream-wise and vertical velocity signals (u, w). The lateral (v) velocity may have some 'persistent motion contamination' due to mooring sway. The ADV was positioned 11m above the seafloor in 58m of water at 48.1515N, 122.6858W. Units ----- - Velocity data (_u, urot, uacc) is in m/s. - Acceleration (Accel) data is in m/s^2. - Angular rate (AngRt) data is in rad/s. - The components of all vectors are in 'ENU' orientation. That is, the first index is True East, the second is True North, and the third is Up (vertical). - All other quantities are in the units defined in the Nortek Manual. Motion correction and rotation into the ENU earth reference frame was performed using the Python-based open source DOLfYN library (http://lkilcher.github.io/dolfyn/). The regulations require that this assessment be completed periodically and certified by an independent, qualified, California-registered professional engineer. Abri Environmental Engineering performed an inspection of the 322-R2 Tank system at the Lawrence Livermore National Laboratory (LLNL) in Livermore, CA. Mr. William W. Moore, P.E., conducted this inspection on March 16, 2015. Mr. Moore is a California Registered Civil Engineer, with extensive experience in civil engineering, and hazardous waste management.

    We predict the emission line luminosity functions (LFs) of the first 10 rotational transitions of {sup 12}C{sup 16}O in galaxies at redshift z = 0 to z = 10. This prediction relies on a recently presented simulation of the molecular cold gas content in {approx}3 x 10{sup 7} evolving galaxies based on the Millennium Simulation. We combine this simulation with a model for the conversion between molecular mass and CO-line intensities, which incorporates the following mechanisms: (1) molecular gas is heated by the cosmic microwave background (CMB), starbursts (SBs), and active galactic nuclei (AGNs); (2) molecular clouds in dense or inclined galaxies can overlap; (3) compact gas can attain a smooth distribution in the densest part of disks; (4) CO luminosities scale with metallicity changes between galaxies; and (5) CO luminosities are always detected against the CMB. We analyze the relative importance of these effects and predict the cosmic evolution of the CO-LFs. The most notable conclusion is that the detection of regular galaxies (i.e., no AGN, no massive SB) at high z {approx}> 7 in CO emission will be dramatically hindered by the weak contrast against the CMB, in contradiction to earlier claims that CMB heating will ease the detection of high-redshift CO. The full simulation of extragalactic CO lines and the predicted CO-LFs at any redshift can be accessed online (http://s-cubed.physics.ox.ac.uk/, go to {sup S3}-SAX) and they should be useful for the modeling of CO-line surveys with future telescopes, such as the Atacama Large Millimeter/submillimeter Array or the Square Kilometre Array.

    The US Coast Guard Station, Fort Point is located three-quarters of a nautical mile southeast of the Golden Gate Strait, the entrance to San Francisco Bay. The existing storm wave conditions at Fort Point Station pier make it extremely dangerous for the SAR crews to get on and off the Motor Life Boats at times requiring the vessels to be moored at the San Francisco Yacht Harbor about 1.5 miles east of the Fort Point Station. To mitigate these harsh working conditions the US Coast Guard is considering the feasibility of constructing suitable all-weather moorings for the three Motor Life Boats at the Fort Point Station to enable unimpeded SAR operations, to provide safe working conditions for Coast Guard small boat crews, and to improve small boat maintenance conditions at Fort Point Station. The purpose of this report is to identify, analyze and evaluate physical environmental factors that could affect all-weather moorings siting, configuration and entrance location, as well as potential post construction alterations to littoral conditions and processes. This report includes a description of the site, description of pertinent littoral processes, evaluation of how these processes could affect construction of all-weather moorings, and discussion of design considerations, as well as mitigation measures to minimize potential adverse effects to the physical environment. 19 references, 27 figures, 26 tables.

    This analysis utilizes a 5 - MW VAWT topside design envelope created by Sandia National Laborator ies to compare floating platform options fo r each turbine in the design space. The platform designs are based on two existing designs, the OC3 Hywind spar - buoy and Principal Power's WindFloat semi - submersible. These designs are scaled using Froude - scaling relationships to determine an appropriately sized spar - buoy and semi - submersible design for each topside. Both the physical size of the required platform as well as mooring configurations are considered. Results are compared with a comparable 5 - MW HAWT in order to identify potential differences in the platform and mooring sizing between the VAWT and HAWT . The study shows that there is potential for cost savings due to reduced platform size requirements for the VAWT.

    An underwater apparatus for generating electric power from ocean currents and deep water tides. A submersible platform including two or more power pods, each having a rotor with fixed-pitch blades, with drivetrains housed in pressure vessels that are connected by a transverse structure providing buoyancy, which can be a wing depressor, hydrofoil, truss, or faired tube. The platform is connected to anchors on the seafloor by forward mooring lines and a vertical mooring line that restricts the depth of the device in the water column. The platform operates using passive, rather than active, depth control. The wing depressor, along with rotor drag loads, ensures the platform seeks the desired operational current velocity. The rotors are directly coupled to a hydraulic pump that drives at least one constant-speed hydraulic-motor generator set and enables hydraulic braking. A fluidic bearing decouples non-torque rotor loads to the main shaft driving the hydraulic pumps.

    To accomplish the determination of primary product composition, the flash pyrolysis of samples in 900/sup 0/C steam/He has been coupled with a molecular-beam sampling system for a mass spectrometer that permits real-time sampling and rapid quenching from ambient hot environments, while preserving reactive and condensible species. The major emphasis of this report is on the determination of the primary pyrolysis mechanisms of the fast pyrolysis of lignocellulosic biomass and its major constituents: cellulose, hemicellulose (particularly the pentoses, xylan and arabinan), and lignin. Other carbonaceous materials are also included for the purposes of comparison and demonstrating the technique, but pyrolysis mechanisms will not be discussed. These materials include Texas lignite, Pittsburgh number8 coal, Utah tar sand, Colorado oil shale, high-moor and low-moor peat, polyethylene, and polystyrene. The plastics are included because they are an important component of municipal solid waste and refuse-derived fuel.

    This data is from measurements at Admiralty Head, in Admiralty Inlet (Puget Sound) in June of 2014. The measurements were made using Inertial Motion Unit (IMU) equipped ADVs mounted on Tidal Turbulence Mooring's (TTMs). The TTM positions the ADV head above the seafloor to make mid-depth turbulence measurements. The inertial measurements from the IMU allows for removal of mooring motion in post processing. The mooring motion has been removed from the stream-wise and vertical velocity signals (u, w). The lateral (v) velocity has some 'persistent motion contamination' due to mooring sway. Each ttm was deployed with two ADVs. The 'top' ADV head was positioned 0.5m above the 'bottom' ADV head. The TTMs were placed in 58m of water. The position of the TTMs were: ttm01 : (48.1525, -122.6867) ttm01b : (48.15256666, -122.68678333) ttm02b : (48.152783333, -122.686316666) Deployments TTM01b and TTM02b occurred simultaneously and were spaced approximately 50m apart in the cross-stream direction. Units ----- - Velocity data (_u, urot, uacc) is in m/s. - Acceleration (Accel) data is in m/s^2. - Angular rate (AngRt) data is in rad/s. - The components of all vectors are in 'ENU' orientation. That is, the first index is True East, the second is True North, and the third is Up (vertical). - All other quantities are in the units defined in the Nortek Manual. Motion correction and rotation into the ENU earth reference frame was performed using the Python-based open source DOLfYN library (http://lkilcher.github.io/dolfyn/). (ASFI) and Airco Energy Company (AECO). This report represents a cultural resource assessment for the proposed plant site and two potential solid waste disposal areas. This assessment presents data collected by Dames and Moore during a recent archaeological reconnaissance of the unsurveyed southeastern portion of the proposed plant site and two potential solid waste disposal areas. Also, results of two previous surveys on the northern and southwestern portion of the plant site for American Smelting and Refining Company (ASARCO) and Kentucky Utilities are included. The Dames and Moore survey of the southeastern portion of the plant site identified one archaeological site, three standing structures and one historic cemetery. In addition 47 archaeological sites and six standing structures are known from two previous surveys of the remainder of the plant site (Cowan 1975 and Turnbow et al 1980). Eleven of the previously recorded archaeological sites were recommended for further assessment to evaluate their potential for inclusion within the Holt Bottoms Archaeological District currently listed on the National Register of Historic Places. None of the archaeological sites or standing structures located within the plant site during the Dames and Moore survey were recommended for further assessment. A total of eight archaeological sites were located during the Dames and Moore survey of the two potential solid waste disposal areas. Of this total only two sites were recommended for further assessment. Also, one previously unknown historic cemetry was located in the southernmost potential waste disposal area.
