    The U.S. Department of Energy Office of Legacy Management (DOE) and the U.S. Environmental Protection Agency (EPA) collaborated on the design and monitoring of an alternative cover for the Monticello uranium mill tailings disposal cell, a Superfund site in southeastern Utah. Ground-water recharge is naturally limited at sites like Monticello where thick, fine-textured soils store precipitation until evaporation and plant transpiration seasonally return it to the atmosphere. The cover at Monticello uses local soils and a native plant community to mimic the natural soil water balance. The cover is fundamentally an evapotranspiration (ET) design with a capillary barrier. A 3-hectare drainage lysimeter was embedded in the cover during construction of the disposal cell in 2000. The lysimeter consists of a geo-membrane liner below the capillary barrier that directs percolation water to a monitoring system. Soil water storage is determined by integration of point water content measurements. Meteorological parameters are measured nearby. Plant cover, shrub density, and leaf area index (LAI) are monitored annually. The cover performed well over the 7-year monitoring period (2000-2007). The cumulative percolation was 4.2 mm (0.6 mm yr{sup -1}), satisfying an EPA goal of an average percolation of <3.0 mm yr{sup -1}. Almost all percolation can be attributed to the exceptionally wet winter and spring of 2004-2005 when soil water content slightly exceeded the water storage capacity of the cover. The diversity, percent cover, and LAI of vegetation increased over the monitoring period, although the density of native shrubs that extract water from deeper in the cover has remained less than revegetation targets. DOE and EPA are applying the monitoring results to plan for long-term surveillance and maintenance and to evaluate alternative cover designs for other waste disposal sites. (authors)

    The Hyde Park Landfill National Priorities List Site was used by Hooker Chemical and Plastic Corporation, now Occidental Chemical Corporation, to dispose of approximately 80,000 tons of waste from 1953 to 1975. Significant amounts of 2,3,7,8-tetrachlorodibenzo-p-dioxin is believed to be in the landfill. Site-related contaminants have been detected in the overburden and bedrock aquifers. Analyses of samples taken from ground water seeps at the Niagara Gorge Face also show site-related contaminants. Leachate from the landfill appears to have entered Bloody Run Creek. Sediment sample analyses from the creek show site-related contaminants. The 1985 U.S. Environmental Protection Agency Enforcement Decision Document outlines remedial activities to be conducted at the site. The site without remediation is of potential public health concern because of the risk to human health resulting from possible exposure to hazardous substances at concentrations that may result in adverse health effects.

    The Rhinehart (aka Winchester) Tire Fire Site is located near the town of Winchester in Frederick County, Virginia. In October 1983, a fire was started in the tires disposed of on the site. Hot oil was released from the melting and pyrolysis of the tires. This oil made its way to Massey Run, a nearby surface water body. The fire was brought under control within a few days, but continued to smolder for six months. The migration of the oil and the residue from the fire have contaminated the site. The site is of potential public health concern because of the risk to human health resulting from possible exposure to hazardous substances at concentrations that may result in adverse human health effects. Human exposure to heavy metals, polynuclear aromatic hydrocarbons and volatile organic compounds may occur via ingestion, inhalation and dermal absorption of contaminated groundwater, surface water, sediments and soils.

    The Silver Bow Creek site is a mining and processing area in the Upper Clark Fork River Basin, Deer Lodge County, Southwestern Montana. The Record of Decision (ROD) documents the selected interim remedial action for one of eleven operable units for the site, the Warm Springs Ponds operable unit, which covers approximately 2,500 acres just above the beginning of the Clark Fork River. Contamination at the site is the result of over 100 years of mining and process operations in the area. Mining, milling, and smelting waste were dumped directly into Silver Bow Creek and transported downstream to the Clark Fork River with final deposition downstream as far as 130 miles. Principal threats from the site include the possibility of pond berm failure due to flood and earthquake damage that could release millions of cubic yards of tailings and sediment to the river. Furthermore, the creeks are contaminated with dissolved metals, and exposed soil and tailings are contaminated with elevated levels of several metals. The primary contaminants of concern affecting the soil, sediment, ground water, and surface water are metals including arsenic, cadmium, copper, lead, and zinc.

    . Soil and vegetation sampling programs were performed around the Monticello coal fired power plant. The objectives were to determine if local mercury hot spots exist, to determine if they could be attributed to deposition of coal-fired power plant emissions, and to determine if they correlated with model predictions. The study found the following: (1) There was no correlation between modeled mercury deposition and either soil concentrations or vegetation concentrations. At the Monticello plant, excess soil Hg was associated with soil characteristics with higher values near the lake. Vegetation concentration showed some correlation with soil concentrations having higher mercury in vegetation when the soil mercury. (2) Based on computer modeling, Hg deposition was primarily RGM with much lower deposition from elemental mercury. The total deposition within 50 Km of the plant was predicted to be 4.2% of the total emitted. In the deposition, RGM is responsible for 98.7% of the total deposition, elemental mercury accounts for 1.1% and particulate mercury accounts for 0.2%. Less than 1% of the elemental mercury emitted was predicted to deposit within 50 km.

    A detailed geochemical test survey has been conducted in a 570 sq km area around six small copper-uranium prospects in sandstones of the Devonian Catskill Formation near Monticello in southern New York state. This report summarizes and interprets the data for about 500 stream sediment samples, 500 stream water samples, and 500 ground water samples, each analyzed for 40 to 50 elements. The groundwater samples furnish distinctive anomalies for uranium, helium, radon, and copper near the mineralized localities, but the samples must be segregated into aquifers in order to obtain continuous well-defined anomalies. Two zones of uranium-rich water (1 to 16 parts per billion) can be recognized on cross sections; the upper zone extends through the known occurrences. The anomalies in uranium and helium are strongest in the deeper parts of the aquifers and are diluted in samples from shallow wells. In stream water, copper and uranium are slightly anomalous, as in an ore factor derived from factor analysis. Ratios of copper, uranium, and zinc to conductivity improve the resolution of anomalies. In stream sediment, extractable uranium, copper, niobium, vanadium, and an ore factor furnish weak anomalies, and ratios of uranium and copper to zinc improve the definition of anomalies. The uranium/thorium ratio is not helpful. Published analyses of rock samples from the nearby stratigraphic section show distinct anomalies in the zone containing the copper-uranium occurrences. This report is being issued without the normal detailed technical and copy editing, to make the data available to the public before the end of the National Uranium Reconnaissance Evaluation program.

    This Annual Site Environmental Report presents information pertaining to environmental activities conducted during calendar year 1996 at the U.S. Department of Energy (DOE) Grand Junction Office (GJO) facility in Grand Junction, Colorado. WASTREN-Grand Junction, the Facility Operations and Support contractor for the GJO, prepared this report in accordance with the requirements of DOE Order 5400.1, General Environmental Protection Program, and supplemental guidance from DOE Headquarters.     Remote sensing technology can provide a cost-effective tool for monitoring hazardous waste sites. This study investigated the usability of HyMap airborne hyperspectral remote sensing data (126 bands at 2.3 x 2.3 m spatial resolution) to characterize the vegetation at U.S. Department of Energy uranium processing sites near Monticello, Utah and Monument Valley, Arizona. Grass and shrub species were mixed on an engineered disposal cell cover at the Monticello site while shrub species were dominant in the phytoremediation plantings at the Monument Valley site. The specific objectives of this study were to: (1) estimate leaf-area-index (LAI) of the vegetation using three different methods (i.e., vegetation indices, red-edge positioning (REP), and machine learning regression trees), and (2) map the vegetation cover using machine learning decision trees based on either the scaled reflectance data or mixture tuned matched filtering (MTMF)-derived metrics and vegetation indices. Regression trees resulted in the best calibration performance of LAI estimation (R{sup 2} > 0.80). The use of REPs failed to accurately predict LAI (R{sup 2} < 0.2). The use of the MTMF-derived metrics (matched filter scores and infeasibility) and a range of vegetation indices in decision trees improved the vegetation mapping when compared to the decision tree classification using just the scaled reflectance. Results suggest that hyperspectral imagery are useful for characterizing biophysical characteristics (LAI) and vegetation cover on capped hazardous waste sites. However, it is believed that the vegetation mapping would benefit from the use of 1 higher spatial resolution hyperspectral data due to the small size of many of the vegetation patches (< 1m) found on the sites.

    The U.S. Department of Energy (DOE) is conducting cleanup activities at the chemical plant area of the Weldon Spring Site located in St. Charles County, Missouri, about 48 km (30 mi) west of St. Louis and 22 km (14 mi) southwest of the City of St. Charles. The 88-ha (217-acre) chemical plant area is chemically and radioactively contaminated as a result of uranium processing activities conducted by the U.S. Atomic Energy Commission during the 1950s and 1960s. The Army also used the chemical plant area for the production of explosives in the 1940s. The Weldon Spring Site chemical plant area was listed on the National Priorities List (NPL) in 1989. Adjacent to the chemical plant area is another NPL site known as the Weldon Spring Ordnance Works. The ordnance works area is a former explosive production facility that manufactured trinitrotoluene (TNT) and dinitrotoluene (DNT) during World War II. The ordnance works area covers 7,000 ha (17,232 acres); cleanup of this site is managed by the U.S. Army Corps of Engineers (CE).

    This document is intended as an addendum to the Remedial Investigation and Feasibility Study (RI/FS) Work Plan for the Salmon Site (SS) (formerly the Tatum Dome Test Site) Lamar County, Mississippi. The original work plan - Remedial Investigation and Feasibility Study of the Tatum Dome Test Site, Lamar County, Mississippi (herein after called the Work Plan) was approved by the state of Mississippi in 1992 and was intended as the operative document for investigative activities at the Tatum Dome Test Site. Subsequent to the approval of the document a series of activities were undertaken under the auspices of the work plan. This document is organized in the same manner as the original work plan: (1) Introduction; (2) Site Background and History; (3) Initial Evaluation; (4) Data Quality Objectives; (5) RI/FS Tasks; (6) Project Schedule; (7) Project Management; and (8) Reference. This addendum will identify changes to the original work plan that are necessary because of additional information acquired at the SS. This document is not intended to replace the work plan, rather, it is intended to focus the remaining work in the context of additional site knowledge gained since the development of the original work plan. The U.S. Department of Energy (DOE) is conducting a focused and phased site characterization as a part, of the RI/FS. The RI/FS is the methodology under the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA) for evaluating hazardous waste sites on the National Priorities List (NPL). The SS is not listed on the NPL, but DOE has voluntarily elected to conduct the evaluation of the SS in accordance with CERCLA.

The 100-KR-4 operable unit includes all contamination found in the aquifer soils and water beneath the 100-K Area.     A computerized database was developed to assist the US Environmental Protection Agency (EPA) in evaluating methods and data for characterizing health hazards associated with land and ocean disposal options for low-level radioactive wastes. The data cover 1984 to 1987. The types of sites considered include Nuclear Regulatory Commission (NRC) licensed commercial disposal sites, EPA National Priority List (NPL) sites, US Department of Energy (DOE) Formerly Utilized Sites Remedial Action Project (FUSRAP) and DOE Surplus Facilities Management Program (SFMP) sites, inactive US ocean disposal sites, and DOE/Department of Defense facilities. Sources of information include reports from EPA, the US Department of Energy (DOE) and the Nuclear Regulatory Commission (NRC), as well as direct communication with individuals associated with specific programs. The data include site descriptions, waste volumes and activity levels, and physical and radiological characterization of low-level wastes.     The St. Louis Site comprises three noncontiguous areas in and near St. Louis, Missouri: the St. Louis Downtown Site (SLDS), the St. Louis Airport Storage Site (SLAPS), and the Latty Avenue Properties. The main site of the Latty Avenue Properties includes the Hazelwood Interim Storage Site (HISS) and the Futura Coatings property, which are located at 9200 Latty Avenue. Contamination at the St. Louis Site is the result of uranium processing and disposal activities that took place from the 1940s through the 1970s. Uranium processing took place at the SLDS from 1942 through 1957. From the 1940s through the 1960s, SLAPS was used as a storage area for residues from the manufacturing operations at SLDS. The materials stored at SLAPS were bought by Continental Mining and Milling Company of Chicago, Illinois, in 1966, and moved to the HISS/Futura Coatings property at 9200 Latty Avenue. Vicinity properties became contaminated as a result of transport and movement of the contaminated material among SLDS, SLAPS, and the 9200 Latty Avenue property. This contamination led to the SLAPS, HISS, and Futura Coatings properties being placed on the National Priorities List (NPL) of the US Environmental Protection Agency (EPA). The US Department of Energy (DOE) is responsible for cleanup activities at the St. Louis Site under its Formerly Utilized Sites Remedial Action Program (FUSRAP). The primary goal of FUSRAP is the elimination of potential hazards to human health and the environment at former Manhattan Engineer District/Atomic Energy Commission (MED/AEC) sites so that, to the extent possible, these properties can be released for use without restrictions. To determine and establish cleanup goals for the St. Louis Site, DOE is currently preparing a remedial investigation/feasibility study-environmental impact statement (RI/FS-EIS). Execution lessons learned include: characterization of investigation derived wastes, and proper approach to radiological scanning of direct-push borings and soil cores. Reporting lessons learned include: coordinating multiple phase (iterative) reporting, large dataset presentation, and the National Priorities List (NPL) designation. The goal of this paper is to provide a resource for other project delivery teams that encounter similar situations on their projects to optimize cost savings, realization of efficiency, shorten schedules, or simply ensure higher quality deliverables. Each FUSRAP project is unique but there are many lessons we can apply to each site to gain efficiency and work more effectively. The Sylvania Corning FUSRAP site is a complex site with both soils and groundwater contamination, contamination to depths of 182 meters, and a highly politically charged environment of PRP involvement. Many of the lessons the project team has learned during the life of the project to date are being shared with others as well as being applied back to this project for future work. (authors)

    Three reactive materials were evaluated at laboratory scale to identify the optimum treatment reagent for use in a Permeable Reactive Barrier Treatment System at Rocky Flats Environmental Technology Site (RFETS). The contaminants of concern (COCS) are uranium, TCE, PCE, carbon tetrachloride, americium, and vinyl chloride. The three reactive media evaluated included high carbon steel iron filings, an iron-silica alloy in the form of a foam aggregate, and a peculiar humic acid based sorbent (Humasorb from Arctech) mixed with sand. Each material was tested in the laboratory at column scale using simulated site water. All three materials showed promise for the 903 Mound Site however, the iron filings were determined to be the least expensive media. In order to validate the laboratory results, the iron filings were further tested at a pilot scale (field columns) using actual site water. Pilot test results were similar to laboratory results; consequently, the iron filings were chosen for the fill-scale demonstration of the reactive barrier technology. Additional design parameters including saturated hydraulic conductivity, treatment residence time, and head loss across the media were also determined and provided to the design team in support of the final design. The final design was completed by the Corps of Engineers in 1997 and the system was constructed in the summer of 1998. The treatment system began fill operation in December, 1998 and despite a few problems has been operational since. Results to date are consistent with the lab and pilot scale findings, i.e., complete removal of the contaminants of concern (COCs) prior to discharge to meet RFETS cleanup requirements. Furthermore, it is fair to say at this point in time that laboratory developed design parameters for the reactive barrier technology are sufficient for fuel scale design; however,the treatment system longevity and the long-term fate of the contaminants are questions that remain unanswered.     The Fernald site is a Department of Energy (DOE)-owned facility that produced high-quality uranium metals for military defense for nearly 40 years. DOE suspended production at the site in 1989 and formally ended production in 1991. Although production activities have ceased, the site continues to examine the air and liquid pathways as possible routes through which pollutants from past operations and current remedial activities may leave the site.     This Site Specific Plan (SSP) has been prepared by the Savannah River Site (SRS) in order to show the Environmental Restoration and Waste Management activities that were identified during the preparation of the Department of Energy-Headquarters (DOE-HQ) Environmental Restoration and Waste Management Five-Year Plan (FYP) for FY 1992--1996. The SSP has been prepared in accordance with guidance received from DOE-HQ. DOE-SR is accountable to DOE-HQ for the implementation of this plan. The purpose of the SSP is to develop a baseline for policy, budget, and schedules for the DOE Environmental Restoration and Waste Management activities.     This Handbook discusses both management and technical elements that should be considered in developing a comprehensive site characterization program. Management elements typical of any project of a comparable magnitude and complexity are combined with a discussion of strategies specific to site characterization. Information specific to the technical elements involved in site characterization is based on guidance published by the Nuclear Regulatory Commission (NRC) with respect to licensing requirements for LLW disposal facilities. The objective of this Handbook is to provide a reference for both NRC Agreement States and non-Agreement States for use in developing a comprehensive site characterization program that meets the specific objectives of the State and/or site developer/licensee. Each site characterization program will vary depending on the objectives, licensing requirements, schedules/budgets, physical characteristics of the site, proposed facility design, and the specific concerns raised by government agencies and the public.     Enhanced homologous recombination is obtained by employing a consensus sequence which has been found to be associated with integration of repeat sequences, such as Alu and ID. The consensus sequence or sequence having a single transition mutation determines one site of a double break which allows for high efficiency of integration at the site. By introducing single or double stranded DNA having the consensus sequence flanking region joined to a sequence of interest, one can reproducibly direct integration of the sequence of interest at one or a limited number of sites. In this way, specific sites can be identified and homologous recombination achieved at the site by employing a second flanking sequence associated with a sequence proximal to the 3'-nick.

    The Nuclear Regulatory Commission (NRC) staff has identified 48 sites contaminated with radioactive material that require special attention to ensure timely decommissioning. While none of these sites represent an immediate threat to public health and safety they have contamination that exceeds existing NRC criteria for unrestricted use. All of these sites require some degree of remediation, and several involve regulatory issues that must be addressed by the Commission before they can be released for unrestricted use and the applicable licenses terminated. This report contains the NRC staff`s strategy for addressing the technical, legal, and policy issues affecting the timely decommissioning of the 48 sites and describes the status of decommissioning activities at the sites.

    Expedited Site Characterization (ESC) is being offered as a new, more cost-effective way to perform DOE environmental site characterizations. Site characterization of environmental cleanup sites can be costly and time consuming. {open_quotes}Traditional techniques,{close_quotes} though effective, are the outgrowth of cautious and often restrictive regulatory control. At some sites up to 40% of the funds and 70% of the time spent on cleanup operations have been devoted to characterization. More realistically, the DOE`s Ten Year Plan (TYP) Cost Rollup by Category (high budgetary version) budgets $1.34 billion to remedial action assessments out of a total of $9.7 billion in remedial actions - about 14% of the total TYP expenditures for this type of cleanup work. The expenditure percentage for characterization drops to a much lower 3% of total expenditures during outyears, after 2006, as most of the assessments will have been completed during the early TYP years. (The sampling and monitoring costs, however, rise from 7% of the budget during the TYP to 30% during the outyears as this activity continues and others decline. Improved characterizations could have the potential to reduce the need for some of these ongoing monitoring costs.) Fortunately, regulatory agencies have begun to relax many of the constraints on site characterization allowing more efficient and innovative approaches to be applied. Argonne National Laboratory`s Expedited Site Characterization is perhaps the best defined of these new approaches. ESC is founded on the premise that it is cheaper, faster, and more efficient to develop and test a conceptual model (or {open_quotes}hypothesis{close_quotes}) of contamination at a site than it is to collect data on a statistical basis and then attempt to model a site from those data. The difference between these two approaches has been described as a {open_quotes}scientific versus an engineering approach{close_quotes}.
