    In accordance with the approval conditions for Modification to the Central Waste Complex (CWC) Radioactive Air Emissions Notice of Construction (NOC). dated August 24,1998, a new release fraction has been developed for submittal to the Washington State Department of Health (WDOH). The proposed annual release fraction of 2.50 E-14 is proposed for use in future NOCs involving the storage and handling operations associated with vented containers on the Hanford Site. The proposed annual release fraction was the largest release fraction calculated from alpha measurements of the NucFil filters from 10 vented containers consisting of nine 55-gallon drums and one burial box with dimensions of 9.3 x 5.7 x 6.4 feet. An annual release fraction of 2.0 E-09 was used in the modification to the CWC radioactive air emissions NOC. This study confirmed that the release fraction used in the CWC radioactive air emissions NOC was conservative.

    The Confederated Tribes of the Umatilla Indian Reservation (CT'UIR) and Oregon Department of Fish and Wildlife (ODFW) are cooperating in a joint effort to supplement steelhead and re-establish salmon runs in the Umatilla River Basin. As an integral part of this program, Bonifer and Minthorn Acclimation Facilities are operated for holding and spawning adult steelhead and fall chinook salmon and acclimation and release of juvenile salmon and steelhead. Acclimation of 109,101 spring chinook salmon and 19,977 summer steelhead was completed at Bonifer in the spring of 1992. At Minthorn, 47,458 summer steelhead were acclimated and released. Control groups of spring chinook salmon were released instream concurrent with the acclimated releases to evaluate the effects of acclimation on adult returns to the Umatilla River. Acclimation studies with summer steelhead were not conducted in 1992. A total of 237 unmarked adult steelhead were collected for broodstock at Three Mile Dam from October 18, 1991 through April 24, 1992 and held at Minthorn. Utilizing a 3 x 3 spawning matrix, a total of 476,871 green eggs were taken from 86 females. The eggs were transferred to Umatilla Hatchery for incubation, rearing, and later release into the Umatilla River. A total of 211 fall chinook salmon were also collected for broodstock at Three Mile Dam and held at Minthorn. Using a 1:1 spawning ratio, a total of 195,637 green eggs were taken from 58 females. They were also transferred to Umatilla Hatchery for incubation, rearing, and later release into the Umatilla River. Personnel from the ODFW Eastern Oregon Fish Pathology Laboratory in La Grande took samples of tissues and reproductive fluids from Umatilla River summer steelhead and fall chinook salmon broodstock for monitoring and evaluation purposes. Cell culture assays for replicating agents, including IHNV virus, on all spawned fish were negative. One of 60 summer steelhead tested positive for EIBS virus, while all fall chinook tested

    This report summarizes results of research activities conducted in 1999 and years previous. In an effort to provide this information to a wider audience, the individual chapters in this report have been submitted as manuscripts to peer-reviewed journals. These chapters communicate significant findings that will aid in the management and recovery of fall chinook salmon in the Columbia River Basin. Abundance and timing of seaward migration of Snake River fall chinook salmon was indexed using passage data collected at Lower Granite Dam for five years. We used genetic analyses to determine the lineage of fish recaptured at Lower Granite Dam that had been previously PIT tagged. We then used discriminant analysis to determine run membership of PIT-tagged smolts that were not recaptured to enable us to calculate annual run composition and to compared early life history attributes of wild subyearling fall and spring chinook salmon. Because spring chinook salmon made up from 15.1 to 44.4% of the tagged subyearling smolts that were detected passing Lower Granite Dam, subyearling passage data at Lower Granite Dam can only be used to index fall chinook salmon smolt abundance and passage timing if genetic samples are taken to identify run membership of smolts. Otherwise, fall chinook salmon smolt abundance would be overestimated and timing of fall chinook salmon smolt passage would appear to be earlier and more protracted than is the case.

    The Historical Monthly Energy Review (HMER) presents monthly and annual data from 1973 through 1992 on production, consumption, stocks, imports, exports, and prices of the principal energy commodities in the United States. Also included are data on international production of crude oil, consumption of petroleum products, petroleum stocks, and production of electricity from nuclear-powered facilities. This edition of the HMER extends the original HMER in several ways: (1) Four additional years of monthly data, 1989--1992, have been added. (2) This report fully replaces the earlier one; each data cell that has been revised since the original HMER is marked with an ``R`` so that changes can be quickly noted. (3) Section 1 has been expanded to include Tables 1.7--1.13, which were not available in the first HMER. (4) Tables 3.9 on propane and Table 4.3 on natural gas trade, which have been added to the MER since the release of the first HMER, are included in this edition. In addition, Table 10.4 on nuclear electricity gross generation has been reorganized to align more closely with the current presentation in the MER.

The purpose of this report is to provide a source of data on routine releases of radioactivity to air, water and seepage basins that can be used for analyses of trends, environmental impact, etc. As used in this report, routine radioactive releases means radioactive materials that are released through established effluents from process facilities. This report is not intended to provide interpretation of the release values, their transport and impact or information on spills, leaks, buried waste or special use facilities. These subjects are covered in other SRP publications. This report provides a summary of radioactive releases that reflects the release values contained in records and documents from startup through 1985. Releases are tabulated in the following categories: Annual radioactive releases by emission source and radionuclide for 1954 through 1985; Annual radioactive releases by receptor medium and radionuclide for 1954 through 1985; Monthly releases by emission source and radionuclide for 1981 through 1985. The presentation of all SRP routine radioactive releases data in these categories provides a reference for historic data on SRP releases. 34 refs.

    The Nez Perce Tribe, in cooperation with the U.S. Fish and Wildlife Service and Washington Department of Fish and Wildlife, conducted monitoring and evaluation studies on Lyons Ferry Hatchery reared yearling fall Chinook salmon Oncorhynchus tshawytscha that were acclimated and released at three Fall Chinook Acclimation Project (FCAP) sites upstream of Lower Granite Dam along with yearlings released on-station from Lyons Ferry Hatchery in 1999. This was the fourth year of a long-term project to supplement natural spawning populations of Snake River stock fall Chinook salmon upstream of Lower Granite Dam. The 453,117 yearlings released from the Fall Chinook Acclimation Project facilities not only slightly exceeded the 450,000 fish quota, but a second release of 76,386 yearlings (hereafter called Surplus) were acclimated at the Big Canyon facility and released about two weeks after the primary releases. We use Passive Integrated Transponder (PIT) tag technology to monitor the primary performance measures of survival to mainstem dams and migration timing. We also monitor size, condition and tag/mark retention at release. We released 9,941 PIT tagged yearlings from Pittsburg Landing, 9,583 from Big Canyon, 2,511 Big Canyon Surplus and 2,494 from Captain John Rapids. The Washington Department of Fish and Wildlife released 983 PIT tagged yearlings from Lyons Ferry Hatchery. Fish health sampling indicated that, overall, bacterial kidney disease levels could be considered relatively low and did not appear to increase after transport to the acclimation facilities. Compared to prior years, Quantitative Health Assessment Indices were relatively low at Pittsburg Landing and Lyons Ferry Hatchery and relatively high at Big Canyon and Captain John Rapids. Mean fork lengths (95% confidence interval) of the release groups ranged from 147.4 mm (146.7-148.1 mm) at Captain John Rapids to 163.7 mm (163.3-164.1 mm) at Pittsburg Landing. The 479,358 yearlings released from the Fall Chinook Acclimation Project facilities exceeded the 450,000 fish quota. We use Passive Integrated Transponder (PIT) tag technology to monitor the primary performance measures of survival to mainstem dams and migration timing. We also monitor size, condition and tag/mark retention at release. We released 7,545 PIT tagged yearlings from Pittsburg Landing, 7,482 from Big Canyon and 2,487 from Captain John Rapids. Fish health sampling indicated that, overall, bacterial kidney disease levels at the acclimation facilities could be considered medium to high with 43-62% of fish sampled rating medium to very high. Mean fork lengths (95% confidence interval) of the PIT tagged groups ranged from 146.7 mm (146.2-147.2 mm) at Captain John Rapids to 164.8 mm (163.5-166.1 mm) at Lyons Ferry Hatchery. Mean condition factors ranged from 1.06 at Lyons Ferry Hatchery to 1.14 at Pittsburg Landing and Captain John Rapids.     The projections in the U.S. Energy Information Administration's (EIA's) Annual Energy Outlook 2015 (AEO2015) focus on the factors that shape the U.S. energy system over the long term. For the first time, the Annual Energy Outlook (AEO) is presented as a shorter edition under a newly adopted two-year release cycle. With this approach, full editions and shorter editions of the AEO will be produced in alternating years. This approach will allow EIA to focus more resources on rapidly changing energy markets both in the United States and internationally, and to consider how they might evolve over the next few years.

    This publication the Petroleum Supply Monthly (PSM) is one of a family of four publications produced by the Petroleum Supply Division within the Energy Information Administration (EIA) reflecting different levels of data timeliness and completeness. The other publications are the Weekly Petroleum Status Report, (WPSR), the Winter Fuels Report, and the Petroleum Supply Annual (PSA). Data presented describe the supply and disposition of petroleum products in the United States and major US geographic regions. The data series describe production, imports and exports, inter-Petroleum Administration for Defense (PAD) District movements, and inventories by the primary suppliers of petroleum products in the United States (50 States and the District of Columbia). The reporting universe includes those petroleum sectors in primary supply. Included are: petroleum refiners, motor gasoline blenders, operators of natural gas processing plants and fractionators, inter-PAD transporters, importers, and major inventory holders of petroleum products and crude oil. Data presented are divided into Summary Statistics and Detailed Statistics.

    US energy production during 1985 was 64.7 quadrillion British thermal units (Btu), 1.4% below the record level attained in 1984. US consumption of energy totaled 73.8 quadrillion Btu, about the same as in 1984 but well below the 78.9 quadrillion Btu consumed during the peak year of 1979. Net imports of energy fell from 9.0 quadrillion Btu in 1984 to 7.8 quadrillion Btu in 1985, a 12.8% decline that brought net imports to the second lowest level since the 1973-1974 oil embargo. Net imports remained significantly below the all-time high of 18.0 quadrillion Btu reached in 1977.

    The Petroleum Supply Monthly (PSM) is one of a family of four publications produced by the Petroleum Supply Division within the Energy Information Administration (EIA) reflecting different levels of data timelines and completeness. The other publications are the Weekly Petroleum Status Report (WPSR), the Winter Fuels Report, and the Petroleum Supply Annual (PSA). Data presented in the PSM describe the supply and disposition of petroleum products in the United States and major US geographic regions. The data series describe production, imports and exports, inter-Petroleum Administration for Defense (PAD) District movements, and inventories by the primary suppliers of petroleum products in the United States (50 States and the District of Columbia). The reporting universe includes those petroleum sectors in primary supply. Included are: Petroleum refiners, motor gasoline blenders, operators of natural gas processing plants and fractionators, inter-PAD transporters, importers, and major inventory holders of petroleum products and crude oil. When aggregated, the data reported by these sectors approximately represent the consumption of petroleum products in the United States. Data presented in the PSM are divided into two sections: Summary Statistics and Detailed Statistics.

    The Energy Information Administration (EIA) prepares the Electric Power Monthly (EPM) for a wide audience including Congress, Federal and State agencies, the electric utility industry, and the general public. This publication provides monthly statistics for net generation, fossil fuel consumption and stocks, quantity and quality of fossil fuels, cost of fossil fuels, electricity sales, revenue, and average revenue per kilowatthour of electricity sold. Data on net generation, fuel consumption, fuel stocks, quantity and cost of fossil fuels are also displayed for the North American Electric Reliability Council (NERC) regions. The EIA publishes statistics in the EPM on net generation by energy source, consumption, stocks, quantity, quality, and cost of fossil fuels; and capability of new generating units by company and plant. The purpose of this publication is to provide energy decisionmakers with accurate and timely information that may be used in forming various perspectives on electric issues that lie ahead.

    The ``Petroleum Supply Annual`` (PSA) contains information on the supply and disposition of crude oil and petroleum products. The publication reflects data that were collected from the petroleum industry during 1998 through annual and monthly surveys. The PSA is divided into two volumes. This first volume contains three sections: Summary Statistics, Detailed Statistics, and Refinery Statistics; each with final annual data. The second volume contains final statistics for each month of 1998, and replaces data previously published in the PSA. The tables in Volumes 1 and 2 are similarly numbered to facilitate comparison between them. 16 figs., 59 tabs.

    This report fulfills the annual environmental release reporting requirements of US Department of Energy (DOE) Orders. This report provides supplemental information to the Hanford Site Environmental Report. The Hanford Site Environmental Report provides an update on the environmental status of the entire Hanford Site. The sitewide annual report summarizes the degree of compliance of the Hanford Site with applicable environmental regulations and informs the public about the impact of Hanford operations on the surrounding environment. Like the Hanford Site Environmental Report, this annual report presents a summary of the environmental releases from facilities managed by the Westinghouse Hanford Company (WHC) and monitored by Bechtel Hanford, Incorporated (BHI). In addition to the summary data, this report also includes detailed data on air emissions, liquid effluents, and hazardous substances released to the environment during calendar year 1994 from these facilities.

    Beginning in fiscal year (FY) 2003, the U.S. Department of Energy (DOE) Richland Operations Office initiated activities, including the development of data packages, to support a Hanford assessment. This report describes the data compiled in FY 2003 through 2005 to support the Release Module of the System Assessment Capability (SAC) for the updated composite analysis. This work was completed as part of the Characterization of Systems Project, part of the Remediation and Closure Science Project, the Hanford Assessments Project, and the Characterization of Systems Project managed by Pacific Northwest National Laboratory. Related characterization activities and data packages for the vadose zone and groundwater are being developed under the remediation Decision Support Task of the Groundwater Remediation Project managed by Fluor Hanford, Inc. The Release Module applies release models to waste inventory data from the Inventory Module and accounts for site remediation activities as a function of time. The resulting releases to the vadose zone, expressed as time profiles of annual rates, become source terms for the Vadose Zone Module. Radioactive decay is accounted for in all inputs and outputs of the Release Module. The Release Module is implemented as the VADER (Vadose zone Environmental Release) computer code. Key components of the Release Module are numerical models (i.e., liquid, soil-debris, cement, saltcake, and reactor block) that simulate contaminant release from the different waste source types found at the Hanford Site. The Release Module also handles remediation transfers to onsite and offsite repositories.
