    Historically, Spain`s nuclear program has had its share of successes and challenges. The country currently operates nine nuclear reactors totalling over 7,100 MWe of capacity and accounting for more than a third of Spain`s electricity generation. Yet four reactors at advanced stages of construction remain mothballed due to a government-imposed moratorium, and a fire at one reactor in 1989 led to its premature closure and to a revival of anti-nuclear sentiment in the country. In the new national energy plan, Spain opted to continue the moratorium and rely upon conservation measures, additional natural gas imports, and electricity imports to meet expected demand. The current nuclear facilities will continue to operate, and the government will continue to pursue advanced reactor research, and expansion of the country`s domestic uranium industry. Spain`s integration into the European Community also is affecting the country`s energy plans, prompting consolidation within the Spanish electricity sector in order to be more competitive in Europe.

Four reactors at advanced stages of construction remain mothballed as the result of a government-imposed moratorium, and a fire at Vandellos 1 in 1989 led to its premature closure and to a revival of anti-nuclear sentiment in the country. In the new national energy plan, which was sent to the Spanish Parliament on July 25, 1991, Spain opted to continue the nuclear moratorium that began in 1984 and rely upon conservation measures, additional natural gas imports, and electricity imports to meet expected demand. Under the new plan, nuclear power`s share of Spain`s total installed electrical generating capacity will fall from about 17 percent in 1990, to approximately 14 percent by the end of the century, as only the current nuclear facilities will continue to operate and no new nuclear plants will be built. Spain`s integration into the European Community also is affecting the country`s energy plans, prompting consolidation within the Spanish electricity sector in order to be more competitive in Europe. To supply the existing reactors, the government is supporting a major expansion of the country`s domestic uranium industry.

    Low emission development strategies (LEDS) articulate economy-wide policies and implementation plans designed to enable a country to meet its long-term development objectives while reducing greenhouse gas emissions. A development impact assessment tool was developed to inform an analytically robust and transparent prioritization of LEDS actions based on their economic, social, and environmental impacts. The graphical tool helps policymakers communicate the development impacts of LEDS options and identify actions that help meet both emissions reduction and development goals. This paper summarizes the adaptation and piloting of the tool in Kenya and Montenegro. The paper highlights strengths of the tool and discusses key needs for improving it.

    The task of managing institutional radioactive waste was assigned to the Slovenian National Agency for Radwaste Management by the Governmental Decree of May 1999. This task ranges from the collection of waste at users' premises to the storage in the Central Storage Facility in (CSF) and afterwards to the planned Low and Intermediate Level Waste (LILW) repository. By this Decree ARAO also became the operator of the CSF. The CSF has been in operation since 1986. Recent improvements of the institutional radioactive waste management system in Slovenia are presented in this paper. ARAO has been working on the reestablishment of institutional radioactive waste management since 1999. The Agency has managed to prepare the most important documents and carry out the basic activities required by the legislation to assure a safe and environmentally acceptable management of the institutional radioactive waste. With the aim to achieve a better organized operational system, ARAO took the advantage of the European Union Transition Facility (EU TF) financing support and applied for the project named 'Improvement of the management of institutional radioactive waste in Slovenia via the design and implementation of an Information Business System'. Through a public invitation for tenders one of the Slovenian largest software company gained the contract. Two international radwaste experts from Belgium were part of their project team. The optimization of the operational system has been carried out in 2007. The project was executed in ten months and it was divided into two phases. The first phase of the project was related with the detection of weaknesses and implementation of the necessary improvements in the current ARAO operational system. With the evaluation of the existing system, possible improvements were identified. In the second phase of the project the software system Information Business System (IBS) was developed and implemented by the group of IT experts. As a software development life-cycle methodology the Waterfall methodology was used. The reason for choosing this methodology lied in its simple approach: analyze the problem, design the solution, implement the code, test the code, integrate and deploy. ARAO's institutional radioactive waste management process was improved in the way that it is more efficient, better organized, allowing traceability and availability of all documents and operational procedures within the field of institutional radioactive waste. The tailored made IBS system links all activities of the institutional radioactive waste management process: collection, transportation, takeover, acceptance, storing, treatment, radiation protection, etc. into one management system. All existing and newly designed evidences, operational procedures and other documents can be searched and viewed via secured Internet access from different locations. (authors)

    For the past two decades, Spain has been consolidating a nuclear program that in the last 3 years has provided between 35 and 40% of the electricity consumed in that country. This program includes nine operating reactor units, eight of them based on US technology and one from Germany, a total of 7,356 MW(electric). There is also a 480-MW(electric) French gas-cooled reactor whose operation recently ceased and which will be decommissioned in the coming years. Spanish industry has participated significantly in this program, and material produced locally has reached 85% of the total. Once the construction program has been completed and operation is proceeding normally, the capacity factor will be {approximately} 80%. It will be very important to complete the nuclear program with the establishment of conditions for safe management and disposal of the nuclear waste generated during the years in which these reactors are in operation and for subsequent decommissioning. To establish the guidelines for the disposal of nuclear waste, the Spanish government approved in october 1987, with a revision in January 1989, the General Plan of Radioactive Wastes proposed by the Ministry of Industry and Energy and prepared by the national company for radioactive waste management, ENRESA.

    Soil in an area near Palomares, Spain, was contaminated with plutonium as a result of a mid-air collision of U.S. military aircraft in January 1966. The assessment for potential inhalation dose can be found in Iranzo et al., (1987). Long-term monitoring has been used to evaluate remedial actions (Iranzo et al., 1988) and there are many supporting studies of the Pu contamination at Palomares that have been carried out by the Centro de Investigaciones Energeticas, Medioambientales y Tecnologicas (CIEMAT) in Madrid. The purpose of this study is to evaluate the resuspension of Pu from the soil in terms of Pu-concentrations in air and resuspension rates in a complementary investigation to those of CIEMAT but in an intensive short-term field effort. This study complements the resuspension studies of CIEMAT at Palomares with additional information, and with confirmation of their previous studies. Observed mass loadings (M) were an average of 70 mg/m{sup 3} with peaks in the daytime of 130 mg/m{sup 3} and low values at night below 30 {micro}g/m{sup 3}. The Pu-activity of aerosols (A) downwind of plot 2-1 was 0.12 Bq/g and the enhancement factor (E{sub f}) had a value of 0.3, which is low but similar to a typical value of 0.7 for other undisturbed sites. This E{sub f} value may increase further away from ground zero. The particle size distribution of the Pu in air measured by cascade impactors was approximately lognormal with a median aerodynamic diameter of 3.7 {micro}m and a geometric standard deviation of 3.5 in the respirable range. This peak midway between 1 ? m and 10 {micro}m in the respirable range is commonly observed. Daily fluctuations in the Pu concentration in air (C) detected by the UHV were lognormally distributed with a geometric standard deviation of 4.9 indicating that the 98th percentile would be 24 times as high as the median. Downwind of plot 2-1 the mean Pu concentration in air, C, was 8.5 {micro}Bq/m{sup 3}. The resuspension factor (Sf) was 2.4 x 10{sup -10} m{sup -1} and agrees very well with the values between 10{sup -10} m{sup -1} and 10{sup -9} m{sup -1} previously reported. We observed a mean Pu/Am ratio of 7.1 with a relative variation of 30%, which compares well with a mean value of 6.5 for nearby plot 2-2. The resuspension rate (R) was in the middle of the range, 10{sup -11} s{sup -1} to 10{sup -12} s{sup -1} as observed in other stable sites, and indicates low potential for Pu redistribution.

    To achieve meaningful sustainable development, Environmental Impact Assessment (EIA) should avoid the net losses in the environment resource base. But EIA practice does not always avoid the losses caused by the implementation of the projects under EIA regulation. Some environmental impacts are, simply, admitted, even without enforcing any form of compensation. When applied, compensation is sometimes just a monetary payment to offset the environmental loss. This paper looks for evidence on the role that compensation is given at present in EIA practice in Spain, and for some of its conceptual and regulatory roots. Specifically, it explores how compensation is addressed in 1302 records of decision (RODs) on those projects subject to the Spanish EIA regulation published during the years 2006 and 2007, to know how far Spain is from preserving the environmental resource base managed through this particular aspect of EIA practice. As a result, it is concluded that the practice of ecological compensation in EIA in Spain is much lower than it could be expected in a theoretical sustainability context committed to avoid net losses in the environment resource base, mainly due to an EIA practice focused on on-site mitigation that allows these net losses.

    Since 1984, ENRESA is responsible of the radioactive waste management and the decommissioning of nuclear installations in Spain. The major recent challenge has been the approval of the Sixth General Radioactive Waste Plan (GRWP) as 'master plan' of the activities to be performed by ENRESA. Regarding the LILW programme, the El Cabril LILW disposal facility will be described highlighting the most relevant events especially focused on optimizing the existing capacity and the start-up of a purpose -built disposal area for VLLW. Concerning the HLW programme, two aspects may be distinguished in the direct management of spent fuel: temporary storage and long-term management. In this regards, a major challenge has been the decision adopted by the Spanish Government to set up a Inter-ministerial Committee for the establishment of the criteria that must be met by the site of the Centralized Intermediate Storage (CTS) facility as the first and necessary step for the process. Also the developments of the long-term management programme will be presented in the frame of the ENRESA's R and D programme. Finally, in the field of decommissioning they will be presented the PIMIC project at the CIEMAT centre and the activities in course for the decommissioning of Jose Cabrera NPP. (authors)

    The International Criticality Safety Benchmark Evaluation Project (ICSBEP) was initiated in 1992 by the United States Department of Energy. The ICSBEP became an official activity of the Organization for Economic Cooperation and Development (OECD) -- Nuclear Energy Agency (NEA) in 1995. Representatives from the United States, United Kingdom, France, Japan, the Russian Federation, Hungary, Republic of Korea, Slovenia, Serbia and Montenegro (formerly Yugoslavia), Kazakhstan, Spain, Israel, Brazil, Poland, and the Czech Republic are now participating. South Africa, India, China, and Germany are considering participation. The purpose of the ICSBEP is to identify, evaluate, verify, and formally document a comprehensive and internationally peer-reviewed set of criticality safety benchmark data. The work of the ICSBEP is published as an OECD handbook entitled ''International Handbook of Evaluated Criticality Safety Benchmark Experiments.'' The 2004 Edition of the Handbook contains benchmark specifications for 3331 critical or subcritical configurations that are intended for use in validation efforts and for testing basic nuclear data. New to the 2004 Edition of the Handbook is a draft criticality alarm / shielding type benchmark that should be finalized in 2005 along with two other similar benchmarks. The Handbook is being used extensively for nuclear data testing and is expected to be a valuable resource for code and data validation and improvement efforts for decades to come. Specific benchmarks that are useful for testing structural materials such as iron, chromium, nickel, and manganese; beryllium; lead; thorium; and 238U are highlighted.

    We present the results of the analysis of satellite imagery to study light pollution in Spain. Both calibrated and non-calibrated DMSP-OLS images were used. We describe the method to scale the non-calibrated DMSP-OLS images which allows us to use differential photometry techniques in order to study the evolution of the light pollution. Population data and DMSP-OLS satellite calibrated images for the year 2006 were compared to test the reliability of official statistics in public lighting consumption. We found a relationship between the population and the energy consumption which is valid for several regions. Finally the true evolution of the electricity consumption for street lighting in Spain from 1992 to 2010 was derived, it have been doubled in the last 18 years in most of the provinces.

    In previous reports [1][2] we have presented the conceptual design of a fast neutron driven sub-critical device (Energy Amplifier) designed both for energy amplification (production) and for the incineration of unwanted ³waste² from Nuclear Light Water Reactors (LWR). The latter scheme is here applied to the specific case of Spain, where 9 large LWR¹s are presently in operation. It is shown that a cluster of 5 EA¹s is a very effective and realistic solution to the elimination (in 37 years) of the present and foreseen (till 2029) LWR-Waste stockpiles of Spain, but with major improvements over Geologic Storage, since: (1) only a Low Level Waste (LLW) surface repository of reasonable size is ultimately required; (2) the large amount of energy stored in the trans-Uranics is recovered, amounting for each of the 37 years of incineration to a saving of about 8% of the present primary energy demand of Spain (100 MTep/y); (3) the slightly enriched (1.1%) Uranium, unburned by LWR¹s, can be recovered for further us...

    The openness of the transmission grid and the incentives given by transmission pricing form the foundation for retail and wholesale competition in the electricity market. The deregulated markets of Norway, Spain, and California all have introduced retail access and wholesale competition, although with different approaches to pricing of transmission grid services. This paper will briefly describe the three different solutions, and discuss some of their implications. Of the three electricity systems, Norway was the first to open the grid to competition in electricity trade. The Norwegian Energy Law of 1990 introduced open competition to wholesale and retail trade starting January 1991. In Spain, the Electricity Law of 1997 came into force early in 1998. Wholesale and retail markets in California were opened for competition on April 1, 1998, following the passage of Assembly Bill 1890, in August 1996. Introducing competition in electricity markets also implies introducing Third Party Access to the transmission grid. All potential competitors have to be given access to the grid in order to compete, no matter who owns the actual wires. This principle raises several challenges, notably, how to price transmission services. Who is to pay for which transmission services? The Norwegian grid is divided into three levels depending on its function. The transmission grid includes all parts of the national grid having a transmission function, meaning that some lower voltage levels also are included. In Spain, the definition of the transmission grid is similar, including the 400 kV and 220 kV national grid as well as lower voltage installations that could affect transmission operation or generation dispatch. For historic reasons, wholesale electricity transactions in the US are regulated by the federal government through the FERC. However, operations of utility systems within one state fall primarily under state jurisdiction. Because the utility systems in California generally are large and exchanges between them limited, the role of FERC was small prior to restructuring, although the state is a large importer of power.

    On 29 December 2009, the Spanish government launched a site selection process to host a centralised interim storage facility for spent fuel and high-level radioactive waste. It was an unprecedented call for voluntarism among Spanish municipalities to site a controversial facility. Two nuclear municipalities, amongst a total of thirteen municipalities from five different regions, presented their candidatures to host the facility in their territories. For two years the government did not make a decision. Only in November 30, 2011, the new government elected on 20 November 2011 officially selected a non-nuclear municipality, Villar de Canas, for hosting this facility. This paper focuses on analysing the factors facilitating and hindering the siting of controversial facilities, in particular the interim storage facility in Spain. It demonstrates that involving all stakeholders in the decision-making process should not be underestimated. In the case of Spain, all regional governments where there were candidate municipalities willing to host the centralised interim storage facility, publicly opposed to the siting of the facility.   16. Global climate change and maize production in Spain: Risk assessment and impacts of weather on yields

    The study evaluates the potential effect of climate change on maize production in Spain, combining climate models, a crop productivity model, a decision support system and a yield-response model. The study was carried out for two agricultural regions that include the largest areas of Spain where maize is grown as a high input crop. The paper combines the output from a crop model with different techniques of analysis. The scenarios used in this study were generated from the output of two General Circulation Models (GCMs): the Goddard Institute for Space Studies model (GISS) and the Canadian Climate Change Model (CCCM). The study also includes a preliminary evaluation of the potential changes in monetary returns taking into account the possible variability of grain yields and prices, using mean-Gini stochastic dominance (MGSD). A yield response model was estimated using simulated data from the crop model. Weather variables are included. Typically, temperature and precipitation are the only weather variables included in these models. However, solar radiation is another important climate factor for plant growth and development and were included in the yield response model.

    The Spanish government recently announced an official fast-track path to citizenship for any individual who is Jewish and whose ancestors were expelled from Spain during the inquisition-related dislocation of Spanish Jews in 1492. It would seem that this policy targets a small subset of the global Jewish population, i.e., restricted to individuals who retain cultural practices associated with ancestral origins in Spain. However, the central contribution of this manuscript is to demonstrate how and why the policy is far more likely to apply to a very large fraction (i.e., the vast majority) of Jews. This claim is supported using a series of genealogical models that include transmissable "identities" and preferential intra-group mating. Model analysis reveals that even when intra-group mating is strong and even if only a small subset of a present-day population retains cultural practices typically associated with that of an ancestral group, it is highly likely that nearly all members of that population have dir...

    An accident involving two US Air Force planes engaged in a refueling operation occurred at 0922 GMT on January 17, 1966 over the town of Palomares in southeastern Spain. Three of the bombs, one intact, were found on land, in or near Palomares while the fourth was removed from the Mediterranean Sea. The parachutes of two of the bombs did not deploy resulting in the detonation of their conventional explosives and release of fissile material upon impact. Partial burning of the fissile material formed an aerosol that contaminated approximately 226 hectares of uncultivated, farmed, and urban land. The objective of this study was to determine the magnitude of the risk from internal contamination of the area inhabitants immediately after the accident and during the emergency phase and to determine the short, medium and long-term risk of internal contamination for the inhabitants of Palomares and its environs and to those who consume planet products cultivated in that area.

    The assessment of different alternatives in road-corridor planning must be based on a number of well-defined territorial variables that serve as decision making criteria, and this requires a high-quality preliminary environmental assessment study. In Spain the formal specifications for the technical requirements stipulate the constraints that must be considered in the early stages of defining road corridors, but not how they should be analyzed and ranked. As part of the feasibility study of a new road definition, the most common methodology is to establish different levels of Territorial Carrying Capacity (TCC) in the study area in order to summarize the territorial variables on thematic maps and to ease the tracing process of road-corridor layout alternatives. This paper explores the variables used in 22 road-construction projects conducted by the Ministry of Public Works that were subject to the Spanish EIA regulation and published between 2006 and 2008. The aim was to evaluate the quality of the methods applied and the homogeneity and suitability of the variables used for defining the TCC. The variables were clustered into physical, environmental, land-use and cultural constraints for the purpose of comparing the TCC values assigned in the studies reviewed. We found the average quality of the studies to be generally acceptable in terms of the justification of the methodology, the weighting and classification of the variables, and the creation of a synthesis map. Nevertheless, the methods for assessing the TCC are not sufficiently standardized; there is a lack of uniformity in the cartographic information sources and methodologies for the TCC valuation. -- Highlights: • We explore 22 road-corridor planning studies subjected to the Spanish EIA regulation. • We analyze the variables selected for defining territorial carrying capacity. • The quality of the studies is acceptable (methodology, variable weighting, mapping). • There is heterogeneity in the methods for territorial carrying capacity valuation.

    This report discusses the examination of potential overseas markets for using small-scale, US-developed, advanced coal-combustion technologies (ACTs). In previous work, member countries of the Organization for Economic Cooperation and Development (OECD) were rated on their potential for using ACTs through a comprehensive screening methodology. The three most promising OECD markets were found to be Spain, Italy, and Turkey. This report provides in-depth analyses of these three selected countries. First, it addresses changes in the European Community with particular reference to the 1992 restructuring and its potential effect on the energy situation in Europe, specifically in the three subject countries. It presents individual country studies that examine demographics, economics, building infrastructures, and energy-related factors. Potential niches for ACTs are explored for each country through regional analyses. Marketing channels, strategies, and the trading environments in each country are also discussed. The information gathered indicates that Turkey is a most promising market, Spain is a fairly promising market, and Italy appears to be a somewhat limited market for US ACTs. 76 refs., 16 figs., 14 tabs.

    The quantification at regional level of the amount of energy (for thermal uses and for electricity) that can be generated by using solar systems in buildings is hindered by the availability of data for roof area estimation. In this note, we build on an existing geo-referenced method for determining available roof area for solar facilities in Spain to produce a quantitative picture of the likely limits of roof-top solar energy. The installation of solar hot water systems (SHWS) and photovoltaic systems (PV) is considered. After satisfying up to 70% (if possible) of the service hot water demand in every municipality, PV systems are installed in the remaining roof area. Results show that, applying this performance-based criterion, SHWS would contribute up to 1662 ktoe/y of primary energy (or 68.5% of the total thermal-energy demand for service hot water), while PV systems would provide 10 T W h/y of electricity (or 4.0% of the total electricity demand).     Microwave remote sensing is the most recent experimental methodology suitable to the non-contact measurement of deflections on large structures, in static or dynamic conditions. After a brief description of the radar measurement system, the paper addresses the application of microwave remote sensing to ambient vibration testing of a cable-suspended bridge. The investigated bridge crosses the Ebro River at Amposta, Spain and consists of two steel stiffening trusses and a series of equally spaced steel floor beams; the main span is supported by inclined stay cables and two series of 8 suspension cables. The dynamic tests were performed in operational conditions, with the sensor being placed in two different positions so that the response of both the steel deck and the arrays of suspension elements was measured. The experimental investigation confirms the simplicity of use of the radar and the accuracy of the results provided by the microwave remote sensing as well as the issues often met in the clear localization of measurement points.

  5. Characterization of U/Pu Particles Originating From the Nuclear Weapon Accidents at Palomares, Spain, 1966 And Thule, Greenland, 1968

    Following the USAF B-52 bomber accidents at Palomares, Spain in 1966 and at Thule, Greenland in 1968, radioactive particles containing uranium (U) and plutonium (Pu) were dispersed into the environment. To improve long-term environmental impact assessments for the contaminated ecosystems, particles from the two sites have been isolated and characterized with respect to properties influencing particle weathering rates. Low [239]Pu/[235]U (0.62-0.78) and [240]Pu/[239]Pu (0.055-0.061) atom ratios in individual particles from both sites obtained by Inductively Coupled Plasma Mass Spectrometry (ICP-MS) show that the particles contain highly enriched U and weapon-grade Pu. Furthermore, results from electron microscopy with Energy Dispersive X-ray analysis (EDX) and synchrotron radiation (SR) based micrometer-scale X-ray fluorescence ({micro}-XRF) 2D mapping demonstrated that U and Pu coexist throughout the 1-50 {micro}m sized particles, while surface heterogeneities were observed in EDX line scans. SR-based micrometer-scale X-ray Absorption Near Edge Structure Spectroscopy ({micro}-XANES) showed that the particles consisted of an oxide mixture of U (predominately UO[2] with the presence ofU[3][8]) and Pu ((III)/(IV), (V)/(V) or (III), (IV) and (V)). Neither metallic U or Pu nor uranyl or Pu(VI) could be observed. Characteristics such as elemental distributions, morphology and oxidation states are remarkably similar for the Palomares and Thule particles, reflecting that they originate from similar source and release scenarios. Thus, these particle characteristics are more dependent on the original material from which the particles are derived (source) and the formation of particles (release scenario) than the environmental conditions to which the particles have been exposed since the late 1960s.

    Job generation has been a part of the national dialogue surrounding energy policy and renewable energy (RE) for many years. RE advocates tout the ability of renewable energy to support new job opportunities in rural America and the manufacturing sector. Others argue that spending on renewable energy is an inefficient allocation of resources and can result in job losses in the broader economy. The report, Study of the Effects on Employment of Public Aid to Renewable Energy Sources, from King Juan Carlos University in Spain, is one recent addition to this debate. This report asserts that, on average, every renewable energy job in Spain 'destroyed' 2.2 jobs in the broader Spanish economy. The authors also apply this ratio to the U.S. context to estimate expected job loss from renewable energy development and policy in the United States. This memo discusses fundamental and technical limitations of the analysis by King Juan Carlos University and notes critical assumptions implicit in the ultimate conclusions of their work. The memo also includes a review of traditional employment impact analyses that rely on accepted, peer-reviewed methodologies, and it highlights specific variables that can significantly influence the results of traditional employment impact analysis.

    HUNOSA`s {open_quotes}La Pereda{close_quotes} cogeneration facility is equipped with a Foster Wheeler circulating fluidized bed boiler designed to produce 185000 Kg/h (407850 lb/hr) of superheated steam to generate 50 MW of electricity, HUNOSA, a Spanish public mining company, uses a fuel mixture of 65% culm waste and 35% run off mine coal with a High Heating Value as low as 8700 Kj/Kg (3740 BTU/lb), and an ash content as high as 65%. The efficient and clean use of such a waste fuel, which is a subproduct of the company`s mining activity, is attempted by the first time in Spain, and was possible by using a circulating fluid bed (CFB) boiler which takes advantage of Foster Wheeler previous experience firing waste fuels of this type. This paper summarizes La Pereda`s CFB boiler main design characteristics and describes the results attained during its first year and a half of operation. This project was partially financed by the European Community, as well as by another Spanish official entities. It is the first industrial installation in operation with a circulating fluidized bed boiler in Spain and will serve as a basis to develop an important program of waste fuel valorization and environmental regeneration by using low grade energy resources which were not susceptible of being used up to now. The authors believe that the case described might be of interest to other mining companies and in general, to all those considering the potential use of waste fuels of this type for steam and electricity generation.

    On 17 January 1966, an accident during a refueling operation resulted in the destruction of an air force KC-135 tanker and a B-52 bomber carrying four thermonuclear weapons. Two weapons, whose parachutes opened, were found intact. The others experienced non-nuclear explosion with some burning and release of the fissile fuel at impact. Joint efforts by the United States and Spain resulted in remedial action and a long-term program to monitor the effectiveness of the cleanup. Air concentrations of /sup 239/Pu and /sup 240/Pu have been continuously monitored since the accident. The average annual air concentration for each location was used to estimate committed dose equivalents for individuals living and working around the air sampling stations. The average annual /sup 239/Pu and /sup 240/Pu air concentrations during the 15-y period corresponding to 1966-1980 and the potential committed dose equivalents for various tissues due to the inhalation of the /sup 239/Pu and /sup 240/Pu average annual air concentration during this period are shown and discussed in the report.

    As a result of nuclear weapons testing and accidents, plutonium has been distributed into the environment. The areas close to the sites of these tests and accidental dispersions contain plutonium deposition of such a magnitude that health authorities and responsible officials have mandated that the contaminated areas be protected, generally through isolation or removal of the contaminated areas. In recent years remedial actions have taken place at all these sites. For reasons not entirely clear, the public perceives radiation exposure risk to be much greater than the evidence would suggest [1]. This perception seems to be particularly true for plutonium, which has often been ''demonized'' in various publications as the ''most hazardous substance known to man'' [2]. As the position statement adapted by the Health Physics Society explains, ''Plutonium's demonization is an example of how the public has been misled about radiation's environmental and health threats generally, and in cases like plutonium, how it has developed a warped ''risk perception'' that does not reflect reality'' [3]. As a result of this risk perception and ongoing debate surrounding environmental plutonium contamination, remedial action criteria are difficult to establish. By examining the data available before and after remedial actions taken at the three sites discussed in our report, we hope to present data that will illustrate that plutonium measured as aged deposition (older than several months) does not present as high a dose or risk as many had expected. The authors show that even though dose to the lung from inhalation (the primary pathway for the high-fired plutonium oxide particles present at these sites) is reduced, such a reduction is achieved at significant cost. The cost comes from damage to the environment, large expenditures per hectare rehabilitated, and the risk to occupational workers. This paper specifically examines sites that are similar in many ways. These sites were chosen for their similarities to make comparisons. The sites are all desert in nature i.e., have low rainfall (all receive about 20 cm per year), have minimal vegetative ground cover, and have high summer temperatures. These sites are Palomares, Spain; the Nevada Test Site (NTS); and the Maralinga site in Australia. One significant difference, however, is that the Palomares site has been used continuously for residential and agriculture purposes since the plutonium remediation was completed. Maralinga is being remediated with the objective of returning the land to its former owners, but it will have some use restrictions for the remaining contaminated areas. Any decision to return the land being remediated by the United States Department of Energy (USDOE) at its Nevada sites, for public use, is in the distant future.

    Specific activity in samples of fly ashes from Spanish coal thermal power stations at Abono (Asturias), Andorra (Teruel), Alcudia (Mallorca) and Cercs (Barcelona) was analysed by gamma ray spectrometry. The values obtained permit us to quantify the presence of different natural radionuclides from /sup 232/Th, /sup 238/U, /sup 235/U series and /sup 40/K. The models are defined on the basis of these data to calculate the dosimetric impact caused by the use of fly ashes in the concrete.

    We analyzed the ground motion time histories due to the local seismicity near the Itoiz reservoir, in order to estimate the surface 3D displacement-gradients and dynamic deformations. The seismic data were obtained by a semi-permanent broadband and accelerometric network installed by the University of Almeria during 2008 and 2009. Seismic sensors were located on surface and at underground sites in the vicinity of the dam. The dynamic deformation field was calculated by two different methods. On one hand, by the Seismo-Geodetic method using the data from a three-station micro-array. On the other hand, by Single-Station estimates of displacement gradients, assuming the incidence of body wave fields propagating through the recording site. The dynamic deformations obtained from both methods were compared and analyzed in the context of the local effects near the dam.     The El Tremedal Underground Coal Gasification (UCG) trial sponsored by Belgian, Spanish and United Kingdom government organizations and the European Community has conducted two gasification phases during the summer-autumn of 1997, of nine and five days duration respectively. A gas of good quality has been obtained on both occasions. During the active gasification phases, which lasted in total 12.1 days, an estimated 237.2 tonnes of coal moisture-ash-free were affected and an average power of 2.64 MW based on the lower calorific value of the product gas was developed underground. The test utilized oxygen and nitrogen as the injection reactants (no steam injection). Access to the 2--3 meters sub-bituminous coal seam situated at an average depth of 560 meters was provided by an in-seam deviated well drilled close to the bottom of the 29 degrees dipping seam. A vertical well was used for the exhaust of the gasification products and the production counter-pressure was maintained in near equilibrium with the underground hydrostatic head (50--54 bars). Three Controlled Retraction Ignition Point (CRIP) maneuvers were achieved. Analysis of the raw process data was conducted to calculate mass and energy balances, and to determine influences of process conditions on gas composition, shift and methanation equilibrium, water influx and oxygen/coal conversion efficiencies.

    Most Strategic Environmental Assessment (SEA) research has been concerned with SEA as a procedure, and there have been relatively few developments and tests of analytical methodologies. The first stage of the SEA is the 'screening', which is the process whereby a decision is taken on whether or not SEA is required for a particular programme or plan. The effectiveness of screening and SEA procedures will depend on how well the assessment fits into the planning from the early stages of the decision-making process. However, it is difficult to prepare the environmental screening for an infrastructure plan involving a whole country. To be useful, such methodologies must be fast and simple. We have developed two screening tools which would make it possible to estimate promptly the overall impact an infrastructure plan might have on biodiversity and global warming for a whole country, in order to generate planning alternatives, and to determine whether or not SEA is required for a particular infrastructure plan.

    The 3-rd International 3-days Workshop "Baryon and Lepton Number Violations: BLV-2011" took place at Gatlinburg, TN for September 22-24, 2011. Workshop was organized by the International Organizing Committee and had received advice from the International Program Advisory Committee (see Appendix 1). Workshop was co-chaired by Pavel Fileviez Perez (University of Wisconsin) for theory and Yuri Kamyshkov (University of Tennessee) for experiment and local organization. Workshop was supported and sponsored by the University of Tennessee, Indiana University, North Carolina State University together with TUNL, and by the HEP office of the Department of Energy. DOE financial support in this sponsoring grant was $8,000; that was 23% of the overall budget of the Workshop. Remaining 77% were provided by the sponsoring Universities. Workshop sponsors including DOE are shown on the Workshop webpage. There were 90 workshop participants with 52 from US and remaining from Bosnia/Herzegovina (1), Brazil (1), China (1), Columbia (1), France (1), Germany (10), Italy (9), Japan (4), Russian Federation (3), Slovenia (2), Spain (4), and Switzerland (1). Among Workshop participants there were 17 postdocs and young researchers and 11 graduate students. Total 67 talks and 14 posters were presented at Workshop during 3 days of sessions. Appendix 2 shows the list of talks and posters. Main topic of the Workshop was Baryon and Lepton number violation that has become a vital part of the current discussions of the physics beyond the Standard Model (SM), specifically in connection with understanding the nature of neutrinos, origin of matter in universe, as well as possible Grand Unification of matter and forces. The goal of the Workshop was to have a focused comprehensive discussion of the Baryon (B) and Lepton (L) number violating processes, and possible new physics combining violation of both, including (B�������¢����������������L) violation, as a probe of unification, baryo- and lepto-genesis, Left-Right symmetry restoration, matter-antimatter asymmetry, sterile matter, mirror matter, dark matter, low-scale gravity, etc. Related experimental observations to these physics aspects included searches for Majorana neutrinos (2���������������²0���������������½ decays), proton decays, neutron-antineutron oscillations, ���������������¼-e transitions, mirror and sterile matter transformations, and possible other new phenomena that can be seen at LHC and future colliders. Combination of theoretical and experimental discussions at the Workshop was most stimulating for germinating of new theoretical ideas and promoting new experimental efforts in particle physics. As one of new developments stemmed from this Workshop was an idea of performing new neutron-antineutron transformation search at the Project X accelerator to be built at Fermilab. During the Workshop all presentation talks were available at the web in parallel with the talks. This made the discussions of the new ideas and results at the meeting more prompt and efficient. Previous Workshops on Baryon and Lepton Number Violation search in 2007 at LBL and 2009 at the University of Wisconsin were organized essentially by the same initiative group of people as this Workshop.
