  8. South Dakota Wind Resource Assessment Network (WRAN)

    WRAN is a network of instrument stations sited throughout South Dakota. As of 2010, there are eleven stations, and some have been collecting data since 2001. The purpose of the WRAN:

    There are several reasons why the WRAN was built. One of the most obvious is that it will allow verification of the existing resource assessments of our state. South Dakota has tremendous potential as an exporter of wind-generated electricity. There has recently been a great deal of publicity over a Pacific Northwest National Laboratories study conducted in the early 1990s that ranked the contiguous 48 states in terms of their potential to produce windpower. (Click here for the results of this study as given by the American Wind Energy Association.) South Dakota ranked fourth in that study. Also, more recently, detailed maps of the wind resource in South Dakota were produced by the National Renewable Energy Laboratory (NREL). Unfortunately, both of these studies had to rely heavily on computer-generated models and very sparse measured data, because very little appropriate measured data exists. The WRAN will provide valuable data that we anticipate will validate the NREL maps, and perhaps suggest minor adjustments.

    There are many other benefits the WRAN will provide. The data it will measure will be at heights above ground that are more appropriate for predicting the performance of large modern wind turbines, as opposed to data collected at National Weather Service stations whose anemometers are usually only about 9 m (30 feet) above ground. Also, we will collect some different types of data than most wind measurement networks, which will allow a series of important studies of the potential impact and value of South Dakota's windpower. In addition, all of the WRAN data will be made available to the public via this WWWeb site. This will hopefully enable extensive informed discussion among all South Dakotans on such important topics as rural economic development and transmission system expansion.     The Dakota (Design Analysis Kit for Optimization and Terascale Applications) toolkit provides a exible and extensible interface between simulation codes and iterative analysis methods. Dakota contains algorithms for optimization with gradient and nongradient-based methods; uncertainty quanti cation with sampling, reliability, and stochastic expansion methods; parameter estimation with nonlinear least squares methods; and sensitivity/variance analysis with design of experiments and parameter study methods. These capabilities may be used on their own or as components within advanced strategies such as surrogate-based optimization, mixed integer nonlinear programming, or optimization under uncertainty. By employing object-oriented design to implement abstractions of the key components required for iterative systems analyses, the Dakota toolkit provides a exible and extensible problem-solving environment for design and performance analysis of computational models on high performance computers. This report serves as a theoretical manual for selected algorithms implemented within the Dakota software. It is not intended as a comprehensive theoretical treatment, since a number of existing texts cover general optimization theory, statistical analysis, and other introductory topics. Rather, this manual is intended to summarize a set of Dakota-related research publications in the areas of surrogate-based optimization, uncertainty quanti cation, and optimization under uncertainty that provide the foundation for many of Dakota's iterative analysis capabilities.

    With the aid of a grant from the National Geographic Society, a cooperative agreement with the State University of New York at Stony Brook, and contract with the U.S. Department of Energy, Late Cretaceous and Paleocene geologic and paleontologic field studies were undertaken in Makoshika, State Park and vicinity, Dawson County, Montana. This region was chosen as a study area because of its potential for yielding new fossil localities and extensive exposures both above and below the K/T boundary, as suggested by previous research by David W. Krause and Joseph H. Hartman. Related field studies were also undertaken in areas adjacent to the Cedar Creek Anticline in North Dakota. This work was part of ongoing research to document change in the composition of mammalian and molluscan faunas during the Late Cretaceous and Paleocene and to relate observed patterns to floral and invertebrate changes in composition. This study focuses on the record of mammals and mollusks in the Makoshika stratigraphic section and places old and new observations into a paleomagnetic and palynomorph framework. Of particular interest is the appearance and diversification of archaic ungulate mammals. Simultaneous dinosaur extinction with ungulate radiation has been invoked in gradual, as opposed to catastrophic, models of faunal change at the K/T boundary. However, supposed Cretaceous localities bearing archaic ungulates and other mammals of {open_quotes}Paleocene aspect{close_quotes} may be the product of faunal reworking. Elsewhere in the Williston Basin (e.g., Garfield and McCone Counties, Montana), the molluscan record of uppermost Cretaceous and Paleocene strata indicates the extinction of all of the highly sculptured unionid bivalves just prior to the onset of coal swamps and subsequent coal formation.

    Cogeneration of heat and electricity is being considered by the South Dakota Soybean Processors for its facility in Volga, South Dakota, and a new facility to be located in Brewster, Minnesota. The Energy & Environmental Research Center has completed a feasibility study, with 40% funding provided from the U.S. Department of Energy's Jointly Sponsored Research Program to determine the potential application of firing biomass fuels combined with coal and comparative economics of natural gas-fired turbines. Various biomass fuels are available at each location. The most promising options based on availability are as follows. The economic impact of firing 25% biomass with coal can increase return on investment by 0.5 to 1.5 years when compared to firing natural gas. The results of the comparative economics suggest that a fluidized-bed cogeneration system will have the best economic performance. Installation for the Brewster site is recommended based on natural gas prices not dropping below a $4.00/MMBtu annual average delivered cost. Installation at the Volga site is only recommended if natural gas prices substantially increase to $5.00/MMBtu on average. A 1- to 2-year time frame will be needed for permitting and equipment procurement.

    Spearfish High School in South Dakota contains 43,000 square feet of conditioned space. Its active solar energy system is designed to supply 57% of the space heating and 50% of the hot water demand. The system is equipped with 8034 square feet of flat plate collectors, 4017 cubic feet of rock bin sensible heat storage, and auxiliary equipment including 8 heat pumps, 6 of which are solar supplied and instrumented, air conditioning units, and natural-gas-fired boilers. Performance data are given for the system including the solar fraction, solar savings ratio, conventional fuel savings, system performance factor and solar system coefficient of performance. Insolation, solar energy utilization and operation data are also given.     Comparison of trace element signatures of country rocks as a function of distance from the contact with two pegmatites, Tin Mountain and Etta, in the Black Hills of South Dakota, suggests that some elements such as K, Li, Rb, Cs, As, Sb, Zn and Pb, have migrated to distances of 4 to 40 meters during contact metamorphism. The relative degree of migration varies depending on the element. On the other hand, there is virtually no migration of rare earth elements (REE), Al, Sc, Cr, Hf, U, and Th. Biotite and muscovite are effective trace element traps for Li, Rb and Cs. Biotite has a greater affinity for Rb, Cs and Li than muscovite.

    Eolian sands are the main Pennsylvanian Tensleep Sandstone reservoir rocks, and were deposited in a near-shore environment interbedded with near-shore marine and sabkha calcareous and dolomitic rocks. Within the Tensleep, numerous cycles are characterized by basal marine or sabkha calcareous sandstone or dolomitic sandstone overlain by porous and permeable eolian sandstone, which in turn is capped by marine sandstone. The cycles represent the interplay of near-shore marine, sabkha, and eolian environments. On the west side of the project area, both the lower and upper Tensleep are present and the total thickness reaches a maximum of about 240 ft. The lower Tensleep is 100 to 120 ft thick and consists of a sequence of repeating cycles of limey shallow marine sandstone, sandy limestone, and sandy dolomite. The upper Tensleep is generally characterized by cycles of sandy limestone or dolomite, overlain by light-colored, eolian dune sandstone capped by marine limey sandstone. In the central and eastern parts of the project area, only the lower Tensleep is present, but here eolian sandstones are in cycles much like those in the west in the upper Tensleep. The lower Tensleep is quite variable in thickness, ranging from about 25 ft to over 200 ft. Oil accumulations in the Tensleep are best described as structurally modified paleostratigraphic accumulations. At Frannie Field, the irregular oil column can be explained by a post-Tensleep channel scour on the west flank of the anticline. On the Powder River Basin side of the project area, the Soap Creek and Lodge Grass Fields produce from the Permo-Pennsylvanian system. In these two fields, erosional remnants of eolian sandstone control the production, similar to the situation at Frannie Field. At Soap Creek the trap is enhanced by structural closure. In the Lodge Grass area, Tensleep oil is trapped in preserved dunes in the footwall of a Laramide reverse fault. Oil generation and migration was early. Two hypotheses have been presented: migration occurred (1) before mid-Jurassic erosion produced a major regional unconformity or (2) about 82 million years ago. Migration pre-Laramide occurred because oil in both the Bighorn Basin and the Powder River Basin are part of the same petroleum system. Geochemical analyses of oils from producing fields across the region show the oils are all similar and have the same source and generation history. No Phosphoria source rocks exist in the project area of south-central Montana, requiring that oil migrated from distant source areas, probably in central and southwestern Wyoming. Oil shows and production in the Tensleep are absent in the northern part of the project area. This appears to be controlled by the merging of the top of the Tensleep Sandstone and the Jurassic unconformity (top of the Triassic Chugwater Formation). There should be potential for the discovery of oil in Tensleep stratigraphic traps or combination traps everywhere south of the Jurassic-Pennsylvanian Isopach zero contour except where the Tensleep has been exposed by uplift and erosion. Known Tensleep fields in south-central Montana are generally small in area, which agrees with outcrop studies that show eolian dune sequences are generally quite small in lateral extent, on the order of 10 to 40 acres. Although existing fields are small in area, they are very productive; individual wells will probably make 300,000 to 500,000 barrels of oil. In the project area, hydrodynamic considerations are important. All the existing Tensleep fields have active water drives. In many cases, the reservoir pressure today is as it was when initially discovered. In areas of high structural complexity, such as the Lodge Grass-Crow Agency fault and the Lake Basin fault zone, significant structural closure may be necessary to trap oil because of the strong hydrodynamic influence exerted by the underlying Madison Formation aquifer.

  6. Mass transfer during wall-rock alteration: An example from a quartz-graphite vein, Black Hills, South Dakota

    Mass transfer and fluid-rock interaction have been evaluated along two sample traverses in low-sillimanite grade quartz-mica schist adjacent to a synmetamorphic quartz-graphite vein in the southern Black Hills, South Dakota. In an {approximately}17 cm halo between apparently unaltered schist and the vein contact is an outer zone of cryptic alteration and three inner zones of visible alteration. The cryptic zone consists of the original prograde metamorphic mineral assemblage plus anomalously high amounts of tourmaline. The outermost visible zone contains abundant graphite. The second visible zone is defined by intensive bleaching of the schist. The innermost visible zone, immediately adjacent to the vein, is tourmaline + quartz + plagioclase + limonite + graphite. The vein is composed almost entirely of quartz, but also contains trace amounts of graphite. Mass balance calculations indicate that Al was essentially inert. The predominant chemical changes during wall-rock alteration were addition of B and C from the vein-forming fluid along with loss of K from the wall rocks, corresponding to precipitation of tourmaline and graphite, and the progressive destruction of microcline, biotite, and muscovite toward the vein. In addition, the elements V, Cr, Cu, Zn, Pb, As, Sb, W, and Au were introduced into the country rock, whereas Si, Rb, Ba, and Cs were removed. Fluid-rock interaction modeling suggests that between one and four equivalent masses of fluid interacted chemically with the most altered mineral assemblages. In addition, greater than one equivalent mass of reactive fluid penetrated to distances of at least 5 cm from the vein contact.

    Integrated carbon‐to‐liquids technology (ICTL) incorporates three basic processes for the conversion of a wide range of feedstocks to distillate liquid fuels: (1) Direct Microcatalytic Coal Liquefaction (MCL) is coupled with biomass liquefaction via (2) Catalytic Hydrodeoxygenation and Isomerization (CHI) of fatty acid methyl esters (FAME) or trigylceride fatty acids (TGFA) to produce liquid fuels, with process derived (3) CO{sub 2} Capture and Utilization (CCU) via algae production and use in BioFertilizer for added terrestrial sequestration of CO{sub 2}, or as a feedstock for MCL and/or CHI. This novel approach enables synthetic fuels production while simultaneously meeting EISA 2007 Section 526 targets, minimizing land use and water consumption, and providing cost competitive fuels at current day petroleum prices. ICTL was demonstrated with Montana Crow sub‐bituminous coal in MCL pilot scale operations at the Energy and Environmental Research Center at the University of North Dakota (EERC), with related pilot scale CHI studies conducted at the University of Pittsburgh Applied Research Center (PARC). Coal‐Biomass to Liquid (CBTL) Fuel samples were evaluated at the US Air Force Research Labs (AFRL) in Dayton and greenhouse tests of algae based BioFertilizer conducted at Montana State University (MSU). Econometric modeling studies were also conducted on the use of algae based BioFertilizer in a wheat‐camelina crop rotation cycle. We find that the combined operation is not only able to help boost crop yields, but also to provide added crop yields and associated profits from TGFA (from crop production) for use an ICTL plant feedstock. This program demonstrated the overall viability of ICTL in pilot scale operations. Related work on the Life Cycle Assessment (LCA) of a Montana project indicated that CCU could be employed very effectively to reduce the overall carbon footprint of the MCL/CHI process. Plans are currently being made to conduct larger‐scale process demonstration studies of the CHI process in combination with CCU to generate synthetic jet and diesel fuels from algae and algae fertilized crops. Site assessment and project prefeasibility studies are planned with a major EPC firm to determine the overall viability of ICTL technology commercialization with Crow coal resources in south central Montana.

    A data base for the fluidized-bed gasification of different coals at elevated pressures has been developed at the Institute of Gas Technology (IGT) with different ranks of coal at pressures up to 450 psig and at temperatures dictated by the individual coals. Adequate data have been obtained to characterize the effect of pressure on the gasification of Montana Rosebud subbituminous coal and North Dakota lignite.     According to a 2008 report issued by the United States Geological Survey, North Dakota and Montana have an estimated 3.0 to 4.3 billion barrels of undiscovered, technically recoverable oil in an area known as the Bakken Formation. With the size and remoteness of the discovery, the question became 'can a business case be made for increasing refining capacity in North Dakota?' And, if so what is the impact to existing players in the region. To answer the question, a study committee comprised of leaders in the region's petroleum industry were brought together to define the scope of the study, hire a consulting firm and oversee the study. The study committee met frequently to provide input on the findings and modify the course of the study, as needed. The study concluded that the Petroleum Area Defense District II (PADD II) has an oversupply of gasoline. With that in mind, a niche market, naphtha, was identified. Naphtha is used as a diluent used for pipelining the bitumen (heavy crude) from Canada to crude markets. The study predicted there will continue to be an increase in the demand for naphtha through 2030. The study estimated the optimal configuration for the refinery at 34,000 barrels per day (BPD) producing 15,000 BPD of naphtha and a 52 percent refinery charge for jet and diesel yield. The financial modeling assumed the sponsor of a refinery would invest its own capital to pay for construction costs. With this assumption, the internal rate of return is 9.2 percent which is not sufficient to attract traditional investment given the risk factor of the project. With that in mind, those interested in pursuing this niche market will need to identify incentives to improve the rate of return.

    The South Dakota Public Utilities Commission is authorized by statute to regulate gas and electric utilities. The Commission consists of three elected commissioners each of whom serves for a six year term. The Commissioners are elected by district and each must, at the time of election, be a resident of the district from which he has been elected. Each Commissioner must reside in the state capital and devote his entire time to the duties of his office. The Commission is part of the Department of Commerce and Consumer Protection. Municipal power to regulate privately owned electric and gas public utilities was terminated in 1975. A municipally-owned electric utility has the authority to regulate the sale, use, and rates of electric power and energy which it provides. The Commission has no authority to regulate steam, heat, and refrigeration systems; that power resides in cities. Public utility regulatory statutes, energy facility siting programs, and municipal franchising authority are examined to identify how they may impact on the ability of an organization, whether or not it be a regulated utility, to construct and operate an ICES.

    Project Objective: The overarching objective of the Montana Palladium Research Initiative is to perform scientific research on the properties and uses of palladium in the context of the U.S. Department of Energy'????????????????s Hydrogen, Fuel Cells and Infrastructure Technologies Program. The purpose of the research will be to explore possible palladium as an alternative to platinum in hydrogen-economy applications. To achieve this objective, the Initiatives activities will focus on several cutting-edge research approaches across a range of disciplines, including metallurgy, biomimetics, instrumentation development, and systems analysis. Background: Platinum-group elements (PGEs) play significant roles in processing hydrogen, an element that shows high potential to address this need in the U.S. and the world for inexpensive, reliable, clean energy. Platinum, however, is a very expensive component of current and planned systems, so less-expensive alternatives that have similar physical properties are being sought. To this end, several tasks have been defined under the rubric of the Montana Palladium Research Iniative. This broad swath of activities will allow progress on several fronts. The membrane-related activities of Task 1 employs state-of-the-art and leading-edge technologies to develop new, ceramic-substrate metallic membranes for the production of high-purity hydrogen, and develop techniques for the production of thin, defect-free platinum group element catalytic membranes for energy production and pollution control. The biomimetic work in Task 2 explores the use of substrate-attached hydrogen-producing enzymes and the encapsulation of palladium in virion-based protein coats to determine their utility for distributed hydrogen production. Task 3 work involves developing laser-induced breakdown spectroscopy (LIBS) as a real-time, in situ diagnostic technique to characterize PGEs nanoparticles for process monitoring and control. The systems engineering work in task 4 will determine how fuel cells ????????????????taken as systems behave over periods of time that should show how their reformers and other subsystems deteriorate with time.

    Western Area Power Administration (Western) prepared an EA to evaluate potential environmental impacts of interconnecting a proposed 80 MW generating facility south of Hebron in Morton and Stark Counties, North Dakota. The proposed wind generating facility of 30-50 wind turbines encompassed approximately 9,000 acres. Ancillary facilities included an underground collection line system, a project substation, one mile of new transmission line, a new switchyard facility on the existing Dickinson-Mandan 230 kV line owned and operated by Western, one permanent meteorological tower, new access roads, and an operations and maintenance building.

Funding was used to develop and support both credit and non-credit workforce training as well as four major symposia designed to inform and educate the public; enhance communication and sense of partnership among citizens, local community leaders and industry; and identify and plan to ameliorate negative impacts of oil field development.
