    This paper reviews the public service responsibilities of lawyers, and how they can fulfill the annual goal of performing pro bono services by serving certain public involvement groups, including organization involved in Constitutional issues and environmental protection matters. Public involvement groups should consider their needs for legal services and consider soliciting lawyers to serve on their boards or to volunteer legal services which will assist those lawyers in fulfilling their professional obligations under Rules of Professional Conduct. The group should identify specific activities and tasks that require the skills and training of a lawyer, including corporate governance issues; conflict-of-interest questions; the statutory construction of laws, regulations and ordinances; or analysis of potential liability. The addition of a lawyer to advisory boards for governmental agencies and for non-profit boards of charitable, religious, civic, community, environmental and educational organizations may provide those boards with knowledge, analytical approaches and insights that complement the abilities of other board members. Rules of Professional Conduct applicable to lawyers include admonitions for lawyers to provide 'Public Service'. Representative of many rules, the American Bar Association Model Rule 6.1, entitled 'Voluntary Pro Bono Publico Service' addresses every lawyer's professional responsibility to provide legal services to those 'unable to pay'.     The Montana Bureau of Mines and Geology has updated its inventory of low and moderate temperature resources for the state and has assisted the Oregon Institute of Technology - GeoHeat Center and the University of Utah Research Institute in prioritizing and collocating important geothermal resource areas. The database compiled for this assessment contains information on location, flow, water chemistry, and estimated reservoir temperatures for 267 geothermal well and springs in Montana. For this assessment, the minimum temperature for low-temperature resource is defined as 10{degree} C above the mean annual air temperature at the surface. The maximum temperature for a moderate-temperature resource is defined as greater than 50{degree} C. Approximately 12% of the wells and springs in the database have temperatures above 50{degree} C, 17% are between 30{degree} and 50{degree} C, 29% are between 20{degree} and 30{degree}C, and 42% are between 10{degree} and 20{degree} C. Low and moderate temperature wells and springs can be found in nearly all areas of Montana, but most are in the western third of the state. Information sources for the current database include the MBMG Ground Water Information Center, the USGS statewide database, the USGS GEOTHERM database, and new information collected as part of this program. Five areas of Montana were identified for consideration in future investigations of geothermal development. The areas identified are those near Bozeman, Ennis, Butte, Boulder, and Camas Prairie. These areas were chosen based on the potential of the resource and its proximity to population centers.

    The Western Area Power Administration (Western), an agency of the United States Department of Energy, is proposing to construct the 115-kV Wolf Point Substation near Wolf Point in Roosevelt County, Montana (Figure 1). As part of the construction project, Western's existing Wolf Point Substation would be taken out of service. The existing 115-kV Wolf Point Substation is located approximately 3 miles west of Wolf Point, Montana (Figure 2). The substation was constructed in 1949. The existing Wolf Point Substation serves as a Switching Station'' for the 115-kV transmission in the region. The need for substation improvements is based on operational and reliability issues. For this environmental assessment (EA), the environmental review of the proposed project took into account the removal of the old Wolf Point Substation, rerouting of the five Western lines and four lines from the Cooperatives and Montana-Dakota Utilities Company, and the new road into the proposed substation. Reference to the new proposed Wolf Point Substation in the EA includes these facilities as well as the old substation site. The environmental review looked at the impacts to all resource areas in the Wolf Point area. 7 refs., 6 figs.

    Hydrogen has promise to be the fuel of the future. Its use as a chemical reagent and as a rocket propellant has grown to over eight million metric tons per year in the United States. Although use of hydrogen is abundant, it has not been used extensively as a transportation fuel. To assess the viability of hydrogen as a transportation fuel and the viability of producing hydrogen using off-peak electric energy, Pinnacle West Capital Corporation (PNW) and its electric utility subsidiary, Arizona Public Service (APS) designed, constructed, and operates a hydrogen and compressed natural gas fueling station—the APS Alternative Fuel Pilot Plant. This report summarizes the design of the APS Alternative Fuel Pilot Plant and presents lessons learned from its design and construction. Electric Transportation Applications prepared this report under contract to the U.S. Department of Energy’s Advanced Vehicle Testing Activity.     Project Objective: The overarching objective of the Montana Palladium Research Initiative is to perform scientific research on the properties and uses of palladium in the context of the U.S. Department of Energy'™s Hydrogen, Fuel Cells and Infrastructure Technologies Program. The purpose of the research will be to explore possible palladium as an alternative to platinum in hydrogen-economy applications. To achieve this objective, the Initiatives activities will focus on several cutting-edge research approaches across a range of disciplines, including metallurgy, biomimetics, instrumentation development, and systems analysis. Background: Platinum-group elements (PGEs) play significant roles in processing hydrogen, an element that shows high potential to address this need in the U.S. and the world for inexpensive, reliable, clean energy. Platinum, however, is a very expensive component of current and planned systems, so less-expensive alternatives that have similar physical properties are being sought. To this end, several tasks have been defined under the rubric of the Montana Palladium Research Iniative. This broad swath of activities will allow progress on several fronts. The membrane-related activities of Task 1 employs state-of-the-art and leading-edge technologies to develop new, ceramic-substrate metallic membranes for the production of high-purity hydrogen, and develop techniques for the production of thin, defect-free platinum group element catalytic membranes for energy production and pollution control. The biomimetic work in Task 2 explores the use of substrate-attached hydrogen-producing enzymes and the encapsulation of palladium in virion-based protein coats to determine their utility for distributed hydrogen production. Task 3 work involves developing laser-induced breakdown spectroscopy (LIBS) as a real-time, in situ diagnostic technique to characterize PGEs nanoparticles for process

    Geothermal development in The Geysers KGRA has affected local public services and fiscal resources in Sonoma, Lake, Mendocino, and Napa counties. Each of these counties underwent rapid population growth between 1970 and 1980, some of which can be attributed to geothermal development. The number of workers currently involved in the various aspects of geothermal development in The Geysers is identified. Using three different development scenarios, projections are made for the number of power plants needed to reach the electrical generation capacity of the steam resource in The Geysers. The report also projects the cumulative number of workers needed to develop the steam field and to construct, operate, and maintain these power plants. Although the number of construction workers fluctuates, most are not likely to become new, permanent residents of the KGRA counties. The administrative and public service costs of geothermal development to local jurisdictions are examined and compared to geothermal revenues accruing to the local governments. Revenues do not cover the immediate fiscal needs resulting from increases in local road maintenance and school enrollment attributable to geothermal development. Several mitigation options are discussed, and a framework is presented for calculating mitigation costs per unit of public service.

    Throughout the U.S. energy services company (ESCO) industry's history, public and institutional sector customers have provided the greatest opportunities for ESCOs to develop projects. Generally speaking, these facilities are large, possess aging infrastructure, and have limited capital budgets for improvements. The convergence of these factors with strong enabling policy support makes performance contracting an attractive and viable option for these customers. Yet despite these shared characteristics and drivers, there is surprising variety of experience among public/institutional customers and projects. This collaborative study examines the public/institutional markets in detail by comparing the overarching models and project performance in the federal government and the ''MUSH'' markets municipal agencies (state/local government), universities/colleges, K-12 schools,and hospitals that have traditionally played host to much of the ESCO industry's activity. Results are drawn from a database of 1634 completed projects held in partnership by the National Association of Energy Services Companies and Lawrence Berkeley National Laboratory (the NAESCO/LBNL database), including 129 federal Super Energy Savings Performance Contracts (ESPC) provided by the Federal Energy Management Program (FEMP) (Strajnic and Nealon 2003). Project data results are supplemented by interviews with ESCOs.

    In May 1993, Public Service Electric and Gas (PSE&G), the largest investor-owned utility in New Jersey, initiated the Standard Offer program, an innovative approach to acquiring demand-side management (DSM) resources. In this program, PSE&G offers longterm contracts with standard terms and conditions to project sponsors, either customers or third-party energy service companies (ESCOs), on a first-come, first-serve basis to fill a resource block. The design includes posted, time-differentiated prices which are paid for energy savings that will be verified over the contract term (5, 10, or 15 years) based on a statewide measurement and verification (M&V) protocol. The design of the Standard Offer differs significantly from DSM bidding programs in several respects. The eligibility requirements and posted prices allow ESCOs and other energy service providers to market and develop projects among customers with few constraints on acceptable end use efficiency technologies. In contrast, in DSM bidding, ESCOs typically submit bids without final commitments from customers and the utility selects a limited number of winning bidders who often agree to deliver a pre-specified mix of savings from various end uses in targeted markets. The major objectives of the LBNL evaluation were to assess market response and customer satisfaction; analyze program costs and cost-effectiveness; review and evaluate the utility`s administration and delivery of the program; examine the role of PSE&G`s energy services subsidiary (PSCRC) in the program and the effect of its involvement on the development of the energy services industry in New Jersey; and discuss the potential applicability of the Standard Offer concept given current trends in the electricity industry (i.e., increasing competition and the prospect of industry restructuring).

    The number of workers currently involved in the various aspects of geothermal development in the Geysers are identified. Using two different development scenarios, projections are made for the number of power plants needed to reach the electrical generation capacity of the steam resource in the Geysers. The report also projects the cumulative number of workers needed to develop the steam field and to construct, operate, and maintain these power plants. Although the number of construction workers fluctuates, most are not likely to become new, permanent residents of the KGRA counties. The administrative and public service costs of geothermal development to local jurisdications are examined, and these costs are compared to geothermal revenues accruing to the local governments. Revenues do not cover the immediate fiscal needs resulting from increases in local road maintenance and school enrollment attributable to geothermal development. Several mitigation options are discussed and a framework presented for calculating mitigation costs for school and road impacts.

    In an effort to better understand the impacts of high penetrations of photovoltaic generators on distribution systems, Arizona Public Service and its partners have begun work on a multi-year project to develop the tools and knowledge base needed to safely and reliably integrate high penetrations of utility- and residential-scale photovoltaics (PV). Building upon the APS Community Power Project -- Flagstaff Pilot, this project will analyze the impact of PV on a representative feeder in northeast Flagstaff. To quantify and catalog the effects of the estimated 1.3 MW of PV that will be installed on the feeder (both smaller units at homes as well as large, centrally located systems), high-speed weather and electrical data acquisition systems and digital 'smart' meters are being designed and installed to facilitate monitoring and to build and validate comprehensive, high-resolution models of the distribution system. These models will be used to analyze the impacts of the PV on distribution circuit protection systems (including anti-islanding), predict voltage regulation and phase balance issues, and develop volt/var control schemes. This paper continues from a paper presented at the 2011 IEEE PVSC conference that introduces the project and describes some of the preliminary consideration, as well as project plans and early results. This paper gives a status update of the project and presents selected results from Phase 2 of the project. It discusses baseline feeder modeling, load allocation, data acquisition, utility-scale PV integration, preliminary model validation, and plans for future phases.

    The evolution of competition in the US natural gas industry has followed a predictable course. Wellhead deregulation stimulated pipeline restructuring, which in turn has provoked a debate over gas-service restructuring at the retail level. Over the last several years, almost all local gas distribution companies (LDCs) in the US have established stand-alone transportation service allowing industrial customers to purchase gas supplies in the open market. By all accounts, service unbundling to large retail customers has achieved significant cost savings to these customers. The current focus in the retail gas sector is on small customers-namely, small commercial and residential customers. To many observers, service unbundling to small customers, especially residential customers, is not as clear cut in terms of yielding economic benefits as it was for large customers. For example, they question whether residential customers or their agents can procure gas supplies and interstate pipeline services at a lower cost than an LDC. They also argue that the transaction cost for small customers, in terms of per-unit of gas purchased, may be much greater than for large customers. Finally, they believe the high cost of unreliable service to small customers may preclude reliance on market forces and contracts, to assure these customers the high level of reliable service that they demand. Comprehensive service unbundling with the correct regulatory rules in place should further enhance competition in the natural gas industry. If past trends in the natural gas industry continue, service unbundling will ultimately be available to all retail customers. This article examines the many regulatory-policy questions relating to the unbundling of services to small retail gas customers. It argues that widespread service unbundling is an inherent feature of a competitive natural gas industry and will likely benefit gas customers and society at large. 61 refs.

    According to the 1999 Draft Environmental Impact Statement (DEIS) for the proposed Yucca Mountain repository site, members of the public along transportation routes by which spent nuclear fuel (SNF) and high-level radioactive waste (HLW) is shipped will receive annual radiation doses less than 100 mrem/yr, the international (ICRP) and national (Department of Energy, Nuclear Regulatory Commission) radiation limit for members of the public. For the ''Mostly Truck'' national transportation scenario, the DEIS specifically concludes that the maximally exposed member of the public, a service station attendant along the primary shipping route will receive no more than 100 mrem/yr, or 2.4 rem over 24 years. Based on the assumptions in the DEIS scenarios, however, it is highly likely that service station attendants along shipping routes will be called upon to fuel and service the rigs carrying SNF and HLW to Yucca Mountain. After reevaluating the DEIS, and making realistic alternative assumptions where necessary, the authors conclude that these attendants are likely to receive substantially more than 100 mrem/yr external dose, and perhaps several times that dose (up to 500 mrem/yr), unless mitigating measures are adopted. This is particularly true in Western states where refueling opportunities are limited, and the distances between fuel sources in rural areas may be up to 100 miles.

    Argonne National Laboratory has been asked to review the least-cost expansion plan (LCEP) of the Jamaica Public Service Company, Ltd. (JPSCo). The material that has been initially provided to Argonne included: (1) An electronic copy of the data and results from JPSCo's running the WASP electric system expansion planning model, (2) Approximately 20 pages of a document 'JPSCo Generation Expansion Plan', marked 'DRAFT 002', date unknown, and (3) The report 'JPSCo Least Cost Generation Expansion Plans, (1999-2009)', January 1999. It was noticed that the 20 pages from the 'DRAFT 002' document were different from the January 1999 report. An explanation was provided to Argonne that the excerpt was from an earlier draft and that the review should focus on the January 1999 report. Further, the electronic copy of the WASP case did not correspond to either the January 1999 report or to the 20-page excerpt. Again, the reason for these discrepancies was that the WASP case provided to Argonne was an earlier case and not the final one that was presented in the report. Based on the review of the available material, Argonne experts have prepared and submitted to the National Investment Bank of Jamaica (NIBJ) a preliminary draft report containing the initial findings, comments, questions and observations. As many of the comments and questions raised in the preliminary review needed to be discussed with the appropriate staff of JPSCo and other Jamaican experts, a 3-day mission to Jamaica was carried out by one Argonne expert (V. Koritarov) in the period July 20-23, 1999. Besides JPSCo experts, the discussions and the review of the LCEP during the mission included several experts from NIBJ, Ministry of Energy, and the Petroleum Corporation of Jamaica. Mr. Koritarov also worked with the JPSCo technical staff to reconstruct the WASP base case that was used as a basis for the January 1999 report. The first step was to verify that the results obtained after the resimulation of this case

The biorefinery would utilize renewable biomass in the form of barley and wheat to produce ethanol and other by-products, including wheat gluten, barley bran, and barley meal.     The Department of Energy is developing an estimate of the hydropower development potential in this country. The Hydropower Evaluation Software (HES) is a computer model that was developed by the Idaho National Engineering Laboratory for this purpose. The HES measures the potential hydropower resources available in the United States, using uniform criteria for measurement. The software was developed and tested using hydropower information and data provided by the Southwestern Power Administration. It is a dBASE menu-driven software application that allows the personal computer user to assign environmental attributes to potential hydropower sites, calculate development suitability factors for each site based on the environmental attributes present, and generate reports based on these suitability factors. This report details the resource assessment results for the state of Montana.

    A data base for the fluidized-bed gasification of different coals at elevated pressures has been developed at the Institute of Gas Technology (IGT) with different ranks of coal at pressures up to 450 psig and at temperatures dictated by the individual coals. Adequate data have been obtained to characterize the effect of pressure on the gasification of Montana Rosebud subbituminous coal and North Dakota lignite.     In an effort to better understand the impacts of high penetrations of photovoltaic (PV) generators on distribution systems, Arizona Public Service and its partners completed a multi-year project to develop the tools and knowledge base needed to safely and reliably integrate high penetrations of utility- and residential-scale PV. Building upon the APS Community Power Project-Flagstaff Pilot, this project investigates the impact of PV on a representative feeder in northeast Flagstaff. To quantify and catalog the effects of the estimated 1.3 MW of PV that will be installed on the feeder (both smaller units at homes and large, centrally located systems), high-speed weather and electrical data acquisition systems and digital 'smart' meters were designed and installed to facilitate monitoring and to build and validate comprehensive, high-resolution models of the distribution system. These models are being developed to analyze the impacts of PV on distribution circuit protection systems (including coordination and anti-islanding), predict voltage regulation and phase balance issues, and develop volt/VAr control schemes. This paper continues from a paper presented at the 2014 IEEE PVSC conference that described feeder model evaluation and high penetration advanced scenario analysis, specifically feeder reconfiguration. This paper presents results from Phase 5 of the project. Specifically, the paper discusses tool automation; interconnection assessment methodology and cost benefit analysis.

    Integrated carbon-to-liquids technology (ICTL) incorporates three basic processes for the conversion of a wide range of feedstocks to distillate liquid fuels: (1) Direct Microcatalytic Coal Liquefaction (MCL) is coupled with biomass liquefaction via (2) Catalytic Hydrodeoxygenation and Isomerization (CHI) of fatty acid methyl esters (FAME) or trigylceride fatty acids (TGFA) to produce liquid fuels, with process derived (3) CO{sub 2} Capture and Utilization (CCU) via algae production and use in BioFertilizer for added terrestrial sequestration of CO{sub 2}, or as a feedstock for MCL and/or CHI. This novel approach enables synthetic fuels production while simultaneously meeting EISA 2007 Section 526 targets, minimizing land use and water consumption, and providing cost competitive fuels at current day petroleum prices. ICTL was demonstrated with Montana Crow sub-bituminous coal in MCL pilot scale operations at the Energy and Environmental Research Center at the University of North Dakota (EERC), with related pilot scale CHI studies conducted at the University of Pittsburgh Applied Research Center (PARC). Coal-Biomass to Liquid (CBTL) Fuel samples were evaluated at the US Air Force Research Labs (AFRL) in Dayton and greenhouse tests of algae based BioFertilizer conducted at Montana State University (MSU). Econometric modeling studies were also conducted on the use of algae based BioFertilizer in a wheat-camelina crop rotation cycle. We find that the combined operation is not only able to help boost crop yields, but also to provide added crop yields and associated profits from TGFA (from crop production) for use an ICTL plant feedstock. This program demonstrated the overall viability of ICTL in pilot scale operations. Related work on the Life Cycle Assessment (LCA) of a Montana project indicated that CCU could be employed very effectively to reduce the overall carbon footprint of the MCL/CHI process.     This document presents results of a study of avian use and mortality in and near a proposed wind resource area in southwestern Montana. Data collected in autumn 1995 through summer 1996 represented preconstruction condition; it was compiled, analyzed, and presented in a format such that comparison with post-construction data would be possible. The primary emphasis of the study was recording avian migration in and near the wind resource area using state-of-the-art marine surveillance radar. Avian use and mortality were investigated during the breeding season by employing traditional avian sampling methods, radiotelemetry, radar, and direct visual observation. 61 figs., 34 tabs.

    This guidebook focuses on cogeneration development. It is one of a series of four guidebooks recently prepared to introduce the energy developer to the federal, state and local agencies that regulate energy facilities in Idaho, Montana, Oregon, and Washington (the Bonneville Power Administration Service Territory). It was prepared specifically to help cogeneration developers obtain the permits, licenses and approvals necessary to construct and operate a cogeneration facility. The regulations, agencies and policies described herein are subject to change. Changes are likely to occur whenever energy or a project becomes a political issue, a state legislature meets, a preexisting popular or valuable land use is thought threatened, elected and appointed officials change, and new directions are imposed on states and local governments by the federal government. Accordingly, cogeneration developers should verify and continuously monitor the status of laws and rules that might affect their plans. Developers are cautioned that the regulations described herein may only be a starting point on the road to obtaining all the necessary permits.

    This document has been prepared by the DOE Environmental Management (EM) Office of Technology Development (OTD) to highlight its research, development, demonstration, testing, and evaluation activities funded through the Western Environmental Technology Office (WETO) in Butte, Montana. Technologies and processes described have the potential to enhance DOE`s cleanup and waste management efforts, as well as improve US industry`s competitiveness in global environmental markets. WETO`s environmental technology research and testing activities focus on the recovery of useable resources from waste. Environmental technology development and commercialization activities will focus on mine cleanup, waste treatment, resource recovery, and water resource management. Since the site has no record of radioactive material use and no history of environmental contamination/remediation activities, DOE-EM can concentrate on performing developmental and demonstration activities without the demands of regulatory requirements and schedules.     The Western Environmental Technology Office (WETO) is a multi-purpose engineering test facility located in Butte, Montana, and is managed by MSE, Inc. WETO seeks to contribute to environmental research by emphasizing projects to develop heavy metals removal and recovery processes, thermal vitrification systems, and waste minimization/pollution prevention technologies. WETO`s environmental technology research and testing activities focus on the recovery of usable resources from waste. In one of WETO`s areas of focus, groundwater contamination, water from the Berkeley Pit, located near the WETO site, is being used in demonstrations directed toward the recovery of potable water and metal from the heavy metal-bearing water. The Berkeley Pit is part of an inactive copper mine near Butte that was once part of the nation`s largest open-pit mining operation. The Pit contains approximately 25 billion gallons of Berkeley Pit groundwater and surface water containing many dissolved minerals. As part of DOE/OST`s Resource Recovery Project (RRP), technologies are being demonstrated to not only clean the contaminated water but to recover metal values such as copper, zinc, and iron with an estimated gross value of more than $100 million. When recovered, the Berkeley Pit waters could benefit the entire Butte valley with new water resources for fisheries, irrigation, municipal, and industrial use. At WETO, the emphasis is on environmental technology development and commercialization activities, which will focus on mine cleanup, waste treatment, resource recovery, and water resource management.

    The Energy & Environmental Research Center (EERC) was asked by PPL Montana LLC (PPL) to provide assistance and develop an approach to identify cost-effective options for mercury control at its coal-fired power plants. The work conducted focused on baseline mercury level and speciation measurement, short-term parametric testing, and week long testing of mercury control technology at Colstrip Unit 3. Three techniques and various combinations of these techniques were identified as viable options for mercury control. The options included oxidizing agents or sorbent enhancement additives (SEAs) such as chlorine-based SEA1 and an EERC proprietary SEA2 with and without activated carbon injection. Baseline mercury emissions from Colstrip Unit 3 are comparatively low relative to other Powder River Basin (PRB) coal-fired systems and were found to range from 5 to 6.5 g/Nm3 (2.9 to 3.8 lb/TBtu), with a rough value of approximately 80% being elemental upstream of the scrubber and higher than 95% being elemental at the outlet. Levels in the stack were also greater than 95% elemental. Baseline mercury removal across the scrubber is fairly variable but generally tends to be about 5% to 10%. Parametric results of carbon injection alone yielded minimal reduction in Hg emissions. SEA1 injection resulted in 20% additional reduction over baseline with the maximum rate of 400 ppm (3 gal/min). Week long testing was conducted with the combination of SEA2 and carbon, with injection rates of 75 ppm (10.3 lb/hr) and 1.5 lb/MMacf (40 lb/hr), respectively. Reduction was found to be an additional 30% and, overall during the testing period, was measured to be 38% across the scrubber. The novel additive injection method, known as novel SEA2, is several orders of magnitude safer and less expensive than current SEA2 injection methods. However, used in conjunction with this plant configuration, the technology did not demonstrate a significant level of mercury reduction. Near-future use of this

    Grizzly bears require vast areas for their natural ranging habits and thrive best when isolated from humans. The continued encroachment of man, with increased recreation, logging, mining, and energy development, has reduced the bears' natural habitat until it is in danger of extinction. In 1975 Congress recognized the precarious future of the grizzly and listed it as a threatened species under the Endangered Species Act. The Forest Service has indicated that the impact of drilling, along with other uses of wilderness areas, could adversely affect the bears.

    Tribal lands owned by Assiniboine and Sioux Tribes on the Fort Peck Indian Reservation, located in Northeastern Montana, overlie large volumes of deep, hot, saline water. Our study area included all the Fort Peck Reservation occupying roughly 1,456 sq miles. The geothermal water present in the Fort Peck Reservation is located in the western part of the Williston Basin in the Madison Group complex ranging in depths of 5500 to 7500 feet. Although no surface hot springs exist on the Reservation, water temperatures within oil wells that intercept these geothermal resources in the Madison Formation range from 150 to 278 degrees F.

    X-ray diffraction, x-ray transmission, and x-ray fluorescence procedures have been used to evaluate quantitatively the chemical species for 24 ambient filter samples taken from receptor sites at East Helena, Montana. Twenty-five distinct chemical compounds representing various smelting processes, atmospheric chemical reactions, local fugitive dust sources, and possible filter artifacts have been observed. These compounds include the common crustal silicates and carbonates, and industrial sulfides, sulfates, and oxides. In addition, elemental cadmium and copper have been observed in a number of ambient samples. The soils and some accumulated residential dust of the East Helena area contain relatively high levels of lead and copper compounds.

  18. A Demonstration System for Capturing Geothermal Energy from Mine Waters beneath Butte, Montana

    Executive Summary An innovative 50-ton ground-source heat pump (GSHP) system was installed to provide space heating and cooling for a 56,000 square foot (5,200 square meter) building in Butte Montana, in conjunction with its heating and chiller systems. Butte is a location with winter conditions much colder than the national average. The GSHP uses flooded mine waters at 78F (25C) as the heat source and heat sink. The heat transfer performance and efficiency of the system were analyzed using data from January through July 2014. This analysis indicated that for typical winter conditions in Butte, Montana, the GSHP could deliver about 88% of the building’s annual heating needs. Compared with a baseline natural-gas/electric system, the system demonstrated at least 69% site energy savings, 38% source energy savings, 39% carbon dioxide emissions reduction, and a savings of $17,000 per year (40%) in utility costs. Assuming a $10,000 per ton cost for installing a production system, the payback period at natural gas costs of $9.63/MMBtu and electricity costs of $0.08/kWh would be in the range of 40 to 50 years. At higher utility prices, or lower installation costs, the payback period would obviously be reduced.

  19. The Cordilleran foreland thrust belt in northwestern Montana and northern Idaho from COCORP and industry seismic reflection data

    COCORP and petroleum industry seismic reflection profiles in northwestern Montana reveal the structure of the Cordilleran foreland thrust belt. The Front Ranges consist of thick thrust sheets containing Precambrian Belt Supergroup and Paleozoic miogeoclinal shelf rocks above a thin remnant of Paleozoic rocks and gently westward-dipping North American basement. Interpretation of the seismic data and results from a recent petroleum exploration well suggest that 15-22 km of Precambrian Belt Supergroup sedimentary rocks are present in several thrust plates beneath the eastern Purcell anticlinorium. Previous hypotheses of a large mass of Paleozoic miogeoclinal sedimentary rocks or slices of crystalline basement located beneath the eastern Purcell anticlinorium do not appear to be supported by the data. The easternmost occurrence of allochthonous basement is interpreted to be in the western part of the anticlinorium near the Montana-Idaho border. Comparison of the Cordilleran foreland thrust belt in northwestern Montana and southern Canada suggest that a change in the deep structure of the Purcell anticlinorium occurs along strike. The anticlinorium in southern Canada has been interpreted as a hanging-wall anticline that was thrust over the western edge of thick Proterozoic North American basement, whereas in northwestern Montana the anticlinorium appears to consist of a complex series of thrust sheets above highly attenuated North American basement.

    This Environmental Impact Statement (EIS) assesses the potential environmental impacts that would result from a proposed Department of Energy (DOE) action on the proposed rebuilding, operation, and maintenance of a 17-mile-long portion of BPA’s Libby to Bonners Ferry 115-kilovolt (kV) Transmission Line in Lincoln County, Montana.     Under the American Recovery and Reinvestment Act (ARRA), 26 ground source heat pump (GSHP) projects were competitively selected in 2009 to demonstrate the benefits of GSHP systems and innovative technologies for cost reduction and/or performance improvement. One of the selected demonstration projects was proposed by Montana Tech of the University of Montana for a 56,000 sq ft, newly constructed, on-campus research facility – the Natural Resources Building (NRB) located in Butte, Montana. This demonstrated GSHP system consists of a 50 ton water-to-water heat pump and a closed-loop ground heat exchanger with two redundant 7.5 hp constant-speed pumps to use water in the nearby flooded mines as a heat source or heat sink. It works in conjunction with the originally installed steam HX and an aircooled chiller to provide space heating and cooling. It is coupled with the existing hot water and chilled water piping in the building and operates in the heating or cooling mode based on the outdoor air temperature. The ground loop pumps operate in conjunction with the existing pumps in the building hot and chilled water loops for the operation of the heat pump unit. The goal of this demonstration project is to validate the technical and economic feasibility of the demonstrated commercial-scale GSHP system in the region, and illustrate the feasibility of using mine waters as the heat sink and source for GSHP systems. Should the demonstration prove satisfactory and feasible, it will encourage similar GSHP applications using mine water, thus help save energy and reduce carbon emissions. The actual performance of the system is analyzed with available measured data for January through July 2014. The annual energy performance is predicted and compared with a baseline scenario, with the heating and cooling provided by the originally designed systems. The comparison is made in terms of energy savings, operating cost savings, cost-effectiveness, and environmental benefits. Finally
