    The purpose of this document is to describe the work that will be performed and the procedures that will be followed during installation of ground water monitor wells and ground water elevation data recorders (data loggers) at the Grand Junction, Colorado, Uranium Mill Tailings Remedial Action (UMTRA) Project site. The monitor wells and data loggers will be used to gather required time-dependent data to investigate the interaction between the shallow aquifer and the Colorado River. Data collection objectives (DCO) identify reasons for collecting data. The following are DCOs for the Grand Junction ground water elevation data recorder/monitor well installation project: long-term continuous ground water level data and periodic ground water samples will be collected to better understand the relationship between surface and ground water at the site; water level and water quality data will eventually be used in future ground water modeling to more firmly establish boundary conditions in the vicinity of the Grand Junction processing site; modeling results will be used to demonstrate and document the potential remedial alternative of natural flushing.

    This is the sixth in a series of seven volumes which constitute a guide to records of the Rocky Flats Plant useful for conducting health-related research. The primary purpose of Volume VI is to describe record series pertaining to workplace and environmental monitoring activities at the Department of Energy`s (DOE) Rocky Flats Plant, now named the Rocky Flats Environmental Technology Site, near Denver, Colorado. History Associates Incorporated (HAI) prepared this guide as part of its work as the support services contractor for DOE`s Epidemiologic Records Inventory Project. This introduction briefly describes the Epidemiologic Records Inventory Project and HAI`s role in the project, provides a history of workplace and environmental monitoring practices at Rocky Flats, and identifies organizations contributing to workplace and environmental monitoring policies and activities. Other topics include the scope and arrangement of this volume and the organization to contact for access to these records. Comprehensive introductory and background information is available in Volume I. Other volumes in the guide pertain to administrative and general subjects, facilities and equipment, production and materials handling, waste management, and employee health. In addition, HAI has produced a subject-specific guide, titled The September 1957 Rocky Flats Fire. A Guide to Record Series of the Department of Energy and Its Contractors, which researchers should consult for further information about records related to this incident.

    The invention provides apparatus and methods which facilitate movement of an instrument relative to an item or location being monitored and/or the item or location relative to the instrument, whilst successfully excluding extraneous ions from the detection location. Thus, ions generated by emissions from the item or location can successfully be monitored during movement. The technique employs sealing to exclude such ions, for instance, through an electro-field which attracts and discharges the ions prior to their entering the detecting location and/or using a magnetic field configured to repel the ions away from the detecting location.

    Some utilities and thermal researchers are devising thermoelectric and thermophotovoltaic technologies to convert furnace heat to electricity and keep home heating systems functioning during extended power failures. Storms that damage power lines often leave homes without heat, since the electricity supplied to furnace blowers is cut along with all other electricity. One case in points is the March 1991 ice storm that left nearly 200,000 Rochester Gas and Electric Corp. customers without electrical power, some for up to two weeks. This led the Rochester, N.Y., utility, RG and E, to search for an independent power source that could provide homes with heat during prolonged outages. RG and E funded development of a continuous gas furnace by the GE Research and Development Center in Schenectady, N.Y., that would keep its customers' homes heated and provide some electricity during power outages. Since natural gas lines are rarely interrupted during a power outage, the furnace is still a potential source of heat, but only if there is some way to supply electricity that is independent of the grid, said Bruce Snow, manager and chief engineer of the technical services division at RG and E. The electricity would power the furnace blower, which blows hot air through air ducts, or run the motor that pumps water through a piping system to keep the house warm. Such a thermoelectrical system involves heating the two junctions of thermocouples, which are made of dissimilar wires, at two different temperatures in order to create electricity. A newer technology, thermophoto-voltaics, also converts heat to electricity. In this process described here, the heat causes an emitter to radiate a wavelength of light, which is converted into electricity by a photovoltaic unit.

    This paper describes a potential role for arms control monitoring technology in peace-keeping operations. The basic idea is to utilize monitoring technology developed or suggested for treaty verification (primarily Conventional Forces Europe (CFE), but other treaties as well) to minimize the exposure of humans as part of ``peace-keeping`` forces in various trouble spots throughout the world. The impetus comes from the dangers and high costs of stationing peace-keeping of forces in areas such as Bosnia-Herzegovina. Aside from the costs associated with such efforts the loss of life has escalated recently from 743 peace keepers lost from 1948 to 1988, to 180 lives lost in 1993 alone. Some potential advantages to using technology for certain monitoring roles are discussed in the paper and include: minimizing exposure/risk to peace-keeping personnel from hostile fire, hostage taking, etc.; sharable technology will allow all parties to view results, assess violations or transgressions, etc.; can be applied to equipment, railways, roads, etc., to confirm human and other monitoring capabilities; and provides data to settle disputes on which side initiated hostilities.

    Despite its unique challenges, production at Chevron Mining's western Wyoming mine is increasing. The 1,200 foot deep pits consecutively terrace down (more similar to the open pits used in hard rock mining), exposing multiple splitting seams of varying coal qualities. The seams dip from 17 to 22{sup o} and vary in thickness from five to 80 feet or more. Generally three different pits, all of changing coal properties, are worked. The coal is blended to meet specific specifications. The article describes operations at the mine and its transport, once blended, to the nearby Naughton power station or by haul truck to the Elkol tipple. Employment at the mine, with its good safety record, is discussed.

    In view of poor constraints on historical combustion emissions, past environmental loadings of black carbon (BC) and polycyclic aromatic hydrocarbon (PAH) were reconstructed from dated lake sediment cores collected 70 km south of Stockholm, Sweden. Compared to several dramatic variations over the recent 150 years, the preindustrial loadings were steady within {+-}50% through the entire medieval with BC fluxes of 0.071 g m{sup -2} yr{sup -1} and PAH fluxes of 6 g m{sup -2} yr{sup -1}. In the wood-burning dominated century leading up to the industrial revolution around 1850, increasing BC fluxes were leading PAH fluxes. BC fluxes reached their millennial-scale maximum around 1920, whereas PAH fluxes increased exponentially to its record maximum around 1960, 50-fold above preindustrial values. For 1920-1950, BC fluxes consistently decreased as PAH fluxes kept increasing. Coal and coke represented >50% of the Swedish energy market in the 1930s. Combined with sharply decreasing (1,7-)/(1,7{+-}2,6-dimethylphenanthrene), indicative of diminishing wood combustion, and decreasing methylphenanthrenes/phenanthrene, indicative of higher-temperature combustion (coal instead of wood), the sediment archive suggests that the relative BC/PAH emission factors thus are lower for coal than for wood combustion. For the first time, both BC and PAH fluxes decreased after 1960. This trend break is a testament to the positive effects of decreasing reliance on petroleum fuels and a number of legislative actions aimed at curbing emissions and by 1990, the loading of BC was back at preindustrial levels, whereas that of PAH were the lowest since the 1910s. However, for the most recent period (1990-2004) the BC and PAH fluxes are no longer decreasing. 55 refs., 3 figs.

    Next-generation exascale systems, those capable of performing a quintillion (10{sup 18}) operations per second, are expected to be delivered in the next 8-10 years. These systems, which will be 1,000 times faster than current systems, will be of unprecedented scale. As these systems continue to grow in size, faults will become increasingly common, even over the course of small calculations. Therefore, issues such as fault tolerance and reliability will limit application scalability. Current techniques to ensure progress across faults like checkpoint/restart, the dominant fault tolerance mechanism for the last 25 years, are increasingly problematic at the scales of future systems due to their excessive overheads. In this work, we evaluate a number of techniques to decrease the overhead of checkpoint/restart and keep this method viable for future exascale systems. More specifically, this work evaluates state-machine replication to dramatically increase the checkpoint interval (the time between successive checkpoint) and hash-based, probabilistic incremental checkpointing using graphics processing units to decrease the checkpoint commit time (the time to save one checkpoint). Using a combination of empirical analysis, modeling, and simulation, we study the costs and benefits of these approaches on a wide range of parameters. These results, which cover of number of high-performance computing capability workloads, different failure distributions, hardware mean time to failures, and I/O bandwidths, show the potential benefits of these techniques for meeting the reliability demands of future exascale platforms.

    By the end of the 1980s, MAN B&W had introduced engine diagnosis systems for the company`s four-stroke and two-stroke engines. These two systems, Modis and Capa, form the basis for the company`s CoCoS (computer controlled surveillance) project, which started in 1991. The CoCoS system, as it is now available, consists of four modules: the engine diagnosis system, the maintenance planning system the spare parts catalog and the spare parts ordering and stock handling system. The modules can be applied as an integrated system, communicating with each other, but they can also be used as separate systems. Furthermore they can be installed in existing engine plants. The four modules of the CoCoS system are designed to provide the tools to monitor the condition of the ship machinery, indicate irregularities, identify the fading component and suggest required repair measures. 5 figs.

    The apparatus and method provide a technique for significantly reducing capacitance effects in detector electrodes arising due to movement of the instrument relative to the item/location being monitored in ion detection based techniques. The capacitance variations are rendered less significant by placing an electrically conducting element between the detector electrodes and the monitored location/item. Improved sensitivity and reduced noise signals arise as a result. The technique also provides apparatus and method suitable for monitoring elongate items which are unsuited to complete enclosure in one go within a chamber. The items are monitored part by part as the pass through the instrument, so increasing the range of items or locations which can be successfully monitored.

    The apparatus and method provide a technique for more simply measuring alpha and/or beta emissions arising from items or locations. The technique uses indirect monitoring of the emissions by detecting ions generated by the emissions, the ions being attracted electrostatically to electrodes for discharge of collection. The apparatus and method employ a chamber which is sealed around the item or location during monitoring with no air being drawn into or expelled from the chamber during the monitoring process. A simplified structure and operations arises as a result, but without impairing the efficiency and accuracy of the detection technique.

    Stack monitors are used to sense radioactive particulates and gases in effluent air being vented from rooms of nuclear facilities. These monitors record the levels and types of effluents to the environment. This paper presents the results of a stack monitor operating experience review of the U.S. Department of Energy (DOE) Occurrence Reporting and Processing System (ORPS) database records from the past 18 years. Regulations regarding these monitors are briefly described. Operating experiences reported by the U.S. DOE and in engineering literature sources were reviewed to determine the strengths and weaknesses of these monitors. Electrical faults, radiation instrumentation faults, and human errors are the three leading causes of failures. A representative “all modes” failure rate is 1E-04/hr. Repair time estimates vary from an average repair time of 17.5 hours (with spare parts on hand) to 160 hours (without spare parts on hand). These data should support the use of stack monitors in any nuclear facility, including the National Ignition Facility and the international ITER project.

    The present invention relates to a monitoring well which includes an enclosure defining a cavity and a water reservoir enclosed within the cavity and wherein the reservoir has an inlet and an outlet. The monitoring well further includes a porous housing borne by the enclosure and which defines a fluid chamber which is oriented in fluid communication with the outlet of the reservoir, and wherein the porous housing is positioned in an earthen soil location below-grade. A geophysical monitoring device is provided and mounted in sensing relation relative to the fluid chamber of the porous housing; and a coupler is selectively moveable relative to the outlet of reservoir to couple the porous housing and water reservoir in fluid communication. An actuator is coupled in force transmitting relation relative to the coupler to selectively position the coupler in a location to allow fluid communication between the reservoir and the fluid chamber defined by the porous housing.

    This report summarizes 2006 perched water and groundwater monitoring activities at the Idaho Nuclear Technology and Engineering Center (INTEC) located at the Idaho National Laboratory (INL). During 2006, groundwater samples were collected from a total of 22 Snake River Plain Aquifer (SRPA) monitoring wells, plus six aquifer wells sampled for the Idaho CERCLA Disposal Facility (ICDF) monitoring program. In addition, perched water samples were collected from 21 perched wells and 19 suction lysimeters. Groundwater and perched water samples were analyzed for a suite of radionuclides and inorganic constituents. Laboratory results in this report are compared to drinking water maximum contaminant levels (MCLs). Such comparison is for reference only and it should be noted that the Operable Unit 3-13 Record of Decision does not require that perched water comply with drinking water standards.

    This library is used to get process information (eg memory and timing). By setting an environment variable, the runtime system loads libprocmon.so while loading your executable. This library causes the SIGPROF signal to be triggered at time intervals. The procmon signal handler calls various system routines (eg clock_gettime, malinfo, getrusage, and ioctl {accessing the /proc filesystem}) to gather information about the process. The information is then printed to a file which can be viewed graphicallymore » via procmon_plot.pl. This information is obtained via a sampling approach. As with any sampling approach, the information it gathers will not be completely accurate. For example, if you are looking at memory high-water mark the memory allocation and freeing could have occurred between samples and thus would not be "seen" by this program.     A robotic optical sedimentation recorder is described for the recordation of carbon flux in the oceans wherein both POC and PIC particles are captured at the open end of a submersible sampling platform, the captured particles allowed to drift down onto a collection plate where they can be imaged over time. The particles are imaged using three separate light sources, activated in sequence, one source being a back light, a second source being a side light to provide dark field illumination, and a third source comprising a cross polarized light source to illuminate birefringent particles. The recorder in one embodiment is attached to a buoyancy unit which is capable upon command for bringing the sedimentation recorder to a programmed depth below the ocean surface during recordation mode, and on command returning the unit to the ocean surface for transmission of recorded data and receipt of new instructions. The combined unit is provided with its own power source and is designed to operate autonomously in the ocean for extended periods of time.

    Preservative clothes which are able to absorb radiation beam are needed not only for saving people working at radioactive environment but also for saving others from natural and man-made radiation sources we are exposed in daily life. Barite is a mineral which can be used for armour plating because of high atomic numbered element barium constituent of barite. In this study, armour plating property of barite was applied to fabrics. Barite coated fabric having characteristic of keeping radiation was obtained by penetrating barite on cloth via coating method. Radiation keeping property of fabrics obtained was determined via image processing. The results of experiments showed that barite coated fabrics have blocked radiation more than normal fabrics have done.

    Luminosity monitors are needed in each experiment doing spin physics at RHIC. They concentrate on the luminosity aspects here because, for example, with a 10{sup {minus}3} raw asymmetry in an experiment, an error of 10{sup {minus}4} in the luminosity is as significant as a 10% polarization error. Because luminosity is a property of how two beams overlap, the luminosity at an interaction region must be measured at that interaction region in order to be relevant to the experiment at that interaction region. The authors will have to do the physics and the luminosity measurements by using labels on the event sums according to the polarization labels on the colliding bunches. Most likely they will not have independent polarization measurement on each bunch, but only on all the filled bunches in a ring, or perhaps all the bunches that are actually used in an experiment. Most analyses can then be handled by using the nine combinations gotten from three kinds of bunches in each ring, +, {minus} and empty bunches. The empty bunches are needed to measure beam-gas background, (and some, like six in a row, are needed for the beam abort). Much of the difficulty comes from the fact that they must use a physics process to represent the luminosity. This process must have kinematic and geometric cuts both to reduce systematics such as beam-gas backgrounds, and to make it representative of the part of the interaction diamond from which the physics events come.

    An electromagetic recording head is described for simultaneous recording of a plurality of signals within a small space on a magnetically semsitized medium. Basically the head structure comprises a non-magnetic centerpiece provided with only first and second groups of spaced cut-out slots respectively on opposite sides of the centerpiece. The two groups of slots are in parallel alignment and the slots of one group are staggered with respect to the slots of the other group so that one slot is not directly opposite another slot.     A device is described for automatica1ly recording pulse annplitude distribution received from a counter. The novelty of the device consists of the over-all arrangement of conventional circuit elements to provide an easy to read permanent record of the pulse amplitude distribution during a certain time period. In the device a pulse analyzer separates the pulses according to annplitude into several channels. A scaler in each channel counts the pulses and operates a pen marker positioned over a drivable recorder sheet. Since the scalers in each channel have the sanne capacity, the control circuitry permits counting of the incoming pulses until one scaler reaches capacity, whereupon the input is removed and an internal oscillator supplies the necessary pulses to fill up the other scalers. Movement of the chart sheet is initiated wben the first scaler reaches capacity to thereby give a series of marks at spacings proportional to the time required to fill the remaining scalers, and accessory equipment marks calibration points on the recorder sheet to facilitate direct reading of the number of external pulses supplied to each scaler.

    Current technologies for the detection of airborne radioactive contamination do not provide real-time capability. Most of these techniques are based on the capture of particulate matter in air onto filters which are then processed in the laboratory; thus, the turnaround time for detection of contamination can be many days. To address this shortcoming, an effort is underway to adapt LRAD (Long-Range-Alpha-Detection) technology for real-time monitoring of airborne releases of alpa-emitting radionuclides. Alpha decays in air create ionization that can be subsequently collected on electrodes, producing a current that is proportional to the amount of radioactive material present. Using external fans on a pipe containing LRAD detectors, controlled samples of ambient air can be continuously tested for the presence of radioactive contamination. Current prototypes include a two-chamber model. Sampled air is drawn through a particulate filter and then through the first chamber, which uses an electrostatic filter at its entrance to remove ambient ionization. At its exit, ionization that occurred due to the presence of radon is collected and recorded. The air then passes through a length of pipe to allow some decay of short-lived radon species. A second chamber identical to the first monitors the remaining activity. Further development is necessary on air samples without the use of particulate filtering, both to distinguish ionization that can pass through the initial electrostatic filter on otherwise inert particulate matter from that produced through the decay of radioactive material and to separate both of these from the radon contribution. The end product could provide a sensitive, cost-effective, real-time method of determining the presence of airborne radioactive contamination.

    A zero-suppression circuit for self-balancing recorder instruments is presented. The essential elements of the circuit include a converter-amplifier having two inputs, one for a reference voltage and the other for the signal voltage under analysis, and a servomotor with two control windings, one coupled to the a-c output of the converter-amplifier and the other receiving a reference input. Each input circuit to the converter-amplifier has a variable potentiometer and the sliders of the potentiometer are ganged together for movement by the servoinotor. The particular noveity of the circuit resides in the selection of resistance values for the potentiometer and a resistor in series with the potentiometer of the signal circuit to ensure the full value of signal voltage variation is impressed on a recorder mechanism driven by servomotor.

    Process Monitoring has long been used to evaluate industrial processes and operating conditions in nuclear and non-nuclear facilities. In nuclear applications there is a recognized need to demonstrate the safeguards benefits from using advanced process monitoring on spent fuel reprocessing technologies and associated facilities, as a complement to nuclear materials accounting. This can be accomplished by: defining credible diversion pathway scenarios as a sample problem; using advanced sensor and data analysis techniques to illustrate detection capabilities; and formulating 'event detection' methodologies as a means to quantify performance of the safeguards system. Over the past 30 years there have been rapid advances and improvement in the technology associated with monitoring and control of industrial processes. In the context of bulk handling facilities that process nuclear materials, modern technology can provide more timely information on the location and movement of nuclear material to help develop more effective safeguards. For international safeguards, inspection means verification of material balance data as reported by the operator through the State to the international inspectorate agency. This verification recognizes that the State may be in collusion with the operator to hide clandestine activities, potentially during abnormal process conditions with falsification of data to mask the removal. Records provided may show material is accounted for even though a removal occurred. Process monitoring can offer additional fidelity during a wide variety of operating conditions to help verify the declaration or identify possible diversions. The challenge is how to use modern technology for process monitoring and control in a proprietary operating environment subject to safeguards inspectorate or other regulatory oversight.     Internal corrosion monitoring provides data vital to the operation of high-capital-cost, subsea equipment such as pipelines, flowlines, manifolds and water injection equipment. Monitoring can be used to determine the efficacy of corrosion/erosion mitigation techniques and allows operation of subsea equipment to maximize useful equipment life and minimize maintenance. For the operation of subsea systems that utilized corrosion inhibitors, there is a particular need to monitor the inhibitor performance. Methods for remote monitoring of corrosion are rapidly developing as the pace of subsea developments increase. Subsea completions set a record in 1993, exceeding the previous all-time high by 18% and exceeding 1992 installations by 73%. This paper will review experiences with offshore corrosion monitoring, the currently installed subsea corrosion monitoring systems, discuss the use of intelligent pigs as monitoring tools, and review some of the technologies that could possibly be utilized in the future such as ion selective electrodes, radioactive tracers and spectroscopy.

    A specially developed computer-based hazardous-materials monitoring system has been successfully field tested. The test of the portable system occurred during the unloading of 45,000 metric tons of LPG from a 740-ft tanker at the petroleum dock of a plant along the Mississippi River. The function of this system is to detect, report, alarm, and record unacceptable concentrations of hazardous vapors during marine-transfer operations.

    The U.S. Department of Energy (DOE) Office of Legacy Management (LM) is an integral part of DOE's strategy to ensure that legacy liabilities of former nuclear weapons production sites are properly managed following the completion of environmental cleanup activities. In the area of environmental legacy management, records management is crucial to the protection of health, environmental, and legal interests of the Department and the public. LM is responsible for maintaining long-term surveillance and maintenance (LTS and M) records in performance of its mission. Maintaining access to the knowledge contained in these record collections is one of LM's primary responsibilities. To fulfill this responsibility, LM established a consolidated records management facility, the LM Business Center (LMBC), to house physical media records and electronic records. A new electronic record keeping system (ERKS) was needed to replace an obsolete system while helping to ensure LM is able to meet ongoing responsibilities to maintain access to knowledge and control the life cycle management of records.     I give an overview of LANL's capability in seismic imaging and monitoring. I present some seismic imaging and monitoring results, including imaging of complex structures, subsalt imaging of Gulf of Mexico, fault/fracture zone imaging for geothermal exploration at the Jemez pueblo, time-lapse imaging of a walkway vertical seismic profiling data for monitoring CO{sub 2} inject at SACROC, and microseismic event locations for monitoring CO{sub 2} injection at Aneth. These examples demonstrate LANL's high-resolution and high-fidelity seismic imaging and monitoring capabilities.

    The objective of the Remote Monitoring Transparency Program is to evaluate and demonstrate the use of remote monitoring technologies to advance nonproliferation and transparency efforts that are currently being developed by Russia and the US without compromising the national security of the participating parties. Under a lab-to-lab transparency contract between Sandia National Laboratories (SNL) and the Kurchatov Institute (KI RRC), the Kurchatov Institute will analyze technical and procedural aspects of the application of remote monitoring as a transparency measure to monitor inventories of direct-use HEU and plutonium (e.g., material recovered from dismantled nuclear weapons). A goal of this program is to assist a broad range of political and technical experts in learning more about remote monitoring technologies that could be used to implement nonproliferation, arms control, and other security and confidence building measures. Specifically, this program will: (1) begin integrating Russian technologies into remote monitoring systems; (2) develop remote monitoring procedures that will assist in the application of remote monitoring techniques to monitor inventories of HEU and Pu from dismantled nuclear weapons; and (3) conduct a workshop to review remote monitoring fundamentals, demonstrate an integrated US/Russian remote monitoring will have on the national security of participating countries.

    This Environmental Monitoring Plan was written to fulfill the requirements of Department of Energy (DOE) Order 5400.1 and DOE Environmental Regulatory Guide DOE/EH 0173T. This Plan documents the background, organizational structure, and methods used for effluent monitoring and environmental surveillance at Sandia National Laboratories/California. The design, rationale, and historical results of the environmental monitoring system are discussed in detail. Throughout the Plan, recommendations for improvements to the monitoring system are made. This revision to the Environmental Monitoring Plan was written to document the changes made to the Monitoring Program during 1992. Some of the data (most notably the statistical analyses of past monitoring data) has not been changed.
