    This article is a review of the potential for nuclear energy development in the developing nations of Pakistan, Indonesia, Thailand, and the Philippines. In each country, there is a substantial need for new generating capacity, and each is exploring the idea of having nuclear energy supply a meaningful portion of this new capacity. Of the four countries, only Pakistan is currently a nuclear operator, and one vintage CANDU plant in operation and the Chashma unit under construction. Thailand and Indonesia have ambitious plans to have 12 reactors in service by the year 2015.

    This paper presents an overview of the electric power system in Thailand. 99% of the country is electrified, but much of this is with diesel generators which leaves high costs but a high level of service. The paper discusses renewable energy projects which have been sited in the country, and examples of hybrid systems which have been retrofit into existing diesel generator systems. Photovoltaic and hydroelectric power projects are described. Dedicated systems have been installed for water pumping and battery charging applications.

    Unocal Corporation has given the Indonesian Government notice of intent to proceed with a geothermal project to provide steam for a 110 megawatt electrical generating plant. The company has drilled 11 wells, and has confirmed reserves for more than 230 megawatts of generating capacity. Indonesia's state electric company, PLN, will build the power plant. Ansaldo, an Italian company, will supply equipment and manage the construction. With the notice of intent to proceed, Unocal Geothermal of Indonesia, Ltd. will begin drilling additional wells and build the field facilities necessary to provide steam to the power plant.

    As part of our continuing assessment of Asia-Pacific energy markets, the Energy Program has embarked on a series of country studies that discuss in detail the structure of the energy sector in each major country in the region. To date, our reports to the US Department of Energy have covered Australia, China, Indonesia, Japan, Malaysia, the Philippines, Singapore, South Korea, Taiwan, and Thailand. The country studies also provide the reader with an overview of the economic and political situation in the various countries. We have particularly highlighted petroleum and gas issues in the country studies and have attempted to show the foreign trade implications of oil and gas trade. Finally, to the greatest extent possible, we have provided the latest available statistics -- often from unpublished and disparate sources that are unavailable to most readers. Staff members have traveled extensively in -- and at times have lived in -- the countries under review and have held discussions with senior policymakers in government and industry.   15. The Nuclear Alternative: Energy Production within Ulaanbaatar, Mongolia

    Over ninety percent of Mongolia's energy load is run through the Central Energy System. This primary grid provides Mongolia's capital, Ulaanbaatar, with the power it uses to function. In the first half of 2010 the Central Energy System managed 1739.45 million kWhs, a 4.6 percent increase from 2009. If this growth rate continues, by 2015 Ulaanbaatar's three power plants will be unable to generate enough heat and electricity to meet the city's needs. Currently, plans have been proposed to rehabilitate the aging coal power plants. However, rising maintenance costs and growing emission levels make the long-term sustainability of this solution uncertain. The following paper analyzes the capital, maintenance, and decommissioning costs associated with the current rehabilitation plans and compares them with a nuclear alternative.

    A health impact assessment (HIA) is a tool for assessing the potential effects of a project or policy on a population's health. In this paper, we discuss a tool for successfully integrating equity concerns into HIAs. This discussion is the product of collaboration by Mongolian and Canadian experts, and it incorporates comments and suggestions of participants of a workshop on equity focused HIAs that took place in Mongolia in October, 2010. Our motivation for discussing this tool is based on the observation that existing HIAs tend either to fail to define equity or use problematic accounts of this concept. In this paper we give an overview of socio-demographic and health indicators in Mongolia and briefly discuss its mining industry. We then review three accounts of equity and argue for the importance of developing a consensus understanding of this concept when integrating considerations of equity into an HIA. Finally, we present findings from the workshop in Mongolia and outline a tool, derived from lessons from this workshop, for critically considering and integrating the concept of equity into an HIA.

    The US Department of Energy has been encouraging other countries to consider US coal and coal technologies in meeting their future energy needs. Thailand is one of three developing countries determined to be a potentially favorable market for such exports. This report briefly profiles Thailand with respect to population, employment, energy infrastructure and policies, as well as financial, economic, and trade issues. Thailand is shifting from a traditionally agrarian economy to one based more strongly on light manufacturing and will therefore require increased energy resources that are reliable and flexible in responding to anticipated growth. Thailand has extensive lignite deposits that could fuel a variety of coal-based technologies. Atmospheric fluidized-bed combustors could utilize this resource and still permit Thailand to meet emission standards for sulfur dioxide. This option also lends itself to small-scale applications suitable for private-sector power generation. Slagging combustors and coal-water mixtures also appear to have potential. Both new construction and refurbishment of existing plants are planned. 18 refs., 3 figs., 7 tabs.

    The purpose of this study was to ascertain the feasibility of utilizing wind energy to meet part of the energy demands related to pumping water and to generating electricity for the rural households in Thailand. The data for this study were divided into three different areas: (1) wind speed data, (2) the wind machine performance data, and (3) the rural energy demand data. The wind machine were divided into two categories of water-pumping windmills and electricity-generating wind machines. Three types of water pumping windmills and one type of electricity-generating wind machine were matched with the wind condition in Thailand. They were the multi-blade rotor, the sailwing rotor model (WE 002), the slow-speed sailwing rotor, and the Aerowatt model (1100 FP5G) respectively. It was concluded that, in Thailand: (1) the multiblade rotor and the sail-wing rotor (WE 002) windmill is suitable for pumping water for domestic use at 43 specified locations; (2) the slow-speed sailwing rotor windmill is suitable for pumping water for small irrigation at 32 specified locations; and (3) the Aerowatt model (1100 GP5G) is suitable for generating electricity for household use at 29 specified locations.

    About 50% of the increase in China's NOx emissions since 2000 can be attributed to the construction of new power plants. We show that the newly added NOx emissions from new power plants in Inner Mongolia, China, were detected by the Ozone Monitoring Instrument (OMI) aboard NASA's Aura satellite. Increase rates of NO{sub 2} columns from OMI and NOx emissions from inventories are even in quantitative agreement in cases where new facilities are added to already-developed regions. This study confirms that the OMI products are quite capable of identifying the construction of large new emitting facilities through detection of their NOx emissions.

    Energy consumption in Indonesia is growing fast in line with the development of national economy. During (1990 - 1993) the emission of CO{sub 2} gas coming from energy sector increased from 150 million tones to 200 million tones in 1993. Whereas, the total methane emission from the oil, gas and coal sub-sector reached 550 kilo tones in 1991 and increased to 670 kilo tones in 1994. This amount of CO{sub 2} and Methane from energy sector was 26% and 10 % respectively of the total emission of Indonesia. Based on the last two decades of Indonesia`s economic growth experience, as a developing country this high economic growth rate of Indonesia in the future will be kept until reaching the newly industrialized country level, which is more than 6% annually in the next decade. This high growth rate economic projection will also added the level of GHG emission in the future. As a developing country Indonesia is one of the fast growing countries. The GDP growth in the year 1995 was more than 7 percent, therefore growth rate of energy consumption in this country also rose following the economic growth.

    In spite of the recent political turmoil, Thailand has continued to develop its ethanol based alternative fuel supply and demand infrastructure. Its support of production and sales of ethanol contributed to more than doubling the production over the past five years alone. In April 2014, average consumption stood at 3.18 million liter per day- more than a third on its way to its domestic consumption goal of 9 million liters per day by 2021. Strong government incentives and the phasing out of non-blended gasoline contributed substantially. Concurrently, exports dropped significantly to their lowest level since 2011, increasing the pressure on Thai policy makers to best balance energy independency goals with other priorities, such as Thailand’s trade balance and environmental aspirations. Utilization of second generation biofuels might have the potential to further expand Thailand’s growing ethanol market. Thailand has also dramatically increased its higher ethanol blend vehicle fleet, with all new vehicles sold in the Thai market now being E20 capable and the number of E85 vehicles increasing three fold in the last year from 100,000 in 2013 to 300,000 in 2014.

    In the second long-term development plan, industry plays a significant role in economic growth. In Indonesia, industries grow very fast; such fast growth can adversely effect the environment. Exploitation of assets can mean depletion of natural resources and energy, which, if incorrectly managed, can endanger human life and the environment. The inefficient use of natural resources will accelerate their exhaustion and generate pollution, resulting in environmental damage and threats to economic development and human well being. In recent years, changes in the approach used to control pollution have been necessary because of the increasing seriousness of the problems. Initial environmental management strategies were based on a carrying capacity approach; the natural assimilative capacity accommodated the pollution load that was applied. The environmental management strategies adopted later included technologies applied to the end of the discharge point (so-called {open_quotes}end-of-pipe{close_quotes} treatments). Until now, environmental management strategies focused on end-of-pipe approaches that control pollutants after they are generated. These approaches concentrate on waste treatment and disposal to control pollution and environmental degradation. However, as industry develops, waste volumes continue to increase, thereby creating further environmental problems. In addition, the wastes produced tend to have more complex characteristics and are potentially more difficult to treat for a reasonable cost. There are often technical and financial obstacles to regulatory compliance if waste treatment is relied on as the only means of achieving environmental objectives. Consequently, the reactive end-of-pipe treatment approach has been changed to a proactive cleaner production approach. This approach is based on the concept of sustainable development and is designed to prevent pollution as well as to protect natural resources and the quality of the environment.

Only three of 38 sedimentary basins are producing hydrocarbon (Salawati, Bintuni, and Seram Basins). Oil and gas have discovered in the Lariang, Bone, Timor, Banggai, Sula and Biak Basins, however the discoveries have not developed yet. Hydrocarbon systems in Northern Australia and Papua New Guinea give the major contributions to the geological idea of Pre-Tertiary section in the less explored area in the Eastern Indonesia. The Triassic-Middle Jurassic marine carbonaceous shale sequences are the main hydrocarbon source rock in the Irian Jaya and surrounding area (Buton, gula and Seram basins). The main Mesozoic reservoir are the Kembelangan Formation in the Bintuni Basin of Irian Jaya and Bobong Formation in the North Sula Region. Exploration play types in the Eastern Indonesia can be divided into five types: 1 - Peri Cratonic, 2 - Marginal Rift Graben, 3 - Thrust Fold Belt Island Arc, 4 - Early Collision and 5 -Microcontinental Block - Advanced Collision.   20. New mineral occurrences and mineralization processes: Wuda coal-fire gas vents of Inner Mongolia

    Five unique mineral assemblages that include the sulfates millosevichite, alunogen, anhydrite, tschermigite, coquimbite, voltaite, and godovikovite, as well as the halide salammoniac and an unidentified phase, according to X-ray diffraction and EDS data, were found as encrustations on quartzofeldspathic sand and sandstone adjacent to coal-fire gas vents associated with underground coal fires in the Wuda coalfield of Inner Mongolia. The mineral assemblage of alunogen, coquimbite, voltaite, and the unidentified phase collected front the same gas vent, is documented for the first time. Observations suggest that the sulfates millosevichite, alunogen, coquimbite, voltaite, godovikovite, and the unidentified phase, crystallized in response to a complex sequence of processes that include condensation, hydrothermal alteration, crystallization from solution, fluctuating vent temperatures, boiling, and dehydration reactions, whereas the halide salammoniac crystallized during the sublimation of coal-fire gas. Tschermigite and anhydrite formed by the reaction of coal-fire gas with quartzofelds pathic rock or by hydrothermal alteration of this rock and crystallization from an acid-rich aqueous solution. These minerals have potentially important environmental significance and may be vectors for the transmission of toxins. Coal fires also provide insight for the recognition in the geologic record of preserved mineral assemblages that are diagnostic of ancient fires.

    Indonesia has participated in cooperative technical programs with the IAEA since 1957, and has cooperated with regional partners in all of the traditional areas where nuclear science is employed: in medicine, public health (such as insect control and eradication programs), agriculture (e.g. development of improved varieties of rice), and the gas and oil industries. Recently, Indonesia has contributed significantly to the Reduced Enrichment Research and Training Reactor (RERTR) Program by conducting experiments to confirm the feasibility of Mo-99 production using high-density low enriched uranium (LEU) fuel, a primary goal of the RERTR Program. Indonesia's first research reactor, the TRIGA Mark II at Bandung, began operation in 1964 at 250 kW and was subsequently upgraded in 1971 to 1 MW and further upgraded in 2000 to 2 MW. This reactor was joined by another TRIGA Mark II, the 100-kW Kartini-PPNY at Yogyakarta, in 1979, and by the 30-MW G.A. Siwabessy multipurpose reactor in Serpong, which achieved criticality in July 1983. A 10-MW radioisotope production reactor, to be called the RPI-10, also was proposed for construction at Serpong in the late 1990s, but the project apparently was not carried out. In the five decades since its nuclear research program began, Indonesia has trained a cadre of scientific and technical staff who not only operate and conduct research with the current facilities, but also represent the nucleus of a skilled labor pool to support development of a nuclear power program. Although Indonesia's previous on-again, off-again consideration of nuclear power has not gotten very far in the past, it now appears that Indonesia again is giving serious consideration to beginning a national nuclear energy program. In June 2006, Research and Technology Minister Kusmayanto Kadiman said that his ministry was currently putting the necessary procedures in place to speed up the project to acquire a nuclear power plant, indicating that, ''We will need around

    This paper describes three wind energy related projects which are underway in Indonesia. The first is a USAID/Winrock Wind for Island and Nongovernmental Development (WIND) project. The objectives of this project are to train local nongovernmental organizations (NGOs) in the siting, installation, operation, and maintenance of small wind turbines. Then to install up to 20 wind systems to provide electric power for productive end uses while creating micro-enterprises which will generate enough revenue to sustain the wind energy systems. The second project is a joint Community Power Corporation/PLN (Indonesian National Electric Utility) case study of hybrid power systems in village settings. The objective is to evaluate the economic viability of various hybrid power options for several different situations involving wind/photovoltaics/batteries/diesel. The third project is a World Bank/PLN preliminary market assessment for wind/diesel hybrid systems. The objective is to estimate the size of the total potential market for wind/diesel hybrid power systems in Indonesia. The study will examine both wind retrofits to existing diesel mini-grids and new wind-diesel plants in currently unelectrified villages.

    This paper presents, from a financing aspect the broad issues involved in a plan to provide solar home systems (SHS) to provide rural electrification in several areas of rural Indonesia. The paper discusses the approaches being used to provide funding, develop awareness of the technology, and assure the success of the project. The plan involves the use of grant money to help with some of the initial costs of such systems, and thereby to encourage local financing on a terms rather than cash basis. There are needs for market development, and development of a business structure in the country to support this type of technology. Provided this plan can succeed, it may serve as a model for further efforts.

    Preliminary deformation model for the Indonesia’s National Seismic Hazard (NSH) map is constructed as the block rotation and strain accumulation function at the elastic half-space. Deformation due to rigid body motion is estimated by rotating six tectonic blocks in Indonesia. The interseismic deformation due to subduction is estimated by assuming coupling on subduction interface while deformation at active fault is calculated by assuming each of the fault‘s segment slips beneath a locking depth or in combination with creeping in a shallower part. This research shows that rigid body motion dominates the deformation pattern with magnitude more than 15 mm/year, except in the narrow area near subduction zones and active faults where significant deformation reach to 25 mm/year.

    The Arun field was discovered by Mobil Oil Indonesia Inc. in late 1971 in its Bee block in the Aceh province on the north coast of Sumatra, Indonesia. Mobil's operations in this area are conducted under the terms of a production sharing agreement with Pertamina, the Indonesian state-owned oil and gas enterprise. The scope of operations covered by this paper is from production of gas and raw condensate in the field through stabilization and export of condensate and purification, liquefaction, and export of gas at the LNG plant at Blang Lancang, near Lho Seumawe (Sumatra) Indonesia. Mobil Oil Indonesia, Inc. is the field operator and P.T. Arun NGL Company operates the pipelines and LNG plant facilities. All the facilities which will be described are owned by Pertamina; P.T. Arun is owned by Pertamina, Mobil Oil Indonesia, and Japan Indonesia LNG company (JILCO). JILCO represents the five (5) original Japanese LNG purchasers. Brief descriptions are included of the geology, reservoir geometry, well producing characteristics, field producing and cycling facilities, and the treating, liquefaction and export facilities.

    The Workshop brought together experts from APEC economies to discuss important issues related to coal development, trade and consumption in the APEC region, with a focus on Indonesia. Papers ranged from broad regional coal-related issues to specific policy and contract terms. The host, Indonesia, was selected as the focus of the workshop because it: (a) has APEC`s fastest growing electricity sector, (b) is in the process of switching from oil based electricity generation to coal and natural gas-based generation, (c) is among the fastest growing coal exporters in APEC, and (d) has a contract system for coal development that has been widely accepted by foreign investors. In addition, Indonesia is in the process of revising its coal policies, and might benefit from the timely discussions in this workshop. The papers presented in the workshop spanned the coal chain from coal resources and reserves, conversion technologies, economics and markets, legal and policy issues, to community and cultural concerns. Participants represented government, industry and academic interests, and provided perspectives of coal and technology suppliers, consumers, energy policy makers and legal experts.

  2. Siting process for disposal site of low level radiactive waste in Thailand

    The radioactive waste in Thailand is composed of low level waste from the application of radioisotopes in medical treatment and industry, the operation of the 2 MW TRIGA Mark III Research Reactor and the production of radioisotopes at OAEP. In addition, the high activity of sealed radiation sources i.e. Cs-137 Co-60 and Ra-226 are also accumulated. Since the volume of treated waste has been gradually increased, the general needs for a repository become apparent. The near surface disposal method has been chosen for this aspect. The feasibility study on the underground disposal site has been done since 1982. The site selection criteria have been established, consisting of the rejection criteria, the technical performance criteria and the economic criteria. About 50 locations have been picked for consideration and 5 candidate sites have been selected and subsequent investigated. After thoroughly investigation, a definite location in Ratchburi Province, about 180 kilometers southwest of Bangkok, has been selected as the most suitable place for the near surface disposal of radioactive waste in Thailand.

    Previous surveys of the nutritional status of young children in NE Thailand suggested that they may benefit from vitamin A (VA) and/or zinc (Zn) supplementation. 140 children, with low plasma retinol concentrations were entered in a double-blind study. They were randomized and supplemented with either VA, Zn, VA + Zn or placebo each weekday for 6 mos. All subjects consumed their usual diet that provided adequate protein, less than recommended calories, fat, Zn and VA. Biochemical indices of VA and Zn status increased significantly. The children had adequate VA liver stores as assessed by relative dose response. Zn supplementation resulted in improvement of vision restoration time in dim light using rapid dark adaptometry. VA and Zn synergistically normalized conjunctival epithelium after a 6 mo supplementation. Data suggest that functional improvements of populations with suboptimal VA and Zn nutriture can be accomplished by supplementation with {lt}2 times of RDA of these nutrients.

  6. The institutional role of NGOs in protecting Indonesia's treasurehouse of natural resources

    As the world's fourth most populous nation, Indonesia faces enormous development pressures on its limited--but plentiful--resource base. Nongovernmental organizations (NGOs) are playing an important role in protecting Indonesia's environmental bounty through a unique institutional status. Indonesia's decade-old environmental protection legislation lays out specific responsibilities for NGOs, but the government also keeps an extremely tight watch over their activities, their funding sources, and their overseas strategizing with other NGOs. They are not permitted to participate in political or commercial activities. Indonesian NGOs enjoy a unique funding relationship with the private business community wherein they may even eventually campaign against a particular donor's environmental management practices. All this occurs within the political context of highly centralized, hierarchical government control coupled with anti-North/West leanings. That NGOs have survived to the point of even having standing in court is not unique globally, but certainly noteworthy in this near-fledgling democracy. In this paper, the author recalls his experience working on environmental management issues with Indonesian government officials, power utility staff, NGOs, and private environmental practitioners, and Western environmental consultants and advocates to analyze the short history of, prospects for, and mechanisms of NGO influence over Indonesian environmental policy making and implementation.

    Wind energy resources in Indonesia provide opportunities to improve the delivery of electricity consumption for small and medium scale applications particularly for rural and remote areas and will be developed as the part of national rural electrification programs. By proper selection of design, this kind of energy source has shown to be a technically proven and affordable means of providing electricity at those areas. The promotion of WECS technology have been initiated in Indonesia by establishing some pilot projects at selected areas while in commercialization efforts, several private companies are now being involved. Dissemination of WECS technology should be based on proper selection of WECS types including economic consideration and marketing programs; for obtaining this, manufacturing of some WECS components / parts have been initiating using available materials and components; while other components that`s still not producible in Indonesia will be produced by cooperation with industry.   8. From comfort to kilowatts: An integrated assessment of electricity conservation in Thailand's commercial sector

    Thailand serves as a case study of the potential to conserve electricity in the fast-growing commercial sectors of the tropical developing world. We performed a field study of over 1100 Thai office workers in which a questionnaire survey and simultaneous physical measurements were taken. Both air-conditioned and non-air-conditioned buildings were included. We analyzed Thai subjective responses on the ASHRAE, McIntyre and other rating scales, relating them to Effective Temperature, demographics, and to rational indices of warmth such as PMV and TSENS. These results suggest that without sacrificing comfort, significant energy conservation opportunities exist through the relaxation of upper space temperature limits. To investigate the potential for conserving energy in a cost-effective manner, we performed a series of parametric simulations using the DOE-2.1D computer program on three commercial building prototypes based on actual buildings in Bangkok; an office, a hotel, and a shopping center. We investigated a wide range of energy conservation measures appropriate for each building type, from architectural measures to HVAC equipment and control solutions. The best measures applied in combination into high efficiency cases can generate energy savings in excess of 50%. Economic analyses performed for the high efficiency cases, resulted in costs of conserved energy of less than and internal rates of return in excess of 40%. Thermal cool storage, cogeneration, and gas cooling technology showed promise as cost-effective electric load management strategies.

  9. Water Footprints of Cassava- and Molasses-Based Ethanol Production in Thailand

    The Thai government has been promoting renewable energy as well as stimulating the consumption of its products. Replacing transport fuels with bioethanol will require substantial amounts of water and enhance water competition locally. This study shows that the water footprint (WF) of molasses-based ethanol is less than that of cassava-based ethanol. The WF of molasses-based ethanol is estimated to be in the range of 1,510-1,990 L water/L ethanol, while that of cassava-based ethanol is estimated at 2,300-2,820 L water/L ethanol. Approximately 99% of the water in each of these WFs is used to cultivate crops. Ethanol production requires not only substantial amounts of water but also government interventions because it is not cost competitive. In Thailand, the government has exploited several strategies to lower ethanol prices such as oil tax exemptions for consumers, cost compensation for ethanol producers, and crop price assurances for farmers. For the renewable energy policy to succeed in the long run, the government may want to consider promoting molasses-based ethanol production as well as irrigation system improvements and sugarcane yield-enhancing practices, since molasses-based ethanol is more favorable than cassava-based ethanol in terms of its water consumption, chemical fertilizer use, and production costs.

    This paper describes the progress made in developing geothermal resources at Ulumbu Flores, Indonesia for utilization mini geothermal power generation. Two deep exploratory wells drilling drilled by PLN confirmed the existence of the resources. The well measurement carried out during drilling and after completion of the well indicated that the major permeable zone at around 680 m depth and that this zone is a steam cap zone, which is likely to produce high enthalpy steam.     This paper describes the progress made in developing geothermal resources at Ulurnbu Flores, Indonesia for utilization mini geothermal power generation. Two deep exploratory wells drilling drilled by PLN confirmed the existence of the resources. The well measurement carried out during drilling and after completion of the well indicated that the major permeable zone at around 680 m depth and that this zone is a steam cap zone, which is likely to produce high enthalpy steam. The above information indicates that well ULB-01 will produce a mass flow at least 40 tonnes per hour, which will ensure a 3 MW (E) Ulumbu mini geothermal power plant.

    The final energy consumption in Thailand increased at about ten percent annually within the last 10 years. To slow the energy demand growth rate while maintaining the country`s economic advance and environmental sustainability, the Energy Conservation Promotion Act (ECPA) was adopted in 1992. With this Act, a comprehensive Energy Conservation Program (ENCON) was initiated. ENCON commits the government to promoting energy conservation, to developing appropriate regulations, and to providing financial and organizational resources for program implementation. Due to this existing ENCON program a great benefit is expected not only to reducing energy consumption, but also to decreasing GHGs emissions substantially. This study is a part of the ENCON research program which was supported by the German Federal Government under the program called Prompt-Start Measures to Implement the U.N. Framework Convention on Climate Change (FCCC). The basic activities carried out during the project included (1) An assessment of Thailand`s total and specific energy consumption in the industrial sectors and commercial buildings; (2) Identification of existing and candidate technologies for GHG emission reduction and energy efficiency improvements in specific factories and commercial buildings; and (3) Identification of individual factories and commercial buildings as candidates for detailed further study. Although the energy assessment had been carried out for the commercial buildings also, this paper will cover only the work on the manufacturing sector. On the basis of these steps, 14 factories were visited by the project team and preliminary energy audits were performed. As a result, concrete measures and investments were proposed and classified into two groups according to their economic characteristics. Those investments with a payback time of less than four years were considered together in a Moderate scenario, and those with longer payback times in an Intensive scenario.

    Indonesia depends heavily on revenues from the export of LNG and oil, the availability of which appears to be decreasing. It is therefore making a strong effort to accelerate development of a domestic natural gas industry. A high priority has been given to the conversion of power plants and city gas systems, including local industries and commercial facilities, from liquid fuels to natural gas. This will release more oil for export, help to meet the objectives of Repelita V, and provide substantial environmental benefits. The World Bank recently provided loans to the Indonesian Government for two projects that are aimed at substituting natural gas for oil and manufactured gas in domestic markets. One project involves expansion of the gas distribution systems of Indonesia's natural gas utility (PGN) in three cities: Jakarta and Bogor in Java, and Medan in Sumatra. The project also includes training programs for PGN staff and an energy pricing policy study to be carried out by Indonesia's Ministry of Mines and Energy. The second project involves expansion of the supply of natural gas for Surabaya and twelve other towns in its vicinity in East Java, and further expansion of Medan's supply system. Technical assistance will be provided to enhance the skills ofPGN and the Ministry of Mines and Energy, and a Gas Technology Unit similar to the Institute of Gas Technology will be established at Indonesia's Research and Development Center for Oil and Gas (LEMIGAS) in Jakarta. 14 refs., 3 figs., 11 tabs.

    This paper describes the conditioning of the 4 curies Radium-226 (Ra-226) sealed radiation source using as a teletherapy unit for cancer treatment in Thailand. The conditioning was under the International Atomic Energy Agency (IAEA) supervision and budgetary supports, comprised of 6 operational steps: the surface dose rate and actual dimension of radium unit measurements, the appropriate lead shielding design with IAEA approval, confirmation of radioactive contamination before conditioning (smear test and radon gas leakage test), transfer of radium source unit into the designed shielding, confirmation of radioactive contamination and dose rate measurement after conditioning, and transportation of Ra-226 conditioning waste package to OAP interim waste storage. The Ra-226 unit was taken out of OAP temporary waste storage for the surface dose rate and the actual dimension measurements behind the 12 inches thick heavy concrete shielding. The maximum measured surface dose rate was 70 R/hr. The special lead container was designed according to its surface dose rate along the source unit which the maximum permissible dose limit for surface dose rate of waste package after conditioning at 2 mSv/hr was applied. The IAEA approved container had total weight of 2.4 ton. After the confirmation of radioactive contamination, Ra-226 source unit was transferred and loaded in the designed lead shielding within 2 minutes. The results of smear test before and after conditioning including radon gas leakage test revealed that there was no radioactive contamination. After conditioning, the surface dose rate measured on the top, bottom were 15,10 mR/hr and varied from 6 - 50 mR/hr around lead container. The Ra-226 conditioning waste package was safely transported to store in OAP interim waste storage. Total working time including the time consumed for radon gas leakage test was 3.5 hours.     Compared with its neighbors, Indonesia, rich in oil and natural gas resources, has been slow to develop its petrochemical industry. This is partly because of the government`s past policy of not providing financial incentives for major investments and, conforming with the trend toward free trade in Southeast Asia, not protecting new industries with tariffs. Change is under way, however. With a large population and rapid economic growth forecast, Indonesian and foreign investors realize petrochemicals constitute an opportunity too good to miss. Two new steam cracker projects have recently been announced, while numerous downstream petrochemical plants were confirmed during 1996. Meanwhile, the government has demonstrated during the past year that it is willing to intervene to support new producers with tariffs if necessary.

    Over the last 20 years, the government of Indonesia has undertaken an extensive program to provide electricity to the population of that country. The electrification of rural areas has been partially achieved through the use of isolated diesel systems, which account for about 20% of the country`s generated electricity. Due to many factors related to inefficient power production with diesels, the National Renewable Energy Laboratory, in conjunction with PLN, the Indonesian national utility, Community Power Corporation, and Idaho Power Company, analyzed options for retrofitting existing diesel power systems. This study considered the use of different combinations of advanced diesel control, the addition of wind generators, photovoltaics and batteries to reduce the systems of overall cost and fuel consumption. This analysis resulted in a general methodology for retrofitting diesel power systems. This paper discusses five different retrofitting options to improve the performance of diesel power systems. The systems considered in the Indonesian analysis are cited as examples for the options discussed.

    Many have come to realise that an increasing demand for and supply of energy is a necessity to support national development. Conservation efforts also contribute, by the more efficient use of energy and by avoiding its unnecessary use. However, some are of the opinion that conservation would be able to add to the supply of energy, but this viewpoint still requires further consideration. In Indonesia, the energy consumption since 1970 has been continually increasing with an average rate of 10.6%/year in support of the development in all sectors. In the case of electric energy for the whole of Indonesia, in the year 1990/1991 the installed capacity was 9275 MW in the State Electricity Company (PLN) network with an electrical consumption during that year amounting to 34.0 TWh. The increase of consumption during the last two years amounted to 17.5% and 17.9%/year. Over this period the share of supply of electricity has consistently increased. Specifically for the island of Java, which accounts for 80% of all of the Indonesian electricity consumptions, the installed capacity by PLN in the year 1990/1991 was 6363 MW (the same amount of capacity also exists outside PLN), and increased by 17%/year during it last three years. The actual and projected figures at Oven. It is worth noting that, for example, the projected installed capacity for 2003-04 is now 31.8 GW, which is far higher than the previous projection for 2010-11 of only 25.5 GW. Aside from project sustainable impacts, the overall enabling environment is the key feature determining performance and success of an integrated and affordable solid waste system. This paper describes a project-specific approach to assess typical success or failure factors. A questionnaire-based assessment method covers issues of: (i) social mobilisation and acceptance (social element), (ii) stakeholder, legal and institutional arrangements comprising roles, responsibilities and management functions (institutional element); (iii) financial and operational requirements, as well as cost recovery mechanisms (economic element). The Gianyar Waste Recovery Project in Bali, Indonesia was analysed using this integrated assessment method. The results clearly identified chief characteristics, key factors to consider when planning country wide replication but also major barriers and obstacles which must be overcome to ensure project sustainability. The Gianyar project consists of a composting unit processing 60 tons of municipal waste per day from 500,000 inhabitants, including manual waste segregation and subsequent composting of the biodegradable organic fraction.

    The quality and quantity of toxic materials adsorbed onto Asian sand dust (ASD) are different based on dust source regions and passage routes. The aggravating effects of two ASDs (ASD1 and ASD2) transported from the source regions of Inner Mongolia and northeast China on lung eosinophilia were compared to clarify the role of toxic materials in ASD. The ASDs contained different amounts of lipopolysaccharides (LPS) and β-glucan (ASD1 < ASD2) and SiO{sub 2} (ASD1 > ASD2). CD-1 mice were instilled intratracheally with ASD1, ASD2 and/or ovalbumin (OVA) four times at 2-week intervals. ASD1 and ASD2 enhanced eosinophil recruitment induced by OVA in the submucosa of the airway, with goblet cell proliferation in the bronchial epithelium. ASD1 and ASD2 synergistically increased OVA-induced eosinophil-relevant cytokines interleukin-5 (IL-5), IL-13 (ASD1 < ASD2) and chemokine eotaxin (ASD1 > ASD2) in bronchoalveolar lavage fluid. ASD2 aggravating effects on lung eosinophilia were greater than ASD1. The role of LPS and β-glucan in ASD2 on the production of pro-inflammatory mediators was assessed using in vitro bone marrow-derived macrophages (BMDMs) from wild type, Toll-like receptor 2-deficient (TLR2 −/−), TLR4 −/−, and MyD88 −/− mice (on Balb/c background). ASD2-stimulated TLR2 −/− BMDMs enhanced IL-6, IL-12, TNF-α, MCP-1 and MIP-1α secretion compared with ASD2-stimulated TLR4 −/− BMDMs. Protein expression from ASD2-stimulated MyD88 −/− BMDM were very low or undetectable. The in vitro results indicate that lung eosinophilia caused by ASD is TLR4 dependent.     Rehabilitation of degraded forest land throughimplementation of carbon sink projects can increase terrestrial carbonstock. However, carbon emissions outside the project boundary, which iscommonly referred to as leakage, may reduce or negate the sequestrationbenefits. This study assessed leakage from carbon sink projects thatcould potentially be implemented in the study area comprised of elevensub-districts in the Batanghari District, Jambi Province, Sumatra,Indonesia. The study estimates the probability of a given land use/coverbeing converted into other uses/cover, by applying a logit model. Thepredictor variables were: proximity to the center of the land use area,distance to transportation channel (road or river), area of agriculturalland, unemployment (number of job seekers), job opportunities, populationdensity and income. Leakage was estimated by analyzing with and withoutcarbon sink projects scenarios. Most of the predictors were estimated asbeing significant in their contribution to land use cover change. Theresults of the analysis show that leakage in the study area can be largeenough to more than offset the project's carbon sequestration benefitsduring the period 2002-2012. However, leakage results are very sensitiveto changes of carbon density of the land uses in the study area. Byreducing C-density of lowland and hill forest by about 10 percent for thebaseline scenario, the leakage becomes positive. Further data collectionand refinement is therefore required. Nevertheless, this study hasdemonstrated that regional analysis is a useful approach to assessleakage.

    It is already known that tomography has a great impact for analyzing and mapping unknown objects based on inversion, travel time as well as waveform inversion. Therefore, tomography has used in wide area, not only in medical but also in petroleum as well as mining. Recently, tomography method is being applied in several mining industries. A case study of tomography imaging has been carried out in DOZ ( Deep Ore Zone ) block caving mine, Tembagapura, Papua. Many researchers are undergoing to investigate the properties of DOZ cave not only outside but also inside which is unknown. Tomography takes a part for determining this objective.The sources are natural from the seismic events that caused by mining induced seismicity and rocks deformation activity, therefore it is called as passive seismic. These microseismic travel time data are processed by Simultaneous Iterative Reconstruction Technique (SIRT). The result of the inversion can be used for DOZ cave monitoring. These information must be used for identifying weak zone inside the cave. In addition, these results of tomography can be used to determine DOZ and cave information to support mine activity in PT.     Beneficial effects of Va and/or Zn supplementation of children in NE Thailand are described in a companion abstract. In the same study, blastogenic response (BR) of T-lymphocytes to concanavalin-A (ConA) and PPD were assayed in cultures containing mononuclear cells (MNC) or whole blood (WB). Methods were previously described. Children were previously vaccinated with BCG. BR to ConA of MNC or WB from children supplemented with VA, Zn, VA + Zn or placebo were similar. BR to PPD of MNC was higher in children receiving VA + Zn than placebo, but not in children supplemented with VA or Zn alone. Data indicate that children with suboptimal VA and Zn nutriture supplemented with < 2 times RDA of these nutrients showed enhanced cellular immunity to PPD. This observation is relevant to BCG immunization program and thus may benefit public health.

  6. The role of Cretaceous seal to the hydrocarbon potential of the Salawati and Bintuni basins, Irian Jaya, Indonesia

    The Salawati and Bintuni basins are late Tertiary depocenters located in the westernmost part of Irian Jaya, Indonesia. The two basins are closely located and only separated by a 50-km-wide structural high known as the Ajamaru Plateau. Petroleum exploration results in the Salawati basin are very successful. This basin has produced around 300 Mbbl of oil from the Miocene carbonates of the Kais Formation. Exploration with similar objectives in the Bintuni basin, however, gave only little success. Some oil was obtained from small Wasian and Mogoi fields, which jointly produced around 7 Mbbl of oil between 1951 and 1960. Extensive exploration campaigns between 1970 and 1980 with Miocene Kais Limestone as the objective resulted only in the discovery of the small Wiriagar field. The big difference in petroleum potentially of the Salawati and Bintuni basins has attracted explorationists to evaluate what significant geological factors had influenced it. Evaluation on available exploration data of the basins had some interesting results. In terms of geologic factors controlling hydrocarbon accumulation (presence of mature source rock, migration pathway, good reservoir quality, valid trap, and effective seal), it seems that shales of Cretaceous age have played the most important role. If this regional seal is absent or noneffective, oil could migrate vertically from pre-Tertiary sources to the Tertiary reservoirs. On the contrary, if the Cretaceous shales are present and sealing, then the underlying Mesozoic sequence is attractive and may trap hydrocarbon, if supported by the other geologic factors.

    In October 1982, Conoco Irian Jaya as operator: and partners: Pertamina, Inpex Bintuni Limited, and Moeco Irian Jaya Company, mobilized construction equipment from Singapore to the KBS ''A'' contract area in Irian Jaya, Indonesia for the purpose of constructing a base camp and drill three exploratory sites. What made this construction effort different from others previously used in Irian Jaya; was that it incorporated several new and unique features, namely: a turnkey approach to construction; that is Conoco providing complete set of specifications and conditions with contractor assuming risks for a lump sum payment; special equipment designed by contractor for Irian Jaya operations; an incentive to co pensate or penalize contractor for helicopter hours flown below or above a predetermined number; structural steel pile platform designs for two swamp locations (Ayot and Aum), as opposed to the more conventional corduroy timber log-plank arrangement; and drilling rig pads designed for specific heli-rig with limited extra space. All work was successfully completed within the time frame stipulated in the contract, that is five months from the time the contractor was notified to begin mobilization of equipment, materials and personnel.

    Plantation rubber (Hevea brasiliensis Mll. Arg.) is a viable economic resource for Southeast Asian countries. Consequently, rubber plantations are rapidly expanding into both climatically optimal and sub-optimal environments throughout mainland Southeast Asia, potentially changing the partitioning of water, energy, and carbon at multiple scales, compared with the traditional land covers they are replacing. Delineating the characteristics of biosphere-atmosphere exchange in rubber plantations is therefore important to understanding the impacts of such land use change on environmental processes. We have conducted eddy flux measurements in two rubber plantation sites: (1) Som Sanuk (SS), located northern Thailand; and (2) Cambodian Rubber Research Institute (CRRI), central Cambodia. Both sites have a distinct dry season. Measurements were made over a 3-year period. We used combination of actual evapotranspiration (ET) flux measurements and an inversed version of a simple 2-layer ET model for estimating the mean canopy stomatal conductances (gs), which is among the most effective measures for describing water and energy exchanges and tree water use characteristics. A main novelty in this analysis is that the rubber canopy conductance can be extracted from total surface conductance (including the canopy and the vegetation floor effects) and hence environmental and biological controls on rubber tree gs are explicitly compared at each site in different seasons and years. It is demonstrated how each studied rubber plantation copes with each strong seasonal drought via tree water use strategies.     The close relationship between environmental degradation and the occurrence and severity of disaster events has in recent years raised the profile of environmental assessment (EA) in the disaster management field. EA has been identified as a potentially supportive tool in the global effort to reduce disaster risk. As a component of this, attention has been brought specifically to the importance of the application of EA in the aftermath of disaster events in order to help prevent recurrence and promote sustainability. At the same time, however, it has also been recognised that post-disaster environments may be unfavourable to such practices. Looking at the practice of environmental impact assessment (EIA), this paper reports on a study which sought to identify more specifically the factors which can both support and hinder such practice following disaster events in a developing country context. Analysing the situation in Aceh Province, Indonesia, after the impact of two tsunamigenic earthquakes in late 2004 and early 2005, it is concluded that if EIA is to have a central role in the post-disaster period, pre-disaster preparation could be a key. -- Highlights: • Close relationship between environmental degradation and occurrence/severity of disaster events has raised profile of EA. • EA as a potentially supportive tool in the global effort to reduce disaster risk • Application of EA in the aftermath of disaster events to help prevent recurrence and promote sustainability • The paper looks at factors which can both support and hinder EA following disaster events in a developing country context. • We analyse the situation in Aceh Province, Indonesia, after the impact of two tsunamigenic earthquakes in 2004 and 2005.

    The goal of this project was to study the impact of integrating one and two 850-kW wind turbine generators into the eastern power system network of Sumba Island, Indonesia. A model was created for the 20-kV distribution network as it existed in the first quarter of 2015 with a peak load of 5.682 MW. Detailed data were collected for each element of the network. Load flow, short-circuit, and transient analyses were performed using DIgSILENT PowerFactory 15.2.1.

    Energy security has become a serious concern for all countries in the world and each country has its own definiton for measuring its energy security. The objective of this study was to measure energy security of Indonesia quantitatively by comparing it with other countries and provide some recommendations for enhancing the energy security. In this study, the database was developed from various sources and was cross-checked to confirm validity of the data. Then the parameters of energy security were defined, where all of data will be processed towards the selected parameters. These parameters (e.g. Primary Energy mix, TPES/capita, FEC/capita, Self Sufficiency, Refining capacity, Overseas Energy Resources, Resources diversification) are the standards used to produce an analysis or evaluation of national energy management. Energy balances for Indonesia and 10 selected countries (USA, Germany, Russia, England, Japan, China, South Korea, Singapore, Thailand and India) were presented from 2009 to 2013. With a base index of 1.0 for Indonesia, calculated energy security index capable of representing Indonesia energy security compared relatively to other countries were also presented and discussed in detail. In 2012, Indonesia security index is ranked 11 from 11 countries, while USA and South Korea are the highest with security index of 3.36 and 2.89, respectively. According to prediction for 2025, Indonesia energy security is ranked 10 from 11 countries with only Thailand has lower security index (0.98). This result shows that Indonesia energy security was vulnerable to crisis and must be improved. Therefore this study proposed some recommendations to improve Indonesia energy security. Indonesia need to increase oil production by constructing new refinery plants, developing infrastructure for energy distribution to reduce the potential of energy shortage and accelerating the utilization of renewable energy to reduce the excessive use of primary energy.     Radioisotope Pu-239/240 are alpha emitting nuclides important indicators of radioactive contamination of the marine environment. Global fallout is the main source of plutonium in the marine environment. There are very limited study on {sup 239/240}Pu in Indonesia coastal environments. The data of this radioisotopes is needed for baseline data of nuclear power plant (NPP) site candidates both in Bangka Island and Muria Peninsula. Bottom sediments play an important role in radioecological studies of the marine environment because a large proportion of radioactive substances entering the sea is adsorbed over time onto suspended particulate matter and deposited in sediments. Plutonium is particle reactive and deposited in marine sediment. Radioisotope {sup 239/240}Pu was determinated by alpha spectrometry after radiochemical procedure that was performed in both water and marine sediment from Bangka Island and Muria Peninsula. The sediment baseline of concentration {sup 239/240}Pu in Bangka Island and Muria Peninsula were range from 0.013 to 0.021 Bq.kg{sup ?1} and 0.018 to 0.024 Bq.kg{sup ?1} respectively. The water baseline concentration this isotope were range from 2.73 to 4.05 mBq.m{sup ?3} and 2.98 to 4.50 mBq.m{sup ?3}.

    Coke is needed in the blast furnace as the main fuel and chemical reactant and the main product of a coke plant. The second main product of the coke plant is coke oven gas. During treatment of the coke oven gas some coal chemicals like tar, ammonia, sulphur and benzole can be recovered as by-products. Since the market prices for these by-products are rather low and often erratic it does not in most cases justify the investment to recover these products. This is the reason why modern gas treatment plants only remove those impurities from the crude gas which must be removed for technical and environmental reasons. The cleaned gas, however, is a very valuable product as it replaces natural gas in steel work furnaces and can be used by other consumers. The surplus can be combusted in the boiler of a power plant. A good example for an optimal plant layout is the new coke oven facility of Thai Special Steel Industry (TSSI) in Rayong. The paper describes the TSSI`s coke oven gas treatment plant.

Each of the countries has a booming export-driven economy, which is turn requires considerable new generating capacity. The nuclear option is being considered as a provider of much of this additional capacity. China is committed to an extensive nuclear power program, and Indonesia has an ambitious plan to have seven to twelve reactors in service by the year 2015. North Korea will receive two LWRs to replace its current non-power nuclear units. The nuclear option is still under discussion in the Philippines and in Thailand.

    Femtosecond electron and photon pulses facility has been established as SURIYA project at the Fast Neutron Research Facility (FNRF). Femtosecond electron bunches can be generated from a system consisting of an RF gun with a thermionic cathode, an alpha magnet as an magnetic bunch compressor, and a linear accelerator as a post acceleration section. Femtosecond electron pulses can be used directly or used as a source to produce equally short electromagnetic (EM) radiation pulses via certain kind of radiation production processes. At SURIYA project, we are interested especially in production of radiation in Far-infrared (FIR) regime. At these wavelengths, the radiation from femtosecond electron pulses is emitted coherently resulting in high intensity radiation. Overview of the facility, the generation of femtosecond electron bunches, the theoretical background of coherent transition radiation and the recent experimental results will be presented and discussed in this paper.

This article attempts to analyze the roles of these different policies and programs in seven typical Asian countries: China, Indonesia, Japan, Pakistan, South Korea, the Philippines, and Thailand. The conclusions show that the two most important features behind the success policies and programs are (1) government policy support and (2) long-run self-sustainability of financial support to the programs.

    This study explores Mn biogeochemistry in a stratified, ferruginous lake, a modern analogue to ferruginous oceans. Intense Mn cycling occurs in the chemocline where Mn is recycled at least 15 times before sedimentation. The product of biologically catalyzed Mn oxidation in Lake Matano is birnessite. Although there is evidence for abiotic Mn reduction with Fe(II), Mn reduction likely occurs through a variety of pathways. The flux of Fe(II) is insufficient to balance the reduction of Mn at 125m depth in the water column, and Mn reduction could be a significant contributor to CH{sub 4} oxidation. By combining results from synchrotron-based X-ray fluorescence and X-ray spectroscopy, extractions of sinking particles, and reaction transport modeling, we find the kinetics of Mn reduction in the lake's reducing waters are sufficiently rapid to preclude the deposition of Mn oxides from the water column to the sediments underlying ferruginous water. This has strong implications for the interpretation of the sedimentary Mn record.

    The Lengguru foldbelt, an area 300 km (180 mi) long with a maximum width of 100 km (60 mi), is near the western end of the island of New Guinea. Sedimentary rocks of the belt include Mesozoic marine sandstone and shale, Tertiary deep-water limestone, Tertiary shelf limestone, and upper Miocene to Pleistocene detritus. The slab of folded platform sedimentary rocks making up the Lengguru foldbelt was originally at the northern margin of the Australian continent and was thrust southwestward over the undeformed continental crust of the western part of New Guinea. The slab was also rotated clockwise by about 30/sup 0/ about a pivot at its northern end. During rotation, thrusting and decollement within the foldbelt caused a repetition by stacking of the stratigraphic section, and the belt was dragged along transcurrent faults to the south. This foldbelt is of interest for oil exploration because of proximity to the Salawati and Bintuni oil fields on the westernmost tip of the island.

    Definition of the content of rare metals in the samples of ore was carried out by the method of the neutron activation analysis. IREN installation which represents the linear electron accelerator and no multiplying tungsten target served as the neutron source. The tungsten target has been located in the centre of the water moderator in diameter 15 cm.The irradiation has been spent on installation IREN within 8 hours 40 minutes. Electron energy was an order of 30 MeV, a current of an order 5 -10 microamperes. Samples settled down on the moderator surface. 2 samples of ore have been irradiated: Os-1 (m = 1.172 g), and Os-2 (m = 1.291 g) and a number of indicators for definition of neutron flux. Weights of indicators did not exceed a several milligrams.

    This document contains Appendix A, B, and C. In Appendix A, we are working as part of a research project with King Monkut's Institute of Technology, Thonburi, and the University of California, Berkeley (USA) to determine how people respond to the thermal environment inside buildings. We have prepared a short questionnaire which will survey thermal comfort. Our plan is to survey each building during each of three seasons over this year (e.g. hot, rainy, and cool seasons). Appendix B contains supporting technical documentation on conservation potential and Appendix C contains documentation on utility impacts.

    Bangkok Metropolitan Administration (BMA) is charged with the responsibility of public cleansing and waste disposal in the metropolitan area. BMA operates 600 trucks which collect the waste twice a day and dump it at its three sites located in the Huai Kwong, Bangkok Noi and Rataburana districts. Presently these trucks collect 3,000 metric tons of garbage per day. At the waste dump sites, which are rapidly overflowing, BMA presently operates four compost plants, three with input capacity of 320 tons per day each and a fourth which uses about 160 tons of garbage per day--thus utilizing about 1,120 tons of garbage per day. Creation of new sites would require going even farther away from the city, resulting in excessive transportation costs.
