    The Romanian PV research program initiated in 1980 has as its aim the development of the Romanian own PV network from solar cells production to demonstration projects and commercial applications. Concerning the PV grid connected systems the Romanian research program is financed by the Romanian Ministry for Research and Technology. Setting out the main objectives and the related stages of this project, in the paper are presented aspects concerning the plant configuration, its component characteristics and preliminary achieved results. The aspects which are going to be developed in the following stages of the grid-connected PV plant implementation in Romania are also underlined.

    Low emission development strategies (LEDS) articulate economy-wide policies and implementation plans designed to enable a country to meet its long-term development objectives while reducing greenhouse gas emissions. A development impact assessment tool was developed to inform an analytically robust and transparent prioritization of LEDS actions based on their economic, social, and environmental impacts. The graphical tool helps policymakers communicate the development impacts of LEDS options and identify actions that help meet both emissions reduction and development goals. This paper summarizes the adaptation and piloting of the tool in Kenya and Montenegro. The paper highlights strengths of the tool and discusses key needs for improving it.

    The HEU spent nuclear fuel transport from Romania was a pilot project in the framework of the Russian Research Reactor Fuel Return Program (RRRFR), being the first fully certified spent nuclear fuel shipment by air. The successful implementation of the Romanian shipment also brought various new technology in the program, further used by other participating countries. Until 2009, the RRRFR program repatriated to the Russian Federation HEU spent nuclear fuel of Russian origin from many countries, like Uzbekistan, Czech Republic, Latvia, Hungary, Kazakhstan and Bulgaria. The means of transport used were various; from specialized TK-5 train for the carriage of Russian TUK-19 transport casks, to platform trains for 20 ft freight ISO containers carrying Czech Skoda VPVR/M casks; from river barge on the Danube, to vessel on the Mediterranean Sea and Atlantic Ocean. Initially, in 2005, the transport plan of the HEU spent nuclear fuel from the National Institute for R&D in Nuclear Physics and Nuclear Engineering 'Horia Hulubei' in Magurele, Romania considered a similar scheme, using the specialized TK-5 train transiting Ukraine to the destination point in the Russian Federation, or, as an alternative, using the means and route of the spent nuclear fuel periodically shipped from the Bulgarian nuclear power plant Kosloduy (by barge on the Danube, and by train through Ukraine to the Russian Federation). Due to impossibility to reach an agreement in due time with the transit country, in February 2007 the US, Russian and Romanian project partners decided to adopt the air shipment of the spent nuclear fuel as prime option, eliminating the need for agreements with any transit countries. By this time the spent nuclear fuel inspections were completed, proving the compliance of the burn-up parameters with the international requirements for air shipments of radioactive materials. The short air route avoiding overflying of any other countries except the country of origin and the country of destination also contributed to the decision making in this issue. The efficient project management and cooperation between the three countries (Russia, Romania and USA) made possible, after two and a half years of preparation work, for the first fully certified spent nuclear fuel air shipment to take place on 29th of June 2009, from Romanian airport 'Henri Coanda' to the Russian airport 'Koltsovo' near Yekaterinburg. One day before that, after a record period of 3 weeks of preparation, another HEU cargo was shipped by air from Romanian Institute for Nuclear Research in Pitesti to Russia, containing fresh pellets and therefore making Romania the third HEU-free country in the RRRFR program.

    Using the experience in the field of advanced countries and formerly Romanian program data, ANDRAD, the agency responsible for the disposal of radioactive wastes, started the program for spent fuel disposal in deep geological formations with a documentary analysis at the national scale. The potential geological formations properly characterized elsewhere in the world: salt, clay, volcanic tuff, granite and crystalline rocks,. are all present in Romania. Using general or specific selection criteria, we presently consider the following two areas for candidate geological formations: 1. Clay formations in two areas in the western part of Romania: (1) The Pannonian basin Socodor - Zarand, where the clay formation is 3000 m thick, with many bentonitic strata and undisturbed structure, and (2) The Eocene Red Clay on the Somes River, extending 1200 m below the surface. They both need a large investigation program in order to establish and select the required homogeneous, dry and undisturbed zones at a suitable depth. 2. Old platform green schist formations, low metamorphosed, quartz and feldspar rich rocks, in the Central Dobrogea structural unit, not far from Cernavoda NPP (30 km average distance), 3000 m thick and including many homogeneous, fine granular, undisturbed, up to 300 m thick layers.     Recent studies in radioactive waste management in Romania have focussed mainly on the disposal of low and intermediate level waste from the operation of the new nuclear power plant at Cernavoda. Following extensive geological, hydrological, seismological, physical and chemical investigations, a disposal site at Saligny has been selected. This paper presents description of the site at Saligny as well as the most important results of the site characterisation. These are reflected in the three-dimensional, stratigraphical representation of the loess and clay layers and in representative parameter values for the main layers. Based on these data, the simulation of the background, unsaturated-zone water flow at the Saligny site, calculated by the FEHM code, is in a good agreement with the measured moisture profile.

    Romania successfully completed the world’s first air shipment of spent nuclear fuel transported in Type B(U) casks under existing international laws and without shipment license special exceptions when the last Romanian highly enriched uranium (HEU) spent nuclear fuel was transported to the Russian Federation in June 2009. This air shipment required the design, fabrication, and licensing of special 20 foot freight containers and cask tiedown supports to transport the eighteen TUK 19 shipping casks on a Russian commercial cargo aircraft. The new equipment was certified for transport by road, rail, water, and air to provide multi modal transport capabilities for shipping research reactor spent fuel. The equipment design, safety analyses, and fabrication were performed in the Russian Federation and transport licenses were issued by both the Russian and Romanian regulatory authorities. The spent fuel was transported by truck from the VVR S research reactor to the Bucharest airport, flown by commercial cargo aircraft to the airport at Yekaterinburg, Russia, and then transported by truck to the final destination in a secure nuclear facility at Chelyabinsk, Russia. This shipment of 23.7 kg of HEU was coordinated by the Russian Research Reactor Fuel Return Program (RRRFR), as part of the U.S. Department of Energy Global Threat Reduction Initiative (GTRI), in close cooperation with the Rosatom State Atomic Energy Corporation and the International Atomic Energy Agency, and was managed in Romania by the National Commission for Nuclear Activities Control (CNCAN). This paper describes the planning, shipment preparations, equipment design, and license approvals that resulted in the safe and secure air shipment of this spent nuclear fuel.

    Currently, the chemical organic industry, the petrochemical and engine fuels industry in Romania are entirely based on hydrocarbons from oil. To reduce the oil dependence of this sector and to ensure the stipulated growth rate of 8-9%, research and development programs have been set up with a view to the diversification of raw materials. In research on hydrocarbons from alcohol conversion, three process variants are known, i.e. olefins from methanol, gasolines from methanol and a combined gasolines and aromatic hydrocarbons from methanol. The Romanian process of methanol conversion to hydrocarbons is very flexible, with all the variants mentioned being carried out in the same plant by modifying the catalysts. In research on hydrocarbons from synthesis gas a modern process is being developed for gasification of brown coal in a fluidized bed, under pressure, in the presence of oxygen and water vapors. In the field of carbon oxide hydrogenation, studies have been carried out on selective Fischer-Tropsch processes in which the reaction products are high value hydrocarbon fractions.

    In Romania, there are reservoirs at different levels of the whole Cambrian-Pliocene interval, but only some of these levels have the favorable structural conditions to accumulate hydrocarbons in commercial quantities. These levels are the Devonian, Triassic, Middle Jurassic, Lower Cretaceous (locally including the uppermost Jurassic), Eocene, Oligocene-lower Miocene, middle and upper Miocene, and Pliocene. The productive reservoirs are represented either by carbonate rocks (in Devonian, Middle Triassic and uppermost Jurassic-Lower Cretaceous) or by detrital rocks (in Lower and Upper Triassic, Middle Jurassic, Eocene, Oligocene, Miocene, and Pliocene). From the structural point of view, the Romanian territory is characterized by the coexistence both of platforms (East European, Scythian, and Moesian platforms) and of the strongly tectonized orogenes (North Dobrogea and Carpathian orogenes). Each importance crust shortening was followed by the accumulation of post-tectonic covers, some of them being folded during subsequently tectonic movements. The youngest post-tectonic cover is common both for the platforms (foreland) and Carpathian orogene, representing the Carpathian foredeep. Producing reservoirs are present in the East European and Moesian platforms, in the outer Carpathian units (Tarcau and Marginal folds nappes) and in certain post-tectonic covers which fill the Carpathian foredeep and the Transylvanian and Pannonian basins. In the platforms, hydrocarbons accumulated both in calcareous and detrital reservoirs, whereas in the Carpathian units and in their reservoirs, whereas in the Carpathian units and in their post-tectonic covers, hydrocarbons accumulated only in detrital reservoirs.

    A fossil bone from the archaeological site Malu Rosu Giurgiu, in Romania has been analyzed by accelerator mass spectrometry to estimate its age by determining its $^{14}$C content. The radiocarbon age of the bone is in agreement with the date obtained by the method for age determination, based on fluorine content. This is the first radiocarbon dating for the final Neolithic period, for this archaeological settlement in the Romanian region.

    In this work we have made an analytical investigation by neutron activation analysis and X-ray fluorescence of a number of pieces found on the two hearths and the slag layer discovered at the Old Town Hall from Sibiu, Romania and some bells from the surrounding region of Sibiu. The elemental analyses suggest the fact that the hearths preserve traces of an activity of alloying of copper with tin for casting bells.

    Uranium prospecting in Romania has started some 50 years ago, when a bilateral agreement between Romania and the former Soviet Union had been concluded and a joint Romanian-Soviet enterprise was created. The production started in 1952 by the opening of some deposits from western Transylvania (Bihor and Ciudanovita). From 1962 the production has continued only with Romanian participation on the ore deposit Avram Iancu and from 1985 on the deposits from Eastern Carpathians (Crucea and Botusana). Starting with 1978 the extracted ores have been completely processed in the Uranium Ore Processing Plant from Feldioara, Brasov. Complying with the initial stipulations of the Nuclear National Program launched at the beginning of the 1980's, the construction of a nuclear power station in Cernavoda has started in Romania, using natural uranium and heavy water (CANDU type), having five units of 650 MW installed capacity. After 1989 this initial Nuclear National Program was revised and the construction of the first unit (number 1) was finalized and put in operation in 1996. In 2001 the works at the unit number 2 were resumed, having the year 2005 as the scheduled activating date. The future of the other 3 units, being in different construction phases, hasn't been clearly decided. Taking into consideration the exhaustion degree of some ore deposits and from the prospect of exploiting other ore deposits, the uranium industry will be subject of an ample restructuring process. This process includes workings of modernization of the mines in operation and of the processing plant, increasing the profitableness, lowering of the production costs by closing out and ecological rehabilitation of some areas affected by mining works and even new openings of some uraniferous exploitations. This paper presents the actual situation and the prospects of uranium mining industry on the base of some new technical and economical strategic concepts in accordance with the actual Romanian Program for Nuclear Energetics.     A new mobile detector was developed in IFIN-HH, Romania, for measuring muon flux at surface and in underground. The measurements have been performed in the salt mines of Slanic Prahova, Romania. The muon flux was determined for 2 different galleries of the Slanic mine at different depths. In order to test the stability of the method, also measurements of the muon flux at surface at different altitudes were performed. Based on the results, the depth of the 2 galleries was established at 610 and 790 m.w.e. respectively.

    The design criteria and constraints for the development of the management strategy for radioactive waste generated from operating and decommissioning of CANDU Nuclear Units from Cernavoda NPP in Romania, present many specific aspects. The main characteristics of CANDU type waste are its high concentrations of tritium and radiocarbon. Also, the existing management strategy for radioactive waste at Cernavoda NPP provides no treatment or conditioning for radioactive waste disposal. These characteristics embodied a challenging effort, in order to select a proper strategy for radioactive waste management at present, when Romania is an EU member and a signatory country of the Joint Convention on the Safety of Spent Fuel Management and on the Safety of Radioactive Waste Management. The helping of advanced countries in radioactive waste management, directly or into the frame of the international organizations, like IAEA, become solve the aforementioned challenges at adequate level.     The paper presents the deuterium and oxygen 18 content from All precipitations events, which have occured over Cluj-Napoca, Romania from 2009 until 2012. Time series for ?{sup 2}H and ?{sup 18}O values point out both the seasonal variation that has increased amplitude reflecting the continental character of the local climate as well as dramatic variations of isotopic content of successive precipitation events, emphasizing the anomalous values. These fluctuations are the footprint of the variations and trends in climate events. Local Meteoric Water Line (LMWL), reflecting the ?{sup 2}H - ?{sup 18}O correlation, has the slop and the intercept slightly deviated from the GMWL, indicating that the dominant process affecting local precipitations are close to the equilibrium condition. LMWL has a slope smaller then that of the GMWL in the warm season due to lower humidity and a slope closest to the slop of GMWL in cold season with high humidity. The ?{sup 2}H and ?{sup 18}O values both for the precipitation events and monthly mean values are positively correlated with the temperature values with a very good correlation factor. The values of ?{sup 2}H and ?{sup 18}O are not correlated with amount of precipitation, the 'amount effect' of isotopic composition of precipitation is not observed for this site.

    The Hurst exponent of very long birth time series in Romania has been extracted from official daily records, i.e. over 97 years between 1905 and 2001 included. The series result from distinguishing between families located in urban (U) or rural (R) areas, and belonging (Ox) or not (NOx) to the orthodox religion. Four time series combining both criteria, (U,R) and (Ox, NOx), are also examined. A statistical information is given on these sub-populations measuring their XX-th century state as a snapshot. However, the main goal is to investigate whether the "daily" production of babies is purely noisy or is fluctuating according to some non trivial fractional Brownian motion, - in the four types of populations, characterized by either their habitat or their religious attitude, yet living within the same political regime.     This paper examines the use of biomass for electricity (and heat) production. The objectives of the works developed by RENEL--GSCI were to determine the Romanian potential biomass resources available in economic conditions for electricity production from biomass, to review the routes and the available equipment for power generation from biomass, to carry out a techno-economic assessment of different systems for electricity production from biomass, to identify the most suitable system for electricity and heat cogeneration from biomass, to carry out a detailed techno-economic assessment of the selected system, to perform an environmental impact assessment of the selected system and to propose a demonstration project. RENEL--GSCI (former ICEMENERG) has carried out an assessment concerning Romania's biomass potential taking into account the forestry and wood processing wastes (in the near term) and agricultural wastes (in mid term) as well as managing plantations (in the long term). Comparative techno-economical evaluation of biomass based systems for decentralized power generation was made. The cost analysis of electricity produced from biomass has indicated that the system based on boiler and steam turbine of 2,000 kW running on wood-wastes is the most economical. A location for a demonstration project with low cost financing possibilities and maximum benefits was searched. To mitigate the electricity cost it was necessary to find a location in which the fuel price is quite low, so that the low yield of small installation can be balanced. In order to demonstrate the performances of a system which uses biomass for electricity and heat generation, a pulp and paper mill which needed electricity and heat, and, had large amount of wood wastes from industrial process was found as the most suitable location. A technical and economical analysis for 8 systems for electricity production from bark and wood waste was performed.

    At the beginning of 1998, Romanian Electricity Authority (RENEL) was a fully integrated generation, transmission and distribution company, which managed all aspects of planning, design, and operation of Romania' s electricity sector. This form of vertically integrated organization has enabled to develop the high voltage transmission system in order to transfer electricity from the large power plants on indigenous coal (lignite) to the deficit electricity areas. An analysis based on specific characteristics of Romanian Transmission System allows the identification of a suitable model cost for transmission services evaluation. The transmission electricity tariff as a market tool has become a necessity for the heterogeneous Romanian power systems from the repartition of the generation against the demand location point of view. The experience of the power system development planner shows that the most suitable model for the transmission electricity system cost assessment is the rated zones in order to reflect the geographical imbalance of generation and demand and the ability of the transmission system to accommodate this imbalance. Setting principles for the cost evaluation has to be sustained by the service evaluation on the grid nodes at the interface between transmission system and distribution system. This cost evaluation under the form of incentives for new producers has to be reconsidered year by year taking into account the evolution in time both production side and demand side. The incentives have to be addressed directly to the producers and must be strong enough to provide an efficient reliable operation of the whole power system. Transmission planners have to develop new approaches to deal with the uncertainties of the market; a combination of market forces and regulation seems to ensure the best way for the quality and security of the power system beside of the efficiency of all actors from the electricity market.

  12. Lung Cancer Attributable to Indoor Radon Exposures in Two Radon--Prone Areas, Stei (Romania) and Torrelodones (Spain)

    Radon and radon progeny are present indoors, in houses and others dwellings, representing the most important contribution to dose from natural sources of radiation. Most studies have demonstrated an increased risk of lung cancer at high concentration of radon for both smokers and nonsmokers. For medium and low concentrations which are the typical residential radon levels, recent researches have also demonstrated increased risks of lung cancer for people exposed. The work presents a comparative analysis of the radon exposure data in the two radon--prone areas, Stei, Transylvania, (Romania), in the near of old Romanian uranium mines and in the granitic area of Torrelodones town, Sierra de Guadarrama (Spain). One important difference between the two studied areas is related to the houses built using uranium waste as construction material in Stei area. Measurements of indoor radon were performed in 280 dwellings (Romania) and 91 dwellings (Spain) by using nuclear track detectors, CR 39. The highest value measured in Stei area was 2650 Bq{center_dot}m{sup -3}. and 366 Bq{center_dot}m{sup -3} in the Spanish region. The results are compute with the BEIR VI report estimates using the age-duration model at an exposure rate below 2650 Bq{center_dot}m{sup -3}. A total of 233 lung cancer deaths were calculated in the Stei area for a period of 13 years (1994-2006), which is 116.82% higher than observed from the national statistics. In comparison, in Torrelodones area, a number of 276 deaths caused by lung cancer were estimated along a period of 13 years, which is 2.09 times higher than the number observed by authorities. This represents a significantly evidence that elevated risk can strongly be associated with cumulated radon exposure.

    The project is a landfill gas to energy project rated at about 4 megawatts (electric) at startup, increasing to 8 megawatts over time. The project site is Boului Landfill, near Bucharest, Romania. The project improves regional air quality, reduces emission of greenhouse gases, controls and utilizes landfill methane, and supplies electric power to the local grid. The technical and economic feasibility of pre-treating Boului landfill gas with Acrion`s new landfill gas cleanup technology prior to combustion for power production us attractive. Acrion`s gas treatment provides several benefits to the currently structured electric generation project: (1) increase energy density of landfill gas from about 500 Btu/ft{sup 3} to about 750 Btu/ft{sup 3}; (2) remove contaminants from landfill gas to prolong engine life and reduce maintenance;; (3) recover carbon dioxide from landfill gas for Romanian markets; and (4) reduce emission of greenhouse gases methane and carbon dioxide. Greenhouse gas emissions reduction attributable to successful implementation of the landfill gas to electric project, with commercial liquid CO{sub 2} recovery, is estimated to be 53 million metric tons of CO{sub 2} equivalent of its 15 year life.

    The Romanian government established in the last five years a National Program for the improvement of country's infrastructure of metrology. The set goal was to develop and accredit testing and calibration laboratories, as well as certification bodies, according to the ISO 17025:2005 norm. Our Institute benefited from this policy, and developed a laboratory for laser and optical fibers metrology in order to provide testing and calibration services for the certification of laser-based industrial, medical and communication products. The paper will present the laboratory accredited facilities and some of the results obtained in the evaluation of irradiation effects of optical and optoelectronic parts, tests run under the EU's Fusion Program.

    Network science methods have proved to be able to provide useful insights from both a theoretical and a practical point of view in that they can better inform governance policies in complex dynamic environments. The tourism research community has provided an increasing number of works that analyse destinations from a network science perspective. However, most of the studies refer to relatively small samples of actors and linkages. With this note we provide a full network study, although at a preliminary stage, that reports a complete analysis of a Romanian destination (Sibiu).     In 1979 on the Lebada Est field of the Romanian Offshore of the Black Sea between the Albian and the Eocene hydrocarbon accumulations, the Upper Cretaceous hydrocarbon accumulation was discovered. Situated in the Coniacian-Santonian and Turonian limey rocks, this accumulation cannot be produced efficiently by conventional wells. Some geological aspects which characterize the field such as: the physical properties of the reservoir rocks, the low effective thickness, heterogeneity, the vertical fissure and microfissure system and other production and economic aspects led to the conclusion that oil can be produced efficiently by horizontal wells or high angle wells. The benefits of horizontal well trajectory to produce the oil from the reservoir with this geometry are many and they were proved by the high rate of production as compared with the production tests of the vertical wells. After a long period of time when the reservoir was considered to be economically inefficient it can be finally produced.

    Starting with 1963, simultaneous pilot and semi-commercial steam flooding and in situ combustion tests were carried out at Suplacu de Barcau heavy oil field (16{degrees} API). The performance of in situ combustion was by far better and as a result, the entire reservoir was designed to produce by this method, by abandoning the {open_quotes}patterns{close_quotes} concept and introducing the {open_quotes}continuous front{close_quotes} concept. Under primary production, the ultimate recovery factor would have been 9.2%, while an ultimate recovery factor of at least 50% is expected by in situ combustion. In situ combustion was applied on three other major reservoirs: Balaria in 1975, East Videle in 1979, and West Videle in 1980. For those reservoirs, as compared to the average ultimate recovery of about 10% under primary production, an average ultimate recovery of at least 35% is expected by in situ combustion. From an important amount of technological studies and site operations, this paper selects and presents comments and remarks related to the strategy of the field development, the {open_quotes}continuous front{close_quotes} or {open_quotes}patterns{close_quotes} system, production monitoring, difficulties encountered, etc. In situ combustion is economically advantageous if the reservoir is carefully selected and the applied technology is of an adequate quality and suitable for the respective reservoir.

    The Romanian Electricity Authority (RENEL) requested the assistance of the U.S. Trade and Development Program (TDP) in the form of a grant to support an Engineering/Economic Feasibility Study. The study would address the requirements to finance two large projects: The Tarnita-Lapustesti pumped storage project (1,000 MW) and the Olt five hydroelectric power plants (147.5 MW) located in the river sector Cornetu-Avrig. The report contains the findings and recommendations of the Definitional Mission (DM) team, the terms of reference for the study and recommended contractor selection procedure. The report also contains some background information which will help firms bidding and executing the study. The DM was to review and ascertain the merits of the proposed project, considering such key issues as technical feasibility, cost, project economics, project financing and social considerations.

    The authors paper provides the first publicly available synthesis of the geologic data resulting from integrated analyses of multichannel-seismic profiles and boreholes, achieved during more than 15 years of petroleum exploration in the Romanian Black Sea continental shelf overlying the eastward extension of the Alpine North Dobrogean fold belt, where a new petroleum province is being developed. A formally established lithostratigraphic sequence is introduced for the super-Triassic Mesozoic and lower Cenozoic rocks drilled in the studied area. Chronostratigraphic, seismostratigraphic, and paleoenvironmental interpretations are included. A tentative interpretation relating the depositional record in this area to the eustatic sea level history and global depositional cycles is attempted. The major building events of this segment of the Romanian Black Sea continental shelf, where different tectonic styles were superimposed, are closely linked to the geological history of both the Alpine North Dobrogean foldbelt and the Black Sea basin. Considerations about hydrocarbon source rocks and reservoir beds in the analyzed area, together with an assessment of future potential, will also be included.

    The mosses Pleurozium schreberi, Pseudoscleropodium purum and Rhytidiadelphus squarrosus were used as biomonitors to study the atmospheric deposition of metals around the lead and copper-zinc smelters in Baia Mare. Samples representing the last three years' growth of moss or its green part, collected on the ground at 28 sites located 2-20 km from the source area, were analyzed by instrumental neutron activation analysis using epithermal neutrons (ENAA) and by flame atomic absorption spectrometry (FAAS). A total of 30 elements were determined, including most of the heavy metals known to be released into the air from this kind of industry. Obtained concentrations for As and Cu are comparable with those observed in Karabash, South Ural Mountains, one of the most polluted regions in Europe. Besides, these two elements correlate very well with each other. The mean values for Zn (136 ppm) and Pb (41 ppm) are substantially higher than those normally found in the literature. Black-Right-Pointing-Pointer Pilot experiences useful for the awareness campaign of the population. - Abstract: The paper presents some data regarding waste electrical and electronic (WEEE) management in one of the founding countries of the EU, Italy, and in a recent entry into the EU, Romania. The aim of this research was to analyze some problems that countries entering the EU will have to solve with respect to WEEE management. The experiences of Italy and Romania could provide an interesting reference point. The strengths and weaknesses that the two EU countries have encountered can be used in order to give a more rational plan for other countries. In Italy the increase of WEEE collection was achieved in parallel with the increase of the efficiency of selective Municipal Solid Waste collection. In Romania, pilot experiences were useful to increase the awareness of the population. The different interests of the two populations towards recyclable waste led to a different scenario: in Romania all types of WEEE have been collected since its entrance into the EU; in Italy the 'interest' in recycling is typically related to large household appliances, with a secondary role of lighting equipment.

    The Romanian Electricity Board (RENEL), which is Romania's electric utility, requested the U.S. Trade and Development Program (TDP) to fund a feasibility study for the modernization of the energy management system (EMS) at the three levels of operations management hierarchy: national, regional and 'enterprise' (district). A Definitional Mission (DM) to Romania recommends that the TDP fund the requested feasibility study for the following reasons: Romania's EMS/SCADA and communications system needs modernization; There is a commitment within RENEL to carry out this modernization program as a matter of high priority; The procurement is financeable subject to a thorough feasibility study; and There is an opportunity for U.S. business to supply goods and services during the subsequent procurement phase.

    The deep changes in Romania is facing during the transition from a planned, centralized economy to a market economy and Romania's integration into the European Community, have imposed the necessity to adopt some proper strategies for the energy sector reorganization and development, taking account the economic, social, public health and environmental aspects. The environmental protection, the pollution reduction, their positive direct and indirect effects the increasing energy efficiency in using fossil fuels, have an important role on energy policies as well as on the planning of long term measures. For the future evolution of the energy sector in order to cover the electric and thermal energy consumption, a special attention is given to impact of different development strategies, upon environment, the stress being also laid on the expenses required for affiliating the sector to the limits imposed by the convention which Romania has adhered.
