    A common challenge across the communications and information technology (IT) sectors is Internet + modernization + complexity + risk + cost. Cyberspace modernization and cyber security risks, issues, and concerns impact service providers, their customers, and the industry at large. Public and private sectors are struggling to solve the problem. New service opportunities lie in mobile voice, video, and data, and machine-to-machine (M2M) information and communication technologies that are migrating not only to predominant Internet Protocol (IP) communications, but also concurrently integrating IP, version 4 (IPv4) and IP, version 6 (IPv6). With reference to the Second Internet and the Internet of Things, next generation information services portend business survivability in the changing global market. The planning, architecture, and design information herein is intended to increase infrastructure preparedness, security, interoperability, resilience, and trust in the midst of such unprecedented change and opportunity. This document is a product of Sandia National Laboratories Tribal Cyber and IPv6 project work. It is a Cyberspace Modernization objective advisory in support of bridging the digital divide through strategic partnership and an informed path forward.

  6. Nuclear weapons modernizations

    This article reviews the nuclear weapons modernization programs underway in the world's nine nuclear weapons states. It concludes that despite significant reductions in overall weapons inventories since the end of the Cold War, the pace of reductions is slowing - four of the nuclear weapons states are even increasing their arsenals, and all the nuclear weapons states are busy modernizing their remaining arsenals in what appears to be a dynamic and counterproductive nuclear competition. The author questions whether perpetual modernization combined with no specific plan for the elimination of nuclear weapons is consistent with the nuclear Non-Proliferation Treaty and concludes that new limits on nuclear modernizations are needed.

    Santee, CA The Sycamore Canyon Elementary School is one of five schools in the Santee district that has completed a modernization program. This first round of projects has helped inform the district's ongoing effort to modernize all of their facilities. The total energy use at Sycamore Canyon was successfully reduced by more than one-third, as compared to the pre-retrofit consumption. The school is currently operating with an energy use intensity of only 23 kBtu/SqFt, placing it in the top 99% of schools (per the EnergyStar rating system).

    The Cyclotron Institute at Texas A&M University has upgraded its accelerator facilities to extend research capabilities with both stable and radioactive beams. The upgrade is divided into three major tasks: (1) re-commission the K-150 (88) cyclotron, couple it to existing beam lines to provide intense stable beams into the K-500 experimental areas and use it as a driver to produce radioactive beams; (2) develop light ion and heavy ion guides for stopping radioactive ions created with the K-150 beams; and (3) transport 1+ ions from the ion guides into a charge-breeding electron-cyclotron-resonance ion source (CB-ECR) to produce highly-charged radioactive ions for acceleration in the K-500 cyclotron. When completed, the upgraded facility will provide high-quality re-accelerated secondary beams in a unique energy range in the world.

    A massive modernization and restructuring program is under way in the refining sector of Russia and other former Soviet republics. Economic reforms and resulting economic dislocation following the collapse of the Soviet Union has left refineries in the region grappling with a steep decline and changes in product demand. At the same time, rising oil prices and an aging, dilapidated infrastructure promise a massive shakeout. Even as many refineries in the former Soviet Union (FSU) face possible closure because they are running at a fraction of capacity, a host of revamps, expansions, and grass roots refineries are planned or under way.     Microfabrication enables many exciting experimental possibilities for medicine and biology that are not attainable through traditional methods. However, in order for microfabricated devices to have an impact they must not only provide a robust solution to a current unmet need, but also be simple enough to seamlessly integrate into standard protocols. Broad dissemination of bioMEMS has been stymied by the common aim of replacing established and well accepted protocols with equally or more complex devices, methods, or materials. The marriage of a complex, difficult to fabricate bioMEMS device with a highly variable biological system is rarely successful. Instead, the design philosophy of my lab aims to leverage a beneficial microscale phenomena (e.g. fast diffusion at the microscale) within a bioMEMS device and adapt to established methods (e.g. multiwell plate cell culture) and demonstrate a new paradigm for the field (adapt instead of replace). In order for the field of bioMEMS to mature beyond novel proof-of-concept demonstrations, researchers must focus on developing systems leveraging these phenomena and integrating into standard labs, which have largely been ignored. Towards this aim, the Integrative Bioengineering Institute has been established.

    The National Supercomputing Center for Energy and the Environments intention is to purchase a multi-purpose computer cluster in support of the Performance Assessment Institute (PA Institute). The PA Institute will serve as a research consortium located in Las Vegas Nevada with membership that includes: national laboratories, universities, industry partners, and domestic and international governments. This center will provide a one-of-a-kind centralized facility for the accumulation of information for use by Institutions of Higher Learning, the U.S. Government, and Regulatory Agencies and approved users. This initiative will enhance and extend High Performance Computing (HPC) resources in Nevada to support critical national and international needs in "scientific confirmation". The PA Institute will be promoted as the leading Modeling, Learning and Research Center worldwide. The program proposes to utilize the existing supercomputing capabilities and alliances of the University of Nevada Las Vegas as a base, and to extend these resource and capabilities through a collaborative relationship with its membership. The PA Institute will provide an academic setting for interactive sharing, learning, mentoring and monitoring of multi-disciplinary performance assessment and performance confirmation information. The role of the PA Institute is to facilitate research, knowledge-increase, and knowledge-sharing among users.

    While wide-area Internet traffic has been heavily studied for many years, the characteristics of traffic inside Internet enterprises remain almost wholly unexplored. Nearly all of the studies of enterprise traffic available in the literature are well over a decade old and focus on individual LANs rather than whole sites. In this paper we present a broad overview of internal enterprise traffic recorded at a medium-sized site. The packet traces span more than 100 hours, over which activity from a total of several thousand internal hosts appears. This wealth of data--which we are publicly releasing in anonymized form--spans a wide range of dimensions. While we cannot form general conclusions using data from a single site, and clearly this sort of data merits additional in-depth study in a number of ways, in this work we endeavor to characterize a number of the most salient aspects of the traffic. Our goal is to provide a first sense of ways in which modern enterprise traffic is similar to wide-area Internet traffic, and ways in which it is quite different.

The Plan provides an overview of the Laboratory's mission, strategic plan, initiatives, and the resources required to fulfill its role in support of national needs in fundamental science and technology, energy resources, and environmental quality. The Plan facilitates the Department of Energy's ongoing efforts to strengthen the Integrated Laboratory System. Preparation and review of the Institutional Plan is one element of the Department of Energy's strategic management planning activities, implemented through an annual planning process. The Plan supports the President's Management Agenda and the Government Performance and Results Act of 1993. The Plan complements the current performance-based contract between the Department of Energy and the Regents of the University of California, and summarizes Best Management Practices for a potential future results-based contract as a basis for achieving DOE goals and the Laboratory's scientific and operations objectives. It identifies technical and administrative directions in the context of national energy policy and research needs and the Department of Energy's program planning initiatives. Preparation of the Plan is coordinated by the Planning and Strategic Development Office from information contributed by Berkeley Lab's scientific and support divisions and DOE comments on prior years' plans. The Laboratory Mission section identifies the specific strengths of Berkeley Lab that contribute to the mission in general and the Integrated Laboratory System in particular. The Laboratory Strategic Plan section identifies the existing activities in support of DOE Office of Science and other sponsors; support for DOE goals; and the Laboratory Scientific Vision and operations goals. The Initiatives section describes some of the specific new research programs representing major long-term opportunities for the Department of Energy and Berkeley Lab. The Operations Strategic Planning section describes our strategic thinking in the areas of human resources; site and cyber security; workforce diversity; communications and trust; integrated safety management; and technology transfer activities. The Infrastructure Strategic Planning section describes Berkeley Lab's facilities planning process and our site and facility needs. The Summary of Major Issues section provides context for discussions at the Institutional Planning On-Site Review. The Resource Projections are estimates of required budgetary authority for Berkeley Lab's research programs.

    Above-normal precipitation and surface-water runoff, which have been generally related to the cyclic recurrence of the El Nino-Southern Oscillation, have produced modern ephemeral lakes in the closed-basin Death Valley watershed. This study evaluates the regional hydroclimatic relations between precipitation, runoff, and lake transgressions in the Death Valley watershed. Recorded precipitation, runoff, and spring discharge data for the region are used in conjunction with a closed-basin, lake-water-budget equation to assess the relative contributions of water from these sources to modern lakes in Death Valley and to identify the requisite hydroclimatic changes for a late Holocene perennial lake in the valley. As part of the Yucca Mountain Site Characterization Program, an evaluation of the Quaternary regional paleoflood hydrology of the potential nuclear-waste repository site at Yucca Mountain, Nevada, was planned. The objectives of the evaluation were (1) to identify the locations and investigate the hydraulic characteristics of paleofloods and compare these with the locations and characteristics of modern floods, and (2) to evaluate the character and severity of past floods and debris flows to ascertain the potential future hazards to the potential repository during the pre-closure period (US Department of Energy, 1988). This study addresses the first of these objectives, and the second in part, by assessing and comparing the sizes, locations, and recurrence rates of modern, recorded (1962--83) floods and late Holocene paleofloods for the 8,533-mi{sup 2}, closed-basin, Death Valley watershed with its contributing drainage basins in the Yucca Mountain site area.

Information gathering was via available resources, both published and personal communications with key individual stakeholders; published information is limited to that already in public domain (no confidentiality); viewpoints from interviews are incorporated within. Discussions at both government-hosted and private-hosted SMR meetings are reflected herein. INL itself maintains a neutral view on all issues described. Note: as per prior discussion between INL and CAP, individual and highly knowledgeable senior-level stakeholders provided the bulk of insights herein, and the results of those interviews are the main source of the observations of this report. ? Attachment A is the list of individual stakeholders consulted to date, including some who provided significant earlier assessments of SMR institutional feasibility. ? Attachments B, C, and D are included to provide substantial context on the international status of SMR development; they are not intended to be comprehensive and are individualized due to the separate nature of the source materials. Attachment E is a summary of the DOE requirements for winning teams regarding the current SMR solicitation. Attachment F deserves separate consideration due to the relative maturity of the SMART SMR program underway in Korea. Attachment G provides illustrative SMR design features and is intended for background. Attachment H is included for overview purposes and is a sampling of advanced SMR concepts, which will be considered as part of the current DOE SMR program but whose estimated deployment time is beyond CAP’s current investment time horizon.     The Light Water Reactor Sustainability Program is a research, development, and deployment program sponsored by the United States Department of Energy. The program is operated in close collaboration with industry research and development programs to provide the technical foundations for licensing and managing the long-term, safe, and economical operation of nuclear power plants that are currently in operation. Advanced instrumentation and control (I&C) technologies are needed to support the continued safe and reliable production of power from nuclear energy systems during sustained periods of operation up to and beyond their expected licensed lifetime. This requires that new capabilities to achieve process control be developed and eventually implemented in existing nuclear control rooms. It also requires that approaches be developed and proven to achieve sustainability of I&C systems throughout the period of extended operation. Idaho National Laboratory (INL) is working closely with nuclear utilities to develop technologies and solutions to help ensure the safe life extension of current reactors. One of the main areas of focus is control room modernization. Current analog control rooms are growing obsolete, and it is difficult for utilities to maintain them. Using its reconfigurable control room simulator adapted from a training simulator, INL serves as a neutral test bed for implementing new control room system technologies and assisting in control room modernization efforts across.

    Grid modernization is transforming the operation and management of electric distribution systems from manual, paper-driven business processes to electronic, computer-assisted decisionmaking. At the center of this business transformation is the distribution management system (DMS), which provides a foundation from which optimal levels of performance can be achieved in an increasingly complex business and operating environment. Electric distribution utilities are facing many new challenges that are dramatically increasing the complexity of operating and managing the electric distribution system: growing customer expectations for service reliability and power quality, pressure to achieve better efficiency and utilization of existing distribution system assets, and reduction of greenhouse gas emissions by accommodating high penetration levels of distributed generating resources powered by renewable energy sources (wind, solar, etc.). Recent “storm of the century” events in the northeastern United States and the lengthy power outages and customer hardships that followed have greatly elevated the need to make power delivery systems more resilient to major storm events and to provide a more effective electric utility response during such regional power grid emergencies. Despite these newly emerging challenges for electric distribution system operators, only a small percentage of electric utilities have actually implemented a DMS. This paper discusses reasons why a DMS is needed and why the DMS may emerge as a mission-critical system that will soon be considered essential as electric utilities roll out their grid modernization strategies.

    When the blast furnaces at SOLLAC/FOS were relined, the objective being to ensure a worklife of 15 years, it was decided that the iron making plant would be modernized at the same time: the coking plant has been overhauled and renovated and its coking time increased to ensure a worklife of at least 34 years. The surface area of the sinter strand was increased from 400 to 520 m{sup 2}, the burden preparation circuit were simplified, and pig iron production capacity increased from 4.2 to 4.5 million metric tons per year. Coal injection was developed so as to obtain 170 kg/t of pig iron, an expert system was added to ensure more efficient blast furnace operation, and new measures have been carried out for environmental protection. Since these heavy investments have been completed, SOLLAC/FOS is a high-performance iron making plant, allowing it to face new challenges in the future.

  4. Final Technical Report - Modernization of the Boulder Canyon Hydroelectric Project

    The Boulder Canyon Hydroelectric Project (BCH) was purchased by the City of Boulder, CO (the city) in 2001. Project facilities were originally constructed in 1910 and upgraded in the 1930s and 1940s. By 2009, the two 10 MW turbine/generators had reached or were nearing the end of their useful lives. One generator had grounded out and was beyond repair, reducing plant capacity to 10 MW. The remaining 10 MW unit was expected to fail at any time. When the BCH power plant was originally constructed, a sizeable water supply was available for the sole purpose of hydroelectric power generation. Between 1950 and 2001, that water supply had gradually been converted to municipal water supply by the city. By 2001, the water available for hydroelectric power generation at BCH could not support even one 10 MW unit. Boulder lacked the financial resources to modernize the facilities, and Boulder anticipated that when the single, operational historical unit failed, the project would cease operation. In 2009, the City of Boulder applied for and received a U.S. Department of Energy (DOE) grant for $1.18 million toward a total estimated project cost of $5.155 million to modernize BCH. The federal funding allowed Boulder to move forward with plant modifications that would ensure BCH would continue operation. Federal funding was made available through the American Recovery and Reinvestment Act (ARRA) of 2009. Boulder determined that a single 5 MW turbine/generator would be the most appropriate capacity, given the reduced water supply to the plant. Average annual BCH generation with the old 10 MW unit had been about 8,500 MW-hr, whereas annual generation with a new, efficient turbine could average 11,000 to 12,000 MW-hr. The incremental change in annual generation represents a 30% increase in generation over pre-project conditions. The old turbine/generator was a single nozzle Pelton turbine with a 5-to-1 flow turndown and a maximum turbine/generator efficiency of 82%. The new unit is a double nozzle Pelton turbine with a 10-to-1 flow turndown and a maximum turbine/generator efficiency of 88%. This alone represents a 6% increase in overall efficiency. The old turbine operated at low efficiencies due to age and non-optimal sizing of the turbine for the water flow available to the unit. It was shut down whenever water flow dropped to less than 4-5 cfs, and at that flow, efficiency was 55 to 60%. The new turbine will operate in the range of 70 to 88% efficiency through a large portion of the existing flow range and would only have to be shut down at flow rates less than 3.7 cfs. Efficiency is expected to increase by 15-30%, depending on flow. In addition to the installation of new equipment, other goals for the project included: • Increasing safety at Boulder Canyon Hydro • Increasing protection of the Boulder Creek environment • Modernizing and integrating control equipment into Boulder’s municipal water supply system, and • Preserving significant historical engineering information prior to power plant modernization. From January 1, 2010 through December 31, 2012, combined consultant and contractor personnel hours paid for by both the city and the federal government have totaled approximately 40,000. This equates roughly to seven people working full time on the project from January 2010 through December 2012. This project also involved considerable material expense (steel pipe, a variety of valves, electrical equipment, and the various components of the turbine and generator), which were not accounted for in terms of hours spent on the project. However, the material expense related to this project did help to create or preserve manufacturing/industrial jobs throughout the United States. As required by ARRA, the various components of the hydroelectric project were manufactured or substantially transformed in the U.S. BCH is eligible for nomination to the National Register of Historic Places due in part to its unique engineering features and innovative construction techniques. Special efforts were directed toward documenting the (largely original) interior of the plant and installing new equipment without modifying the power plant exterior in order to preserve the historical significance of the facility. In addition, a significant portion of the historical equipment within the power plant was preserved in place. The modernization project began with DOE grant award on January 1, 2010, and the project was completed on December 31, 2012. In addition to city engineering and hydroelectric staff, major project participants included AECOM (design/engineering) Canyon Industries (turbine/generator manufacture), Gracon Corporation (general construction contractor), Exponential Engineering Company (electrical engineering) and URS Corporation (historical documentation), as well as numerous other subcontractors and consultants.

    This document is a final report about the work performed for cooperative agreement DE-FC02-06ER25764, the Rice University effort of Performance Engineering Research Institute (PERI). PERI was an Enabling Technologies Institute of the Scientific Discovery through Advanced Computing (SciDAC-2) program supported by the Department of Energy's Office of Science Advanced Scientific Computing Research (ASCR) program. The PERI effort at Rice University focused on (1) research and development of tools for measurement and analysis of application program performance, and (2) engagement with SciDAC-2 application teams.

    This paper presents ideas for using coordinate-free numerics in modern Fortran to achieve code flexibility in the partial differential equation (PDE) domain. We also show how Fortran, over the last few decades, has changed to become a language well-suited for state-of-the-art software development. Fortran’s new coarray distributed data structure, the language’s class mechanism, and its side-effect-free, pure procedure capability provide the scaffolding on which we implement HPC software. These features empower compilers to organize parallel computations with efficient communication. We present some programming patterns that support asynchronous evaluation of expressions comprised of parallel operations on distributed data. We implemented thesemore » patterns using coarrays and the message passing interface (MPI). We compared the codes’ complexity and performance. The MPI code is much more complex and depends on external libraries. The MPI code on Cray hardware using the Cray compiler is 1.5–2 times faster than the coarray code on the same hardware. The Intel compiler implements coarrays atop Intel’s MPI library with the result apparently being 2–2.5 times slower than manually coded MPI despite exhibiting nearly linear scaling efficiency. As compilers mature and further improvements to coarrays comes in Fortran 2015, we expect this performance gap to narrow.« less

    In this paper, the authors discuss options for developing institutions for joint implementation (JI) projects. They focus on the tasks which are unique to JI projects or require additional institutional needs--accepting the project by the host and investor countries and assessing the project`s greenhouse gas (GHG) emission reduction or sequestration--and they suggest the types of institutions that would enhance their performance. The evaluation is based on four sets of governmental and international criteria for JI projects, the experiences of ten pilot JI projects, and the perspectives of seven collaborating authors from China, Egypt, India, Mexico, and Thailand, who interviewed relevant government and non-government staff involved in JI issue assessment in their countries. After examining the roles for potential JI institutions, they present early findings arguing for a decentralized national JI structure, which includes: (1) national governmental panels providing host country acceptance of proposed JI projects; (2) project parties providing the assessment data on the GHG reduction or sequestration for the projects; (3) technical experts calculating these GHG flows; (4) certified verification teams checking the GHG calculations; and (5) members of an international JI Secretariat training and certifying the assessors, as well as resolving challenges to the verifications. 86 refs.

    Organizations, both public and private sector, are increasingly pursuing strategies to reduce their energy use and increase sustainability. Whether these efforts are based on economic rationale, community spirit, environmental ethics, federal mandates, or other reasons, they predominantly feature strategies that rely on new technologies. If there is any focus on behavior change, it is typically addressed to changing individual behavior. While we recognize the importance—and limitations—of the role of individual behavior in promoting sustainability goals, we are more interested in the role of institutional behavior. We have reviewed the small but growing literature on institutional behavior change, and have identified eight “evidence-based” principles as a guide for federal agencies to take action. This article presents the principles and illustrates them with examples to suggest ways that they can serve as models for others.

    Policy makers should seek to get the structure right ex ante as antitrust may not be effective ex post. It will be important to deal effectively with information asymmetries and to minimize transaction costs. The electric services industry is experiencing a period of rapid change, entrepreneurship, innovation and increased competition. The introduction of direct-access retail competition, for example, is becoming increasingly feasible because of the path-breaking activities of England, Norway, Chile and California. While the basic model of a reformed electric services industry has begun to come into a sharper focus, the techniques and methods that policy makers and regulators will need to use in evaluating electric restructuring plans are less well understood. If regulators and their staffs only use the traditional analytical tools, they could fail to analyze fully the transaction cost implications of alternative market, industry and corporate structures. An appreciation of the implications of the new institutional economics (NIE), of which transaction cost economics (TCE) is an important subset, can provide valuable insights. The new institutional economics: (1) holds that institutions matter and are susceptible to analysis..., (2) is different from but not hostile to orthodoxy, and (3) is an interdisciplinary combination of law, economics, and organization in which economics is the first among equals. This paper surveys several of the analytical tools of the new institutional economics, with an emphasis on the tools that are most relevant to the design of the market, industry and corporate structure of a restructured electric services industry. This article applies ME and TCE tools but does not attempt to provide a comprehensive survey of the issues involved in electric restructuring. Rather, it illustrates how regulators can use the tools of NIE/TCE to evaluate and solve the difficult practical problems that electric restructuring presents.

    In this first Institutional Plan prepared by Bechtel BWXT Idaho, LLC, for the Idaho National Engineering and Environmental Laboratory, the INEEL will focus it's efforts on three strategic thrusts; (1) Environmental Management stewardship for DOE-EM, (2) Nuclear reactor technology for DOE-Nuclear Energy (NE), and (3) Energy R&D, demonstration, and deployment (initial focus on biofuels and chemical from biomass). The first strategic thrust focuses on meeting DOE-EM's environmental cleanup and long-term stewardship needs in a manner that is safe, cost-effective, science-based, and approved by key stakeholders. The science base at the INEEL will be further used to address a grand challenge for the INEEL and the DOE complex - the development of a fundamental scientific understanding of the migration of subsurface contaminants. The second strategic thrust is directed at DOE-NE's needs for safe, economical, waste-minimized, and proliferation-resistant nuclear technologies. As NE lead laboratories, the INEEL and ANL will pursue specific priorities. The third strategic thrust focuses on DOE's needs for clean, efficient, and renewable energy technology. As an initial effort, the INEEL will enhance its capability in biofuels, bioprocessing, and biochemicals. The content of this Institutional Plan is designed to meet basic DOE requirements for content and structure and reflect the key INEEL strategic thrusts. Updates to this Institutional Plan will offer additional content and resource refinements.

    The FY 2001-2005 Institutional Plan provides an overview of the Ernest Orlando Lawrence Berkeley National Laboratory (Berkeley Lab, the Laboratory) mission, strategic plan, initiatives, and the resources required to fulfill its role in support of national needs in fundamental science and technology, energy resources, and environmental quality. To advance the Department of Energy's ongoing efforts to define the Integrated Laboratory System, the Berkeley Lab Institutional Plan reflects the strategic elements of our planning efforts. The Institutional Plan is a management report that supports the Department of Energy's mission and programs and is an element of the Department of Energy's strategic management planning activities, developed through an annual planning process. The Plan supports the Government Performance and Results Act of 1993 and complements the performance-based contract between the Department of Energy and the Regents of the University of California.     LECR4 (Lanzhou electron cyclotron resonance ion source No. 4) has been successfully constructed at IMP and has also been connected with the Low Energy Beam Transport (LEBT) and Radio Frequency Quadrupole (RFQ) systems. These source magnet coils are cooled through evaporative cooling technology, which is the first attempt with an ECR ion source in the world. The maximum mirror field is 2.5 T (with iron plug) and the effective plasma chamber volume is 1.2 l. It was designed to be operated at 18 GHz and aimed to produce intense multiple charge state heavy ion beams for the linear injector project SSC-Linac at IMP. In February 2014, the first analyzed beam at 18 GHz was extracted. During about three months commissioning, some outstanding results have been achieved, such as 1.97 emA of O{sup 6+}, 1.7 emA of Ar{sup 8+}, 1.07 emA of Ar{sup 9+}, and 118 euA of Bi{sup 28+}. The source has also successfully delivered O{sup 5+} and Ar{sup 8+} ion beams for RFQ commissioning in April 2014. This paper will give a brief overview of the design of LECR4. Then, the latest results of this source at 18 GHz will be presented.

    Due to the inherently interdisciplinary nature of nanoscience and nanotechnology, research in this arena is often significantly enhanced through creative cooperative activities. The Joint Institute for Nanoscience (JIN) is a venture of the University of Washington (UW) and Pacific Northwest National Laboratory (PNNL) to encourage and enhance high impact and high quality nanoscience and nanotechnology research that leverages the strengths and capabilities of both institutions, and to facilitate education in these areas. This report summarizes JIN award activities that took place during fiscal year 2004 and provides a historical list of JIN awardees, their resulting publications, and JIN-related meetings. Major portions of the JIN efforts and resources are dedicated to funding graduate students and postdoctoral research associates to perform research in collaborations jointly directed by PNNL staff scientists and UW professors. JIN fellowships are awarded on the basis of applications that include research proposals. They have been very successful in expanding collaborations between PNNL and UW, which have led to many excellent joint publications and presentations and enhanced the competitiveness of both institutions for external grant funding. JIN-based interactions are playing a significant role in creating new research directions and reshaping existing research programs at both the UW and PNNL. The JIN also co-sponsors workshops on Nanoscale Science and Technology, four of which have been held in Seattle and one in Richland. In addition to involving PNNL staff in various UW nanoscience courses and seminars, a National Science Foundation grant, Development of UW-PNL Collaborative Curriculums in Nano-Science and Technology, has allowed the development of three intensive short courses that are taught by UW faculty, PNNL staff, and faculty from other institutions, including Washington State University, the University of Idaho, Stanford University, and the University of Alaska. The JIN agreement recognizes that cooperation beyond UW and PNNL is highly valuable. Starting in early 2003, efforts were initiated to form a regional communication link called the Northwest Nanoscience and Nanotechnology Network (N4). In concept, N4 is a tool to encourage communication and help identify regional resources and nanoscience and technology activities.

    This report outlines the accomplishments of the Wyoming Carbon Capture and Storage (CCS) Technology Institute (WCTI), including creating a website and online course catalog, sponsoring technology transfer workshops, reaching out to interested parties via news briefs and engaging in marketing activities, i.e., advertising and participating in tradeshows. We conclude that the success of WCTI was hampered by the lack of a market.     The Laboratory's Institutional Research and Development (IR and D) Program was established in 1984 to foster exploratory work to advance science and technology, disciplinary research to develop innovative solutions to support our national defense and energy missions. In FY 1988, the IR and D Program was funded by a 2% assessment on the Laboratory's operating budget. Our policy is to use these funds for researching innovative ideas in LLNL's areas of expertise and for developing new areas of expertise that we perceive to be in the national interest. The technical and scientific accomplishments of each project and of each institute funded this year are presented in this report. The projects were selected because they are expected to advance research in important areas that are too basic or too time consuming to be funded by the developmental programs or because they are somewhat risky projects that have the promise of high payoff. We are continually reappraising the IR and D Program. In particular, we seek new candidates for the Director's Initiatives, and we constantly reassess the work in progress. Each year, we make adjustments to further the Laboratory's policy of using the IR and D Program to fund innovative ideas with high potential for enhancing programmatic activities of national importance.
