    A common challenge across the communications and information technology (IT) sectors is Internet + modernization + complexity + risk + cost. Cyberspace modernization and cyber security risks, issues, and concerns impact service providers, their customers, and the industry at large. Public and private sectors are struggling to solve the problem. New service opportunities lie in mobile voice, video, and data, and machine-to-machine (M2M) information and communication technologies that are migrating not only to predominant Internet Protocol (IP) communications, but also concurrently integrating IP, version 4 (IPv4) and IP, version 6 (IPv6). With reference to the Second Internet and the Internet of Things, next generation information services portend business survivability in the changing global market. The planning, architecture, and design information herein is intended to increase infrastructure preparedness, security, interoperability, resilience, and trust in the midst of such unprecedented change and opportunity. This document is a product of Sandia National Laboratories Tribal Cyber and IPv6 project work. It is a Cyberspace Modernization objective advisory in support of bridging the digital divide through strategic partnership and an informed path forward.

    This article reviews the nuclear weapons modernization programs underway in the world's nine nuclear weapons states. It concludes that despite significant reductions in overall weapons inventories since the end of the Cold War, the pace of reductions is slowing - four of the nuclear weapons states are even increasing their arsenals, and all the nuclear weapons states are busy modernizing their remaining arsenals in what appears to be a dynamic and counterproductive nuclear competition. The author questions whether perpetual modernization combined with no specific plan for the elimination of nuclear weapons is consistent with the nuclear Non-Proliferation Treaty and concludes that new limits on nuclear modernizations are needed.

    At first sight, arguments for and against the notion of relativistic mass look like a notorious intra-Lilliputian quarrel between Big-Endians (those who broke their eggs at the larger end) and Little-Endians. However, upon closer inspection we discover that the relativistic mass notion is alien to the spirit of modern physics to a much greater extent than it seems. To demonstrate an abyss between the modern approach and archaic notions, in this paper we explore how the concept of mass is introduced in modern physics. This modern approach reveals a deep cohomological origin of mass.

    The history of district heating in Europe is drastically different from that in the United States. The development of district heating in northern and eastern Europe started in the early 1950s. Hot water rather than steam was used as the transport medium and the systems have proven to be more economical. Recently, the northern European concept has been introduced into two US cities - St. Paul and Willmar, Minnesota. The hot water project in St. Paul started construction and operation in the summer and fall of 1983, respectively. The entire first phase of the St. Paul project will take two summers to construct and will connect approximately 80 buildings for a total of 150 MW(t). The system spans the entire St. Paul business district and includes privately owned offices and retail buildings, city and county government buildings, hospitals, the state Capitol complex, and several industrial customers. The City of Willmar, Minnesota, replaced an old steam system with a modern hot water system in the summer of 1982. The first phase of the hot water system was constructed in the central business district. The system serves a peak thermal load of about 10 MW(t) and includes about 12,000 ft of network. The Willmar system completed the second stage of development in the fall of 1983. These two new systems demonstrate the benefits of the low-temperature hot water district heating technology. The systems are economical to build, have high reliability, and have low maintenance and operating cost.

    Testing sequences in two very different wells illustrate the wide range of objectives that are met with modern testing procedures. The first example is a drill stem test in an exploration well. The second test is in an established producing well. The exploration well test incorporated tubing-conveyed perforating, fluid sampling, production logging, and matrix stimulation to evaluate and properly treat near-well bore damage, as well as to investigate reservoir volume and characterize boundaries. The test on the established producer evaluated whether a workover could remedy lower than expected productivity. Production logging was combined with stationary transient measurements.

    With the advance of industrial mass production, modern micro-electronics and computers, the intervals between the release of new generations of consumer products have been dramatically reduced and so have their lifetime cycles. While it was very natural in the post-war era, that sophisticated consumer products like television sets and stereo equipment would not be replaced with a new product until they break, and usually beyond that point since it was very common to have a broken television set serviced, the habits of consumers have changed during the last quarter of the 20th century. A modern consumer product, like Apple's famous iPhone has a market life of approximately one year until a successor is announced and subsequently pushed into the market.     This is the final report for the development of a toxonomy of prototypical electrical distribution feeders. Two of the primary goals of the Department of Energy's (DOE) Modern Grid Initiative (MGI) are 'to accelerate the modernization of our nation's electricity grid' and to 'support demonstrations of systems of key technologies that can serve as the foundation for an integrated, modern power grid'. A key component to the realization of these goals is the effective implementation of new, as well as existing, 'smart grid technologies'. Possibly the largest barrier that has been identified in the deployment of smart grid technologies is the inability to evaluate how their deployment will affect the electricity infrastructure, both locally and on a regional scale. The inability to evaluate the impacts of these technologies is primarily due to the lack of detailed electrical distribution feeder information. While detailed distribution feeder information does reside with the various distribution utilities, there is no central repository of information that can be openly accessed. The role of Pacific Northwest National Laboratory (PNNL) in the MGI for FY08 was to collect distribution feeder models, in the SynerGEE{reg_sign} format, from electric utilities around the nation so that they could be analyzed to identify regional differences in feeder design and operation. Based on this analysis PNNL developed a taxonomy of 24 prototypical feeder models in the GridLAB-D simulations environment that contain the fundamental characteristics of non-urban core, radial distribution feeders from the various regions of the U.S. Weighting factors for these feeders are also presented so that they can be used to generate a representative sample for various regions within the United States. The final product presented in this report is a toolset that enables the evaluation of new smart grid technologies, with the ability to aggregate their effects to regional and national levels. The distribution feeder models presented in this report are based on actual utility models but do not contain any proprietary or system specific information. As a result, the models discussed in this report can be openly distributed to industry, academia, or any interested entity, in order to facilitate the ability to evaluate smart grid technologies.

    Modern solar energetic particles (SEPs) have been studied for about 50 years by satellites and ground-based observations. These measurements indicate much about the nature of SEPs but cover too short a period to quantify the probabilities of very large solar particle events. Many SEPs have high enough energies to make nuclides in material in which they interact. Some nuclides measured in lunar samples have been used to extend the record about SEPs back several million years. Some new measurements of modern SEPs during the last solar cycle and new results for nuclides made by SEPs in lunar samples are presented and their implications discussed. Both the modern and ancient records need to be improved, and methods to get a better understanding of solar energetic particles are discussed. The SEP average fluxes from both sets of records are similar, and both sets can be used to show that huge fluxes of SEPs are very rare.

    A recent trend in modern high performance computing (HPC) system architectures employs ''lean'' compute nodes running a lightweight operating system (OS). Certain parts of the OS as well as other system software services are moved to service nodes in order to increase performance and scalability. This paper examines the impact of this HPC system architecture trend on HPC ''middleware'' software solutions, which traditionally equip HPC systems with advanced features, such as parallel and distributed programming models, appropriate system resource management mechanisms, remote application steering and user interaction techniques. Since the approach of keeping the compute node software stack small and simple is orthogonal to the middleware concept of adding missing OS features between OS and application, the role and architecture of middleware in modern HPC systems needs to be revisited. The result is a paradigm shift in HPC middleware design, where single middleware services are moved to service nodes, while runtime environments (RTEs) continue to reside on compute nodes.

    The Cyclotron Institute at Texas A&M University has upgraded its accelerator facilities to extend research capabilities with both stable and radioactive beams. The upgrade is divided into three major tasks: (1) re-commission the K-150 (88) cyclotron, couple it to existing beam lines to provide intense stable beams into the K-500 experimental areas and use it as a driver to produce radioactive beams; (2) develop light ion and heavy ion guides for stopping radioactive ions created with the K-150 beams; and (3) transport 1+ ions from the ion guides into a charge-breeding electron-cyclotron-resonance ion source (CB-ECR) to produce highly-charged radioactive ions for acceleration in the K-500 cyclotron. When completed, the upgraded facility will provide high-quality re-accelerated secondary beams in a unique energy range in the world.

    Data on the prevalence of bone cancer in dinosaurs is available from past radiological examination of preserved bones. We statistically test this data for consistency with rates extrapolated from information on bone cancer in modern vertebrates, and find that there is no evidence of a different rate. Thus, this test provides no support for a possible role of ionizing radiation in the K-T extinction event.

    Microfabrication enables many exciting experimental possibilities for medicine and biology that are not attainable through traditional methods. However, in order for microfabricated devices to have an impact they must not only provide a robust solution to a current unmet need, but also be simple enough to seamlessly integrate into standard protocols. Broad dissemination of bioMEMS has been stymied by the common aim of replacing established and well accepted protocols with equally or more complex devices, methods, or materials. The marriage of a complex, difficult to fabricate bioMEMS device with a highly variable biological system is rarely successful. Instead, the design philosophy of my lab aims to leverage a beneficial microscale phenomena (e.g. fast diffusion at the microscale) within a bioMEMS device and adapt to established methods (e.g. multiwell plate cell culture) and demonstrate a new paradigm for the field (adapt instead of replace). In order for the field of bioMEMS to mature beyond novel proof-of-concept demonstrations, researchers must focus on developing systems leveraging these phenomena and integrating into standard labs, which have largely been ignored. Towards this aim, the Integrative Bioengineering Institute has been established.

    The Light Water Reactor Sustainability Program is a research, development, and deployment program sponsored by the United States Department of Energy. The program is operated in close collaboration with industry research and development programs to provide the technical foundations for licensing and managing the long-term, safe, and economical operation of nuclear power plants that are currently in operation. Advanced instrumentation and control (I&C) technologies are needed to support the continued safe and reliable production of power from nuclear energy systems during sustained periods of operation up to and beyond their expected licensed lifetime. This requires that new capabilities to achieve process control be developed and eventually implemented in existing nuclear control rooms. It also requires that approaches be developed and proven to achieve sustainability of I&C systems throughout the period of extended operation. Idaho National Laboratory (INL) is working closely with nuclear utilities to develop technologies and solutions to help ensure the safe life extension of current reactors. One of the main areas of focus is control room modernization. Current analog control rooms are growing obsolete, and it is difficult for utilities to maintain them. Using its reconfigurable control room simulator adapted from a training simulator, INL serves as a neutral test bed for implementing new control room system technologies and assisting in control room modernization efforts across.

    When the blast furnaces at SOLLAC/FOS were relined, the objective being to ensure a worklife of 15 years, it was decided that the iron making plant would be modernized at the same time: the coking plant has been overhauled and renovated and its coking time increased to ensure a worklife of at least 34 years. The surface area of the sinter strand was increased from 400 to 520 m{sup 2}, the burden preparation circuit were simplified, and pig iron production capacity increased from 4.2 to 4.5 million metric tons per year. Coal injection was developed so as to obtain 170 kg/t of pig iron, an expert system was added to ensure more efficient blast furnace operation, and new measures have been carried out for environmental protection. Since these heavy investments have been completed, SOLLAC/FOS is a high-performance iron making plant, allowing it to face new challenges in the future.

    The Bucharest FN tandem accelerator, installed in 1973 and upgraded in 1983 to 9 MV, has been used for atomic and nuclear physics studies as well as for different applications using accelerated ion beams. In the last three years a program of modernization of the tandem accelerator including the replacement of the old accelerator equipment by new ones, installation of a pelletron system for the Van de Graaff generator and installation of new negative ion injectors was undertaken. In parallel a development of the tandem accelerator was started. In 2009, a beam pulsing system in the nanosecond range is scheduled to be installed. All these works aimed to transform the tandem accelerator in a reliable and efficient tool for research and applications are presented. The main lines of the research program at the Bucharest tandem accelerator are shortly presented too.

  3. Final Technical Report - Modernization of the Boulder Canyon Hydroelectric Project

    The Boulder Canyon Hydroelectric Project (BCH) was purchased by the City of Boulder, CO (the city) in 2001. Project facilities were originally constructed in 1910 and upgraded in the 1930s and 1940s. By 2009, the two 10 MW turbine/generators had reached or were nearing the end of their useful lives. One generator had grounded out and was beyond repair, reducing plant capacity to 10 MW. The remaining 10 MW unit was expected to fail at any time. When the BCH power plant was originally constructed, a sizeable water supply was available for the sole purpose of hydroelectric power generation. Between 1950 and 2001, that water supply had gradually been converted to municipal water supply by the city. By 2001, the water available for hydroelectric power generation at BCH could not support even one 10 MW unit. Boulder lacked the financial resources to modernize the facilities, and Boulder anticipated that when the single, operational historical unit failed, the project would cease operation. In 2009, the City of Boulder applied for and received a U.S. Department of Energy (DOE) grant for $1.18 million toward a total estimated project cost of $5.155 million to modernize BCH. The federal funding allowed Boulder to move forward with plant modifications that would ensure BCH would continue operation. Federal funding was made available through the American Recovery and Reinvestment Act (ARRA) of 2009. Boulder determined that a single 5 MW turbine/generator would be the most appropriate capacity, given the reduced water supply to the plant. Average annual BCH generation with the old 10 MW unit had been about 8,500 MW-hr, whereas annual generation with a new, efficient turbine could average 11,000 to 12,000 MW-hr. The incremental change in annual generation represents a 30% increase in generation over pre-project conditions. The old turbine/generator was a single nozzle Pelton turbine with a 5-to-1 flow turndown and a maximum turbine/generator efficiency of 82%. The new unit is a double nozzle Pelton turbine with a 10-to-1 flow turndown and a maximum turbine/generator efficiency of 88%. This alone represents a 6% increase in overall efficiency. The old turbine operated at low efficiencies due to age and non-optimal sizing of the turbine for the water flow available to the unit. It was shut down whenever water flow dropped to less than 4-5 cfs, and at that flow, efficiency was 55 to 60%. The new turbine will operate in the range of 70 to 88% efficiency through a large portion of the existing flow range and would only have to be shut down at flow rates less than 3.7 cfs. Efficiency is expected to increase by 15-30%, depending on flow. In addition to the installation of new equipment, other goals for the project included: ?¢???¢ Increasing safety at Boulder Canyon Hydro ?¢???¢ Increasing protection of the Boulder Creek environment ?¢???¢ Modernizing and integrating control equipment into Boulder?¢????s municipal water supply system, and ?¢???¢ Preserving significant historical engineering information prior to power plant modernization. From January 1, 2010 through December 31, 2012, combined consultant and contractor personnel hours paid for by both the city and the federal government have totaled approximately 40,000. This equates roughly to seven people working full time on the project from January 2010 through December 2012. This project also involved considerable material expense (steel pipe, a variety of valves, electrical equipment, and the various components of the turbine and generator), which were not accounted for in terms of hours spent on the project. However, the material expense related to this project did help to create or preserve manufacturing/industrial jobs throughout the United States.     A comparison of the modern passive-margin Mississippi fan (DSDP Leg 96) with selected ancient active-margin fans reveals major differences in turbidite facies associations and seismic characteristics of the lower fan area. The lower Mississippi fan is composed of channel (facies B and F) and nonchannel sequences (facies C. and D), whereas lower fan areas of ancient active-margin fans are characterized by nonchannelized, thickening-upward depositional lobes (facies C and D) with sheetlike geometry. An absence of depositional lobes in the lower Mississippi fan is also suggested by a lack of mounded seismic reflections. Continuous and parallel seismic reflections of the lower Mississippi fan may represent sheet sands, but not those of true depositional lobes. In mature passive-margin fans, long, sinuous channels develop as a consequence of low gradients and the transport of sediment with a relatively low sand/mud ratio, and these channels develop lenticular sand bodies. In contrast, channels in active-margin fans are short and commonly braided as a result of high gradients and the transport of sediment with a relatively high sand/mud ratio. Braided channels characteristically develop sheetlike sand bodies.

    Our purpose is to find which is the most reliable one among various oxygen abundance determination methods. We will test the validity of several different oxygen abundance determination methods using methods of modern statistics. These methods include Bayesian analysis and information scoring. We will analyze a sample of $\\sim$6000 $\\hii$ galaxies from the Sloan Digital Sky Survey (SDSS) spectroscopic observations data release four. All methods that we used drew the same conclusion that the $T_e$ method is a more reliable oxygen abundance determination methods than the Bayesian metallcity method under the existing telescope ability. The ratios of the likelihoods between the different kinds of methods tell us that the $T_e$, $P$, and $O3N2$ methods are consistent with each other because the $P$ and $O3N2$ method are calibrated by $T_e$-method. The Bayesian and $R_{23}$ method are consistent with each other because both are calibrated by a galaxy model. In either case, the $N2$ method is an {\\it unreliable} method.

    In these notes, based on lectures given as part of the Les Houches summer school on Quantum Optics and Nanophotonics in August, 2013, I have tried to give a brief survey of some important approaches and modern tendencies in quantum measurement. I wish it to be clear from the outset that I shy explicitly away from the "quantum measurement problem," and that the present treatment aims to elucidate the theory and practice of various ways in which measurements can, in light of quantum mechanics, be carried out; and various formalisms for describing them. While the treatment is by necessity largely theoretical, the emphasis is meant to be on an experimental "perspective" on measurement -- that is, to place the priority on the possibility of gaining information through some process, and then attempting to model that process mathematically and consider its ramifications, rather than stressing a particular mathematical definition as the {\\it sine qua non} of measurement. The textbook definition of measurement as being a particular set of mathematical operations carried out on particular sorts of operators has been so well drilled into us that many have the unfortunate tendency of saying "that experiment can't be described by projections onto the eigenstates of a Hermitian operator, so it is not really a measurement," when of course any practitioner of an experimental science such as physics should instead say "that experiment allowed us to measure something, and if the standard theory of measurement does not describe it, the standard theory of measurement is incomplete." Idealisations are important, but when the real world breaks the approximations made in the theory, it is the theory which must be fixed, and not the real world.

    This is the report of the Ultraviolet-Optical Working Group (UVOWG) commissioned by NASA to study the scientific rationale for new missions in ultraviolet/optical space astronomy approximately ten years from now, when the Hubble Space Telescope (HST) is de-orbited. The UVOWG focused on a scientific theme, The Emergence of the Modern Universe, the period from redshifts z = 3 to 0, occupying over 80% of cosmic time and beginning after the first galaxies, quasars, and stars emerged into their present form. We considered high-throughput UV spectroscopy (10-50x throughput of HST/COS) and wide-field optical imaging (at least 10 arcmin square). The exciting science to be addressed in the post-HST era includes studies of dark matter and baryons, the origin and evolution of the elements, and the major construction phase of galaxies and quasars. Key unanswered questions include: Where is the rest of the unseen universe? What is the interplay of the dark and luminous universe? How did the IGM collapse to form the galaxies and clusters? When were galaxies, clusters, and stellar populations assembled into their current form? What is the history of star formation and chemical evolution? Are massive black holes a natural part of most galaxies? A large-aperture UV/O telescope in space (ST-2010) will provide a major facility in the 21st century for solving these scientific problems. The UVOWG recommends that the first mission be a 4m aperture, SIRTF-class mission that focuses on UV spectroscopy and wide-field imaging. In the coming decade, NASA should investigate the feasibility of an 8m telescope, by 2010, with deployable optics similar to NGST. No high-throughput UV/Optical mission will be possible without significant NASA investments in technology, including UV detectors, gratings, mirrors, and imagers.

The first preliminary experiment in this new program was performed between July 24-31, 2011 at TUNL and had 2 main objectives: (1) demonstrating the capability to measure characteristic {gamma}-rays from specific fission products; (2) studying background effects from room scattered neutrons. In addition, a new dual fission ionization chamber has been designed and manufactured. The production design of the chamber is shown in the picture below. The first feasibility experiment to test this chamber is scheduled at the TUNL Tandem Laboratory from September 19-25, 2011. The dual fission chamber design will allow simultaneous exposure of absolute fission fragment emission rate detectors and the thick fission activation foils, positioned between the two chambers. This document formalizes the earlier experimental report demonstrating the experimental capability to make accurate (< 2 %) precision gamma-ray spectroscopic measurements of the excitation function of high fission product yields of the 239Pu(n,f) reaction (induced by quasimonoenergetic neutrons). A second experiment (9/2011) introduced an compact double-sided fission chamber into the experimental arrangement, and so the relative number of incident neutrons striking the sample foil at each bombarding energy is limited only by statistics. (The number of incident neutrons often limits the experimental accuracy.) Fission chamber operation was so exceptional that 2 more chambers have been fabricated; thus fission foils of different isotopes may be left in place with sample changes. The scope of the measurements is both greatly expanded and the results become vetted. Experiment 2 is not reported here. A continuing experiment has been proposed for February 2012.

    The Fiscal Year (FY) 2003-2007 Institutional Plan describes the strategic directions and key issues that Lawrence Berkeley National Laboratory management must address with the Department of Energy (DOE) in charting its future as a multiprogram national laboratory. The Plan provides an overview of the Laboratory's mission, strategic plan, initiatives, and the resources required to fulfill its role in support of national needs in fundamental science and technology, energy resources, and environmental quality. The Plan facilitates the Department of Energy's ongoing efforts to strengthen the Integrated Laboratory System. Preparation and review of the Institutional Plan is one element of the Department of Energy's strategic management planning activities, implemented through an annual planning process. The Plan supports the President's Management Agenda and the Government Performance and Results Act of 1993. The Plan complements the current performance-based contract between the Department of Energy and the Regents of the University of California, and summarizes Best Management Practices for a potential future results-based contract as a basis for achieving DOE goals and the Laboratory's scientific and operations objectives. It identifies technical and administrative directions in the context of national energy policy and research needs and the Department of Energy's program planning initiatives. Preparation of the Plan is coordinated by the Planning and Strategic Development Office from information contributed by Berkeley Lab's scientific and support divisions and DOE comments on prior years' plans. The Laboratory Mission section identifies the specific strengths of Berkeley Lab that contribute to the mission in general and the Integrated Laboratory System in particular. The Laboratory Strategic Plan section identifies the existing activities in support of DOE Office of Science and other sponsors; support for DOE goals; and the Laboratory Scientific Vision and operations goals. The Initiatives section describes some of the specific new research programs representing major long-term opportunities for the Department of Energy and Berkeley Lab. The Operations Strategic Planning section describes our strategic thinking in the areas of human resources; site and cyber security; workforce diversity; communications and trust; integrated safety management; and technology transfer activities.     Purpose: To retrospectively evaluate institutional outcomes for patients treated with modern radiation therapy (RT) for biopsied orbital pseudotumor (OP). Methods and Materials: Twenty patients (26 affected orbits) with OP were treated with RT between January 2002 and December 2011. All patients underwent biopsy with histopathologic exclusion of other disease processes. Sixteen patients (80%) were treated with intensity modulated RT, 3 (15%) with opposed lateral beams, and 1 (5%) with electrons. Median RT dose was 27 Gy (range 25.2-30.6 Gy). Response to RT was evaluated at 4 months post-RT. Partial response (PR) was defined as improvement in orbital symptoms without an increase in steroid dose. Complete response (CR) 1 and CR 2 were defined as complete resolution of orbital symptoms with reduction in steroid dose (CR 1) or complete tapering of steroids (CR 2). The median follow-up period was 18.6 months (range 4-81.6 months). Results: Seventeen patients (85%) demonstrated response to RT, with 7 (35%), 1 (5%), and 9 (45%) achieving a PR, CR 1, and CR 2, respectively. Of the 17 patients who had ?PR at 4 months post-RT, 6 (35%) experienced recurrence of symptoms. Age (>46 years vs ?46 years, P=.04) and clinical response to RT (CR 2 vs CR 1/PR, P=.05) were significantly associated with pseudotumor recurrence. Long-term complications were seen in 7 patients (35%), including 4 with cataract formation, 1 with chronic dry eye, 1 with enophthalmos, and 1 with keratopathy. Conclusions: RT is an effective treatment for improving symptoms and tapering steroids in patients with a biopsy supported diagnosis of OP. Older age and complete response to RT were associated with a significantly reduced probability of symptom recurrence. The observed late complications may be related to RT, chronic use of steroids/immunosuppressants, medical comorbidities, or combination of factors.

Objectives include, among others, a description of the basic development status of small modular reactors (SMRs) focused primarily on domestic activity; investigation of the domestic market appeal of modular reactors from the viewpoints of both key energy sector customers and also key stakeholders in the financial community; and consideration of how to proceed further with a pro-active "core group" of stakeholders substantially interested in modular nuclear deployment in order to provide the basis to expedite design/construction activity and regulatory approval. ? Information gathering was via available resources, both published and personal communications with key individual stakeholders; published information is limited to that already in public domain (no confidentiality); viewpoints from interviews are incorporated within. Discussions at both government-hosted and private-hosted SMR meetings are reflected herein. INL itself maintains a neutral view on all issues described. Note: as per prior discussion between INL and CAP, individual and highly knowledgeable senior-level stakeholders provided the bulk of insights herein, and the results of those interviews are the main source of the observations of this report. ? Attachment A is the list of individual stakeholders consulted to date, including some who provided significant earlier assessments of SMR institutional feasibility. ? Attachments B, C, and D are included to provide substantial context on the international status of SMR development; they are not intended to be comprehensive and are individualized due to the separate nature of the source materials. Attachment E is a summary of the DOE requirements for winning teams regarding the current SMR solicitation.     The Swiss Nuclear Electricity Production consists of four sites with a total of 5 Reactors. Together they have a capacity of 3220 MW and cover 40% of the total Swiss Electricity production. Leibstadt is the first Swiss NPP which started a comprehensive modernization project of all process related I and C-equipment in regard of an intended operation at least until 2045. The project will take about 15 years since the stepwise implementation will be only possible during the scheduled outages. The first modernization step, the replacement of most of the former stand alone process computers including the Safety Parameter Display System SPDS by a common platform was finished in this year's outage with a delay of 2 years over the original target line. The project is rated as category C according IEC 61226 by the Swiss nuclear authority (V and V requirements). This first step is at the beginning an integrated plant information system for monitoring only, but it forms already the operating and monitoring level of the future integrated Process Control System (PCS) for operational- as well as safety-I and C, fully based on digital technology. With each of the upcoming further modernization steps, parts of the process level will be added to the digital system by replacing the existing analog equipment for signal interrogation, component control (on-off as well as modulating control) and automatic functions like sequencer or switch over functions. Today's I and C equipment comprises more than 20 different systems from different suppliers, but mostly based on a common cabling- and connection concept and homogenous operating and signalization concept. The structure of the existing I and C-systems in the main plant is mostly according to I and C-functions and not according to process functions, which was a benefit during the original design and construction but has some disadvantages in regard of modifications or addition of new features and for the modernization. In the auxiliary plants a multitude of structures exists, so that overall there is a rather inhomogeneous structure prevailing. One objective of the modernization is the transformation from the control function oriented structure to a process oriented structure to optimize the system performance, e.g. by minimizing data communication requirements and to form an optimum situation for the future maintenance and expandability. The paper will deal with I and C-aspects as well as with HSI- resp. HFE-aspects and issues, mainly in regard of preparation of the overall project, points to take care of and lessons learned with the first implementation step. (authors)
