  4. Not Your Parents' Mobile Home

    This article describes construction of the first manufactured home ever produced from structural insulated panels. The home was built in July 2000 by Champion Enterprises at its Silverton, Oregon, plant. The house was completed on the assembly line in 9 days including a 300-mile road test. The paper examines the design and approval process leading to the project, the manufacturing process and its adjustment to SIPs, and the transportation and energy performance of the house after it was built. PNNL coordinated this project and conducted long-term monitoring on the house. The WSU Energy Program conducted building diagnostics testing once the house was occupied. PNNL and WSU involvement was funded by the U.S. DOE Building America Program. The Oregon Office of Energy conducted blower door and duct blaster tests. The completed home was estimated to reduce energy consumption by 50% and to have twice the structural strength required by HUD code for manufactured homes. The demonstration proved that the manufactured home production line could support SIPs production simultaneously with traditional construction and without major modifications, the line work in parallel with SIPs and traditional materials. The project revealed severl possibilities for further improving cost and time savings with SIPs construction, that might translate into increased capacity.

    Carbon monoxide (CO) emission levels were continuously monitored in 8 mobile trailer homes less than 10 years old. These homes were monitored in an US EPA study on indoor air quality as affected by unvented portable kerosene heaters. Respondents were asked to operate their heaters in a normal fashion. CO, air exchange and temperature values were measured during the study in each home. Results indicate that consumers using unvented kerosene heaters may be unknowingly exposed to high CO levels without taking proper precautions.

    Air sealing of building enclosures is a difficult and time-consuming process. Current methods in new construction require laborers to physically locate small and sometimes large holes in multiple assemblies and then manually seal each of them. The innovation demonstrated under this research study was the automated air sealing and compartmentalization of buildings through the use of an aerosolized sealant, developed by the Western Cooling Efficiency Center at University of California Davis.
    CARB sought to demonstrate this new technology application in a multifamily building in Queens, NY. The effectiveness of the sealing process was evaluated by three methods: air leakage testing of overall apartment before and after sealing, point-source testing of individual leaks, and pressure measurements in the walls of the target apartment during sealing. Aerosolized sealing was successful by several measures in this study. Many individual leaks that are labor-intensive to address separately were well sealed by the aerosol particles. In addition, many diffuse leaks that are difficult to identify and treat were also sealed. The aerosol-based sealing process resulted in an average reduction of 71% in air leakage across three apartments and an average apartment airtightness of 0.08 CFM50/SF of enclosure area.

    Earth-sheltered apartments for students at St. Johns University, Collegeville, MN are described. The intent was to provide energy-efficient, low maintenance housing in a neighborhood environment for the students. Students would learn about energy-conscious architecture from living in the buildings. The buildings have had few problems, but energy performance has not been up to expectations. The consumption of electricity exceeded predictions by 49%. The most likely answer to the problem is deviation from design. Several items of energy-efficient design were specified but deleted in order to cut costs.

    For several years the Solar Energy Research Institute has been testing the effectiveness of mobile home weatherization measures, with the support of the US DOE Office of State and Local Assistance Programs Weatherization Assistance Program, the DOE Office of Buildings and Community Systems, the seven states within the federal Weatherization Region 7, the Colorado Division of Housing, and the DOE Denver Support Office. During the winter of 1988--89, several weatherization measures were thermally tested on three mobile homes under controlled conditions inside a large environmental enclosure. The effects of each weatherization measure on conduction losses, infiltration losses, and combined furnace and duct-delivered heat efficiency were monitored. The retrofit options included air sealing, duct repair, furnace tune-up, interior storm panels, floor insulation, and roof insulation. The study demonstrated that cost-effective heating energy savings of about 20% to 50% are possible if weatherization techniques adapted to the special construction details in mobile homes are applied. 24 refs., 18 figs., 9 tabs.

    In this paper we approach the subject of ventilation and occupant behavior in multifamily buildings by asking three questions: (1) why and how do occupants interact with ventilation in an apartment building, (2) how does the physical environment (i.e., building characteristics and climate) affect the ventilation in an apartment, and (3) what methods can be used to answer the first two questions. To investigate these and related questions, two apartment buildings in Chicago were monitored during the 1985-1986 heating season. In addition to collecting data on energy consumption, outdoor temperature, wind speed, and indoor apartment temperatures, we conducted diagnostic measurements and occupant surveys in both buildings. The diagnostic tests measured leakage areas of the individual apartments, both through the exterior envelope and to other apartments. The measured leakage areas are used in conjunction with a multizone air flow model to simulate infiltration and internal air flows under different weather conditions. The occupants were questioned about their attitudes and behavior regarding the comfort, air quality, ventilation, and energy use of their apartments. This paper describes each of the research methods utilized, the results of these efforts, and conclusions that can be drawn about ventilation-occupant interactions in these apartment buildings. We found that there was minimal window opening during the winter, widespread use of auxiliary heating to control thermal comfort, and that the simulations show little outside air entry in the top-floor apartments during periods of low wind speeds. The major conclusion of this work is that a multi-disciplinary approach is required to understand or predict occupant-ventilation interactions. Such an approach must take into account the physical characteristics of the building and the climate, as well as the preferences and available options of the occupants.

    Air sealing of building enclosures is a difficult and time-consuming process. Current methods in new construction require laborers to physically locate small and sometimes large holes in multiple assemblies and then manually seal each of them. The innovation demonstrated under this research study was the automated air sealing and compartmentalization of buildings through the use of an aerosolized sealant, developed by the Western Cooling Efficiency Center at University of California Davis. CARB sought to demonstrate this new technology application in a multifamily building in Queens, NY. The effectiveness of the sealing process was evaluated by three methods: air leakage testing of overall apartment before and after sealing, point-source testing of individual leaks, and pressure measurements in the walls of the target apartment during sealing.

    Sixteen apartments serving low-income populations in three buildings were retrofit with the goal of simultaneously reducing energy consumption and improving indoor environmental quality (IEQ). Retrofit measures varied among apartments and included, among others, envelope sealing, installation of continuous mechanical ventilation systems, upgrading bathroom fans and range hoods, attic insulation, replacement of heating and cooling systems, and adding wall-mounted particle air cleaners. IEQ parameters were measured, generally for two one-week periods before and after the retrofits. The measurements indicate an overall improvement in IEQ conditions after the retrofits. Comfort conditions, bathroom humidity, and concentrations of carbon dioxide, acetaldehyde, volatile organic compounds, and particles generally improved. Formaldehyde and nitrogen dioxide levels decreased in the building with the highest concentrations, were unchanged in a second building, and increased in a third building. IEQ parameters other than particles improved more in apartments with continuous mechanical ventilation systems installed. In general, but not consistently, larger percent increases in air exchange rates were associated with larger percent decreases in indoor levels of the pollutants that primarily come from indoor sources.

    The Energy Policy and Conservation Act (P.L. 94-163), as amended, establishes energy conservation standards for 12 of the 13 types of consumer products specifically covered by the Act. The legislation requires the Department of Energy (DOE) to consider new or amended standards for these and other types of products at specified times. DOE is currently considering amending standards for seven types of products: water heaters, direct heating equipment, mobile home furnaces, pool heaters, room air conditioners, kitchen ranges and ovens (including microwave ovens), and fluorescent light ballasts and is considering establishing standards for television sets. This Technical Support Document presents the methodology, data, and results from the analysis of the energy and economic impacts of the proposed standards.     Building America team Alliance for Residential Building Innovation (ARBI) worked with the University of California, Davis (UC Davis) and the developer partner West Village Community Partnership (WVCP) to evaluate performance on 192 student apartments completed in September, 2011 as part of Phase I of the multi-purpose West Village project. West Village, the largest planned zero net energy community in the United States. The campus neighborhood is designed to enable faculty, staff and students to affordably live near campus, take advantage of environmentally friendly transportation options, and participate fully in campus life. The aggressive energy efficiency measures that are incorporated in the design contribute to source energy reductions of 37% over the B10 Benchmark. The energy efficiency measures that are incorporated into these apartments include increased wall & attic insulation, high performance windows, high efficiency heat pumps for heating and cooling, central heat pump water heaters (HPWHs), 100% high efficacy lighting, and ENERGY STAR major appliances. Results discuss how measured energy use compares to modeling estimates over a 10 month monitoring period and includes a cost effective evaluation.

  16. Energy Impacts of Energy and Indoor Environmental Quality Retrofits of Apartments in California

    Monthly gas and electricity use data from a set of 13 study apartments and 20 control apartments from three apartment buildings (B1 B3) in California were analyzed. The study apartments were retrofit with simultaneous energy savings and indoor environmental quality (IEQ) improvements as the goal. The control apartments were not retrofit. Pre-retrofit modeling indicated annual energy savings of 21percent, 17percent, and 27percent for the study apartments in B1-B3, respectively. Based on a comparison of changes in energy use of study apartments to energy use changes of control apartments, total measured savings of gas energy plus site electrical energy were 28percent in B1, 5percent in B2, and 3percent in B3. Given the small number of study apartments and the substantial changes in energy use within control apartments, the project yielded no conclusive evidence of energy savings. Apartment energy use increased with number of occupants and with floor area; however, the association with occupancy was most evident. Climate differences did not appear to be the major driver for the variability in energy use among apartments. Changes in occupant behaviors affecting energy use may have overwhelmed and obscured the energy savings in this small number of buildings. Much larger prior studies employing similar retrofits indicate that the retrofits usually do save energy.

    The Manufactured Home Energy Audit (MHEA) is a software tool that predicts manufactured home energy consumption and recommends weatherization retrofit measures. It was developed to assist local weatherization agencies working with the US Department of Energy (DOE) Weatherization Assistance Program. Whether new or experienced, employed within or outside the Weatherization Assistance Program, all users can benefit from incorporating MHEA into their manufactured home weatherization programs. DOE anticipates that the state weatherization assistance programs that incorporate MHEA into their programs will find significant growth in the energy and cost savings achieved from manufactured home weatherization. The easy-to-use MHEA displays a colorful, graphical interface for entering simple inputs and provides understandable, usable results. The user enters information about the manufactured home construction, heating equipment, cooling equipment, and weather site. MHEA then calculates annual energy consumption using a simplified building energy analysis technique. MHEA stands apart from other building energy analysis tools in many ways. Calculations incorporated into the computer code specifically address manufactured home heating and cooling load trends. The retrofit measures evaluated by MHEA are all applicable to manufactured homes. Help messages describe common manufactured home weatherization practices as well as provide hints on how to install retrofit measures. These and other features help make MHEA easy to use when evaluating energy consumption and the effects of weatherization retrofit measures for manufactured homes.

This research study by Building America team Consortium for Advanced Residential Buildings demonstrated the automated air sealing and compartmentalization of buildings through the use of an aerosolized sealant developed by the Western Cooling Efficiency Center at University of California Davis. CARB demonstrated this new technology application in a multifamily building in Queens, NY. The effectiveness of the sealing process was evaluated by three methods: air leakage testing of overall apartment before and after sealing, point-source testing of individual leaks, and pressure measurements in the walls of the target apartment during sealing. Aerosolized sealing was successful by several measures in this study. Many individual leaks that are labor-intensive to address separately were well sealed by the aerosol particles. In addition, many diffuse leaks that are difficult to identify and treat were also sealed. The aerosol-based sealing process resulted in an average reduction of 71% in air leakage across three apartments and an average apartment airtightness of 0.08 CFM50/SF of enclosure area.

In this project, the team helped to transform a 100-year-old empty school building into 12 high performance apartments with low energy costs. The advanced features included an excellent thermal envelope of closed-cell spray foam and triple-pane windows, ductless heat pumps, solar thermal hot water system, and photovoltaic system.

    The focus of this project was to investigate the factors influencing consumer adoption of Home Energy Displays (HEDs) and to evaluate electricity consumption in households with basic HEDs versus enhanced feedback methods - web portals or alerts. We hypothesized that providing flexible and relatable information to users, in addition to a basic HED, would make feedback more effective and achieve persistent energy savings. In Phase I, we conducted three user research studies and found preferences for aesthetically pleasing, easy to understand feedback that is accessible through multiple media and offered free of charge. The deployment of HEDs in 150 households planned for Phase II encountered major recruitment and HED field deployment problems. First, after extensive outreach campaigns to apartment complexes with 760 units, only 8% of building's tenants elected to receive a free HED in their homes as part of the field study. Second, the HED used, a leading market model, had a spectrum of problems, including gateway miscommunications, failure to post to a data-hosting third party, and display malfunctions. In light of these challenges, we are pursuing a modified study investigating the energy savings of a web portal versus alert-based energy feedback instead of a physical HED.

    The Pacific Northwest Laboratory (PNL) and the Bonneville Power Administration (Bonneville) conducted this study to evaluate the manufactured home owner`s purchase decision process and to provide Bonneville with a better understanding of how consumers view a manufactured home`s affordability and energy efficiency. This study addresses manufactured homes built under the US Department of Housing and Urban Development (HUD) standards; these homes are sometimes referred to as HUD-code homes or mobile homes. Manufactured home owners in Idaho, Montana, Oregon, and Washington were included in this analysis. This report adds to the information presented in Sandahl et al. (1992), which discussed the practices of lenders, appraisers, and dealers -- all of whom play a key role in the manufactured home market due to the impact their practices have on the overall affordability of manufactured homes. This report focuses exclusively on the most important, and probably least understood, player -- the home buyer. The primary data were collected via a mail survey sent to 1,550 manufactured home owners in Idaho, Montana, Oregon, and Washington in late 1992. A 71% response rate was achieved; 1,106 usable responses were received. This study focuses on the Pacific Northwest but presents information that may be relevant to other parts of the country.

    The Manufactured Home Energy Audit (MHEA) is a software tool that predicts manufactured home energy consumption and recommends weatherization retrofit measures. It was developed to assist local weatherization agencies working with the U.S. Department of Energy (DOE) Weatherization Assistance Program. Whether new or experienced, employed within or outside the Weatherization Assistance Program, all users can benefit from incorporating MHEA into their manufactured home weatherization programs. DOE anticipates that the state weatherization assistance programs that incorporate MHEA into their programs will find significant growth in the energy and cost savings achieved from manufactured home weatherization. The easy-to-use MHEA uses a relatively standard Windows graphical interface for entering simple inputs and provides understandable, usable results. The user enters information about the manufactured home construction, heating equipment, cooling equipment appliances, and weather site. MHEA then calculates annual energy consumption using a simplified building energy analysis technique. Weatherization retrofit measures are evaluated based on the predicted energy savings after installation of the measure, the measure cost, and the measure life. Finally, MHEA recommends retrofit measures that are energy and cost effective for the particular home being evaluated. MHEA evaluates each manufactured home individually and takes into account local weather conditions, retrofit measure costs, and fuel costs. The recommended package of weatherization retrofit measures is tailored to the home being evaluated. More traditional techniques apply the same package of retrofit measures to all manufactured homes, often the same set of measures that are installed into site-built homes. Effective manufactured home weatherization can be achieved only by installing measures developed specifically for manufactured homes. The unique manufactured home construction characteristics require that each of these measures is evaluated separately in order to devise a package of measures that will result in high energy and dollar savings. MHEA stands apart from other building energy analysis tools in many ways. Calculations incorporated into the computer code specifically address manufactured home heating and cooling load trends. The retrofit measures evaluated by MHEA are all applicable to manufactured homes. Help messages describe common manufactured home weatherization practices as well as provide hints on how to install retrofit measures. These and other features help make MHEA easy to use when evaluating energy consumption and the effects of weatherization retrofit measures for manufactured homes. The National Renewable Energy Laboratory originally developed MHEA for the U.S. Department of Energy Weatherization Assistance Program. Conversion to a Windows-based program with additional modifications has been performed by the Oak Ridge National Laboratory. Many energy consumption and economic calculations resemble those found in the Computerized Instrumented Residential Audit written by Lawrence Berkeley National Laboratory and the National Energy Audit written by Oak Ridge National Laboratory. The calculations are similar in structure but have been altered to more accurately represent a manufactured home's unique energy use characteristics. Most importantly, MHEA helps meet the DOE Weatherization Assistance Program goals to increase client comfort and use federal dollars wisely.

    The Manufactured Home Energy Audit (MHEA) is an energy audit tool designed specifically to identify recommended weatherization measures for mobile homes as part of the U.S. Department of Energy's (DOE's) Weatherization Assistance Program. A field validation of MHEA was performed using billing/delivery data collected on 86 mobile homes heated primarily by electricity, natural gas, or propane to assess the audit's accuracy and the validity of its recommendations. The validation found that MHEA overpredicts the annual space-heating energy savings of weatherization measures to be installed in mobile homes, which leads to low realization rates, primarily because of its large overprediction of annual pre-weatherization space-heating energy consumption. However, MHEA's annual space-heating energy savings estimates and realization rates can be improved considerably using MHEA's built-in billing adjustment feature. In order to improve the accuracy of MHEA's annual space-heating energy savings estimates and realization rate, the cause of MHEA's overprediction of annual pre-weatherization space-heating energy consumption needs to be further investigated and corrected. Although MHEA's billing adjustment feature improved MHEA's annual space-heating energy savings estimates, alternative methods of making the correction that may provide improved performance should be investigated. In the interim period before permanent improvements to MHEA can be made, the following recommendations should be followed: (a) do not enter into MHEA insulation thicknesses of 1 in. or less and especially zero (0 in.) unless such low levels have been verified through visual inspection of several parts of the envelope area in question; (b) use MHEA's billing adjustment feature to develop a list of recommended measures based on adjusted energy savings if possible, especially in mobile homes that have several major energy deficiencies; and (c) do not use MHEA's "evaluate duct sealing" option at this time (although certainly seal all duct leaks and use diagnostics as appropriate to find leakage sites and quantify improvements).

    Energy efficiency requirements were developed for manufactured (mobile) homes, which are regulated by the U.S. Department of Housing and Urban Development (HUD). A life-cycle cost analysis from the homeowner's perspective was used to establish parameters for a least-cost home in a large number of cities. Economic, financial, and energy-efficiency measures for the life-cycle cost analysis were selected. The resulting energy-efficiency levels were aggregated to the existing HUD zones and expressed as a maximum overall home U-value (thermal transmittance) requirement for the building envelope. The proposed revised standard's costs, benefits, and net value to the consumer were quantified. This analysis updates a similar effort completed in 1992, which was the basis for the existing HUD code Uo requirements.

    The MH Tool software is designed to evaluate existing and new manufactured homes for structural adequacy in high winds. Users define design elements of a manufactured home and then select the hazard(s) for analysis. MH Tool then calculates and reports structural analysis results for the specified design and hazard Method of Solution: Design engineers input information (geometries, materials, etc.) describing the structure of a manufactured home, from which the software automatically creates a mathematical model.more » Windows, doors, and interior walls can be added to the initial design. HUD Code loads (wind, snow loads, interior live loads, etc.) are automatically applied. A finite element analysis is automatically performed using a third party solver to find forces and stresses throughout the structure. The designer may then employ components of strength (and cost) most appropriate for the loads that must be carried at each location, and then re-run the analysis for verification. If forces and stresses are still within tolerable limits (such as the HUD requirements), construction costs would be reduced without sacrificing quality.« less

    Thermal requirements were developed for manufactured (mobile) homes in response to legislation requiring the US Department of Housing and Urban Development (HUD) to revise its thermal standards for manufactured homes. A life-cycle cost minimization from the home owner`s perspecetive was used to establish an optimum in a large number of cities for several prototype homes. The development of the economic, financial, and energy conservation measure parameters input into the life-cycle cost analysis was documented. The optimization results were aggregated to zones which were expressed as a maximum overall home U-value (thermal transmittance) requirement. The revised standard`s costs, benefits, and net value to the consumer were quantified. 50 refs.

    Correlation ion mobility spectrometry (CIMS) uses gating modulation and correlation signal processing to improve IMS instrument performance. Closely spaced ion peaks can be resolved by adding discriminating codes to the gate and matched filtering for the received ion current signal, thereby improving sensitivity and resolution of an ion mobility spectrometer. CIMS can be used to improve the signal-to-noise ratio even for transient chemical samples. CIMS is especially advantageous for small geometry IMS drift tubes that can otherwise have poor resolution due to their small size.

    This grant project examines multiple aspects of the pelletizing process to determine the feasibility of pelletizing biomass using a mobile form factor system. These aspects are: the automatic adjustment of the die height in a rotary-style pellet mill, the construction of the die head to allow the use of ceramic materials for extreme wear, integrating a heat exchanger network into the entire process from drying to cooling, the use of superheated steam for adjusting the moisture content to optimum, the economics of using diesel power to operate the system; a break-even analysis of estimated fixed operating costs vs. tons per hour capacity. Initial development work has created a viable mechanical model. The overall analysis of this model suggests that pelletizing can be economically done using a mobile platform.

    Venting range hoods are important residential ventilation components that remove pollutants generated by cooking activities and natural gas cooking burners. To address the lack of data on range hood installations in California, we conducted a survey by examining photographs of homes for sale or rent listed on a popular real estate web site. The survey was conducted in November 2010 and AprilMay 2011. Posted photos of the homes were reviewed to determine if a hood was installed, the type of hood, and two installation details that can impact performance, namely the height above the cooktop and the degree to which the hood covers the cooktop burners. We additionally collected information about the homes, including asking price for purchase or rent, type of building (e.g. detached house, townhouse or apartment), building age, floor area, and cooktop fuel type. Listings were first sampled to focus on homes built since 2005, then randomly sampled to include varied prices and locations around the state. Data were obtained for 1002 homes built between 1865 and 2011 (median year built 1989). Homes for sale varied in asking price from $16,000 to $16,500,000 (median $353,000) and homes for rent varied from $500 to $25,000 (median $2125) per month. Approximately 74% of the sample had natural gas cooktops. In this sample, natural gas cooktops were more prevalent in more expensive homes than in less expensive homes. Across the entire sample, 7.4 % appeared to have no hood installed, 33% had a short hood, 13% had a deep hood and 47% had a microwave over the range. The percentage of these hoods that vent to the outdoors could not be determined. Hood type was related to coverage of the cooktop. For deep hoods, 76% appeared to cover most or all of the cooktop burners. For short hoods, 70% covered about three quarters of the cooktop. And for microwaves the vast majority (96%) covered the back burners but not the front burners. Hood type was also correlated with asking price or monthly rent, with deep hoods most common in the most expensive homes. Hood type was also correlated with home age, with microwave hoods more common in newer homes. Installation height was related to device type with microwaves installed lower (closer) to the cooktop (median 18 inches), and short hoods (median 28 inches) and deep hoods (median 30 inches) installed higher. Deep range hoods are more common with natural gas cooktops than with electric cooktops, and slightly fewer homes with natural gas cooktops lack a range hood (7%) than homes with electric cooktops (9%). This study provides limited but useful information about the characteristics of range hoods in California homes and demonstrates the potential value of non-traditional forms of data collection.

    Energy-efficiency requirements were developed for manufactured (mobile) homes, which are regulated by the U.S. Department of Housing and Urban Development. A life-cycle cost analysis from the homeowner's perspective was used to establish parameters for a least-cost home in a large number of cities. Economic, financial, and energy-efficiency measures for the life-cycle cost analysis were selected and documented. The resulting energy-efficiency levels were aggregated to zones that were expressed as a maximum overall home U-factor (thermal transmittance) requirement for the building envelope. The proposed revised standard's costs, benefits, and net value to the consumer were quantified. This analysis updates a similar effort completed in 1992, which was the basis for the existing HUD code overall U-factor requirement.

    Working with builder partners on a test homes allows for vetting of whole-house building strategies to eliminate any potential unintended consequences prior to implementing these solution packages on a production scale. To support this research, CARB partnered with Preferred Builders Inc. on a high-performance test home in Old Greenwich, CT. The philosophy and science behind the 2,700 ft2 'Performance House' was based on the premise that homes should be safe, healthy, comfortable, durable, efficient, and adapt with the homeowners. The technologies and strategies used in the 'Performance House' were not cutting-edge, but simply 'best practices practiced'. The focus was on simplicity in construction, maintenance, and operation. When seeking a 30% source energy savings targets over a comparable 2009 IECC code-built home in the cold climate zone, nearly all components of a home must be optimized. Careful planning and design are critical. To help builders and architects seeking to match the performance of this home, a step-by-step guide through the building shell components of DOE's Challenge Home are provided in a pictorial story book. The end result was a DOE Challenge Home that achieved a HERS Index Score of 20 (43 without PV, the minimum target was 55 for compliance). This home was also awarded the 2012 HOBI for Best Green Energy Efficient Home from the Home Builders & Remodelers Association of Connecticut.

    This report outlines the technical barriers, gaps, and opportunities that arise in executing home energy upgrade market delivery approaches, as identified through research conducted by the U.S. Department of Energy's Building America program. The objective of this report is to outline the technical1 barriers, gaps, and opportunities that arise in executing home energy upgrade market delivery approaches, as identified through research conducted by the U.S. Department of Energy's (DOE) Building America program. This information will be used to provide guidance for new research necessary to enable the success of the approaches. Investigation for this report was conducted via publications related to home energy upgrade market delivery approaches, and a series of interviews with subject matter experts (contractors, consultants, program managers, manufacturers, trade organization representatives, and real estate agents). These experts specified technical barriers and gaps, and offered suggestions for how the technical community might address them. The potential benefits of home energy upgrades are many and varied: reduced energy use and costs; improved comfort, durability, and safety; increased property value; and job creation. Nevertheless, home energy upgrades do not comprise a large part of the overall home improvement market. Residential energy efficiency is the most complex climate intervention option to deliver because the market failures are many and transaction costs are high (Climate Change Capital 2009). The key reasons that energy efficiency investment is not being delivered are: (1) The opportunity is highly fragmented; and (2) The energy efficiency assets are nonstatus, low-visibility investments that are not properly valued. There are significant barriers to mobilizing the investment in home energy upgrades, including the 'hassle factor' (the time and effort required to identify and secure improvement works), access to financing, and the opportunity cost of capital and split incentives.
