    We construct higher-dimensional generalizations of the classical Hess-Appel'rot rigid body system. We give a Lax pair with a spectral parameter leading to an algebro-geometric integration of this new class of systems, which is closely related to the integration of the Lagrange bitop performed by us recently and uses Mumford relation for theta divisors of double unramified coverings. Based on the basic properties satisfied by such a class of systems related to bi-Poisson structure, quasi-homogeneity, and conditions on the Kowalevski exponents, we suggest an axiomatic approach leading to what we call the "class of systems of Hess-Appel'rot type".

    Observations by the H.E.S.S. system of imaging atmospheric Cherenkov telescopes provide the most sensitive measurements of the Galactic Centre region in the energy range 150 GeV - 30 TeV. The vicinity of the kinetic centre of our galaxy harbours numerous objects which could potentially accelerate particles to very high energies (VHE, > 100 GeV) and thus produce the Gamma-ray flux observed. Within statistical and systematic errors, the centroid of the point-like emission measured by H.E.S.S. was found to be in good agreement with the position of the supermassive black hole Sgr A* and the recently discovered PWN candidate G359.95-0.04. Given a systematic pointing error of about 30'', a possible association with the SNR Sgr A East could not be ruled out with the 2004 H.E.S.S. data. In this contribution an update is given on the position of the H.E.S.S. Galactic Centre source using 2005/2006 data. The systematic pointing error is reduced to 6'' per axis using guiding telescopes for pointing corrections, making it possible to exclude with high significance Sgr A East as the source of the VHE Gamma-Rays.

    The shell-type supernova remnant (SNR) RCW 86 - possibly associated with the historical supernova SN 185 - was observed during the past three years with the High Energy Stereoscopic System (H.E.S.S.), an array of four atmospheric-Cherenkov telescopes located in Namibia. The multi-wavelength properties of RCW 86, e.g. weak radio emission and North-East X-ray emission almost entirely consisting of synchroton radiation, resemble those of two very-high energy (VHE; > 100 GeV) gamma-ray emitting SNRs RX J1713.7-3946 and RX J0852-4622. The H.E.S.S. observations reveal a new extended source of VHE gamma-ray emission.The morphological and spectral properties of this new source will be presented.

    The H.E.S.S. Galactic plane scan has revealed a large population of Galactic very high energy (VHE; E > 100 GeV) emitters. The majority of the galactic sources are extended and can typically be associated with pulsar wind nebulae (35%) and supernova remnants (21%), while some of the sources remain unidentified (31%). A much smaller fraction of point-like sources (5 in total, corresponding to 4%) are identified as gamma-ray binaries. Active galactic nuclei located behind the Galactic plane are also a potential source class. An active galaxy could be identified in the VHE regime by a point like extension, a high variability amplitude (up to a factor of 100) and a typically soft spectrum (due to absorption by the extra-galactic background light). Here we report on VERITAS observations of HESS J1943+213, an unidentified point source discovered to emit above 470 GeV during the extended H.E.S.S. Galactic plane scan.     The pulsar wind nebula associated with PSR J1826-1334, HESS J1825-137, is a bright very high energy source with an angular extent of {approx} 1{sup o} and spatially-resolved spectroscopic TeV measurements. The gamma-ray spectral index is observed to soften with increasing distance from the pulsar, likely the result of cooling losses as electrons traverse the nebula. We describe analysis of X-ray data of the extended nebula, as well as 3-D time-dependent spectral energy distribution modeling, with emphasis on the spatial variations within HESS J1825-137. The multi-wavelength data places significant constraints on electron injection, transport, and cooling within the nebula. The large size and high nebular energy budget imply a relatively rapid initial pulsar spin period of 13 {+-} 7 ms and an age of 40 {+-} 9 kyr. The relative fluxes of each VHE zone can be explained by advective particle transport with a radially decreasing velocity profile with v(r) {proportional_to} r{sup -0.5}. The evolution of the cooling break requires an evolving magnetic field which also decreases radially from the pulsar, B(r, t) {proportional_to} r{sup -0.7} E(t){sup 1/2}. Detection of 10 TeV flux {approx} 80 pc from the pulsar requires rapid diffusion of high energy particles with {tau}{sub esc} {approx} 90 (R/10 pc){sup 2}(E{sub e}/100TeV){sup -1} year, contrary to the common assumption of toroidal magnetic fields with strong magnetic confinement. The model predicts a rather uniform Fermi LAT surface brightness out to {approx} 1{sup o} from the pulsar, in good agreement with the recently discovered LAT source centered 0.5{sup o} southwest of PSR J1826-1334 with extension 0.6 {+-} 0.1{sup o}.

    HESS J1841$-$055 is a diffuse unidentified gamma-ray source with the size of $\\sim\\,1.3^{\\circ}\\times\\,1^{\\circ}$. No conclusive counterpart in other wavelengths has so far detected. To search for X-rays responsible for the TeV emission, the Suzaku observations were conducted, which covered a half region of the HESS source. In the soft band (0.5-2.0 keV), we discovered a diffuse emission, Suzaku J1840.2$-$0552, with the size of $\\sim10'$. Since its spectrum was fitted by an optically thin thermal plasma model, Suzaku J1840.2$-$0552 is likely to be a supernova remnant. We also discovered an extended source, Suzaku J1840.2$-$0544, in the hard band (2.0-8.0 keV) with an emission line at 6.1 keV. From the spectral feature and large interstellar absorption, this source is likely to be a cluster of galaxies behind the Galactic plane at the red-shift of $\\sim$0.09. The other diffuse source spatially overlaps with the SNR candidate G26.6$-$0.2, which shows a non-thermal dominant spectrum. Since no other candidate is ...

    We present X-ray observations of the as of yet unidentified very high-energy (VHE) {gamma}-ray source HESS J1640-465 with the aim of establishing a counterpart of this source in the keV energy range, and identifying the mechanism responsible for the VHE emission. The 21.8 ksec XMM-Newton observation of HESS J1640-465 in September 2005 represents a significant improvement in sensitivity and angular resolution over previous ASCA studies in this region. These new data show a hard-spectrum X-ray emitting object at the centroid of the H.E.S.S. source, within the shell of the radio Supernova Remnant (SNR) G338.3-0.0. This object is consistent with the position and flux previously measured by both ASCA and Swift-XRT but is now shown to be significantly extended. We argue that this object is very likely the counterpart to HESS J1640-465 and that both objects may represent the Pulsar Wind Nebula of an as of yet undiscovered pulsar associated with G338.3-0.0.

    Context: We investigate the possible theoretical properties of the putative pulsar associated with the pulsar wind nebula IGR J18135-1751/HESS J1813-178 based upon recent gamma-ray observations and archival multi-wavelength observations. Aims: We show that when using the standard equations for magnetic dipole radiation with recent soft gamma-ray observations leads to deriving an extreme set of parameters (magnetic field, period and spin down rate) for the putative pulsar. Alternative scenarios that generate more typical parameter values are explored. Methods: The properties of the putative pulsar are calculated assuming that the 20-100 keV luminosity corresponds to 1% of Edot, that the source is 4.5 kpc away, and that the pulsar age is 300 yrs. This gives P = 0.55 s, Pdot = 3E-11 s/s, and B = 1.28E14 G. This is a very extreme set compared to the population of known pulsars in PWN systems. Using the equations for magnetic dipole losses makes it possible to adjust the initial assumptions to see what is required for a more reasonable set of pulsar parameters. Results: The current measured properties for IGR J18135-1751/HESS J1813-178 (i.e. luminosity, distance, and age) result in extreme properties of the unseen pulsar within the PWN. The simplest method for achieving more reasonable properties for the pulsar is to decouple the spin-down age of the pulsar from the actual age for the system.

    The shell-type supernova remnant (SNR) RCW 86, possibly associated with the historical supernova SN 185, with its relatively large size (about 40' in diameter) and the presence of non-thermal X-rays is a promising target for gamma-ray observations. The high sensitivity, good angular resolution of a few arc minutes and the large field of view of the High Energy Stereoscopic System (H.E.S.S.) make it ideally suited for the study of the gamma-ray morphology of such extended sources. H.E.S.S. observations have indeed led to the discovery of the SNR RCW 86 in very high energy (VHE; E > 100 GeV) gamma-rays. With 31 hours of observation time, the source is detected with a statistical significance of 8.5 sigma and is significantly more extended than the H.E.S.S. point spread function. Morphological studies have been performed and show that the gamma-ray flux does not correlate perfectly with the X-ray emission. The flux from the remnant is ~10% of the flux from the Crab nebula, with a similar photon index of about 2.5. Possible origins of the very high energy gamma-ray emission, via either Inverse Compton scattering by electrons or the decay of neutral pions produced by proton interactions, are discussed on the basis of spectral features obtained both in the X-ray and gamma-ray regimes.

    In this work, we consider Corporate Governance ties among companies from a multiple network perspective. Such a structurenaturally arises from the close interrelation between the Shareholding Network and the Board of Directors network. Inorder to capture the simultaneous effects on both networks on Corporate Governance, we propose to model the Corporate Governance multiple network structure via tensor analysis. In particular, we consider the TOPHITS model, based on the PARAFAC tensor decomposition, to show that tensor techniques can be successfully applied in this context. After providing some empirical results from the Italian financial market in the univariate case, we will show that a tensor-based multiple network approach can reveal important information.

    The blazar 1ES 1101-232 was observed with the High Energy Stereoscopic System (H.E.S.S.) of Atmospheric Cherenkov Telescopes (ACT) in 2004 and 2005, for a live time of 43 hours. VHE (E > 10^11 eV) gamma-rays were detected for the first time from this object. VHE observations of blazars are used to investigate the inner parts of the blazar jets, and also to study the extragalactic background light (EBL) in the near-infrared band. Observations in 2005 were conducted in a multiwavelength campaign, together with the RXTE satellite and optical observations. In 2004, simultaneous observations with XMM-Newton were obtained. 1ES 1101-232 was detected with H.E.S.S. with an excess of 722 photons, at a significance of 12 sigma. The measured VHE gamma-ray flux amounts to dN/dE = (5.63 +- 0.89) x 10^-13 (E/TeV)^-(2.94 +- 0.20) cm^-2 s^-1 TeV^-1, above a spectral energy threshold of 225 GeV.     This plan was prepared to initiate contracting for and deployment of these mobile system services. 102,000 cubic meters of retrievable, contact-handled TRU waste are stored at many sites around the country. Also, an estimated 38,000 cubic meters of TRU waste will be generated in the course of waste inventory workoff and continuing DOE operations. All the defense TRU waste is destined for disposal in WIPP near Carlsbad NM. To ship TRU waste there, sites must first certify that the waste meets WIPP waste acceptance criteria. The waste must be characterized, and if not acceptable, subjected to additional processing, including repackaging. Most sites plan to use existing fixed facilities or open new ones between FY1997-2006 to perform these functions; small-quantity sites lack this capability. An alternative to fixed facilities is the use of mobile systems mounted in trailers or skids, and transported to sites. Mobile systems will be used for all characterization and certification at small sites; large sites can also use them. The Carlsbad Area Office plans to pursue a strategy of privatization of mobile system services, since this offers a number of advantages. To indicate the possible magnitude of the costs of deploying mobile systems, preliminary estimates of equipment, maintenance, and operating costs over a 10-year period were prepared and options for purchase, lease, and privatization through fixed-price contracts considered.

    The recent completion and operation of the High Energy Stereoscopic System, an array of ground based imaging Cherenkov telescopes, has provided a survey with unprecedented sensitivity of the inner part of the Galaxy and revealed a new population of very high energy gamma-rays sources emitting at E$>$100 GeV. Most of them were reported to have no known radio or X-ray counterpart and hypothesised to be representative of a new class of dark nucleonic cosmic sources. In fact, very high energy gamma-rays with energies E $>$ 10$^{11}$ eV are the best proof of non-thermal processes in the universe and provide a direct in-site view of matter-radiation interaction at energies by far greater than producible in ground accelerators. At lower energy INTEGRAL has regularly observed the entire galactic plane during the first 1000 day in orbit providing a survey in the 20-100 keV range resulted in a soft gamma-ray sky populated with more than 200 sources, most of them being galactic binaries, either BHC or NS. Very recently, the INTEGRAL new source IGR J18135-1751 has been identified as the soft gamma-ray counterpart of HESS J1813-178 and AXJ1838.0-0655 as the X/gamma-ray counterpart of HESS J1837-069. Detection of non thermal radio, X and gamma-ray emission from these TeV sources is very important to discriminate between various emitting scenarios and, in turn, to fully understand their nature. The implications of these new findings in the high energy Galactic population will be addressed.

    Correlation ion mobility spectrometry (CIMS) uses gating modulation and correlation signal processing to improve IMS instrument performance. Closely spaced ion peaks can be resolved by adding discriminating codes to the gate and matched filtering for the received ion current signal, thereby improving sensitivity and resolution of an ion mobility spectrometer. CIMS can be used to improve the signal-to-noise ratio even for transient chemical samples. CIMS is especially advantageous for small geometry IMS drift tubes that can otherwise have poor resolution due to their small size.

    This grant project examines multiple aspects of the pelletizing process to determine the feasibility of pelletizing biomass using a mobile form factor system. These aspects are: the automatic adjustment of the die height in a rotary-style pellet mill, the construction of the die head to allow the use of ceramic materials for extreme wear, integrating a heat exchanger network into the entire process from drying to cooling, the use of superheated steam for adjusting the moisture content to optimum, the economics of using diesel power to operate the system; a break-even analysis of estimated fixed operating costs vs. tons per hour capacity. Initial development work has created a viable mechanical model. The overall analysis of this model suggests that pelletizing can be economically done using a mobile platform.

    After almost 40 years of operation, the federal government is withdrawing from the uranium enrichment business. On July 1, the Department of Energy turned over to a new government-owned entity--the US Enrichment Corp. (USEC)--both the DOE enrichment plants at Paducah, Ky., and Portsmouth, Ohio, and domestic and international marketing of enriched uranium from them. Pushed by the inability of DOE's enrichment operations to meet foreign competition, Congress established USEC under the National Energy Policy Act of 1992, envisioning the new corporation as the first step to full privatization. With gross revenues of $1.5 billion in fiscal 1992, USEC would rank 275th on the Fortune 500 list of top US companies. USEC will lease from DOE the Paducah and Portsmouth facilities, built in the early 1950s, which use the gaseous diffusion process for uranium enrichment. USEC's stock is held by the US Treasury, to which it will pay annual dividends. Martin Marietta Energy Systems, which has operated Paducah since 1984 and Portsmouth since 1986 for DOE, will continue to operate both plants for USEC. Closing one of the two facilities will be studied, especially in light of a 40% world surplus of capacity over demand. USEC also will consider other nuclear-fuel-related ventures. USEC will produce only low-enriched uranium, not weapons-grade material. Indeed, USEC will implement a contract now being completed under which the US will purchase weapons-grade uranium from dismantled Russian nuclear weapons and convert it into low-enriched uranium for power reactor fuel.

In early 2010, Air Products was awarded DOE Assistance Agreement DE-EE002736 to further develop and build the combined-cycle power generation facility. In June 2012, Air Products and AK Steel Corporation terminated work when it was determined that the project would not be economically viable at that time nor in the foreseeable future. The project would have achieved the FOA-0000044 Statement of Project Objectives by demonstrating, at a commercial scale, the technology to capture, treat, and convert blast furnace topgas into electric power and thermal energy.

    This report covers the three phase effort to bring the SEA Corporation`s Powergrid{trademark} from the concept stage to pilot production. The three phases of this contract covered component development, prototype module development, and pilot line production. The Powergrid is a photovoltaic concentrator that generates direct current electricity directly from sunlight using a linear Fresnel lens. Analysis has shown that the Powergrid has the potential to be very low cost in volume production. Before the start of the project, only proof of concept demonstrations of the components had been completed. During the project, SEA Corporation developed a low cost extruded Fresnel lens, a low cost receiver assembly using one sun type cells, a low cost plastic module housing, a single axis tracking system and frame structure, and pilot production equipment and techniques. In addition, an 800 kW/yr pilot production rate was demonstrated and two 40 kW systems were manufactured and installed.

    The objective of the exchange between Pacific Northwest Laboratory (PNL) and Finnigan Corporation is a transfer of expertise and technology for the design and operation of efficient and sensitive atmospheric pressure/vacuum electrospray ionization (ESI) sources. The development of such ion sources will permit wider application of mass spectrometry instrumentation in applied studies in a variety of disciplines including clinical, forensic, biochemical, biotechnical, and environmental studies where sensitivity is a paramount concern. Two meetings were held between representatives of Finnigan Corporation (led by Dr. Ian Jardine, Director for Marketing, Finnigan Corporation) and PNL staff members. During these meetings, Finnigan and PNL staff surveyed the existing technology for atmosphere/vacuum interface of mass spectrometry to ESI. The representatives from Finnigan viewed demonstrations of recent developments that increased efficiency and sensitivity for ESI mass spectrometry. During these meetings, knowledge and expertise were shared in the development of instrumentation, methods, and applications of ESI mass spectrometry with particular emphasis on current and planned Finnigan instrumentation. With the objective of more effective and competitive products for Finnigan Corporation, concepts for a Cooperative Research and Development Agreement (CRADA) were directed toward the development and commercialization of advanced high efficiency and sensitivity ESI technology. A detailed proposal and work plan for the cooperative project was developed and is included in this report.

    The interaction of the microwave radiation emitted by mobile phones with the user's body is analyzed from the International Commission on Non-Ionizing Radiation Protection (ICNIRP) recommendations perspective as a correlation between the specific absorption ratio (SAR) of the mobile phone and the call duration. The relative position of the cell phone to the user's body, the dielectric properties of the exposed body parts, the SAR value and the call duration are considered in the local body temperature rise due to the microwave heating effect. The recommended local temperature rise limit in the human body is evaluated according to standards. The aim of this study is to disseminate information to young people, especially high school students, about the microwave thermal effects on the human body, to make them aware of the environmental electromagnetic pollution and to offer them a simple method of biological self protection.

    A comparison was made between the most recent DOE-developed AC electric vehicle drive systems and that which is independently under development by Unique Mobility of Golden, Colorado. The DOE-developed AC systems compared in this study are the Single-Shaft Electric Propulsion System (ETX-II) developed by Ford Motor Company and the General Electric Company under contract number DE-AC07-85NV10418, the Dual-Shaft Electric Propulsion (DSEP) System developed by Eaton Corporation under contract number DOE-AC08-84NV-10366, and the anticipated results of the Modular Electric Vehicle (MEV) system currently being developed by Ford and General Electric under contract number DE-AC07-90ID13019. The Unique Mobility brushless DC electric vehicle drive system represents their latest electric drive technology and is being developed in cooperation with BMW Technik Gmbh of Germany. Comparisons of specific volume, specific weight, efficiency and expected vehicle performance are made of the different systems based upon measured system performance data where available. One conclusion presented is that the Unique Mobility drive system under development with BMW appears to provide comparable performance to the AC systems studied.

    Under the aegis of the Advanced Research Project Agency`s family of programs to develop advanced technology for dual use applications, International Fuel Cells Corporation (IFC) is conducting a 39 month program to develop an innovative system concept for DoD Mobile Electric Power (MEP) applications. The concept is to integrate two technologies, the phosphoric acid fuel cell (PAFC) with an auto-thermal reformer (ATR), into an efficient fuel cell power plant of nominally 100-kilowatt rating which operates on logistic fuels (JP-8). The ATR fuel processor is the key to meeting requirements for MEP (including weight, volume, reliability, maintainability, efficiency, and especially operation on logistic fuels); most of the effort is devoted to ATR development. An integrated demonstration test unit culminates the program and displays the benefits of the fuel cell system, relative to the standard 100-kilowatt MEP diesel engine generator set. A successful test provides the basis for proceeding toward deployment. This paper describes the results of the first twelve months of activity during which specific program aims have remained firm.

    Research into, and design and construction of mobile systems and algorithms requires access to large-scale mobility data. Unfortunately, the wireless and mobile research community lacks such data. For instance, the largest available human contact traces contain only 100 nodes with very sparse connectivity, limited by experimental logistics. In this paper we pose a challenge to the community: how can we collect mobility data from billions of human participants? We re-assert the importance of large-scale datasets in communication network design, and claim that this could impact fundamental studies in other academic disciplines. In effect, we argue that planet-scale mobility measurements can help to save the world. For example, through understanding large-scale human mobility, we can track and model and contain the spread of epidemics of various kinds.

    The On-Device Dynamic Analysis of Mobile Applications (ODAMA) project was started in an effort to protect mobile devices used in Industrial Control Systems (ICS) from cyber attack. Because mobile devices hide as much of the “computer” as possible, the user’s ability to assess the software running on their system is limited. The research team chose Google’s Android platform for this initial research because it is open source and it would give us freedom in our approach, including the ability to modify the mobile device’s operating system itself. The research team concluded that a Privileged Application was the right approach, and the result was ODAMA. This project is an important piece of the work to secure the expanding use of mobile devices with our nation’s critical infrastructure.

    A medical diagnostic method and instrumentation system for analyzing noncovalently bonded agglomerated biological particles is described. The method and system comprises: a method of preparation for the biological particles; an electrospray generator; an alpha particle radiation source; a differential mobility analyzer; a particle counter; and data acquisition and analysis means. The medical device is useful for the assessment of human diseases, such as cardiac disease risk and hyperlipidemia, by rapid quantitative analysis of lipoprotein fraction densities. Initially, purification procedures are described to reduce an initial blood sample to an analytical input to the instrument. The measured sizes from the analytical sample are correlated with densities, resulting in a spectrum of lipoprotein densities. The lipoprotein density distribution can then be used to characterize cardiac and other lipid-related health risks.

    Storage of large volumes of radioactive mixed waste (RMW) generated over the past 20 years at the Hanford Site has resulted in various waste management challenges. Presently, disposal capacity for RMW does not exist. Containers holding RMW will be stored until processing facilities can be completed to provide treatment and final disposal. Because of the complexity of these wastes, special projects have been initiated to properly manage them. This paper addresses one such project. The goal of this project is to develop a mobile inspection and repackaging unit (IRU) for solid RMW. The paper describes the structural design, equipment, ventilation system, instruments and electrical systems, video monitors and recorders, materials handling, and waste processing of containers.
