    The field of plasma etching is reviewed. Plasma etching, a revolutionary extension of the technique of physical sputtering, was introduced to integrated circuit manufacturing as early as the mid 1960s and more widely in the early 1970s, in an effort to reduce liquid waste disposal in manufacturing and achieve selectivities that were difficult to obtain with wet chemistry. Quickly, the ability to anisotropically etch silicon, aluminum, and silicon dioxide in plasmas became the breakthrough that allowed the features in integrated circuits to continue to shrink over the next 40 years. Some of this early history is reviewed, and a discussion of the evolution in plasma reactor design is included. Some basic principles related to plasma etching such as evaporation rates and Langmuir–Hinshelwood adsorption are introduced. Etching mechanisms of selected materials, silicon, silicon dioxide, and low dielectric-constant materials are discussed in detail. A detailed treatment is presented of applications in current silicon integrated circuit fabrication. Finally, some predictions are offered for future needs and advances in plasma etching for silicon and nonsilicon-based devices.

    Compact heat exchangers are being increasingly considered for condensation applications in the process, cryogenic, aerospace, power and refrigeration industries. In this paper, different configurations available for condensation applications are analyzed and the current state-of-the-knowledge for the design of compact condensers is evaluated. The key technical issues for the design and development of compact heat exchangers for condensation applications are analyzed and major advantages are identified. The experimental data and performance prediction methods reported in the literature are analyzed to evaluate the present design capabilities for different compact heat-exchanger configurations. The design flexibility is evaluated for the development of new condensation applications, including integration with other process equipment.

    The past, present, and future of space fuel cell power systems is reviewed, starting with the first practical fuel cell by F.T. Bacon which led to the 1.5 kW Apollo alkaline fuel cell. However, the first fuel cell to be used for space power was the Gemini 1.0 kW Acid IEM fuel cell. The successor to the Apollo fuel cell is today's 12 kW Orbiter alkaline fuel cell whose technology is considerably different and considerably better than that of its ancestor, the Bacon cell. And in terms of specific weight there has been a steady improvement from the past to the present, from the close to 200 lb/kW of Apollo to the 20 lb/kW of the orbiter. For NASA future Lunar and Martian surface power requirements the regenerative fuel cell (RFC) energy storage system is enabling technology, with the alkaline and the PEM the leading RFC candidate systems. The U.S. Air Force continues to support fuel cell high power density technology development for its future short duration applications.

    Sensors play a key role in detecting both charged particles and photons for all three frontiers in Particle Physics. The signals from an individual sensor that can be used include ionization deposited, phonons created, or light emitted from excitations of the material. The individual sensors are then typically arrayed for detection of individual particles or groups of particles. Mounting of new, ever higher performance experiments, often depend on advances in sensors in a range of performance characteristics. These performance metrics can include position resolution for passing particles, time resolution on particles impacting the sensor, and overall rate capabilities. In addition the feasible detector area and cost frequently provides a limit to what can be built and therefore is often another area where improvements are important. Finally, radiation tolerance is becoming a requirement in a broad array of devices. We present a status report on a broad category of sensors, including challenges for the future and work in progress to solve those challenges.

    In recent years we have witnessed a concentrated effort to make sense of thermodynamics for small-scale systems. One of the main difficulties is that, at the nano-scale, thermal fluctuations of energy in general render it conceptually difficult to distinguish work from heat. Despite of several attempts to resolve this issue, many of which inspired by quantum information theory, there is still remarkable little consensus on it. In this work, we attempt to define work in a strictly operational way. In our resource-theoretic approach, agents wish to agree upon how much work needs to be invested to effect a transition from one state of an arbitrary quantum work-storage device to another. We introduce basic operational principles, and deduce from them a strict set of mathematical properties that any reasonable function quantifying such work has to fulfil. One of those generalises strong sub-additivity, a key property in quantum information theory, to the domain of thermodynamics. We show that one work quantifier fulfilling all the required properties is the difference of the non-equilibrium free energy of the initial and final state of the work-storage system. More generally, for any work quantifier fulfilling the stated properties, we can derive a quantitative second law in the sense of bounding the work that can be performed using some non-equilibrium resource by the work that is needed to create it. We furthermore discuss the role of path dependence for work quantifiers and the connection to the concept of probability-distributions of work. Our mathematical results can be formulated abstractly and carry over to other resource theories than quantum thermodynamics.

    Los Alamos evaluates covariances for nuclear data library, mainly for actinides above the resonance regions and light elements in the enUre energy range. We also develop techniques to evaluate the covariance data, like Bayesian and least-squares fitting methods, which are important to explore the uncertainty information on different types of physical quantities such as elastic scattering angular distribution, or prompt neutron fission spectra. This paper summarizes our current activities of the covariance evaluation work at LANL, including the actinide and light element data mainly for the criticality safety study and transmutation technology. The Bayesian method based on the Kalman filter technique, which combines uncertainties in the theoretical model and experimental data, is discussed.

    In April 1994, the Department of Energy (DOE) Strategic Plan was issued. This Plan presents the Department`s strategic outlook in response to a changing world. It discusses the Department`s unique capabilities; its mission, vision, and core values; and key customer and stakeholder considerations. The DOE Strategic Plan lists business strategies and critical success factors which are intended to aid the Department in accomplishing its mission and reaching its vision of itself in the future. The Office of Inspector General (OIG) has an important role in carrying out the goals and objectives of the Secretary`s Strategic Plan. The ultimate goal of the OIG is to facilitate positive change by assisting its customers, responsible Government officials, in taking actions to improve programs and operations. The Inspector General annually issues his own Strategic Plan that contains program guidance for the next fiscal year. As part of its responsibility in carrying out the OIG mission, the Office of the Deputy Inspector General for Audit Services (Office of Audit Services) publishes an Annual Work Plan that sets forth audits that are planned for the next fiscal year. Selection of these audits is based on the overall budget of the Department, analyses of trends in Departmental operations, guidance contained in the agency`s strategic plans, statutory requirements, and the expressed needs and audit suggestions of Departmental program managers and OIG managers and staff. This work plan includes audits that are carried over from FY 1995 and audits scheduled to start during FY 1996. Audits included in the plan will be performed by OIG staff.

    Generation of low work function, stable compound thin films by laser ablation. Compound thin films with low work function can be synthesized by simultaneously laser ablating silicon, for example, and thermal evaporating an alkali metal into an oxygen environment. For example, the compound thin film may be composed of Si/Cs/O. The work functions of the thin films can be varied by changing the silicon/alkali metal/oxygen ratio. Low work functions of the compound thin films deposited on silicon substrates were confirmed by ultraviolet photoelectron spectroscopy (UPS). The compound thin films are stable up to 500.degree. C. as measured by x-ray photoelectron spectroscopy (XPS). Tests have established that for certain chemical compositions and annealing temperatures of the compound thin films, negative electron affinity (NEA) was detected. The low work function, stable compound thin films can be utilized in solar cells, field emission flat panel displays, electron guns, and cold cathode electron guns.

    A method and apparatus for measuring the internal temperature of a work piece comprises an excitation laser for generating laser pulses which are directed through a water cooled probe, and in an optical fiber, to a first surface of the work piece. The laser is of sufficient intensity to ablate the surface of the work piece, producing a displacement and a resulting ultrasonic pulse which propagates within the thickness of the work piece to an opposite surface. The ultrasonic pulse is reflected from the opposite surface and returns to the first surface to create a second displacement. A second continuous laser also shines its light through an optical fiber in the probe into the first surface and is used in conjunction with signal processing equipment to measure the time between the first and second displacements. This time is proportional to the time-of-flight of the ultrasonic pulse in the work piece which, with a known or detected thickness of the work piece, can be used to calculate the internal temperature of the work piece.

    We critically assess the problem of extracting work from a coherent superposition of energy eigenstates of an individual qubit system. By carefully taking into account all the resources involved in the thermodynamic transformations in a fully quantum-mechanical treatment, we show that there exists a thermal machine that can come arbitrarily close to extracting all the coherence as work. The machine only needs to act on individual copies of a state and can be reused. On the other hand, we show that for any thermal machine with finite resources not all the coherence of a state can be extracted as work. We provide explicit protocols extracting work from coherence when the resources of a thermal machine are bounded, a scenario potentially relevant for the thermodynamics at the nanoscale.

    This report presents the findings of the Military Munitions Waste Working Group in its effort to achieve the goals directed under the Federal Advisory Committee to Develop On-Site Innovative Technologies (DOIT Committee) for environmental restoration and waste management. The Military Munitions Waste Working Group identified the following seven areas of concern associated with the ordnance (energetics) waste stream: unexploded ordnance; stockpiled; disposed -- at known locations, i.e., disposal pits; discharged -- impact areas, unknown disposal sites; contaminated media; chemical sureties/weapons; biological weapons; munitions production; depleted uranium; and rocket motor and fuel disposal (open burn/open detonation). Because of time constraints, the Military Munitions Waste Working Group has focused on unexploded ordnance and contaminated media with the understanding that remaining waste streams will be considered as time permits.     Many work extraction or information erasure processes in the literature involve the raising and lowering of energy levels via external fields. But even if the actual system is treated quantum mechanically, the field is assumed to be classical and of infinite strength, hence not developing any correlations with the system or experiencing back-actions. We extend these considerations to a fully quantum mechanical treatment, by studying a spin-1/2 particle coupled to a finite-sized directional quantum reference frame, a spin-l system, which models an external field. With this concrete model together with a bosonic thermal bath, we analyse the back-action a finite-size field suffers during a quantum-mechanical work extraction process, the effect this has on the extractable work, and highlight a range of assumptions commonly made when considering such processes. The well-known semi-classical treatment of work extraction from a pure qubit predicts a maximum extractable work W = kT log 2 for a quasi-static process, which holds as a strict upper bound in the fully quantum mechanical case, and is only attained in the classical limit. We also address the problem of emergent local time-dependence in a joint system with globally fixed Hamiltonian.

    Thermionic energy conversion in a microminiature format shows potential as a viable, high efficiency, on-chip power source. Microminiature thermionic converters (MTC) with inter-electrode spacings on the order of microns are currently being prototyped and evaluated at Sandia. The remaining enabling technology is the development of low work function materials and processes than can be integrated into these converters. In this report, the authors demonstrate a method of incorporating thin film emitters into converters using rf sputtering. They find that the resultant films possess a minimum work function of 1.2 eV. Practical energy conversion is hindered by surface work function non-uniformity. They postulate the source of this heterogeneity to be a result of limited bulk and surface transport of barium. Several methods are proposed for maximizing transport, including increased film porosity and the use of metal terminating layers. They demonstrate a novel method for incorporating film porosity based on metal interlayer coalescence.

    This Remedial Action Work Plan provides the framework for operation of the Idaho Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) Disposal Facility Complex (ICDF). This facility includes (a) an engineered landfill that meets the substantial requirements of DOE Order 435.1, Resource Conservation and Recovery Act Subtitle C, Idaho Hazardous Waste Management Act, and Toxic Substances Control Act polychlorinated biphenyl landfill requirements; (b) centralized receiving, inspections, administration, storage/staging, and treatment facilities necessary for CERCLA investigation-derived, remedial, and removal waste at the Idaho National Laboratory (INL) prior to final disposition in the disposal facility or shipment off-Site; and (c) an evaporation pond that has been designated as a corrective action management unit. The ICDF Complex, including a buffer zone, will cover approximately 40 acres, with a landfill disposal capacity of approximately 510,000 yd3. The ICDF Complex is designed and authorized to accept INL CERCLA-generated wastes, and includes the necessary subsystems and support facilities to provide a complete waste management system. This Remedial Action Work Plan presents the operational approach and requirements for the various components that are part of the ICDF Complex. Summaries of the remedial action work elements are presented herein, with supporting information and documents provided as appendixes to this work plan that contain specific detail about the operation of the ICDF Complex. This document presents the planned operational process based upon an evaluation of the remedial action requirements set forth in the Operable Unit 3-13 Final Record of Decision.

    The successful completion of any scientific or engineering project on the Moon will depend, in part, on human ability to do useful work under lunar conditions. In making informed decisions about such things as the use of humans rather than robots for specific tasks, the scheduling of valuable human time, and the design and selection of equipment and tools, good use can be made of the existing experience base. During the six completed landing missions, Apollo lunar surface crews conducted 160 astronaut-hours of extra-vehicular activities (EVAs) and also spent a similar sum of waking hours working in the cramped confines of the Lunar Module. The first three missions were primarily proof-tests of flight hardware and procedures. The ability to land equipment and consumables was very modest but, despite stay times of no more than 32 hours, the crews of Apollos 11, 12, and 14 were able to test their mobility and their capability of doing useful work outside the spacecraft. For the last three missions, thanks to LM modifications which enabled landings with significant amounts of cargo, stay times more than doubled to three days. The crews were able to use Lunar Rovers to conduct extensive local exploration and to travel up to 10 kilometers away from their immediate landing sites. During these final missions, the astronauts spent enough time doing work of sufficient complexity that their experience should be of use in the formulation early-stage lunar base operating plans. 2 refs.

This description includes waste characteristics, waste types, locations, and associated hazards. The goal to be met by the Transition Phase preclosure activities is to place the TSD unit into a safe and environmentally secure condition for the long-term Surveillance and Maintenance (S&M) Phase of the facility decommissioning process. This preclosure work plan has been prepared in accordance with Section 8.0 of the Hanford Federal Facility Agreement and Consent Order (Tri-Party Agreement) (Ecology et al. 1996). The preclosure work plan is one of three critical Transition Phase documents, the other two being: B Plant End Points Document (WHC-SD-WM-TPP-054) and B Plant S&M plan. These documents are prepared by the U.S. Department of Energy, Richland Operations Office (DOE-RL) and its contractors with the involvement of Washington State Department of Ecology (Ecology). The tanks and vessels addressed by this preclosure work plan are limited to those tanks end vessels included on the B Plant Complex Part A, Form 3, Permit Application (DOE/RL-88-21). The criteria for determining which tanks or vessels are in the Part A, Form 3, are discussed in the following. The closure plan for the TSD unit will not be prepared until the Disposition Phase of the facility decommissioning process is initiated, which follows the long-term S&M Phase. Final closure will occur during the Disposition Phase of the facility decommissioning process. The Waste Encapsulation Storage Facility (WESF) is excluded from the scope of this preclosure work plan.

    A full-field imaging, long working distance, incoherent interference microscope suitable for three-dimensional imaging and metrology of MEMS devices and test structures on a standard microelectronics probe station. A long working distance greater than 10 mm allows standard probes or probe cards to be used. This enables nanometer-scale 3-dimensional height profiles of MEMS test structures to be acquired across an entire wafer while being actively probed, and, optionally, through a transparent window. An optically identical pair of sample and reference arm objectives is not required, which reduces the overall system cost, and also the cost and time required to change sample magnifications. Using a LED source, high magnification (e.g., 50.times.) can be obtained having excellent image quality, straight fringes, and high fringe contrast.

    In the summer and early fall of 2010, the National Center for Healthy Housing interviewed people from a selection of state and local agencies that perform weatherizations on low-income housing in order to gauge their approach to improving the health and safety of the homes. The interviews provided a strong cross section of what work agencies can do, and how they go about funding this work when funds from the Weatherization Assistance Program (WAP) do not cover the full extent of the repairs. The report also makes recommendations for WAP in how to assist agencies to streamline and maximize the health and safety repairs they are able to make in the course of a standard weatherization.

    The Department of Energy is storing large amounts of spent nuclear fuel and other reactor irradiated nuclear materials (herein referred to as RINM). In the past, the Department reprocessed RINM to recover plutonium, tritium, and other isotopes. However, the Department has ceased or is phasing out reprocessing operations. As a consequence, Department facilities designed, constructed, and operated to store RINM for relatively short periods of time now store RINM, pending decisions on the disposition of these materials. The extended use of the facilities, combined with their known degradation and that of their stored materials, has led to uncertainties about safety. To ensure that extended storage is safe (i.e., that protection exists for workers, the public, and the environment), the conditions of these storage facilities had to be assessed. The compelling need for such an assessment led to the Secretary`s initiative on spent fuel, which is the subject of this report. This report comprises three volumes: Volume I; Summary Results of the Spent Fuel Working Group Evaluation; Volume II, Working Group Assessment Team Reports and Protocol; Volume III; Operating Contractor Site Team Reports. This volume presents the overall results of the Working Group`s Evaluation. The group assessed 66 facilities spread across 11 sites. It identified: (1) facilities that should be considered for priority attention. (2) programmatic issues to be considered in decision making about interim storage plans and (3) specific vulnerabilities for some of these facilities.

It breaks down the activities into two major work areas: Program Management and Program Analysis. Program Management is performed by the JIO by providing technical planning and guidance for the development of advanced TRU waste management capabilities. This includes equipment/facility design, engineering, construction, and operations. These functions are integrated to allow transition from interim storage to final disposition. JIO tasks include program requirements identification, long-range technical planning, budget development, program planning document preparation, task guidance, task monitoring, information gathering and task reporting to DOE, interfacing with other agencies and DOE lead programs, integrating public involvement with program efforts, and preparation of program status reports for DOE. Program Analysis is performed by the JIO to support identification and assessment of alternatives, and development of long-term TRU waste program capabilities. This work plan includes: system analyses, requirements analyses, interim and procedure development, legislative and regulatory analyses, dispatch and traffic analyses, and data bases.

  10. Stage IV work hardening in cubic metals

    The work hardening of fcc metals at large strains is discussed with reference to the linear stress-strain behavior often observed at large strains and known as Stage IV. The experimental evidence shows that Stage IV is a work hardening phenomenon that is found quite generally, even in pure fcc metals subjected to homogeneous deformation. A simple model for Stage IV in pure metals is presented, based on the accumulation of dislocation debris. Experiments are described for large strain torsion tests on four aluminum alloys. The level and extent of Stage IV scaled with the saturation stress that would represent the end of Stage III in the absence of a Stage IV. Reversing the torsion after large prestrains produced transient reductions in the work hardening. The strain rate sensitivity was also measured before and during the transient and found not to vary significantly. The microstructure observed at large strains in an Mg alloy suggest that Stage IV can occur in the absence of microband formation. Previous proposals for the cause of Stage IV are reviewed and found to be not supported by recent experimental data.

    This is the report of the Computing Frontier working group on Lattice Field Theory prepared for the proceedings of the 2013 Community Summer Study ("Snowmass"). We present the future computing needs and plans of the U.S. lattice gauge theory community and argue that continued support of the U.S. (and worldwide) lattice-QCD effort is essential to fully capitalize on the enormous investment in the high-energy physics experimental program. We first summarize the dramatic progress of numerical lattice-QCD simulations in the past decade, with some emphasis on calculations carried out under the auspices of the U.S. Lattice-QCD Collaboration, and describe a broad program of lattice-QCD calculations that will be relevant for future experiments at the intensity and energy frontiers. We then present details of the computational hardware and software resources needed to undertake these calculations.

    Very little data of any kind exists from the early spring in the Arctic. The reason? It's extremely cold and that makes it difficult to survive, let alone conduct science. From March through the end of April, 2011, scientists from around the world braved temperatures of -48?C in the high Canadian Arctic in the name of science. At the Catlin Arctic Survey's floating 'Ice Base' off Ellef Ringnes Island, Dr. Victoria Hill was investigating how organic material in fresh water near the surface of the ocean may be trapping heat from the sun, causing the upper ocean layers to warm. This is a very new area of research and this mechanism represents a key uncertainty in accurate modeling of ice thickness and upper ocean heat content. In this presentation Dr. Hill will talk about living and working at the ice base and discuss preliminary data from the expedition.

    This working group has investigated Higgs boson searches at the Tevatron and the LHC. Once Higgs bosons are found their properties have to be determined. The prospects of Higgs coupling measurements at the LHC and a high-energy linear e{sup +}e{sup -} collider are discussed in detail within the Standard Model and its minimal supersymmetric extension (MSSM). Recent improvements in the theoretical knowledge of the signal and background processes are presented and taken into account. The residual uncertainties are analyzed in detail. Theoretical progress is discussed in particular for the gluon-fusion processes gg {yields} H(+j), Higgs-bremsstrahlung off bottom quarks and the weak vector-boson-fusion (VBF) processes. Following the list of open questions of the last Les Houches workshop in 2001 several background processes have been calculated at next-to-leading order, resulting in a significant reduction of the theoretical uncertainties. Further improvements have been achieved for the Higgs sectors of the MSSM and NMSSM. This report summarizes our work performed before and after the workshop in Les Houches. Part A describes the theoretical developments for signal and background processes. Part B presents recent progress in Higgs boson searches at the Tevatron collider. Part C addresses the determination of Higgs boson couplings, part D the measurement of tan {beta} and part E Higgs boson searches in the VBF processes at the LHC. Part F summarizes Higgs searches in supersymmetric Higgs decays, part G photonic Higgs decays in Higgs-strahlung processes at the LHC, while part H concentrates on MSSM Higgs bosons in the intense-coupling regime at the LHC. Part I presents progress in charged Higgs studies and part J the Higgs discovery potential in the NMSSM at the LHC. The last part K describes Higgs coupling measurements at a 1 TeV linear e{sup +}e{sup -} collider.

    Simulations of galaxy growth need to invoke strong negative feedback from active galactic nuclei (AGNs) to suppress the formation of stars and thus prevent the over-production of very massive systems. While some observations provide evidence for such negative feedback, other studies find either no feedback or even positive feedback, with increased star formation associated with higher AGN luminosities. Here we report an analysis of several hundred AGNs and their host galaxies in the Chandra Deep Field South using X-ray and radio data for sample selection. Combined with archival far-infrared data as a reliable tracer of star formation activity in the AGN host galaxies, we find that AGNs with pronounced radio jets exhibit a much higher star formation rate (SFR) than the purely X-ray-selected ones, even at the same X-ray luminosities. This difference implies that positive AGN feedback plays an important role, too, and therefore has to be accounted for in all future simulation work. We interpret this to indicate that the enhanced SFR of radio-selected AGNs arises because of jet-induced star formation, as is suggested by the different jet powers among our AGN samples, while the suppressed SFR of X-ray selected AGN is caused by heating and photo-dissociation of molecular gas by the hot AGN accretion disk.

    The goal of nuclear forensics is to develop a preferred approach to support illicit trafficking investigations. This approach must be widely understood and accepted as credible. The principal objectives of the Round Robin Tests are to prioritize forensic techniques and methods, evaluate attribution capabilities, and examine the utility of database. The HEU (Highly Enriched Uranium) Round Robin, and previous Plutonium Round Robin, have made tremendous contributions to fulfilling these goals through a collaborative learning experience that resulted from the outstanding efforts of the nine participating internal laboratories. A prioritized list of techniques and methods has been developed based on this exercise. Current work is focused on the extent to which the techniques and methods can be generalized. The HEU Round Robin demonstrated a rather high level of capability to determine the important characteristics of the materials and processes using analytical methods. When this capability is combined with the appropriate knowledge/database, it results in a significant capability to attribute the source of the materials to a specific process or facility. A number of shortfalls were also identified in the current capabilities including procedures for non-nuclear forensics and the lack of a comprehensive network of data/knowledge bases. The results of the Round Robin will be used to develop guidelines or a ''recommended protocol'' to be made available to the interested authorities and countries to use in real cases.

    The T2 Working Group has reviewed and discussed the issues and challenges of a wide range of magnet technologies: superconducting magnets using NbTi, Nb{sub 3}Sn and HTS conductor with fields ranging from 2-15 T and permanent magnets up to 4 T. The development time of these technologies varies significantly, but all are considered viable, providing an unprecedented variety of choice that can be determined by a balance of cost and application requirements. One of the most significant advances since Snowmass '96 is the increased development and utilization of Nb{sub 3}Sn. All of the current US magnet programs (BNL, FNAL, LBNL, and Texas A and M) have programs using Nb{sub 3}Sn. There are also active programs in HTS development at BNL and LBNL. A DOE/HEP sponsored program to increase the performance and reduce the cost of Nb{sub 3}Sn is in its second year. The program has already made significant advances. The current funding for this program is $500k/year and an increase to $2M has been proposed for FY02.

    The future expansion of nuclear power will require not just electricity production but fuel cycle facilities such as fuel fabrication and reprocessing plants. As large reprocessing facilities are built in various states, they must be built and operated in a manner to minimize the risk of nuclear proliferation. Process monitoring has returned to the spotlight as an added measure that can increase confidence in the safeguards of special nuclear material (SNM). Process monitoring can be demonstrated to lengthen the allowable inventory period by reducing accountancy requirements, and to reduce the false positive indications. The next logical step is the creation of a Safeguards Envelope, a set of operational parameters and models to maximize anomaly detection and inventory period by process monitoring while minimizing operator impact and false positive rates. A brief example of a rudimentary Safeguards Envelope is presented, and shown to detect synthetic diversions overlaying a measured processing plant data set. This demonstration Safeguards Envelope is shown to increase the confidence that no SNM has been diverted with minimal operator impact, even though it is based on an information sparse environment. While the foundation on which a full Safeguards Envelope can be built has been presented in historical demonstrations of process monitoring, several requirements remain yet unfulfilled. Future work will require reprocessing plant transient models, inclusion of “non-traditional” operating data, and exploration of new methods of identifying subtle events in transient processes.

    The main focus of this American Recovery and Reinvestment Act of 2009 (ARRA) funded project was to design an energy efficient carbon capture and storage (CCS) process using the Recipient?s membrane system for H{sub 2} separation and CO{sub 2} capture. In the ARRA-funded project, the Recipient accelerated development and scale-up of ongoing hydrogen membrane technology research and development (R&D). Specifically, this project focused on accelerating the current R&D work scope of the base program-funded project, involving lab scale tests, detail design of a 250 lb/day H{sub 2} process development unit (PDU), and scale-up of membrane tube and coating manufacturing. This project scope included the site selection and a Front End Engineering Design (FEED) study of a nominally 4 to 10 ton-per-day (TPD) Pre-Commercial Module (PCM) hydrogen separation membrane system. Process models and techno-economic analysis were updated to include studies on integration of this technology into an Integrated Gasification Combined Cycle (IGCC) power generation system with CCS.

    For more than two decades, ALSTOM Power Inc. (ALSTOM) has developed a range of low cost, in-furnace technologies for NOx emissions control for the domestic U.S. pulverized coal fired boiler market. This includes ALSTOM's internally developed TFS 2000 firing system, and various enhancements to it developed in concert with the U.S. Department of Energy (DOE). As of 2004, more than 200 units representing approximately 75,000 MWe of domestic coal fired capacity have been retrofit with ALSTOM low NOx technology. Best of class emissions range from 0.18 lb/MMBtu for bituminous coals to 0.10 lb/MMBtu for subbituminous coals, with typical levels at 0.24 lb/MMBtu and 0.13 lb/MMBtu, respectively. Despite these gains, NOx emissions limits in the U.S. continue to ratchet down for new and existing (retrofit) boiler equipment. If enacted, proposed Clear Skies legislation will, by 2008, require an average, effective, domestic NOx emissions rate of 0.16 lb/MMBtu, which number will be reduced to 0.13 lb/MMBtu by 2018. Such levels represent a 60% and 67% reduction, respectively, from the effective 2000 level of 0.40 lb/MMBtu. Low cost solutions to meet such regulations, and in particular those that can avoid the need for a costly selective catalytic reduction system (SCR), provide a strong incentive to continue to improve low NOx firing system technology to meet current and anticipated NOx control regulations. In light of these needs, ALSTOM, in cooperation with the DOE, is developing an enhanced combustion, low NOx pulverized coal burner which, when integrated with ALSTOM's state-of-the-art, globally air staged low NOx firing systems, will provide a means to achieve less than 0.15 lb/MMBtu NOx at less than 3/4 the cost of an SCR with low to no impact on balance of plant issues when firing a high volatile bituminous coal. Such coals can be more economic to fire than subbituminous or Powder River Basin (PRB) coals, but are more problematic from a NOx control standpoint as existing firing system technologies do not provide a means to meet current or anticipated regulations absent the use of an SCR. The DOE/ALSTOM program performed large pilot scale combustion testing in ALSTOM's Industrial Scale Burner Facility (ISBF) at its U.S. Power Plant Laboratories facility in Windsor, Connecticut. During this work, the near-field combustion environment was optimized to maximize NOx reduction while minimizing the impact on unburned carbon in ash, slagging and fouling, corrosion, and flame stability/turn-down under globally reducing conditions. Initially, ALSTOM utilized computational fluid dynamic modeling to evaluate a series of burner and/or near field stoichiometry controls in order to screen promising design concepts in advance of the large pilot scale testing. The third and final test, to be executed, will utilize several variants of the best nozzle tip configuration and compare performance with 3 different coals. The fuels to be tested will cover a wide range of coals commonly fired at US utilities. The completion of this work will provide sufficient data to allow ALSTOM to design, construct, and demonstrate a commercial version of an enhanced combustion low NOx pulverized coal burner. A preliminary cost/performance analysis of the developed enhanced combustion low NOx burner applied to ALSTOM's state-of-the-art TFS 2000 firing system was performed to show that the burner enhancements is a cost effective means to reduce NOx.

    The objective of this work was to determine the realization rate of energy and cost savings from the Department of Energy's Savings Performance Contract (ESPC) program based on information reported by the energy services companies (ESCOs) that are carrying out ESPC projects at federal sites. Information was extracted from 134 Measurement and Verification (M&V) reports to determine reported, estimated, and guaranteed cost savings and reported and estimated energy savings for the previous contract year. Because the quality of the reports varied, it was not possible to determine all of these parameters for each project. For 133 of the 134 projects, there was sufficient information to compare estimated, reported, and guaranteed cost savings. For this group, the total estimated cost savings for the reporting periods addressed were $95.7 million, total reported cost savings were $96.8 million, and total guaranteed cost savings were $92.1 million. This means that on average: ESPC contractors guaranteed 96% of the estimated cost savings, projects reported achieving 101% of the estimated cost savings, and projects reported achieving 105% of the guaranteed cost savings. For 129 of the projects examined, there was sufficient information to compare estimated and reported energy savings. On the basis of site energy, estimated savings for those projects for the previous year totaled 5.371 million MMBtu, and reported savings were 5.374 million MMBtu, just over 100% of the estimated energy savings. On the basis of source energy, total estimated energy savings for the 129 projects were 10.400 million MMBtu, and reported saving were 10.405 million MMBtu, again, just over 100.0% of the estimated energy savings.
