Financial Analysis

Broader source: Energy.gov [DOE]

The first step in financing a street lighting retrofit is a detailed financial analysis. Because street lighting systems are designed to last ten or twenty years, or even longer, all aspects of first costs, ongoing expenses, and long-term savings are important. While a preliminary or first-level analysis can be used to determine such things as simple payback, rate of return, and cost of light, the results may neglect a number of important economic considerations, such as the time value of money, additional savings and expenses and their relative timing, and future energy price escalations. Hence a first-level analysis does not typically provide the end user with sufficient details to make a fully informed decision. For this reason, the Illuminating Engineering Society (IES) recommends a full life cycle cost/benefit analysis (LCCBA).

Neutrino Mixing

E-Print Network [OSTI]

In this review we present the main features of the current status of neutrino physics. After a review of the theory of neutrino mixing and oscillations, we discuss the current status of solar and atmospheric neutrino oscillation experiments. We show that the current data can be nicely accommodated in the framework of three-neutrino mixing. We discuss also the problem of the determination of the absolute neutrino mass scale through Tritium beta-decay experiments and astrophysical observations, and the exploration of the Majorana nature of massive neutrinos through neutrinoless double-beta decay experiments. Finally, future prospects are briefly discussed.

Threats to financial system security

SciTech Connect (OSTI)

The financial system in the United States is slowly migrating from the bricks and mortar of banks on the city square to branch banks, ATM`s, and now direct linkage through computers to the home. Much work has been devoted to the security problems inherent in protecting property and people. The impact of attacks on the information aspects of the financial system has, however, received less attention. Awareness is raised through publicized events such as the junk bond fraud perpetrated by Milken or gross mismanagement in the failure of the Barings Bank through unsupervised trading activities by Leeson in Singapore. These events, although seemingly large (financial losses may be on the order of several billion dollars), are but small contributors to the estimated $114 billion loss to all types of financial fraud in 1993. Most of the losses can be traced to the contribution of many small attacks perpetrated against a variety of vulnerable components and systems. This paper explores the magnitude of these financial system losses and identifies new areas for security to be applied to high consequence events.

Three Mile Island: the financial fallout

SciTech Connect (OSTI)

The nuclear accident at Three Mile Island raised serious questions about the financial ability of the electric utility company owners to clean up and repair the damaged reactor facilities while continuing to provide reliable electric service to customers. Financial insolvency of the companies is not imminent and power supplies are assured for the immediate future. However, the loss of earnings capability by the Metropolitan Edison Company makes it questionable whether it can fund its share of the clean-up costs and maintain system reliability without large rate increases or some external financial assistance. The accident has shown that the utilities and Federal and State regulatory agencies were not prepared to deal with recovery from such a large financial loss. The Department of Energy should move swiftly to assess the financial needs of the affected utilities and develop plans for meeting them.

Forecasting wind speed financial return

E-Print Network [OSTI]

The prediction of wind speed is very important when dealing with the production of energy through wind turbines. In this paper, we show a new nonparametric model, based on semi-Markov chains, to predict wind speed. Particularly we use an indexed semi-Markov model that has been shown to be able to reproduce accurately the statistical behavior of wind speed. The model is used to forecast, one step ahead, wind speed. In order to check the validity of the model we show, as indicator of goodness, the root mean square error and mean absolute error between real data and predicted ones. We also compare our forecasting results with those of a persistence model. At last, we show an application of the model to predict financial indicators like the Internal Rate of Return, Duration and Convexity.

ADVANCED MIXING MODELS

SciTech Connect (OSTI)

The process of recovering and processing High Level Waste (HLW) the waste in storage tanks at the Savannah River Site (SRS) typically requires mixing the contents of the tank with one to four mixers (pumps) located within the tank. The typical criteria to establish a mixed condition in a tank are based on the number of pumps in operation and the time duration of operation. To ensure that a mixed condition is achieved, operating times are typically set conservatively long. This approach results in high operational costs because of the long mixing times and high maintenance and repair costs for the same reason. A significant reduction in both of these costs might be realized by reducing the required mixing time based on calculating a reliable indicator of mixing with a suitably validated computer code. The focus of the present work is to establish mixing criteria applicable to miscible fluids, with an ultimate goal of addressing waste processing in HLW tanks at SRS and quantifying the mixing time required to suspend sludge particles with the submersible jet pump. A single-phase computational fluid dynamics (CFD) approach was taken for the analysis of jet flow patterns with an emphasis on the velocity decay and the turbulent flow evolution for the farfield region from the pump. Literature results for a turbulent jet flow are reviewed, since the decay of the axial jet velocity and the evolution of the jet flow patterns are important phenomena affecting sludge suspension and mixing operations. The work described in this report suggests a basis for further development of the theory leading to the identified mixing indicators, with benchmark analyses demonstrating their consistency with widely accepted correlations. Although the indicators are somewhat generic in nature, they are applied to Savannah River Site (SRS) waste tanks to provide a better, physically based estimate of the required mixing time. Waste storage tanks at SRS contain settled sludge which varies in height from zero to 10 ft. The sludge has been characterized and modeled as micron-sized solids, typically 1 to 5 microns, at weight fractions as high as 20 to 30 wt%, specific gravities to 1.4, and viscosities up to 64 cp during motion. The sludge is suspended and mixed through the use of submersible slurry jet pumps. To suspend settled sludge, water is added to the tank as a slurry medium and stirred with the jet pump. Although there is considerable technical literature on mixing and solid suspension in agitated tanks, very little literature has been published on jet mixing in a large-scale tank. One of the main objectives in the waste processing is to provide feed of a uniform slurry composition at a certain weight percentage (e.g. typically {approx}13 wt% at SRS) over an extended period of time. In preparation of the sludge for slurrying, several important questions have been raised with regard to sludge suspension and mixing of the solid suspension in the bulk of the tank: (1) How much time is required to prepare a slurry with a uniform solid composition? (2) How long will it take to suspend and mix the sludge for uniform composition in any particular waste tank? (3) What are good mixing indicators to answer the questions concerning sludge mixing stated above in a general fashion applicable to any waste tank/slurry pump geometry and fluid/sludge combination?

ADVANCED MIXING MODELS

SciTech Connect (OSTI)

The process of recovering the waste in storage tanks at the Savannah River Site (SRS) typically requires mixing the contents of the tank with one to four dual-nozzle jet mixers located within the tank. The typical criteria to establish a mixed condition in a tank are based on the number of pumps in operation and the time duration of operation. To ensure that a mixed condition is achieved, operating times are set conservatively long. This approach results in high operational costs because of the long mixing times and high maintenance and repair costs for the same reason. A significant reduction in both of these costs might be realized by reducing the required mixing time based on calculating a reliable indicator of mixing with a suitably validated computer code. The work described in this report establishes the basis for further development of the theory leading to the identified mixing indicators, the benchmark analyses demonstrating their consistency with widely accepted correlations, and the application of those indicators to SRS waste tanks to provide a better, physically based estimate of the required mixing time. If shorter mixing times can be shown to support Defense Waste Processing Facility (DWPF) or other feed requirements, longer pump lifetimes can be achieved with associated operational cost and schedule savings. The focus of the present work is to establish mixing criteria associated with the waste processing at SRS and to quantify the mixing time required to suspend sludge particles with the submersible jet pump. Literature results for a turbulent jet flow are reviewed briefly, since the decay of the axial jet velocity and the evolution of the jet flow patterns are important phenomena affecting sludge suspension and mixing operations. One of the main objectives in the waste processing is to provide the DWPF a uniform slurry composition at a certain weight percentage (typically {approx}13 wt%) over an extended period of time. In preparation of the sludge for slurrying to DWPF, several important questions have been raised with regard to sludge suspension and mixing of the solid suspension in the bulk of the tank: (1) How much time is required to prepare a slurry with a uniform solid composition for DWPF? (2) How long will it take to suspend and mix the sludge for uniform composition in any particular waste tank? (3) What are good mixing indicators to answer the questions concerning sludge mixing stated above in a general fashion applicable to any waste tank/slurry pump geometry and fluid/sludge combination? Grenville and Tilton (1996) investigated the mixing process by giving a pulse of tracer (electrolyte) through the submersible jet nozzle and by monitoring the conductivity at three locations within the cylindrical tank. They proposed that the mixing process was controlled by the turbulent kinetic energy dissipation rate in the region far away from the jet entrance. They took the energy dissipation rates in the regions remote from the nozzle to be proportional to jet velocity and jet diameter at that location. The reduction in the jet velocity was taken to be proportional to the nozzle velocity and distance from the nozzle. Based on their analysis, a correlation was proposed. The proposed correlation was shown to be valid over a wide range of Reynolds numbers (50,000 to 300,000) with a relative standard deviation of {+-} 11.83%. An improved correlat

Mixing by Swimming Algae

E-Print Network [OSTI]

In this fluid dynamics video, we demonstrate the microscale mixing enhancement of passive tracer particles in suspensions of swimming microalgae, Chlamydomonas reinhardtii. These biflagellated, single-celled eukaryotes (10 micron diameter) swim with a "breaststroke" pulling motion of their flagella at speeds of about 100 microns/s and exhibit heterogeneous trajectory shapes. Fluorescent tracer particles (2 micron diameter) allowed us to quantify the enhanced mixing caused by the swimmers, which is relevant to suspension feeding and biogenic mixing. Without swimmers present, tracer particles diffuse slowly due solely to Brownian motion. As the swimmer concentration is increased, the probability density functions (PDFs) of tracer displacements develop strong exponential tails, and the Gaussian core broadens. High-speed imaging (500 Hz) of tracer-swimmer interactions demonstrates the importance of flagellar beating in creating oscillatory flows that exceed Brownian motion out to about 5 cell radii from the swimm...

Global warming, insurance losses and financial industry

SciTech Connect (OSTI)

Global warming causes extremely bad weather in the near term. They have already caught the attention of the insurance industry, as they suffered massive losses in the last decade. Twenty-one out of the 25 largest catastrophes in the US, mainly in the form of hurricanes have occurred in the last decade. The insurance industry has reacted by taking the risk of global warming in decisions as to pricing and underwriting decisions. But they have yet to take a more active role in regulating the factors that contributes to global warming. How global warming can impact the financial industry and the modern economy is explored. Insurance and modern financial derivatives are key to the efficient functioning of the modern economy, without which the global economy can still function but will take a giant step backward. Any risk as global warming that causes economic surprises will hamper the efficient working of the financial market and the modern economy.

On Symmetric Lepton Mixing Matrices

E-Print Network [OSTI]

Contrary to the quark mixing matrix, the lepton mixing matrix could be symmetric. We study the phenomenological consequences of this possibility. In particular, we find that symmetry would imply that |U_{e3}| is larger than 0.16, i.e., above its current 2 sigma limit. The other mixing angles are also constrained and CP violating effects in neutrino oscillations are suppressed, even though |U_{e3}| is sizable. Maximal atmospheric mixing is only allowed if the other observables are outside their current 3 sigma ranges, and sin^2 theta_{23} lies typically below 0.5. The Majorana phases are not affected, but the implied values of the solar neutrino mixing angle have some effect on the predictions for neutrinoless double beta decay. We further discuss some formal properties of a symmetric mixing matrix.

Radioactive mixed waste disposal

SciTech Connect (OSTI)

Various types of waste have been generated during the 50-year history of the Hanford Site. Regulatory changes in the last 20 years have provided the emphasis for better management of these wastes. Interpretations of the Atomic Energy Act of 1954 (AEA), the Resource Conservation and Recovery Act of 1976 (RCRA), and the Hazardous and Solid Waste Amendments (HSWA) have led to the definition of radioactive mixed wastes (RMW). The radioactive and hazardous properties of these wastes have resulted in the initiation of special projects for the management of these wastes. Other solid wastes at the Hanford Site include low-level wastes, transuranic (TRU), and nonradioactive hazardous wastes. This paper describes a system for the treatment, storage, and disposal (TSD) of solid radioactive waste.

Optimal broadcasting of mixed states

SciTech Connect (OSTI)

The N to M (M{>=}N) universal quantum broadcasting of mixed states {rho}{sup xN} is proposed for a qubit system. The broadcasting of mixed states is universal and optimal in the sense that the shrinking factor is independent of the input state and achieves the upper bound. The quantum broadcasting of mixed qubits is a generalization of the universal quantum cloning machine for identical pure input states. A pure state decomposition of the identical mixed qubits {rho}{sup xN} is obtained.

Impact of Financial Structure on the Cost of Solar Energy

SciTech Connect (OSTI)

To stimulate investment in renewable energy generation projects, the federal government developed a series of support structures that reduce taxes for eligible investors--the investment tax credit, the production tax credit, and accelerated depreciation. The nature of these tax incentives often requires an outside investor and a complex financial arrangement to allocate risk and reward among the parties. These financial arrangements are generally categorized as 'advanced financial structures.' Among renewable energy technologies, advanced financial structures were first widely deployed by the wind industry and are now being explored by the solar industry to support significant scale-up in project development. This report describes four of the most prevalent financial structures used by the renewable sector and evaluates the impact of financial structure on energy costs for utility-scale solar projects that use photovoltaic and concentrating solar power technologies.

Continuing engineering education for software engineering professionals

SciTech Connect (OSTI)

Designers of software for safety-critical applications are impelled to supplement their education through continuing engineering studies in the areas of requirements analysis, hazard identification, risk analysis, fault tolerance, failure modes, and psychology. Today's complex level of design is contributing to opportunities for catastrophic design errors in computer functions where failure of such functions is capable of causing injury and death. A syllabus of post-graduate, core studies within the curricula of five engineering specialties is suggested. Software Engineers are exhorted to undertake a professional, responsible role in safety-critical software design.

Southwestern Power Administration Combined Financial Statements, 2006-2009

SciTech Connect (OSTI)

We have audited the accompanying combined balance sheets of the Southwestern Federal Power System (SWFPS), as of September 30, 2009, 2008, 2007, and 2006, and the related combined statements of revenues and expenses, changes in capitalization, and cash flows for the years then ended. As described in note 1(a), the combined financial statement presentation includes the hydroelectric generation functions of another Federal agency (hereinafter referred to as the generating agency), for which Southwestern Power Administration (Southwestern) markets and transmits power. These combined financial statements are the responsibility of the management of Southwestern and the generating agency. Our responsibility is to express an opinion on these combined financial statements based on our audits. We conducted our audits in accordance with auditing standards generally accepted in the United States of America. Those standards require that we plan and perform the audits to obtain reasonable assurance about whether the combined financial statements are free of material misstatement. An audit includes consideration of internal control over financial reporting as a basis for designing audit procedures that are appropriate in the circumstances, but not for the purpose of expressing an opinion on the effectiveness of Southwestern and the generating agency’s internal control over financial reporting. Accordingly, we express no such opinion. An audit also includes examining, on a test basis, evidence supporting the amounts and disclosures in the combined financial statements, assessing the accounting principles used and significant estimates made by management, as well as evaluating the overall combined financial statement presentation. We believe that our audits provide a reasonable basis for our opinion. In our opinion, the combined financial statements referred to above present fairly, in all material respects, the respective financial position of the Southwestern Federal Power System, as of September 30, 2009, 2008, 2007, and 2006, and the results of its operations and its cash flow for the years then ended, in conformity with U.S. generally accepted accounting principles. Our audits were conducted for the purpose of forming an opinion on the 2009, 2008, 2007, and 2006 SWFPS’s combined financial statements taken as a whole. The supplementary information in the combining financial statements is presented for purposes of additional analysis and is not a required part of the basic combined financial statements. The supplementary information has been subjected to the auditing procedures applied in the audit of the basic combined financial statements and, in our opinion, is fairly stated in all material respects in relation to the basic combined financial statements taken as a whole.

Is the tribimaximal mixing accidental?

SciTech Connect (OSTI)

The tribimaximal (TBM) mixing is not accidental if structures of the corresponding leptonic mass matrices follow immediately from certain (residual or broken) flavor symmetry. We develop a simple formalism which allows one to analyze effects of deviations of the lepton mixing from TBM on the structure of the neutrino mass matrix and on the underlying flavor symmetry. We show that possible deviations from the TBM mixing can lead to strong modifications of the mass matrix and strong violation of the TBM-mass relations. As a result, the mass matrix may have an 'anarchical' structure with random values of elements or it may have some symmetry that differs from the TBM symmetry. Interesting examples include matrices with texture zeros, matrices with certain 'flavor alignment' as well as hierarchical matrices with a two-component structure, where the dominant and subdominant contributions have different symmetries. This opens up new approaches to understanding the lepton mixing.

Quantum computing with mixed states

E-Print Network [OSTI]

We discuss a model for quantum computing with initially mixed states. Although such a computer is known to be less powerful than a quantum computer operating with pure (entangled) states, it may efficiently solve some problems for which no efficient classical algorithms are known. We suggest a new implementation of quantum computation with initially mixed states in which an algorithm realization is achieved by means of optimal basis independent transformations of qubits.

Bs Mixing at the Tevatron

SciTech Connect (OSTI)

The Tevatron collider at Fermilab provides a very rich environment for the study of B{sub s} mesons. B{sub s} Mixing is the most important analysis within the B Physics program of both experiments. In this paper they summarize the most recent results on this topic from both D0 and CDF experiments. There were very important updates in both experiments after his last talk, hence the organizers warmly recommended me to include the latest available results on B{sub s} mixing, instead of what he presents there.

OGJ300; Smaller list, bigger financial totals

SciTech Connect (OSTI)

This paper reports on Oil and Gas Journal's list of the largest, publicly traded oil and gas producing companies in the U.S. which is both smaller and larger this year than it was in 1990. It's smaller because it covers fewer companies. Industry consolidation has slashed the number of public companies. As a result, the former OGJ400 has become the OGJ300, which includes the 30 largest limited partnerships. But the assets-ranked list is larger because important financial totals - representing 1990 results - are significantly higher than those of a year ago, despite the lower number of companies. Consolidation of the U.S. producing industry gained momentum throughout the 1980s. Unable to sustain profitability in a period of sluggish energy prices and, for many, rising costs, companies sought relief through mergers or liquidation of producing properties. As this year's list shows, however, surviving companies have managed to grow. Assets for the OGJ300 group totaled $499.3 billion in 1990 - up 6.3% from the 1989 total of last year's OGJ400. Stockholders' equity moved up 5.3% to $170.7 billion. Stockholders' equity was as high as $233.8 billion in 1983.

Dark energy and particle mixing

E-Print Network [OSTI]

We show that the vacuum condensate due to particle mixing is responsible of a dynamically evolving dark energy. In particular, we show that values of the adiabatic index close to -1 for vacuum condensates of neutrinos and quarks imply, at the present epoch, contributions to the vacuum energy compatible with the estimated upper bound on the dark energy.

Advances in compressible turbulent mixing

SciTech Connect (OSTI)

This volume includes some recent additions to original material prepared for the Princeton International Workshop on the Physics of Compressible Turbulent Mixing, held in 1988. Workshop participants were asked to emphasize the physics of the compressible mixing process rather than measurement techniques or computational methods. Actual experimental results and their meaning were given precedence over discussions of new diagnostic developments. Theoretical interpretations and understanding were stressed rather than the exposition of new analytical model developments or advances in numerical procedures. By design, compressibility influences on turbulent mixing were discussed--almost exclusively--from the perspective of supersonic flow field studies. The papers are arranged in three topical categories: Foundations, Vortical Domination, and Strongly Coupled Compressibility. The Foundations category is a collection of seminal studies that connect current study in compressible turbulent mixing with compressible, high-speed turbulent flow research that almost vanished about two decades ago. A number of contributions are included on flow instability initiation, evolution, and transition between the states of unstable flow onset through those descriptive of fully developed turbulence. The Vortical Domination category includes theoretical and experimental studies of coherent structures, vortex pairing, vortex-dynamics-influenced pressure focusing. In the Strongly Coupled Compressibility category the organizers included the high-speed turbulent flow investigations in which the interaction of shock waves could be considered an important source for production of new turbulence or for the enhancement of pre-existing turbulence. Individual papers are processed separately.

Mixcoin Anonymity for Bitcoin with accountable mixes

E-Print Network [OSTI]

Abstract. We propose Mixcoin, a protocol to facilitate anonymous payments in Bitcoin and similar cryptocurrencies. We build on the emergent phenomenon of currency mixes, adding an accountability mechanism to expose theft. We demonstrate that incentives of mixes and clients can be aligned to ensure that rational mixes will not steal. Our scheme is efficient and fully compatible with Bitcoin. Against a passive attacker, our scheme provides an anonymity set of all other users mixing coins contemporaneously. This is an interesting new property with no clear analog in better-studied communication mixes. Against active attackers our scheme offers similar anonymity to traditional communication mixes. 1

Heterogeneous Reburning By Mixed Fuels

SciTech Connect (OSTI)

Recent studies of heterogeneous reburning, i.e., reburning involving a coal-derived char, have elucidated its variables, kinetics and mechanisms that are valuable to the development of a highly efficient reburning process. Young lignite chars contain catalysts that not only reduce NO, but they also reduce HCN that is an important intermediate that recycles to NO in the burnout zone. Gaseous CO scavenges the surface oxides that are formed during NO reduction, regenerating the active sites on the char surface. Based on this mechanistic information, cost-effective mixed fuels containing these multiple features has been designed and tested in a simulated reburning apparatus. Remarkably high reduction of NO and HCN has been observed and it is anticipated that mixed fuel will remove 85% of NO in a three-stage reburning process.

Rotational Mixing and Lithium Depletion

E-Print Network [OSTI]

I review basic observational features in Population I stars which strongly implicate rotation as a mixing agent; these include dispersion at fixed temperature in coeval populations and main sequence lithium depletion for a range of masses at a rate which decays with time. New developments related to the possible suppression of mixing at late ages, close binary mergers and their lithium signature, and an alternate origin for dispersion in young cool stars tied to radius anomalies observed in active young stars are discussed. I highlight uncertainties in models of Population II lithium depletion and dispersion related to the treatment of angular momentum loss. Finally, the origins of rotation are tied to conditions in the pre-main sequence, and there is thus some evidence that enviroment and planet formation could impact stellar rotational properties. This may be related to recent observational evidence for cluster to cluster variations in lithium depletion and a connection between the presence of planets and s...

Mixed Alcohol Synthesis Catalyst Screening

SciTech Connect (OSTI)

National Renewable Energy Laboratory (NREL) and Pacific Northwest National Laboratory (PNNL) are conducting research to investigate the feasibility of producing mixed alcohols from biomass-derived synthesis gas (syngas). PNNL is tasked with obtaining commercially available or preparing promising mixed-alcohol catalysts and screening them in a laboratory-scale reactor system. Commercially available catalysts and the most promising experimental catalysts are provided to NREL for testing using a slipstream from a pilot-scale biomass gasifier. From the standpoint of producing C2+ alcohols as the major product, it appears that the rhodium catalyst is the best choice in terms of both selectivity and space-time yield (STY). However, unless the rhodium catalyst can be improved to provide minimally acceptable STYs for commercial operation, mixed alcohol synthesis will involve significant production of other liquid coproducts. The modified Fischer-Tropsch catalyst shows the most promise for providing both an acceptable selectivity to C2+ alcohols and total liquid STY. However, further optimization of the Fischer-Tropsch catalysts to improve selectivity to higher alcohols is highly desired. Selection of a preferred catalyst will likely entail a decision on the preferred coproduct slate. No other catalysts tested appear amenable to the significant improvements needed for acceptable STYs.

US energy industry financial developments, 1994 first quarter

SciTech Connect (OSTI)

This report traces key financial trends in the US energy industry for the first quarter of 1994. Financial data (only available for publicly-traded US companies) are included in two broad groups -- fossil fuel production and rate-regulated electric utilities. US energy industry financial developments, First quarter 1995

SciTech Connect (OSTI)

This report traces key developments in US energy companies` financial performance for the first quarter of 1995. Financial data (only available for publicly-traded US companies) are included in two broad groups -- fossil fuel production and rate-regulated utilities. All financial data are taken from public sources such as corporate reports and press releases, energy trade publications, and The Wall Street Journal`s Earnings Digest. Return on equity is calculated from data available from Standard and Poor`s Compustat data service. Since several major petroleum companies disclose their income by lines of business and geographic area, these data are also presented in this report. Although the disaggregated income concept varies by company and is not strictly comparable to corporate income, relative movements in income by lines of business and geographic area are summarized as useful indicators of short-term changes in the underlying profitability of these operations.

Systems and methods for performing wireless financial transactions

DOE Patents [OSTI]

A secure computing module (SCM) is configured for connection with a host device. The SCM includes a processor for performing secure processing operations, a host interface for coupling the processor to the host device, and a memory connected to the processor wherein the processor logically isolates at least some of the memory from access by the host device. The SCM also includes a proximate-field wireless communicator connected to the processor to communicate with another SCM associated with another host device. The SCM generates a secure digital signature for a financial transaction package and communicates the package and the signature to the other SCM using the proximate-field wireless communicator. Financial transactions are performed from person to person using the secure digital signature of each person's SCM and possibly message encryption. The digital signatures and transaction details are communicated to appropriate financial organizations to authenticate the transaction parties and complete the transaction.

Financial Analysis of Incentive Mechanisms to Promote Energy Efficiency: Case Study of a Prototypical Southwest Utility

SciTech Connect (OSTI)

Many state regulatory commissions and policymakers want utilities to aggressively pursue energy efficiency as a strategy to mitigate demand and energy growth, diversify the resource mix, and provide an alternative to building new, costly generation. However, as the National Action Plan for Energy Efficiency (NAPEE 2007) points out, many utilities continue to shy away from aggressively expanding their energy efficiency efforts when their shareholder's fundamental financial interests are placed at risk by doing so. Thus, there is increased interest in developing effective ratemaking and policy approaches that address utility disincentives to pursue energy efficiency or lack of incentives for more aggressive energy efficiency efforts. New regulatory initiatives to promote increased utility energy efficiency efforts also affect the interests of consumers. Ratepayers and their advocates are concerned with issues of fairness, impacts on rates, and total consumer costs. From the perspective of energy efficiency advocates, the quid pro quo for utility shareholder incentives is the obligation to acquire all, or nearly all, achievable cost-effective energy efficiency. A key issue for state regulators and policymakers is how to maximize the cost-effective energy efficiency savings attained while achieving an equitable sharing of benefits, costs and risks among the various stakeholders. In this study, we modeled a prototypical vertically-integrated electric investor-owned utility in the southwestern US that is considering implementing several energy efficiency portfolios. We analyze the impact of these energy efficiency portfolios on utility shareholders and ratepayers as well as the incremental effect on each party when lost fixed cost recovery and/or utility shareholder incentive mechanisms are implemented. A primary goal of our quantitative modeling is to provide regulators and policymakers with an analytic framework and tools that assess the financial impacts of alternative incentive approaches on utility shareholders and customers if energy efficiency is implemented under various utility operating, cost, and supply conditions. We used and adapted a spreadsheet-based financial model (the Benefits Calculator) which was developed originally as a tool to support the National Action Plan for Energy Efficiency (NAPEE). The major steps in our analysis are displayed graphically in Figure ES- 1. Two main inputs are required: (1) characterization of the utility which includes its initial financial and physical market position, a forecast of the utility?s future sales, peak demand, and resource strategy to meet projected growth; and (2) characterization of the Demand-Side Resource (DSR) portfolio ? projected electricity and demand savings, costs and economic lifetime of a portfolio of energy efficiency (and/or demand response) programs that the utility is planning or considering implementing during the analysis period. The Benefits Calculator also estimates total resource costs and benefits of the DSR portfolio using a forecast of avoided capacity and energy costs. The Benefits Calculator then uses inputs provided in the Utility Characterization to produce a ?business-as usual? base case as well as alternative scenarios that include energy efficiency resources, including the corresponding utility financial budgets required in each case. If a decoupling and/or a shareholder incentive mechanism are instituted, the Benefits Calculator model readjusts the utility?s revenue requirement and retail rates accordingly. Finally, for each scenario, the Benefits Calculator produces several metrics that provides insights on how energy efficiency resources, decoupling and/or a shareholder incentive mechanism impacts utility shareholders (e.g. overall earnings, return on equity), ratepayers (e.g., average customer bills and rates) and society (e.g. net resource benefits).

Financial statistics of major US publicly owned electric utilities 1992

SciTech Connect (OSTI)

The 1992 edition of the Financial Statistics of Major US Publicly Owned Electric Utilities publication presents 4 years (1989 through 1992) of summary financial data and current year detailed financial data on the major publicly owned electric utilities. The objective of the publication is to provide Federal and State governments, industry, and the general public with current and historical data that can be used for policymaking and decisionmaking purposes related to publicly owned electric utility issues. Generator and nongenerator summaries are presented in this publication. Four years of summary financial data are provided. Summaries of generators for fiscal years ending June 30 and December 31, nongenerators for fiscal years ending June 30 and December 31, and summaries of all respondents are provided. The composite tables present aggregates of income statement and balance sheet data, as well as financial indicators. Composite tables also display electric operation and maintenance expenses, electric utility plant, number of consumers, sales of electricity, and operating revenue, and electric energy account data. The primary source of publicly owned financial data is the Form EIA-412, {open_quotes}Annual Report of Public Electric Utilities.{close_quotes} Public electric utilities file this survey on a fiscal year, rather than a calendar year basis, in conformance with their recordkeeping practices. In previous editions of this publication, data were aggregated by the two most commonly reported fiscal years, June 30 and December 31. This omitted approximately 20 percent of the respondents who operate on fiscal years ending in other months. Accordingly, the EIA undertook a review of the Form EIA-412 submissions to determine if alternative classifications of publicly owned electric utilities would permit the inclusion of all respondents.

US Department of Energy`s Federal Facility Compliance Act Chief Financial Officer`s Report to Congress for fiscal year 1993

SciTech Connect (OSTI)

The Federal Facility Compliance Act of 1992 (FFCAct) (Public Law 102-386) was enacted into law on October 6, 1992. In addition to amending the Resource Conservation and Recovery Act (RCRA), the FFCAct requires the US Department of Energy (DOE) to prepare an annual report from the Chief Financial Officer to the Congress on compliance activities undertaken by the DOE with regard to mixed waste streams and provide an accounting of the fines and penalties imposed upon the DOE for violations involving mixed waste. This document has been prepared to report the necessary information. Mixed waste is defined by the FFCAct to include those wastes containing both hazardous waste as defined in the RCRA and source, special nuclear, or byproduct material subject to the Atomic Energy Act of 1954, as amended (42 U.S.C. Section 2001 et seq.). Section 2 of this report briefly summarizes DOE Headquarters` activities conducted during Fiscal Year 1993 (FY 1993) to comply with the requirements of the FFCAct. Section 3 of this report provides an overview of the site-specific RCRA compliance activities, relating to mixed waste streams, conducted in FY 1993 for those sites that currently generated or store mixed waste that are subject to regulation under RCRA. Section 4 provides information on notifications of alleged RCRA violations involving mixed waste imposed upon the DOE during FY 1993 and an accounting of any fines and penalties associated with these violations. Appendix A provides site-specific summaries of RCRA compliance activities, relating to mixed waste streams, conducted in FY 1993 for those sites that currently generate or store mixed waste that are subject to regulation under RCRA.

Employer`s contributions to the training of professional statisticians

SciTech Connect (OSTI)

Statistical science provides important techniques for decision making in a large variety of fields of human endeavor mainly through statistical practice. According to Deming (1965), ``Statistical practice is mostly a collaborative venture between (professional) statisticians and experts in subject-matter (area).`` The professional statistician must be properly trained in areas of statistical science most suited to the discipline in which the applications are made. Due to a large variety of applications. The education of a professional statistician by universities can only be very general. Higher education provides the theoretical basis of statistical science whereas the specific expertise needed by the professional statistician is given by the application areas. In this paper, the authors review the approach of academic programs which are geared towards applications and discuss some of the innovative strategies for preparing statisticians as consultants in industry and business. A survey (census) of statisticians at the national laboratories of the US Department of Energy was made to assess their training by universities and to get a broad view of additional training which has brought them to their present professional status. A particular interest is the extent to which employers have contributed to the training of statisticians. A few recommendations are made which may serve to improve the future training of statisticians for applied collaborative work by universities and employers.

Mixed waste characterization reference document

SciTech Connect (OSTI)

Waste characterization and monitoring are major activities in the management of waste from generation through storage and treatment to disposal. Adequate waste characterization is necessary to ensure safe storage, selection of appropriate and effective treatment, and adherence to disposal standards. For some wastes characterization objectives can be difficult and costly to achieve. The purpose of this document is to evaluate costs of characterizing one such waste type, mixed (hazardous and radioactive) waste. For the purpose of this document, waste characterization includes treatment system monitoring, where monitoring is a supplement or substitute for waste characterization. This document establishes a cost baseline for mixed waste characterization and treatment system monitoring requirements from which to evaluate alternatives. The cost baseline established as part of this work includes costs for a thermal treatment technology (i.e., a rotary kiln incinerator), a nonthermal treatment process (i.e., waste sorting, macronencapsulation, and catalytic wet oxidation), and no treatment (i.e., disposal of waste at the Waste Isolation Pilot Plant (WIPP)). The analysis of improvement over the baseline includes assessment of promising areas for technology development in front-end waste characterization, process equipment, off gas controls, and monitoring. Based on this assessment, an ideal characterization and monitoring configuration is described that minimizes costs and optimizes resources required for waste characterization.

High-Performance Buildings – Value, Messaging, Financial and Policy Mechanisms

SciTech Connect (OSTI)

At the request of the Pacific Northwest National Laboratory, an in-depth analysis of the rapidly evolving state of real estate investments, high-performance building technology, and interest in efficiency was conducted by HaydenTanner, LLC, for the U.S. Department of Energy (DOE) Building Technologies Program. The analysis objectives were • to evaluate the link between high-performance buildings and their market value • to identify core messaging to motivate owners, investors, financiers, and others in the real estate sector to appropriately value and deploy high-performance strategies and technologies across new and existing buildings • to summarize financial mechanisms that facilitate increased investment in these buildings. To meet these objectives, work consisted of a literature review of relevant writings, examination of existing and emergent financial and policy mechanisms, interviews with industry stakeholders, and an evaluation of the value implications through financial modeling. This report documents the analysis methodology and findings, conclusion and recommendations. Its intent is to support and inform the DOE Building Technologies Program on policy and program planning for the financing of high-performance new buildings and building retrofit projects.

TANK MIXING STUDY WITH FLOW RECIRCULATION

SciTech Connect (OSTI)

The primary objective of this work is to quantify the mixing time when two miscible fluids are mixed by one recirculation pump and to evaluate adequacy of 2.5 hours of pump recirculation to be considered well mixed in SRS tanks, JT-71/72. The work scope described here consists of two modeling analyses. They are the steady state flow pattern analysis during pump recirculation operation of the tank liquid and transient species transport calculations based on the initial steady state flow patterns. The modeling calculations for the mixing time are performed by using the 99% homogeneity criterion for the entire domain of the tank contents.

VAX Professional Workstation office automation on a shoe-string

SciTech Connect (OSTI)

Over a number of years, KMS developed a number of quick and dirty productivity tools for our technical staff. The availability of a VAX, an increased number of on-line terminals, increased use of the system by non-programmers, and the installation of a non-DEC word processing system quickly brought out the weaknesses in these tools. What was needed was a user-friendly VAX interface for our professional staff that required minimal understanding of VAX, its utilities, or its use. The VAX Professional Workstation is the outgrowth of an effort to provide this functionality without incurring additional software costs. The VAX Professional Workstation provides a menu-driven user interface to (1) VAX document preparation (editing, filing, spelling, formatting and output to a letter-quality printer), (2) file transfer to the non-DEC word processors, (3) calendar management, (4) reminder messages, (5) phone list management, (6) electronic mail, (7) desk calculator, (8) personal databases and (9) user-tailorable workstations. Because the VAX Professional Workstation was targeted for a wide range of technical skill levels, extensive on-line help is provided, and CAI courses are provided to acquaint users with the basic skills and information needed to function in the VAX environment.

Inference of ICF Implosion Core Mix using Experimental Data and Theoretical Mix Modeling

SciTech Connect (OSTI)

The mixing between fuel and shell materials in Inertial Confinement Fusion (ICF) implosion cores is a current topic of interest. The goal of this work was to design direct-drive ICF experiments which have varying levels of mix, and subsequently to extract information on mixing directly from the experimental data using spectroscopic techniques. The experimental design was accomplished using hydrodynamic simulations in conjunction with Haan's saturation model, which was used to predict the mix levels of candidate experimental configurations. These theoretical predictions were then compared to the mixing information which was extracted from the experimental data, and it was found that Haan's mix model performed well in predicting trends in the width of the mix layer. With these results, we have contributed to an assessment of the range of validity and predictive capability of the Haan saturation model, as well as increased our confidence in the methods used to extract mixing information from experimental data.

A Business Intelligence Model to Predict Bankruptcy using Financial Domain Ontology with Association Rule Mining Algorithm

E-Print Network [OSTI]

Today in every organization financial analysis provides the basis for understanding and evaluating the results of business operations and delivering how well a business is doing. This means that the organizations can control the operational activities primarily related to corporate finance. One way that doing this is by analysis of bankruptcy prediction. This paper develops an ontological model from financial information of an organization by analyzing the Semantics of the financial statement of a business. One of the best bankruptcy prediction models is Altman Z-score model. Altman Z-score method uses financial rations to predict bankruptcy. From the financial ontological model the relation between financial data is discovered by using data mining algorithm. By combining financial domain ontological model with association rule mining algorithm and Zscore model a new business intelligence model is developed to predict the bankruptcy.

Professional Science Masters’ in Advanced Energy and Fuels Management at Southern Illinois University Carbondale

SciTech Connect (OSTI)

There are currently three key drivers for the US energy sector a) increasing energy demand and b) environmental stewardship in energy production for sustainability and c) general public and governmental desire for domestic resources. These drivers are also true for energy nation globally. As a result, this sector is rapidly diversifying to alternate sources that would supplement or replace fossil fuels. These changes have created a need for a highly trained workforce with a the understanding of both conventional and emerging energy resources and technology to lead and facilitate the reinvention of the US energy production, rational deployment of alternate energy technologies based on scientific and business criteria while invigorating the overall economy. In addition, the current trends focus on the the need of Science, Technology, Engineering and Math (STEM) graduate education to move beyond academia and be more responsive to the workforce needs of businesses and the industry. The SIUC PSM in Advanced Energy and Fuels Management (AEFM) program was developed in response to the industries stated need for employees who combine technical competencies and workforce skills similar to all PSM degree programs. The SIUC AEFM program was designed to provide the STEM graduates with advanced technical training in energy resources and technology while simultaneously equipping them with the business management skills required by professional employers in the energy sector. Technical training include core skills in energy resources, technology and management for both conventional and emerging energy technologies. Business skills training include financial, personnel and project management. A capstone internship is also built into the program to train students such that they are acclimatized to the real world scenarios in research laboratories, in energy companies and in government agencies. The current curriculum in the SIUC AEFM will help fill the need for training both recent graduates seeking specialized training prior to entering the energy industry workforce as well as working professionals in the energy industry who require additional training and qualifications for further career advancement. It is expected that the students graduating from the program will be stewards of effective, sustainable and environmentally sound use of these resources to ensure energy independence and meet the growing demands. The application of this Professional Science Masters’ (PSM) program is in the fast evolving Fuels Arena. The PSM AEFM is intended to be a terminal degree which will prepare the graduates for interdisciplinary careers in team – oriented environment. The curriculum for this program was developed in concert with industry to dovetail with current and future demands based on analysis and needs. The primary objective of the project was to exploit the in house resources such as existing curriculum and faculty strengths and develop a curriculum with consultations with industry to meet current and future demands. Additional objectives was to develop courses specific to the degree and to provide the students with a set of business skills in finance accounting and sustainable project management. The PSM program consists of a 36-hour curriculum structured in accord with the PSM model originally developed by the Sloan Foundation. Students are required to take 9 credit hours of business courses, 9 credit hours of science and engineering courses, 3 credit hours of policy related courses and a total of 9 credit hours of electives in business, science, engineering and policy. The program is designed to be completed in one academic year (based on full time study), with additional course work to be completed in the preceding summer semester and the capstone internship to be completed in the final summer semester.

Predictions From High Scale Mixing Unification Hypothesis

E-Print Network [OSTI]

Starting with 'High Scale Mixing Unification' hypothesis, we investigate the renormalization group evolution of mixing parameters and masses for both Dirac and Majorana type neutrinos. Following this hypothesis, the PMNS mixing parameters are taken to be identical to the CKM ones at a unifying high scale. Then, they are evolved to a low scale using MSSM renormalization-group equations. For both type of neutrinos, the renormalization group evolution 'naturally' results in a non-zero and small value of leptonic mixing angle $\\theta_{13}$. One of the important predictions of this analysis is that, in both cases, the mixing angle $\\theta_{23}$ turns out to be non-maximal for most of the parameter range. We also elaborate on the important differences between Dirac and Majorana neutrinos within our framework and how to experimentally distinguish between the two scenarios. Furthermore, for both cases, we also derive constraints on the allowed parameter range for the SUSY breaking and unification scales, for which th...

Mixed waste characterization, treatment & disposal focus area

SciTech Connect (OSTI)

The mission of the Mixed Waste Characterization, Treatment, and Disposal Focus Area (referred to as the Mixed Waste Focus Area or MWFA) is to provide treatment systems capable of treating DOE`s mixed waste in partnership with users, and with continual participation of stakeholders, tribal governments, and regulators. The MWFA deals with the problem of eliminating mixed waste from current and future storage in the DOE complex. Mixed waste is waste that contains both hazardous chemical components, subject to the requirements of the Resource Conservation and Recovery Act (RCRA), and radioactive components, subject to the requirements of the Atomic Energy Act. The radioactive components include transuranic (TRU) and low-level waste (LLW). TRU waste primarily comes from the reprocessing of spent fuel and the use of plutonium in the fabrication of nuclear weapons. LLW includes radioactive waste other than uranium mill tailings, TRU, and high-level waste, including spent fuel.

Financial derivative pricing under probability operator via Esscher transfomation

SciTech Connect (OSTI)

The problem of pricing contingent claims has been extensively studied for non-Gaussian models, and in particular, Black- Scholes formula has been derived for the NIG asset pricing model. This approach was first developed in insurance pricing{sup 9} where the original distortion function was defined in terms of the normal distribution. This approach was later studied6 where they compared the standard Black-Scholes contingent pricing and distortion based contingent pricing. So, in this paper, we aim at using distortion operators by Cauchy distribution under a simple transformation to price contingent claim. We also show that we can recuperate the Black-Sholes formula using the distribution. Similarly, in a financial market in which the asset price represented by a stochastic differential equation with respect to Brownian Motion, the price mechanism based on characteristic Esscher measure can generate approximate arbitrage free financial derivative prices. The price representation derived involves probability Esscher measure and Esscher Martingale measure and under a new complex valued measure ? (u) evaluated at the characteristic exponents ?{sub x}(u) of X{sub t} we recuperate the Black-Scholes formula for financial derivative prices.

A model to determine financial indicators for organic solar cells

SciTech Connect (OSTI)

Organic solar cells are an emerging photovoltaic technology that is inexpensive and easy to manufacture, despite low efficiency and stability. A model, named TEEOS (Technical and Economic Evaluator for Organic Solar), is presented that evaluates organic solar cells for various solar energy applications in different geographic locations, in terms of two financial indicators, payback period and net present value (NPV). TEEOS uses SMARTS2 software to estimate broadband (280-4000 nm) spectral irradiance data and with the use of a cloud modification factor, predicts hourly irradiation in the absence of actual broadband irradiance data, which is scarce for most urban locations. By using the avoided cost of electricity, annual savings are calculated which produce the financial indicators. It is hoped that these financial indicators can help guide certain technical decisions regarding the direction of research for organic solar cells, for example, increasing efficiency or increasing the absorptive wavelength range. A sample calculation using solar hats is shown to be uneconomical, but a good example of large-scale organic PV production. (author)
