    The Missouri Agricultural Energy Saving Team-A Revolutionary Opportunity (MAESTRO) program brought together a team of representatives from government, academia, and private industry to enhance the availability of energy efficiency services for small livestock producers in the State of Missouri. The Missouri Department of Agriculture (MDA) managed the project via a subcontract with the University of Missouri (MU), College of Agriculture Food and Natural Resources, MU Extension, the MU College of Human Environmental Sciences, the MU College of Engineering, and the Missouri Agricultural and Small Business Development Authority (MASBDA). MU teamed with EnSave, Inc, a nationally-recognized expert in agricultural energy efficiency to assist with marketing, outreach, provision of farm energy audits and customer service. MU also teamed with independent home contractors to facilitate energy audits of the farm buildings and homes of these livestock producers. The goals of the project were to: (1) improve the environment by reducing fossil fuel emissions and reducing the total energy used on small animal farms; (2) stimulate the economy of local and regional communities by creating or retaining jobs; and (3) improve the profitability of Missouri livestock producers by reducing their energy expenditures. Historically, Missouri scientists/engineers conducted programs on energy use in agriculture, such as in equipment, grain handling and tillage practices. The MAESTRO program was the first to focus strictly on energy efficiency associated with livestock production systems in Missouri and to investigate the applicability and potential of addressing energy efficiency in animal production from a building efficiency perspective. A. Project Objectives The goal of the MAESTRO program was to strengthen the financial viability and environmental soundness of Missouri's small animal farms by helping them implement energy efficient technologies for the production facility, farm buildings, and the homes on these farms. The expected measurable outcomes of the project were to improve the environment and stimulate the economy by: • Reducing annual fossil fuel emissions by 1,942 metric tons of carbon dioxide equivalent, reducing the total annual energy use on at least 323 small animal farms and 100 farm homes by at least 8,000 kWh and 2,343 therms per farm. • Stimulating the economy by creating or retaining at least 69 jobs, and saving small animal farmers an average of $2,071 per farm in annual energy expenditures. B. Project Scope The MAESTRO team chose the target population of small farms because while all agriculture is traditionally underserved in energy efficiency programs, small farms were particularly underserved because they lack the financial resources and access to energy efficiency technologies that larger farms deploy. The MAESTRO team reasoned that energy conservation, financial and educational programs developed while serving the agricultural community could serve as a national model for other states and their agricultural sectors. The target population was approximately 2,365 small animal farm operations in Missouri, specifically those farms that were not by definition a confined animal feeding operation (CAFO). The program was designed to create jobs by training Missouri contractors and Missouri University Extension staff how to conduct farm audits. The local economy would be stimulated by an increase in construction activity and an increasing demand for energy efficient farm equipment. Additionally, the energy savings were deemed critical in keeping Missouri farms in business. This project leveraged funds using a combination of funds from the Missouri Department of Natural Resources’ Missouri Energy Center and its Soil and Water Conservation Program, from the state's Linked Deposits, MASBDA's agricultural loan guarantee programs, and through the in-kind contribution of faculty and staff time to the project from these agencies and MU. Several hundred Missouri livestock producers were contacted during the MAESTRO project. Of the livestock producers, 254 invited the team to conduct a farm energy assessment which complied with ASABE 612. A total of 147 livestock farm upgrades were implemented, representing 57.5 percent of the farms for which a farm energy assessment was completed. This represented a statewide average annual savings of 1,088,324 kWh and 75,516 therms. The team also reviewed the condition of the livestock producer’s home(s). A total of 106 home energy assessments were completed and 48 individual homes implemented their recommended upgrades, representing 45 percent of the farm homes for which an energy assessment was completed. This represented a statewide average annual savings of 323,029 kWh, and 769.4 therms. More of these farmers likely would have updated their homes but the funding to incentivize them fell short. In spite of the shortfall in incentive funds, some farmers still updated their homes as they saw the value in making these changes to their home.

    The objective of the Missouri State Heating Oil and Propane Program was to develop a joint state-level company-specific data collective effort.     A detailed description is given of the laws and programs of the State of Missouri governing the regulation of public energy utilities, the siting of energy generating and transmission facilities, the municipal franchising of public energy utilities, and the prescription of rates to be charged by utilities including attendant problems of cost allocations, rate base and operating expense determinations, and rate of return allowances. These laws and programs are analyzed to identify impediments which they may present to the implementation of Integrated Community Energy Systems (ICES). This report is one of fifty-one separate volumes which describe such regulatory programs at the Federal level and in each state as background to the report entitled Community Energy Systems and the Law of Public Utilities - Volume One: An Overview. This report also contains a summary of a strategy described in Volume One - An Overview for overcoming these impediments by working within the existing regulatory framework and by making changes in the regulatory programs to enhance the likelihood of ICES implementation.

    The objective of the Missouri State Heating Oil and Propane Program was to develop a joint state-level company-specific data collective effort. The State of Missouri provided to the US Department of Energy`s Energy Information Administration company specific price and volume information on residential No. 2 heating oil and propane on a semimonthly basis. The energy companies participating under the program were selected at random by the US Department of Energy and provided to the Missouri Department of Natural Resources` Division of Energy prior to the implementation of the program. The specific data collection responsibilities for the Missouri Department of Natural Resources` Division of Energy included: (1) Collection of semimonthly residential heating oil and propane prices, collected on the first and third Monday from August 1991 through August 1992; and, (2) Collection of annual sales volume data for residential propane for the period September 1, 1990 through August 31. 1991.     The 2009 and 2012 International Energy Conservation Codes (IECC) yield positive benefits for Missouri homeowners. Moving to either the 2009 or 2012 IECC from the 2006 IECC is cost effective over a 30-year life cycle. On average, Missouri homeowners will save $2,229 over 30 years under the 2009 IECC, with savings still higher at $7,826 with the 2012 IECC. After accounting for upfront costs and additional costs financed in the mortgage, homeowners should see net positive cash flows (i.e., cumulative savings exceeding cumulative cash outlays) in 1 year for both the 2009 and 2012 IECC. Average annual energy savings are $143 for the 2009 IECC and $507 for the 2012 IECC.

    The authority to regulate public utilities in Missouri is vested in the Public Service Commission. The Commission is composed of five members who are appointed by the governor with the advice and consent of the senate. Commissioners are appointed for a term of six years. Commissioners must be free from any employment or pecuniary interests incompatible with the duties of the Commission. The Commission is charged with the general supervision of public utilities. The Public Service Commission Law passed in 1913, makes no provision for the regulation of public utilities by municipalities. Public utility regulatory statutes, energy facility siting programs, and municipal franchising authority are examined to identify how they may impact on the ability of an organization, whether or not it be a regulated utility, to construct and operate an ICES.

    In many ways, the mountain west (Alaska, Arizona, Colorado, Idaho, Montana, New Mexico, Nevada, Utah, Wyoming) is an energy colony for the rest of the United States: it is rich in energy resources that are extracted to fuel economic growth in the wealthier and more populous coastal regions. Federal agencies and global corporations often behave as if the mountain west is a place to be exploited or managed for the benefit of customers and consumers elsewhere. Yet, the area. is not vast empty space with a limitless supply of natural resources, but rather a fast-growing region with a diverse economic base dependent on a limited supply of water. New decision processes and collaborations are slowly changing this situation, but in a piecemeal fashion that places local communities at odds with powerful external interests. Proper planning of major development is needed to insure that the west has a strong economic and cultural future after the fossil energy resources decline, even if that might be a century from now. To encourage the necessary public discussions, this paper identifies key differences between the mountain west and the rest of the United States and suggests some holistic approaches that could improve our future. This paper is designed to provoke thought and discussion; it does not report new analyses on energy resources or usage. It is a summary of a large group effort.

    The Energy Independence and Security Act of 2007 was signed into law on December 19, 2007, and became Public Law 110-140. Provisions in EISA2007 that require funding appropriations to be implemented, whose impact is highly uncertain, or that require further specification by federal agencies or Congress are not included in Annual Energy Outlook 2008 (AEO). For example, the Energy Information Administration (EIA) does not try to anticipate policy responses to the many studies required by EISA2007, nor to predict the impact of research and development (R&D) funding authorizations included in the bill. Moreover, AEO2008 does not include any provision that addresses a level of detail beyond that modeled in the National Energy Modeling System (NEMS), which was used to develop the AEO2008 projections. AEO2008 addresses only those provisions in EISA2007 that establish specific tax credits, incentives, or standards.

    In this study, we present a new decomposition approach for dual-energy computed tomography (DECT) called SIRZ that provides precise and accurate material description, independent of the scanner, over diagnostic energy ranges (30 to 200 keV). System independence is achieved by explicitly including a scanner-specific spectral description in the decomposition method, and a new X-ray-relevant feature space. The feature space consists of electron density, ρe, and a new effective atomic number, Ze, which is based on published X-ray cross sections. Reference materials are used in conjunction with the system spectral response so that additional beam-hardening correction is not necessary. The techniquemore » is tested against other methods on DECT data of known specimens scanned by diverse spectra and systems. Uncertainties in accuracy and precision are less than 3% and 2% respectively for the (ρe, Ze) results compared to prior methods that are inaccurate and imprecise (over 9%).« less

    Argentina has the most-advanced nuclear technology in Latin America, but budget cuts have slowed down some projects. Potential hydroelectric power is sufficient to fill Argentina's electrical needs, but the Yacireta complex, a joint venture with Paraguay, will be completed almost two years behind schedule. There is plenty of coal in Argentina, but it needs to import coal and coke to produce cast iron and steel. Geothermal and wind energy represent viable alternatives, but more funds and research are needed to exploit their potential. Argentina is on the road to energy independence, but with a new constitutional government possible in 1984, a shift in national energy policy is also possible. Any resultant increase in petroleum consumption to fuel rapid industrial development and stimulate employment could turn Argentina back into an oil-importing Third World nation. The Energy Detente fuel price/tax series and the principal industrial-fuel prices for December 1982 are included for the countries of the Western Hemisphere.

    This report documents the results of the routine environmental audit of the Kansas City Plant, Kansas City, Missouri. The onsite portion of the audit was conducted October 24-November 4, 1994, by the DOE Office of Environmental Audit (EH-24), located within the Office of Environment, Safety, and Health (EH). DOE 5482.1 B, {open_quotes}Environment, Safety, and Health Appraisal Program,{close_quotes} establishes the mission of EH-24, which is to provide comprehensive, independent oversight of Department-wide environmental programs on behalf of the Secretary of Energy. The ultimate goal of EH-24 is enhancement of environmental protection and minimization of risk to public health and the environment. EH-24 accomplishes its mission by conducting systematic and periodic evaluations of the Department`s environmental programs within line organizations and by using supplemental activities that strengthen self-assessment and oversight functions within program, field, and contractor organizations. The audit evaluated the status of programs to ensure compliance with Federal, state, and local environmental laws and regulations; compliance with DOE Orders, guidance, and directives; and conformance with accepted industry practices and standards of performance.     Effects of a rotating magnetic field (RMF) on the electron energy distribution function (EEDF) and on the electron density are investigated with the aim of controlling the radical composition of inductively coupled plasmas. By adjusting the RMF frequency and generation power, the desired electron density and electron energy shift are obtained. Consequently, the amount and fraction of high-energy electrons, which are mostly responsible for direct dissociation processes of raw molecules, will be controlled externally. This controllability, with no electrode exposed to plasma, will enable us to control radical components and their flux during plasma processing.

    The Iowa Stored Energy Park was an innovative, 270 Megawatt, $400 million compressed air energy storage (CAES) project proposed for in-service near Des Moines, Iowa, in 2015. After eight years in development the project was terminated because of site geological limitations. However, much was learned in the development process regarding what it takes to do a utility-scale, bulk energy storage facility and coordinate it with regional renewable wind energy resources in an Independent System Operator (ISO) marketplace. Lessons include the costs and long-term economics of a CAES facility compared to conventional natural gas-fired generation alternatives; market, legislative, and contract issues related to enabling energy storage in an ISO market; the importance of due diligence in project management; and community relations and marketing for siting of large energy projects. Although many of the lessons relate to CAES applications in particular, most of the lessons learned are independent of site location or geology, or even the particular energy storage technology involved.

    This report is a preliminary overview of oil-shale potential in Missouri. Two types of oil shales occur in Missouri: (1) the platform marine type, represented by the Devonian Chattanooga Shale, and (2) black shales in Pennsylvanian cyclothems, many of which overlie currently mined coal beds. The Chattanooga Shale contains black, fissile, carbonaceous shales and reaches a thickness of around 70 ft in southwestern Missouri. Oil-yield data from Missouri are not available, but based on yields from other states, the Chattanooga of southwest Missouri is estimated to contain between 2.6 and 15.8 billion barrels of oil. Preliminary estimates of the black, hard, fissile, carbonaceous Pennsylvanian shales indicate they contain between 100 and 200 billion barrels of shale oil. Many of these units directly overlie currently mined coal seams and could be recovered with the coal, but they are now discarded as overburden. These shales also contain significant amounts of phosphates and uranium. Other Paleozoic units with limited oil-shale potential are the Ordovician Decorah and Maquoketa Formations and the Upper Devonian Grassy Creek Shale. Ambitious research programs are needed to evaluate Missouri oil-shale resources. Further investigations should include economic and technological studies and the drilling, mapping, and sampling of potential oil-shale units. Shrinking supplies of crude oil make such studies desirable.

    From 1942 through approximately 1966, the Mallinckrodt Chemical Works operated four plants in St. Louis, Missouri, for the Manhattan Engineer District and the Atomic Energy Commission. A variety of production processes using uranium- and radium-bearing ore materials were performed at the plants. It is the policy of the DOE to verify that radiological conditions at such sites or facilities comply with current DOE guidelines. Guidelines for release and use of such sites have become more stringent as research has provided more information since previous cleanups. The Formerly Utilized Sites Remedial Action Program (FUSRAP) was established as part of that effort to confirm the closeout status of facilities under contract to agencies preceding DOE during early nuclear energy development. Under the FUSRAP program, the Mallinckrodt properties have been previously investigated to determine the extent of on-site radiological contamination. At the request of DOE, Oak Ridge National Laboratory (ORNL) conducted a survey in May 1990, of public roadways and suspected haul routes between the Mallinckrodt plant and storage sites in St. Louis to ensure that no residual radioactive materials were conveyed off-site. A mobile gamma scanning van with an on-board computer system was used to identify possible anomalies. Suspect areas are those displaying measurements deviating from gamma exposure rates identified as typical for radiologically unenhanced areas in the vicinity of the areas of interest. The instrumentation highlighted three anomaly locations each of which measured less than 1m{sup 2} in size. None of the slightly elevated radiation levels originated from material associated with former AEC-related processing operations in the area. The anomalies resulted from elevated concentrations of radionuclides present in phosphate fertilizers, increased thorium in road-base gravel, and emanations from the radioactive storage site near the Latty Avenue airport. 9 refs., 3 figs.

    While research and development on biobased products has continued strong over the years, parallel attention on the economics and management of such product innovation has been lacking. With the financial support of the Department of Energy, the Economics and Management of Agrobiotechnology Center at the University of Missouri-Columbia has launched a pilot graduate education program that seeks to fill the gap. Within this context, a multi-disciplinary research and teaching program has been structured with an emphasis on new product and innovation economics and management. More specifically, this pilot graduate education program has the following major objectives: (1) To provide students with a strong background in innovation economics, management, and strategy. (2) To diversify the students academic background with coursework in science and technology. (3) To familiarize the student with biobased policy initiatives through interaction with state and national level organizations and policymakers. (4) To facilitate active collaboration with industry involved in the development and production of biobased products. The pilot education program seeks to develop human capital and research output. Although the research is, initially, focused on issues related to the State of Missouri, the results are expected to have national implications for the economy, producers, consumers and environment.

    ORAU conducted confirmatory surveys of the Hematite site during the period of June 12 through June 13, 2012. The survey activities included in-process inspections, document review, walkover surveys, sampling activities, and laboratory analysis of split samples. WEC was forthcoming with information relating to practices, procedures, and surface scan results. Scans performed by the WEC technician were extremely thorough and methodical. The WEC and ORAU technicians identified the same areas of elevated activity with comparable detector responses. WEC sampling of re-use soils, waste soils, sediments, and groundwater were conducted under ORAU observation. The sampling efforts observed by ORAU were performed in accordance with site-specific procedures and in a manner sufficient to provide quality supporting data. Three observations were made during groundwater sampling activities. First, the water level indicator was re-used without submitting rinse blank. Second, bubbles created during tubing extraction could indicate the presence of volatilized organic compounds. Third, samplers did not use a photo ionization detector prior to sample collection to indicate the presence of volatile organic vapors. Results of split samples indicated a high level of comparability between the WEC and ORAU/ORISE radiological laboratories. Analytical practices and procedures appear to be sufficient in providing quality radiochemical data. All concentrations from the Soil Re-Use Area and sediment samples are below Uniform radionuclide-specific derived concentration guideline level (DCGL{sub W}) limits; thus, comparisons to the less conservative stratified geometry were not required. Results were compared to individual DCGLs and using the sum of fractions approach. Both composite soil samples collected from the Waste Handling Area (Bins 1 and 4) were well below the prescribed USEI waste acceptance criteria.

    The U.S. Department of Energy Office of Legacy Management (DOE-LM) manages the legacy contamination at the Riverton, WY, Processing Site a former uranium milling site that operated from 1958 to 1963. The tailings and associated materials were removed in 1988-1989 and contaminants are currently flushing from the groundwater. DOE-LM commissioned an independent technical team to assess the status of the contaminant flushing, identify any issues or opportunities for DOE-LM, and provide key recommendations. The team applied a range of technical frameworks spatial, temporal, hydrological and geochemical in performing the evaluation. In each topic area, an in depth evaluation was performed using DOE-LM site data (e.g., chemical measurements in groundwater, surface water and soil, water levels, and historical records) along with information collected during the December 2013 site visit (e.g., plant type survey, geomorphology, and minerals that were observed, collected and evaluated). A few of the key findings include: ? Physical removal of the tailings and associated materials reduced contaminant discharges to groundwater and reduced contaminant concentrations in the near-field plume. ? In the mid-field and far-field areas, residual contaminants are present in the vadose zone as a result of a variety of factors (e.g., evaporation/evapotranspiration from the capillary fringe and water table, higher water levels during tailings disposal, and geochemical processes). ? Vadose zone contaminants are widely distributed above the plume and are expected to be present as solid phase minerals that can serve as secondary sources to the underlying groundwater. The mineral sample collected at the site is consistent with thermodynamic predictions. ? Water table fluctuations, irrigation, infiltration and flooding will episodically solubilize some of the vadose zone secondary source materials and release contaminants to the groundwater for continued down gradient migration extending the overall timeframe for flushing. ? Vertical contaminant stratification in the vadose zone and surficial aquifer will vary from location to location. Soil and water sampling strategies and monitoring well construction details will influence characterization and monitoring data. ? Water flows from the Wind River, beneath the Riverton Processing Site and through the plume toward the Little Wind River. This base flow pattern is influenced by seasonal irrigation and other anthropogenic activities, and by natural perturbations (e.g., flooding). ? Erosion and reworking of the sediments adjacent to the Little Wind River results in high heterogeneity and complex flow and geochemistry. Water flowing into oxbow lakes (or through areas where oxbow lakes were present in the past) will be exposed to localized geochemical conditions that favor chemical reduction (i.e., naturally reduced zones) and other attenuation processes. This attenuation is not sufficient to fully stabilize the plume or to reduce contaminant concentrations in the groundwater to target levels. Consistent with these observations, the team recommended increased emphasis on collecting data in the zones where secondary source minerals are projected to accumulate (e.g., just above the water table) using low cost methods such as x-ray fluorescence. The team also suggested several low cost nontraditional sources of data that have the potential to provide supplemental data (e.g., multispectral satellite imagery) to inform and improve legacy management decisions. There are a range of strategies for management of the legacy contamination in the groundwater and vadose zone near the Riverton Processing Site. These range from the current strategy, natural flushing, to intrusive remedies such as plume scale excavation of the vadose zone and pump & treat. Each option relates to the site specific conditions, issues and opportunities in a unique way. Further, each option has advantages and disadvantages that need to be weighed. Scoping evaluation was performed for three major classes of technologies contaminant removal technologies, contaminant stabilization technologies, and natural flushing. The intent of the scoping evaluation is to provide an initial set of options for consideration by LM as they finalize plans to address the Riverton groundwater plume. Three technologies were conditionally recommended: 1) continued natural flushing, 2) groundwater pump and treat with plume scale irrigation to help flush out vadose zone contamination, or 3) in situ stabilization using structured geochemical zones to supplement the naturally reduced zones already present at the site.

    As the nation moves into the 1980s, development of our domestic energy resources must surely be the number one priority of energy policy. Important natural resources are owned by the Federal government and must be dedicated to development in the public interest. This includes a government leasing program which fosters competitive and efficient development of these resources by private companies. Through its antitrust review of individual leases and its general advocacy of competition in the leasing program, the Department of Justice seeks to bring the prospect of a sound national energy policy closer to reality. Examples of how this review functions are drawn from the Outer Continental Shelf Land Acts Amendments of 1978 and the Federal Coal Leasing Amendments Act of 1975. 32 references.

    Information is provided on the solar heating and hot water system installed at the William Tao and Associates, Inc., office building in St. Louis, Missouri. The information consists of description, photos, maintenance and construction problems, final drawing, system requirements and manufacturer's component data. The solar system was designed to provide 50% of the hot water requirements and 45% of the space heating needs for a 900 square foot office space and drafting room. The solar facility has 252 square foot of glass tube concentrator collectors and a 1000 gallon steel storage tank buried below a concrete slab floor. Freeze protection is provided by a propylene glycol/water mixture in the collector loop. The collectors are roof mounted on a variable tilt array which is adjusted seasonally and is connected to the solar thermal storage tank by a tube-in-shell heat exchanger. Incoming city water is preheated through the solar energy thermal storage tank.

    This document is the final report of the solar energy system located at the Visitors' Center on the Stephens College Campus, Columbia, Missouri. The system is installed in a four-story, 15,000 square foot building designed to include the college's Admission Office, nine guest rooms for overnight lodging for official guests of the college, a two-story art gallery, and a Faculty Lounge. The solar energy system is an integral design of the building and utilizes 176 Honeywell/Lennox hydronic flat-plate collectors which use a 50% water-ethylene glycol solution and water-to-water heat exchanger. Solar heated water is stored in a 5000 gallon water storage tank located in the basement equipment room. A natural gas fired hot water boiler supplies hot water when the solar energy heat supply fails to meet the demand. The designed solar contribution is 71% of the heating load. The demonstration period for this project ends June 30, 1984.

    This report describes the environmental surveillance program at the Hazelwood Interim storage Site (HISS) and surrounding area, provides the results for 1992, and discusses applicable environmental standards and requirements with which the results were compared. HISS is located in eastern Missouri in the City of Hazelwood (St. Louis County) and occupies approximately 2.2 ha (5.5 acres). Environmental monitoring of HISS began in 1984 when the site was assigned to the US Department of Energy (DOE) as part of the decontamination research and development project authorized by Congress under the 1984 Energy and Water Development Appropriations Act. DOE placed responsibility for HISS under the Formerly Utilized Sites Remedial Action Program (FUSRAP), which was established to identify and decontaminate or otherwise control sites where residual radioactive materials remain from the early years of the nation`s atomic energy program or from commercial operations causing conditions that Congress has authorized DOE to remedy. In 1992 there were no environmental occurrences or unplanned contaminant releases as defined in DOE requirements and in the Superfund Amendment and Reauthorization Act (SARA) Title III of CERCLA.

    The environmental monitoring program, begun in 1984, was continued during 1989 at the Hazelwood Interim Storage Site (HISS), a US Department of Energy (DOE) facility located in the City of Hazelwood, Missouri. HISS is currently used for storage of soils contaminated with residual radioactive material. HISS is part of the Formerly Utilized Sites Remedial Action Program (FUSRAP), a DOE program to decontaminate or otherwise control sites where residual radioactive material remains from the early years of the nation's atomic energy program or from commercial operations causing conditions that Congress has authorized DOE to remedy. The monitoring program at HISS measures radon concentrations in air; external gamma radiation levels; and uranium, radium, and thorium concentrations in surface water, groundwater, and sediment. Additionally, several nonradiological parameters are measured in groundwater. To verify that the site is in compliance with the DOE radiation protection standard (100 mrem/yr) and assess its potential effect on public health, the radiation dose was calculated for a hypothetical maximally exposed individual. This report presents the findings of the environmental monitoring conducted at HISS during calendar year 1989. 19 refs., 14 figs., 13 tabs.

    The Hazelwood Interim Storage Site (HISS) is located at 9200 Latty Avenue, Hazelwood, Missouri. The property on which the HISS is situated is owned by the Jarboe Realty and Investment Company and is leased to Futura Coatings, Inc. Radiological surveys in 1977 and 1982 indicated uranium and thorium contamination and elevated radiation levels in the soil on this property and several others in the immediate vicinity. As part of the research and development program authorized by Congress under the 1984 Energy and Water Appropriations Act, Bechtel National, Inc. (BNI) is conducting remedial action on-site and at the vicinity properties. The work is being performed as part of the US Department of Energy (DOE) Formerly Utilized Sites Remedial Action Program (FUSRAP). Jarboe Realty and Investment Company has agreed to permit DOE to store contaminated material from the FY 1984 and 1985 Latty Avenue cleanup on its property. The contaminated material will be added to the existing pile created during the earlier site cleanup. The pile will then be covered to prevent erosion or migration of contamination. The property will be maintained as the HISS by DOE until final disposition for these materials is determined. BNI is conducting a surveillance monitoring program at the HISS during the interim storage period to detect potential migration of contaminants from the storage pile via air, water, and sediment.     The US Department of Energy (DOE) is implementing a cleanup program for three groups of properties in the St. Louis, Missouri, area: the St. Louis Downtown Site (SLDS), the St. Louis Airport Site (SLAPS) and vicinity properties, and the Latty Avenue Properties, including the Hazelwood Interim Storage Site (HISS). The general location of these properties is shown in Figure 1; the properties are referred to collectively as the St. Louis Site. None of the properties are owned by DOE, but each property contains radioactive residues from federal uranium processing activities conducted at the SLDS during and after World War 2.     The St. Louis Site comprises three noncontiguous areas in and near St. Louis, Missouri: the St. Louis Downtown Site (SLDS), the St. Louis Airport Storage Site (SLAPS), and the Latty Avenue Properties. The main site of the Latty Avenue Properties includes the Hazelwood Interim Storage Site (HISS) and the Futura Coatings property, which are located at 9200 Latty Avenue. Contamination at the St. Louis Site is the result of uranium processing and disposal activities that took place from the 1940s through the 1970s. Uranium processing took place at the SLDS from 1942 through 1957. From the 1940s through the 1960s, SLAPS was used as a storage area for residues from the manufacturing operations at SLDS. The materials stored at SLAPS were bought by Continental Mining and Milling Company of Chicago, Illinois, in 1966, and moved to the HISS/Futura Coatings property at 9200 Latty Avenue. Vicinity properties became contaminated as a result of transport and movement of the contaminated material among SLDS, SLAPS, and the 9200 Latty Avenue property. This contamination led to the SLAPS, HISS, and Futura Coatings properties being placed on the National Priorities List (NPL) of the US Environmental Protection Agency (EPA). The US Department of Energy (DOE) is responsible for cleanup activities at the St. Louis Site under its Formerly Utilized Sites Remedial Action Program (FUSRAP). The primary goal of FUSRAP is the elimination of potential hazards to human health and the environment at former Manhattan Engineer District/Atomic Energy Commission (MED/AEC) sites so that, to the extent possible, these properties can be released for use without restrictions. To determine and establish cleanup goals for the St. Louis Site, DOE is currently preparing a remedial investigation/feasibility study-environmental impact statement (RI/FS-EIS).     The project titled Monitoring and Numerical Modeling of Shallow CO{sub 2} Injection, Greene County, Missouri provided training for three graduate students in areas related to carbon capture and storage. Numerical modeling of CO{sub 2} injection into the St. Francois aquifer at the Southwest Power Plant Site in Greene County, Missouri indicates that up to 4.1 x 10{sup 5} metric tons of CO{sub 2} per year could be injected for 30 years without exceeding a 3 MPa differential injection pressure. The injected CO{sub 2} would remain sequestered below the top of the overlying caprock (St. Francois confining unit) for more than 1000 years. Geochemical modeling indicates that portions of the injected CO{sub 2} will react rapidly with trace minerals in the aquifer to form various solid carbonate mineral phases. These minerals would store significant portions of injected CO{sub 2} over geologic time scales. Finally, a GIS data base on the pore-fluid chemistry of the overlying aquifer system in Missouri, the Ozark aquifer, was compiled from many sources. This data base could become useful in monitoring for leakage from future CO{sub 2} sequestration sites.

    From approximately 1949 until 1970, the Commodity Credit Corporation of the U.S. Department of Agriculture (CCC/USDA) operated a grain storage facility on federally owned property approximately 0.25 mi northwest of Savannah, Missouri. During this time, commercial grain fumigants containing carbon tetrachloride were commonly used by the CCC/USDA and the private grain storage industry to preserve grain in their facilities. In November 1998, carbon tetrachloride was detected in a private well (Morgan) roughly 50 ft south of the former CCC/USDA facility, as a result of state-wide screening of private wells near former CCC/USDA facilities, conducted in Missouri by the U.S. Environmental Protection Agency (EPA 1999). The 1998 and subsequent investigations by the EPA and the Missouri Department of Natural Resources (MoDNR) confirmed the presence of carbon tetrachloride in the Morgan well, as well as in a second well (on property currently occupied by the Missouri Department of Transportation [MoDOT]), approximately 400 ft east of the former CCC/USDA facility. Carbon tetrachloride concentrations in the Morgan well have ranged from the initial value of 29 {micro}g/L in 1998, up to a maximum of 61 {micro}g/L in 1999, and back down to 22 {micro}g/L in 2005. The carbon tetrachloride concentration in the MoDOT well in 2000 (the only time it was sampled) was 321 {micro}g/L. The concentrations for the two wells are above the EPA maximum contaminant level (MCL) of 5 {micro}g/L for carbon tetrachloride (EPA 1999; MoDNR 2000a,b). Because the observed contamination in the Morgan and MoDOT wells might be linked to the past use of carbon tetrachloride-based grain fumigants at its former grain storage facility, the CCC/USDA will conduct investigations to (1) characterize the source(s), extent, and factors controlling the subsurface distribution and movement of carbon tetrachloride at Savannah and (2) evaluate the health and environmental threats potentially posed by the contamination. This work will be performed in accord with the Intergovernmental Agreement established between the Farm Service Agency of the USDA and MoDNR, to address carbon tetrachloride contamination potentially associated with a number of former CCC/USDA grain storage facilities in Missouri. The investigative activities at Savannah will be conducted on behalf of the CCC/USDA by the Environmental Science Division of Argonne National Laboratory. Argonne is a nonprofit, multidisciplinary research center operated by UChicago Argonne, LLC, for the U.S. Department of Energy (DOE). The CCC/USDA has entered into an agreement with the DOE, under which Argonne provides technical assistance to the CCC/USDA with environmental site characterization and remediation at its former grain storage facilities. The site characterization at Savannah will take place in phases. This approach is recommended by the CCC/USDA and Argonne, so that information obtained and interpretations developed during each incremental stage of the investigation can be used most effectively to guide subsequent phases of the program. This site-specific Work Plan outlines the specific technical objectives and scope of work proposed for Phase I of the Savannah investigation. This Work Plan also includes the community relations plan to be followed throughout the CCC/USDA program at the Savannah site. Argonne is developing a Master Work Plan specific to operations in the state of Missouri. In the meantime, Argonne will issue a Provisional Master Work Plan (PMWP; Argonne 2007) that will be submitted to the MoDNR for review and approval. The agency has already reviewed and approved (with minor changes) the present Master Work Plan (Argonne 2002) under which Argonne currently operates in Kansas. The PMWP (Argonne 2007) will provide detailed information and guidance on the investigative technologies, analytical methodologies, quality assurance-quality control measures, and general health and safety policies to be employed by Argonne for all investigations at former CCC/USDA grain storage facilities in Missouri.
