    The Hanford site in southeast Washington contains approximately 207 million liters of radioactive and hazardous waste stored in 177 underground tanks. The U.S. Department of Energy's Office of River Protection is currently managing the Hanford waste treatment mission, which includes the storage, retrieval, treatment and disposal of the tank waste. Two recent studies, employing the modeling tools managed by the One System organization, have highlighted waste cleanup mission sensitivities. The Hanford Tank Waste Operations Simulator Sensitivity Study evaluated the impact that varying 21 different parameters had on the Hanford Tank Waste Operations Simulator model. It concluded that inaccuracies in the predicted phase partitioning of a few key components can result in significant changes in the waste treatment duration and in the amount of immobilized high-level waste that is produced. In addition, reducing the efficiency with which tank waste is retrieved and staged can increase mission duration. The 2012 WTP Tank Utilization Assessment concluded that flowsheet models need to include the latest low-activity waste glass algorithms or the waste treatment mission duration and the amount of low activity waste that is produced could be significantly underestimated.     Deming quality methodologies applied to safety are recognized with the National Safety Council's annual Robert W. Campbell Award. Over the last ten years, the implementation of Statistical Process Control and quality methodologies at the U.S. Department of Energy's Hanford Site have contributed to improved safety. Improvements attributed to Statistical Process Control are evidenced in Occupational Safety and Health records and documented through several articles in Quality Progress and the American Society of Safety Engineers publication, Professional Safety. Statistical trending of safety, quality, and occurrence data continues to playa key role in improving safety and quality at what has been called the world's largest environmental cleanup project. DOE's Hanford Site played a pivotal role in the nation's defense beginning in the 1940s, when it was established as part of the Manhattan Project. After more than 50 years of producing material for nuclear weapons, Hanford, which covers 586 square miles in southeastern Washington state, is now focused on three outcomes: (1) Restoring the Columbia River corridor for multiple uses; (2) Transitioning the central plateau to support long-term waste management; and (3) Putting DOE assets to work for the future. The current environmental cleanup mission faces challenges of overlapping technical, political, regulatory, environmental, and cultural interests. From Oct. 1, 1996 through Sept. 30, 2008, Fluor Hanford was a prime contractor to the Department of Energy's Richland Operations Office. In this role, Fluor Hanford managed several major cleanup activities that included dismantling former nuclear-processing facilities, cleaning up the Site's contaminated groundwater, retrieving and processing transuranic waste for shipment and disposal off-site, maintaining the Site's infrastructure, providing security and fire protection, and operating the Volpentest HAMMER Training and Education Center. On October 1,2008, a transition occurred that changed Fluor's role at Hanford. Fluor's work at Hanford was split in two with the technical scope being assumed by the CH2M HILL Plateau Remediation Company (CHPRC) CHPRC is now spearheading much of the cleanup work associated with former nuclear-processing facilities, contaminated groundwater, and transuranic waste. Fluor is an integrated subcontractor to CH PRC in this effort. In addition, at the time of this writing, while the final outcome is being determined for the new Mission Support Contract, Fluor Hanford has had its contract extended to provide site-wide services that include security, fire protection, infrastructure, and operating the HAMMER facility. The emphasis has to be on doing work safely, delivering quality work, controlling costs, and meeting deadlines. Statistical support is provided by Fluor to the PRC, within Fluor Hanford, and to a third contractor, Washington Closure Hanford, which is tasked with cleaning up approximately 210 square miles designated as the Columbia River corridor along the outer edge of the Hanford Site. The closing months of Fluor Hanford's 12 year contract were busy, characterized by special events that capped its work as a prime cleanup contractor, transitions of work scope and personnel, and the completion numerous activities. At this time, Fluor's work and approach to safety were featured in state and national forums. A 'Blockbuster' presentation at the Washington State Governor's Industrial Safety Conference in September 2008 featured Fluor Hanford's Chief Operating Officer, a company Safety Representative, and me. Simultaneously, an award ceremony in Anaheim, Calif. recognized Fluor Hanford as the winner of the 2008 Robert W. Campbell Award. The Robert W. Campbell Award is co-sponsored by Exxon Mobil Corporation and the National Safety Council.     The Small Business Innovation Research (SBIR) program enables DOE to obtain effective, innovative solutions to important problems through the private sector, which has a commercial incentive to pursue the resulting technology and bring it to the marketplace. The growing number of awardees, many of them started in business in response to SBIR solicitations, is becoming a significant resource for the solution of high risk, high technology problems for the Department. As detailed here, this publication describes the technical efforts for SBIR Phase 1 awards in 1994. It is intended for the educated layman, and may be of particular interest to potential investors who wish to get in on the ground floor of exciting opportunities. Contained in this booklet are abstracts of the Phase 1 awards made in FY 1994 under the DOE SBIR program. The 212 Phase 1 projects described here were selected in a highly competitive process from a total of 2,276 grant applications received in response to the 1994 DOE annual SBIR Solicitation. The selections for awards were made on scientific and technical merit, as judged against the specific criteria listed in the Solicitation. Conclusions were reached on the basis of detailed reports returned by reviewers drawn from DOE laboratories, universities, private industry, and government. (Any discrepancies noted in prior DOE releases naming the firms selected for awards are due either to the firm changing its name after the award selection or to the firm not proceeding to a signed grant.) It is expected that between one-third and one-half of the Phase 1 projects will be continued into Phase 2. The work described in the abstracts is novel, high-risk research, but the benefits will also be potentially high if the objectives are met. Brief comments on the potential applications are given after each abstract. Individuals and organizations with an interest in the research described are encouraged to contact the appropriate small business directly.

    To help meet legislatively mandated and programmatic mission requirements, the Department of Energy (DOE) awards grants to colleges and universities, state and local governments, individuals, small businesses, and non-profit corporations. As of July 15, 1996, the DOE was responsible for administering over 7,400 grants with purposes ranging from basic research to weatherizing homes. The Government`s share of these grants was about $8 billion. The objective of this audit was to determine whether the DOE received final deliverables, detailing grantee accomplishments and expenditure of funds, in accordance with Federal and Departmental policies and procedures. The Code of Federal Regulations requires that grants benefit the general public. This is demonstrated through technical and/or financial reports that each grantee is usually required to deliver. These reports describe the final results of the grant effort. In spite of this requirement, many grantees did not provide final technical and/or financial reports. For example, at the five procurement offices audited, it is projected that the Department had not received final deliverables on 718 inactive grants valued at about $232 million. In other cases, officials inappropriately extended performance periods so that the grant instrument would continue to be classified as active. This non-reporting occurred because the Department did not effectively implement existing procedures or establish other monitoring procedures that ensured grantees fulfilled their grant obligations. Specifically, the Department did not establish procedures to withhold payment if a grantee failed to comply with grant terms and conditions. In addition, the Department did not defer additional awards to grantees that had not met the tenons and conditions of prior grants and inappropriately extended grant performance periods for excessive periods of time. Further, Departmental personnel waived reporting requirements in order to close out grant awards.

    This volume described in detail the Department`s research and technology development activities and their funding at the Department`s laboratories. It includes 166 Mission Activity Profiles, organized by major mission area, with each representing a discrete budget function called a Budget and Reporting (B & R) Code. The activities profiled here encompass the total research and technology development funding of the laboratories from the Department. Each profile includes a description of the activity and shows how the funding for that activity is distributed among the DOE laboratories as well as universities and industry. The profiles also indicate the principal laboratories for each activity, as well as which other laboratories are involved. The information in this volume is at the core of the Strategic Laboratory Mission Plan. It enables a reader to follow funds from the Department`s appropriation to a specific activity description and to specific R & D performing institutions. This information will enable the Department, along with the Laboratory Operations Board and Congress, to review the distribution of R & D performers chosen to execute the Department`s missions.

    Kruger Designs Light does many different types of projects for a diverse clientele. Each of these projects, while having some general characteristics in common, seem also to have a specific set of criteria in mind-some as specific as the client is unique. While there are some chains where lighting decisions are made to be applied in hundreds of facilities, there are other types of clients that bring a different sensibility to the process. As lighting designers, it is the job of Designs Light to address the individual needs of each client, even the {open_quotes}strange{close_quotes} and {open_quotes}different,{close_quotes} as was the case with {open_quotes}Boogie`s Diner.{close_quotes} This author goes on to describe the project presented by Boogie`s Diner, the demands of the site with respect for lighting as regards the clinetele being served, and the expectations of the owners. The design considerations are discussed, and finally the proposed solutions are breifly outlined. This design effort won the EPRI/IES award, and was an energy efficient design sought by the owner.

    This report assesses the use of institutional change principles and the institutional impact of award-winning projects through interviews with 22 Department of Energy Federal Energy Management Program (DOE FEMP) award winners. Award winners identified institutional facilitators and barriers in their projects and programs as well as factors in their implementation processes, thus providing information that can guide other efforts. We found that award winners do use strategies based on eight principles of institutional change, most frequently in terms of making changes to infrastructure, engaging leadership, and capitalizing on multiple motivations for making an energy efficiency improvement. The principles drawn on the least often were commitment and social empowerment. Award winners also faced five major types of obstacles that were institutional in nature: lack of resources, constraints of rules, psychological barriers, lack of information, and communication problems. We also used the seven categories of Energy Management Excellence (EME) as a lens to interpret the interview data and assess whether these categories relate to established institutional change principles. We found that the eight principles reflect strategies that have been found to be useful in improving energy efficiency in organizations, whereas the EME categories capture more of a blend of social contextual factors and strategies. The EME categories fill in some of the social context gaps that facilitate institutional change and energy management excellence, for example, personal persistence, a culture that supports creativity and innovation, regular engagement with tenants, contractors, and staff at all levels. Taking together the use of principles, EME criteria, and obstacles faced by interviewees, we make recommendations for how FEMP can better foster institutional change in federal agencies.

    The Solar System Odyssey mission uses modern-day high-precision experimental techniques to test the laws of fundamental physics which determine dynamics in the solar system. It could lead to major discoveries by using demonstrated technologies. The mission proposes to perform a set of precision gravitation experiments from the vicinity of Earth to the outer Solar System. Its scientific objectives can be summarized as follows: i) test of the gravity force law in the Solar System up to and beyond the orbit of Saturn; ii) precise investigation of navigation anomalies at the fly-bys; iii) measurement of Eddington's parameter at occultations; iv) mapping of gravity field in the outer solar system and study of the Kuiper belt. To this aim, the Odyssey mission is built up on a main spacecraft, designed to fly up to 13 AU, with the following components: a) a high-precision accelerometer, with bias-rejection system, measuring the deviation of the trajectory from the geodesics; b) Ka-band transponders, as for Cassini, for a precise range and Doppler measurement up to 13 AU, with additional VLBI equipment; c) optional laser equipment, which would allow one to improve the range and Doppler measurement. In this baseline concept, the main spacecraft is designed to operate beyond the Saturn orbit, up to 13 AU. It experiences multiple planetary fly-bys at Earth, Mars or Venus, and Jupiter. The cruise and fly-by phases allow the mission to achieve its baseline scientific objectives (i) to iii) in the above list). In addition to this baseline concept, the Odyssey mission proposes the release of the Enigma radio-beacon at Saturn, allowing one to extend the deep space gravity test up to at least 50 AU, while achieving the scientific objective of a mapping of gravity field in the outer Solar System.

    GAMMA-400 is a new space mission which will be installed on board the Russian space platform Navigator. It is scheduled to be launched at the beginning of the next decade. GAMMA-400 is designed to study simultaneously gamma rays (up to 3 TeV) and cosmic rays (electrons and positrons from 1 GeV to 20 TeV, nuclei up to 10$^{15}$-10$^{16}$ eV). Being a dual-purpose mission, GAMMA-400 will be able to address some of the most impelling science topics, such as search for signatures of dark matter, cosmic-rays origin and propagation, and the nature of transients. GAMMA-400 will try to solve the unanswered questions on these topics by high-precision measurements of the Galactic and extragalactic gamma-ray sources, Galactic and extragalactic diffuse emission and the spectra of cosmic-ray electrons + positrons and nuclei, thanks to excellent energy and angular resolutions.

Winner of the award in the inaugural category of Energy Science and Innovation, Dr. Goyal was cited for his work in 'pioneering research and transformative contributions to the field of applied high temperature superconductivity, including fundamental materials science advances and technical innovations enabling large-scale applications of these novel materials.' Following his basic research in grain-to-grain supercurrent transport, Dr. Goyal focused his energy in transitioning this fundamental understanding into cutting-edge technologies. Under OE sponsorship, Dr. Goyal co-invented the Rolling Assisted Bi-Axially Textured Substrate technology (RABiTS) that is used as a substrate for second generation HTS wires. OE support also led to the invention of Structural Single Crystal Faceted Fiber Substrate (SSIFFS) and the 3-D Self Assembly of Nanodot Columns.     This report provides a summary of activities for Award # ER64999, a Genomes to Life Project funded by the Office of Science, Basic Energy Research. The project was entitled "Methanogenic archaea and the global carbon cycle: a systems biology approach to the study of Methanosarcina species". The long-term goal of this multi-investigator project was the creation of integrated, multiscale models that accurately and quantitatively predict the role of Methanosarcina species in the global carbon cycle under dynamic environmental conditions. To achieve these goals we pursed four specific aims: (1) genome sequencing of numerous members of the Order Methanosarcinales, (2) identification of genomic sources of phenotypic variation through in silico comparative genomics, (3) elucidation of the transcriptional networks of two Methanosarcina species, and (4) development of comprehensive metabolic network models for characterized strains to address the question of how metabolic models scale with genetic distance.

    Winners of the CO-LABS Governor's Award for High-Impact Research in Energy Efficiency, Dr. Satyen Deb at the U.S. Department of Energy's National Renewable Energy Laboratory (NREL) discovered that a small electrical charge can change the opacity of tungsten oxide from clear to tinted. He, Dr. Dane Gillaspie, and their fellow scientists at NREL then applied this knowledge to develop and transfer the technologies required to construct an electrochromic window, which can switch between clear and heavily tinted states. Electrochromic windows allow natural light in while adding tint to reduce summer heat and glare, and going clear to allow sunlight through in the winter. Broad adaptation of these windows could reduce US total energy use by four percent and reduce building cooling loads by 20%, much of this during expensive peak hours. Windows based on these discoveries are now being installed worldwide.

    Space-based Telescopes for Actionable Refinement of Ephemeris (STARE) is a nano-sat based mission designed to better determine the trajectory of satellites and space debris in orbit around earth. In this paper, we give a brief overview of the mission and its place in the larger context of Space Situational Awareness (SSA). We then describe the details of the central optical payload, touching on the optical design and characterization of the on-board image sensor used in our Cubesat based prototype. Finally, we discuss the on-board star and satellite track detection algorithm central to the success of the mission.

    This paper identifies business models and six management principles that can be applied by a nonproliferation organization to maximize the value and effectiveness of its products. The organizations responsible for reducing the nuclear proliferation threat have experienced a substantial growth in responsibility and visibility since the September 11 attacks. Since then, the international community has witnessed revelations of clandestine nuclear facilities, nuclear black markets, periodic nuclear tests, and a resurgence of interest by countries worldwide in developing nuclear capabilities. The security environment will likely continue to evolve in unexpected ways since most of the proliferation threats with which the world will be forced to contend remain unforeseen. To better prepare for and respond to this evolving security environment, many nonproliferation organizations are interested in finding new or better ways to increase the effectiveness and efficiency of their operations. Of course, all organizations, whether they are market driven or non-profit, must operate effectively and efficiently if they are to succeed. Indeed, as this study demonstrates, many of the management principles that this study recommends can help all organizations succeed. However, this study pays particular attention to nonproliferation organizations because of the mission they are responsible for fulfilling. Nonproliferation organizations, including nonproliferation programs that operate within a larger national security organization, are responsible for reducing the threat of nuclear, chemical and biological weapons. These organizations have an enduring mandate from the public and the international community not to fail in the completion of their mission for failure could have detrimental impacts on international security, public health and the environment. Moreover, the public expects nonproliferation organizations and programs to fulfill their mission, even when resources are limited. They are expected to anticipate and react quickly to prevent a potential threat while staying accountable to their public stakeholders, many of whom remain unaware of the very threats the organization is trying to address. When budgets are flush, it is easy to believe that money will solve all problems; but during times of economic hardship, managers must rely on creative and cost-effective management approaches to implement their missions. Fortunately, managers of nonproliferation organizations can draw on a wealth of research on organizational design and culture to help them identify the management strategies most appropriate for them. Such research can help nonproliferation managers think about their own organizational structures and cultures and adapt accepted management principles to their unique organizational mission. This analytical process is not straight forward, as some managers may find themselves taking risks that others might not take, such as making ostensibly risky investments for the common good, or supporting creative thinking to help mission accomplishment. Some management principles that are relatively straightforward for other organizations may be difficult to envision and implement in a nonproliferation organization. Therefore, the goal of this study is to help nonproliferation managers identify management principles that can be implemented in a nonproliferation organization and, in the process, help maximize the value of the organization's products and effectiveness of its mission.

    To help members of the workforce understand what factors contribute to Sandia National Laboratories national security mission, the authors describe the evolution of Sandias core mission and its other mission components. The mission of Sandia first as a division of Los Alamos and later as Sandia Corporation underlies our core nuclear weapon mission of today. Sandias mission changed in 1963 and twice more in the 1970s. This report should help staff and management appreciate the need for mission evolution. A clear definition and communication of a consistent corporate mission statement is still needed.

    The purpose of this paper is to present a preliminary estimate of the nuclear-related public health risk presented by launching and operating the Russian TOPAZ II space reactor as part of the Nuclear Electric Propulsion Space Test Program (NEPSTP). This risk is then compared to the risks from the operation of commercial nuclear power reactors and previously planned and/or launched space nuclear power missions. For the current mission profile, the initial estimate of the risk posed by launching and operating TOPAZ II is significantly less (at least two orders of magnitude) than that estimated for prior space nuclear missions. Even allowing for the large uncertainties in this estimate, it does not appear that the NEPSTP mission will present a significant health risk to the public.

    The Center of Excellence for Hazardous Materials Management (CEHMM) was established in May 2004 as a nonprofit research organization. Its purpose is to develop a sustainable technical/scientific community located in Carlsbad, New Mexico, that interacts worldwide to find solutions to hazardous materials management issues. An important part of the mission is to achieve improved protection of worker safety, human health, and the environment. Carlsbad has a large technical community due to the presence of the Waste Isolation Pilot Plant (WIPP) and its many contractors and support organizations. These groups include the Carlsbad Environmental Monitoring and Research Center, Washington Group International, Los Alamos National Laboratory, and Sandia National Laboratories. These organizations form the basis of a unique knowledge community with strengths in many areas, such as geosciences, actinide chemistry, environmental monitoring, and waste transportation. CEHMM works cooperatively with these organizations and others to develop projects that will maintain this knowledge community beyond the projected closure date of WIPP. At present, there is an emphasis in bio-monitoring, air monitoring, hazardous materials educational programs, and endangered species remediation. CEHMM is also currently working with a group from the American Nuclear Society to help facilitate their conference scheduled for April 2006 in Carlsbad. CEHMM is growing rapidly and is looking forward to a diverse array of new projects. (authors)
