    The Nevada Test Site (NTS) Resource Management Plan (RMP) describes the NTS Stewardship Mission and how its accomplishment will preserve the resources of the ecoregion while accomplishing the objectives of the mission. The NTS Stewardship Mission is to manage the land and facilities at the NTS as a unique and valuable national resource. The RMP has defined goals for twelve resource areas based on the principles of ecosystem management. These goals were established using an interdisciplinary team of DOE/NV resource specialists with input from surrounding land managers, private parties, and representatives of Native American governments. The overall goal of the RMP is to facilitate improved NTS land use management decisions within the Great Basin and Mojave Desert ecoregions.

    The Initiation Phase begins with the identification of a mission-related need. A Program Office will identify a credible performance gap between its current capabilities and capacities and those required to achieve the goals articulated in its strategic plan. The Mission Need Statement (MNS) is the translation of this gap into functional requirements that cannot be met through other than material means. It should describe the general parameters of the solution and why it is critical to the overall accomplishment of the Department’s mission, including the benefits to be realized. The mission need is independent of a particular solution, and should not be defined by equipment, facility, technological solution, or physical end-item. This approach allows the Program Office the flexibility to explore a variety of solutions and not limit potential solutions (refer to DOE G 413.3-17). The requirements needed to attain CD-0 are listed below.

This mandate to preserve cultural resources in a spirit of stewardship for the future is outlined in various federal preservation laws, regulations, and guidelines such as the National Historic Preservation Act, the Archaeological Resources Protection Act, and the National Environmental Policy Act. The purpose of this Cultural Resource Management Plan is to describe how the Department of Energy, Idaho Operations Office will meet these responsibilities at the Idaho National Laboratory. This Laboratory, which is located in southeastern Idaho, is home to a wide variety of important cultural resources representing at least 13,500 years of human occupation in the southeastern Idaho area. These resources are nonrenewable; bear valuable physical and intangible legacies; and yield important information about the past, present, and perhaps the future. There are special challenges associated with balancing the preservation of these sites with the management and ongoing operation of an active scientific laboratory. The Department of Energy, Idaho Operations Office is committed to a cultural resource management program that accepts these challenges in a manner reflecting both the spirit and intent of the legislative mandates. This document is designed for multiple uses and is intended to be flexible and responsive to future changes in law or mission.     The Nevada Test Site Resource Management Plan published in December of 1998 (DOE/NV--518) describes the Nevada Test Site stewardship mission and how its accomplishment will preserve the resources of the ecoregion while accomplishing the objectives of the mission. As part of the Nevada Test Site Resource Management Plan, DOE Nevada Operations Office has committed to perform and publish an annual summary review of DOE Nevada Operations' stewardship of the Nevada Test Site. This annual summary includes a description of progress made toward the goals of the Nevada Test Site Resource Management Plan, pertinent monitoring data, actions that were taken to adapt to changing conditions, and any other changes to the Nevada Test Site Resource Management Plan.

    Mission analysis is an iterative process that expands the mission statement, identifies needed information, and provides sufficient insight to proceed with the necessary, subsequent analyses. The Tank Waste Remediation System (TWRS) mission analysis expands the TWRS Program problem statement: ``remediate tank waste.`` It also and the mission statement: ``store, treat, and immobilize highly radioactive Hanford waste in an environmentally sound, safe, and cost effective manner.`` The mission analysis expands the problem and mission statements to accomplish four primary tasks. First, it defines the mission in enough detail to provide any follow-on work with a consistent foundation. Second, it defines the TWRS boundaries. Third, it identifies the following for TWRS: (1) current conditions, (2) acceptable final conditions, (3) requirement sources for the final product and the necessary systems, (4) organizations authorized to issue requirements, and (5) the criteria to determine when the problem is solved. Finally, it documents the goals to be achieved.This document concludes that tank safety issues should be resolved quickly and tank waste should be treated and immobilized quickly because of the hazardous nature of the tank waste and the age and condition of the existing tanks. In addition, more information is needed (e.g., waste acceptance criteria, condition of existing waste) to complete the TWRS mission analysis.

  12. Binary Solid Propellants for Constant Momentum Missions

    A constant momentum mission is achieved when the speed of the vehicle in the inertial frame of reference is equal to the speed of exhaust relative to the vehicle. Due to 100% propulsive efficiency such missions are superior to traditional constant specific impulse missions. A new class of solid binary propellants for constant momentum missions is under development. A typical propellant column is prepared as a solid solution of two components, with composition gradually changing from 100% of a propellant of high coupling coefficient (C{sub m}) to one which has high specific impulse (I{sub sp}). The high coupling component is ablated first, gradually giving way to the high I{sub sp} component, as the vehicle accelerates. This study opens new opportunities for further design of complex propellants for laser propulsion, providing variable C{sub m} and I{sub sp} during missions.

    Following the 1973 oil embargo, the US government initiated a program to develop and use solar energy. This led to individual programs devoted to developing various solar radiation energy conversion technologies: photovoltaic and solar-thermal conversion devices. Nearly concurrently, it was recognized that understanding the available insolation resources was required to develop and deploy solar energy devices and systems. It was also recognized that the insolation information available at that time (1973) was not adequate to meet the specific needs of the solar energy community. Federal efforts were initiated and conducted to produce new and more extensive information and data. The primary federal agencies that undertook such efforts were the Department of Energy (DOE) and the National Oceanic and Atmospheric Administration (NOAA). NOAA's efforts included activities performed by the National Weather Service (NWS) and the National Climatic Data Center (NCDC). This book has two man objectives: to report some of the insolation energy data, information, and products produced by the federal efforts and to describe how they were produced. Products include data bases, models and algorithms, monitoring networks, instrumentation, and scientific techniques. The scope of products and results does not include all those produced by past federal efforts. The book's scope and subject matter are oriented to support the intent and purpose of the other volumes in this series. In some cases, other pertinent material is presented to provide a more complete coverage of a given subject. 385 refs., 149 figs., 50 tabs.

    The Strategic Target System (STARS) was launched successfully on August 31, 1996 from the Kauai Test Facility (KTF) at the Pacific Missile Range Facility (PMRF). The STARS II booster delivered a payload complement of 26 vehicles atop a post boost vehicle. These targets were designed and the mission planning was achieved to provide for a dedicated mission for view by the Midcourse Space Experiment (MSX) Satellite Sensor Suite. Along with the MSX Satellite, other corollary sensors were involved. Included in these were the Airborne Surveillance Test Bed (AST) aircraft, the Cobra Judy sea based radar platform, Kwajalein Missile Range (KMR), and the Kiernan Reentry Measurements Site (KREMS). The launch was a huge success from all aspects. The STARS Booster flew a perfect mission from hardware, software and mission planning respects. The payload complement achieved its desired goals. All sensors (space, air, ship, and ground) attained excellent coverage and data recording.

    The purpose of this resource guide is to provide a convenient reference document of information that may be useful to the U.S. Department of Energy (DOE) and DOE contractor personnel involved in packaging and transportation activities. An attempt has been made to present the terminology of DOE community usage as it currently exists. DOE`s mission is changing with emphasis on environmental cleanup. The terminology or nomenclature that has resulted from this expanded mission is included for the packaging and transportation user for reference purposes. Older terms still in use during the transition have been maintained. The Packaging and Transportation Resource Guide consists of four sections: Sect. 1, Introduction; Sect. 2, Abbreviations and Acronyms; Sect. 3, Definitions; and Sect. 4, References for packaging and transportation of hazardous materials and related activities, and Appendices A and B.     In order to complete the clean coal technology mission it will be necessary to determine CCT`s role in the restructured electricity industry and develop a strategy to promote that role. First, one must understand where the industry is headed and how clean coal technology fits into that future. Then, one needs to develop a strategy for getting from here to there, from where CCT is today to where it must be in five, ten or twenty years to be a viable option for decision-makers. Coal makes sense for the United States for several important reasons, not the least of which is its abundance here. It also makes sense in terms of its economic impact on large areas of the nation. And if coal makes sense, especially economically, then clean coal technology makes even more sense because of its potential to capitalize on this abundant resource in an environmentally friendly manner. But after nearly thirty years of involvement in the political world at all levels from Washington, D.C. to Washington, Indiana, the author has learned the hard way that ``common sense`` does not always, or even often, carry the day in the policymaking process. He believes that the future of clean coal technology hinges on the ability in the next few months and years to mobilize all those who favor that technology to move forward in a cohesive and coordinated effort to affect the policymaking and political process and thereby promote and accelerate CCT development. If this can be done, then the nation will be well on the way to completing the clean coal technology mission and meeting the challenge of change.

    FFTF (Fast Flux Test Facility) is a 400-MW(t) sodium-cooled, fast flux test reactor at Hanford, designed to test fuels and materials for advanced nuclear power plants; it has no capability for generating electric power. Since a long-term mission could not be found for FFTF, it was placed in standby, and a recommendation was made that it be shut down. Purpose of the FFTF Transition Project is to prepare it for Decontamination and Decommissioning; this will be accomplished by establishing a passively safe and environmentally secure configuration, that can be preserved for several decades. This report presents the results of the mission analysis, which is required by Hanford systems engineering procedures.

    A design study was conducted to characterize conceptual designs for a small Radioisotope Thermoelectric Generator (RTG), one that might be suitable for future planetary missions. Conceptual design configurations were derived from the General Purpose Heat Source{emdash}RTG (GPHS-RTG), with the design goal of providing 70 watts of electrical power at the end of a ten year mission life. Design improvements for mass minimization were evaluated, considering also the technical risk of the corresponding engineering development required. It was concluded that an RTG mass of 18 kg could be achieved with moderate risk. Further studies are recommended to define in detail the testing and other development activities that would be required to bring the conceptual design for such an RTG to reality. {copyright} {ital 1997 American Institute of Physics.}

    A small spacecraft design for the Pluto Fast Flyby (PFF) Mission is under study by the Jet Propulsion Laboratory (JPL) for the National Aeronautics and Space Administration (NASA), for a possible launch as early as 1998. JPL's 1992 baseline design calls for a power source able to furnish an energy output of 3963 kWh and a power output of 69 watts(e) at the end of the 9.2-year mission. Satisfying those demands is made difficult because NASA management has set a goal of reducing the spacecraft mass from a baseline value of 166 kg to ~110 kg, which implies a mass goal of less than 10 kg for the power source. To support the ongoing NASA/JPL studies, the Department of Energy's Office of Special Applications (DOE/OSA) commissioned Fairchild Space to prepare and analyze conceptual designs of radioisotope power systems for the PFF mission. Thus far, a total of eight options employing essentially the same radioisotope heat source modules were designed and subjected to thermal, electrical, structural, and mass analyses by Fairchild. Five of these - employing thermoelectric converters - are described in the present paper, and three - employing free-piston Stirling converters - are described in the companion paper presented next. The system masses of the thermoelectric options ranged from 19.3 kg to 10.2 kg. In general, the options requiring least development are the heaviest, and the lighter options require more development with greater programmatic risk. There are four duplicate copies

    The US Army Forces Command (FORSCOM) has tasked Pacific Northwest Laboratory (PNL) as the lead laboratory supporting the US Department of Energy (DOE) Federal Energy Management Program`s (FEMP) mission to identify, evaluate, and assist in acquiring all cost-effective energy projects at Fort Drum. This is a model program PNL is designing for federal customers served by the Niagara Mohawk Power Company (Niagara Mohawk). It will (1) identify and evaluate all electric and fossil fuel cost-effective energy projects; (2) develop a schedule at each installation for project acquisition considering project type, size, timing, capital requirements, as well as energy and dollar savings; and (3) secure 100% of the financing required to implement electric energy efficiency projects from Niagara Mohawk and have Niagara Mohawk procure the necessary contractors to perform detailed audits and install the technologies. This report provides the results of the fossil fuel and electric energy resource opportunity (ERO) assessments performed by PNL at one of Niagara Mohawk`s primary federal facilities, the FORSCOM Fort Drum facility located near Watertown, New York. It is a companion report to Volume 1, the Executive Summary, and Volume 2, the Baseline Detail.

This mission is funded through the Environmental Management (EM) Project Baseline Summary (PBS) RL-TP11, ''Advanced Reactors Transition.'' The second mission, the Fast Flux Test Facility (FFTF) Project, is funded through budget requests submitted to the Office of Nuclear Energy, Science and Technology (DOE-NE). The FFTF Project mission is maintaining the FFTF, the Fuels and Materials Examination Facility (FMEF), and affiliated 400 Area buildings in a safe and compliant standby condition. This mission is to preserve the condition of the plant hardware, software, and personnel in a manner not to preclude a plant restart. This revision of the Resource Loaded Schedule (RLS) is based upon the technical scope in the latest revision of the following project and management plans: Fast Flux Test Facility Standby Plan (Reference 1); Hanford Site Sodium Management Plan (Reference 2); and 309 Building Transition Plan (Reference 4).     The US Army Forces Command (FORSCOM) has tasked Pacific Northwest Laboratory (PNL) as the lead laboratory supporting the US Department of Energy (DOE) Federal Energy Management Program's (FEMP) mission to identify, evaluate, and assist in acquiring all cost-effective energy projects at Fort Drum. This is a model program PNL is designing for federal customers served by the Niagara Mohawk Power Company (Niagara Mohawk). It will (1) identify and evaluate all electric and fossil fuel cost-effective energy projects; (2) develop a schedule at each installation for project acquisition considering project type, size, timing, capital requirements, as well as energy and dollar savings; and (3) secure 100% of the financing required to implement electric energy efficiency projects from Niagara Mohawk and have Niagara Mohawk procure the necessary contractors to perform detailed audits and install the technologies. This report provides the results of the fossil fuel and electric energy resource opportunity (ERO) assessments performed by PNL at one of Niagara Mohawk's primary federal facilities, the FORSCOM Fort Drum facility located near Watertown, New York. It is a companion report to Volume 1, the Executive Summary, and Volume 2, the Baseline Detail.

    Although the Planck Surveyor mission is optimized to map the cosmic microwave background anisotropies, it will also provide extremely valuable information on astrophysical phenomena. We review our present understanding of Galactic and extragalactic foregrounds relevant to the mission and discuss on one side, Planck{close_quote}s impact on the study of their properties and, on the other side, to what extent foreground contamination may affect Planck{close_quote}s ability to accurately determine cosmological parameters. Planck{close_quote}s multifrequency surveys will be unique in their coverage of large areas of the sky (actually, of the full sky); this will extend by two or more orders of magnitude the flux density interval over which mm/sub-mm counts of extragalactic sources can be determined by instruments already available (like SCUBA) or planned for the next decade (like the LSA-MMA or the space mission FIRST), which go much deeper but over very limited areas. Planck will thus provide essential complementary information on the epoch-dependent luminosity functions. Bright radio sources will be studied over a poorly explored frequency range where spectral signatures, essential to understand the physical processes that are going on, show up. The Sunyaev-Zeldovich effect, with its extremely rich information content, will be observed in the direction of a large number of rich clusters of Galaxies. Thanks again to its all sky coverage, Planck will provide unique information on the structure and on the emission properties of the interstellar medium in the Galaxy. At the same time, the foregrounds are unlikely to substantially limit Planck{close_quote}s ability to measure the cosmological signals. Even measurements of polarization of the primordial Cosmic Microwave background fluctuations appear to be feasible. {copyright} {ital 1999 American Institute of Physics.}

    A CCD sensor with 42 x 28 degrees FOV and 576 x 384 pixels was built by the Advanced Technology Program (ATP) in the Physics Department at LLNL. That sensor, called the StarTracker camera, is used on the Clementine Lunar Mapping mission between January and May, 1994. Together with the Stellar Compass software, the StarTracker camera provided a way of identifying its orientation to within about 150 microradians in camera body pitch and yaw. This presentation will be an overview of basically how the Stellar Compass software works, along with showing some of its performance results.

    Kepler mission results are rapidly contributing to fundamentally new discoveries in both the exoplanet and asteroseismology fields. The data returned from Kepler are unique in terms of the number of stars observed, precision of photometry for time series observations, and the temporal extent of high duty cycle observations. As the first mission to provide extensive time series measurements on thousands of stars over months to years at a level hitherto possible only for the Sun, the results from Kepler will vastly increase our knowledge of stellar variability for quiet solar-type stars. Here, we report on the stellar noise inferred on the timescale of a few hours of most interest for detection of exoplanets via transits. By design the data from moderately bright Kepler stars are expected to have roughly comparable levels of noise intrinsic to the stars and arising from a combination of fundamental limitations such as Poisson statistics and any instrument noise. The noise levels attained by Kepler on-orbit exceed by some 50% the target levels for solar-type, quiet stars. We provide a decomposition of observed noise for an ensemble of 12th magnitude stars arising from fundamental terms (Poisson and readout noise), added noise due to the instrument and that intrinsic to the stars. The largest factor in the modestly higher than anticipated noise follows from intrinsic stellar noise. We show that using stellar parameters from galactic stellar synthesis models, and projections to stellar rotation, activity, and hence noise levels reproduce the primary intrinsic stellar noise features.

    The Hanford site in southeast Washington contains approximately 207 million liters of radioactive and hazardous waste stored in 177 underground tanks. The U.S. Department of Energy's Office of River Protection is currently managing the Hanford waste treatment mission, which includes the storage, retrieval, treatment and disposal of the tank waste. Two recent studies, employing the modeling tools managed by the One System organization, have highlighted waste cleanup mission sensitivities. The Hanford Tank Waste Operations Simulator Sensitivity Study evaluated the impact that varying 21 different parameters had on the Hanford Tank Waste Operations Simulator model. It concluded that inaccuracies in the predicted phase partitioning of a few key components can result in significant changes in the waste treatment duration and in the amount of immobilized high-level waste that is produced. In addition, reducing the efficiency with which tank waste is retrieved and staged can increase mission duration. The 2012 WTP Tank Utilization Assessment concluded that flowsheet models need to include the latest low-activity waste glass algorithms or the waste treatment mission duration and the amount of low activity waste that is produced could be significantly underestimated.     Recent events continue to show the national security imperative of the global security mission: (1) Fighting Proliferation - (a) At Yongbyon, 'a modern, industrial-scale U-enrichment facility w/2000 centrifuges' seen Nov. 2010, (b) In Iran, fueling began at Bushehr while P5+1/lran talks delayed to Dec. 2010; (2) Continuing need to support the warfighter and IC - (a) tensions on the Korean peninsula, (b) primitative IEDs a challenge in Afghanistan, (c) cyber command, (d)another Georgian smuggling event; and (3) Countering terrorisms on US soil - (a) toner cartridge bomb, (b) times square bomb, (c) christmas tree bomb. Joint Technical Operations Team (JTOT) and Accident Response Group (ARG) elements deployed to two East Coast locations in November to work a multi-weapon scenario. LANL provided 70% of on-duty field and reconstitution teams for both Marble Challenge 11-01 and JD 11-01. There were a total of 14 deployments in FY10.

    This paper explores several beam power concepts proposed for powering either lunar base or rover vehicles. At present, power requirements to support lunar exploration activity are met by integral self-contained power system designs. To provide requisite energy flexibility for human expansion into space, an innovative approach to replace on-board self-contained power systems is needed. Power beaming provides an alternative approach to supplying power that would ensure increased mission flexibility while reducing total mass launched into space. Providing power to the moon presents significant design challenges because of the duration of the lunar night. Power beaming provides an alternative to solar photovoltaic systems coupled with battery storage, radioisotope thermoelectric generation, and surface nuclear power. The Synthesis Group describes power beaming as a technology supporting lunar exploration. In this analysis beam power designs are compared to conventional power generation methods.
