    This Addendum to the Final Environmental Assessment for the Proposed Amendment to Presidential Permit PP-63 and Associated Modifications to 500 kV International Transmission Line: Forbes, Minnesota to Manitoba, Canada (DOE/EA-587) addresses Northern States Power Company`s (NSP) proposed expansion of the Forbes Substation. The applicant has requested that the expansion take place on the west side of the substation, within the existing property line, instead of on the north side as originally proposed. All of the proposed construction would take place on property already owned by NSP. DOE has reviewed the environmental impacts associated with this minor modification and has determined that the conclusions reached in the environmental assessment and Finding of No Significant Impact prepared in connection with NSP`s original amendment request remain valid.

    Northern States Power Company, (NSP), a Minnesota investor owned utility has applied to the Office of Fossil Energy, United States Department of Energy, to amend Presidential Permit PP-63 to allow for alterations to the 500 kV transmission line and as sedated facilities currently regulated by this permit. The alterations proposed for the 500 kV line owned by NSP are part of a long term effort sponsored by NSP to upgrade the existing NSP transmission system to allow for increased exchange of electricity with the Manitoba Hydro-Electric Board. Presidential Permit PP-63 authorized NSP to construct, connect, operate and maintain a 500 kV line at the United States/Canadian border approximately seven-and-a-half miles west of Warroad in Roseau County, Minnesota. This line connects with a 500 kV line owned and operated by the Manitoba Hydro-Electric Board (MHEB), which extends from Dorsey, Manitoba, Canada to the United States/Canadian border. NSP proposes to increase the electricity transfer capability of this transmission facility by constructing a new 80-acre substation on the existing 500 kV line in Roseau County, Minnesota, and upgrading the existing substation at Forbes, Minnesota. The proposed Roseau substation would contain two 41.5 ohm series capacitor banks. In addition, static VAR compensators are to be installed at the existing Forbes Substation. Approximately 5 acres would be added to the 30-acre Forbes site to house the additional equipment. No new lines would enter or exit the facility. NSP proposes to place the new Roseau Substation in service in May 1993 and to complete the upgrading of the Forbes Substation in March 1994. The primary, initial purpose of these modifications is to enable NSP to import 400 megawatts of electric power from MHEB during the summer months to meet peak electrical demand in the Minneapolis-St. Paul area. It is expected that this power transfer would begin in 1993.

    At the request of the Minnesota Power, Inc., the Energy & Environmental Research Center (EERC) sampled for lead at the stack (or duct directly leading to the stack) for three units at the Boswell Energy Center. All sampling was done in triplicate using U.S. Environmental Protection Agency (EPA) Method 12, with sampling procedures following EPA Methods 1 through 4. During the test program, lead sampling was done using EPA Method 12 in the duct at the outlet of the baghouse serving Unit 2 and the duct at the outlet of the wet particulate scrubber serving Unit 3. For Unit 4, lead sampling was done at the stack. The specific objective for the project was to determine the concentration of lead in the flue gas being emitted into the atmosphere from the Boswell Energy Center. The test program was performed during the period of May 8 through 11, 2000. This report presents the test data, sample calculations, and results, and a discussion of the lead sampling performed at the Boswell Energy Center. The detailed test data and test results, raw test data, process data, laboratory reports, and equipment calibration records are provided in Appendices A, B, and C.

    The Minnesota Valley Alfalfa Producers propose to build an alfalfa processing plant integrated with an advanced power plant system at the Granite Falls, Minnesota industrial park to provide 75 MW of base load electric power and a competitively priced source of value added alfalfa based products. This project utilizes air blown fluidized bed gasification technology to process alfalfa stems and another biomass to produce a hot, clean, low heating value gas that will be used in a gas turbine. Exhaust heat from the gas turbine will be used to generate steam to power a steam turbine and provide steam for the processing of the alfalfa leaf into a wide range of products including alfalfa leaf meal, a protein source for livestock. This progress report describes feedstock testing, feedstock supply system, performance guarantees, sales contracts, environmental permits, education, environment, economy, and project coordination and control.

    This Addendum to the Final Environmental Assessment for the Proposed Amendment to Presidential Permit PP-63 and Associated Modifications to 500 kV International Transmission Line: Forbes, Minnesota to Manitoba, Canada (DOE/EA-587) addresses Northern States Power Company`s (NSP) proposed expansion of the Forbes Substation. The applicant has requested that the expansion take place on the west side of the substation, within the existing property line, instead of on the north side as originally proposed. All of the proposed construction would take place on property already owned by NSP. DOE has reviewed the environmental impacts associated with this minor modification and has determined that the conclusions reached in the environmental assessment and Finding of No Significant Impact prepared in connection with NSP`s original amendment request remain valid.

    A four stroke cycle internal combustion engine is presented having a sustained power stroke which results from a delayed mixing of a stratified charge. Use of delayed mixing of an overall stoichiometric air-fuel mixture results in formation of a low amount of the oxides of nitrogen. Delayed mixing of the stratified charge is achieved by placement of at least one Helmholtz resonator cavity in the head or closed end of each combustion chamber. The Helmholtz resonator cavity communicates with the top end of the main combustion chamber via a narrow slot. On the intake stroke of each engine cylinder, the main chamber is filled with a slightly fuel rich gaseous charge while the companion Helmholtz resonator cavity is filled with air. During the compression stroke some of the rich air-fuel mixture is forced into the resonator cavity via the communicating slot. At or near tdc, the air-fuel mixture in the main chamber is ignited. As the flame front progresses across the chamber a rapid increase in pressure serves not only to power the piston, but also to initiate a resonant reaction in the Helmholtz resonator cavity which results in a transfer of the unburned gases therein into the main combustion chamber. This both sustains the power stroke and at the same time lowers the peak flame temperature in the main chamber.

    Building on the two previous trips to Central America last year, International Power Institute (IPI) and its partner Tennessee Valley Infrastructure Group (TVIG) have focused their attention this quarter on project sites in Honduras. TVIG's unit--an Integrated Infrastructure Platform or IIP--combines water and electricity production in a single integrated unit, thereby providing both products at a lower cost than could be attained for each one separately. Because of the unmet demand for clean drinking water and electricity in remote towns throughout the developing world, the need for such units is widespread. Previous visits to Honduras have resulted in strong in-country commercial interest, support in the form of memorandums of understanding by key government agencies, and identification of four prospective project sites for IIP installations. From March 5 to March 15 and with IPI support and participation, representatives from the TVIG, Tennessee Valley Authority (TVA), IPI, and market research firm International Business Initiatives (IBI) conducted an intensive survey of project opportunities in the four communities, to establish how IIPs might help these four communities enhance their economic development, A key aspect of the projects examined is the need to make them economically self-supporting so that they will be viable in the private sector. Summary of specific project site studies follow here, and feasibility studies for the four sites are included as attachments.

    The Minnesota Wood Energy Scale-up Project began in late 1993 with the first trees planted in the spring of 1994. The purpose of the project is to track and monitor economic costs of planting, maintaining and monitoring larger scale commercial plantings. For 15 years, smaller scale research plantings of hybrid poplar have been used to screen for promising, high-yielding poplar clones. In this project 1000 acres of hybrid poplar trees were planted on Conservation Reserve Program (CRP) land near Alexandria, Minnesota in 1994. The fourteen landowners involved re-contracted with the CRP for five-year extensions of their existing 10-year contracts. These extended contracts will expire in 2001, when the plantings are 7 years old. The end use for the trees planted in the Minnesota Wood Energy Scale-up Project is undetermined. They will belong to the owner of the land on which they are planted. There are no current contracts in place for the wood these trees are projected to supply. The structure of the wood industry in the Minnesota has changed drastically over the past 5 years. Stumpage values for fiber have risen to more than $20 per cord in some areas raising the possibility that these trees could be used for fiber rather than energy. Several legislative mandates have forced the State of Minnesota to pursue renewable energy including biomass energy. These mandates, a potential need for an additional 1700 MW of power by 2008 by Northern States Power, and agricultural policies will all affect development of energy markets for wood produced much like agricultural crops. There has been a tremendous amount of local and international interest in the project. Contractual negotiations between area landowners, the CRP, a local Resource Conservation and Development District, the Minnesota Department of Natural Resources and others are currently underway for additional planting of 1000 acres in spring 1995.

    Wind power forecasting is expected to be an important enabler for greater penetration of wind power into electricity systems. Because no wind forecasting system is perfect, a thorough understanding of the errors that do occur can be critical to system operation functions, such as the setting of operating reserve levels. This paper provides an international comparison of the distribution of wind power forecasting errors from operational systems, based on real forecast data. The paper concludes with an assessment of similarities and differences between the errors observed in different locations.

    The International Linear Collider is a majestic High Energy Physics particle accelerator that will give physicists a new cosmic doorway to explore energy regimes beyond the reach of today's accelerators. ILC will complement the Large Hadron Collider (LHC), a proton-proton collider at the European Center for Nuclear Research (CERN) in Geneva, Switzerland, by producing electron-positron collisions at center of mass energy of about 500 GeV. In particular, the subject of this dissertation is the R&D for a solid state Marx Modulator and relative switching power supply for the International Linear Collider Main LINAC Radio Frequency stations.

    The determination of additional operating reserves in power systems with high wind penetration is attracting a significant amount of attention and research. Wind integration analysis over the past several years has shown that the level of operating reserve that is induced by wind is not a constant function of the installed capacity. Observations and analysis of actual wind plant operating data has shown that wind does not change its output fast enough to be considered as a contingency event. However, the variability that wind adds to the system does require the activation or deactivation of additional operating reserves. This paper provides a high-level international comparison of methods and key results from both operating practice and integration analysis, based on the work in International Energy Agency IEA WIND Task 25 on Large-scale Wind Integration. The paper concludes with an assessment of the common themes and important differences, along with recent emerging trends.

    The Minnesota Valley Alfalfa Producers (MnVAP) propose to build an alfalfa processing plant integrated with an advanced power plant system at the Granite Falls, Minnesota Industrial Park to provide 75 MW of base load electric power and a competitively priced source of value added alfalfa based products. This project will utilize air blown fluidized bed gasification technology to process alfalfa stems and another biomass to produce a hot, clean, low heating value gas that will be used in a gas turbine. Exhaust heat from the gas turbine will be used to generate steam to power a steam turbine and provide steam for the processing of the alfalfa leaf into a wide range of products including alfalfa leaf meal, a protein source for livestock. The plant will demonstrate high efficiency and environmentally compatible electric power production, as well as increased economic yield from farm operations in the region. The initial phase of the Minnesota Agripower Project (MAP) will be to perform alfalfa feedstock testing, prepare preliminary designs, and develop detailed plans with estimated costs for project implementation. The second phase of MAP will include detailed engineering, construction, and startup. Full commercial operation will start in 2001.

    The 2009 and 2012 International Energy Conservation Codes (IECC) yield positive benefits for Minnesota homeowners. Moving to either the 2009 or 2012 IECC from the current Minnesota Residential Energy Code is cost effective over a 30-year life cycle. On average, Minnesota homeowners will save $1,277 over 30 years under the 2009 IECC, with savings still higher at $9,873 with the 2012 IECC. After accounting for upfront costs and additional costs financed in the mortgage, homeowners should see net positive cash flows (i.e., cumulative savings exceed cumulative cash outlays) in 3 years for the 2009 IECC and 1 year for the 2012 IECC. Average annual energy savings are $122 for the 2009 IECC and $669 for the 2012 IECC.

    We present a method to determine, using only velocity field data, the time-averaged energy flux (J) and total radiated power P for two-dimensional internal gravity waves. Both (J) and P are determined from expressions involving only a scalar function, the stream function ?. We test the method using data from a direct numerical simulation for tidal flow of a stratified fluid past a knife edge. The results for the radiated internal wave power given by the stream function method agree to within 0.5% with results obtained using pressure and velocity data from the numerical simulation. The results for the radiated power computed from the stream function agree well with power computed from the velocity and pressure if the starting point for the stream function computation is on a solid boundary, but if a boundary point is not available, care must be taken to choose an appropriate starting point. We also test the stream function method by applying it to laboratory data for tidal flow past a knife edge, and the results are found to agree with the direct numerical simulation. The supplementary material includes a Matlab code with a graphical user interface that can be used to compute the energy flux and power from two-dimensional velocity field data.

  15. Safety and Nonsafety Communications and Interactions in International Nuclear Power Plants

    Current industry and NRC guidance documents such as IEEE 7-4.3.2, Reg. Guide 1.152, and IEEE 603 do not sufficiently define a level of detail for evaluating interdivisional communications independence. The NRC seeks to establish criteria for safety systems communications that can be uniformly applied in evaluation of a variety of safety system designs. This report focuses strictly on communication issues related to data sent between safety systems and between safety and nonsafety systems. Further, the report does not provide design guidance for communication systems nor present detailed failure modes and effects analysis (FMEA) results for existing designs. This letter report describes communications between safety and nonsafety systems in nuclear power plants outside the United States. A limited study of international nuclear power plants was conducted to ascertain important communication implementations that might have bearing on systems proposed for licensing in the United States. This report provides that following information: 1.communications types and structures used in a representative set of international nuclear power reactors, and 2.communications issues derived from standards and other source documents relevant to safety and nonsafety communications. Topics that are discussed include the following: communication among redundant safety divisions, communications between safety divisions and nonsafety systems, control of safety equipment from a nonsafety workstation, and connection of nonsafety programming, maintenance, and test equipment to redundant safety divisions during operation. Information for this report was obtained through publicly available sources such as published papers and presentations. No proprietary information is represented.

    This report examines the domestic and international markets for biopower. Domestic and foreign markets present fundamentally different challenges to private power developers. Volume I focuses on the domestic market for biopower. The domestic challenge lies in finding economically viable opportunities for biopower. Vol. I outlines the current state of the U.S. biomass industry, discusses policies affecting biomass development, describes some demonstration projects currently underway, and discusses the future direction of the industry. Volume II focuses on the international market for biopower. Recent literature states that the electricity investment and policy climate in foreign markets are the key elements in successful private project development. Vol. II discusses the financing issues, policy climate, and business incentives and barriers to biopower development. As India and China are the largest future markets for biopower, they are the focus of this volume. Three other top markets- -Brazil, Indonesia, and the Philippines--are also discussed. Potential financial resources wrap up the discussion.

The purpose of the workshop was to bring together scientists, engineers, health physicists, regulators, managers and other persons who are involved with occupational dose control and ALARA issues. The countries represented were: Canada, Finland, France, Germany, Japan, Korea, Mexico, the Netherlands, Spain, Sweden, the United Kingdom and the United States.   19. Comparison of Different Internal Dosimetry Systems for Selected Radionuclides Important to Nuclear Power Production

    This report compares three different radiation dosimetry systems currently applied by various U.S. Federal agencies and dose estimates based on these three dosimetry systems for a set of radionuclides often identified in power reactor effluents. These dosimetry systems were developed and applied by the International Commission on Radiological Protection at different times over the past six decades. Two primary modes of intake of radionuclides are addressed: ingestion in drinking water and inhalation. Estimated doses to individual organs and to the whole body based on each dosimetry system are compared for each of four age groups: infant, child, teenager, and adult. Substantial differences between dosimetry systems in estimated dose per unit intake are found for some individual radionuclides, but differences in estimated dose per unit intake generally are modest for mixtures of radionuclides typically found in nuclear power plant effluents.

    This paper presents a power generation and heat recovery model for reciprocating internal combustion engines (ICEs). The purpose of the proposed model is to provide realistic estimates of performance/efficiency maps for both electrical power output and useful thermal output for various capacities of engines for use in a preliminary CHP design/simulation process. The proposed model will serve as an alternative to constant engine efficiencies or empirical efficiency curves commonly used in the current literature for simulations of CHP systems. The engine performance/efficiency calculation algorithm has been coded to a publicly distributed FORTRAN Dynamic Link Library (DLL), and a user friendly tool has been developed using Visual Basic programming. Simulation results using the proposed model are validated against manufacturer’s technical data.

    Zion Nuclear Power Station (ZNPS) is a dual-unit Pressurized Water Reactor (PWR) nuclear power plant located on the Lake Michigan shoreline, in the city of Zion, Illinois approximately 64 km (40 miles) north of Chicago, Illinois and 67 km (42 miles) south of Milwaukee, Wisconsin. Each PWR is of the Westinghouse design and had a generation capacity of 1040 MW. Exelon Corporation operated both reactors with the first unit starting production of power in 1973 and the second unit coming on line in 1974. The operation of both reactors ceased in 1996/1997. In 2010 the Nuclear Regulatory Commission approved the transfer of Exelon Corporation's license to ZionSolutions, the Long Term Stewardship subsidiary of EnergySolutions responsible for the decommissioning of ZNPS. In October 2010, ZionSolutions awarded Siempelkamp Nuclear Services, Inc. (SNS) the contract to plan, segment, remove, and package both reactor vessels and their respective internals. This presentation discusses the tools employed by SNS to remove and segment the Reactor Vessel Internals (RVI) and Reactor Vessels (RV) and conveys the recent progress. SNS's mechanical segmentation tooling includes the C-HORCE (Circumferential Hydraulically Operated Cutting Equipment), BMT (Bolt Milling Tool), FaST (Former Attachment Severing Tool) and the VRS (Volume Reduction Station). Thermal segmentation of the reactor vessels will be accomplished using an Oxygen- Propane cutting system. The tools for internals segmentation were designed by SNS using their experience from other successful reactor and large component decommissioning and demolition (D and D) projects in the US. All of the designs allow for the mechanical segmentation of the internals remotely in the water-filled reactor cavities. The C-HORCE is designed to saw seven circumferential cuts through the Core Barrel and Thermal Shield walls with individual thicknesses up to 100 mm (4 inches).     The U.S. Environmental Protection Agency (EPA) launched the RE-Powering America's Land initiative to encourage development of renewable energy on potentially contaminated land and mine sites. EPA collaborated with the U.S. Department of Energy's (DOE's) National Renewable Energy Laboratory (NREL) and the Mille Lacs Band of Chippewa Indians to evaluate the wind resource and examine the feasibility of a wind project at a contaminated site located on the Mille Lacs Indian Reservation in Minnesota. The wind monitoring effort involved the installation of a 60-m met tower and the collection of 18 months of wind data at multiple heights above the ground. This report focuses on the wind resource assessment, the estimated energy production of wind turbines, and an assessment of the economic feasibility of a potential wind project sited this site.

    An engine system incorporating an air breathing, reciprocating internal combustion engine having an inlet for air and an exhaust for products of combustion. A centripetal turbine receives products of the combustion and has a housing in which a turbine wheel is rotatable. The housing has first and second passages leading from the inlet to discrete, approximately 180.degree., portions of the circumference of the turbine wheel. The passages have fixed vanes adjacent the periphery of the turbine wheel and the angle of the vanes in one of the passages is different than those in the other so as to accommodate different power levels providing optimum approach angles between the gases passing the vanes and the blades of the turbine wheel. Flow through the passages is controlled by a flapper valve to direct it to one or the other or both passages depending upon the load factor for the engine.

    The International Power Institute (IPI) at Morehouse College has organized a team to design and create a Short Term Training Program for ESKOM Union Leaders which will last four weeks and take place at a location in South Africa to be designated by ESKOM. This proposal envisions a group of no more than 25 union leaders to be trained at the same time but the program could be expanded to accommodate up to 40 trainees. The program is designed around interactive training with lectures followed by discussion, case studies, trainee work groups, homework assignments and two field study visits. Also, the program is designed to have a number of ESKOM management people join the course for one day in the second week and one day at the end, in each case after a half day of preparation in separate sessions from the union leaders, to share with the trainees expectations and, at the end of the program, their course experiences. In addition, IPI has prepared a follow on proposal for a Long Term Training Program. This LT program is specified in less detail but can be expanded based on future discussions with ESKOM management. The training program is designed with the following objectives: determine and identify the most pressing problems facing ESKOM Union Leadership in their relationship with management; instill in the union leadership a heightened sense of purpose and willingness to take ownership of a process that will increase effective outcomes of meaningful, good faith bargaining; develop skills and experience leading to improved union administration; enhance realistic expectations and improve process knowledge to facilitate future labor negotiations and grievance proceedings; and provide participants with enhanced skills and knowledge to develop and/or strengthen a functioning, democratic work culture and structure internal to the union.

    For the past few years, the Minnesota Department of Corrections, assisted by Sandia National Laboratories, has developed a set of standards for perimeter security at medium, close, and maximum custody correctional facilities in the state. During this process, the threat to perimeter security was examined and concepts about correctional perimeter security were developed. This presentation and paper will review the outcomes of this effort, some of the lessons learned, and the concepts developed during this process and in the course of working with architects, engineers and construction firms as the state upgraded perimeter security at some facilities and planned new construction at other facilities.

The guide is not intended to be all inclusive; however, it will provide an applicant with the type of information required in the application, define lead times, and direct an applicant to the proper source documents for preparing a complete application. The booklet is organized into two sections. The first part outlines the procedures for preparing an application for authorization to export electricity. The second part outlines the procedures for applying for a Presidential Permit to construct, connect, operate, or maintain electric transmission facilities at international boundaries.

    As part of the ICAP (International Code Assessment and Applications Program) agreement between ECN (Netherlands Energy Research Foundation) and USNRC, ECN has performed a number of assessment calculations for the thermohydraulic system analysis code RELAP5/MOD2/36.05. This document describes the assessment of this computer program versus a natural circulation experiment as conducted at the Borssele Nuclear Power Plant. The results of this comparison show that the code RELAP5/MOD2 predicts well the natural circulation behaviour of Nuclear Power Plant Borssele.

    The subject document reports the results of an in-depth investigation of the fiscal year 1992 cost of the City of Minneapolis, Minnesota (Hennepin County) integrated municipal solid waste management (IMSWM) system, the energy consumed to operate the system, and the environmental performance requirements for each of the system`s waste-processing and disposal facilities. Actual data from records kept by participants is reported in this document. Every effort was made to minimize the use of assumptions, and no attempt is made to interpret the data reported. Analytical approaches are documented so that interested analysts may perform manipulation or further analysis of the data. As such, the report is a reference document for municipal solid waste (MSW) management professionals who are interested in the actual costs and energy consumption for a one-year period, of an operating IMSWM system.

    One of the critical challenges of wind power integration is the variable and uncertain nature of the resource. This paper investigates the variability and uncertainty in wind forecasting for multiple power systems in six countries. An extensive comparison of wind forecasting is performed among the six power systems by analyzing the following scenarios: (i) wind forecast errors throughout a year; (ii) forecast errors at a specific time of day throughout a year; (iii) forecast errors at peak and off-peak hours of a day; (iv) forecast errors in different seasons; (v) extreme forecasts with large overforecast or underforecast errors; and (vi) forecast errors when wind power generation is at different percentages of the total wind capacity. The kernel density estimation method is adopted to characterize the distribution of forecast errors. The results show that the level of uncertainty and the forecast error distribution vary among different power systems and scenarios. In addition, for most power systems, (i) there is a tendency to underforecast in winter; and (ii) the forecasts in winter generally have more uncertainty than the forecasts in summer.

  20. Small, modular, low-cost coal-fired power plants for the international market

    This paper presents recent operating results of Coal Tech`s second generation, air cooled, slagging coal combustor, and its application to power plants in the 1 to 20 MW range. This 20 MMBtu/hour combustor was installed in a new demonstration plant in Philadelphia, PA in 1995. It contains the combustion components of a 1 MWe coal fired power plant, a 17,500 lb/hour steam boiler, coal storage and feed components, and stack gas cleanup components. The plant`s design incorporates improvements resulting from 2,000 hours of testing between 1987 and 1993 on a first generation, commercial scale, air cooled combustor of equal thermal rating. Since operations began in early 1996, a total of 51 days of testing have been successfully completed. Major results include durability of the combustor`s refractory wall, excellent combustion with high ash concentration in the fuel, removal of 95% to 100% of the slag in the combustor, very little ash deposition in the boiler, major reduction of in-plant parasitic power, and simplified power system control through the use of modular designs of sub-systems and computer control. Rapid fuel switching between oil, gas, and coal and turndown of up to a factor of three was accomplished. All these features have been incorporated in advanced coal fired plant designs in the 1 to 20 MWe range. Incremental capital costs are only $100 to $200/kW higher than comparable rated gas or oil fired steam generating systems. Most of its components and subsystems can be factory assembled for very rapid field installation. The low capital, low operating costs, fuel flexibility, and compatibility with very high ash fuels, make this power system very attractive in regions of the world having domestic supplies of these fuels.

    The total capacity of grid-connected wave power is just under 700 kW worldwide, dominated by a 350 kW Tapered Channel plant in Norway, and a 150 kW oscillating water column in India. Three smaller plants (20, 30, and 60 kW) are now operating in Japan, as is a 75 kW project at Islay, on the southwest coast of Scotland. These are all land- or breakwater-based systems. A 2 MW plant known as OSPREY, based on a pre-fabricated steel caisson, was briefly deployed as a stand-alone unit off the north coast of Scotland in August 1995. Floating wave energy conversion devices have been ocean tested at a much smaller scale and only for periods of months at a time. Wave energy activities in the US have been confined to regional studies by coastal utilities and state government agencies, with relatively little technology development compared to overseas efforts. A significant opportunity exists in northern California for integrating wave power into a harbor breakwater, and an economic feasibility study of this project is now underway.

    Self-consistent simulations of 15 MA ITER H-mode DT scenarios, from ramp-up through flat-top, are carried out. Electron and ion temperatures, toroidal angular frequency, and currents are evolved, in simulations carried out using the predictive TRANSPort and integrated modeling code starting with initial profiles and equilibria obtained from tokamak simulation code studies. Studies are carried out examining the dependence and sensitivity of fusion power production on electron density, argon impurity concentration, choice of radio frequency heating, pedestal temperature without and with E × B flow shear effects included, and the degree of plasma rotation. The goal of these whole-device ITER simulations is to identify dependencies that might impact ITER fusion performance.

    The goal of the conference was to try to attract a variety of points of view from well-informed people to debate issues concerning nuclear power. Hopefully from that process a better understanding of what one should be doing will emerge. In organizing the conference lessons learned from the previous one were applied. A continuous effort was made to see to it that the arguments for the alternatives to nuclear power were given abundant time for presentation. This is ultimately because nuclear power is going to have to compete with all of the energy technologies. Thus, in discussing energy strategy all of the alternatives must be considered in a reasonable fashion. The structure the conference used has seven sessions. The first six led up to the final session which was concerned with what the future nuclear power strategy should be. Each session focused upon a question concerning the future. None of these questions has a unique correct answer. Rather, topics are addressed where reasonable people can disagree. In order to state some of the important arguments for each session`s question, the combination of a keynote paper followed by a respondent was used. The respondent`s paper is not necessarily included to be a rebuttal to the keynote; but rather, it was recognized that two people will look at a complex question with different shadings. Through those two papers the intention was to get out the most important arguments affecting the question for the session. The purpose of the papers was to set the stage for about an hour of discussion. The real product of this conference was that discussion.

  13. Feasibility Study of Economics and Performance of Solar PV at the Atlas Industrial Park in Duluth, Minnesota

    The U.S. Environmental Protection Agency (EPA) Region 5, in accordance with the RE-Powering America's Land initiative, selected the Atlas Industrial Park in Duluth, Minnesota, for a feasibility study of renewable energy production. The EPA provided funding to the National Renewable Energy Laboratory (NREL) to support a feasibility study of solar renewable energy generation at the Atlas Industrial Park. NREL provided technical assistance for this project but did not assess environmental conditions at the site beyond those related to the performance of a photovoltaic (PV) system. The purpose of this study is to assess the site for a possible PV installation and estimate the cost, performance, and site impacts of different PV configurations. In addition, the study evaluates financing options that could assist in the implementation of a PV system at the site.

  14. Long-Term Wind Power Variability

    The National Renewable Energy Laboratory started collecting wind power data from large commercial wind power plants (WPPs) in southwest Minnesota with dedicated dataloggers and communication links in the spring of 2000. Over the years, additional WPPs in other areas were added to and removed from the data collection effort. The longest data stream of actual wind plant output is more than 10 years. The resulting data have been used to analyze wind power fluctuations, frequency distribution of changes, the effects of spatial diversity, and wind power ancillary services. This report uses the multi-year wind power data to examine long-term wind power variability.

    The workshop addressed the future of nuclear power and nonproliferation in light of global nuclear energy developments, changing US policy and growing concerns about nuclear proliferation and terrorism. The discussion reflected wide agreement on the need for nuclear power, the necessity of mitigating any proliferation and terrorism risks and support for international cooperation on solutions. There were considerable differences on the nature and extent of the risks of differing fuel cycle choices. There was some skepticism about the prospects for a global nuclear energy renaissance, but there was a recognition that nuclear power would expand somewhat in the decades ahead with some states expanding capacity dramatically (e.g., China) and at least a few new states developing nuclear power programs. It was also argued by some participants that under the right conditions, a genuine renaissance could occur some decades from now. The prospects for a dramatic growth in nuclear power will depend on the ability of governments and industry to address these concerns, including the effectiveness of, and the resources devoted to, plans to develop and implement technologies and approaches that strengthen nonproliferation, nuclear materials accountability and nuclear security Several participants noted that the United States will not be able to continue to lead global nonproliferation efforts and to shape the growth of nuclear power as well as the global environment and energy debates without a robust US nuclear energy program. Some participants argued that fully integrating nuclear energy growth and nonproliferation, proliferation resistance and physical protection objectives was possible. The growing consensus on these objectives and the growing concern about the potential impact of further proliferation on the industry was one reason for optimism.   16. Reuse of Treated Internal or External Wastewaters in the Cooling Systems of Coal-Based Thermoelectric Power Plants

    This study evaluated the feasibility of using three impaired waters - secondary treated municipal wastewater, passively treated abandoned mine drainage (AMD), and effluent from ash sedimentation ponds at power plants - for use as makeup water in recirculating cooling water systems at thermoelectric power plants. The evaluation included assessment of water availability based on proximity and relevant regulations as well as feasibility of managing cooling water quality with traditional chemical management schemes. Options for chemical treatment to prevent corrosion, scaling, and biofouling were identified through review of current practices, and were tested at bench and pilot-scale. Secondary treated wastewater is the most widely available impaired water that can serve as a reliable source of cooling water makeup. There are no federal regulations specifically related to impaired water reuse but a number of states have introduced regulations with primary focus on water aerosol 'drift' emitted from cooling towers, which has the potential to contain elevated concentrations of chemicals and microorganisms and may pose health risk to the public. It was determined that corrosion, scaling, and biofouling can be controlled adequately in cooling systems using secondary treated municipal wastewater at 4-6 cycles of concentration. The high concentration of dissolved solids in treated AMD rendered difficulties in scaling inhibition and requires more comprehensive pretreatment and scaling controls. Addition of appropriate chemicals can adequately control corrosion, scaling and biological growth in ash transport water, which typically has the best water quality among the three waters evaluated in this study. The high TDS in the blowdown from pilot-scale testing units with both passively treated mine drainage and secondary treated municipal wastewater and the high sulfate concentration in the mine drainage blowdown water were identified as the main challenges for blowdown disposal

    A study is made of a solar energy system for space heating a 97,000-square-foot office, factory, and warehouse building owned by Telex Communications, Inc. in Blue Earth, Minnesota. The solar system has 11,520 square feet of ground-oriented flat-plate collectors and a 20,000-gallon storage tank inside the building. Freeze protection is by drainback. Solar heated water from the storage tank circulates around the clock throughout the heating season to heating coils in the ducts. The system achieves its design solar fraction, is efficient, and generally reliable, but not cost-effective. Performance data for the solar system was collected by the National Solar Data Network for three heating seasons from 1978 to 1981. Because of a freeze-up of the collector array in December 1978, the solar system was only partially operational in the 1978 to 1979 heating season. The data in this report were collected in the 1979 to 1980 and 1980 to 1981 heating seasons.

    A 1-MW geothermal wellhead power plant incorporating a Lysholm or helical screw expander (HSE) was field tested between 1980 and 1983 by Mexico, Italy, and New Zealand with technical assistance from the United States. The objectives were to provide data on the reliability and performance of the HSE and to assess the costs and benefits of its use. The range of conditions under which the HSE was tested included loads up to 933 kW, mass flowrates of 14,600 to 395, 000 lbs/hr, inlet pressures of 64 to 220 psia, inlet qualities of 0 to 100%, exhaust pressures of 3.1 to 40 psia, total dissolved solids up to 310,000 ppM, and noncondensible gases up to 38% of the vapor mass flow. Typical machine efficiencies of 40 to 50% were calculated. For most operations efficiency increased approximately logarithmically with shaft power, while inlet quality and rotor speed had only small effects. The HSE was designed with oversized internal clearances in the expectation that adherent scale would form during operation. Improvements in machine efficiency of 3.5 to 4 percentage points were observed over some test periods with some scale deposition. A comparison with a 1-MW back-pressure turbine showed that the HSE can compete favorably under certain conditions. The HSE was found to be a rugged energy conversion machine for geothermal applications, but some subsystems were found to require further development. 7 refs., 28 figs., 5 tabs.

    Traditionally, probabilistic risk assessments (PRA) of severe accidents in nuclear power plants have considered initiating events potentially occurring only during full power operation. Some previous screening analyses that were performed for other modes of operation suggested that risks during those modes were small relative to full power operation. However, more recent studies and operational experience have implied that accidents during low power and shutdown could be significant contributors to risk. During 1989, the Nuclear Regulatory Commission (NRC) initiated an extensive program to carefully examine the potential risks during low power and shutdown operations. The program includes two parallel projects being performed by Brookhaven National Lab. (BNL) and Sandia National Labs. (SNL). Two plants, Surry (pressurized water reactor) and Grand Gulf (boiling water reactor), were selected as the plants to be studied. The objectives of the program are to assess the risks of severe accidents initiated during plant operational states other than full power operation and to compare the estimated core damage frequencies, important accident sequences and other qualitative and quantitative results with those accidents initiated during full power operation as assessed in NUREG-1150. The objective of this volume of the report is to document the approach utilized in the level-1 internal events PRA for the Surry plant, and discuss the results obtained. A phased approach was used in the level-1 program. In phase 1, which was completed in Fall 1991, a coarse screening analysis examining accidents initiated by internal events (including internal fire and flood) was performed for all plant operational states (POSs). The objective of the phase 1 study was to identify potential vulnerable plant configurations, to characterize (on a high, medium, or low basis) the potential core damage accident scenarios, and to provide a foundation for a detailed phase 2 analysis.

It also contains an appendix that documents the part of the phase 1 study that has to do with POSs other than mid-loop operation. Internal fire and internal flood analyses are documented in Volumes 3 and 4. A separate study on seismic analysis, documented in Volume 5, was performed for the NRC by Future Resources Associates, Inc. Volume 6 documents the accident progression, source terms, and consequence analysis.

    Paleorecords from Minnesota and adjacent areas have often been used to evaluate large-scale climatic processes in the mid-continent of North America. However, most of these records are compromised by chronological flaws, making problematic any comparisons with climatic interpretations based on other records (e.g., GISP2 in Greenland). We report here a high-resolution pollen record with a secure chronology constrained by 26 {sup 14}C dates on terrestrial macrofossils from Steel Lake, central Minnesota. About 11,200 years ago (calibrated yr BP) the late-glacial Picea forest near Steel Lake was succeeded abruptly by Pinus banksiana and/or resinosa. The Pinus forest began to open 9.4 ka cal BP with the expansion of prairie taxa, and a pine parkland or savanna prevailed until about 8 ka cal BP, when Quercus replaced Pinus to become the dominant tree in the prairie areas for 4500 years. The close chronological control permits the correlation of key vegetational changes with those at other reliably dated sites in the eastern Dakotas and in Minnesota, suggesting that the abrupt decline of the spruce forest was time-transgressive from southwest to northeast during 2000 years, and that the development of prairie was time-transgressive in the same direction over 2600 years. Correlation of key pollen horizons at Steel Lake with those in the high-resolution pollen profiles of Elk Lake, ca. 50 km northwest of Steel Lake, suggests that the well-known Elk Lake varve chronology for the early Holocene is about 1000 years too young.

    The contents and results of two large computerized data bases maintained by the Minnesota Department of Administration are described and analyzed. One contains information on monthly fuel use from 1972 through 1978 for 42 large state facilities: community colleges, state universities, hospitals, prisons, and office buildings. The second contains the results of detailed engineering audits performed at 41 such institutions. The audits cover 270 buildings and include 2010 individual energy conservation recommendations. Several data base management issues are discussed. These include errors and their identification, development of simple and consistent definitions for key terms, and collection of information on the major determinants of energy use and conservation potentials at these facilities.

    This report describes the Underground Energy Storage Program's efforts to characterize physicochemical processes at DOE's ATES Field Test Facility (FTF) located on the University of Minnesota campus at St. Paul, Minnesota. Experimental efforts include: field tests at the St. Paul FTF to characterize fluid injectability and to evaluate the effectiveness of fluid-conditioning equipment, geochemical studies to investigate chemical reactions resulting from alterations to the aquifer's thermal regime, and laboratory tests on sandstone core from the site.     On November 1-5, 1994, the Energy & Environmental Research Center (EERC) and Power Research Institute of Prague cosponsored their second conference since 1991 in the Czech Republic, entitled ``Energy and Environment: Transitions in East Central Europe.`` This conference was a continuation of the EERC`s joint commitment, initiated in 1190, to facilitate solutions to short- and long-term energy and environmental problems in East Central Europe. Production of energy from coal in an environmentally acceptable manner is a critical issue facing East Central Europe, because the region continues to rely on coal as its primary energy source. The goal of the conference was to develop partnerships between industry, government, and the research community in East Central Europe and the United States to solve energy and environmental issues in a manner that fosters economic development. Among the topics addressed at the conference were: conventional and advanced energy generation systems; economic operation of energy systems; air pollution controls; power system retrofitting and repowering, financing options; regulatory issues; energy resource options; waste utilization and disposal; and long-range environmental issues.     C. Trillo I has developed a model of the plant with RELAP5/MOD2/36.04. This model will be validated against a selected set of start-up tests. One of the transients selected to that aim is the turbine trip, which presents very specific characteristics that make it significantly different from the same transient in other PWRs of different design, the main difference being that the reactor is not tripped: a reduction in primary power is carried out instead. Pre-test calculations were done of the Turbine Trip Test and compared against the actual test. Minor problems in the first model, specially in the Control and Limitation Systems, were identified and post-test calculations had been carried out. The results show a good agreement with data for all the compared variables.

    For this project, Amaris worked with U.S. Department of Energy (DOE) team, NorthernSTAR Building America Partnership, to develop the first Zero Energy Ready Home (ZERH) in Minnesota's cold climate using reasonable, cost-effective, and replicable construction materials and practices. The result is a passive solar, super-efficient 3542-ft2 walkout ranch-style home with all the creature comforts. Along with meeting ZERH standards, Amaris also achieved certifications for Leadership in Energy & Environmental Design for Homes v4, MN Green Path Emerald, and a Builders Association of the Twin Cities Reggie Award of Excellence. The home achieves a HERS score of 41 without photovoltaics; with PV, the home achieves a HERS score of 5.

    An internal shim used to accurately measure spaces in conjunction with a standard small probe has a shim top and a chassis. The internal shim is adjustably fixed within the space to be measured using grippers that emerge from the chassis and which are controlled by an arm pivotably attached to the shim top. A standard small probe passes through the shim along guides on the chassis and measures the distance between the exterior of the chassis and the boundary. By summing the measurements on each side of the chassis and the width of the chassis, the dimension of the space can be determined to within 0.001 inches.

    A self-powered microthermionic converter having an internal thermal power source integrated into the microthermionic converter. These converters can have high energy-conversion efficiencies over a range of operating temperatures. Microengineering techniques are used to manufacture the converter. The utilization of an internal thermal power source increases potential for mobility and incorporation into small devices. High energy efficiency is obtained by utilization of micron-scale interelectrode gap spacing. Alpha-particle emitting radioisotopes can be used for the internal thermal power source, such as curium and polonium isotopes.

    The proposed internationally monitored retrievable storage system (IMRSS) is intended to provide an orderly and secure alternative to continuation of the current individualistic spent-fuel management trends in nuclear-power countries. The IMRSS concept, in its broadest terms, proposes that an international entity undertake the management responsibility for spent fuel after its discharge from power plant cooling ponds. The IMRSS envisages international management of a small number of surface (or near-surface) storage facilities distributed globally (in major nuclear countries and elsewhere) and a transportation system between nuclear plants and the storage facilities. The International Atomic Energy Agency (IAEA) would maintain responsibility for adherence to safeguards criteria. The IMRSS operation would be similar to that of an international bank, with each nation maintaining title to its spent fuel and able to withdraw it for peaceful purposes. The system would provide transparency, accountability, and security. The IMRSS would be a step to establishing an inter- national regime for the prudent management of spent fuel and excess civilian plutonium. The IMRSS concept has been studied in three international workshops. Among the major issues that have been addressed are the global distribution of spent fuel if current trends continue, the need for international criteria and management to ensure public health and nonproliferation, the value of spent-fuel retrievability, the future role of a plutonium resource in the fuel cycle, the operating format of a practical IMRSS, and the integration of an IMRSS with existing geopolitical agreements and arrangements.

    This document presents an overview of key international energy trends for production, consumption, imports, and exports of primary energy commodities in over 200 countries, dependencies, and areas of special sovereignty. Also included are population and gross domestic product data, as well as prices for crude oil and petroleum products in selected countries. Renewable energy includes hydroelectric, geothermal, solar and wind electric power and alcohol for fuel. The data were largely derived from published sources and reports from US Embassy personnel in foreign posts. EIA also used data from reputable secondary sources, industry reports, etc.

    The International Energy Outlook 1998 (IEO98) presents an assessment by the Energy Information Administration (EIA) of the outlook for international energy markets through 2020. Projections in IEO98 are displaced according to six basic country groupings. The industrialized region includes projections for four individual countries -- the United States, Canada, Mexico, and Japan -- along with the subgroups Western Europe and Australasia (defined as Australia, New Zealand, and the US Territories). The developing countries are represented by four separate regional subgroups: developing Asia, Africa, Middle East, and Central and South America. China and India are represented in developing Asia. New to this year`s report, country-level projections are provided for Brazil -- which is represented in Central and South America. Eastern Europe and the former Soviet Union (EE/FSU) are considered as a separate country grouping. The report begins with a review of world trends in energy demand. Regional consumption projections for oil, natural gas, coal, nuclear power, and renewable energy (hydroelectricity, geothermal, wind, solar, and other renewables) are presented in five fuel chapters, with a review of the current status of each fuel on a worldwide basis. Summary tables of the IEO98 projections for world energy consumption, carbon emissions, oil production, and nuclear power generating capacity are provided in Appendix A. 88 figs., 77 tabs.

The result is a passive solar, super-efficient 3542-ft2 walkout rambler with all the creature comforts.

    The goal of the Minnesota net metering policy is to give the maximum possible encouragement to distributed generation assets, especially solar electric systems (MN 2008). However, according to a published set of best practices (NNEC 2008) that prioritize the maximum development of solar markets within states, the Minnesota policy does not incorporate many of the important best practices that may help other states transform their solar energy markets and increase the amount of grid-connected distributed solar generation assets. Reasons cited include the low system size limit of 40kW (the best practices document recommends a 2 MW limit) and a lack of language protecting generators from additional utility fees. This study was conducted to compare Minnesota's policies to national best practices. It provides an overview of the current Minnesota policy in the context of these best practices and other jurisdictions' net metering policies, as well as a qualitative assessment of the impacts of raising the system size cap within the policy based on the experiences of other states.

    Verdant Power, Inc, working in partnership with the National Renewable Energy Laboratory (NREL), Sandia National Laboratories (SNL), and the University of Minnesota St. Anthony Falls Laboratory (SAFL), among other partners, used evolving Computational Fluid Dynamics (CFD) and Finite Element Analysis (FEA) models and techniques to improve the structure and fabrication of large, high-power composite Kinetic Hydropower System (KHPS) rotor blades. The objectives of the project were to: design; analyze; develop for manufacture and fabricate; and thoroughly test, in the lab and at full scale in the water, the improved KHPS rotor blade.

    This final report for Grant #DE-FG02-06ER64241, MN Center for Renewable Energy, will address the shared institutional work done by Minnesota State University, Mankato and Minnesota West Community and Technical College during the time period of July 1, 2006 to December 30, 2008. There was a no-cost extension request approved for the purpose of finalizing some of the work. The grant objectives broadly stated were to 1) develop educational curriculum to train technicians in wind and ethanol renewable energy, 2) determine the value of cattails as a biomass crop for production of cellulosic ethanol, and 3) research in Optimization of Bio-Fuels in Internal Combustion Engines. The funding for the MN Center for Renewable Energy was spent on specific projects related to the work of the Center.

    The following report documents the progress of the Cummins Power Generation (CPG) SECA Phase 1 SOFC development and final testing under the U.S. Department of Energy Solid State Energy Conversion Alliance (SECA) contract DE-FC26-01NT41244. This report overviews and summarizes CPG and partner research development leading to successful demonstration of the SECA Phase 1 objectives and significant progress towards SOFC commercialization. Significant Phase 1 Milestones: (1) Demonstrated: (a) Operation meeting Phase 1 requirements on commercial natural gas. (b) LPG and Natural Gas CPOX fuel reformers. (c) SOFC systems on dry CPOX reformate. (c) Steam reformed Natural Gas operation. (d) Successful start-up and shut-down of SOFC system without inert gas purge. (e) Utility of stack simulators as a tool for developing balance of plant systems. (2) Developed: (a) Low cost balance of plant concepts and compatible systems designs. (b) Identified low cost, high volume components for balance of plant systems. (c) Demonstrated high efficiency SOFC output power conditioning. (d) Demonstrated SOFC control strategies and tuning methods. The Phase 1 performance test was carried out at the Cummins Power Generation facility in Minneapolis, Minnesota starting on October 2, 2006. Performance testing was successfully completed on January 4, 2007 including the necessary steady-state, transient, efficiency, and peak power operation tests.

    The major objective of the Surry internal flood analysis was to provide an improved understanding of the core damage scenarios arising from internal flood-related events. The mean core damage frequency of the Surry plant due to internal flood events during mid-loop operations is 4.8E-06 per year, and the 5th and 95th percentiles are 2.2E-07 and 1.8E-05 per year, respectively. Some limited sensitivity calculations were performed on three plant improvement options. The most significant result involves modifications of intake-level structure on the canal, which reduced core damage frequency contribution from floods in mid-loop by about 75%.
