    In this second study on solutions to ice dams in 1-1/2 story homes, five test homes located in both cold and very cold climates were analyzed for air leakage reduction rates following modifications by independent contractors on owner-occupied homes. The reason for choosing this house type was they are very common in our area and very difficult to air seal and insulate effectively. Two projects followed a roof-only Exterior Thermal Moisture Management System (ETMMS) process. One project used an interior-only approach to roof air sealing and insulation. The remaining two projects used a deep energy retrofit approach for whole house (foundation wall, above grade wall, roof) air leakage and heat loss reduction. All were asked to provide information regarding project goals, process, and pre and post-blower door test results. Additional air leakage reduction data was provided by several NorthernSTAR Building America industry partners for interior-applied, roof-only modifications on 1-1/2 story homes. The data represents homes in the general market as well as homes that were part of the state of Minnesota weatherization program. A goal was to compare exterior air sealing methods with interior approaches. This pool of data enabled us to compare air tightness data from over 220 homes using similar air seal methods.

    Building science research supports installing exterior (soil side) foundation insulation as the optimal method to enhance the hygrothermal performance of new homes. With exterior foundation insulation, water management strategies are maximized while insulating the basement space and ensuring a more even temperature at the foundation wall. However, such an approach can be very costly and disruptive when applied to an existing home, requiring deep excavation around the entire house. The NorthernSTAR Building America Partnership team implemented an innovative, minimally invasive foundation insulation upgrade technique on an existing home. The approach consisted of using hydrovac excavation technology combined with a liquid insulating foam. The team was able to excavate a continuous 4" wide by 4' to 5' deep trench around the entire house, 128 linear feet, except for one small part under the stoop that was obstructed with concrete debris. The combination pressure washer and vacuum extraction technology also enabled the elimination of large trenches and soil stockpiles normally produced by backhoe excavation. The resulting trench was filled with liquid insulating foam, which also served as a water-control layer of the assembly. The insulation was brought above grade using a liquid foam/rigid foam hybrid system and terminated at the top of the rim joist. Cost savings over the traditional excavation process ranged from 23% to 50%. The excavationless process could result in even greater savings since replacement of building structures, exterior features, utility meters, and landscaping would be minimal or non-existent in an excavationless process.

    Are there advantages to states that adopt the most recent model building energy codes other than saving energy? For example, can the construction activity and energy savings associated with code-compliant housing units become significant sources of job creation for states if new building energy codes are adopted to cover residential construction? , The U.S. Department of Energy (DOE) Building Energy Codes Program (BECP) asked Pacific Northwest National Laboratory (PNNL) to research and ascertain whether jobs would be created in individual states based on their adoption of model building energy codes. Each state in the country is dealing with high levels of unemployment, so job creation has become a top priority. Many programs have been created to combat unemployment with various degrees of failure and success. At the same time, many states still have not yet adopted the most current versions of the International Energy Conservation Code (IECC) model building energy code, when doing so could be a very effective tool in creating jobs to assist states in recovering from this economic downturn.

    The Minnesota Valley Alfalfa Producers (MnVAP) propose to build an alfalfa processing plant integrated with an advanced power plant system at the Granite Falls, Minnesota Industrial Park to provide 75 MW of base load electric power and a competitively priced source of value added alfalfa based products. This project will utilize air blown fluidized bed gasification technology to process alfalfa stems and another biomass to produce a hot, clean, low heating value gas that will be used in a gas turbine. Exhaust heat from the gas turbine will be used to generate steam to power a steam turbine and provide steam for the processing of the alfalfa leaf into a wide range of products including alfalfa leaf meal, a protein source for livestock. The plant will demonstrate high efficiency and environmentally compatible electric power production, as well as increased economic yield from farm operations in the region. The initial phase of the Minnesota Agripower Project (MAP) will be to perform alfalfa feedstock testing, prepare preliminary designs, and develop detailed plans with estimated costs for project implementation. The second phase of MAP will include detailed engineering, construction, and startup. Full commercial operation will start in 2001.

    The author discusses the problems associated with scrap tires. For example, surface storing of scrap tires poses a fire hazard and the rainwater trapped in the tire casings is an ideal breeding ground for mosquitoes. Use as a fuel for energy production is unattractive as long as oil retails at its present low price. Past reclamation processes have not met expectations. Legislation alone is not the answer, because scrap tires cannot be regulated out of existence. However, the Minnesota state legislature has come up with an approach that seems to be successful. It has passed the Waste Tire Act, which not only formulates regulations but also provides funding for research and development. Thus, it has established a tire disposal fund for financing construction costs of tire recycling facilities. One of the outcomes was the construction of the St. Louis county Waste Tire Recycling Facility. Through a leasing arrangement with Minneapolis-based Rubber Elastomerics, Inc. (RRE), construction costs financed by the tire disposal fund eventually will be repaid by RRE to the fund. The arrangement is described in detail. By a process also described, RRE produces a product that can be used in thermoset and in thermoplastic compounds. The user can incorporate between 50 percent and 85 percent of the recycled product into a rubber or plastic compound without significantly affecting the physical properties of the compound.

    For the past few years, the Minnesota Department of Corrections, assisted by Sandia National Laboratories, has developed a set of standards for perimeter security at medium, close, and maximum custody correctional facilities in the state. During this process, the threat to perimeter security was examined and concepts about correctional perimeter security were developed. This presentation and paper will review the outcomes of this effort, some of the lessons learned, and the concepts developed during this process and in the course of working with architects, engineers and construction firms as the state upgraded perimeter security at some facilities and planned new construction at other facilities.

    As the universe of sources subject to air regulations continues to expand, traditional compliance and enforcement approaches that evaluate compliance status and address noncompliance one source at-a-time, are becoming less useful. In addition, increasing complexity of state and federal air regulations are a drain on resources as regulatory agencies try to manage Title V Permitting, new NESHAPS standards for hazardous air pollutants and new monitoring requirements associated with Title V Permits. In order to keep pace, regulatory agencies can use alternative approaches to compliance and enforcement that maximize resources while improving rates of compliance with state and federal air requirements. This paper discusses approaches used by the Minnesota Pollution Control Agency that are designed to improve compliance rates using non-conventional compliance and enforcement techniques. Approaches discussed include sector based initiatives, compliance assistance activities, and initiatives that encourage companies to conduct compliance self-assessments. Specific initiatives that have been used in 1996 and that are ongoing in 1997 are presented, including the purpose and outcome of these efforts.

    The University of Minnesota aquifer thermal energy storage (ATES) system has been operated as a field test facility (FTF) since 1982. The objectives were to design, construct, and operate the facility to study the feasibility of high-temperature ATES in a confined aquifer. Four short-term and two long-term cycles were previously conducted, which provided a greatly increased understanding of the efficiency and geochemical effects of high-temperature aquifer thermal energy storage. The third long-term cycle (LT3) was conducted to operate the ATES system in conjunction with a real heating load and to further study the geochemical impact that heated water storage had on the aquifer. For LT3, the source and storage wells were modified so that only the most permeable portion, the Ironton-Galesville part, of the Franconia-Ironton-Galesville aquifer was used for storage. This was expected to improve storage efficiency by reducing the surface area of the heated volume and simplify analysis of water chemistry results by reducing the number of aquifer-related variables which need to be considered. During LT3, a total volume of 63.2 {times} 10{sup 3} m {sup 3} of water was injected at a rate of 54.95 m{sup 3}/hr into the storage well at a mean temperature of 104.7{degrees}C. Tie-in to the reheat system of the nearby Animal Sciences Veterinary Medicine (ASVM) building was completed after injection was completed. Approximately 66 percent (4.13 GWh) of the energy added to the aquifer was recovered. Approximately 15 percent (0.64 GWh) of the usable (10 building. Operations during heat recovery with the ASVM building`s reheat system were trouble-free. Integration into more of the ASVM (or other) building`s mechanical systems would have resulted in significantly increasing the proportion of energy used during heat recovery.

    The U.S. Environmental Protection Agency (EPA) launched the RE-Powering America's Land initiative to encourage development of renewable energy on potentially contaminated land and mine sites. EPA collaborated with the U.S. Department of Energy's (DOE's) National Renewable Energy Laboratory (NREL) and the Mille Lacs Band of Chippewa Indians to evaluate the wind resource and examine the feasibility of a wind project at a contaminated site located on the Mille Lacs Indian Reservation in Minnesota. The wind monitoring effort involved the installation of a 60-m met tower and the collection of 18 months of wind data at multiple heights above the ground. This report focuses on the wind resource assessment, the estimated energy production of wind turbines, and an assessment of the economic feasibility of a potential wind project sited this site.

    The 2009 and 2012 International Energy Conservation Codes (IECC) yield positive benefits for Minnesota homeowners. Moving to either the 2009 or 2012 IECC from the current Minnesota Residential Energy Code is cost effective over a 30-year life cycle. On average, Minnesota homeowners will save $1,277 over 30 years under the 2009 IECC, with savings still higher at $9,873 with the 2012 IECC. After accounting for upfront costs and additional costs financed in the mortgage, homeowners should see net positive cash flows (i.e., cumulative savings exceed cumulative cash outlays) in 3 years for the 2009 IECC and 1 year for the 2012 IECC. Average annual energy savings are $122 for the 2009 IECC and $669 for the 2012 IECC.

    Past efforts to identify areas having higher than average indoor radon concentrations by examining the statistical relationship between local mean concentrations and physical parameters such as the soil radium concentration have been hampered by the noise in local means caused by the small number of homes monitored in some or most areas, In the present paper, indoor radon data from a survey in Minnesota are analyzed in such a way as to minimize the effect of finite sample size within counties, in order to determine the true county-to-county variation of indoor radon concentrations in the state and the extent to which this variation is explained by the variation in surficial radium concentration among counties, The analysis uses hierarchical modeling, in which some parameters of interest (such as county geometric mean (GM) radon concentrations) are assumed to be drawn from a single population, for which the distributional parameters are estimated from the data. Extensions of this technique, known as a random effects regression and mixed effects regression, are used to determine the relationship between predictive variables and indoor radon concentrations; the results are used to refine the predictions of each county's radon levels, resulting in a great decrease in uncertainty. The true county-to-county variation of GM radon levels is found to be substantially less than the county-to-county variation of the observed GMs, much of which is due to the small sample size in each county. The variation in the logarithm of surficial radium content is shown to explain approximately 80% of the variation of the logarithm of GM radon concentration among counties. The influences of housing and measurement factors, such as whether the monitored home has a basement and whether the measurement was made in a basement, are also discussed. This approach offers a self-consistent statistical method for predicting the mean values of indoor radon concentrations or other geographically distributed environmental parameters.

    While the International Energy Conservation Code 2012 (IECC 2012) has been adopted at a national level, only two cold climate states have adopted it as their new home energy code. Understanding the resistance to adoption is important in assisting more states accept the code and engage deep energy strategies nationwide. This three-part assessment by the NorthernSTAR Building America Partnership was focused on foundation insulation R-values for cold climates and the design, construction, and performance implications. In Part 1 a literature review and attendance at stakeholder meetings held in Minnesota were used to assess general stakeholder interest and concerns regarding proposed code changes. Part 2 includes drawings of robust foundation insulation systems that were presented at one Minnesota stakeholder meeting to address critical issues and concerns for adopting best practice strategies. In Part 3 a sampling of builders participated in a telephone interview to gain baseline knowledge on insulation systems used to meet the current energy code and how the same builders propose to meet the new proposed code.

    Builders generally use a 'spec and purchase' business management system (BMS) when implementing energy efficiency. A BMS is the overall operational and organizational systems and strategies that a builder uses to set up and run its company. This type of BMS treats building performance as a simple technology swap (e.g. a tank water heater to a tankless water heater) and typically compartmentalizes energy efficiency within one or two groups in the organization (e.g. purchasing and construction). While certain tools, such as details, checklists, and scopes of work, can assist builders in managing the quality of the construction of higher performance homes, they do nothing to address the underlying operational strategies and issues related to change management that builders face when they make high performance homes a core part of their mission. To achieve the systems integration necessary for attaining 40% + levels of energy efficiency, while capturing the cost tradeoffs, builders must use a 'systems approach' BMS, rather than a 'spec and purchase' BMS. The following attributes are inherent in a systems approach BMS; they are also generally seen in quality management systems (QMS), such as the National Housing Quality Certification program: Cultural and corporate alignment, Clear intent for quality and performance, Increased collaboration across internal and external teams, Better communication practices and systems, Disciplined approach to quality control, Measurement and verification of performance, Continuous feedback and improvement, and Whole house integrated design and specification.

    In this second study on solutions to ice dams in 1-1/2 story homes, five test homes located in both cold and very cold climates were analyzed for air leakage reduction rates following modifications by independent contractors on owner-occupied homes. The reason for choosing this house type was they are very common in our area and very difficult to air seal and insulate effectively. Two projects followed a roof-only Exterior Thermal Moisture Management System (ETMMS) process. One project used an interior-only approach to roof air sealing and insulation. The remaining two projects used a deep energy retrofit approach for whole house (foundation wall, above grade wall, roof) air leakage and heat loss reduction. All were asked to provide information regarding project goals, process, and pre and post-blower door test results. Additional air leakage reduction data was provided by several NorthernSTAR Building America industry partners for interior-applied, roof-only modifications on 1-1/2 story homes. The data represents homes in the general market as well as homes that were part of the state of Minnesota weatherization program. A goal was to compare exterior air sealing methods with interior approaches. This pool of data enabled us to compare air tightness data from over 220 homes using similar air seal methods.

    Commercial Buildings Characteristics 1992 presents statistics about the number, type, and size of commercial buildings in the United States as well as their energy-related characteristics. These data are collected in the Commercial Buildings Energy Consumption Survey (CBECS), a national survey of buildings in the commercial sector. The 1992 CBECS is the fifth in a series conducted since 1979 by the Energy Information Administration. Approximately 6,600 commercial buildings were surveyed, representing the characteristics and energy consumption of 4.8 million commercial buildings and 67.9 billion square feet of commercial floorspace nationwide. Overall, the amount of commercial floorspace in the United States increased an average of 2.4 percent annually between 1989 and 1992, while the number of commercial buildings increased an average of 2.0 percent annually.

    Swarms of both reversed-polarity (R, older) and normal-polarity (N, younger) basaltic dikes help to define the evolution of the Minnesota portion of the Midcontinent Rift of North America. Each swarm, representing fissure-feeders for a package of overlying plateau lavas now eroded away, shows the direction of least principal stress at that time and place in the complex evolution of this abortive but nearly-successful rift. Paleomagnetic pole determinations for Carlton county (CC) and Grand Portage (GP) R dikes are coincident along the Logan Loop of the Proterozoic track, showing essential contemporaneity, though their trends are different (N.30/sup 0/E vs. N. 70-90/sup 0/E.) and they are 250 km apart. These poles match that of the R lavas of the North Shore Volcanic Group (NSVG) and imply a younger age than the R Logan sills and dikes. The geochemistry of the dikes (71 analyses) also correlates well with NSVG flows, ranging from olivine tholeiites to transitional basalts and basaltic andesites and is similar to tholeiites of Columbia River, Parana, and Tertiary No. Atlantic provinces. Though each swarm shows a range of compositions, some are dominantly more evolved, whereas others contain more primitive dikes with higher Al, Mg/Fe, Cr and Ni and lower Fe, Ti, P and LIL's. An early major episode of rifting during the R polarity interval was followed by at least one major N episode in Minnesota before the final one along the present Lake Superior syncline axis. Rifting directions and mantle sources were different for each episode as shown by cross-trending dike sets, indicating complex rift development.

    This is a study of the issues and opportunities for building-integrated PV products, seen primarily from the perspective of the design community. Although some quantitative analysis is included, and limited interviews are used, the essence of the study is qualitative and subjective. It is intended as an aid to policy makers and members of the technical community in planning and setting priorities for further study and product development. It is important to remember that the success of a product in the building market is not only dependent upon its economic value; the diverse group of building owners, managers, regulators, designers, tenants and users must also find it practical, aesthetically appealing and safe. The report is divided into 11 sections. A discussion of technical and planning considerations is followed by illustrative diagrams of different wall and roof assemblies representing a range of possible PV-integration schemes. Following the diagrams, several of these assemblies are then applied to a conceptual test building which is analyzed for PV performance. Finally, a discussion of mechanical/electrical building products incorporating PVs is followed by a brief surveys of cost issues, market potential and code implications. The scope of this report is such that most of the discussion does not go beyond stating the questions.     Green buildings, also known as sustainable buildings, resource efficient buildings, and high performance buildings, are structures that minimize the impact on the environment by using less energy and water, reducing solid waste and pollutants, and limiting the depletion of natural resources. As Idaho National Laboratory (INL) becomes the nations premier nuclear energy research laboratory, the physical infrastructure will be established to help accomplish the mission. This infrastructure, particularly the buildings, should incorporate green design features in order to be environmentally responsible and reflect an image of progressiveness and innovation to the public and prospective employees. With this in mind, the recommendations described in this strategy are intended to form the INL foundation for green building standards. The recommendations in this strategy are broken down into three levels: Baseline Minimum, Leadership in Energy and Environmental Design (LEED)Certification, and Innovative. Baseline Minimum features should be included in all new occupied buildings no matter what the purpose or size. These features do not require significant research, design, or capital costs and yet they can reduce Operation and Maintenance (O&M) costs and produce more environmentally friendly buildings. LEED Certification features are more aggressive than the Baseline Minimums in that they require documentation, studies, and/or additional funding. Combined with the Baseline Minimums, many of the features in this level will need to be implemented to achieve the goal of LEED certification. LEED Silver certification should be the minimum goal for all new buildings (including office buildings, laboratories, cafeterias, and visitor centers) greater than 25,000 square feet or a total cost of $10 million. Innovative features can also contribute to LEED certification, but are less mainstream than those listed in the previous two levels. These features are identified as areas where INL can demonstrate leadership but they could require significant upfront cost, additional studies, and/or development. Appendix A includes a checklist summary of the INL Green Building Strategy that can be used as a tool during the design process when considering which green building features to include. It provides a quick reference for determining which strategies have lower or no increased capital cost, yield lower O&M costs, increase employee productivity, and contribute to LEED certification.

    This chapter covers research advances in passive solar buildings research during the time span from 1982 through 1991. These advances fall within the following categories: (1) short-term energy monitoring, (2) heat transport by natural convection within buildings, and (3) design guidelines and design tools. In short-term energy monitoring, a simulation model of the building is calibrated, based on data taken in a 3-day test. The method accurately predicts performance over an extended period. Heat transport through doorways is characterized for complex situations that arise in passive solar buildings. Simple concepts and models adequately describe the energy transport in many situations of interest. In a new approach, design guidelines are automatically generated for any specific locality. Worksheets or an accompanying computer program allow the designer to quickly and accurately evaluate performance and investigate design alternatives. 29 refs., 19 figs., 2 tabs.

The database is a data repository as well. A series of Web-based data-entry templates allows anyone to enter information about a building project into the database. Once a project has been submitted, each of the partner organizations can review the entry and choose whether or not to publish that particular project on its own Web site.

The warm air is then distributed through the thermal envelope. Manually operated shades provide night insulation for the south-facing windows, and roof overhangs and a turbine vent in the solarium roof prevent overheating. Domestic hot water is preheated in four tanks located behind the window of the basement sunroom. The concrete floor in the basement provides part of the heat storage. Wood burning stoves and electric baseboard heaters provide auxiliary heating. Five modes of operation are described: collector-to-storage, collector-to-space heating, storage-to-space heating, solarium cooling and domestic hot water preheating.     Better insulated and tighter homes can often use a single heating plant for both space and domestic water heating. These systems, called dual integrated appliances (DIA) or combination systems, can operate at high efficiency and eliminate combustion safety issues associated by using a condensing, sealed combustion heating plant. Funds were received to install 400 DIAs in Minnesota low-income homes. The NorthernSTAR DIA laboratory was created to identify proper system components, designs, operating parameters, and installation procedures to assure high efficiency of field installed systems. Tests verified that heating loads up to 57,000 Btu/hr can be achieved with acceptable return water temperatures and supply air temperatures.

    The Department of Energy (DOE) has sponsored research and development programs in Building 7602 at Oak Ridge National Laboratory (ORNL) since 1984. This work focused on development of advanced technology for processing nuclear fuels. Building 7602 was used for engineering-scale tests using depleted and natural uranium to simulate the nuclear fuel. In April 1994 the DOE Office of Nuclear Energy (NE) sent supplemental FY 1994 guidance to ORNL stating that in FY 1995 and beyond, Building 7602 is considered surplus to NE programs and missions and shall be shut down (deactivated) and maintained in a radiologically and industrially safe condition with minimal surveillance and maintenance (S&M). DOE-NE subsequently provided FY 1995 funding to support the deactivation activities. Deactivation of Building 7602 was initiated on October 1, 1994. The principal activity during the first quarter of FY 1995 was removal of process materials (chemicals and uranium) from the systems. The process systems were operated to achieve chemical solution concentrations needed for reuse or disposal of the solutions prior to removal of the materials from the systems. During this phase of deactivation the process materials processed and removed were: (1) Uranyl nitrate solution 30,178 L containing 4490 kg of uranium; (2) Nitric acid (neutralized) 9850 L containing less than 0.013 kg of uranium; (3) Organic solution 3346 L containing 265 kg of uranium; (4) Uranium oxide powder 95 kg; and (5) Miscellaneous chemicals. At the end of December 1994, the process systems and control systems were shut down and deactivated. Disposition of the process materials removed from the process systems in Building 7602 proved to be the most difficult part of the deactivation. An operational stand down and funding reductions at Y-12 prevented planned conversion of the uranyl nitrate solution to depleted uranium oxide powder. This led to disposal of the uranyl nitrate solution as waste.

    The goal of the Minnesota net metering policy is to give the maximum possible encouragement to distributed generation assets, especially solar electric systems (MN 2008). However, according to a published set of best practices (NNEC 2008) that prioritize the maximum development of solar markets within states, the Minnesota policy does not incorporate many of the important best practices that may help other states transform their solar energy markets and increase the amount of grid-connected distributed solar generation assets. Reasons cited include the low system size limit of 40kW (the best practices document recommends a 2 MW limit) and a lack of language protecting generators from additional utility fees. This study was conducted to compare Minnesota's policies to national best practices. It provides an overview of the current Minnesota policy in the context of these best practices and other jurisdictions' net metering policies, as well as a qualitative assessment of the impacts of raising the system size cap within the policy based on the experiences of other states.

    I discuss an evolution of SUSY GUT model building, starting with the construction of 4d GUTs, to orbifold GUTs and finally to orbifold GUTs within the heterotic string. This evolution is an attempt to obtain realistic string models, perhaps relevant for the LHC. This review is in memory of the sudden loss of Julius Wess, a leader in the field, who will be sorely missed.
