    This paper reports on a GAO study of attorney and expert witness fees awarded as a result of litigation brought under the Surface Mining Control and Reclamation Act. As of March 24, 1989, a total of about $1.4 million had been awarded in attorney fees and expenses - about $1.3 subject to the provisions of the Employee Retirement Income Security Act, a comparison of its features with provisions of ERISA showed that the plan differed from ERISA provisions in areas such as eligibility, funding, and contribution limits.

    Flowrates and storm generated water quality data were collected at sedimentation ponds on four surface mines in the states of Pennsylvania, Maryland, and West Virginia. The water quality data were analyzed for suspended solids and settleable solids content, and particle size distribution. The results were compared to the effluent limitations guidelines for total suspended solids as promulgated under the Clean Water Act for Coal Mining Point Source Category and adopted under the Surface Mine Control and Reclamation Act of 1977 and the resulting state regulatory programs. 3 references, 1 figure, 2 tables.

    The Surface Mining Control and Reclamation Act of 1977 promotes the reclamation of areas severely damaged in the past by coal mining operations. GAO reviewed the reclamation programs in Colorado, Kentucky, Pennsylvania, West Virginia, and Wyoming and found that they implemented financial control procedures and practices to ensure that the expenditures of reclamation funds are proper. Only one state, however, is complying with all related grant payment, audit, and inventory requirements. The states are generally reclaiming eligible, high priority projects as required under the act and are managing their reclamation projects in compliance with federal requirements.

    This report provides information on surface water and groundwater management for use in the mined-land reclamation planning process in California. Mined-land reclamation, as defined by the California Surface Mining and Reclamation Act, is the combination of land treatments which prevent or minimize water degradation, air pollution, damage to aquatic or wildlife habitat, and erosion resulting from a surface mining operation. Surface water and groundwater management play an integral role in nearly every reclamation plan. Groundwater and surface water runoff (both onto and off of the site) must often be evaluated (1) to design flooding and erosion protection measures such as drainage channels, levees, culverts, or riprap; (2) to prepare and carry out a successful revegetation program; (3) to design stable final slopes; (4) to maximize potential available water for the operation and reclamation stages; (5) to prevent the discharge of contaminants from mine processes or from mined areas; and (6) to limit long-term leachate formation and movement from tailings, pit, or waste rock disposal areas. This report is a guide for mine operators, local government, planners, and plan reviewers.

    Most attention in surface mine reclamation is given to agronomic soils and revegetation, but reclamation success depends on the geotechnical characteristics of the underlying earth. If the soil and rock that underline the surface are not stable, surface treatments lack the dependable foundation needed for them to succeed. Reclamation practioners need to understand those geotechnical considerations--material properties, structure, and processes--that affect stability. properties of rock and soil are altered by mining, and those altered materials together with water and processing waste form often-complex mixtures of materials that must be stabilized in reclamation. Surface mining alters existing landforms and creates new ones such as pit walls, spoil and waste rock piles, tailings impoundments, and earthfills. those structures need to be constructed or stabilized so that they can endure and support successful reclamation. processes that affect material properties and landforms include mechanical breakage, accelerated weathering, erosion, and mass movements. Mechanical breakage and the resulting accelerated weathering combine to change material properties, usually expressed as degraded strength, that can lead to instability of landforms. Erosion, especially that related to extreme storm events, and mass movements in the form of slop failures are the most problematic processes that must be taken into account in reclaiming mined lands. These geotechnical considerations are essential in successful reclamation, and practioners who overlook them may find their work literally sliding down a slippery slope.

  8. Carbon Sequestration on Surface Mine Lands

    Since the implementation of the federal Surface Mining Control and Reclamation Act of 1977 (SMCRA) in May of 1978, many opportunities have been lost for the reforestation of surface mines in the eastern United States. Research has shown that excessive compaction of spoil material in the backfilling and grading process is the biggest impediment to the establishment of productive forests as a post-mining land use (Ashby, 1998, Burger et al., 1994, Graves et al., 2000). Stability of mine sites was a prominent concern among regulators and mine operators in the years immediately following the implementation of SMCRA. These concerns resulted in the highly compacted, flatly graded, and consequently unproductive spoils of the early post-SMCRA era. However, there is nothing in the regulations that requires mine sites to be overly compacted as long as stability is achieved. It has been cultural barriers and not regulatory barriers that have contributed to the failure of reforestation efforts under the federal law over the past 27 years. Efforts to change the perception that the federal law and regulations impede effective reforestation techniques and interfere with bond release must be implemented. Demonstration of techniques that lead to the successful reforestation of surface mines is one such method that can be used to change perceptions and protect the forest ecosystems that were indigenous to these areas prior to mining. The University of Kentucky initiated a large-scale reforestation effort to address regulatory and cultural impediments to forest reclamation in 2003. During the three years of this project 383,000 trees were planted on over 556 acres in different physiographic areas of Kentucky (Table 1, Figure 1). Species used for the project were similar to those that existed on the sites before mining was initiated (Table 2).     This report presents the information gathered by three mining engineers in a 1980 survey of nine surface mines in the United States and Canada. The mines visited included seven coal mines, one copper mine, and one tar sands mine selected as representative of present state of the art in open pit, strip, and terrace pit mining. The purpose of the survey was to investigate mining methods, equipment requirements, operating costs, reclamation procedures and costs, and other aspects of current surface mining practices in order to acquire basic data for a study comparing conventional and terrace pit mining methods, particularly in deeper overburdens. The survey was conducted as part of a project under DOE Contract No. DE-AC01-79ET10023 titled The Development of Optimal Terrace Pit Coal Mining Systems.

  11. Development of surface mine cost estimating equations

    Cost estimating equations were developed to determine capital and operating costs for five surface coal mine models in Central Appalachia, Northern Appalachia, Mid-West, Far-West, and Campbell County, Wyoming. Engineering equations were used to estimate equipment costs for the stripping function and for the coal loading and hauling function for the base case mine and for several mines with different annual production levels and/or different overburden removal requirements. Deferred costs were then determined through application of the base case depreciation schedules, and direct labor costs were easily established once the equipment quantities (and, hence, manpower requirements) were determined. The data points were then fit with appropriate functional forms, and these were then multiplied by appropriate adjustment factors so that the resulting equations yielded the model mine costs for initial and deferred capital and annual operating cost. (The validity of this scaling process is based on the assumption that total initial and deferred capital costs are proportional to the initial and deferred costs for the primary equipment types that were considered and that annual operating cost is proportional to the direct labor costs that were determined based on primary equipment quantities.) Initial capital costs ranged from $3,910,470 in Central Appalachia to $49,296,785; deferred capital costs ranged from $3,220,000 in Central Appalachia to $30,735,000 in Campbell County, Wyoming; and annual operating costs ranged from $2,924,148 in Central Appalachia to $32,708,591 in Campbell County, Wyoming.     Surface mining is highly visible land use because it temporarily eliminates surface vegetation and can permanently change topography as with mountain-top removal and valley fill operations. It also permanently and drastically alters soil and subsurface geologic structure and disrupts surface and subsurface hydrologic regimes. The American Fisheries Society (AFS) encourages energy conservation, use of renewable resources, and recycling to minimize the need for non-renewable minerals and fuels that are obtained through mining processes. When mining occurs, it is AFS policy to encourage legislation and diligent regulation of all surface mining by local, state, province, and federal government to provide adequate protection for aquatic resources. Federal legislation provides uniformity of standards nationwide. While the Surface Mining Control and Reclamation Act has attempted to minimize environmental impacts from coal mining, similar legislation and enforcement should be encourages for other minerals. The Society encourages its members to become involved in this process by providing technical information essential for protection and continued propagation of fishery resources to policy makers so decisions are made on a scientific, rather than emotional or political basis.

  14. Small surface coal mine operators handbook. Final report

    The purpose of this handbook is to interpret the Regulations of the Surface Mining Control and Reclamation Act of 1977 (Public Law 95-87) (hereafter referred to as the Act) as they affect the operators of small surface coal mines. Further, the purpose of this handbook is to make it easier for the small operator to compare his operation with the act in order to determine compliance with the regulations. Part 795 of the Regulations deals specifically with the Small Operator Assistance Program. This program relieves the operator of the cost of carrying out certain hydrologic and geologic analyses required by the Regulations. The emphasis of this handbook is on the protection of water resources during mining and reclamation operations. As almost all the operations in surface mining directly or indirectly affect water the authors have included some operations which may only marginally affect water quality or hydrology. Anthracite mining, lignite mining, coal processing, refuse disposal, and slurry disposal are not covered in this handbook.

  15. Reactivation of landslides by surface subsidence from longwall mining

    Subsidence research by the US Bureau of Mines has identified and documented the occurrence of landslides over a longwall mining area in the Dunkard basin. Mining by longwall methods has been observed or produce a gradual surface subsidence profile of up to 60% of the thickness of the mined coal bed. The gradual subsidence of panels averaging 600 x 5000 ft (180 x 1525 m) can cause reactivation of older landslide deposits by decreasing the support to the landslide toe area. Examination of surficial features over a longwall mining area comprised of nine panels has led to the identification of several reactivated landslides. The two largest landslides occurred above a thin sandstone member with several associated springs. The largest landslides ranged from 100 to 300 ft (30 to 90 m) in length and from 100 to 200 ft (30 to 60 m) in width. Maximum scarp-slope displacements were approximately 7 ft (2 m). Less significant mass wasting was also observed over the longwall panels. Identification of landslides was accomplished through examination of premining aerial photographs and geologic field investigation. Characterization of reactivated zones was achieved through evaluation of current aerial 2-ft (0.6-m) surface contour map and field surveys. Recognition of problem areas will make civic and mining personnel aware of the landslide potential so that damage in such areas can be minimized.

The report discusses both surface mining and the surface effects of underground mining. The report examines not only the impact of mining at the site of operations but also the effects that extend beyond the mine itself, including effects on social institutions, the economy, the physical well-being of people, and the use of land. The report considers Alaska conditions primarily from the perspective of a potential increase in coal development, not of mining limited to meeting local needs of energy.

    The Surface Mining Control and Reclamation Act of 1977 (SMCRA), passed to correct the abuses of surface mining, assigned key implementation roles to the states. While the federal government originally enforced SMCRA states could operate the program themselves. Once states decided to run their own program the federal government would oversee them to insure they properly enforce the Act. This research examines the enforcement behavior of states in the 1980s. The results indicate that early in the Reagan administration eastern states enforced the SMCRA less stringently than other states. Eastern states increased their level of enforcement later in the 1980s in response to pressures for increased federal oversight from Congress, interest groups and others.

    The implementation of the Surface Mining Reclamation and Control Act of 1977 has been criticized as sporadic, lackluster, and dependent upon the political proclivities of primacy states. This dissertation explores the effect of national-level and state-level variables on implementation patterns in Colorado, Wyoming, and Virginia. Surveys and personal interviews, combined with longitudinal analyses of implementation performances of the Office of Surface Mining and individual state agencies, provide the heart of the research data. The research findings suggest the importance of considering state variables when explaining implementation performance. Moreover, support for both national and state variables as important determinants of the implementation process are provided by the research results.

  1. Preliminary analysis of surface mining options for Naval Oil Shale Reserve 1

    The study was undertaken to determine the economic viability of surface mining to exploit the reserves. It is based on resource information already developed for NOSR 1 and conceptual designs of mining systems compatible with this resource. Environmental considerations as they relate to surface mining have been addressed qualitatively. The conclusions on economic viability were based primarily on mining costs projected from other industries using surface mining. An analysis of surface mining for the NOSR 1 resource was performed based on its particular overburden thickness, oil shale thickness, oil shale grade, and topography. This evaluation considered reclamation of the surface as part of its design and cost estimate. The capital costs for mining 25 GPT and 30 GPT shale and the operating costs for mining 25 GPT, 30 GPT, and 35 GPT shale are presented. The relationship between operating cost and stripping ratio, and the break-even stripping ratio (BESR) for surface mining to be competitive with room-and-pillar mining, are shown. Identification of potential environmental impacts shows that environmental control procedures for surface mining are more difficult to implement than those for underground mining. The following three areas are of prime concern: maintenance of air quality standards by disruption, movement, and placement of large quantities of overburden; disruption or cutting of aquifers during the mining process which affect area water supplies; and potential mineral leaching from spent shales into the aquifers. Although it is an operational benefit to place spent shale in the open pit, leaching of the spent shales and contamination of the water is detrimental. It is therefore concluded that surface mining on NOSR 1 currently is neither economically desirable nor environmentally safe. Stringent mitigation measures would have to be implemented to overcome some of the potential environmental hazards.

  2. Spoil handling and reclamation costs at a contour surface mine in steep slope Appalachian topography

    Accurate overburden handling cost estimation methods are essential to effective pre-mining planning for post-mining landforms and land uses. With the aim of developing such methods, the authors have been monitoring costs at a contour surface mine in Wise County, Virginia since January 1, 1984. Early in the monitoring period, the land was being returned to its Approximate Original Contour (AOC) in a manner common to the Appalachian region since implementation of the Surface Mining Control and Reclamation Act of 1977 (SMCRA). More recently, mining has been conducted under an experimental variance from the AOC provisions of SMCRA which allowed a near-level bench to be constructed across the upper surface of two mined points and an intervening filled hollow. All mining operations are being recorded by location. The cost of spoil movement is calculated for each block of coal mined between January 1, 1984, and August 1, 1985. Per cubic yard spoil handling and reclamation costs are compared by mining block. The average cost of spoil handling was $1.90 per bank cubic yard; however, these costs varied widely between blocks. The reasons for those variations included the landscape positions of the mining blocks and spoil handling practices. The average reclamation cost was $0.08 per bank cubic yard of spoil placed in the near level bench on the mined point to $0.20 for spoil placed in the hollow fill. 2 references, 4 figures.

  5. Woody vegetation and succession on the Fonde surface mine demonstration area, Bell County, Kentucky

    The long term impact of surface mining on vegetation and plant succession has always been of concern to environmentalists and residents of Appalachia. The Fonde Surface Mine Demonstration Area is a 7.3-ha, NE-NW-aspect contour coal mine at an elevation of 562 m. It was reclaimed in 1965 to show state-of-the-art surface mine reclamation techniques consistent with then-current law and regulations after coal mining in 1959 and 1963. The mine spoils were lightly graded to control erosion and crates a bench with water control and two sediment ponds. Soil pH ranged from 2.8 to 5.9. About 80 percent of the mine was planted with 18 tree and shrub species including plantations of mixed pine, mixed hardwoods, black locust, and shrubs for wildlife. In a complete floristic inventory conducted 25 years later, the authors found the woody flora consisted of 34 families, 53 genera, and 70 species including 7 exotics. This inventory of the Fonde mine shows that a diverse forest vegetation can be reestablished after extreme disturbances in Appalachia. Black locust, yellow poplar, and Virginia pine reproduction varied significantly among plantation types. Canopy tree species significantly affected ground layer cover, total species richness, number of tree seedling species, and total number of tree seedlings present. Mine soil type affected ground layer percent cover and total species richness. Pre-SMCRA (Surface Mining Control and Reclamation Act of 1977) reclaimed and inventoried mines can be used to evaluate biodiversity on post-SMCRA mines.

  6. Taxation of expenditures required by the Surface Mining Control and Reclamation Act of 1977 (SMCRA)

    There has been disagreement over whether the expenditures made by the mine operator to comply with the Surface Mining Control and Reclamation Act of 1977 are characterized as capital or deductible expenses. An examination of expenditures made by mine operators during the life of a mine illustrates the dichotomy between deductible and capital expenditures in which special rules may override general capitalization rules to allow the mine operator to deduct a capital expenditure. This makes some expenditures difficult to categorize. Citing case law, the author treats expenditures for exploration and mining permits, performance bonds, and liability insurance. A new provision, section 468, allowing the current deduction for future reclamation and closing costs removed the uncertainty created by prior case law.

    The 1977 Surface Mining Control and Reclamation Act (SMCRA) requires mine operators to post reclamation bonds before mining begins. The Federal Office of Surface Mining Reclamation and Enforcement (OSMRE) has approved alternative bond systems in seven states. These systems, rather than requiring bond amounts at the full cost of reclamation, require operators to submit only a flat rate, acreage specific bond. Additional reclamation costs should be covered by a supplemental fund composed generally of permit fees, taxes, or penalties. In many cases, alternative bond systems fail to ensure that funds will be available to reclaim coal mined land in the event of operator default, as required by SMCRA. OSMRE needs to take a more active role in oversight of existing state alternative bond systems to ensure that reclamation occurs.

    The Department of the Interior's Office of Surface Mining Reclamation and Enforcement (OSM) is spending about $65 million annually to implement regulatory program requirements of the Surface Mining Control and Reclamation Act of 1977. The act requires the regulatory authority, whether OSM or that of a state with an OSM-approved program, to charge fees to mining operators for reviewing, enforcing, and administering coal mine operating permits and authorizes that the amount of such fees can fully recover costs. The OSM and states assess certain fees, but the fees recover only a small portion of their program costs. GAO found that if OSM and states fully recovered their regulatory costs, OSM could save over $50 million a year and the impact on coal demand and production would be minimal.     Strip mining for coal in the arid western US will remove grazing land as energy demands are met. Conventional resotration usually includes leveling the spoil banks and covering them with top soil, fertilizing, seeding and irrigation with well or river water. An overview of research on an alternate method of restoring this land is reported. From 1976 through 1981 studies were conducted on the use of water harvesting, the collection and use of rainfall runoff, to restore the vegetative productivity of strip mined lands in arid regions. These studies tested the technical and economic feasibility of using partially leveled spoil banks at strip mines as catchment areas to collect and direct runoff to the topsoiled valley floor where crops were cultivated. Information was collected on the efficiency of seven treatments to increase runoff from the catchment areas and on the productivity of seven crops. The experiments were conducted in arid areas of Washington, Arizona, and Colorado. It was concluded that water harvesting can replace or augment expensive and inadequate supplies of well and river water in arid regions with a suitable climate. These studies showed that some treatments provided adequate runoff to produce a useful crop in the valleys, thus making this alternative approach to restoration technically feasible. This approach was also potentially economically feasible where the treatment costs of the catchment areas were low, the treatment was effective, the crop was productive and valuable, and earthmoving costs were lower than with conventional restoration involving complete leveling of spoil banks. It was also concluded that water harvesting can be made more effective with further information on catchment area treatments, which crops are most adaptable to water harvesting, the optimum incline of the catchment areas and climatic influences on water harvesting.

    The Surface Mining Control and Reclamation Act of 1977 (SMCRA) addresses a wide range of environmental concerns. However, its impacts on forest stand development and productive potential have only recently been investigated. We surveyed the vegetation and forest productivity on 22 surface mine sites throughout the coal-bearing region of Indiana that were reclaimed to forest cover under the provisions of SMCRA 7-14 years prior to sampling. Black locust (Robinia pseudoacacia) and green ash (Fraxinus pennsylvanica) were the most widely occurring tree species. Tall fescue and goldenrod were the most widely occurring nonarborescent species. Median site index (base age 50 for black oak) was 30 ft. Although satisfying forest cover stocking requirements for bond release, these reclaimed surface mines almost always displayed a level of productivity far below those of native forests typical of this region. Reclamation techniques differing from those used on these study sites are needed to restore forest productivity to surface-mined lands while still complying with SMCRA.

    Even a dozen years since the passage of the Surface Mining Control and Reclamation Act (SMCRA) there is little agreement on how well it has worked. The paper attempts to assess the impacts of SMCRA in six major surface coal producing states. Although it is not possible to make an unqualified overall national assessment, the evidence presented in the paper indicates that in many (but by no means all) cases, surface coal mining is now carried out in environmentally less destructive ways then before the Act. However, the accomplishments have fallen far short of expectations. The situation in some states has gotten worse than before the Act. Overall, the impact of the Act on the ground has been mixed and has depended on the rigor with which the Act has been implemented in individual coal states.

The usefulness of this approach is assessed by analyzing state enforcement actions in relation the institutional capacity of states to shoulder regulatory responsibilities and the propensity of the federal Office of Surface Mining (OSM) to oversee state enforcement actions and, if necessary, to undertake corrective action. The authors results indicated that state administration of SMCRA was constrained by the lack of effective federal oversight but was largely unaffected by interstate differences in political, economic, or administrative characteristics.

  17. Identification of sediment sources in forested watersheds with surface coal mining disturbance using carbon and nitrogen isotopes

    Sediments and soils were analyzed using stable carbon and nitrogen isotope ratio mass spectrometry and carbon and nitrogen elemental analyses to evaluate the their ability to indicate land-use and land management disturbance and pinpoint loading from sediment transport sources in forested watersheds disturbed by surface coal mining. Samples of transported sediment particulate organic matter were collected from four watersheds in the Southern Appalachian forest in Kentucky. The four watersheds had different surface coal mining history that were classified as undisturbed, active mining, and reclaimed conditions. Soil samples were analyzed including reclaimed grassland soils, undisturbed forest soils, geogenic organic matter associated with coal fragments in mining spoil, and soil organic matter from un-mined grassland soils. Statistically significant differences were found for all biogeochemical signatures when comparing transported sediments from undisturbed watersheds and surface coal mining disturbed watersheds and the results were attributed to differences in erosion sources and the presence of geogenic organic matter. Sediment transport sources in the surface coal mining watersheds analyzed using Monte Carlo mass balance un-mixing found that: {delta}{sup 15}N showed the ability to differentiate streambank erosion and surface soil erosion; and {delta} {sup 13}C showed the ability to differentiate soil organic matter and geogenic organic matter. This suggests that streambank erosion downstream of surface coal mining sites is a significant source of sediment in coal mining disturbed watersheds. The results suggest that the sediment transport processes governing streambank erosion loads are taking longer to reach geomorphologic equilibrium in the watershed as compared with the surface erosion processes.

    Surface mining of coal and subsequent reclamation represent the dominant land use change in the central Appalachian Plateau (CAP) region of the United States. Hydrologic impacts of surface mining have been studied at the plot scale, but effects at broader scales have not been explored adequately. Broad-scale classification of reclaimed sites is difficult because standing vegetation makes them nearly indistinguishable from alternate land uses. We used a land cover data set that accurately maps surface mines for a 187-km{sup 2} watershed within the CAP. These land cover data, as well as plot-level data from within the watershed, are used with HSPF (Hydrologic Simulation Program-Fortran) to estimate changes in flood response as a function of increased mining. Results show that the rate at which flood magnitude increases due to increased mining is linear, with greater rates observed for less frequent return intervals. These findings indicate that mine reclamation leaves the landscape in a condition more similar to urban areas rather than does simple deforestation, and call into question the effectiveness of reclamation in terms of returning mined areas to the hydrological state that existed before mining.

  1. Surface coal mining operations in two Oklahoma Counties raise questions about prime farmland reclamation and bond adequacy

    The Surface Mining Control and Reclamation Act of 1977 allows prime farmland to be mined but requires the coal operator to reclaim it according to special reclamation standards. To be considered prime farmland, the soil must meet the Secretary of Agriculture's definition of prime soil and have historically been used for intensive agricultural purposes. In Oklahoma, the historical-use provision has generally been applied to lands that have been used for cropland for 5 of the preceding 10 years. GAO's review of mining activities in two Oklahoma counties showed that the land comprising 54 of the 58 mine permits issued since the act's passage contained some prime soil. None, however, required reclamation to prime farmland standards because landowners signed letters stating that the land had not been farmed for crops for five of the preceding 10 years. GAO also found that numerous sites in the two counties were abandoned by mining companies after the act was passed. Since abandonment, no reclamation has occurred on most of these sites. The Department of the Interior's Office of Surface Mining questions whether the bonds on the unreclaimed sites, if collected, will be adequate to do the necessary reclamation. Oklahoma's Department of Mines has taken action to increase bond amounts on newly-issued permits and on some older permitted areas in order to prevent future reclamation problems.

    This paper focuses on attempts to encourage a new state of the art in the ecological restoration of surface-mined land in Germany. On most of these sites, the application of traditional recultivation methods often destroys valuable ecological potential by leveling of the surface, ameliorating of nutrient-poor substrates, and seeding or planting of species not suited to the present habitat conditions. Many studies have shown that even highly disturbed ecosystems, such as large mining areas, can regenerate spontaneously over long-term periods. Colonization processes were influenced by the availability of diaspore sources as well as the suitability of sites for establishment. The predictability of succession could be improved by the identification of switch points in successional pathways depending on age and conditions of the sites. Based on the developmental potential, orientation by nature and biodiversity are selected as main targets for priority areas for nature conservation in mining sites. On priority areas restoration measures must be restricted to the use of near-natural methods (e.g., application of fresh, diaspore-rich plant clipping material, dumping of overburden with seed bank and vegetative propagules, seeding of site-specific, local seed mixtures) that are very successful in preventing erosion and accelerating vegetation development. Despite the success of these methods, the transfer of knowledge between scientists, practitioners, and administrative organizations has proved to be insufficient. Therefore, one of the main tasks in ecological restoration must be the inclusion of all stakeholders involved in decision-making processes and the establishment of a network of excellence to enhance the exchange of knowledge.

    Indianapolis Power and Light Company (IPL) began researching the use of fluid placement techniques of the fixated scrubber sludge (FSS) to reduce surface subsidence from underground coal mines to develop an economic alternative to low strength concrete grout. Abandoned underground coal mines surround property adjacent to IPL`s coal combustion by-product (CCBP) landfill at the Petersburg Generating Station. Landfill expansion into these areas is in question because of the high potential for sinkhole subsidence to develop. Sinkholes manifesting at the surface would put the integrity of a liner or runoff pond containment structure for a CCBP disposal facility at risk. The fluid placement techniques of the FSS as a subsidence abatement technology was demonstrated during an eight week period in September, October, and November 1994 at the Petersburg Generating Station. The success of this technology will be determined by the percentage of the mine void filled, strength of the FSS placed, and the overall effects on the hydrogeologic environment. The complete report for this project will be finalized in early 1996.

    On April 1, 2010, the Environmental Protection Agency (EPA) issued a set of new guidelines to several of its Regional offices regarding the compliance of surface coal mining operations in Appalachia with the provisions of the Clean Water Act (CWA), the National Environmental Policy Act, and the environmental justice Executive Order (E.O. 12898). The stated purpose of the guidance was to explain more fully the approach that the EPA will be following in permit reviews, and to provide additional assurance that its Regional offices use clear, consistent, and science-based standards in reviewing the permits. Although the new guidelines go into effect immediately, they will be subjected to review both by the public and by the EPA's Science Advisory Board, with a set of final guidelines to be issued no later than April 1, 2011.

    This is the first phase report of the efforts to evaluate the feasibility of excavating coal and overburden from surface mines using impact breakers. Phase I is divided into four task groups. Those tasks are as follows: Selection of Field Sites for Parametric, Selection of Impact Hammers for Field, Design Test System, and Prepare Parametric Test Plan. A detailed description and accounting of each task is given in the body of this report. Included as appendices are the FMA internal reports on the individual mines visited. These reports are the basis of test site selection. The basic finding of this phase are that industry interest in the concept of impact mining tends toward the removal of multiple thin seams of coal and parting rather than deep coal or overburden and, while the intent of this contract is to explore the feasibility of impactors in a vertical array for use in a terraced mine plan, future design of a continuous mining machine should take industry acceptance into account.

    The federal Surface Mining Control and Reclamation Act of 1977 not only established national performance standards and permitting procedures for the coal industry, but also provided for state primacy. The principle of state primacy is both simple and intuitively appealing. Because states do not have adequate resources to develop effective regulatory programs, the federal government would set up comprehensive procedures and criteria to guide the states in preparing their own plans. The obvious advantage of state primacy is that it provides for flexibility in implementation. Ultimately, state primacy is an experiment in cooperative federalism, a sharing of authority and responsibility between the states and the federal government to insure both the general welfare and sensitivity to local conditions. The history of surface mining regulation is instructive because it points out the pitfalls and promise of cooperative federalism as well as the critical role of the courts in making state primacy work.

    Job tasks that involve exposure to work-related musculoskeletal disorder (WMSD) risk factors may impact both the risk of injury and production downtime. Common WMSD risks factors associated with mining tasks include forceful exertions, awkward postures, repetitive motion, jolting and jarring, forceful gripping, contact stress, and whole body and segmental vibration. Mining environments that expose workers to temperature/humidity extremes, windy conditions, and slippery and uneven walking surfaces also contribute to injury risk. National Institute for Occupational Safety and Health (NIOSH) researchers worked with powder crew members from the Bridger Coal Company to identify and rank routine work tasks based on perceived exposure to WMSD risk factors. This article presents the process followed to identify tasks that workers believed involved the greatest exposure to risk factors and discusses risk reduction strategies. Specifically, the proposed prill truck design changes addressed cab ingress/egress, loading blast holes, and access to the upper deck of the prill truck.

    This article examines the bonding system designed by the Surface Mining Control and Reclamation Act of 1977 (SMCRA) and some alternatives developed by several states in their regulatory programs. As well, it evaluates the systems for their potential to provide economic incentives for coal operators to engage in environmentally sound mining techniques throughout the duration of the mining activities. The first section of this article briefly reviews the SMCRA. The second section outlines the specific reclamation bonding provisions of the act. The third section analyzes economic incentives and their application to coal mining, and the fourth section more particularly evaluates the reclamation bonding provisions of the act as market based incentives.     An engineering data base relevant to subsidence due to sulfur mining and to structural failure of cavities in salt is established, evaluated and documented. Nineteen failure events are discussed. Based on these documented failure events, capabilities of and inputs to a mathematical model of cavity failure are determined. Two failure events are adequately documented for use in model verification studies. A conclusion of this study that is pertinent to the Strategic Petroleum Reserve is that cavity failures in dome salt are fairly rare, but that as the number of large cavities (especially those having large roof spans) increases, failures will probably be more common unless stability and failure mechanisms of cavities are better understood.

  2. Delineation of an old coal mine in an urban environment with surface wave seismics using a landstreamer and laterally constrained inversion

    Prior to the site investigation for a tunnel below Helsingborg, southern Sweden, a surface wave seismic investigation was made to delineate an old coal mine. The mine as described in old literature has an area of about 6 acres and each layer of coal has a height of less than one 1 m; however, the exact location and status is unclear. The sedimentary geological setting consists of fill, quaternary deposits, shale, coal and sandstone. The mine, or alternatively the coal, is found at 10 m depth between a layer of shale and a layer of soft sandstone. The seismic measurements were made along two crossing profiles, located on the walkways covered with gravel, in the area where the mine is expected. The measurement system was a landstreamer with 244.5 Hz geophones, a Geometrics Geode and a shotgun. The v{sub s} models clearly show increasing velocities with depth with a low velocity layer at 10 m depth. The results correlate well with the expected geology and results from geotechnical drillings that indicate an open mine in parts of the area; however, the low velocity layer is mainly due to the soft sandstone and does not seem to be strongly affected by the presence of the open mine.

    The study assesses the major economic benefits and costs that are associated with the enforcement of the Surface Mining Control and Reclamation ACt (SMCRA). The report addresses the benefits of surface coal mining and land reclamation that follow from the Act. As originally conceived, the study was to evaluate, preferably in monetary terms, the specific benefits and socio-economic impacts of SMCRA. However, it was apparent, in the course of the initial analysis, that historical evaluation of specific benefits and socio-economic/environmental impacts is complicated by the short time that SMCRA has been in operation. It was also apparent that development of substantive, and defensible, quantified estimates of benefits and impacts is hindered by the absence of a great deal of needed numerical data, and by incomplete understanding of the reclamation processes that the Act is intended to enhance.     A major environmental concern leading to the enactment of the Surface Mining Control and Reclamation Act of 1977 (SMCRA) was the degradation of streams and waterways from discharges of acid mine drainage (AMD) resulting from coal mining operations. Although SMCRA and its regulatory scheme contains specific provisions addressing the drainage of acidic water from mine sites, as do various other agencies statutes and regulations, AMD from active and abandoned mines remains a major environmental problem in the Appalachian region. The formation of acidic water during coal mining operations is pervasive and some believe impossible to prevent.

    This paper examines the efficacy of the Department of the Interior's Office of Surface Mining Reclamation and Enforcement's (OSMRE) efforts to implement the federally assisted coal mine subsidence insurance program. Coal mine subsidence, a gradual settling of the earth's surface above an underground mine, can damage nearby land and property. To help protect property owners from subsidence-related damage, the Congress passed legislation in 1984 authorizing OSMRE to make grants of up to $3 million to each state to help the states establish self-sustaining, state-administered insurance programs. Of the 21 eligible states, six Colorado, Indiana, Kentucky, Ohio, West Virginia, and Wyoming applied for grants. This paper reviews the efforts of these six states to develop self-sustaining insurance programs and assessed OSMRE's oversight of those efforts.

    Perhaps the greatest risk to both equipment and personnel associated with highwall mining is from ground control. The two most significant ground control hazards are rock falls from highwall and equipment entrapment underground. In the central Appalachians, where the majority of highwall mining occurs in the USA, hillseams (or mountain cracks) are the most prominent structure that affects highwall stability. The article discusses measures to minimise the risk of failure associated with hillstreams. A 'stuck' or trapped highwall miner, and the ensuring retrieval or recovery operation, can be extremely disruptive to the highwall mining process. Most entrapment, are due to roof falls in the hole. The options for recovery are surface retrieval, surface excavation or underground recovery. Proper pillar design is essential to maintain highwall stability and prevent entrapments. NIOSH has developed the Analysis of Retreat Mining Pillar stability-Highwall Mining (ARMPS-HWM) computer program to help mine planners with this process. 10 figs.

    Productive mines in the southwest deplete reserves, while the government drags its heels on new power projects. Production in Arizona and New Mexico has fallen 18% over the last four years to 34.1 million tons. With Chevron Mining's McKinley mine rapidly depleting its reserves the industry will continue to contract. In the last three years at least three large mines in the Four Corners have terminated operations. Three others remain captive operations: BHP Billiton's San Juan Underground and Navajo Surface operations and Peabody Energy's Kayenta surface mine. In 2006 the Black Mesa mine stopped producing coal. These four mines are isolated from the national railways. Peabody's new El Segundo surface mine near Grants, NM is increasing production. If the planned $3 billion Desert Rock coal-fired power plant is built this will present a new market for the Navajo mine. The article gives details about the state of the aforementioned mines and of the new King II coal mine on the northern periphery of the San Juan basin and discusses the state of plans for the Desert Rock Energy Project. 5 photos.

At issue was the bonding program and unhappiness on the part of landowners who want their land restored and coal operators who are having difficulty obtaining bonds for reclamation. Gryschowiec described the GAO's review of the bonding system for funding reclamation, and its finding that existing bonds are inadequate. Christensen focused his testimony on efforts to improve the bonding process, including a bond estimating handbook, extensive oversight of State bonding and permitting procedures, and evaluation of the bond pooling system. Re-mining of AML is being conducted on a routine basis by coal-mining operations in eastern states such as Virginia. Re-mining is a potentially important means of reclaiming AML. However, under current policies, re-mining operations often fail to permit and reclaim priority 1, 2, and 3 AML, especially those areas which present the most severe environmental problems. This paper describes policy issues which affect the potential for AML reclamation by re-mining operations in mountainous mining areas, such as Virginia; efforts underway in Virginia which seek to resolve those issues; and progress achieved to date under that initiative.

  15. WIRELESS MINE-WIDE TELECOMMUNICATIONS TECHNOLOGY

    A comprehensive mine-wide, two-way wireless voice and data communication system for the underground mining industry was developed. The system achieves energy savings through increased productivity and greater energy efficiency in meeting safety requirements within mines. The mine-wide system is comprised of two interfaced subsystems: a through-the-earth communications system and an in-mine communications system. The mine-wide system permits two-way communication among underground personnel and between underground and surface personnel. The system was designed, built, and commercialized. Several systems are in operation in underground mines in the United States. The use of these systems has proven they result in considerable energy savings. A system for tracking the location of vehicles and people within the mine was also developed, built and tested successfully. Transtek's systems are being used by the National Institute of Occupational Safety and Health (NIOSH) in their underground mine rescue team training program. This project also resulted in a spin-off rescue team lifeline and communications system. Furthermore, the project points the way to further developments that can lead to a GPS-like system for underground mines allowing the use of autonomous machines in underground mining operations, greatly reducing the amount of energy used in these operations. Some products developed under this program are transferable to applications in fields other than mining. The rescue team system is applicable to use by first responders to natural, accidental, or terrorist-caused building collapses. The in-mine communications system can be installed in high-rise buildings providing in-building communications to security and maintenance personnel as well as to first responders.

The resulting slurry of mineral fragments and water flows along the slant borehole into the lower end of the vertical borehole from where it is pumped upwardly through the vertical borehole to the surface.

  19. Reduction of fire hazards on large mining equipment

    Although standards and regulations are in place to prevent large mining equipment fires, recent analyses of mine accident data show that mining equipment fires still occur with alarming frequency and grave consequences, particularly at all surface mines and in underground metal/nonmetal mines. Recently technological advances in fire protection, combined with the statistical data on equipment fires, led NIOSH to reinvestigate this and to improve operator safety. NIOSH demonstrated that newly developed technologies, such as dual cab fire inerting systems and engine compartment fire barriers, can greatly enhance operator safety and lessen the damage of property during large mobile equipment fires. 10 refs., 5 figs.

Damage resulting from acid mine drainage was first addressed by common law and riparian principles. As societal laws changed, common law principles alone could not effectively control this problem.     Surface subsidence caused by underground mining is described through complementary influence functions. The complementary functions developed here differ from the simple functions previously used in that the surface displacement is the result of the combined contributions of the mined and unmined zones. This eliminates computational difficulties experienced with the simple functions in determining the deflections above the rib side and in the eventual application of influence functions to complex room-and-pillar configurations. Although the analysis framework presented is intended for predicting subsidence over complex mine configurations, use of the complementary functions is illustrated adequately by application to a longwall panel of the Old Ben No. 24 coal mine.

    Reclamation has long been recognized as an essential action necessary to mitigate the degradation of land caused by mining activities. But, it is only within the past several decades that reclamation has become an integral component of the mineral extraction process. While the Metallic Mining Reclamation Act (MMRA) was passed in 1973, Wisconsin is yet to enact comprehensive state-wide reclamation requirements for mining other than metallic minerals and the code for metallic mining has yet to establish procedures and standards for reclamation success, specifically revegetation and postmining land use. This study integrates several interdisciplinary methodologies including a history of reclamation; an inventory and status report of mined lands; a critique and comparison of existing reclamation policy with previous state and current federal reclamation policies; in-field case studies of revegetation parameters, procedures, and performance standards; and an economic analysis of reclamation technology. This study makes three major recommendations: (1) The metallic mining code should be amended to establish vegetation parameters, measuring methods, and performance standards for revegetation success similar to those contained in the federal Surface Mining Control and Reclamation Act (SMCRA); (2) The metallic mining code should be amended to resolve semantic loopholes by clearly defining the endpoints of terms such as restoration, reclamation, and rehabilitation and by utilizing the reclamation continuum as a planning tool for determining acceptable postmining land use alternatives; and (3) Mandatory statewide nonmetallic legislation should be enacted to strengthen the mineral resource management program in Wisconsin by systematically and uniformly regulating the mining and reclamation of nonmetallic minerals, the state's most important mineral resource.

    The French Alternative Energies and Atomic Energy Commission (CEA) and National Radioactive Waste Management Agency (ANDRA) are conducting an R and D program to improve the characterization of long-lived and medium activity (LL-MA) radioactive waste packages with analytical methods and with non-destructive nuclear measurements. This paper concerns fast neutron interrogation with the associated particle technique (APT), which brings 3D information about the waste material composition. The characterization of volume elements filled with iron, water, aluminium, and PVC in bituminized and fibre concrete LL-MA waste packages has been investigated with MCNP [1] and MODAR data analysis software [2]. APT provides usable information about major elements presents in the volumes of interest. However, neutron scattering on hydrogen nuclei spreads the tagged neutron beam out of the targeted volume towards surrounding materials, reducing spatial selectivity. Simulation shows that small less than 1 L targets can be characterised up to the half-radius of a 225 L bituminized drum, the matrix of which is very rich in hydrogen. Deeper characterization in concrete is possible but limited by counting statistics due to photon attenuation in this dense matrix and, unless large inspection volumes are considered, by the lack of spatial selectivity of the tagged neutron beam due to neutron scattering.   11. Reflection seismic mapping of an abandoned coal mine, Belleville, Illinois

    Old mine location maps (1958 vintage) indicate that the northwestern part of an undeveloped property near the town of Belleville, St. Clair County, Illinois, is situated above an abandoned and now water-filled, room-and-pillar type coal mine. The central and southeast parts of the Belleville property are shown as overlying intact (non-mined) coal. The coal unit mined at the Belleville site, the Herrin No. 6 is Pennsylvanian in age and about 2.5 m thick at a depth of around 40 m. The current owners of the Belleville property want to construct a large building on the central and southeast parts of the site, but have been concerned about the accuracy of the old mine location maps because of recent mine-related surface subsidence in areas designated on the maps as not mined. To ensure that the proposed new development is located on structurally stable ground, a grid of ten high-resolution reflection seismic lines was acquired on-site. On these reflection seismic data, mined-out areas can be visually identified and differentiated from non-mined areas. The interpretation of the reflection seismic data was constrained and validated by 15 test boreholes. These seismic and borehole data confirm that the central and southeast parts of the property have not been mined extensively. Development of the Belleville site has proceeded with confidence.

Christensen of the Office of Surface Mining Reclamation and Enforcement, Department of the Interior, was the principal witness at a hearing on S. 643, which amends the Surface Mining Control and Reclamation Act of 1977. The amendment would allow states to set aside as much as 10% from the reclamation trust fund to apply to abandoned sites. Senators speaking in favor of the bill reported problems with obtaining home loans and insurance due to subsidence from abandoned sites. Christensen supported the bill in principle, but noted possible problems with handling interest and the actual transfer of the money. He also noted a possible breakdown in regulation with the current wording of the bill.     Mine Safety and Health Administration (MSHA) inspectors conduct full-shift environmental noise surveys to determine the occupational noise levels to which coal miners are exposed. These noise surveys are performed to determine compliance with the noise standard promulgated under the Federal Mine Safety and Health Act of 1977. Data from over 60,000 full-shift noise surveys conducted from fiscal year 1986 through 1992 were entered into a computer data base to facilitate analysis. This paper presents the mean and standard deviation of over 60,000 full-shift noise dose measurements for various underground and surface coal mining occupations. Additionally, it compares and contrasts the levels with historical noise exposure measurements for selected coal mining occupations that were published in the 1970`s. The findings were that the percentage of miners surveyed that were subjected to noise exposures above 100%, neglecting personal hearing protectors, were 26.5% and 21.6% for surface and underground mining, respectively. Generally, the trend is that the noise exposures for selected occupations have decreased since the 1970`s.

    Concern over mining-related subsidence is inhibiting the development of surface land uses in previously mined areas and is constraining the recovery of coal resources in areas with established land uses that might be impacted by subsequent subsidence. The determination of subsidence vulnerability of mined-out areas (especially abandoned mine areas) can be a useful tool in the design and location of surface structures. A model has been developed for assessing subsidence vulnerability in shallow room-and-pillar mines based on the flexural rigidity and strength characteristics of the overlying strata. The model does not predict the subsidence profile or when the subsidence will occur. It only predicts those areas that are likely to subside. This paper briefly describes the model and its testing.

Major efforts this quarter include the implementation of new plots that will examine the influence of differing geologic material on tree growth and survival, water quality and quantity and carbon sequestration.     Decades of underground coal mining has left about 5,000 square miles of abandoned mine workings that are rapidly filling with water. The water quality of mine pools is often poor; environmental regulatory agencies are concerned because water from mine pools could contaminate diminishing surface and groundwater supplies. Mine pools are also a threat to the safety of current mining operations. Conversely, mine pools are a large, untapped water resource that, with treatment, could be used for a variety of industrial purposes. Others have proposed using mine pools in conjunction with heat pumps as a source of heating and cooling for large industrial facilities. The management or use of mine pool water requires accurate maps of mine pools. West Virginia University has predicted the likely location and volume of mine pools in the Pittsburgh Coalbed using existing mine maps, structure contour maps, and measured mine pool elevations. Unfortunately, mine maps only reflect conditions at the time of mining, are not available for all mines, and do not always denote the maximum extent of mining. Since 1999, the National Energy Technology Laboratory (NETL) has been evaluating helicopter-borne, electromagnetic sensing technologies for the detection and mapping of mine pools. Frequency domain electromagnetic sensors are able to detect shallow mine pools (depth < 50 m) if there is sufficient contrast between the conductance of the mine pool and the conductance of the overburden. The mine pools (conductors) most confidently detected by this technology are overlain by thick, resistive sandstone layers. In 2003, a helicopter time domain electromagnetic sensor was applied to mined areas in southwestern Virginia in an attempt to increase the depth of mine pool detection. This study failed because the mine pool targets were thin and not very conductive. Also, large areas of the surveys were degraded or made unusable by excessive amounts of cultural electromagnetic noise that obscured the

  4. Illinois abandoned mined lands reclamation program: a progress report

    The Illinois Abandoned Mined Lands Reclamation Council (AMLRC), created in 1975, is responsible for the abatement of hazardous and environmental problems associated with pre-law abandoned coal mines throughout the State. The availability of federal funds for reclamation, through passage of the Surface Mining Control and Reclamation Act of 1977 (SMCRA), greatly expanded the program. With funds provided through early cooperative agreements and current annual grants from the federal Office of Surface Mining (OSM), the State has reclaimed, or is currently reclaiming, 182 mine sites and has assisted OSM in the abatement of 67 emergency situations. This paper reviews the progress made by the AMLRC in dealing with the State's abandoned mine problems. Specifically, the numbers and types of problem sites reclaimed annually, their costs, and reclamation methods are identified. Progress of the program relative to the entire State's abandoned mine problems is reviewed. The effects of other reclamation factors, such as natural revegetation, remaining privately-funded reclamation, and secondary carbon recovery, on the overall scope of the State's program are also examined. General comments are made concerning grant preparation, State-OSM cooperation and AML-Inventory control. Selected reclamation projects and techniques are also discussed. 11 references, 3 tables.

    Congress created the Abandoned Mine Reclamation Fund (AML) in 1977 as part of the Surface Mining Control and Reclamation Act. The AML is funded by a special tax on coal mining. About one-third of AML fees will be paid by coal operators in the western states. The author examines the disbursement of AML funds under the Reagan Administration. He describes how the western state governments expected a generous portion of the AML funds for coal and non-coal reclamation, as well as community impact assistance projects in their states. Finally, the author shows how the Office of Surface Mining has largely frustrated the western expectations through its interpretation of the AML disbursement priorities.

    Abandoned underground mine openings are susceptible to collapse because of the mining methods used, the character of the overburden, and the typically large, wide entries with minimal roof support. The final effect of the collapse of the underground workings is surface subsidence. To reduce the probability of subsidence, methods to backfill the mine void with various types of materials have been developed. This US Bureau of Mines report describes the available technologies for subsidence abatement and discusses their operation and application. The basis of these abatement methods is the replacement of the mined material with mine waste. Backfilling of mine voids is the most common method of stabilization used to abate subsidence and protect surface structures. Hydraulic flushing and grouting, using remote methods from single or multiple boreholes, are the most often-used methods for the placement of backfill material. Other subsidence abatement techniques are available and may be more appropriate under different conditions. These other techniques include pneumatic stowing, either by in-mine or remote methods, and various point support methods that do not completely fill the mine void and are used for the protection of small areas of the land surface and surface structures. 21 refs., 14 figs.

    Welcome to this symposium which is part of the ongoing effort to prepare an Environmental Impact Statement (EIS) regarding mountaintop mining and valley fills. The EIS is being prepared by the U.S. Environmental Protection Agency, U.S. Army Corps of Engineers, U.S. Office of Surface Mining, and U.S. Fish and Wildlife Service, in cooperation with the State of West Virginia. Aquatic Ecosystem Enhancement (AEE) at mountaintop mining sites is one of fourteen technical areas identified for study by the EIS Interagency Steering Committee. Three goals were identified in the AEE Work Plan: 1. Assess mining and reclamation practices to show how mining operations might be carried out in a way that minimizes adverse impacts to streams and other environmental resources and to local communities. Clarify economic and technical constraints and benefits. 2. Help citizens clarify choices by showing whether there are affordable ways to enhance existing mining, reclamation, mitigation processes and/or procedures. 3. Ide identify data needed to improve environmental evaluation and design of mining projects to protect the environment. Today’s symposium was proposed in the AEE Team Work Plans but coordinated planning for the event began September 15, 1999 when representatives from coal industry, environmental groups and government regulators met in Morgantown. The meeting participants worked with a facilitator from the Canaan Valley Institute to outline plans for the symposium. Several teams were formed to carry out the plans we outlined in the meeting.

    A {open_quotes}landforming{close_quotes} land development opportunity unique to metals mining is described. {open_quotes}Landforming{close_quotes}, wherein the earth`s surface is reconfigured with mining waste rock and tails for the capture of renewable energy, is proposed by the United States Bureau of Mines (USBM) to be ecologically acceptable and, in selected cases, economically superior to conventional mineral extraction, reclamation, and minesite abandonment practices. Landforming is primary land construction that uses mining waste and applies the principles of land overlay architecture. Landforms can be layered, shaped, and configured through the use of binders and plastic sheeting to the engineering specifications necessary for the support of physical structures and passage or retention of fluids. Landforms that are terraced and south facing (in the Northern Hemisphere) are an ideal mount for sun-tracking mirror (heliostat) arrays. In {open_quotes}blue sky{close_quotes}. solar-rich environments, the mirrors can be targeted on a common area to form a {open_quotes}solar furnace.{close_quotes} The heat generated at the focal point of the solar array can be used to flash generate steam and run a turbine electric generator. The solar steam power generation cycle coproducers distilled water that can be sprayed onto the surfaces of the landform to create {open_quotes}greenscape.{close_quotes} Waters not consumed or evaporated in the site greening process percolate into and are stored by the landform if it is underlain with plastic. The landform serves, in effect as a shallow aquifer.     Surface and underground mining operations generate seismic ground motions which are created by chemical explosions and ground failures. It may come as a surprise to some that the ground failures (coal bumps, first caves, pillar collapses, rockbursts, etc.) can send signals whose magnitudes are as strong or stronger than those from any mining blast. A verification system that includes seismic, infrasound, hydroacoustic and radionuclide sensors is being completed as part of the CTBT. The largest mine blasts and ground failures will be detected by this system and must be identified as distinct from signals generated by small nuclear explosions. Seismologists will analyze the seismic records and presumably should be able to separate them into earthquake-like and non earthquake-like categories, using a variety of so-called seismic discriminants. Non-earthquake essentially means explosion- or implosion-like. Such signals can be generated not only by mine blasts but also by a variety of ground failures. Because it is known that single-fired chemical explosions and nuclear explosion signals of the same yield give very similar seismic records, the non-earthquake signals will be of concern to the Treaty verification community. The magnitude of the mine-related events is in the range of seismicity created by smaller nuclear explosions or decoupled tests, which are of particular concern under the Treaty. It is conceivable that legitimate mining blasts or some mine-induced ground failures could occasionally be questioned. Information such as shot time, location and design parameters may be all that is necessary to resolve the event identity. In rare instances where the legitimate origin of the event could not be resolved by a consultation and clarification procedure, it might trigger on On-Site Inspection (OSI). Because there is uncertainty in the precise location of seismic event as determined by the International Monitoring System (IMS), the OSI can cover an area of up to 1

    A mine roof bolt and a method of measuring the strain in mine roof bolts of this type are disclosed. According to the method, a flat portion on the head of the mine roof bolt is first machined. Next, a hole is drilled radially through the bolt at a predetermined distance from the bolt head. After installation of the mine roof bolt and loading, the strain of the mine roof bolt is measured by generating an ultrasonic pulse at the flat portion. The time of travel of the ultrasonic pulse reflected from the hole is measured. This time of travel is a function of the distance from the flat portion to the hole and increases as the bolt is loaded. Consequently, the time measurement is correlated to the strain in the bolt. Compensation for various factors affecting the travel time are also provided.

    The Navajo Nation is America's largest native American tribe by population and acreage, and is blessed with large tracks of good coal deposits. BHP Billiton's New Mexico Coal Co. is the largest in the Navajo regeneration area. The holdings comprise the San Juan underground mine, the La Plata surface mine, now in reclamation, and the expanding Navajo surface mine. The article recounts the recent history of the mines. It stresses the emphasis on sensitivity to and helping to sustain tribal culture, and also on safety. San Juan's longwall system is unique to the nation. It started up as an automated system from the outset. Problems caused by hydrogen sulfide are being tackled. San Juan has a bleederless ventilation system to minimise the risk of spontaneous combustion of methane and the atmospheric conditions in the mine are heavily monitored, especially within the gob areas. 3 photos.

    In the United States, approval of surface coal mine permits became more complex with the imposition of certain additional and relatively untested requirements by the Surface Mining Control and Reclamation Act of 1977. Sections of the Act contain substantial pre-mining land-use planning requirements. The British system has been chosen for comparative study. All mining permits are granted in Great Britain within an overall land-use planning system. The British planning system is summarized with emphasis placed on minerals. Although planning systems are a well-described subject, little documentation addresses the special problems of mining companies. The first study helps to fill this gap.

    In his forward in Night Comes to the Cumberlands, former Secretary of the Interior Stewart Udall observed that Caudill`s constructive proposals for rehabilitation of the coal counties {open_quotes}will take deep concern by people in Washington and Frankfort to bring them to fruition.{close_quotes} Deep concern for the impacts that poorly regulated surface coal mining were having on the human and natural environment animated a decade-long struggle to establish national policy for surface coal mining. The result was the Surface Mining Control and Reclamation Act of 1977, P.L. 95-97 (SMCRA). Enacted to implement a national framework for regulating the environmental effects of surface coal mining, the law established a national program for controlling environmental impacts and ensuring the reclamation of lands affected by surface mining activity. From the perspective of nearly two decades, most observers would conclude that SMCRA is an example of successful policy implementation. Few national environmental laws have succeeded as well in terms of on-the-ground results: coal production has increased dramatically and industry has made significant gains in productivity while incorporating environmental and reclamation requirements in its daily operations, lowering the cost of reclamation and environmental protection.     Economic and ecological preconditions are considered for the transition from monoproduct oil shale mining to polyproduct Estonian oil shale deposits. Underground water, limestone, and underground heat found in oil shale mines with small reserves can be operated for a long time using chambers left after oil shale extraction. The adjacent fields of the closed mines can be connected to the operations of the mines that are still working. Complex usage of natural resources of Estonian oil shale deposits is made possible owing to the unique features of its geology and technology. Oil shale seam development is carried out at shallow depths (40--70 m) in stable limestones and does not require expensive maintenance. Such natural resources as underground water, carbonate rocks, heat of rock mass, and underground chambers are opened by mining and are ready for utilization. Room-and-pillar mining does not disturb the surface, and worked oil shale and greenery waste heaps do not breach its ecology. Technical decisions and economic evaluation are presented for the complex utilization of natural resources in the boundaries of mine take of the ``Tammiku`` underground mine and the adjacent closed mine N2. Ten countries have already experienced industrial utilization of oil shale in small volumes for many years. Usually oil shale deposits are not notable for complex geology of the strata and are not deeply bedded. Thus complex utilization of quite extensive natural resources of Estonian oil shale deposits is of both scientific and practical interest.

  9. Tribology of earthmoving, mining, and minerals processing

    Earthmoving, mining, and minerals processing each involve frequent, and often severe, mechanical interactions between metals, and between metals and abrasive nonmetallic and metallic materials (i.e., mineral bearing ores). The abrasive nature of ores causes significant wear to extracting, handling, and processing equipment. Consequently, wear in earthmoving, mining, and minerals processing operations results in the removal of large amounts of material from the wear surfaces of scraping, digging, and ore processing equipment. From an energy point of view, material wear of this nature is classified as an indirect tribological loss (Imhoff et al., 1985). Additionally, a significant amount of energy is expended to overcome frictional forces in the operation of all earthmoving, mining, and minerals processing machinery (i.e., a direct tribological loss). However, in these particular processes, wear losses are more than five times those of frictional losses. In general, the amount of material lost from a particular component in these operations, before it becomes unserviceable, is far greater than that which can be tolerated in typical metal-to-metal wear situations (e.g., lubricated bearing-shaft wear couples in machinery). Consequently, much of the equipment used in earthmoving, mining, and ore processing makes use of easily replaceable or repairable, and preferably low-cost, wear components. The mechanisms by which metal-to-metal and abrasive wear occurs, and the relationships between material properties and wear behavior, are reasonably well-understood in general terms. However, the specific wear mechanisms/wear material interactions that occur during earthmoving, digging, and the processing of ore are more complex, and depend on the wear material, and on the nature of abrasive, the type of loading, and the environment.     Our system fuses information contained in registered images from multiple sensors to reduce the effect of clutter and improve the the ability to detect surface and buried land mines. The sensor suite currently consists if a camera that acquires images in sixible wavelength bands, du, dual-band infrared (5 micron and 10 micron) and ground penetrating radar. Past research has shown that it is extremely difficult to distinguish land mines from background clutter in images obtained from a single sensor. It is hypothesized, however, that information fused from a suite of various sensors is likely to provide better detection reliability, because the suite of sensors detects a variety of physical properties that are more separate in feature space. The materials surrounding the mines can include natural materials (soil, rocks, foliage, water, holes made by animals and natural processes, etc.) and some artifacts.

    Subsidence is the sinking of land surface, commonly resulting from underground mining. In Illinois, property damage has been sufficiently severe that a state law was enacted to provide subsidence insurance for homeowners. This publication has been prepared for homeowners in Illinois: (1) to inform them whether they live in subsidence-prone areas, (2) to aid them in understanding some frequently encountered effects of mine subsidence as well as problems sometimes mistaken for mine subsidence, and (3) to suggest further sources of information. Although the new subsidence insurance program for homeowners in mining areas prompted the writing of this report, we do not attempt to explain the details of the insurance program. Our purpose is to explain the causes and the nature of subsidence and discuss ways to minimize damage caused by subsidence. About 750,000 acres of Illinois land have been undermined for coal, and many homeowners are concerned about the effects underground mining may d at nine areas alalitative methods are presented.     The crisis in American mining is discussed. The discussion focuses on the outlook for coal in the overall energy picture. Because of the Arab oil embargo of 1973, the Iranian disruption of 1979, and the tenfold increase in oil prices over the past decade, radical changes have taken place in energy supply and demand patterns. Two of the most important of these changes relate to investment. First, large investments have been made in energy-efficient plants, equipment, buildings, and vehicles. Their effect will restrain energy demand growth for the foreseeable future. Second, investments have been made in fuel-switching, from oil to coal and nuclear power. As a result the oil demand at the end of this century will be at approximately the same level as it is today. Natural gas demand is also likely to be flat. Coal demand, on the other hand, is expected to increase steadily over the long term. Recent conditions in the coal industry are reviewed, and a specific 10-year forecast is given.

    A stabilizing arrangement for mine roof support systems of the type in which a series of support units, each including a transverse beam supported at opposite ends by extensible props, are interconnected by extensible struts in a manner to be selfadvancing by alternate retraction of support units from a roof supporting condition and extension of the struts to advance such retracted units relative to others of such units which are in an extended roof engaging condition. The connection of each prop to the beam in a given unit is pivotal to allow deflection of the beam and props of a supporting unit from a normal perpendicular relationship under load. The stabilizing means restores the props and beam to a normal perpendicular relationship for advancing movement of each support unit. The supporting units are further stabilized relative to the struts by prop supporting brackets permitting canting movement of the props from a perpendicular relationship with respect to the struts but maintaining the props in a generally upright position for unit advance.

    Three equipment systems exhibited significant promise: the RSV Miner, a surface longwall using standard underground equipment, and the variable angle auger. Other equipment systems showing considerable merit were the surface shortwall, and the two extended depth augers. Of the three most significant systems, the RSV Miner exhibits the greatest versatility and adaptability. It may be used competently in many surface mining applications and readily adapts to geologic anomalies and changing seam heights. The machine employs steering and guidance equipment and provides the necessary capabilities for extended depth operation. Safety is good, as no men are required to work underground. However, most important is the system's recovery factor of approximately 75% to 80% of the in-situ coal reserve within reach. The surface longwall system using standard underground equipment (preferably a ranging drum shearer in conjunction with shield supports) is most suited to either a trench mining or a modified area mining application. Both applications would allow the length of the face to be held constant. Another important consideration is legal requirements for a tailgate entry, which would necessitate additional equipment for development in a modified area mining application. When compared to surface shortwall, surface longwall exhibits higher productivity, a far greater equipment selection which allows system tailoring to geologic conditions, and greater roof control due to the significantly smaller section of overburden that must be supported. Recovery should approach, and possibly exceed, 90% of the coal in-place. The variable angle auger, which is currently only a concept, fills a very real need for which no other equipment is available at this time.

In this project a patented drill control unit (DCU) installed DIN. the J.H.     This invention resulted from a contract with the United States Department of Energy and relates to a mining tool. More particularly, the invention relates to an assembly capable of drilling a hole having a square cross-sectional shape with radiused corners. In mining operations in which conventional auger-type drills are used to form a series of parallel, cylindrical holes in a coal seam, a large amount of coal remains in place in the seam because the shape of the holes leaves thick webs between the holes. A higher percentage of coal can be mined from a seam by a means capable of drilling holes having a substantially square cross section. It is an object of this invention to provide an improved mining apparatus by means of which the amount of coal recovered from a seam deposit can be increased. Another object of the invention is to provide a drilling assembly which cuts corners in a hole having a circular cross section. These objects and other advantages are attained by a preferred embodiment of the invention.

    This report presents the results of design studies and critical requiremental tests of a new longwall mining system specifically designed to extract a very deep web (48 inches or deeper) from a longwall panel. The report includes a productivity and cost analysis comparing the new mining system with a conventional longwall operation taking a 30-inch wide web. The analysis shows the new system will increase annual production and return on investment in most cases. The report also includes conceptual drawings and specifications for a high capacity three-drum shearer and a unique shield type of roof support specifically designed for very wide web operation. The advantages and problems associated with wide web mining are discussed in general and as they relate specifically to the equipment selected for the new mining system. Details of the critical testing and the test results are presented. The study concludes by recommending that surface tests of the haulage and guidance system be conducted as the follow-on work.

  18. EXAFS of heavy metal coordination in acid mine drainage sediments

    We use extended x-ray adsorption fine structure (EXAFS) spectroscopy to examine the chemical environment of zinc (1-2 wt. %), lead (300-600 ppm) and cadmium (50-200 ppm) in complex acid mine drainage sediments from the Tri-State Mining District (KS, MO, OK). The sediments in streams draining tailings piles and open mine shafts are dominated by quartz or amorphous iron hydroxides; accessory minerals include calcite. The bulk water chemistry is buffered by the limestone geology and is undersaturated with respect to pure heavy metal carbonates and hydroxides. EXAFS spectra of the sediment samples were taken at SSRL with a fluorescence detector at low temperature ({approximately}10 K). Heavy metals do not form pure carbonate or hydroxide phases, nor do they appear to sorb to quartz surfaces. In sediments near the mine source, the metals are present primarily as sulfides, the original host mineral. With increasing distance from the source, second-neighbor backscattering from Fe indicates that the metals leached from the sulfides are taken up with amorphous iron hydroxides.

In this chapter we explore the emerging field of spatial data mining, focusing on four major topics: prediction and classification, outlier detection, co-location mining, and clustering.   20. Longwall mining of thin seams

    Thin seam operations pose a challenge to the ingenuity of mining engineers to overcome the factor of human inconvenience in the restricted environment and associated high cost production. Surprisingly, low seam longwalls in the Federal Republic of Germany in an average thickness of 35 in. and dipping less than 18/sup 0/ come close to achieving the average production rate of all German longwall operations. They are all plow faces, and a consistent production of 3300 tons per day and a productivity of 40 tons per man shift are reported from one of the thin seam longwalls. These results were attained by reliable high-capacity equipment and roof support by shields that can be collapsed to as low as 22 inches. Maximum mining height for plow operated faces lies at 31.5 inches. Technology for mechanized mining of flat lying coalbeds less than 31.5 inches in thickness without rock cutting is not available, and firmness of coal, undulation of the strata, coalbed thickness variation, and the necessity of cutting rock, particularly through faults, set limits to plow application. The in-web shearer can be used in firm coal to a minimum mining height of 40 inches, and a daily production of 1650 to 2200 tons is reported from a longwall in the Saar district of Germany equipped with such a shearer and shields. Numerous in-web shearers are employed in the United Kingdom; reports as to their success are contradictory. Also, experience in the United States, though limited, has been negative. The steady increase in output from single drum shearer faces in Pennsylvania is a remarkable achievement, and occasional record breaking peaks in production indicate the potential of such mining. Technology development for the future is discussed.

    Development and use of electric mobile machinery facilitated the mechanization of underground bituminous coal mining and has played a lesser but important role in the growth of surface mining. Electricity has been central to the rise of mechanically integrated mining, both underground (after 1950) and on the surface (recently). Increasing labor productivity in coal mining and decreasing total energy use per ton of coal mined are associated with penetration of new electric technology through at least 1967. Productivity declined and energy intensity increased during the 1970s due in part to government regulations. Recent productivity gains stem partly from new technology that permits automation of certain mining operations. On most big electric excavating machines, a pair of large alternating current (ac) motors operate continuously at full speed. These drive direct current (dc) generators that energize dc motors, each matched to the desired power and speed range of a particular machine function. Direct-current motors provide high torque at low speeds, thus reducing the amount of gearing required; each crawler is independently propelled forward or backward by its own variable-speed dc motors. The principal advantages of electric power are that mechanical power-transmission systems - shafts, gears, etc. - are eliminated or greatly simplified. Reliability is higher, lifetime is longer, and maintenance is much simpler with electric power than with diesel power, and the spare parts inventory is considerably smaller. 100 refs., 11 figs., 12 tabs.

  2. INTEGRATED ROBOT-HUMAN CONTROL IN MINING OPERATIONS

    This report contains a detailed description of the work conducted in the first year of the project on Integrated Robot-Human Control in Mining Operations at University of Nevada, Reno. This project combines human operator control with robotic control concepts to create a hybrid control architecture, in which the strengths of each control method are combined to increase machine efficiency and reduce operator fatigue. The kinematics reconfiguration type differential control of the excavator implemented with a variety of ''software machine kinematics'' is the key feature of the project. This software re-configured excavator is more desirable to execute a given digging task. The human operator retains the master control of the main motion parameters, while the computer coordinates the repetitive movement patterns of the machine links. These repetitive movements may be selected from a pre-defined family of trajectories with different transformations. The operator can make adjustments to this pattern in real time, as needed, to accommodate rapidly-changing environmental conditions. A Bobcat{reg_sign} 435 excavator was retrofitted with electro-hydraulic control valve elements. The modular electronic control was tested and the basic valve characteristics were measured for each valve at the Robotics Laboratory at UNR. Position sensors were added to the individual joint control actuators, and the sensors were calibrated. An electronic central control system consisting of a portable computer, converters and electronic driver components was interfaced to the electro-hydraulic valves and position sensors. The machine is operational with or without the computer control system depending on whether the computer interface is on or off. In preparation for emulated mining tasks tests, typical, repetitive tool trajectories during surface mining operations were recorded at the Newmont Mining Corporation's ''Lone Tree'' mine in Nevada.

  4. Cost analysis of aerial photographic and satellite imagery for monitoring mined land reclamation

    Five sections of the Surface Mining Control and Reclamation Act of 1977 require information that is easily and efficiently obtainable by aerial photographic and remote sensing methods. Most states in which mining is important and to which the Act most specifically applies, maintain or have available to them aerial photographic or remotely sensed information of the type required. This information could be used to meet the requirements of the Act which call for monitoring reclamation progress, identifying land areas unsuitable for mining and determining land use prior to mining to name a few examples. At the regional scale, LANDSAT imagery of a scale of 1:250,000 provides a good combination of aerial coverage and detail for regional problem solving. At the local scale, such coverage as is provided by the Agricultural Stabilization and Conservation Service through their aerial observation method of compliance technique can supply local, detailed information to meet site specific needs.

    Results obtained from radiometric research carried out from 1980-81 in the region of U mines in the Val Vedello are provided. Data are presented on /sup 2/)2''/sup 2/Rn, /sup 226/Ra and natural U concentrations in spring and surface waters. Concentrations were found to be relatively low. There is some increase in the vicinity of the exploratory U mine but this is, at least up to the present, only of a local character. Data are presented on external gamma exposure, /sup 210/Pb and /sup 210/Po in foodstuffs and in the urine of normal and exposed population as well as /sup 226/Ra in milk and vegetable samples. The aim of this study is to outline a preliminary map of natural radioactivity on the site before starting the mining activity. This will enable us later to detect changes caused by the U mining, milling and mill-tailing disposal operations.

  8. Cumulative hydrologic impact assessments on surface-water in northeastern Wyoming using HEC-1; a pilot study

    The Surface Mining Control and Reclamation Act of 1977 requires that areas in which multiple mines will affect one watershed be analyzed and the cumulative impacts of all mining on the watershed be assessed. The purpose of the subject study was to conduct a cumulative hydrologic impact assessment (CHIA) for surface-water on a watershed in northeastern Wyoming that is currently being impacted by three mines. An assessment of the mining impact`s affect on the total discharge of the watershed is required to determine whether or not material damage to downstream water rights is likely to occur as a result of surface mining and reclamation. The surface-water model HEC-1 was used to model four separate rainfall-runoff events that occurred in the study basin over three years (1978-1980). Although these storms were used to represent pre-mining conditions, they occurred during the early stages of mining and the models were adjusted accordingly. The events were selected for completeness of record and antecedent moisture conditions (AMC). Models were calibrated to the study events and model inputs were altered to reflect post-mining conditions. The same events were then analyzed with the new model inputs. The results were compared with the pre-mining calibration. Peak flow, total discharge and timing of flows were compared for pre-mining and post-mining models. Data were turned over to the State of Wyoming for assessment of whether material damage to downstream water rights is likely to occur.

    A mine prop is disclosed that is provided with an overpressure valve of large flowthrough section which opens when excessive forces suddenly act on the prop to discharge pressure fluid from the interior of the prop. The overpressure valve comprises a hollow cylindrical housing forming at one end a valve seat communicating with the fluid-filled inner space of the prop and a valve member axially guided in the housing for movement between a closed position engaging the valve seat and an open position. The fluid-filled space of the prop communicates with channels leading to the outside of the prop. The valve member is normally maintained in the closed position by a gas pillow under high pretension confined in a pressure space delimited peripherally by the wall of the valve housing and at opposite ends respectively by the valve member and a plug fluid tightly mounted in and closing the other end of the housing. The valve member and the plug are both formed from metal and are both provided at facing ends with annular slender sealing lips of triangular cross-section tapering toward each other, the outer surfaces of which are pressed into engagement with the inner peripheral surface of the housing by the pressure of the gas pillow.

    This report documents the process of literature review, site selection, instrument installation, data acquisition, and preliminary data reduction performed to evaluate the influence of rock mass discontinuities on coal mine subsidence. A system of surface, subsurface, and mine level instrumentation was installed at the Armco No. 7 Mine in Montcoal, WV, where the overburden ranged from 630 to 1,040 ft thick. Survey monuments, borehole pressure cells, full profile borehole inclinometer-extensometers, mine level extensometers, stressmeters, and tape extensometer convergence stations were installed to monitor displacements and stress changes. Final design of the instrumentation system was based on (1) review of available information, (2) field mapping and analysis of areal photography, (3) drilling, and (4) borehole geophysics.     The work performed on this program was to develop wear resistant, tough FM composite materials with efforts focused on WC-Co based FM systems. The materials were developed for use in mining industry wear applications. Components of interest were drill bit inserts for drilling blast holes. Other component applications investigated included wear plates for a variety of equipment such as pit shovels, wear surfaces for conveyors, milling media for ball milling operations, hydrocyclone cones, grader blades and dozer teeth. Cross-cutting technologies investigated included hot metal extrusion dies, drill bits for circuit board fabrication, cutting tools for cast iron and aluminum machining. An important part of the work was identification of the standard materials used in drilling applications. A materials trade study to determine those metals and ceramics used for mining applications provided guidance for the most important materials to be investigated. WC-Co and diamond combinations were shown to have the most desirable properties. Other considerations such as fabrication technique and the ability to consolidate shifted the focus away from diamond materials and toward WC-Co. Cooperating partners such as Kennametal and Kyocera assisted with supplies, evaluations of material systems, fabricated parts and suggestions for cross-cutting technology applications for FM architectures. Kennametal provided the raw materials (WC-Co and Al-TiCN powders) for the extent of the material evaluations. Kyocera shared their research into various FM systems and provided laboratory testing of fabricated materials. Kyocera also continued research of the FM systems with the intention of developing commercial markets for a variety of applications. The continued development of FM technology by Kyocera is seen as a direct result of the cooperation established under this funding. Kyocera has a specific interest in the commercial development of the FM technology and have licensed it and have paid

    This report represents the twenty-seventh and Final Technical Progress Report issued in connection with the subsidence remediation projects undertaken by Rockaway Township in Morris County, New Jersey. This report provides a summary of the major project work accomplished during this last reporting period ending June 30, 2010 and a summary of the work accomplished since the agreement inception in 1997. This report is issued as part of the project reporting provisions set forth in the Cooperator’s Agreement between the United States Government - Department of Energy, and Rockaway Township. The purpose of the Cooperator’s Agreement is for the Department of Energy to provide technical and financial assistance in a coordinated effort with Rockaway Township to develop and implement a multi-phased plan to remediate ground stability problems associated with abandoned mining activity. Primarily during the 1800’s, extensive iron ore mining and prospecting was undertaken in Rockaway Township, part of the Dover District Mining region in Morris County. The abandoned mining activity has resulted in public safety hazards associated with ground collapse and surface subsidence features evolving in both developed and undeveloped areas within Rockaway Township. At the Green Pond Mine site at the Township’s Jacobs Road Compost Storage Facility, surface monitoring continued after completion of construction in September 2003. Surface monitoring was conducted periodically at the Mt. Hope Road subsidence work area and adjacent areas after the January 2000 construction effort. In March 2007, a seventh collapse occurred over a portion of the White Meadow Mine in a public roadway at the intersection of Iowa and Erie Avenues in Rockaway Township. After test drilling, this portion of the mine was remediated by drilling and grouting the stopes.

    Surface coal mining with valley fills has impaired the aquatic life in numerous streams in the Central Appalachian Mountains. We characterized macroinvertebrate communities from riffles in 37 small West Virginia streams (10 unmined and 27 mined sites with valley fills) sampled in the spring index period (March-May) and compared the assessment results using family- and genus-level taxonomic data. Specific conductance was used to categorize levels of mining disturbance in mined watersheds as low (<500 {mu} S/cm), medium (500-1000 {mu} S/cm), or high (>1000 {mu} S/cm). Four lines of evidence indicate that mining activities impair biological condition of streams: shift in species assemblages, loss of Epherneroptera taxa, changes in individual metrics and indices, and differences in water chemistry. Results were consistent whether family- or genus-level data were used. In both family- and genus-level nonmetric multidimensional scaling (NMS) ordinations, mined sites were significantly separated from unmined sites, indicating that shifts in community structure were caused by mining. Several Epherneroptera genera (e.g., Ephemerella, Epeorus, Drunella) and their families (Ephemerellidae, Heptageniidae) were correlated most strongly with the primary NMS axis. These same Ephemeroptera were absent and, thus, eliminated from most of the mined sites. Total Ephemeroptera richness and relative abundance both declined with increasing mining disturbance. Several other metrics, such as richness, composition, tolerance, and diversity, clearly discriminated unmined vs mined sites. The results show that mining activity has had subtle to severe impacts on benthic macroinvertebrate communities and that the biological condition most strongly correlates with a gradient of ionic strength.

    In-situ recovery (ISR) of uranium (U) from sandstone-type roll-front deposits is a technology that involves the injection of solutions that consist of ground water fortified with oxygen and carbonate to promote the oxidative dissolution of U, which is pumped to recovery facilities located at the surface that capture the dissolved U and recycle the treated water. The ISR process alters the geochemical conditions in the subsurface creating conditions that are more favorable to the migration of uranium and other metals associated with the uranium deposit. There is a lack of clear understanding of the impact of ISR mining on themore » aquifer and host rocks of the post-mined site and the fate of residual U and other metals within the mined ore zone. We performed detailed petrographic, mineralogical, and geochemical analyses of several samples taken from about 7 m of core of the formerly the ISR-mined Smith Ranch–Highland uranium deposit in Wyoming. We show that previously mined cores contain significant residual uranium (U) present as coatings on pyrite and carbonaceous fragments. Coffinite was identified in three samples. Core samples with higher organic (> 1 wt.%) and clay (> 6–17 wt.%) contents yielded higher 234U/238U activity ratios (1.0–1.48) than those with lower organic and clay fractions. The ISR mining was inefficient in mobilizing U from the carbonaceous materials, which retained considerable U concentrations (374–11,534 ppm). This is in contrast with the deeper part of the ore zone, which was highly depleted in U and had very low 234U/238U activity ratios. This probably is due to greater contact with the lixiviant (leaching solution) during ISR mining. EXAFS analyses performed on grains with the highest U and Fe concentrations reveal that Fe is present in a reduced form as pyrite and U occurs mostly as U(IV) complexed by organic matter or as U(IV) phases of carbonate complexes.     A multi-laboratory ontology construction effort during the summer and fall of 2009 prototyped an ontology for counterfeit semiconductor manufacturing. This effort included an ontology development team and an ontology validation methods team. Here the third team of the Ontology Project, the Data Analysis (DA) team reports on their approaches, the tools they used, and results for mining literature for terminology pertinent to counterfeit semiconductor manufacturing. A discussion of the value of ontology-based analysis is presented, with insights drawn from other ontology-based methods regularly used in the analysis of genomic experiments. Finally, suggestions for future work are offered.

    The Committee on Abandoned Mine Lands (CAML) analyzed how the U.S. Department of the Interior's (DOI) Office of Surface Mining (OSM) has and is administering the Title IV (Abandoned Mine Lands) Program of the Surface Mining Control and Reclamation Act of 1977. In the course of focusing on the effectiveness of the program, the Committee evaluated the program not only in terms of its probable accomplishments over its fifteen-year life, between 1977 and 1992, when the program statutorily ends, but also the magnitude and nature of the AML problems remaining to be remedied in the post-1992 period, if Congress decides to extend it. The Committee made nineteen recommendations about how OSM could improve the AML program's current effectiveness as well as prepare to assist Congress in reaching a decision to terminate or extend the program. Over the fifteen-year life of the program, some $3.3 billion will have been spent.

    LLNL made ultrahigh-frequency (450-MHz) electromagnetic borehole-to-borehole transmissions in the Stripa Mine near Guldsmedshyttan, Sweden, in April 1979. Transmission loss measurements were made between four sets of 76-mm boreholes 30 m long, located at the end of a drift. Distances between the boreholes varied from 2 to 22 m. More than 25,000 data points were taken. A geotomograph was constructed to show the variation of attenuation between boreholes. The observed spatial variation of electromagnetic attenuation may be related to the expected stress relief created by the mine. Transmission loss measurements were also made between two converging boreholes drilled from the surface to points near the mine. Data taken at 21 MHz show a nearly uniform attenuation within this sampled region. These experiments demonstrate that geotomographic data collection/interpretation provides high-resolution images of the underground environment and can provide useful input to those charged with providing the detailed site characterizations needed for both short- and long-term monitoring of underground nuclear waste repositories.

    This report summarizes the work performed under the project (3z(BStatitically significant relational data mining.(3y (BThe goal of the project was to add more statistical rigor to the fairly ad hoc area of data mining on graphs. Our goal was to develop better algorithms and better ways to evaluate algorithm quality. We concetrated on algorithms for community detection, approximate pattern matching, and graph similarity measures. Approximate pattern matching involves finding an instance of a relatively small pattern, expressed with tolerance, in a large graph of data observed with uncertainty. This report gathers the abstracts and references for the eight refereed publications that have appeared as part of this work. We then archive three pieces of research that have not yet been published. The first is theoretical and experimental evidence that a popular statistical measure for comparison of community assignments favors over-resolved communities over approximations to a ground truth. The second are statistically motivated methods for measuring the quality of an approximate match of a small pattern in a large graph. The third is a new probabilistic random graph model. Statisticians favor these models for graph analysis. The new local structure graph model overcomes some of the issues with popular models such as exponential random graph models and latent variable models.

    The establishment of the federal surface mining performance standards has placed additional restraints on auger mining. The federal regulations impose barrier pillar and hole sealing requirements on augering, stipulate time frames for hole sealing and discharge treatment, and prohibit auger mining under certain conditions. Barrier pillar requirements between groups of auger holes and between auger holes and underground workings decrease the augerable reserve base on a site by a minimum of ten percent. Barrier requirements may also reduce productivity levels due to increased delay and scheduling problems. Federal auger hole sealing requirements are more stringent than most state regulations, and consequently have increased the cost of augering in almost all auger mining areas. The availability of impervious materials on the site and the extent of backfilling required to form a water-tight seal may have the greatest effect on auger hole reclamation costs. The federal regulations require auger mining to be prohibited: if adverse water quality impacts cannot be prevented; if stability of sealings cannot be achieved; if subsidence resulting from augering may damage powerlines, pipelines, buildings, or other facilities; or if coal reserve recovery is not maximized by augering. As a result, all up dip augering may be restricted on the grounds that seal stability cannot be maintained for long time periods if water pressure builds behind the plug. Also, since tradiational augering techniques have a lower recovery rate than surface or underground methods, augering may be prohibited in many situations by the stipulation that maximum resource recovery will not be achieved.

    A method for recovering coal from deeply buried deposits comprising drilling a hole down into a coal seam, filling the hole with water, and periodically detonating an explosive charge at the bottom of the water-filled hole. The water transmits the explosive shock wave to the face of the coal seam, thereby fracturing and dislodging the coal. The resulting suspension of loose coal in water is then pumped to the surface where the coal is recovered and the water is recycled to the mining operation.

  20. Development and Demonstration of a Modeling Framework for Assessing the Efficacy of Using Mine Water for Thermoelectric Power Generation

    Thermoelectric power plants use large volumes of water for condenser cooling and other plant operations. Traditionally, this water has been withdrawn from the cleanest water available in streams and rivers. However, as demand for electrical power increases it places increasing demands on freshwater resources resulting in conflicts with other off stream water users. In July 2002, NETL and the Governor of Pennsylvania called for the use of water from abandoned mines to replace our reliance on the diminishing and sometimes over allocated surface water resource. In previous studies the National Mine Land Reclamation Center (NMLRC) at West Virginia University has demonstrated that mine water has the potential to reduce the capital cost of acquiring cooling water while at the same time improving the efficiency of the cooling process due to the constant water temperatures associated with deep mine discharges. The objectives of this project were to develop and demonstrate a user-friendly computer based design aid for assessing the costs, technical and regulatory aspects and potential environmental benefits for using mine water for thermoelectric generation. The framework provides a systematic process for evaluating the hydrologic, chemical, engineering and environmental factors to be considered in using mine water as an alternative to traditional freshwater supply. A field investigation and case study was conducted for the proposed 300 MW Beech Hollow Power Plant located in Champion, Pennsylvania. The field study based on previous research conducted by NMLRC identified mine water sources sufficient to reliably supply the 2-3,000gpm water supply requirement of Beech Hollow. A water collection, transportation and treatment system was designed around this facility.     Study of Chelyabinsk LL5 ordinary chondrite fragment with a light lithology and its fusion crust, fallen on February 15, 2013, in Russian Federation, was carried out using Mssbauer spectroscopy with a high velocity resolution. The Mssbauer spectra of the internal matter and fusion crust were fitted and all components were related to iron-bearing phases such as olivine, pyroxene, troilite, Fe-Ni-Co alloy, and chromite in the internal matter and olivine, pyroxene, troilite, Fe-Ni-Co alloy, and magnesioferrite in the fusion crust. A comparison of the content of different phases in the internal matter and in the fusion crust of this fragment showed that ferric compounds resulted from olivine, pyroxene, and troilite combustion in the atmosphere.

    A method of sublevel caving and pillar and top coal extraction for mining thick coal seams includes the advance mining of rooms and crosscuts along the bottom of a seam to a height of about eight feet, and the retreat mining of the top coal from the rooms, crosscuts and portions of the pillars remaining from formation of the rooms and cross-cuts. In the retreat mining, a pocket is formed in a pillar, the top coal above the pocket is drilled, charged and shot, and then the fallen coal is loaded by a continuous miner so that the operator remains under a roof which has not been shot. The top coal from that portion of the room adjacent the pocket is then mined, and another pocket is formed in the pillar. The top coal above the second pocket is mined followed by the mining of the top coal of that portion of the room adjacent the second pocket, all by use of a continuous miner which allows the operator to remain under a roof portion which has not been shot.

    A method is described of measuring the strain in mine roof bolts comprising the steps of: machining a flat portion on the head of the bolt before loading; drilling a reflector hole radially through the diameter of the bolt at a predetermined distance from the bolt head before loading, the ratio of the diameter of the hole to the diameter of the bolt being less than 0.10 to prevent weakening of the loaded bolt; generating an ultrasonic pulse at the flat portion after loading; measuring the time of travel of the ultrasonic pulse reflected from the hole, which increases as the bolt is loaded; and correlating the time measurement of the strain in the bolt.

Correlative information on employment, worktime, and operating activity also is presented. For ease of correlation between coal mining and the metal and nonmetal mineral mining industries, summary reference tabulations are included. Data were reported by operators of coal mines and preparation plants on a mandatory basis as required under the Federal Mine Safety and Health Act of 1977, Public Law 91-173 as amended by Public Law 95-164. Since January 1, 1978, operators of mines or preparation plants or both which are subject to the Act have been required under 30 CFR, Part 50 to submit reports of injuries, occupational illnesses, and related data. The statistical measures for injury experience adopted by MSHA in 1978 compare closely with the measures used in the Office of Occupational Safety and Health Statistics, Bureau of Labor Statistics, US Department of Labor. Therefore, beginning with 1978 data the mining industry can be compared on a standard basis with other United States industries. The statistical data the work experience of all personnel engaged in exploration development, production, maintenance, repair, and construction work, including supervisory and technical personnel, working partners, and onsite officeworkers. The terminology used throughout this report is that generally used by the mineral-extractive industries and by MSHA.

    This is the third quarter progress report of Phase II of a three-phase project to develop and evaluate the efficacy of developing multiple environmental market trading credits on a partially reclaimed surface mined site near Valley Point, Preston County, WV. Construction of the passive acid mine drainage (AMD) treatment system was completed but several modifications from the original design had to be made following the land survey and during construction to compensate for unforeseen circumstances. We continued to collect baseline quality data from the Conner Run AMD seeps to confirm the conceptual and final design for the passive AMD treatment system.

Coal People Magazine recently visited Black Bear No. 4 mine where a settling pond was being removed and stream bed placed to drain the area, part of the 451-acre award winning reclamation project. The article recounts discussions with mining engineers about the company's operations with emphasis on the Black Bear No. 4 mine.     The Surface Mining Control and Reclamation Act of 1977 (SMCRA), 30 U.S.C. 1201 et seq (1990), reshaped the regulation of coal mining and affored government regulators a comprehensive set of enforcement tools. Major controveries remain, such as the definitions haping the Application Violator System, and the extent of federal authority to oversee the states` primary enforcement responsibility. Despite these contentious issues the federal and state programs have fundamentally succeeded in enforcing SMCRA and have successfully altered the landscape of coal mining. The structure of SMCRA`s enforcement provisions is a critical factor in this success. The article discusses in more detain the following areas: the core of SMCRA: permits and Bonds; Maintaining Standards: inspections and sanction for noncompliance; the applicant violator system; other enforcement tools.
