    A two-part field study was conducted in Smith Ranch-Highland in-situ recovery (ISR) near Douglas, Wyoming, to evaluate the restorative capacity of the aquifer downgradient (i.e., hydrologically downstream) of a Uranium ISR mining site with respect to the transport of uranium and other potential contaminants in groundwater after mining has ceased. The study was partially conducted by checking the Uranium content and the alkalinity of separate wells, some wells had been restored and others had not. A map and in-depth procedures of the study are included.

    The potential economic benefits of the growing renewable energy sector have led to increased federal, state, and local investments in solar industries, including federal grants for expanded workforce training for U.S. solar installers. However, there remain gaps in the data required to understand the size and composition of the workforce needed to meet the demand for solar power. Through primary research on the U.S. solar installation employer base, this report seeks to address that gap, improving policymakers and other solar stakeholders understanding of both the evolving needs of these employers and the economic opportunity associated with solar market development. Included are labor market data covering current U.S. employment, expected industry growth, and employer skill preferences for solar installation-related occupations. This study offers an in-depth look at the solar installation sectors. A study published by the Solar Foundation in October 2011 provides a census of labor data across the entire solar value chain.

    Thin seam operations pose a challenge to the ingenuity of mining engineers to overcome the factor of human inconvenience in the restricted environment and associated high cost production. Surprisingly, low seam longwalls in the Federal Republic of Germany in an average thickness of 35 in. and dipping less than 18/sup 0/ come close to achieving the average production rate of all German longwall operations. They are all plow faces, and a consistent production of 3300 tons per day and a productivity of 40 tons per man shift are reported from one of the thin seam longwalls. These results were attained by reliable high-capacity equipment and roof support by shields that can be collapsed to as low as 22 inches. Maximum mining height for plow operated faces lies at 31.5 inches. Technology for mechanized mining of flat lying coalbeds less than 31.5 inches in thickness without rock cutting is not available, and firmness of coal, undulation of the strata, coalbed thickness variation, and the necessity of cutting rock, particularly through faults, set limits to plow application. The in-web shearer can be used in firm coal to a minimum mining height of 40 inches, and a daily production of 1650 to 2200 tons is reported from a longwall in the Saar district of Germany equipped with such a shearer and shields. Numerous in-web shearers are employed in the United Kingdom; reports as to their success are contradictory. Also, experience in the United States, though limited, has been negative. The steady increase in output from single drum shearer faces in Pennsylvania is a remarkable achievement, and occasional record breaking peaks in production indicate the potential of such mining. Technology development for the future is discussed.

    The economic impact of coal mining in New Mexico is examined in this report. The analysis is based on economic multipliers derived from an input-output model of the New Mexico economy. The direct, indirect, and induced impacts of coal mining in New Mexico are presented in terms of output, value added, employment, and labor income for calendar year 2007. Tax, rental, and royalty income to the State of New Mexico are also presented. Historical coal production, reserves, and price data are also presented and discussed. The impacts of coal-fired electricity generation will be examined in a separate report.

    The attention of developers in the power industry has shifted to foreign markets. The trend has caused significant additional risks to be assumed by the developer. One of these risks is the cost and availability of local skilled labor to construct projects. Especially projects built on a fast track schedule. To mitigate this risk, many developers and contractors bring in ex-patriot labor - often at a much higher cost. This paper addresses the Centro de Energia Escuintla, a 40 MW diesel power plant completed this year in Guatemala. Local labor pools provided the majority of the labor used to build the plant. Guatemalans were hired and trained to perform operations and maintenance duties. The plant was built to international standards, and produced power on time. The techniques used to manage the project construction and startup are discussed. The key conclusion is that it is possible to build plants with local labor, as long as the appropriate supervision is brought in, that language barriers can be overcome, that construction equipment is made available, and that time for training is allocated.

    We present a “Knudsen heat capacity” as a more appropriate and useful fluid property in micro/nanoscale gas systems than the constant pressure heat capacity. At these scales, different fluid processes come to the fore that are not normally observed at the macroscale. For thermodynamic analyses that include these Knudsen processes, using the Knudsen heat capacity can be more effective and physical. We calculate this heat capacity theoretically for non-ideal monatomic and diatomic gases, in particular, helium, nitrogen, and hydrogen. The quantum modification for para and ortho hydrogen is also considered. We numerically model the Knudsen heat capacity using molecular dynamics simulations for the considered gases, and compare these results with the theoretical ones.

    The capacity factors recently provided by the Energy Information Administration (EIA) indicated this plant performance metric had declined for geothermal power plants since 2008. Though capacity factor is a term commonly used by geothermal stakeholders to express the ability of a plant to produce power, it is a term frequently misunderstood and in some instances incorrectly used. In this paper we discuss how this capacity factor is defined and utilized by the EIA, including discussion on the information that the EIA requests from operations in their 923 and 860 forms that are submitted both monthly and annually by geothermal operators. A discussion is also provided regarding the entities utilizing the information in the EIA reports, and how those entities can misinterpret the data being supplied by the operators. The intent of the paper is to inform the facility operators as the importance of the accuracy of the data that they provide, and the implications of not providing the correct information.

    The SP-100 program was established in 1983 by DOD, DOE, and NASA as a joint program to develop the technology necessary for space nuclear power systems for military and civil application. During FY86 and 87, the NASA SP-100 Advanced Technology Program was devised to maintain the momentum of promising technology advancement efforts started during Phase I of SP-100 and to strengthen, in key areas, the chances for successful development and growth capability of space nuclear reactor power systems for future space applications. In FY88, the Advanced Technology Program was incorporated into NASA`s new Civil Space Technology Initiative (CSTI). The CSTI Program was established to provide the foundation for technology development in automation and robotics, information, propulsion, and power. The CSTI High Capacity Power Program builds on the technology efforts of the SP-100 program, incorporates the previous NASA SP-100 Advanced Technology project, and provides a bridge to NASA Project Pathfinder. The elements of CSTI High Capacity Power development include Conversion Systems, Thermal Management, Power Management, System Diagnostics, and Environmental Interactions. Technology advancement in all areas, including materials, is required to assure the high reliability and 7 to 10 year lifetime demanded for future space nuclear power systems. The overall program will develop and demonstrate the technology base required to provide a wide range of modular power systems as well as allowing mission independence from solar and orbital attitude requirements. Several recent advancements in CSTI High Capacity power development will be discussed.

    A review of literature published in 2008 and early 2009 on research related to the production of acid mine drainage and/or in the dissolution of minerals as a result of mining, with special emphasis on the effects of these phenomena on the water quality in the surrounding environment, is presented. This review is divided into six sections: 1) Site Characterization and Assessment, 2) Protection, Prevention, and Restoration, 3) Toxicity Assessment, 4) Environmental Fate and Transport, 5) Biological Characterization, and 6) Treatment Technologies. Because there is much overlap in research areas associated with minerals and mine drainage, many papers presented in this review can be classified into more than one category, and the six sections should not be regarded as being mutually-exclusive, nor should they be thought of as being all-inclusive.

    Perhaps the greatest risk to both equipment and personnel associated with highwall mining is from ground control. The two most significant ground control hazards are rock falls from highwall and equipment entrapment underground. In the central Appalachians, where the majority of highwall mining occurs in the USA, hillseams (or mountain cracks) are the most prominent structure that affects highwall stability. The article discusses measures to minimise the risk of failure associated with hillstreams. A 'stuck' or trapped highwall miner, and the ensuring retrieval or recovery operation, can be extremely disruptive to the highwall mining process. Most entrapment, are due to roof falls in the hole. The options for recovery are surface retrieval, surface excavation or underground recovery. Proper pillar design is essential to maintain highwall stability and prevent entrapments. NIOSH has developed the Analysis of Retreat Mining Pillar stability-Highwall Mining (ARMPS-HWM) computer program to help mine planners with this process. 10 figs.

    A mine roof bolt and a method of measuring the strain in mine roof bolts of this type are disclosed. According to the method, a flat portion on the head of the mine roof bolt is first machined. Next, a hole is drilled radially through the bolt at a predetermined distance from the bolt head. After installation of the mine roof bolt and loading, the strain of the mine roof bolt is measured by generating an ultrasonic pulse at the flat portion. The time of travel of the ultrasonic pulse reflected from the hole is measured. This time of travel is a function of the distance from the flat portion to the hole and increases as the bolt is loaded. Consequently, the time measurement is correlated to the strain in the bolt. Compensation for various factors affecting the travel time are also provided.

    From field-scale measurements to global climate simulations and remote sensing, the growing body of very large and long time series Earth science data are increasingly difficult to analyze, visualize, and interpret. Data mining, information theoretic, and machine learning techniques - such as cluster analysis, singular value decomposition, block entropy, Fourier and wavelet analysis, phase-space reconstruction, and artificial neural networks - are being applied to problems of segmentation, feature extraction, change detection, model-data comparison, and model validation. The size and complexity of Earth science data exceed the limits of most analysis tools and the capacities of desktop computers. New scalable analysis and visualization tools, running on parallel cluster computers and supercomputers, are required to analyze data of this magnitude. This workshop will demonstrate how data mining techniques are applied in the Earth sciences and describe innovative computer science methods that support analysis and discovery in the Earth sciences.

    In 2004, nearly 90 percent of the country's electricity was generated at power plants using steam-based systems (EIA 2005). Electricity generation at steam electric plants requires a cooling system to condense the steam. With the exception of a few plants using air-cooled condensers, most U.S. steam electric power plants use water for cooling. Water usage occurs through once-through cooling or as make-up water in a closed-cycle system (generally involving one or more cooling towers). According to a U.S. Geological Survey report, the steam electric power industry withdrew about 136 billion gallons per day of fresh water in 2000 (USGS 2005). This is almost the identical volume withdrawn for irrigation purposes. In addition to fresh water withdrawals, the steam electric power industry withdrew about 60 billion gallons per day of saline water. Many parts of the United States are facing fresh water shortages. Even areas that traditionally have had adequate water supplies are reaching capacity limits. New or expanded steam electric power plants frequently need to turn to non-traditional alternate sources of water for cooling. This report examines one type of alternate water source-groundwater collected in underground pools associated with coal mines (referred to as mine pool water in this report). In 2003, the U.S. Department of Energy's (DOE's) National Energy Technology Laboratory (NETL) funded Argonne National Laboratory (Argonne) to evaluate the feasibility of using mine pool water in Pennsylvania and West Virginia. That report (Veil et al. 2003) identified six small power plants in northeastern Pennsylvania (the Anthracite region) that had been using mine pool water for over a decade. It also reported on a pilot study underway at Exelon's Limerick Generating Station in southeastern Pennsylvania that involved release of water from a mine located about 70 miles upstream from the plant. The water flowed down the Schuylkill River and augmented the natural flow so that the Limerick plant could withdraw a larger volume of river water. The report also included a description of several other proposed facilities that were planning to use mine pool water. In early 2006, NETL directed Argonne to revisit the sites that had previously been using mine pool water and update the information offered in the previous report. This report describes the status of mine pool water use as of summer 2006. Information was collected by telephone interviews, electronic mail, literature review, and site visits.

    As the electric utility industry moves toward a new structure the responsibility of providing a reliable portfolio of generating resources may be shifted among the various entities m the industry To evaluate whether to undertake a construction project for new generating resources, utilities have traditionally used sophisticated models to assist in the comparison of alternative resources. It is not clear how this type of evaluation will be carried out after the restructuring dust has settled. What is clear, however, is that the market will require some way to measure capacity credit of new power plants, and future contracts will contain provisions under which buyer and seller must agree on capacity measures. This paper co the traditional capacity credit calculations with algorithms that are not nearly so labor intensive.

  15. Hybrid Zero-capacity Channels

    There are only two known kinds of zero-capacity channels. The first kind produces entangled states that have positive partial transpose, and the second one - states that are cloneable. We consider the family of 'hybrid' quantum channels, which lies in the intersection of the above classes of channels and investigate its properties. It gives rise to the first explicit examples of the channels, which create bound entangled states that have the property of being cloneable to the arbitrary finite number of parties. Hybrid channels provide the first example of highly cloneable binding entanglement channels, for which known superactivation protocols must fail - superactivation is the effect where two channels each with zero quantum capacity having positive capacity when used together. We give two methods to construct a hybrid channel from any binding entanglement channel. We also find the low-dimensional counterparts of hybrid states - bipartite qubit states which are extendible and possess two-way key.

    This report presents the information gathered by three mining engineers in a 1980 survey of nine surface mines in the United States and Canada. The mines visited included seven coal mines, one copper mine, and one tar sands mine selected as representative of present state of the art in open pit, strip, and terrace pit mining. The purpose of the survey was to investigate mining methods, equipment requirements, operating costs, reclamation procedures and costs, and other aspects of current surface mining practices in order to acquire basic data for a study comparing conventional and terrace pit mining methods, particularly in deeper overburdens. In this project a patented drill control unit (DCU) installed DIN. the J.H. Flecher & Co.'s roof bolter was used to record the drilling parameter for experiments conducted in the mines and laboratory. Today, the drilling parameters have been recorded for more than 1,000 roof bolt holes. This article summarizes the results to date including the methods for determining quantitatively the location of voids/fractures and estimation of roof rock strength from the recorded roof bolter drilling parameters. 8 figs., 2 tabs.

    Uranium mining and milling operations result in the release of radon from numerous sources of various types and strengths. The US Environmental Protection Agency (EPA) under the Clean Air Act, is assessing the health impact of air emissions of radon from underground uranium mines. In this case, the radon emissions may impact workers and residents in the mine vicinity. To aid in this assessment, the EPA needs to know how mine releases can affect the radon concentrations at populated locations. To obtain this type of information, Pacific Northwest Laboratory used the radon emissions, release characteristics and local meterological conditions for a number of mines to model incremental radon concentrations. Long-term, average, incremental radon concentrations were computed based on the best available information on release rates, plume rise parameters, number and locations of vents, and local dispersion climatology. Calculations are made for a model mine, individual mines, and multiple mines. Our approach was to start with a general case and then consider specific cases for comparison. A model underground uranium mine was used to provide definition of the order of magnitude of typical impacts. Then computations were made for specific mines using the best mine-specific information available for each mine. These case study results are expressed as predicted incremental radon concentration contours plotted on maps with local population data from a previous study. Finally, the effect of possible overlap of radon releases from nearby mines was studied by calculating cumulative radon concentrations for multiple mines in a region with many mines. The dispersion model, modeling assumptions, data sources, computational procedures, and results are documented in this report. 7 refs., 27 figs., 18 tabs.

In mining operations in which conventional auger-type drills are used to form a series of parallel, cylindrical holes in a coal seam, a large amount of coal remains in place in the seam because the shape of the holes leaves thick webs between the holes. A higher percentage of coal can be mined from a seam by a means capable of drilling holes having a substantially square cross section. It is an object of this invention to provide an improved mining apparatus by means of which the amount of coal recovered from a seam deposit can be increased. Another object of the invention is to provide a drilling assembly which cuts corners in a hole having a circular cross section. These objects and other advantages are attained by a preferred embodiment of the invention.

    This research project is aiming to assess the carbon dioxide sealing capacity of most common seal-rocks, such as shales and non-fractured limestones, by analyzing the role of textural and compositional parameters of those rocks. We hypothesize that sealing capacity is controlled by textural and/or compositional pa-rameters of caprocks. In this research, we seek to evaluate the importance of textural and compositional parameters affecting the sealing capacity of caprocks. The conceptu-al framework involves two testable end-member hypotheses concerning the sealing ca-pacity of carbon dioxide reservoir caprocks. Better understanding of the elements controlling sealing quality will advance our knowledge regarding the sealing capacity of shales and carbonates. Due to relatively low permeability, shale and non-fractured carbonate units are considered relatively imper-meable formations which can retard reservoir fluid flow by forming high capillary pres-sure. Similarly, these unites can constitute reliable seals for carbon dioxide capture and sequestration purposes. This project is a part of the comprehensive project with the final aim of studying the caprock sealing properties and the relationship between microscopic and macroscopic characteristics of seal rocks in depleted gas fields of Oklahoma Pan-handle. Through this study we examined various seal rock characteristics to infer about their respective effects on sealing capacity in special case of replacing reservoir fluid with super critical carbon dioxide (scCO{sub 2}). To assess the effect of textural and compositional properties on scCO{sub 2} maximum reten-tion column height we collected 30 representative core samples in caprock formations in three counties (Cimarron, Texas, Beaver) in Oklahoma Panhandle. Core samples were collected from various seal formations (e.g., Cherokee, Keys, Morrowan) at different depths. We studied the compositional and textural properties of the core samples using several techniques. Mercury Injection Porosimetry (MIP), Scanning Electron Microsco-py SEM, and Sedigraph measurements are used to assess the pore-throat-size distribu-tion, sorting, texture, and grain size of the samples. Also, displacement pressure at 10% mercury saturation (Pd) and graphically derived threshold pressure (Pc) were deter-mined by MIP technique. SEM images were used for qualitative study of the minerals and pores texture of the core samples. Moreover, EDS (Energy Dispersive X-Ray Spec-trometer), BET specific surface area, and Total Organic Carbon (TOC) measurements were performed to study various parameters and their possible effects on sealing capaci-ty of the samples. We found that shales have the relatively higher average sealing threshold pressure (Pc) than carbonate and sandstone samples. Based on these observations, shale formations could be considered as a promising caprock in terms of retarding scCO{sub 2} flow and leak-age into above formations. We hypothesized that certain characteristics of shales (e.g., 3 fine pore size, pore size distribution, high specific surface area, and strong physical chemical interaction between wetting phase and mineral surface) make them an effi-cient caprock for sealing super critical CO{sub 2}. We found that the displacement pressure at 10% mercury saturation could not be the ultimate representative of the sealing capacity of the rock sample. On the other hand, we believe that graphical method, introduced by Cranganu (2004) is a better indicator of the true sealing capacity. Based on statistical analysis of our samples from Oklahoma Panhandle we assessed the effects of each group of properties (textural and compositional) on maximum supercriti-cal CO{sub 2} height that can be hold by the caprock. We conclude that there is a relatively strong positive relationship (+.40 to +.69) between supercritical CO{sub 2} column height based on Pc and hard/ soft mineral content index (ratio of minerals with Mohs hardness more than 5 over minerals with Mohs hardness less than 5) in both shales and limestone samples.     This case study in underground coal mining is informed by some notions of scholars who have written in widely divergent traditions and disciplines. Two major themes dealt with are labor's subjective moment and workplace culture. Regarding the subjective moment of labor, it is argued that there is an expressive element in work which defies reductions to some exchange principle. The struggle, for those articulating capitalist work processes, is to keep this purposive activity from being diverted totally to alien ends. The mediating element in this struggle, which structural Marxists have ignored in their analyses of capitalist workplaces, is culture. There is created a network of lasting relationships in the work group over and above any interdependence engendered by the division of labor. This shared culture allows for a collective recognition of the common product of group work, the shared nature of a particular work process, even the liberating potential of social relations themselves. The group's internalization of these social facts provides a base from which workers can mount an unceasing effort to control their workplace.

    This study estimates the capacity value of a concentrating solar power (CSP) plant at a variety of locations within the western United States. This is done by optimizing the operation of the CSP plant and by using the effective load carrying capability (ELCC) metric, which is a standard reliability-based capacity value estimation technique. Although the ELCC metric is the most accurate estimation technique, we show that a simpler capacity-factor-based approximation method can closely estimate the ELCC value. Without storage, the capacity value of CSP plants varies widely depending on the year and solar multiple. The average capacity value of plants evaluated ranged from 45%?90% with a solar multiple range of 1.0-1.5. When introducing thermal energy storage (TES), the capacity value of the CSP plant is more difficult to estimate since one must account for energy in storage. We apply a capacity-factor-based technique under two different market settings: an energy-only market and an energy and capacity market. Our results show that adding TES to a CSP plant can increase its capacity value significantly at all of the locations. Adding a single hour of TES significantly increases the capacity value above the no-TES case, and with four hours of storage or more, the average capacity value at all locations exceeds 90%.

    According to a 2008 report issued by the United States Geological Survey, North Dakota and Montana have an estimated 3.0 to 4.3 billion barrels of undiscovered, technically recoverable oil in an area known as the Bakken Formation. With the size and remoteness of the discovery, the question became 'can a business case be made for increasing refining capacity in North Dakota?' And, if so what is the impact to existing players in the region. To answer the question, a study committee comprised of leaders in the region's petroleum industry were brought together to define the scope of the study, hire a consulting firm and oversee the study. The study committee met frequently to provide input on the findings and modify the course of the study, as needed. The study concluded that the Petroleum Area Defense District II (PADD II) has an oversupply of gasoline. With that in mind, a niche market, naphtha, was identified. Naphtha is used as a diluent used for pipelining the bitumen (heavy crude) from Canada to crude markets. The study predicted there will continue to be an increase in the demand for naphtha through 2030. The study estimated the optimal configuration for the refinery at 34,000 barrels per day (BPD) producing 15,000 BPD of naphtha and a 52 percent refinery charge for jet and diesel yield. The financial modeling assumed the sponsor of a refinery would invest its own capital to pay for construction costs. With this assumption, the internal rate of return is 9.2 percent which is not sufficient to attract traditional investment given the risk factor of the project. With that in mind, those interested in pursuing this niche market will need to identify incentives to improve the rate of return.

    The duration that saltstone retains its ability to immobilize some key radionuclides, such as technetium (Tc), plutonium (Pu), and neptunium (Np), depends on its capacity to maintain a low redox status (or low oxidation state). The reduction capacity is a measure of the mass of reductants present in the saltstone; the reductants are the active ingredients that immobilize Tc, Pu, and Np. Once reductants are exhausted, the saltstone loses its ability to immobilize these radionuclides. The reduction capacity values reported here are based on the Ce(IV)/Fe(II) system. The Portland cement (198 {micro}eq/g) and especially the fly ash (299 {micro}eq/g) had a measurable amount of reduction capacity, but the blast furnace slag (820 {micro}eq/g) not surprisingly accounted for most of the reduction capacity. The blast furnace slag contains ferrous iron and sulfides which are strong reducing and precipitating species for a large number of solids. Three saltstone samples containing 45% slag or one sample containing 90% slag had essentially the same reduction capacity as pure slag. There appears to be some critical concentration between 10% and 45% slag in the Saltstone formulation that is needed to create the maximum reduction capacity. Values from this work supported those previously reported, namely that the reduction capacity of SRS saltstone is about 820 {micro}eq/g; this value is recommended for estimating the longevity that the Saltstone Disposal Facility will retain its ability to immobilize radionuclides.

    A multi-laboratory ontology construction effort during the summer and fall of 2009 prototyped an ontology for counterfeit semiconductor manufacturing. This effort included an ontology development team and an ontology validation methods team. Here the third team of the Ontology Project, the Data Analysis (DA) team reports on their approaches, the tools they used, and results for mining literature for terminology pertinent to counterfeit semiconductor manufacturing. A discussion of the value of ontology-based analysis is presented, with insights drawn from other ontology-based methods regularly used in the analysis of genomic experiments.     Constituents of complex systems interact with each other and self-organize to form complex networks. Empirical results show that the link formation process of many real networks follows either the global principle of popularity or the local principle of similarity or a tradeoff between the two. In particular, it has been shown that in social networks individuals exhibit significant homophily when choosing their collaborators. We demonstrate, however, that in populations in which there is a division of labor, skill complementarity is an important factor in the formation of socioeconomic networks and an individual's choice of collaborators is strongly affected by heterophily. We analyze 124 evolving virtual worlds of a popular "massively multiplayer online role-playing game" (MMORPG) in which people belong to three different professions and are allowed to work and interact with each other in a somewhat realistic manner.     This report summarizes the work performed under the project (3z(BStatitically significant relational data mining.(3y (BThe goal of the project was to add more statistical rigor to the fairly ad hoc area of data mining on graphs. Our goal was to develop better algorithms and better ways to evaluate algorithm quality. We concetrated on algorithms for community detection, approximate pattern matching, and graph similarity measures. Approximate pattern matching involves finding an instance of a relatively small pattern, expressed with tolerance, in a large graph of data observed with uncertainty. This report gathers the abstracts and references for the eight refereed publications that have appeared as part of this work. We then archive three pieces of research that have not yet been published. The first is theoretical and experimental evidence that a popular statistical measure for comparison of community assignments favors over-resolved communities over approximations to a ground truth. The second are statistically motivated methods for measuring the quality of an approximate match of a small pattern in a large graph. The third is a new probabilistic random graph model. Statisticians favor these models for graph analysis. The new local structure graph model overcomes some of the issues with popular models such as exponential random graph models and latent variable models.

    An important emerging issue is the estimation of renewables' contributions to reliably meeting system demand, or their capacity value. While the capacity value of thermal generation can be estimated easily, assessment of wind and solar requires a more nuanced approach due to resource variability. Reliability-based methods, particularly, effective load-carrying capacity (ELCC), are considered to be the most robust techniques for addressing this resource variability. The Regional Energy Deployment System (ReEDS) capacity expansion model and other long-term electricity capacity planning models require an approach to estimating CV for generalized PV and system configurations with low computational and data requirements. In this paper we validate treatment of solar photovoltaic (PV) capacity value by ReEDS capacity expansion model by comparing model results to literature for a range of energy penetration levels. Results from the ReEDS model are found to compare well with both comparisons--despite not being resolved at an hourly scale.

    Reported world crude capacity increased almost 1 million b/d, while conversion processes--fluid catalytic cracking (FCC), hydrocracking, coking--increased more than 1.7 million b/d or 8.3%, according to the Journal's most recent survey of world refining capacity. As a measure of capacity growth in the past year, changes in distillation capacities (atmospheric plus vacuum) were calculated for three major refining regions. The year-to-year comparison indicates: for the US, an increase of 293,000 b/d, or 1.3%; for the European Economic Community (E.E.C.), an increase of 431,000 b/d, or 2.6%; and for Asia/Pacific, excluding China, an increase of 122,000 b/d, or 1.1%. In addition to the compiled data the paper describes the survey layout, regional changes, conversion units, hydroprocessing, company size, oxygenates, and construction.

    A method of sublevel caving and pillar and top coal extraction for mining thick coal seams includes the advance mining of rooms and crosscuts along the bottom of a seam to a height of about eight feet, and the retreat mining of the top coal from the rooms, crosscuts and portions of the pillars remaining from formation of the rooms and cross-cuts. In the retreat mining, a pocket is formed in a pillar, the top coal above the pocket is drilled, charged and shot, and then the fallen coal is loaded by a continuous miner so that the operator remains under a roof which has not been shot. The top coal from that portion of the room adjacent the pocket is then mined, and another pocket is formed in the pillar. The top coal above the second pocket is mined followed by the mining of the top coal of that portion of the room adjacent the second pocket, all by use of a continuous miner which allows the operator to remain under a roof portion which has not been shot.

    Critical peak pricing and peak time rebate programs offer benefits by increasing system reliability, and therefore, reducing capacity needs of the electric power system. These benefits, however, decrease substantially as the size of the programs grows relative to the system size. More flexible schemes for deployment of demand response can help address the decreasing returns to scale in capacity value, but more flexible demand response has decreasing returns to scale as well.     An improved method of locating an underground mine fire by comparing the pattern of measured combustion product arrival times at detector locations with a real time computer-generated array of simulated patterns. A number of electronic fire detection devices are linked thru telemetry to a control station on the surface. The mine's ventilation is modeled on a digital computer using network analysis software. The time reguired to locate a fire consists of the time required to model the mines' ventilation, generate the arrival time array, scan the array, and to match measured arrival time patterns to the simulated patterns.

    The fuel cell hybrid mine loader project, sponsored by a government-industry consortium, was implemented to determine the viability of proton exchange membrane (PEM) fuel cells in underground mining applications. The Department of Energy (DOE) sponsored this project with cost-share support from industry. The project had three main goals: (1) to develop a mine loader powered by a fuel cell, (2) to develop associated metal-hydride storage and refueling systems, and (3) to demonstrate the fuel cell hybrid loader in an underground mine in Nevada. The investigation of a zero-emissions fuel cell power plant, the safe storage of hydrogen, worker health advantages (over the negative health effects associated with exposure to diesel emissions), and lower operating costs are all key objectives for this project.

    This is the fourth wellhead productive capacity report. The three previous ones were published in 1991, 1993, and 1994. This report should be of particular interest to those in Congress, Federal and State agencies, industry, and the academic community, who are concerned with the future availability of natural gas. The EIA Dallas Field Office has prepared five earlier reports regarding natural gas productive capacity. These reports, Gas Deliverability and Flow Capacity of Surveillance Fields, reported deliverability and capacity data for selected gas fields in major gas producing areas. The data in the reports were based on gas-well back-pressure tests and estimates of gas-in-place for each field or reservoir. These reports use proven well testing theory, most of which has been employed by industry since 1936 when the Bureau of Mines first published Monograph 7. Demand for natural gas in the United States is met by a combination of natural gas production, underground gas storage, imported gas, and supplemental gaseous fuels. Natural gas production requirements in the lower 48 States have been increasing during the last few years while drilling has remained at low levels. This has raised some concern about the adequacy of future gas supplies, especially in periods of peak heating or cooling demand. The purpose of this report is to address these concerns by presenting a 3-year projection of the total productive capacity of natural gas at the wellhead for the lower 48 States. Alaska is excluded because Alaskan gas does not enter the lower-48 States pipeline system. The Energy Information Administration (EIA) generates this 3-year projection based on historical gas-well drilling and production data from State, Federal, and private sources. In addition to conventional gas-well gas, coalbed gas and oil-well gas are also included.

    An important issue for electricity system operators is the estimation of renewables' capacity contributions to reliably meeting system demand, or their capacity value. While the capacity value of thermal generation can be estimated easily, assessment of wind and solar requires a more nuanced approach due to the resource variability. Reliability-based methods, particularly assessment of the Effective Load-Carrying Capacity, are considered to be the most robust and widely-accepted techniques for addressing this resource variability. This report compares estimates of solar PV capacity value by the Regional Energy Deployment System (ReEDS) capacity expansion model against two sources. The first comparison is against values published by utilities or other entities for known electrical systems at existing solar penetration levels. The second comparison is against a time-series ELCC simulation tool for high renewable penetration scenarios in the Western Interconnection. Results from the ReEDS model are found to compare well with both comparisons, despite being resolved at a super-hourly temporal resolution. Two results are relevant for other capacity-based models that use a super-hourly resolution to model solar capacity value. First, solar capacity value should not be parameterized as a static value, but must decay with increasing penetration. This is because -- for an afternoon-peaking system -- as solar penetration increases, the system's peak net load shifts to later in the day -- when solar output is lower. Second, long-term planning models should determine system adequacy requirements in each time period in order to approximate LOLP calculations. Within the ReEDS model we resolve these issues by using a capacity value estimate that varies by time-slice. Within each time period the net load and shadow price on ReEDS's planning reserve constraint signals the relative importance of additional firm capacity.

    An integrated system to utilize the waste coal mine methane (CMM) at the Federal No. 2 Coal Mine in West Virginia was designed and built. The system includes power generation, using internal combustion engines, along with gas processing equipment to upgrade sub-quality waste methane to pipeline quality standards. The power generation has a nominal capacity of 1,200 kw and the gas processing system can treat about 1 million cubic feet per day (1 MMCFD) of gas. The gas processing is based on the Northwest Fuel Development, Inc. (NW Fuel) proprietary continuous pressure swing adsorption (CPSA) process that can remove nitrogen from CMM streams. The two major components of the integrated system are synergistic. The byproduct gas stream from the gas processing equipment can be used as fuel for the power generating equipment. In return, the power generating equipment provides the nominal power requirements of the gas processing equipment. This Phase III effort followed Phase I, which was comprised of a feasibility study for the project, and Phase II, where the final design for the commercial-scale demonstration was completed. The fact that NW Fuel is desirous of continuing to operate the equipment on a commercial basis provides the validation for having advanced the project through all of these phases. The limitation experienced by the project during Phase III was that the CMM available to operate the CPSA system on a commercial basis was not of sufficiently high quality. NW Fuel's CPSA process is limited in its applicability, requiring a relatively high quality of gas as the feed to the process. The CPSA process was demonstrated during Phase III for a limited time, during which the processing capabilities met the expected results, but the process was never capable of providing pipeline quality gas from the available low quality CMM. The NW Fuel CPSA process is a low-cost ''polishing unit'' capable of removing a few percent nitrogen. It was never intended to process CMM streams containing high levels of nitrogen, as is now the case at the Federal No.2 Mine. Even lacking the CPSA pipeline delivery demonstration, the project was successful in laying the groundwork for future commercial applications of the integrated system. This operation can still provide a guide for other coal mines which need options for utilization of their methane resources. The designed system can be used as a complete template, or individual components of the system can be segregated and utilized separately at other mines. The use of the CMM not only provides an energy fuel from an otherwise wasted resource, but it also yields an environmental benefit by reducing greenhouse gas emissions. The methane has twenty times the greenhouse effect as compared to carbon dioxide, which the combustion of the methane generates. The net greenhouse gas emission mitigation is substantial.

    Since the implementation of the federal Surface Mining Control and Reclamation Act of 1977 (SMCRA) in May of 1978, many opportunities have been lost for the reforestation of surface mines in the eastern United States. Research has shown that excessive compaction of spoil material in the backfilling and grading process is the biggest impediment to the establishment of productive forests as a post-mining land use (Ashby, 1998, Burger et al., 1994, Graves et al., 2000). Stability of mine sites was a prominent concern among regulators and mine operators in the years immediately following the implementation of SMCRA. These concerns resulted in the highly compacted, flatly graded, and consequently unproductive spoils of the early post-SMCRA era. However, there is nothing in the regulations that requires mine sites to be overly compacted as long as stability is achieved. It has been cultural barriers and not regulatory barriers that have contributed to the failure of reforestation efforts under the federal law over the past 27 years. Efforts to change the perception that the federal law and regulations impede effective reforestation techniques and interfere with bond release must be implemented. Demonstration of techniques that lead to the successful reforestation of surface mines is one such method that can be used to change perceptions and protect the forest ecosystems that were indigenous to these areas prior to mining. The University of Kentucky initiated a large-scale reforestation effort to address regulatory and cultural impediments to forest reclamation in 2003. During the three years of this project 383,000 trees were planted on over 556 acres in different physiographic areas of Kentucky (Table 1, Figure 1). Species used for the project were similar to those that existed on the sites before mining was initiated (Table 2). A monitoring program was undertaken to evaluate growth and survival of the planted species as a function of spoil characteristics and reclamation practice. In addition, experiments were integrated within the reforestation effort to address specific questions pertaining to sequestration of carbon (C) on these sites.

    The Resource Description Framework (RDF) and SPARQL Protocol and RDF Query Language (SPARQL) were introduced about a decade ago to enable flexible schema-free data interchange on the Semantic Web. Today, data scientists use the framework as a scalable graph representation for integrating, querying, exploring and analyzing data sets hosted at different sources. With increasing adoption, the need for graph mining capabilities for the Semantic Web has emerged. We address that need through implementation of three popular iterative Graph Mining algorithms (Triangle count, Connected component analysis, and PageRank). We implement these algorithms as SPARQL queries, wrapped within Python scripts. We evaluate the performance of our implementation on 6 real world data sets and show graph mining algorithms (that have a linear-algebra formulation) can indeed be unleashed on data represented as RDF graphs using the SPARQL query interface.

    We study the scaling of entanglement in low-energy states of quantum many-body models on lattices of arbitrary dimensions. We allow for unbounded Hamiltonians such that systems with bosonic degrees of freedom are included. We show that if at low enough temperatures the specific heat capacity of the model decays exponentially with inverse temperature, the entanglement in every low-energy state satisfies an area law (with a logarithmic correction). This behaviour of the heat capacity is typically observed in gapped systems. Assuming merely that the low-temperature specific heat decays polynomially with temperature, we find a subvolume scaling of entanglement. Our results give experimentally verifiable conditions for area laws, show that they are a generic property of low-energy states of matter, and, to the best of our knowledge, constitute the first proof of an area law for unbounded Hamiltonians beyond those that are integrable.

    Directional drilling has begun this fall for a $68.5 million, approximately 110,000 b/d expansion of Central Florida Pipeline Co.`s refined products line from Tampa to Orlando. The drilling started in August and is scheduled to conclude this month, crossing under seven water bodies in Hillsborough, Polk, and Osceola counties. The current 6 and 10-in. system provides more than 90% of the petroleum products used in Central Florida, according to Central Florida Pipeline. Its additional capacity will meet the growing region`s demand for gasoline, diesel, and jet fuel. The new pipeline, along with the existing 10-in. system, will increase total annual capacity from 30 million bbl (82,192 b/d) to approximately 70 million bbl (191,781 b/d). The older 6-in. line will be shutdown when the new line is operating fully. The steps of pipeline installation are described.

    Recovery of coal from mine wastes produced by historic longwall mines in northeastern Illinois was studied as part of a project undertaken in 1982 for the Illinois Abandoned Mined Lands Reclamation Council. About 100 of these mines operated in the Wilmington and La Salle Districts of the Illinois Coal Field between about 1870 and 1940; all worked the Colchester (No. 2) Coal Seam, using a manual high-extraction mining method. Large samples of the three major kinds of mine waste - gray mining gob, preparation gob, and preparation slurry - were collected from deposits at nine of the larger mine sites and analyzed to determine their general ranges of sulfur, ash, and heating values. Preparation gob and slurry from six of the sites had significant combustible contents, and were evaluated by a simple procedure in which ash analyses and wet-screening tests were used to determine the washability and yield of combustibles to recovery processes.
