This overview discusses key construction team considerations for renewable energy as well as timing and expectations for the construction phase. The project construction phase begins after a project is completely designed and the construction documents (100%) have been issued.     A prototype petrologic database (MinChem) has been under continual development for several years. MinChem contains petrologic, mineralogical, and bulk-rock geochemical data for Hanford Site sediments collected over multiple decades. The database is in relational form and consists of a series of related tables modeled after the Hanford Environmental Information System HEIS (BHI 2002) structures. The HEIS-compatible tables were created in anticipation of eventual migration into HEIS, or some future form of HEIS (e.g. HEIS-GEO). There are currently a total of 13,129 results in MinChem from 521 samples collected at 381 different sampling sites. These data come from 19 different original source documents published and unpublished (e.g. letter reports) between 1976 and 2009. The data in MinChem consist of results from analytical methods such as optical and electron microscopy, x-ray diffraction, x-ray fluorescence, and electron probe microanalysis.

    This report covers a two-year program to develop fully dense Si{sub 3}N{sub 4} matrix SiC whisker composites with enhanced properties over monolithic Si{sub 3}N{sub 4} materials. The primary goal was to develop a composite with a fracture toughness > 10 MPa{radical}m, capable of using high pressure glass encapsulated HIP'ing. Coating methods were developed to apply thin (<150nm) stoichiometric BN layers to SiC whiskers and also to apply a dual coating of SiC over carbon to the whiskers. Fracture toughness of the composites was determined to increase as the quantity of whiskers (or elongated grains) with their axis perpendicular to the crack plane increased. Of the interface compositions evaluated in this effort, carbon was determined to be the most effective for increasing toughness. The highest toughnesses (6.8--7.0 MPa{radical}m) were obtained with uniaxially aligned carbon coated whiskers. There was no evidence of the carbon coating compromising the oxidation resistance of the composites at 1370{degree}C.

    The Energy Balance Bowen Ratio (EBBR) system produces 30-min estimates of the vertical fluxes of sensible and latent heat at the local surface. Flux estimates are calculated from observations of net radiation, soil surface heat flux, and the vertical gradients of temperature and relative humidity. Meteorological data collected by the EBBR are used to calculate bulk aerodynamic fluxes, which are used in the Bulk Aerodynamic Technique (BA) EBBR value-added product (VAP) to replace sunrise and sunset spikes in the flux data. A unique aspect of the system is the automatic exchange mechanism (AEM), which helps to reduce errors from instrument offset drift.

    Many of the basic elements of passive solar design are reviewed. The unique design constraints presented in passive homes are introduced and many of the salient issues influencing design decisions are described briefly. Passive solar construction is described for each passive system type: direct gain, thermal storage wall, attached sunspace, thermal storage roof, and convective loop. For each system type, important design and construction issues are discussed and case studies illustrating designed and built examples of the system type are presented. Construction details are given and construction and thermal performance information is given for the materials used in collector components, storage components, and control components. Included are glazing materials, framing systems, caulking and sealants, concrete masonry, concrete, brick, shading, reflectors, and insulators. The Load Collector Ratio method for estimating passive system performance is appended, and other analysis methods are briefly summarized. (LEW)

    Given the increasing demand from wireless applications, designing energy-efficient group communication protocols is of great importance to multi-hop wireless networks. A group communication session involves a set of member nodes, each of them needs to send a certain number of data packets to all other members. In this paper, we consider the problem of building a shared multicast tree spanning the member nodes such that the total energy consumption of a group communication session using the shared multicast tree is minimized. Since this problem was proven as NP-complete, we propose, under our Min-Energy Group COMmunication (MEGCOM) framework, three distributed approximation algorithms with provable approximation ratios.     We argue that the discretization of physics which has occurred thanks to the advent of quantum mechanics has replaced the continuum standards of time, length and mass which brought physics to maturity by counting. The (arbitrary in the sense of conventional dimensional analysis) standards have been replaced by three dimensional constants: the limiting velocity c, the unit of action h, and either a reference mass (eg m/sub p/) or a coupling constant (eg G related to the mass scale by hc/(2..pi..Gm/sub p//sup 2/) approx. = 1.7 x 10/sup 38/). Once these physical and experimental reference standards are accepted, the conventional approach is to connect physics to mathematics by means of dimensionless ratios. But these standards now rest on counting rather than ratios, and allow us to think of a fourth dimensionless mathematical concept, which is counting integers. According to constructive mathematics, counting has to be understood before engaging in the practice of mathematics in order to avoid redundancy. In its strict form constructive mathematics allows no completed infinities, and must provide finite algorithms for the computation of any acceptable concept. This finite requirement in constructive mathematics is in keeping with the practice of physics when that practice is restricted to hypotheses which are testable in a finite time. In this paper we attempt to outline a program for physics which will meet these rigid criteria while preserving, in so far as possible, the successes that conventional physics has already achieved.

    The purpose of this study is to respond to U.S. Department of Energy (DOE) Technical Direction Letter (TDL) 02-003 (Waisley 2001), which directs Bechtel SAIC Company, LLC (BSC) to complete a design study to recommend repository design options to support receipt and/or emplacement of any or all of the following: commercial spent nuclear fuel (CSNF), high-level radioactive waste (HLW), DOE-managed spent nuclear fuel (DSNF) (including naval spent nuclear fuel [SNF]), and immobilized plutonium (if available), as soon as practicable, but no later than 2010. From the possible design options, a recommended approach will be determined for further evaluation to support the preliminary design of the repository. This study integrates the results of the repository Design Evolution Study (Rowe 2002) with supporting studies concerning national transportation options (BSC 2002b) and Nevada transportation options (Gehner 2002). The repository Design Evolution Study documents the processes used to reevaluate the design, construction, operation, and cost of the repository in response to TDL 02-003 (Waisley 2001), and to determine possible repository conceptual design options. The transportation studies evaluate the national and Nevada transportation options that support the repository conceptual design options. An evaluation methodology was established, based on Program-level requirements developed for the study in reference BSC 2001a, to allow the repository and system design options to be evaluated on a consistent basis. The transportation options and the design components were integrated into system design implementation options, which were evaluated using receipt and emplacement scenarios. The scenarios tested the ability of the design concept to adapt to changes in funding, waste receipt rate, and Nevada rail transportation availability. The results of the evaluation (in terms of system throughput, cost, and schedule) were then compared to the Program-level requirements, and recommendations for design alternatives, requirements changes, or further evaluation were developed.

    We searched for superflares on solar-type stars using the Kepler short-cadence (1-min sampling) data in order to detect superflares with short duration. We found 187 superflares on 23 solar-type stars whose bolometric energy ranges from the order of $10^{32}$ erg to $10^{36}$ erg. Using these new data combined with the results from the data with 30-min sampling, we found the occurrence frequency ($dN/dE$) of superflares as a function of flare energy ($E$) shows the power-law distribution ($dN/dE \\propto E ^{-\\alpha}$) with $\\alpha=1.5$ for $10^{33}

    The Miniature X-ray Solar Spectrometer (MinXSS) is a 3-Unit (3U) CubeSat developed at the Laboratory for Atmospheric and Space Physics (LASP) at the University of Colorado, Boulder (CU). Over 40 students contributed to the project with professional mentorship and technical contributions from professors in the Aerospace Engineering Sciences Department at CU and from LASP scientists and engineers. The scientific objective of MinXSS is to study processes in the dynamic Sun, from quiet-Sun to solar flares, and to further understand how these changes in the Sun influence the Earth's atmosphere by providing unique spectral measurements of solar soft x-rays (SXRs). The enabling technology providing the advanced solar SXR spectral measurements is the Amptek X123, a commercial-off-the-shelf (COTS) silicon drift detector (SDD).     The construction industry accounts for over 11.14% of the total energy consumed in the US annually. This represents the equivalent energy value of 1 1/4 billion barrels of oil. Within the construction industry, new building construction accounts for 5.19% of national annual energy consumption. The remaining 5.95% is distributed among new nonbuilding construction (highways, ralroads, dams, bridges, etc.), building maintenance construction, and nonbuilding maintenance construction. The handbook focuses on new building construction; however, some information for the other parts of the construction industry is also included. The handbook provides building designers with information to determine the energy required for buildings construction and evaluates the energy required for alternative materials, assemblies, and methods. The handbook is also applicable to large-scale planning and policy determination in that it provides the means to estimate the energy required to carry out major building programs.

    The NIO1 (Negative Ion Optimization phase 1) project consists of a multiaperture negative ion source mounted on a 60 kV accelerating column; up to 9 beamlets (15 mA H{sup -} each one) arranged in 3x3 matrix with 14 mm spacing can be extracted. The moderate size and the modular concept make some relative rotation of the source magnetic filter and the electrodes possible, so that the effect of crossed and aligned field can be easily compared. Other goals of source experimental program are emittance (and beam profile) measurement at several distances (for simulation code validation), testing of diagnostic components and of radiofrequency coupling. A full set of construction drawing was completed; also the Fast Emittance Scanner (FES) and its vacuum chambers were built (four mounting positions are reserved to FES). Some low power rf matching boxes were developed for a test plasma, approximately half the source size. A cesium oven compatible with NIO1 is being also developed; by using some industrial standard 100 W heaters (with a proper driver) a careful control of temperature is planned.

    In constructing the trans-Mediterranean undersea pipeline between Tunisia and Sicily, Perry Oceanographics used a manned, tethered vehicle called an observation manipulator bell (OMB), which has proven itself in deepwater pipelaying operations. The OMB carries a crew of two inside a pressure hull with an internal diameter of 76 in. Its overall diameter is 102 in. and it weighs 17,500 lb. The vehicle has two 5-hp port- and starboard-mounted electric thrusters. Its vertical position can be controlled by either the bell operator using a clump-weight haul-down winch or the surface operator with the umbilical winch. The OMB is fitted with video cameras and voice communication. The vehicle has reached depths of 3000 ft within 30 min with only a 10-ft overshoot. The OMB's single and/or dual manipulator-arm systems can operate its onboard impact wrenches, cut-off saws, water jets, and cable cutters. In addition, the manipulator claws can operate valve wheels and levers, attach anodes, and connect of disconnect cables and hydraulic systems. The versatility of the OMB was demonstrated recently when the vehicle rescued a PC-1602 submarine that had become entangled at 1740 ft.

    This report presents a wet weather construction plan for the National Ignition Facility (NIF) construction project. Construction of the NIF commenced in mid- 1997, and excavation of the site was completed in the fall. Preparations for placing concrete foundations began in the fall, and above normal rainfall is expected over the tinter. Heavy rainfall in late November impacted foundation construction, and a wet weather construction plan was determined to be needed. This wet weather constiction plan recommends a strategy, techniques and management practices to prepare and protect the site corn wet weather effects and allow construction work to proceed. It is intended that information in this plan be incorporated in the Stormwater Pollution Prevention Plan (SWPPP) as warranted.

    We generalize the known method for explicit construction of mirror pairs of $(2,2)$-superconformal field theories, using the formalism of Landau-Ginzburg orbifolds. Geometrically, these theories are realized as Calabi-Yau hypersurfaces in weighted projective spaces.     In polarized proton operation the RHIC performance is limited by the head-on beam-beam effect. To overcome this limitation two electron lenses are under construction. We give an overview of the construction progress. Guns, collectors and the warm electron beam transport solenoids with their power supplies have been constructed. The superconducting solenoids that guide the electron beam during the interaction with the proton beam are near completion. A test stand has been set up to verify the performance of the gun, collector and some of the instrumentation. The infrastructure is being prepared for installation, and simulations continue to optimize the performance.

    This report covers a two-year program to develop fully dense Si{sub 3}N{sub 4} matrix SiC whisker composites with enhanced properties over monolithic Si{sub 3}N{sub 4} materials. The primary goal was to develop a composite with a fracture toughness > 10 MPa{radical}m, capable of using high pressure glass encapsulated HIP`ing. Coating methods were developed to apply thin (<150nm) stoichiometric BN layers to SiC whiskers and also to apply a dual coating of SiC over carbon to the whiskers. Fracture toughness of the composites was determined to increase as the quantity of whiskers (or elongated grains) with their axis perpendicular to the crack plane increased. Of the interface compositions evaluated in this effort, carbon was determined to be the most effective for increasing toughness. The highest toughnesses (6.8--7.0 MPa{radical}m) were obtained with uniaxially aligned carbon coated whiskers. There was no evidence of the carbon coating compromising the oxidation resistance of the composites at 1370{degree}C.

    This manual provides a state - of - the - art review of the design and construction of an earth - sheltered house using cast - in - place concrete, precast concrete, and concrete masonry. Based on a literature survey, theoretical work, and discussions with researchers and engineers in the concrete industry, the text is designed for use by architects, engineers, and homebuilders. The features of concrete construction that are current accepted practice for the concrete products discussed are shown to be applicable with reasonable care to building a safe, dry, and comfortable earth - sheltered house. The main considerations underlying the recommendations were the use of the earth's mass and passive solar effects to minimize energy needs, the structural capacity of the separate concrete products and their construction methods, and drainage principles and waterproofing details. Shelter ranging from those with at least 2 feet of earth cover to those with an uncovered roof of usual construction are included. To be considered an earth - sheltered residential building, at least half of the exterior wall and roof area that is in direct contact with the conditioned living space must be sheltered from the environment by earth berm or earthfill. Siting considerations, the fundamentals of passive solar heating, planning considerations, and structural considerations are discussed. Detailed guidelines are provided on concrete masonry construction, joint details in walls and floors, waterproofing, formwork and form removal, concrete construction practices, concrete masonry, and surface finishes.     Performing analysis, optimization and control using simulations of many-particle systems is computationally demanding when no macroscopic model for the dynamics of the variables of interest is available. In case observations on the macroscopic scale can only be produced via legacy simulator code or live experiments, finding a model for these macroscopic variables is challenging. In this paper, we employ time-lagged embedding theory to construct macroscopic numerical models from output data of a black box, such as a simulator or live experiments. Since the state space variables of the constructed, coarse model are dynamically closed and observable by an observation function, we call these variables closed observables. The approach is an online-offline procedure, as model construction from observation data is performed offline and the new model can then be used in an online phase, independent of the original. We illustrate the theoretical findings with numerical models constructed from time series of a two-dimensional ordinary differential equation system, and from the density evolution of a transport-diffusion system. Applicability is demonstrated in a real-world example, where passengers leave a train and the macroscopic model for the density flow onto the platform is constructed with our approach. If only the macroscopic variables are of interest, simulation runtimes with the numerical model are three orders of magnitude lower compared to simulations with the original fine scale model. We conclude with a brief discussion of possibilities of numerical model construction in systematic upscaling, network optimization and uncertainty quantification.

    The next step in the Wendelstein stellarator line is the large superconducting device Wendelstein 7-X, currently under construction in Greifswald, Germany. Steady-state operation is an intrinsic feature of stellarators, and one key element of the Wendelstein 7-X mission is to demonstrate steady-state operation under plasma conditions relevant for a fusion power plant. Steady-state operation of a fusion device, on the one hand, requires the implementation of special technologies, giving rise to technical challenges during the design, fabrication and assembly of such a device. On the other hand, also the physics development of steady-state operation at high plasma performance poses a challenge and careful preparation. The electron cyclotron resonance heating system, diagnostics, experiment control and data acquisition are prepared for plasma operation lasting 30 min. This requires many new technological approaches for plasma heating and diagnostics as well as new concepts for experiment control and data acquisition.

    One of the main problems in all-optical packet-switched networks is the lack of optical buffers, and one feasible technology for the constructions of optical buffers is to use optical crossbar Switches and fiber Delay Lines (SDL). In this two-part paper, we consider SDL constructions of optical queues with a limited number of recirculations through the optical switches and the fiber delay lines. Such a problem arises from practical feasibility considerations. In Part I, we have proposed a class of greedy constructions for certain types of optical queues, including linear compressors, linear decompressors, and 2-to-1 FIFO multiplexers, and have shown that every optimal construction among our previous constructions of these types of optical queues under the constraint of a limited number of recirculations must be a greedy construction.     The objective of this report is to present the results of a statistical analysis of nuclear power plant construction costs and lead-times (where lead-time is defined as the duration of the construction period), using a sample of units that entered construction during the 1966-1977 period. For more than a decade, analysts have been attempting to understand the reasons for the divergence between predicted and actual construction costs and lead-times. More importantly, it is rapidly being recognized that the future of the nuclear power industry rests precariously on an improvement in the cost and lead-time situation. Thus, it is important to study the historical information on completed plants, not only to understand what has occurred to also to improve the ability to evaluate the economics of future plants. This requires an examination of the factors that have affected both the realized costs and lead-times and the expectations about these factors that have been formed during the construction process. 5 figs., 22 tabs.

    Federally regulated oil and gas pipelines turned in mixed performances in 1996, a review of annual reports filed with the US Federal Energy Regulatory Commission (FERC) shows. Plans for new pipeline construction, filed with both the FERC and Canadian regulatory bodies, increased during a 12-month period ending June 30, 1997. Natural-gas pipeline operating companies increased their operating revenues but saw their incomes fall; oil pipelines saw both revenues and incomes fall sharply as deliveries were flat. Major natural-gas pipelines slightly increased the amounts of gas they moved for a fee and decreased gas sold out of their systems. In 1996, liquids pipelines moved fewer barrels than a year earlier and reduced in all categories the miles of line operated. Each year in this exclusive report, Oil and Gas Journal tracks revenues and incomes earned from operations along with volumes moved, as submitted to the FERC by US regulated interstate pipeline companies.     We define "constructed observables" as relating experimental measurements to terms in a Lagrangian while simultaneously making assumptions about possible deviations from the Standard Model (SM), in other Lagrangian terms. Ensuring that the SM effective field theory (EFT) is constrained correctly when using constructed observables requires that their defining conditions are imposed on the EFT in a manner that is consistent with the equations of motion. Failing to do so can result in a "functionally redundant" operator basis and the wrong expectation as to how experimental quantities are related in the EFT. We illustrate the issues involved considering the $\\rm S$ parameter and the off shell triple gauge coupling (TGC) verticies. We show that the relationships between $h \\rightarrow V \\bar{f} \\, f$ decay and the off shell TGC verticies are subject to these subtleties, and how the connections between these observables vanish in the limit of strong bounds due to LEP.     Washington River Protection Solutions, LLC (WRPS) has faced significant project management challenges in managing Davis-Bacon construction work that meets contractually required small business goals. The unique challenge is to provide contracting opportunities to multiple small business constructioin subcontractors while performing high hazard work in a safe and productive manner. Previous to the WRPS contract, construction work at the Hanford Tank Farms was contracted to large companies, while current Department of Energy (DOE) Contracts typically emphasize small business awards. As an integral part of Nuclear Project Management at Hanford Tank Farms, construction involves removal of old equipment and structures and installation of new infrastructure to support waste retrieval and waste feed delivery to the Waste Treatment Plant. Utilizing the optimum construction approach ensures that the contractors responsible for this work are successful in meeting safety, quality, cost and schedule objectives while working in a very hazardous environment. This paper descirbes the successful transition from a traditional project delivery method that utilized a large business general contractor and subcontractors to a new project construction management model that is more oriented to small businesses. Construction has selected the Agency Construction Management Method (John E Schaufelberger, Len Holm, "Management of Construction Projects, A Constructor's Perspective", University of Washington, Prentice Hall 2002). This method was implemented in the first quarter of Fiscal Year 2009 (FY2009), where Construction Management is performed by substantially home office resources from the URS Northwest Office in Richland, Washington. The Agency Method has allowed WRPS to provide proven Construction Managers and Field Leads to mentor and direct small business contractors, thus providing expertise and assurance of a successful project. Construction execution contracts are subcontracted directly by WRPS to small or disadvantaged contractors that are mentored and supported by URS personnel. Each small contractor is mentored and supported utilizing the principles of the Construction Industry Institute (CII) Partnering process. Some of the key mentoring and partnering areas that are explored in this paper are, internal and external safety professional support, subcontractor safety teams and the interface with project and site safety teams, quality assurance program support to facilitate compliance with NQA-1, construction, team roles and responsibilities, work definition for successful fixed price contracts, scheduling and interface with project schedules and cost projection/accruals. The practical application of the CII Partnering principles, with the Construction Management expertise of URS, has led to a highly successful construction model that also meets small business contracting goals.

    We give a formula expressing the second Chern class c{sub 2}(E) in terms of trivializations of a rank two vector bundle E at scheme points of a surface X over a field. To do this, starting with these trivializations, we construct a cocycle in the adelic complex associated with the sheaf K{sub 2}(O{sub X}). Furthermore we prove that the Severi formula for the second Chern class is obtained as a special case of the formula constructed in this work. Bibliography: 10 titles.

    The National Compact Stellarator Experiment (NCSX) was designed to test a compact, quasiaxisymmetric stellarator configuration. Flexibility and accurate realization of its complex 3D geometry were key requirements affecting the design and construction. While the project was terminated before completing construction, there were significant engineering accomplishments in design, fabrication, and assembly. The design of the stellarator core device was completed. All of the modular coils, toroidal field coils, and vacuum vessel sectors were fabricated. Critical assembly steps were demonstrated. Engineering advances were made in the application of CAD modeling, structural analysis, and accurate fabrication of complex-shaped components and subassemblies.     We often observe that waves on the surface of shallow water form complex web-like patterns. They are examples of nonlinear waves, and these patterns are generated by nonlinear interactions among several obliquely propagating waves. In this note, we discuss how to construct an exact soliton solution of the KP equation from such web-pattern of shallow water wave. This can be regarded as an "inverse problem" in the sense that by measuring certain metric data of the solitary waves in the given pattern, it is possible to construct an exact KP soliton solution which can describe the non-stationary dynamics of the pattern.

    Solutions of the Friedmann-Lemaitre cosmological equations of general relativity have been found with finite-time singularities that are everywhere regular, have regular Hubble expansion rate, and obey the strong-energy conditions but possess pressure and acceleration singularities at finite time that are not associated with geodesic incompleteness. We show how these solutions with sudden singularities can be constructed using fractional series methods and find the limiting form of the equation of state on approach to the singularity.

  18. Constructing Hydraulic Barriers in Deep Geologic Formations

    Many construction methods have been developed to create hydraulic barriers to depths of 30 to 50 meters, but few have been proposed for depths on the order of 500 meters. For these deep hydraulic barriers, most methods are potentially feasible for soil but not for hard rock. In the course of researching methods of isolating large subterranean blocks of oil shale, the authors have developed a wax thermal permeation method for constructing hydraulic barriers in rock to depths of over 500 meters in competent or even fractured rock as well as soil. The technology is similar to freeze wall methods, but produces a permanent barrier; and is potentially applicable in both dry and water saturated formations. Like freeze wall barriers, the wax thermal permeation method utilizes a large number of vertical or horizontal boreholes around the perimeter to be contained. However, instead of cooling the boreholes, they are heated. After heating these boreholes, a specially formulated molten wax based grout is pumped into the boreholes where it seals fractures and also permeates radially outward to form a series of columns of wax-impregnated rock. Rows of overlapping columns can then form a durable hydraulic barrier. These barriers can also be angled above a geologic repository to help prevent influx of water due to atypical rainfall events. Applications of the technique to constructing containment structures around existing shallow waste burial sites and water shutoff for mining are also described. (authors)

  19. On the consistent use of Constructed Observables

    We define "constructed observables" as relating experimental measurements to terms in a Lagrangian while simultaneously making assumptions about possible deviations from the Standard Model (SM), in other Lagrangian terms. Ensuring that the SM effective field theory (EFT) is constrained correctly when using constructed observables requires that their defining conditions are imposed on the EFT in a manner that is consistent with the equations of motion. Failing to do so can result in a "functionally redundant" operator basis and the wrong expectation as to how experimental quantities are related in the EFT. We illustrate the issues involved considering the $\\rm S$ parameter and the off shell triple gauge coupling (TGC) verticies. We show that the relationships between $h \\rightarrow V \\bar{f} \\, f$ decay and the off shell TGC verticies are subject to these subtleties, and how the connections between these observables vanish in the limit of strong bounds due to LEP. The challenge of using constructed observables to consistently constrain the Standard Model EFT is only expected to grow with future LHC data, as more complex processes are studied.

    This report reviews the U.S. Department of Housing and Urban Development construction code for (HUD-code) manufactured homes, Part 3280: Manufactured Home Construction and Safety Standards (the HUD Code), to identify sections that might be relevant in determining if insulated foam core panels (or structural insulated panels, SIPs) meet the requirements of Part 3280 for use in manufactured home construction. The U.S. Department of Energy and other parties are interested in the use of SIPs in residential construction, including HUD-Code manufactured homes, because the foam panels can have a higher effective insulation value than standard stud-framed construction and use less dimensional lumber. Although SIPs have not been used in manufactured housing, they may be well suited to the factory production process used to manufacture HUD-Code homes and the fact that they require less virgin timber may reduce the effect of volatile and increasing timber prices. Part 3280 requirements for fire resistance, wind resistance, structural load strength, ventilation, transportation shock, and thermal protection are reviewed. A brief comparison is made between the HUD Code requirements and data collected from foam panel manufacturers. 8 refs.

    We consider a model of half-filled bilayer graphene, in which the three dominant Slonczewski-Weiss-McClure hopping parameters are retained, in the presence of short range interactions. Under a smallness assumption on the interaction strength $U$ as well as on the inter-layer hopping $\\epsilon$, we construct the ground state in the thermodynamic limit, and prove its analyticity in $U$, uniformly in $\\epsilon$. The interacting Fermi surface is degenerate, and consists of eight Fermi points, two of which are protected by symmetries, while the locations of the other six are renormalized by the interaction, and the effective dispersion relation at the Fermi points is conical. The construction reveals the presence of different energy regimes, where the effective behavior of correlation functions changes qualitatively. The analysis of the crossover between regimes plays an important role in the proof of analyticity and in the uniform control of the radius of convergence. The proof is based on a rigorous implementation of fermionic renormalization group methods, including determinant estimates for the renormalized expansion.

    This report summarizes the research findings of a long-term monitoring plan to evaluate the performance of an energy-efficient home constructed in 2010 in San Antonio, Texas. Monitoring of the energy use, energy generation, and temperature conditions for this project occurred between July 2010 and October 2011. The home achieves a source energy savings of 32% without the installed photovoltaic (PV) system and 44% savings with the PV system contribution relative to the Building America House Simulation Protocols. This report summarizes the research findings related to heating, ventilation, and air conditioning system performance, estimated and actual energy use of key subsystems, electricity generation by the PV system, and performance of the solar thermal domestic hot water system.

    This paper reports that the Caspian Pipeline Consortium (CPC) has let contract to Overseas Bechtel Inc. for a 500 mile crude oil export pipeline in Russia. Bechtel will provide engineering, procurement, financing, and construction services and serve as project manager for the 42 inc. line that will extend west from Grozny, near the Caspian Sea, to Novorossiisk, on the Black Sea. Estimated cost is more than $850 million. At Grozny, the new line will tie into 800 miles of existing pipeline that runs along the north shore of the Caspian Sea from supergiant Tengiz field in Kazakhstan. Together, the two segments will form a 1,300 mile system capable of shipping crude oil from the Tengiz region and from Baku, Azerbaijan, to a new terminal and port facilities at Novorossiisk for shipment to world markets, ultimately reaching open oceans via the Mediterranean Sea.

    This protocol is intended to describe the recommended method when evaluating the whole-building performance of new construction projects in the commercial sector. The protocol focuses on energy conservation measures (ECMs) measures (or packages of measures) where evaluators can best analyze impacts using building simulation. These ECMs typically require the use of calibrated building simulations under Option D of the International Performance Measurement and Verification Protocol. Examples of such measures include Leadership in Energy and Environmental Design building certification, novel and/or efficient heating, ventilation, and air conditioning system designs, and extensive building controls systems. In general, it is best to evaluate any ECM (or set of measures) expected to significantly interact with other systems within the building and with savings sensitive to seasonal variations in weather.

    The Delaware Solid Waste Authority's Northern Solid Waste Management Center is located outside of Wilmington Delaware at Cherry Island, a former dredge disposal site. Dredge spoils, of very low permeability, range in depths up to 30 m (100 feet) which form a natural liner and the foundation for the 140 ha (350-acre) municipal solid waste landfill. The soils beneath the landfill have been extensively instrumented to measure pore pressure, settlement and deflections, using inclinometer casings, standpipe piezometers, vibrating wire piezometers, pneumatic piezometers, settlement plates, liquid settlement gages, total pressure cells and thermistors. The nature of the existing waste and anticipated settlements (up to 6 m (19 feet)) have required some unique installation details. The instrumentation data has been integral in planning the landfilling sequence to maintain perimeter slope stability and has provided key geotechnical parameters needed for operation and construction of the landfill. The performance of the instrumentation and monitoring results are discussed.

    Scattering from a compound barrier, one composed of a number of distinct non-overlapping sub-barriers, has a number of interesting and subtle mathematical features. If one is scattering classical particles, where the wave aspects of the particle can be ignored, the transmission probability of the compound barrier is simply given by the product of the transmission probabilities of the individual sub-barriers. In contrast if one is scattering waves (whether we are dealing with either purely classical waves or quantum Schrodinger wavefunctions) each sub-barrier contributes phase information (as well as a transmission probability), and these phases can lead to either constructive or destructive interference, with the transmission probability oscillating between nontrivial upper and lower bounds. In this article we shall study these upper and lower bounds in some detail, and also derive bounds on the closely related process of quantum excitation (particle production) via parametric resonance.

    We present an alternative Eulerian hydrodynamic model for the electromagnetic field in which the discrete vector indices in Maxwell\\s equations are replaced by continuous angular freedoms, and develop the corresponding Lagrangian picture in which the fluid particles have rotational and translational freedoms. This enables us to extend to the electromagnetic field the exact method of state construction proposed previously for spin 0 systems, in which the time-dependent wavefunction is computed from a single-valued continuum of deterministic trajectories where two spacetime points are linked by at most a single orbit. The deduction of Maxwell\\s equations from continuum mechanics is achieved by generalizing the spin 0 theory to a general Riemannian manifold from which the electromagnetic construction is extracted as a special case. In particular, the flat-space Maxwell equations are represented as a curved-space Schr\\"odinger equation for a massive system. The Lorentz covariance of the Eulerian field theory is obtained from the non-covariant Lagrangian-coordinate model as a kind of collective effect. The method makes manifest the electromagnetic analogue of the quantum potential that is tacit in Maxwell\\s equations. This implies a novel definition of the \\classical limit\\ of Maxwell\\s equations that differs from geometrical optics. It is shown that Maxwell\\s equations may be obtained by canonical quantization of the classical model. Using the classical trajectories a novel expression is derived for the propagator of the electromagnetic field in the Eulerian picture. The trajectory and propagator methods of solution are illustrated for the case of a light wave.

    Washington River Protection Solutions, LLC (WRPS) has faced significant project management challenges in managing Davis-Bacon construction work that meets contractually required small business goals. The unique challenge is to provide contracting opportunities to multiple small business construction subcontractors while performing high hazard work in a safe and productive manner. Previous to the Washington River Protection Solutions, LLC contract, Construction work at the Hanford Tank Farms was contracted to large companies, while current Department of Energy (DOE) Contracts typically emphasize small business awards. As an integral part of Nuclear Project Management at Hanford Tank Farms, construction involves removal of old equipment and structures and installation of new infrastructure to support waste retrieval and waste feed delivery to the Waste Treatment Plant. Utilizing the optimum construction approach ensures that the contractors responsible for this work are successful in meeting safety, quality, cost and schedule objectives while working in a very hazardous environment. This paper describes the successful transition from a traditional project delivery method that utilized a large business general contractor and subcontractors to a new project construction management model that is more oriented to small businesses. Construction has selected the Agency Construction Management Method. This method was implemented in the first quarter of Fiscal Year (FY) 2009, where Construction Management is performed by substantially home office resources from the URS Northwest Office in Richland, Washington. The Agency Method has allowed WRPS to provide proven Construction Managers and Field Leads to mentor and direct small business contractors, thus providing expertise and assurance of a successful project. Construction execution contracts are subcontracted directly by WRPS to small or disadvantaged contractors that are mentored and supported by DRS personnel. Each small contractor is mentored and supported utilizing the principles of the Construction Industry Institute (CII) Partnering process. Some of the key mentoring and partnering areas that are explored in this paper are, internal and external safety professional support, subcontractor safety teams and the interface with project and site safety teams, quality assurance program support to facilitate compliance with NQA-1, construction, team roles and responsibilities, work definition for successful fixed price contracts, scheduling and interface with project schedules and cost projection/accruals. The practical application of the CII Partnering principles, with the Construction Management expertise of URS, has led to a highly successful construction model that also meets small business contracting goals.

    This report summarizes the research findings of a long-term monitoring plan to evaluate the performance of an energy-efficient home constructed in 2010 in San Antonio, Texas. Monitoring of the energy use, energy generation, and temperature conditions for this project occurred between July 2010 and October 2011. The heating, ventilation, and air conditioning system effectively maintained acceptable temperatures and humidity levels in peak cooling and heating and non-peak operating periods. Discrepancies were found between modeled and actual energy use values, with actual space cooling energy use closest to the corresponding modeled value. Energy consumption predicted for lighting, appliances, and miscellaneous electrical loads was significantly higher than measured amounts, and energy consumption predicted for cooling was significantly lower than measured amounts. A high amount of the 1,600 kWh of PV-generated electricity produced annually was sent to the electric grid every month. The solar thermal DHW system was the main source of hot water for most of the year and performed well; during summer, electrical use by the backup system was rare.

    A superconducting magnet designed to produce magnetic flux densities of the order of 4 to 5 Webers per square meter is constructed by first forming a cable of a plurality of matrixed superconductor wires with each wire of the plurality insulated from each other one. The cable is shaped into a rectangular cross-section and is wound with tape in an open spiral to create cooling channels. Coils are wound in a calculated pattern in saddle shapes to produce desired fields, such as dipoles, quadrupoles, and the like. Wedges are inserted between adjacent cables as needed to maintain substantially radial placement of the long dimensions of cross sections of the cables. After winding, individual strands in each of the cables are brought out to terminals and are interconnected to place all of the strands in series and to maximize the propagation of a quench by alternating conduction from an inner layer to an outer layer and from top half to bottom half as often as possible. Individual layers are separated from others by spiraled aluminum spacers to facilitate cooling. The wound coil is wrapped with an epoxy tape that is cured by heat and then machined to an interference fit with an outer aluminum pipe which is then affixed securely to the assembled coil by heating it to make a shrink fit. In an alternate embodiment, one wire of the cable is made of copper or the like to be heated externally to propagate a quench.

    Cost growth and construction delays are problems that plague many large construction projects including the construction of new Department of Energy (DOE) nuclear facilities. A study was conducted to evaluate cost growth of large DOE construction projects. The purpose of the study was to compile relevant data, consider the possible causes of cost growth, and recommend measures that could be used to avoid extreme cost growth in the future. Both large DOE and non-DOE construction projects were considered in this study. With the exception of Chemical and Metallurgical Research Building Replacement Project (CMRR) and the Mixed Oxide Fuel Fabrication Facility (MFFF), cost growth for DOE Nuclear facilities is comparable to the growth experienced in other mega construction projects. The largest increase in estimated cost was found to occur between early cost estimates and establishing the project baseline during detailed design. Once the project baseline was established, cost growth for DOE nuclear facilities was modest compared to non-DOE mega projects.

    Several related operator-algebraic constructions for quantum field theory models on Minkowski spacetime are reviewed. The common theme of these constructions is that of a Borchers triple, capturing the structure of observables localized in a Rindler wedge. After reviewing the abstract setting, we discuss in this framework i) the construction of free field theories from standard pairs, ii) the inverse scattering construction of integrable QFT models on two-dimensional Minkowski space, and iii) the warped convolution deformation of QFT models in arbitrary dimension, inspired from non-commutative Minkowski space.
