    This report covers a two-year program to develop fully dense Si{sub 3}N{sub 4} matrix SiC whisker composites with enhanced properties over monolithic Si{sub 3}N{sub 4} materials. The primary goal was to develop a composite with a fracture toughness > 10 MPa{radical}m, capable of using high pressure glass encapsulated HIP'ing. Coating methods were developed to apply thin (<150nm) stoichiometric BN layers to SiC whiskers and also to apply a dual coating of SiC over carbon to the whiskers. Fracture toughness of the composites was determined to increase as the quantity of whiskers (or elongated grains) with their axis perpendicular to the crack plane increased. Of the interface compositions evaluated in this effort, carbon was determined to be the most effective for increasing toughness. The highest toughnesses (6.8--7.0 MPa{radical}m) were obtained with uniaxially aligned carbon coated whiskers. There was no evidence of the carbon coating compromising the oxidation resistance of the composites at 1370{degree}C.

    A pump which utilizes the fluid being pumped through it as its lubricating fluid is described. This is achieved by means of an improved bearing construction in a pump of the enclosed or canned rotor type. At the outlet end of the pump, adjacent to an impeller mechanism, there is a bypass which conveys some of the pumped fluid to a chamber at the inlet end of the pump. After this chamber becomes full, the pumped fluid passes through fixed orifices in the top of the chamber and exerts a thrust on the inlet end of the pump rotor. Lubrication of the rotor shaft is accomplished by passing the pumped fluid through a bypass at the outlet end of the rotor shaft. This bypass conveys Pumped fluid to a cooling means and then to grooves on the surface of the rotor shait, thus lubricating the shaft.

    Highlights: Wnt/?-catenin signaling is aberrantly activated in most colorectal cancers. Locked nucleic acid (LNA)-based antisense is a novel tool for cancer therapy. ?-Catenin inhibition was observed in mature intestinal tissue of LNA-treated mice. Further investigation of Wnt/?-catenin targeted therapies is warranted. - Abstract: Background: Previously, we showed that short-term inhibition of ?-catenin expression and reversal of aberrant ?-catenin subcellular localization by the selective COX-2 inhibitor celecoxib is associated with adenoma regression in the C57BL/6J Min/+ mouse. Conversly, long-term administration resulted in tumor resistance, leading us to investigate alternative methods for selective ?-catenin chemoprevention. In this study, we hypothesized that disruption of ?-catenin expression by EZN-3892, a selective locked nucleic acid (LNA)-based ?-catenin inhibitor, would counteract the tumorigenic effect of Apc loss in Min/+ adenomas while preserving normal intestinal function. Materials and methods: C57BL/6J Apc{sup +/+} wild-type (WT) and Min/+ mice were treated with the maximum tolerated dose (MTD) of EZN-3892 (30 mg/kg). Drug effect on tumor numbers, ?-catenin protein expression, and nuclear ?-catenin localization were determined. Results: Although the tumor phenotype and ?-catenin nuclear localization in Min/+ mice did not change following drug administration, we observed a decrease in ?-catenin expression levels in the mature intestinal tissue of treated Min/+ and WT mice, providing proof of principle regarding successful delivery of the LNA-based antisense vehicle. Higher doses of EZN-3892 resulted in fatal outcomes in Min/+ mice, likely due to ?-catenin ablation in the intestinal tissue and loss of function. Conclusions: Our data support the critical role of Wnt/?-catenin signaling in maintaining intestinal homeostasis and highlight the challenges of effective drug delivery to target disease without permanent toxicity to normal cellular

    Results from experiments on DIII-D [J. L. Luxon, Fusion Sci. Technol. 48, 828 (2005)] aimed at developing high β steady-state operating scenarios with high-q{sub min} confirm that fast-ion transport is a critical issue for advanced tokamak development using neutral beam injection current drive. In DIII-D, greater than 11 MW of neutral beam heating power is applied with the intent of maximizing β{sub N} and the noninductive current drive. However, in scenarios with q{sub min}>2 that target the typical range of q{sub 95}= 5–7 used in next-step steady-state reactor models, Alfvén eigenmodes cause greater fast-ion transport than classical models predict. This enhanced transport reduces the absorbed neutral beam heating power and current drive and limits the achievable β{sub N}. In contrast, similar plasmas except with q{sub min} just above 1 have approximately classical fast-ion transport. Experiments that take q{sub min}>3 plasmas to higher β{sub P} with q{sub 95}= 11–12 for testing long pulse operation exhibit regimes of better than expected thermal confinement. Compared to the standard high-q{sub min} scenario, the high β{sub P} cases have shorter slowing-down time and lower ∇β{sub fast}, and this reduces the drive for Alfvénic modes, yielding nearly classical fast-ion transport, high values of normalized confinement, β{sub N}, and noninductive current fraction. These results suggest DIII-D might obtain better performance in lower-q{sub 95}, high-q{sub min} plasmas using broader neutral beam heating profiles and increased direct electron heating power to lower the drive for Alfvén eigenmodes.

    A new heavy ion preinjector is presently under construction at Brookhaven National Laboratory. This preinjector uses an Electron Beam Ion Source (EBIS), and an WQ and IH Linac, both operating at 100.625 MHz, to produce 2 MeV/u ions of any species for use, after further acceleration, at the Relativistic Heavy Ion Collider, and the NASA Space Radiation Laboratory. Among the increased capabilities provided by this preinjector are the ability to produce ions of any species, and the ability to switch between multiple species in 1 second, to simultaneously meet the needs of both physics programs. Fabrication of all major components for this preinjector is in process, with testing of the EBIS and WQ starting this year. The status of this construction is presented.

    We argue that the discretization of physics which has occurred thanks to the advent of quantum mechanics has replaced the continuum standards of time, length and mass which brought physics to maturity by counting. The (arbitrary in the sense of conventional dimensional analysis) standards have been replaced by three dimensional constants: the limiting velocity c, the unit of action h, and either a reference mass (eg m/sub p/) or a coupling constant (eg G related to the mass scale by hc/(2..pi..Gm/sub p//sup 2/) approx. = 1.7 x 10/sup 38/). Once these physical and experimental reference standards are accepted, the conventional approach is to connect physics to mathematics by means of dimensionless ratios. But these standards now rest on counting rather than ratios, and allow us to think of a fourth dimensionless mathematical concept, which is counting integers. According to constructive mathematics, counting has to be understood before engaging in the practice of mathematics in order to avoid redundancy. In its strict form constructive mathematics allows no completed infinities, and must provide finite algorithms for the computation of any acceptable concept. This finite requirement in constructive mathematics is in keeping with the practice of physics when that practice is restricted to hypotheses which are testable in a finite time. In this paper we attempt to outline a program for physics which will meet these rigid criteria while preserving, in so far as possible, the successes that conventional physics has already achieved.

    The purpose of this study is to respond to U.S. Department of Energy (DOE) Technical Direction Letter (TDL) 02-003 (Waisley 2001), which directs Bechtel SAIC Company, LLC (BSC) to complete a design study to recommend repository design options to support receipt and/or emplacement of any or all of the following: commercial spent nuclear fuel (CSNF), high-level radioactive waste (HLW), DOE-managed spent nuclear fuel (DSNF) (including naval spent nuclear fuel [SNF]), and immobilized plutonium (if available), as soon as practicable, but no later than 2010. From the possible design options, a recommended approach will be determined for further evaluation to support the preliminary design of the repository. This study integrates the results of the repository Design Evolution Study (Rowe 2002) with supporting studies concerning national transportation options (BSC 2002b) and Nevada transportation options (Gehner 2002). The repository Design Evolution Study documents the processes used to reevaluate the design, construction, operation, and cost of the repository in response to TDL 02-003 (Waisley 2001), and to determine possible repository conceptual design options. The transportation studies evaluate the national and Nevada transportation options that support the repository conceptual design options. An evaluation methodology was established, based on Program-level requirements developed for the study in reference BSC 2001a, to allow the repository and system design options to be evaluated on a consistent basis. The transportation options and the design components were integrated into system design implementation options, which were evaluated using receipt and emplacement scenarios. The scenarios tested the ability of the design concept to adapt to changes in funding, waste receipt rate, and Nevada rail transportation availability.     This report covers a two-year program to develop fully dense Si{sub 3}N{sub 4} matrix SiC whisker composites with enhanced properties over monolithic Si{sub 3}N{sub 4} materials. The primary goal was to develop a composite with a fracture toughness > 10 MPa{radical}m, capable of using high pressure glass encapsulated HIP`ing. Coating methods were developed to apply thin (<150nm) stoichiometric BN layers to SiC whiskers and also to apply a dual coating of SiC over carbon to the whiskers. Fracture toughness of the composites was determined to increase as the quantity of whiskers (or elongated grains) with their axis perpendicular to the crack plane increased. Of the interface compositions evaluated in this effort, carbon was determined to be the most effective for increasing toughness. The highest toughnesses (6.8--7.0 MPa{radical}m) were obtained with uniaxially aligned carbon coated whiskers. There was no evidence of the carbon coating compromising the oxidation resistance of the composites at 1370{degree}C.

    France has been disposing of low-level radioactive waste (LLW) at the Centre de Stockage de la Manche (CSM) since 1969 and now at the Centre de Stockage de l`Aube (CSA) since 1992. In France, several agencies and companies are involved in the development and implementation of LLW technology. The Commissariat a l`Energie Atomic (CEA), is responsible for research and development of new technologies. The Agence National pour la Gestion des Dechets Radioactifs is the agency responsible for the construction and operation of disposal facilities and for wastes acceptance for these facilities. Compagnie Generale des Matieres Nucleaires provides fuel services, including uranium enrichment, fuel fabrication, and fuel reprocessing, and is thus one generator of LLW. Societe pour les Techniques Nouvelles is an engineering company responsible for commercializing CEA waste management technology and for engineering and design support for the facilities. Numatec, Inc. is a US company representing these French companies and agencies in the US. In Task 1.1 of Numatec`s contract with Martin Marietta Energy Systems, Numatec provides details on the design, construction and operation of the LLW disposal facilities at CSM and CSA. Lessons learned from operation of CSM and incorporated into the design, construction and operating procedures at CSA are identified and discussed. The process used by the French for identification, selection, and evaluation of disposal technologies is provided. Specifically, the decisionmaking process resulting in the change in disposal facility design for the CSA versus the CSM is discussed. This report provides` all of the basic information in these areas and reflects actual experience to date.

    This work created a database for tracking data analysis files from multiple lab techniques and equipment stored on a central file server. Experimental details appropriate for each file type are pulled from the file header and stored in a searchable database. The database also stores specific location and self-directory structure for each data file. Queries can be run on the database according to file type, sample type or other experimental parameters. The database was constructed in Microsoft Access and Visual Basic was used for extraction of information from the file header.

    The Accelerated Strategic Computing Initiative (ASCI) computational grid is being constructed to interconnect the high performance computing resources of the nuclear weapons complex. The grid will simplify access to the diverse computing, storage, network, and visualization resources, and will enable the coordinated use of shared resources regardless of location. To match existing hardware platforms, required security services, and current simulation practices, the Globus MetaComputing Toolkit was selected to provide core grid services. The ASCI grid extends Globus functionality by operating as an independent grid, incorporating Kerberos-based security, interfacing to Sandia's Cplant{trademark},and extending job monitoring services. To fully meet ASCI's needs, the architecture layers distributed work management and criteria-driven resource selection services on top of Globus. These services simplify the grid interface by allowing users to simply request ''run code X anywhere''. This paper describes the initial design and prototype of the ASCI grid.

    Electrode and wall constructions for the walls of a channel transmitting the hot plasma in a magnetohydrodynamic generator. The electrodes and walls are made of a plurality of similar modules which are spaced from one another along the channel. The electrodes can be metallic or ceramic, and each module includes one or more electrodes which are exposed to the plasma and a metallic cooling bar which is spaced from the plasma and which has passages through which a cooling fluid flows to remove heat transmitted from the electrode to the cooling bar. Each electrode module is spaced from and electrically insulated from each adjacent module while interconnected by the cooling fluid which serially flows among selected modules. A wall module includes an electrically insulating ceramic body exposed to the plasma and affixed, preferably by mechanical clips or by brazing, to a metallic cooling bar spaced from the plasma and having cooling fluid passages. Each wall module is, similar to the electrode modules, electrically insulated from the adjacent modules and serially interconnected to other modules by the cooling fluid.

    The NIO1 (Negative Ion Optimization phase 1) project consists of a multiaperture negative ion source mounted on a 60 kV accelerating column; up to 9 beamlets (15 mA H{sup -} each one) arranged in 3x3 matrix with 14 mm spacing can be extracted. The moderate size and the modular concept make some relative rotation of the source magnetic filter and the electrodes possible, so that the effect of crossed and aligned field can be easily compared. Other goals of source experimental program are emittance (and beam profile) measurement at several distances (for simulation code validation), testing of diagnostic components and of radiofrequency coupling. A full set of construction drawing was completed; also the Fast Emittance Scanner (FES) and its vacuum chambers were built (four mounting positions are reserved to FES). Some low power rf matching boxes were developed for a test plasma, approximately half the source size. A cesium oven compatible with NIO1 is being also developed; by using some industrial standard 100 W heaters (with a proper driver) a careful control of temperature is planned.

    This report presents a wet weather construction plan for the National Ignition Facility (NIF) construction project. Construction of the NIF commenced in mid- 1997, and excavation of the site was completed in the fall. Preparations for placing concrete foundations began in the fall, and above normal rainfall is expected over the tinter. Heavy rainfall in late November impacted foundation construction, and a wet weather construction plan was determined to be needed. This wet weather constiction plan recommends a strategy, techniques and management practices to prepare and protect the site corn wet weather effects and allow construction work to proceed. It is intended that information in this plan be incorporated in the Stormwater Pollution Prevention Plan (SWPPP) as warranted.

    In constructing the trans-Mediterranean undersea pipeline between Tunisia and Sicily, Perry Oceanographics used a manned, tethered vehicle called an observation manipulator bell (OMB), which has proven itself in deepwater pipelaying operations. The OMB carries a crew of two inside a pressure hull with an internal diameter of 76 in. Its overall diameter is 102 in. and it weighs 17,500 lb. The vehicle has two 5-hp port- and starboard-mounted electric thrusters. Its vertical position can be controlled by either the bell operator using a clump-weight haul-down winch or the surface operator with the umbilical winch. The OMB is fitted with video cameras and voice communication. The vehicle has reached depths of 3000 ft within 30 min with only a 10-ft overshoot. The OMB's single and/or dual manipulator-arm systems can operate its onboard impact wrenches, cut-off saws, water jets, and cable cutters. In addition, the manipulator claws can operate valve wheels and levers, attach anodes, and connect of disconnect cables and hydraulic systems. The versatility of the OMB was demonstrated recently when the vehicle rescued a PC-1602 submarine that had become entangled at 1740 ft.

    In polarized proton operation the RHIC performance is limited by the head-on beam-beam effect. To overcome this limitation two electron lenses are under construction. We give an overview of the construction progress. Guns, collectors and the warm electron beam transport solenoids with their power supplies have been constructed. The superconducting solenoids that guide the electron beam during the interaction with the proton beam are near completion. A test stand has been set up to verify the performance of the gun, collector and some of the instrumentation. The infrastructure is being prepared for installation, and simulations continue to optimize the performance.

    This manual provides a state - of - the - art review of the design and construction of an earth - sheltered house using cast - in - place concrete, precast concrete, and concrete masonry. Based on a literature survey, theoretical work, and discussions with researchers and engineers in the concrete industry, the text is designed for use by architects, engineers, and homebuilders. The features of concrete construction that are current accepted practice for the concrete products discussed are shown to be applicable with reasonable care to building a safe, dry, and comfortable earth - sheltered house. The main considerations underlying the recommendations were the use of the earth's mass and passive solar effects to minimize energy needs, the structural capacity of the separate concrete products and their construction methods, and drainage principles and waterproofing details. Shelter ranging from those with at least 2 feet of earth cover to those with an uncovered roof of usual construction are included. To be considered an earth - sheltered residential building, at least half of the exterior wall and roof area that is in direct contact with the conditioned living space must be sheltered from the environment by earth berm or earthfill. Siting considerations, the fundamentals of passive solar heating, planning considerations, and structural considerations are discussed. Detailed guidelines are provided on concrete masonry construction, joint details in walls and floors, waterproofing, formwork and form removal, concrete construction practices, concrete masonry, and surface finishes.     Federally regulated oil and gas pipelines turned in mixed performances in 1996, a review of annual reports filed with the US Federal Energy Regulatory Commission (FERC) shows. Plans for new pipeline construction, filed with both the FERC and Canadian regulatory bodies, increased during a 12-month period ending June 30, 1997. Natural-gas pipeline operating companies increased their operating revenues but saw their incomes fall; oil pipelines saw both revenues and incomes fall sharply as deliveries were flat. Major natural-gas pipelines slightly increased the amounts of gas they moved for a fee and decreased gas sold out of their systems. In 1996, liquids pipelines moved fewer barrels than a year earlier and reduced in all categories the miles of line operated. Each year in this exclusive report, Oil and Gas Journal tracks revenues and incomes earned from operations along with volumes moved, as submitted to the FERC by US regulated interstate pipeline companies.     Washington River Protection Solutions, LLC (WRPS) has faced significant project management challenges in managing Davis-Bacon construction work that meets contractually required small business goals. The unique challenge is to provide contracting opportunities to multiple small business constructioin subcontractors while performing high hazard work in a safe and productive manner. Previous to the WRPS contract, construction work at the Hanford Tank Farms was contracted to large companies, while current Department of Energy (DOE) Contracts typically emphasize small business awards. As an integral part of Nuclear Project Management at Hanford Tank Farms, construction involves removal of old equipment and structures and installation of new infrastructure to support waste retrieval and waste feed delivery to the Waste Treatment Plant. Utilizing the optimum construction approach ensures that the contractors responsible for this work are successful in meeting safety, quality, cost and schedule objectives while working in a very hazardous environment. This paper descirbes the successful transition from a traditional project delivery method that utilized a large business general contractor and subcontractors to a new project construction management model that is more oriented to small businesses. Construction has selected the Agency Construction Management Method (John E Schaufelberger, Len Holm, "Management of Construction Projects, A Constructor's Perspective", University of Washington, Prentice Hall 2002). This method was implemented in the first quarter of Fiscal Year 2009 (FY2009), where Construction Management is performed by substantially home office resources from the URS Northwest Office in Richland, Washington. The Agency Method has allowed WRPS to provide proven Construction Managers and Field Leads to mentor and direct small business contractors, thus providing expertise and assurance of a successful project.     The National Compact Stellarator Experiment (NCSX) was designed to test a compact, quasiaxisymmetric stellarator configuration. Flexibility and accurate realization of its complex 3D geometry were key requirements affecting the design and construction. While the project was terminated before completing construction, there were significant engineering accomplishments in design, fabrication, and assembly. The design of the stellarator core device was completed. All of the modular coils, toroidal field coils, and vacuum vessel sectors were fabricated. Critical assembly steps were demonstrated. Engineering advances were made in the application of CAD modeling, structural analysis, and accurate fabrication of complex-shaped components and subassemblies.     This paper reports the design and construction status of a niobium superconducting RFQ operating at 194 MHz. The structure is of the rod and post type, novel in that each of four rods is supported by two posts oriented radially with respect to the beam axis. Although the geometry has four-fold rotation symmetry, the dipole-quadrupole mode splitting is large, giving good mechanical tolerances. The simplicity of the geometry enables designing for good mechanical stability while minimizing tooling costs for fabrication with niobium. Design details of a prototype niobium resonator, results of measurements on room temperature models, and construction status are discussed.

  20. Environmental geological input into urban construction planning

    Environmental issues resulting from planning new construction in urban areas requires understanding of geological processes at many steps in project development. Steps include: assessments of geological characteristics of the proposed construction site, building design features in light of the geological characteristics, development of the geology component of the EIR as well as any mitigations required, and writing special environmental geological concerns into specifications required of the contractor. The latter step may be exemplified in planning a new underground library being constructed in the center of the Berkeley Campus. The site is within 50 yards of a creek that has been restored such that fish now live in it whereas none could three years ago. Runoff from paved parking lots and walkways around existing buildings goes into storm drains that empty directly into the creek. Because they do, creek water is monitored for chemical and solid wastes as well as turbidity. Based on geological input, special project procedures were written to which the contractor must adhere during site preparation and construction. These include: all liquid wastes must be contained in impermeable containers, all hazardous wastes must be removed under state waste removal guidelines, dewatering procedures were developed to remove groundwater that flows through permeable sands and gravels from the creek bed into the construction site and must be followed, and soil flux into the creek must be prevented. Mitigation of soil flux includes watering areas of the site as soil is excavated. Watering must be monitored because the contractor tends to overwater which flushes soil down nearby storm drains into the creek. As well, soil control monitoring includes preventing the contractor from sweeping soil into the storm drains and flushing it into the creek. Geological input has proven valuable in addressing different environmental concerns.

    The next step in the Wendelstein stellarator line is the large superconducting device Wendelstein 7-X, currently under construction in Greifswald, Germany. Steady-state operation is an intrinsic feature of stellarators, and one key element of the Wendelstein 7-X mission is to demonstrate steady-state operation under plasma conditions relevant for a fusion power plant. Steady-state operation of a fusion device, on the one hand, requires the implementation of special technologies, giving rise to technical challenges during the design, fabrication and assembly of such a device. On the other hand, also the physics development of steady-state operation at high plasma performance poses a challenge and careful preparation. The electron cyclotron resonance heating system, diagnostics, experiment control and data acquisition are prepared for plasma operation lasting 30 min. This requires many new technological approaches for plasma heating and diagnostics as well as new concepts for experiment control and data acquisition.

The construction of an essentially watertight chamber or room in the cavity is generally required for the actual emplacement of the device. A method is described of constructing such a room deep within the earth by personnel at the surface. A dual wall bladder of a watertight, pliable fabric material is lowered down a shaft into a selected position. The bladder is filled with a concrete grout while a heavy fluid having essentially the same density as the grout is maintained on both sides of the bladder, to facilitate complete deployment of the bladder by the grout to form a room of desired configuration.
