    High-voltage transmission lines can be just as safe as the electrical wiring in the homes--or just as dangerous. The crucial factor is ourselves: they must learn to behave safely around them. This booklet is a basic safety guide for those who live and work around power lines. It deals primarily with nuisance shocks due to induced voltages, and with potential electric shock hazards from contact with high-voltage lines. References on possible long-term biological effects of transmission lines are shown. In preparing this booklet, the Bonneville Power Administration has drawn on more than 50 years of experience with high-voltage transmission. BPA operates one of the world`s largest networks of long-distance, high-voltage lines. This system has more than 400 substations and about 15,000 miles of transmission lines, almost 4,400 miles of which are operated at 500,000 volts.

    Washington River Protection Solutions, LLC (WRPS) has faced significant project management challenges in managing Davis-Bacon construction work that meets contractually required small business goals. The unique challenge is to provide contracting opportunities to multiple small business construction subcontractors while performing high hazard work in a safe and productive manner. Previous to the Washington River Protection Solutions, LLC contract, Construction work at the Hanford Tank Farms was contracted to large companies, while current Department of Energy (DOE) Contracts typically emphasize small business awards. As an integral part of Nuclear Project Management at Hanford Tank Farms, construction involves removal of old equipment and structures and installation of new infrastructure to support waste retrieval and waste feed delivery to the Waste Treatment Plant. Utilizing the optimum construction approach ensures that the contractors responsible for this work are successful in meeting safety, quality, cost and schedule objectives while working in a very hazardous environment. This paper describes the successful transition from a traditional project delivery method that utilized a large business general contractor and subcontractors to a new project construction management model that is more oriented to small businesses. Construction has selected the Agency Construction Management Method. This method was implemented in the first quarter of Fiscal Year (FY) 2009, where Construction Management is performed by substantially home office resources from the URS Northwest Office in Richland, Washington. The Agency Method has allowed WRPS to provide proven Construction Managers and Field Leads to mentor and direct small business contractors, thus providing expertise and assurance of a successful project. The MEM apparatus comprises an interrupting member that can be moved to block (interrupt) or complete (uninterrupt) an explosive train that is part of an energetic component. One or more latching members are provided that engage and prevent the movement of the interrupting member, until the one or more latching members are disengaged from the interrupting member. The MEM apparatus can be utilized as a safe and arm device (SAD) and electronic safe and arm device (ESAD) in preventing unintentional detonations. Methods for operating the MEM apparatus include independently applying drive signals to the actuators coupled to the latching members, and an actuator coupled to the interrupting member.

    We construct a new inflation model in which the standard model Higgs boson couples minimally to gravity and acts as the inflaton. Our construction of Higgs inflation incorporates the standard model with Einstein gravity which exhibits asymptotic safety in the ultraviolet region. The slow roll condition is satisfied at large field value due to the asymptotically safe behavior of Higgs self-coupling at high energies. We find that this minimal construction is highly predictive, and is consistent with both cosmological observations and collider experiments.

    The following information documents the decontamination and decommissioning of the 105-H Reactor facility, and placement of the reactor core into interim safe storage. The D&D of the facility included characterization, engineering, removal of hazardous and radiologically contaminated materials, equipment removal, decontamination, demolition of the structure, and restoration of the site. The ISS work also included construction of the safe storage enclosure, which required the installation of a new roofing system, power and lighting, a remote monitoring system, and ventilation components.

    This Primer is designed for use by operations and maintenance personnel to improve their knowledge of tritium safe handling practices. It is applicable to many job classifications and can be used as a reference for classroom work or for self-study. It is presented in general terms for use throughout the DOE Complex. After reading it, one should be able to: describe methods of measuring airborne tritium concentration; list types of protective clothing effective against tritium uptake from surface and airborne contamination; name two methods of reducing the body dose after a tritium uptake; describe the most common method for determining amount of tritium uptake in the body; describe steps to take following an accidental release of airborne tritium; describe the damage to metals that results from absorption of tritium; explain how washing hands or showering in cold water helps reduce tritium uptake; and describe how tritium exchanges with normal hydrogen in water and hydrocarbons.

    Remediation of eight waste pits at the Department of Energy (DOE) Fernald site, located northwest of Cincinnati, Ohio, involves excavating approximately one million tonnes in-situ of low-level waste which were placed in pits during Fernald's production era. This unique project, one of the largest in the history of CERCLA/Superfund, includes uranium and thorium contaminated waste, soils and sludges. These wet soils and sludges are thermally dried in a processing facility to meet Department of Transportation (DOT) transportation and disposal facility waste acceptance criteria, loaded into railcars and shipped to the Envirocare waste disposal facility at Clive, Utah. This project is now approximately 60% complete with more than 415,000 tonnes (460,000 tons) of waste material safely shipped in 74 unit trains to Envirocare. Work is scheduled to be completed in early 2005. Success to date demonstrates that a major DOE site remediation project can be safely and successfully executed in partnership with private industry, utilizing proven commercial best practices, existing site labor resources and support of local stakeholders. In 1997 under the DOE's privatization initiative, Fluor Fernald, Inc. (Fluor Fernald) solicited the services of the remediation industry to design, engineer, procure, construct, own and operate a facility that would undertake the remediation of the waste pits. The resulting procurement was awarded to IT Corporation, currently Shaw Environmental and Infrastructure, Inc. (Shaw). The contractor was required to finance the procurement and construction of its facilities and infrastructure. The contract was performance-based and payment would be made on the successful loadout of the waste from the facility on a per-ton basis meeting the Envirocare waste acceptance criteria.     Testimony at hearings before the Garrison Diversion Compromise Commission claimed that rural consumers in the Upper Midwest could face $5.9 million in electric rate increases if the commission deauthorizes the project and hydroelectric rates go up to pay the costs of the 1944 Pick-Sloan project originally assigned to irrigation. If there is no irrigation development, the revenue that irrigation must raise to repay the $67 million debt assigned to irrigation must be reassigned to hydroelectric power. The commission represents a compromise between supporters and opponents of the Garrison Diversion project. Spokesmen for regional utilities spoke in support of the project as an investment whose costs have escalated because of delays at the expense of economic development in North Dakota.

Botnets are used extensively by malicious computer hackers to steal computing power fron Internet-connected computers. The hackers harness the stolen resources into a scattered but powerful computer that can be used to send spam, execute phishing, scams or steal digital information. These remote-controlled 'distributed computers' are difficult to observe and track. Botnets may take over parts of tens of thousands or in some cases even millions of computers, making them among the world's most powerful computers for some applications.

    Despite substantial advances in the past 100 years in public health, technology and medicine, 20% of the world population, mostly comprised of the poor population segments in developing countries (DCs), still does not have access to safe drinking water. To reach the United Nations (UN) Millennium Goal of halving the number of people without access to safe water by 2015, the global community will need to provide an additional one billion urban residents and 600 million rural residents with safe water within the next twelve years. This paper examines current water treatment measures and implementation methods for delivery of safe drinking water, and offers suggestions for making progress towards the goal of providing a timely and equitable solution for safe water provision. For water treatment, based on the serious limitations of boiling water and chlorination, we suggest an approach based on filtration coupled with ultraviolet (UV) disinfection, combined with public education. Additionally, owing to the capacity limitations for non-governmental organizations (NGOs) to take on this task primarily on their own, we suggest a strategy based on financially sustainable models that include the private sector as well as NGOs.
