    Multivariate statistical analysis to support the National Uranium Resource Evaluation and to evaluate strategic and other commercially important mineral resources was carried out on Hydrogeochemical and Stream Sediment Reconnaissance data from the Montrose quadrangle, Colorado. The analysis suggests that: (1) the southern Colorado Mineral Belt is an area favorable for uranium mineral occurrences; (2) carnotite-type occurrences are likely in the nose of the Gunnison Uplift; (3) uranium mineral occurrences may be present along the western and northern margins of the West Elk crater; (4) a base-metal mineralized area is associated with the Uncompahgre Uplift; and (5) uranium and base metals are associated in some areas, and both are often controlled by faults trending west-northwest and north.

    In the United States, testing has been under way at electric coal-fired power plants to find viable and economical mercury control strategies to meet pending regulations. San Miguel Electric Cooperative (SMEC) engaged the Energy & Environmental Research Center (EERC) through a request for proposal (RFP) to perform research tests to evaluate sorbent-based technologies at its coal-fired San Miguel Generating Station to identify possible technology options that could be used by SMEC to meet the mercury reduction requirements of future U.S. federal standards. The goal of the testing was to target a mercury removal of {ge}90%. The EERC has successfully field-tested several sorbent-based technologies in previous projects that offer promise and potential to achieve a target removal of {ge}90%. Based on these field test results, yet recognizing that fuel type and plant operating conditions affect mercury capture significantly, the EERC proposed research tests to evaluate potential sorbent-based technologies provided by Norit Americas and the EERC that could potentially meet SMEC's mercury control objectives. Over the period of May through mid-June 2008, the EERC tested injection of both treated and nontreated activated carbon (AC) provided by Norit Americas and sorbent enhancement additives (SEAs) provided by the EERC. Tests were performed at San Miguel Unit 1 (450 MW) and included injection at the inlet of the air heater (AH) (temperature of 720 F). The test coal was a Texas lignite fuel with an average moisture content of 31.19%, an ash content of 26.6%, a heating value of 5,094 Btu/lb, a sulfur content of 2.7%, and a mercury concentration of 0.182 ppm, all reported on an as-received basis. Pilot-scale testing results identified DARCO{reg_sign} Hg-LH, SEA2 + DARCO{reg_sign} Hg, and the ChemMod sorbents as technologies with the potential to achieve the target mercury removal of {ge}90% at the full-scale test. Mercury concentrations were tracked with continuous mercury monitors (CMMs) at the electrostatic precipitator (ESP) inlet (ESP In), scrubber inlet, and scrubber outlet of San Miguel Unit 1, and a dry sorbent trap method was used to take samples periodically to measure mercury concentrations at the each of the CMM sampling locations described above. A limited number of Ontario Hydro (OH) measurements were also conducted. Removal efficiencies were calculated from mercury-in-coal values to scrubber out CMM values. Sorbent trap samples taken at the each sampling location outlet were found to be fairly consistent with CMM values. A maximum mercury removal of 78.5% was achieved with the SEA2 + DARCO Hg sorbent combination at injection rates of 50 ppm and 4 lb/Macf, respectively. An injection rate of 4 lb/Macf for DARCO Hg-LH and DARCO Hg resulted in mercury removals of 70.0% and 64.2%, respectively. These mercury reduction values were achieved at full load and at stable plant operating conditions. Scrubber reemission was observed during sorbent injection and had a significant effect on coal to scrubber out mercury removal values. When the sorbents were injected into San Miguel Unit 1 at the AH inlet, no effects on unit operations were observed. ESP performance throughout the test period was fairly steady, with only one minor breakdown. However, it should be noted that test durations were short.

    Long-term demonstration tests of advanced sorbent enhancement additive (SEA) technologies have been completed at five coal-fired power plants. The targeted removal rate was 90% from baseline conditions at all five stations. The plants included Hawthorn Unit 5, Mill Creek Unit 4, San Miguel Unit 1, Centralia Unit 2, and Hoot Lake Unit 2. The materials tested included powdered activated carbon, treated carbon, scrubber additives, and SEAs. In only one case (San Miguel) was >90% removal not attainable. The reemission of mercury from the scrubber at this facility prevented >90% capture.

    Wind River Resources Corporation (WRRC) received a DOE grant in support of its proposal to acquire, process and interpret fifteen square miles of high-quality 3-D seismic data on non-allotted trust lands of the Uintah and Ouray (Ute) Indian Reservation, northeastern Utah, in 2000. Subsequent to receiving notice that its proposal would be funded, WRRC was able to add ten square miles of adjacent state and federal mineral acreage underlying tribal surface lands by arrangement with the operator of the Flat Rock Field. The twenty-five square mile 3-D seismic survey was conducted during the fall of 2000. The data were processed through the winter of 2000-2001, and initial interpretation took place during the spring of 2001. The initial interpretation identified multiple attractive drilling prospects, two of which were staked and permitted during the summer of 2001. The two initial wells were drilled in September and October of 2001. A deeper test was drilled in June of 2002. Subsequently a ten-well deep drilling evaluation program was conducted from October of 2002 through March 2004. The present report discusses the background of the project; design and execution of the 3-D seismic survey; processing and interpretation of the data; and drilling, completion and production results of a sample of the wells drilled on the basis of the interpreted survey. Fifteen wells have been drilled to test targets identified on the North Hill Creek 3-D Seismic Survey. None of these wildcat exploratory wells has been a dry hole, and several are among the best gas producers in Utah. The quality of the data produced by this first significant exploratory 3-D survey in the Uinta Basin has encouraged other operators to employ this technology. At least two additional 3-D seismic surveys have been completed in the vicinity of the North Hill Creek Survey, and five additional surveys are being planned for the 2004 field season. This project was successful in finding commercial oil, natural gas and natural gas liquids production on a remote part of the Uintah & Ouray Reservation. Much of the natural gas and natural gas liquids are being produced from the Wingate Formation, which to our knowledge has never produced commercially anywhere. Another large percentage of the natural gas is being produced from the Entrada Formation which has not previously produced in this part of the Uinta Basin. In all, at least nine geologic formations are contributing hydrocarbons to these wells. This survey has clearly established the fact that high-quality data can be obtained in this area, despite the known obstacles.

    Pursuant to the Uranium Mill Tailings Radiation Control Act (UMTRCA) of 1978, the U.S. Department of Energy (DOE) is proposing to conduct remedial action to clean up the residual radioactive materials (RRM) at the Naturita uranium processing site in Colorado. The Naturita site is in Montrose County, Colorado, and is approximately 2 miles (mi) (3 kilometer [km]) from the unincorporated town of Naturita. The proposed remedial action is to remove the RRM from the Naturita site to the Upper Burbank Quarry at the Uravan disposal site. To address the potential impacts of the remedial action on threatened and endangered species, the DOE prepared this biological assessment. Informal consultations with the U.S. Department of the Interior, Fish and Wildlife Service (FWS) were initiated in 1986, and the FWS provided a list of the threatened and endangered species that may occur in the Naturita study area. This list was updated by two FWS letters in 1988 and by verbal communication in 1990. A biological assessment was included in the environmental assessment (EA) of the proposed remedial action that was prepared in 1990. This EA addressed the impacts of moving the Naturita RRM to the Dry Flats disposal site. In 1993, the design for the Dry Flats disposal alternative was changed. The FWS was again consulted in 1993 and provided a new list of threatened and endangered species that may occur in the Naturita study area. The Naturita EA and the biological assessment were revised in response to these changes. In 1994, remedial action was delayed because an alternate disposal site was being considered. The DOE decided to move the FIRM at the Naturita site to the Upper Burbank Quarry at the Uravan site. Due to this delay, the FWS was consulted in 1995 and a list of threatened and endangered species was provided. This biological assessment is a revision of the assessment attached to the Naturita EA and addresses moving the Naturita RRM to the Upper Burbank Quarry disposal site.

    The proposed remedial action for the Naturita processing site is relocation of the contaminated materials and debris to the Dry Flats disposal site, 6 road miles (mi) [ 1 0 kilometers (km)] to the southeast. At the disposal site, the contaminated materials would be stabilized and covered with layers of earth and rock. The proposed disposal site is on land administered by the Bureau of Land Management (BLM) and used primarily for livestock grazing. The final disposal site would cover approximately 57 ac (23 ha), which would be permanently transferred from the BLM to the DOE and restricted from future uses. The remedial action activities would be conducted by the DOE`s Uranium Mill Tailings Remedial Action (UMTRA) Project. The remedial action would result in the loss of approximately 164 ac (66 ha) of soils, but 132 ac (53 ha) of these soils are contaminated and cannot be used for other purposes. Another 154 ac (62 ha) of soils would be temporarily disturbed. Approximately 57 ac (23 ha) of open range land would be permanently removed from livestock grazing and wildlife use. The removal of the contaminated materials would affect the 1 00-year floodplain of the San Miguel River and would result in the loss of riparian habitat along the river. The southwestern willow flycatcher, a Federal candidate species, may be affected by the remedial action, and the use of water from the San Miguel River ``may affect`` the Colorado squawfish, humpback chub, bonytail chub, and razorback sucker. Traffic levels on State Highways 90 and 141 would be increased during the remedial action, as would the noise levels along these transportation routes. Measures for mitigating the adverse environmental impacts of the proposed remedial action are discussed in Section 6.0 of this environmental assessment (EA).

    The Slick Rock uranium mill tailings sites are located near the small town of Slick Rock, in San Miguel County, Colorado. There are two designated UMTRA sites at Slick Rock, the Union Carbide (UC) site and the North Continent (NC) site. Both sites are adjacent to the Dolores River. The UC site is approximately 1 mile (mi) [2 kilometers (km)] downstream of the NC site. Contaminated materials cover an estimated 55 acres (ac) [22 hectares (ha)] at the UC site and 12 ac (4.9 ha) at the NC site. The sites contain former mill building concrete foundations, tailings piles, demolition debris, and areas contaminated by windblown and waterborne radioactive materials. The total estimated volume of contaminated materials is approximately 620, 000 cubic yards (yd{sup 3}) [470,000 cubic meters (m{sup 3})]. In addition to the contamination at the two processing site areas, four vicinity properties were contaminated. Contamination associated with the UC and NC sites has leached into groundwater.

    Western Area Power Administration (Western) is proposing to construct, operate, and maintain eight microwave repeater stations in southwestern Colorado, southeastern Utah, and northern Arizona, in order to meet the minimum fade criteria established by the Western Systems Coordinating Council (WSCC) for the operation and protection of electric power systems. The proposed microwave facilities would increase the reliability of communication. This environmental assessment (EA) describes the existing environmental conditions and the impacts from construction of the eight microwave communication facilities. The EA was prepared in compliance with the National Environmental Policy Act of 1969, the Council on Environmental Quality Regulations (40 CFR 1500-1508), and the Department of Energy Guidelines (52 FR 47662, December 15, 1987). The proposed project would consist of constructing eight microwave facilities, each of which would include a self-supported lattice tower, an equipment building, a propane tank, distribution lines to provide electric power to the sites, and access roads to the sites. The facilities would be constructed in San Miguel and Montezuma Counties in Colorado, San Juan County, Utah, and Navajo, Apache, Coconino, and Yavapai Counties in Arizona. 20 refs., 2 figs., 2 tabs.

The purpose of the cleanup is to reduce the potential health effects associated with the radioactive materials remaining on the processing sites and on vicinity properties (VPs) associated with the sites. The US Environmental Protection Agency (EPA) promulgated standards for the UMTRCA that contained measures to control the contaminated materials and to protect the ground water from further degradation. The sites contain concrete foundations of mill buildings, tailings piles, and areas contaminated by windblown and waterborne radioactive tailings materials. The proposed action is to remediate the UC and NC sites by removing all contaminated materials within the designated site boundaries or otherwise associated with the sites, and relocating them to, and stabilizing them at, a location approximately 5 road mi (8 km) northeast of the processing sites on land administered by the US Bureau of Land Management (BLM). Remediation would be performed by the DOE`s Uranium Mill Tailings Remedial Action (UMTRA) Project.

  19. Effects of biogenic silica on acoustic and physical properties of clay-rich marine sediments

    The physical properties of marine sediments are influenced by compaction and diagenesis during burial. Changes in mineralogy, chemistry, density, porosity, and microfabric all affect a sediment's acoustic and electrical properties. Sediments from the Japan Trench illustrate the dependence of physical properties on biogenic silica content. Increased opal-A content is correlated with increased porosity and decreased grain density and compressional velocity. Variations with depth in opal-A concentration are therefore reflected in highly variable and, at times, inverse velocity-depth gradients. The diagenetic conversion of opal-A to opal-CT and finally to quartz was investigated at a site in the San Miguel Gap, California. Distinct changes in microfabric, particularly in the porosity distribution, accompany the diagenetic reactions and contribute to a sharp velocity discontinuity at the depth of the opal-A to opal-CT conversion. Evaluation of this reaction at several sites indicates a systematic dependence on temperature and age in clay-rich and moderately siliceous sediments. In ocean margin regions, sediments are buried rapidly, and opal-A may be converted to opal-CT in less than 10 m.y. Temperatures of conversion range from 30{degree} to 50{degree}C. Much longer times (>40 m.y.) are required to complete the conversion in open ocean deposits which are exposed to temperatures less than 15{degree}C. In the absence of silica diagenesis, velocity-depth gradients of most clay-rich and moderately siliceous sediments fall in the narrow range of 0.15 to 0.25 km/s/km which brackets the gradient (0.18 km/s/km) determined for a type pelagic clay section. Relationships such as these can be useful in unraveling the history of a sediment sequence, including the evolution with time of reservoir properties and seismic signatures.

In addition to the contamination at the two processing site areas, 13 vicinity properties were contaminated. Contamination associated with the UC and NC sites has leached into ground water. Pursuant to the requirements of the Uranium Mill Tailings Radiation Control Act (UMTRCA) (42 USC {section}7901 et seq.), the proposed remedial action plan (RAP) will satisfy the final US Environmental Protection Agency (EPA) standards in 40 CFR Part 192 (60 FR 2854) for cleanup, stabilization, and control of the residual radioactive material (RRM) (tailings and other contaminated materials) at the disposal site at Burro Canyon. The requirements for control of the RRM (Subpart A) will be satisfied by the construction of an engineered disposal cell. The proposed remedial action will consist of relocating the uranium mill tailings, contaminated vicinity property materials, demolition debris, and windblown/weaterborne materials to a permanent repository at the Burro Canyon disposal site. The site is approximately 5 road mi (8 km) northeast of the mill sites on land recently transferred to the DOE by the Bureau of Land Management.

The closest residence is approximately 0.3 air mi from either site. The proposed action is to remediate the UC and NC sites by removing all contaminated materials within the designated site boundaries or otherwise associated with the sites, and relocating them to, and stabilizing them at, a location approximately 5 road mi (8 km) northeast of the sites on land administered by the Bureau of Land Management (BLM). Remediation would be performed by the DOE`s Uranium Mill Tailings Remedial Action (UMTRA) Project. All solid contaminated materials would be buried under 5 feet (ft) of rock and soil materials. The proposed disposal site area is currently used by ranchers for cattle grazing over a 7-month period. The closest residence to the proposed disposal site is 2 air mi. An estimated 44 ac of land would be permanently transferred from the BLM to the DOE and restricted from future use.
