    The Midwest Clean Energy Application Center (CEAC) was one of eight regional centers that promoted and assisted in transforming the market for combined heat and power (CHP), waste heat to power (WHP), and district energy (DE) technologies and concepts throughout the United States between October 1, 2009 and December 31, 2013. The key services the CEACs provided included:  Market Opportunity Analyses – Supporting analyses of CHP market opportunities in diverse markets including industrial, federal, institutional, and commercial sectors.  Education and Outreach – Providing information on the energy and non-energy benefits and applications of CHP to state and local policy makers, regulators, energy end-users, trade associations and others. Information was shared on the Midwest CEAC website: www.midwestcleanergy.org.  Technical Assistance – Providing technical assistance to end-users and stakeholders to help them consider CHP, waste heat to power, and/or district energy with CHP in their facility and to help them through the project development process from initial CHP screening to installation. The Midwest CEAC provided services to the Midwest Region that included the states of Illinois, Indiana, Iowa, Kansas, Michigan, Minnesota, Missouri, Nebraska, North Dakota, Ohio, South Dakota, and Wisconsin.

    In this paper the application of remote sensing image processing and GIS techniques in monitoring and managing coastal areas is proposed. The methodology has been applied to South-West Sardinia Coast where the environment is endangered by industrial plants and other human activities. The area is characterized by the presence of many submarine springs aligned along coastal cliffs. Water quality parameters (chlorophyll, suspended sediments and temperature) spatial and temporal variations, have been studied using Landsat TM images. Particularly, in this paper are reported the results referred to sea surface thermal gradients, considered as one of the main water quality index. Thermal gradients have been mapped in order to outline water circulation, thermal pollution and presence and distribution of submarine springs. Furthermore, a GIS approach of relating mono and multitemporal TM data with ground referenced information on industrial plants characteristics and distribution has been applied.

  4. Risk assessment of drain valve failure in the K-West basin south loadout pit

    The drain valve located in the bottom of the K-West Basin South Loadout Pit (SLOP) could provide an additional leak path from the K Basins if the drain valve were damaged during construction, installation, or operation of the cask loading system. For the K-West Basin SLOP the immersion pail support structure (IPSS) has already been installed, but the immersion pail has not been installed in the IPSS. The objective of this analysis is to evaluate the risk of damaging the drain valve during the remaining installation activities or operation of the cask loading system. Valve damage, as used in this analysis, does not necessarily imply large amounts of the water will be released quickly from the basin, rather valve damage implies that the valve's integrity has been compromised. The analysis process is a risk-based uncertainty analysis where best engineering judgement is used to represent each variable in the analysis. The uncertainty associated with each variable is represented by a probability distribution. The uncertainty is propagated through the analysis by Monte Carlo convolution techniques. The corresponding results are developed as a probability distribution and the risk is expressed in terms of the corresponding complementary cumulative distribution function (''risk curve''). The total risk is the area under the ''risk curve''. The risk of potentially dropping a cask into or on the IPSS and damaging the drain valve is approximately 1 x 10{sup -4} to 2 x 10{sup -5} per year. The risk of objects falling behind the IPSS and damaging the valve is 3 x 10{sup -2} to 6 x 10{sup -3} per year. Both risks are expressed as drain value failure frequencies. The risk of objects falling behind the IPSS and damaging the valve can be significantly reduced by an impact limiter and/or installing a gating or plate over the area bounded by the back of the IPSS and the wall of the SLOP. With either of these actions there is a 90 percent confidence that the frequency of drain valve failure would be less than 1 x 10{sup -6} per year.

    A team from ORAU's Independent Environmental Assessment and Verification Program performed verification survey activities on the South Test Tower and four Hazardous Waste Storage Lockers. Scan data collected by ORAU determined that both the alpha and alpha-plus-beta activity was representative of radiological background conditions. The count rate distribution showed no outliers that would be indicative of alpha or alpha-plus-beta count rates in excess of background. It is the opinion of ORAU that independent verification data collected support the site?s conclusions that the South Tower and Lockers sufficiently meet the site criteria for release to recycle and reuse.

    This final report summarizes the Phase I research conducted by the Midwest regional Carbon Sequestration Partnership (MRCSP). The Phase I effort began in October 2003 and the project period ended on September 31, 2005. The MRCSP is a public/private partnership led by Battelle with the mission of identifying the technical, economic, and social issues associated with implementation of carbon sequestration technologies in its seven state geographic region (Indiana, Kentucky, Maryland, Michigan, Ohio, Pennsylvania, and West Virginia) and identifying viable pathways for their deployment. It is one of seven partnerships that together span most of the U.S. and parts of Canada that comprise the U.S. Department of Energy's (DOE's) Regional Carbon Sequestration Program led by DOE's national Energy Technology Laboratory (NETL). The MRCSP Phase I research was carried out under DOE Cooperative Agreement No. DE-FC26-03NT41981. The total value of Phase I was $3,513,513 of which the DOE share was $2,410,967 or 68.62%. The remainder of the cost share was provided in varying amounts by the rest of the 38 members of MRCSP's Phase I project. The next largest cost sharing participant to DOE in Phase I was the Ohio Coal Development Office within the Ohio Air Quality Development Authority (OCDO). OCDO's contribution was $100,000 and was contributed under Grant Agreement No. CDO/D-02-17. In this report, the MRCSP's research shows that the seven state MRCSP region is a major contributor to the U. S. economy and also to total emissions of CO2, the most significant of the greenhouse gases thought to contribute to global climate change. But, the research has also shown that the region has substantial resources for sequestering carbon, both in deep geological reservoirs (geological sequestration) and through improved agricultural and land management practices (terrestrial sequestration). Geological reservoirs, especially deep saline reservoirs, offer the potential to permanently store CO2 for literally 100s of years even if all the CO2 emissions from the region's large point sources were stored there, an unlikely scenario under any set of national carbon emission mitigation strategies. The terrestrial sequestration opportunities in the region have the biophysical potential to sequester up to 20% of annual emissions from the region's large point sources of CO2. This report describes the assumptions made and methods employed to arrive at the results leading to these conclusions. It also describes the results of analyses of regulatory issues in the region affecting the potential for deployment of sequestration technologies. Finally, it describes the public outreach and education efforts carried out in Phase I including the creation of a web site dedicated to the MRCSP at www.mrcsp.org.

    The Midwest Superconductivity Consortium, MISCON, in the fourth year of operations further strengthened its mission to advance the science and understanding of high T{sub c} superconductivity. The goals of the organization and the individual projects continue to reflect the current needs for new knowledge in the field and the unique capabilities of the institutions involved. Group efforts and cooperative laboratory interactions to achieve the greatest possible synergy under the Consortium continue to be emphasized.     A reservoir engineering study was conducted of waterflood performance in the South Cowden field, an Upper Permian Grayburg reservoir on the Central Basin Platform in West Texas. The study was undertaken to understand the historically poor waterflood performance, evaluate three techniques for incorporating petrophysical measurements and geological interpretation into heterogeneous reservoir models, and identify issues in heterogeneity modeling and fluid-flow scaleup that require further research. The approach included analysis of relative permeability data, analysis of injection and production data, heterogeneity modeling, and waterflood simulation. The poor South Cowden waterflood recovery is due, in part, to completion of wells in only the top half of the formation. Recompletion of wells through the entire formation is estimated to improve recovery in ten years by 6 percent of the original oil in place in some areas of the field. A direct three-dimensional stochastic approach to heterogeneity modeling produced the best fit to waterflood performance and injectivity, but a more conventional model based on smooth mapping of layer-averaged properties was almost as good. The results reaffirm the importance of large-scale heterogeneities in waterflood modeling but demonstrate only a slight advantage for stochastic modeling at this scale. All the flow simulations required a reduction to the measured whole-core k{sub v}/k{sub h} to explain waterflood behavior, suggesting the presence of barriers to vertical flow not explicitly accounted for in any of the heterogeneity models. They also required modifications to the measured steady-state relative permeabilities, suggesting the importance of small-scale heterogeneities and scaleup. Vertical flow barriers, small-scale heterogeneity modeling, and relative permeability scaleup require additional research for waterflood performance prediction in reservoirs like South Cowden.

    U.S. colleges and universities are in a position to make substantial solar project investments both on and off campus. To facilitate these investments, the Midwest Renewable Energy Association is working with university stakeholders at four universities to create solar investment proposals for consideration by university governance boards. This campus stakeholder engagement is led by student solar deployment teams and builds off of past program success with the U.S. Department of Energy Solar Decathlon and similar student-led projects. This effort showcases the potential of university solar photovoltaic (PV) investments, advances favorable board policies to govern PV investments, and provides a roadmap for universities across the country to deploy solar—advancing their sustainability goals.

    Distributed generation consists of the use of integrated or stand-alone natural gas or liquid fueled power generation equipment. These distributed resources (DR) may provide power in the 5-kW to 50-MW range and can provide power directly to the customer, thereby potentially deferring additional transmission and distribution systems upgrades by the utility and improving power quality and reliability for the customer. Compact, technically advanced units in a variety of technologies presently available include diesel engines, lean burning gas fired internal combustion engine generator sets, cogeneration packages, small microturbines, and fuel cells. This class of resources has the potential to provide a cost effective, reliable, addition to a utility`s generating resource mix and is once again gaining favor in era characterized both by uncertainty and opportunity. Strategic deployment of these resources can also eliminate or delay expensive central plant capacity additions. Installations may be tailored to meet customer technical and financial requirements with projects being developed by utilities on customer sites as well as by Independent Power Producers and others. Economic constraints as well as key environmental and operating issues must be understood and clarified for those seeking to capitalize on this approach. As the first phase of a project with the objective of developing a best practices approach to implementing DR, EPRI`s project Application Experiences with Distributed Resources in the Midwest examined these issues. This report contains the results of an in-depth technical survey, which was given to distributed resource sites throughout the Midwest. Aspects of DR projects involving electrical interconnection, siting and permitting, operations and maintenance and various operating practices are examined.

    This report contains information of federally-listed endangered and/or threatened fish and wildlife occurring in the midwestern states of Illinois, Indiana, Iowa, Kansas, Michigan, Minnesota, Missouri, Nebraska, Ohio, and Wisconsin. The information was compiled as a support document for the Regional Issue Identification and Assessment (RIIA) project sponsored by the Regional Assessments Division of the Office of Technology Impacts within the Department of Energy. The information on midwestern endangered species distribution, habitats, and reasons for population decline included in this document are designed to help assess the potential for adverse impacts if energy activities are sited within the general range of an endangered species. It is hoped that this document will thereby enhance the reliability of one portion of energy-related assessments performed in the Midwest. This report considers only those species listed prior to October 1979 as endangered and/or threatened in the federal endangered species list published in the Federal Register and that have been known to occur in the region in the last 20 years.

  2. Midwest Forensics Resource Center Project Summary June 2005

    The mission of the MFRC Research and Development Program, is to provide technological advances in forensic science for the benefit of our regional partners as well as the forensic community at large. Key areas of forensic science need are identified through our interactions with our Midwest partners and our R&D advisory group, as well as through our participation in national meetings in forensic science. Under the sponsorship of the National Institute of Justice, the MFRC solicits proposals for the development of practical and useful technology, instrumentation, and methodology that address needs in areas related to forensic science and its application to operational crime laboratories. The MFRC facilitates proposal development by working to establish partnerships between researchers and our regional partners. The MFRC administers a peer-review of the proposals and then funds the selected projects at a cost of approximately $55,000 each, with a 12-month period of performance. The process for selection of these projects includes the following steps: (1) drafting of a call for proposals by MFRC staff, (2) review of the draft call by members of the R&D advisory committee, (3) review and approval of the call by NIJ, (4) issuance of the call to ISU, Ames Laboratory, regional partners, and research organizations, (5) receipt of proposals, (6) review of proposals by R&D advisory committee, (7) ranking and selection by MFRC staff using advisory committee reviews, with concurrence by NIJ, (8) notification of proposers, (9) receipt and review of progress reports by MFRC, (10) receipt and review of final reports by MFRC, R&D advisory committee, and NIJ. The decision to fund any specific project is based upon a peer-reviewed call-for-proposal system administered by the MFRC. The reviewers are crime laboratory specialists and scientists who are asked to rate the proposals on four criteria areas including: (1) relevance to the mission of the MFRC, (2) technical approach and procedures, (3) capabilities, teaming, and leveraging, and (4) implementation plan. A successful proposal demonstrates knowledge of the background for the research and related work in the field and includes a research plan with a defined plan to implement the technology to benefit our partners at the crime laboratories. The project summaries are meant to demonstrate the range of research funded by the MFRC including chemistry, DNA, and patterned evidence. The project summaries describe the forensic need the projects serve as well as the benefits derived from the technology. The summaries provide a brief description of the technology and the accomplishments to date. In addition, the collaboration with regional partners and the status of the implementation of the technology are highlighted. These technical summaries represent the development and implementation of practical and useful technology for crime laboratories that the MFRC hopes to accomplish.

    A variety of decision makers convened to examine and discuss certain significant problems associated with small-scale hydroelectric development in the Midwestern region, comprised of Illinois, Indiana, Kentucky, Michigan, Ohio, West Virginia, and Wisconsin. The conference opened with an introductory panel of resource persons who outlined the objectives of the conference, presented information on small-scale hydro, and described the materials available to conference participants. A series of workshop sessions followed. Two of the workshop sessions discussed problems and policy responses raised by state and Federal regulation. The remaining two workshops dealt with economic issues confronting small-scale hydro development and the operation and usefulness of the systems dynamics model developed by the Thayer School of Engineering at Dartmouth College. A plenary session and recommendations completed the workshop.

    Land use change is a complex response to changing environmental and socioeconomic systems. Historical drivers of land use change include changes in the natural resource availability of a region, changes in economic conditions for production of certain products and changing policies. Most recently, introduction of policy incentives for biofuel production have influenced land use change in the US Midwest, leading to concerns that bioenergy production systems may compete with food production and land conservation. Here we explore how land use may be impacted by future climate mitigation measures by nesting a high resolution agricultural model (EPIC Environmental Policy Indicator Climate) for the US Midwest within a global integrated assessment model (GCAM Global Change Assessment Model). This approach is designed to provide greater spatial resolution and detailed agricultural practice information by focusing on the climate mitigation potential of agriculture and land use in a specific region, while retaining the global economic context necessary to understand the far ranging effects of climate mitigation targets. We find that until the simulated carbon prices are very high, the US Midwest has a comparative advantage in producing traditional food and feed crops over bioenergy crops. Overall, the model responds to multiple pressures by adopting a mix of future responses. We also find that the GCAM model is capable of simulations at multiple spatial scales and agricultural technology resolution, which provides the capability to examine regional response to global policy and economic conditions in the context of climate mitigation.

Problem solving to overcome challenges was accepted as part of doing business. It was concluded that crossing the gap from code-based building to high performance based building was a natural evolution for these leading builders.

    In March 2005, the Midwest Independent System Operator (MISO) will begin operating the first-ever wholesale market for electricity in the central and upper Midwestern portion of the United States. Region-wide, centralized, security-constrained, bid-based dispatch will replace the current system of decentralized dispatch by individual utilities and control areas. This report focuses on how the operation of generators may change under centralized dispatch. We analyze a stylized example of these changes by comparing a base case dispatch based on a ''snapshot'' taken from MISO's state estimator for an actual, historical dispatch (4 p.m., July 7, 2003) to a hypothetical, centralized dispatch that seeks to minimize the total system cost of production, using estimated cost data collected by the EIA. Based on these changes in dispatch, we calculate locational marginal prices, which in turn reveals the location of congestion within MISO's footprint, as well as the distribution of congestion revenues. We also consider two sensitivity scenarios that examine (1) the effect of changes in MISO membership (2003 vs. 2004 membership lists), and (2) different load and electrical data, based on a snapshot from a different date and time (1 p.m., Feb. 18, 2004). Although our analysis offers important insights into how the MISO market could operate when it opens, we do not address the question of the total benefits or costs of creating a wholesale market in the Midwest.

    Ground Magnetic Data for west-central Colorado Modeled ground magnetic data was extracted from the Pan American Center for Earth and Environmental Studies database at http://irpsrvgis08.utep.edu/viewers/Flex/GravityMagnetic/GravityMagnetic_CyberShare/ on 2/29/2012. The downloaded text file was then imported into an Excel spreadsheet. This spreadsheet data was converted into an ESRI point shapefile in UTM Zone 13 NAD27 projection, showing location and magnetic field strength in nano-Teslas. This point shapefile was then interpolated to an ESRI grid using an inverse-distance weighting method, using ESRI Spatial Analyst. The grid was used to create a contour map of magnetic field strength. This dataset includes the raw spreadsheet data, an ESRI point shapefile showing magnetic sample locations and magnetic field strength, and an ESRI line shapefile showing magnetic contours.     In 2009, the Illinois State Geological Survey (ISGS), in collaboration with the Midwest Geological Sequestration Consortium (MGSC), created a regional technology training center to disseminate carbon capture and sequestration (CCS) technology gained through leadership and participation in regional carbon sequestration projects. This technology training center was titled and branded as the Sequestration Training and Education Program (STEP). Over the last six years STEP has provided local, regional, national, and international education and training opportunities for engineers, geologists, service providers, regulators, executives, K-12 students, K-12 educators, undergraduate students, graduate students, university and community college faculty members, and participants of community programs and functions, community organizations, and others. The goal for STEP educational programs has been on knowledge sharing and capacity building to stimulate economic recovery and development by training personnel for commercial CCS projects. STEP has worked with local, national and international professional organizations and regional experts to leverage existing training opportunities and provide stand-alone training. This report gives detailed information on STEP activities during the grant period (2009-2015).

    This document describes the potential environmental impacts associated with proposed modifications to the Hot Fuel Examination Facility/South (HFEF/S). The proposed action, to modify the existing HFEF/S at the Argonne National Laboratory-West (ANL-W) on the Idaho National Engineering Laboratory (INEL) in southeastern Idaho, would allow important aspects of the Integral Fast Reactor (IFR) concept, offering potential advantages in nuclear safety and economics, to be demonstrated.     Collaborative efforts of Midwest Consortium have been put forth to add value to distiller's grains by further processing them into fermentable sugars, ethanol, and a protein rich co-product consistent with a pathway to a biorenewables industry (Schell et al, 2008). These studies were recently published in the enclosed special edition (Volume 99, Issue 12) of Bioresource Technology journal. Part of them have demonstrated the utilization of distillers grains as additional feedstock for increased ethanol production in the current dry grind process (Kim et al., 2008a, b; Dien et al.,2008, Ladisch et al., 2008a, b). Results showed that both liquid hot water (LHW) pretreatment and ammonia fiber expansion (AFEX) were effective for enhancing digestibility of distiller's grains. Enzymatic digestion of distiller's grains resulted in more than 90% glucose yield under standard assay conditions, although the yield tends to drop as the concentration of dry solids increases. Simulated process mass balances estimated that hydrolysis and fermentation of distillers grains can increase the ethanol yield by 14% in the current dry milling process (Kim et al., 2008c). Resulting co-products from the modified process are richer in protein and oil contents than conventional distiller's grains, as determined both experimentally and computationally. Other research topics in the special edition include water solubilization of DDGS by transesterification reaction with phosphite esters (Oshel el al., 2008) to improve reactivity of the DDGS to enzymes, hydrolysis of soluble oligomers derived from DDGS using functionalized mesoporous solid catalysts (Bootsma et al., 2008), and ABE (acetone, butanol, ethanol) production from DDGS by solventogenic Clostridia (Ezeji and Blaschek, 2008). Economic analysis of a modified dry milling process, where the fiber and residual starch is extracted and fermented to produce more ethanol from the distillers grains while producing highly concentrated protein co-product, has shown that the process is economically viable resulting in an increase in net present value (Perkis et al., 2008). According to the study, the revenue is expected to increase further with improved amino acid profile of the protein rich co-products and lower cost of cellulase enzyme mixture. Also, Kim and Dale (2008) discuss using life cycle analysis to enhance the environmental performance of the corn based ethanol. On the second phase of the research, concerted efforts were directed on assessing compositional variability of dry milling co-products collected from 4 different dry grind ethanol plants has been measured and its effect on enzymatic digestibility and fermentability. Fermentation utilized a recombinant glucose/xylose co-fermenting yeast (Saccharomyces cerevisiae 424A (LNH-ST)). No significant compositional variability among the samples was found. Simultaneous saccharification and glucose/xylose co-fermentation of the pretreated distillers grains at solids and cellulase loadings of 150 g dry solids per liter and 6.4 mg protein per g dry substrate, respectively, yielded 74-801% of theoretical maximum ethanol concentration using recombinant Saccharomyces cerevisiae 424A (LNH-ST). The paper summarizing the results from the second phase of the Midwest Consortium is currently submitted to Bioresource Technology journal. The copy of the paper submitted is enclosed.

    An integrated model is being developed to advance our understanding of the interactions between human activities, terrestrial system and water cycle, and how system interactions will be affected by a changing climate at the regional scale. As a first step towards that goal, a global integrated assessment model including a waterdemand model is coupled offline with a land surface hydrology routing water resources management model. A spatial and temporal disaggregation approach is developed to project the annual regional water demand simulations into a daily time step and subbasin representation. The model demonstrated reasonable ability to represent the historical flow regulation and water supply over the Midwest (Missouri, Upper Mississippi and Ohio). Implications for the future flow regulation, water supply and supply deficit are investigated using a climate change projection with the B1 emission scenario which affects both natural flow and water demand. Over the Midwest, changes in flow regulation are mostly driven by the change in natural flow due to the limited storage capacity over the Ohio and Upper Mississippi river basins. The changes in flow and demand have a combined effect on the Missouri Summer regulated flow. The supply deficit tends to be driven by the change in flow over the region. Spatial analysis demonstrates the relationship between the supply deficit and the change in demand over urban areas not along a main river or with limited storage, and over areas upstream of groundwater dependent fields with therefore overestimated demand.

    Hello, Thanks for the invitation to the QER workshop. Here are a couple of comments that I was probably unable to fully articulate in the main session, although I did try to make some of these points in the breakout session: When considering alternatives and policy that drives alternative fuel use, it is important to learn from Policy successes and failures. Policy drivers put in place in Thailand, Brazil, and Sweden have been successful in transitions to greater alternative fuel use. US policy for Flex Fuel Vehicles has been largely unsuccessful at encouraging alternative fuel use. The fuel economy credit for the OEMs to build FFVs was generous but encouraged only modest production; nonetheless there are over 15M FFVs on the road. However, they use very little ethanol fuel due to cost ($/mile), range, etc. Natural Gas has a very real value proposition (lower $/gge) so fleet owners have good financial incentive to make the switch, even if investments are required. One participant commented that infrastructure costs are small compared to costs of imported oil. I agree with this statement. One presenter mentioned (a city?) with a law that requires infrastructure to support future EV charging be installed in any new parking garage. Great idea. (Better to have and not need than need and not have, especially when cost differential is small on the front end and very large on the back end). In the US we install about 20,000-40,000 new fuel dispensers per year (according to Gilbarco/Wayne). It would be a horrible missed opportunity to not put policy in place that encourages/requires E25 or E85-compatible dispensers. With a successful policy driver, in the next five years the nation could have over 100,000 ethanol-compatible dispensers in place, ready for a new High Octane Fuel (that could very likely contain more than 10 or 15% ethanol). Domestic energy-pricing policy, as it will continue to play its key role in economic development, is scrutinized in this issue featuring five developing nations. They make up some of the world's have not and have little peoples, striving to participate in the world economy. The nations examined are Thailand, South Korea, Chile, Venezuela, and Bolivia.     This report focuses on interpretation of gravity and new magnetic data west of the Nevada Test Site (NTS) and within the northwestern part of NTS. The interpretations integrate the gravity and magnetic data with other geophysical, geological, and rock property data to put constraints on tectonic and magmatic features not exposed at the surface. West of NTS, where drill hole information is absent, these geophysical data provide the best available information on the subsurface. Interpreted subsurface features include calderas, intrusions, basalt flows and volcanoes, Tertiary basins, structurally high pre-Tertiary rocks, and fault zones. New features revealed by this study include (1) a north-south buried tectonic fault east of Oasis Mountain, which the authors call the Hogback fault; (2) an east striking fault or accommodation zone along the south side of Oasis Valley basin, which they call the Hot Springs fault; (3) a NNE striking structural zone coinciding with the western margins of the caldera complexes; (4) regional magnetic highs that probably represent a thick sequence of Tertiary volcanic rocks; and (5) two probable buried calderas that may be related to the tuffs of Tolicha Peak and of Sleeping Butte, respectively.

    To date, four Federal offshore oil-and-gas leasing actions have occurred in the South Atlantic Region. Two additional South Atlantic lease offerings remain on the July 1982 final 5-year OCS oil-and-gas leasing schedule before June 1987. The South Atlantic Region consists of three major sedimentary basins: the Carolina Trough, the Blake Plateau, and the Southeast Georgia Embayment. Lease Sale 43, the first in the South Atlantic Region, featured blocks for exploration in the Southeast Georgia Embayment. Offshore operators drilled a total of six exploratory wells on blocks leased in Lease Sale 43. All were dry. The 43 leases from Lease Sale 43 have now expired, some blocks were relinquished earlier by their lease-holders. In the recent Lease Sales 56 and RS-2, and in the South Atlantic Lease Offering (July 1983), blocks leased were largely concentrated in the Carolina Trough Basin. Exploration of these blocks may begin anew in early 1984. The blocks are in deep water and will require careful, long-range planning before drilling can commence. As of July 1983, all 66 leases from the above three sales are active. Two plans of exploration have been approved by Minerals Management Service for exploration on blocks leased in Lease Sale 56. The plans are for Russell Area, Blocks 709 and 710, and Manteo Area, Block 510. Blocks 709 and 710 are held by ARCO, and Block 510 is held by Chevron. Based on current plans of exploration, operations will begin in 1984, first by Chevron, and sometime later by ARCO. Operations will be supported by a temporary service base to be established at Morehead City, North Carolina. 6 references, 4 figures.

    West Chester University is launching a comprehensive transformation of its campus heating and cooling systems from traditional fossil fuels (coal, oil and natural gas) to geothermal. This change will significantly decrease the institution's carbon footprint and serve as a national model for green campus efforts. The institution is in the process of designing and implementing this project to build well fields, a pumping station and install connecting piping to provide the geothermal heat/cooling source for campus buildings. This project addresses the US Department of Energy Office of Energy Efficiency and Renewable Energy (EERE) goal to invest in clean energy technologies that strengthen the economy, protect the environment, and reduce dependence on foreign oil. In addition, this project advances EERE's efforts to establish geothermal energy as an economically competitive contributor to the US energy supply. For this grant, WCU will extend piping for its geo-exchange system. The work involves excavation of a trench approximately 8 feet wide and 10-12 feet deep located about 30 feet north of the curb along the north side of West Rosedale for a distance of approximately 1,300 feet. The trench will then turn north for the remaining distance (60 feet) to connect into the mechanical room in the basement of the Francis Harvey Green Library. This project will include crossing South Church Street near its intersection with West Rosedale, which will involve coordination with the Borough of West Chester. After installation of the piping, the trench will be backfilled and the surface restored to grass as it is now. Because the trench will run along a heavily-used portion of the campus, it will be accomplished in sections to minimize disruption to the campus as much as possible.

    The West Coast Regional Carbon Sequestration Partnership is one of seven partnerships which have been established by the US Department of Energy (DOE) to evaluate carbon dioxide capture, transport and sequestration (CT&S) technologies best suited for different regions of the country. The West Coast Region comprises Arizona, California, Nevada, Oregon, Washington, and the North Slope of Alaska. Led by the California Energy Commission, the West Coast Partnership is a consortium of over thirty five organizations, including state natural resource and environmental protection agencies; national labs and universities; private companies working on CO{sub 2} capture, transportation, and storage technologies; utilities; oil and gas companies; nonprofit organizations; and policy/governance coordinating organizations. In an eighteen month Phase I project, the Partnership will evaluate both terrestrial and geologic sequestration options. Work will focus on five major objectives: (1) Collect data to characterize major CO{sub 2} point sources, the transportation options, and the terrestrial and geologic sinks in the region, and compile and organize this data via a geographic information system (GIS) database; (2) Address key issues affecting deployment of CT&S technologies, including storage site permitting and monitoring, injection regulations, and health and environmental risks (3) Conduct public outreach and maintain an open dialogue with stakeholders in CT&S technologies through public meetings, joint research, and education work (4) Integrate and analyze data and information from the above tasks in order to develop supply curves and cost effective, environmentally acceptable sequestration options, both near- and long-term (5) Identify appropriate terrestrial and geologic demonstration projects consistent with the options defined above, and create action plans for their safe and effective implementation A kickoff meeting for the West Coast Partnership was held on Sept 30-Oct.1.     GAO reviewed the petroleum industries of the following eight South American Countries that produce petroleum but are not major exporters: Argentina, Bolivia, Brazil, Chile, Colombia, Ecuador, Peru, and Trinidad and Tobago. This report discusses the amount of crude oil the United States imports from the eight countries, expected crude oil production for these countries through the year 2010, and investment reforms that these countries have recently made in their petroleum industries. In general, although the United States imports some oil from these countries, as a group, the eight countries are currently net oil importers because combined domestic oil consumption exceeds oil production. Furthermore, the net oil imports are expected to continue to increase through the year 2010, making it unlikely that the United States will obtain increased oil shipments from these countries.

    The West Valley Demonstration Project (WVDP), the site of a US Department of Energy environmental cleanup activity operated by West Valley Nuclear Services Co., Inc., (WVNS), is in the process of solidifying liquid high-level radioactive waste remaining at the site after commercial nuclear fuel reprocessing was discontinued. The Project is located in Western New York State, about 30 miles south of Buffalo, within the New York State-owned Western New York Nuclear Service Center (WNYNSC). This report represents a single, comprehensive source of off-site and on-site environmental monitoring data collected during 1996 by environmental monitoring personnel. The environmental monitoring program and results are discussed in the body of this report. The monitoring data are presented in the appendices. Appendix A is a summary of the site environmental monitoring schedule. Appendix B lists the environmental permits and regulations pertaining to the WVDP. Appendices C through F contain summaries of data obtained during 1996 and are intended for those interested in more detail than is provided in the main body of the report.

    Newly discovered pre-salt source rocks, reservoirs and seals need to be included as components to the petroleum systems of both sides of the South Atlantic. These new components lie between the pre-salt rift strata and the Aptian salt layers, forming large, post-rift, thermal subsidence sag basins. These are differentiated from the older rift basins by the lack of syn-rift faulting and a reflector geometry that is parallel to the base salt regional unconformity rather than to the Precambrian basement. These basins are observed in deep water regions overlying areas where both the mantle and the crust have been involved in the extension. This mantle involvement creates post-rift subsiding depocenters in which deposition is continuous while proximal rift-phase troughs with little or no mantle involvement are bypassed and failed to accumulate potential source rocks during anoxic times. These features have been recognized in both West African Kwanza Basin and in the East Brasil Rift systems. The pre-salt source rocks that are in the West African sag basins were deposited in lacustrine brackish to saline water environment and are geochemically distinct from the older, syn-rift fresh to brackish water lakes, as well as from younger, post-salt marine anoxic environments of the drift phase. Geochemical analyses of the source rocks and their oils have shown a developing source rock system evolving from isolated deep rift lakes to shallow saline lakes, and culminating with the infill of the sag basin by large saline lakes to a marginally marine restricted gulf. Sag basin source rocks may be important in the South Atlantic petroleum system by charging deep-water prospects where syn-rift source rocks are overmature and the post-salt sequences are immature.

    This annual environmental monitoring report for the West Valley Demonstration Project (WVDP or Project) is published to inform those with interest about environmental conditions at the WVDP. In accordance with U.S. Department of Energy (DOE) Order 231.1, Environment, Safety, and Health Reporting, the report summarizes calendar year (CY) 2002 environmental monitoring data so as to describe the performance of the WVDP's environmental management system, confirm compliance with standards and regulations, and highlight important programs. In 2002, the West Valley Demonstration Project, the site of a DOE environmental cleanup activity operated by West Valley Nuclear Services Co. (WVNSCO), was in the final stages of stabilizing high-level radioactive waste (HLW) that remained at the site after commercial nuclear fuel reprocessing had been discontinued in the early 1970s. The Project is located in western New York State, about 30 miles south of Buffalo, within the New York State-owned Western New York Nuclear Service Center (WNYNSC). The WVDP is being conducted in cooperation with the New York State Energy Research and Development Authority (NYSERDA). Ongoing work activities at the WVDP during 2002 included: (1) completing HLW solidification and melter shutdown; (2) shipping low-level radioactive waste off-site for disposal; (3) constructing a facility where large high-activity components can be safely packaged for disposal; (4) packaging and removing spent materials from the vitrification facility; (5) preparing environmental impact statements for future activities; (6) removing as much of the waste left behind in waste tanks 8D-1 and 8D-2 as was reasonably possible; (7) removing storage racks, canisters, and debris from the fuel receiving and storage pool, decontaminating pool walls, and beginning shipment of debris for disposal; (8) ongoing decontamination in the general purpose cell and the process mechanical cell (also referred to as the head end cells); (9) planning for cleanup of waste in the plutonium purification cell (south) and extraction cell number 2 in the main plant; (10) ongoing characterization of facilities such as the waste tank farm and process cells; (11) monitoring the environment and managing contaminated areas within the Project facility premises; and (12) flushing and rinsing HLW solidification facilities.
