    Transcontinental Gas Pipe Line Corp.'s national gas pipeline system from the Gulf Coast producing area (where 75% of its supply lies offshore) extends for 1832 mi along the Gulf Coast through the southeastern Piedmont and north to terminate in New York City. It serves high-priority markets in 11 southern and Atlantic seaboard states with a daily flowing capacity of 3.0 billion cu ft/day and an additional 1.5 billion cu ft/day available from storage. Also discussed are gas conditioning for the removal of hydrogen sulfide, carbon dioxide, water vapor and entrained salt water and solids, and measurement of gas volume with a meter and gravitometer and of heating value with a calorimeter; gas transmission through 9,295 mi of pipeline, made up mostly of four, 30-42 in. dia parallel pipelines with 1,062,452 hp of compression capacity; LNG storage, including unique facilities at the Eminence, Miss., Salt Dome Storage facility and the Carlstadt, N.J., LNG plant; odorization; operations; and pipeline protection against third-party damage and against corrosion.

  8. Model of the midcontinent rift system in northeastern Kansas

    Recent drilling of the midcontinent rift system in northeastern Kansas reveals a transposed Keweenawan stratigraphy of mafic volcanic rocks overlying thick clastic sedimentary rocks. A reprocessed version of COCORP Kansas Line 1 indicates that the drillhole penetrated a series of west-dipping reflectors associated with a reverse fault bounding the east side of the rift basin. Reanalysis of the original COCORP line also reveals a west-bounding reverse fault and evidence of crustal thickening. This information is integrated with gravity and magnetic data to define a model of the rift in northeastern Kansas. The model, consisting of an asymmetric basin bounded by reverse faults with thickened crust beaneath the rift, is similar to models proposed for northern segments of the rift system, and argues for homogeneity in the structural style and tectonic evolution along the length of the rift.

    Grenville foreland thrust structures are observed beneath the eastern US midcontinent on COCORP (Consortium for Continental Reflection Profiling) line OH-1 and a short seismic line in southwest Ohio. These structures represent the first evidence for a significant Grenville foreland thrust belt preserved in eastern North America. On the COCORP lines, the structures include a thrust ramp anticline and an associated asymmetric syncline. The Grenville front tectonic zone appears to truncate these foreland structures, indicating a later, second phase expressed as a deeply penetrating, out-of-sequence thrust zone associated with the main uplift of the Grenville province on the east. A short, shallow seismic line in southwestern Ohio reveals an east-dipping sequence of prominently layered rocks that may lie above a footwall ramp to a deeper Grenville thrust fault. A drill hole into the less reflective top of this dipping sequence encountered unmetamorphosed sedimentary rocks like those increasingly reported from other drill holes in southwestern Ohio and adjacent states. Although possibly part of a late Precambrian (Keweenawan ) rift, these clastic sedimentary rocks may instead preserve evidence of a heretofore unrecognized Grenville foreland basin in eastern North America. Alternatively these Precambrian sedimentary rocks together with an underlying, but yet undrilled, strongly layered sequence may correlate with similarly layered rocks observed on COCORP and industrial seismic lines within the Middle Proterozoic granite-rhyolite province to the west in Indiana and Illinois and indicate that unmetamorphosed sedimentary material is an important constituent of the granite-rhyolite province. 25 refs., 6 figs.

  10. Layered rocks beneath the Phanerozoic platform of the US midcontinent

    A thick sequence of layered rocks lies hidden beneath the Phanerozoic cover of the central US over large regions. A thick sequence of Precambrian layered rocks in imaged on the COCORP transect across southern Illinois and Indiana. The thickness of this layered sequence varies from 1-3 times the thickness of the overlying Phanerozoic section of the Illinois basin. The layered sequence is observed for close to 200 km in an east-west direction. Similar layered reflections are seen on the COCORP data from Hardeman Co., TX, and neighboring southwest Oklahoma. Both of these known occurrences lie within the region of the middle Proterozoic Granite/Rhyolite province of the US midcontinent, an area within which scattered wells to basement commonly encounter 1.3-1.5 Ga undeformed granite and/or compositionally similar rhyolite. Therefore, these layered assemblages may comprise a thick sequence of silicic volcanic and sedimentary rocks (perhaps also injected by mafic sills) between scattered volcanic-intrusive centers, such as exposed in the St. Francois Mountains of southeast Missouri. However, in places such as Illinois and Indiana, the near absence of deep wells leaves the possibility that the upper portion of these layered rocks may locally be of late Proterozoic or earliest Paleozoic age. The reprocessing of available industry data, analyzed in conjunction with the existing COCORP data, includes extended vibroseis correlation. These industry data are invaluable in the author's effort to expand the known distribution of these layered rocks (e.g., into north-central Illinois) and to map their structures.

    This annual report describes progress of the project entitled ''Midcontinent Interactive Digital Carbon Atlas and Relational Database (MIDCARB)''. This project, funded by the Department of Energy, is a cooperative project that assembles a consortium of five states (Indiana, Illinois, Kansas, Kentucky and Ohio) to construct an online distributed Relational Database Management System (RDBMS) and Geographic Information System (GIS) covering aspects of carbon dioxide geologic sequestration (http://www.midcarb.org). The system links the five states in the consortium into a coordinated regional database system consisting of datasets useful to industry, regulators and the public. The project is working to provide advanced distributed computing solutions to link database servers across the five states into a single system where data is maintained at the local level but is accessed through a single Web portal and can be queried, assembled, analyzed and displayed. Each individual state has strengths in data gathering, data manipulation and data display, including GIS mapping, custom application development, web development, and database design. Sharing of expertise provides the critical mass of technical expertise to improve CO{sub 2} databases and data access in all states. This project improves the flow of data across servers in the five states and increases the amount and quality of available digital data. The MIDCARB project is developing improved online tools to provide real-time display and analyze CO{sub 2} sequestration data. The system links together data from sources, sinks and transportation within a spatial database that can be queried online. Visualization of high quality and current data can assist decision makers by providing access to common sets of high quality data in a consistent manner.

    As an extension of its efforts in the development of the geopressured resources of the Gulf Coast, the Division of Geothermal Energy of the US Department of Energy is interested in determining the extent and characteristics of geopressured occurrences in areas outside the Gulf Coast. The work undertaken involved a literature search of available information documenting such occurrences. Geopressured reservoirs have been reported from various types of sedimentary lithologies representing virtually all geologic ages and in a host of geologic environments, many of which are unlike those of the Gulf Coast. These include many Rocky Mountain basins (Green River, Big Horn, Powder River, Wind River, Uinta, Piceance, Denver, San Juan), Mid-Continent basins (Delaware, Anadorko, Interior Salt, Williston, Appalachian), California basins (Sacramento, San Joaquin, Los Angeles, Ventura, Coast Ranges), Alaskan onshore and offshore basins, Pacific Coast offshore basins, and other isolated occurrences, both onshore and offshore.

  18. Feasibility study of heavy oil recovery in the Midcontinent region (Kansas, Missouri, Oklahoma)

    This report is one of a series of publications assessing the feasibility/constraints of increasing domestic heavy oil production. Each report covers a select area of the United States. The Midcontinent (Kansas, Nssouri, Oklahoma) has produced significant oil, but contrary to early reports, the area does not contain the huge volumes of heavy oil that, along with the development of steam and in situ combustion as oil production technologies, sparked the area`s oil boom of the 1960s. Recovery of this heavy oil has proven economically unfeasible for most operators due to the geology of the formations rather than the technology applied to recover the oil. The geology of the southern Midcontinent, as well as results of field projects using thermal enhanced oil recovery (TEOR) methods to produce the heavy oil, was examined based on analysis of data from secondary sources. Analysis of the performance of these projects showed that the technology recovered additional heavy oil above what was produced from primary production from the consolidated, compartmentalized, fluvial dominated deltaic sandstone formations in the Cherokee and Forest City basins. The only projects producing significant economic and environmentally acceptable heavy oil in the Midcontinent are in higher permeability, unconsolidated or friable, thick sands such as those found in south-central Oklahoma. There are domestic heavy oil reservoirs in other sedimentary basins that are in younger formations, are less consolidated, have higher permeability and can be economically produced with current TEOR technology. Heavy oil production from the carbonates of central and wester Kansas has not been adequately tested, but oil production is anticipated to remain low. Significant expansion of Midcontinent heavy oil production is not anticipated because the economics of oil production and processing are not favorable.

  19. Integrated Mid-Continent Carbon Capture, Sequestration & Enhanced Oil Recovery Project

    A consortium of research partners led by the Southwest Regional Partnership on Carbon Sequestration and industry partners, including CAP CO2 LLC, Blue Source LLC, Coffeyville Resources, Nitrogen Fertilizers LLC, Ash Grove Cement Company, Kansas Ethanol LLC, Headwaters Clean Carbon Services, Black & Veatch, and Schlumberger Carbon Services, conducted a feasibility study of a large-scale CCS commercialization project that included large-scale CO{sub 2} sources. The overall objective of this project, entitled the 'Integrated Mid-Continent Carbon Capture, Sequestration and Enhanced Oil Recovery Project' was to design an integrated system of US mid-continent industrial CO{sub 2} sources with CO{sub 2} capture, and geologic sequestration in deep saline formations and in oil field reservoirs with concomitant EOR. Findings of this project suggest that deep saline sequestration in the mid-continent region is not feasible without major financial incentives, such as tax credits or otherwise, that do not exist at this time. However, results of the analysis suggest that enhanced oil recovery with carbon sequestration is indeed feasible and practical for specific types of geologic settings in the Midwestern U.S.

    In 1991, The American Association of Petroleum Geologists (AAPG) published a regional stratigraphic cross section and accompanying seismic line that extends from the south flank of the Ouachita tectonic belt in southern Arkansas (lat. 34.15'N) to south of the 28th parallel in the High Island area, South Addition Block of offshore Gulf of Mexico. The cross section shows chronostratigraphic correlations, lithostratigraphy, and generalized structural relations common to the central Gulf Coast and mid-continent region. The section has been published in three large sheets, each representing approximately 425 statue mi of geographic coverage. As an outgrowth of this project, AAPG, jointly with the Society of Sedimentary Geology (SEPM), organized and sponsored a project through their respective Research Committees on biostratigraphic, lithostratigraphic, and organic geochemical analyses of cuttings from key wells tied to the cross section. Separate splits of samples were sent to volunteers for the following analyses: (1) binocular microscope lithology analysis, (2) detailed biostratigraphy, (3) organic geochemistry, and (4) clay mineralogy by x-ray diffraction (XRD).

    The Northeast Regional Biomass Program has been in operation for a period of nine years. During this time, state managed programs and technical programs have been conducted covering a wide range of activities primarily aim at the use and applications of wood as a fuel. These activities include: assessments of available biomass resources; surveys to determine what industries, businesses, institutions, and utility companies use wood and wood waste for fuel; and workshops, seminars, and demonstrations to provide technical assistance. In the Northeast, an estimated 6.2 million tons of wood are used in the commercial and industrial sector, where 12.5 million cords are used for residential heating annually. Of this useage, 1504.7 mw of power has been generated from biomass. The use of wood energy products has had substantial employment and income benefits in the region. Although wood and woodwaste have received primary emphasis in the regional program, the use of municipal solid waste has received increased emphasis as an energy source. The energy contribution of biomass will increase as potentia users become more familiar with existing feedstocks, technologies, and applications. The Northeast Regional Biomass Program is designed to support region-specific to overcome near-term barriers to biomass energy use.

  4. Geology and geophysics of Proterozoic basement rocks in the eastern midcontinent of the United States

    Upper crustal Proterozoic rocks of the eastern midcontinent of the U.S. are part of the transcontinental Proterozoic province, a 3,000 km-long belt of anorogenic igneous rocks that extends from western Ohio to southern California. Regional magnetic and gravity anomaly maps reveal a variety of prominent anomalies and gradients that reflect major basement or intrabasement structures. Widespread are pronounced (10--20 km diameter), high-amplitude (600--700 gamma) circular to elliptical positive magnetic anomalies that are associated with magnetite-series granites and coeval rhyolites. Also present (in Indiana) are a series of ring-shaped magnetic anomalies that have a diameter of about 50 km and form circular to elliptical patterns of narrow positive anomalies bordered by negative anomalies and ringing a central minimum. Modeling of the anomalies suggests that they may be ring dike complexes associated with calderas. Two prominent circular gravity lows associated with large granitic batholiths have also been identified. The larger of these, the Wisconsin gravity minimum, has a diameter of about 250 km and an amplitude of about [minus]65 mgals and is associated with the Wolf River batholith. The second gravity low has a diameter of about 75 km and an amplitude of about [minus]25 mgals and is in east-central Kentucky. Several major rift zones are present in the eastern midcontinent. The most prominent of these is the New Madrid rift complex, a failed-arm structure that extends into the craton beneath the Mississippi embayment. Also present are linear arrays of positive magnetic and gravity anomalies that are associated with basaltic rift zones. These include the mid-Michigan rift and the Ft. Wayne rift, as well as with possible rifts associated with the mid-Tennessee and Louisville positive anomalies.

  5. Petroleum potential of lower and middle Paleozoic rocks in Nebraska portion of Mid-Continent

    Central North America during the Paleozoic was characterized by northern (Williston) and southern (Anadarko) depositional regimes separated by a stable Transcontinental arch. Nebraska lies on the southern flank of this arch and contains the northern zero edges of the lower and middle Paleozoic rocks of the southern regime. Most of these rocks are secondary dolomites with zones of excellent intercrystalline porosity. The Reagan-LaMotte Sandstones and the overlying Arbuckle dolomites are overlapped by Middle Ordovician rocks toward the Transcontinental arch. Rocks equivalent to the Simpson consist of a basal sand (St. Peter) and overlying interbedded gray-green shales and dolomitic limestones. An uppermost shale facies is present in the Upper Ordovician (Viola-Maquoketa) eastward and southward across Nebraska. The dolomite facies extends northward into the Williston basin. The Silurian dolomites, originally more widely deposited, are overlapped by Devonian dolomites in southeastern Nebraska. Upper Devonian rocks exhibit a regional facies change from carbonate to green-gray shale to black shale southeastward across the Mid-Continent. Mississippian carbonates overlap the Devonian westward and northward across the Transcontinental arch. Pennsylvanian uplift and erosion were widespread, producing numerous stratigraphic traps. Sands related to the basal Pennsylvanian unconformity produce along the Cambridge arch. Arbuckle, Simpson, Viola, and Hunton production is present in the Forest City basin and along the Central Kansas uplift. Although source rocks are scarce and the maturation is marginal, current theories of long-distance oil migration encourage exploration in the extensive lower and middle Paleozoic reservoirs in this portion of the Mid-Continent.

  7. Source and dispersal of silt on northern Gulf of Mexico continental shelf

    The surficial sediment on the continental shelf of the northern Gulf of Mexico is characterized by abundant silty clay which was deposited during the late Pleistocene lowstand and reworked during and after the Holocene transgression. The purposes of this study were to determine the sources of the silt fraction in this surficial sediment by quartz grain roundness and surface texture analysis, and to determine the effects of modern shelf currents upon the distribution of silt. Areal variations in quartz grain roundness and surface texture define six silt provinces on the northern Gulf of Mexico continental shelf. The Mississippi province is the largest province and stretches from the Chandeleur Islands to Matagorda Bay. It is characterized by a mixture of rounded grains that were derived from the sedimentary rocks of the Gulf coastal plain and the Mid-Continent, and angular, fractured grains that were derived from glacial deposits in the northern United States. A comparison of the areal distribution of these six provinces with the late Pleistocene paleogeography of the continental shelf shows evidence for varying degrees of shore-parallel transport of silt by modern shelf currents.

Observed on COCORP deep reflection data in southern Illinois and Indiana and in SW Oklahoma and adjacent Texas, this sequence is locally 1--3 times as thick as the overlying Paleozoic cover, but the origin of this sequence and its ultimate lateral extent are unknown. However, the occurrences of Precambrian layered rocks on both the COCORP profiles and reprocessed industry seismic reflection data from the region lie within regions of generally low amplitude and low frequency aeromagnetic anomaly, suggesting an even greater distribution. Unmetamorphosed Precambrian sedimentary rocks have been recovered from drill holes in southwest Ohio and adjacent northern Kentucky and southwesternmost Indiana. These Precambrian sedimentary rocks lie above and may be part of an underlying package of strongly layered rocks imaged on a short and shallow seismic profile in southwest Ohio. These Precambrian sedimentary rocks were originally viewed as part of a late Precambrian (Keweenawan?) rift; however, in light of Grenville foreland structures seen on the COCORP profile to the north in west central Ohio, these Precambrian strata may (1) be part of a heretofore unrecognized Grenville foreland basin, or (2) indicate that unmetamorphosed Precambrian sedimentary material may be an important constituent of the layered rocks observed on COCORP beneath southern Illinois and Indiana.

    Twenty-five years ago, on November 9, 1965, the electric utility industry - and the nation - experienced the biggest power failure in history. While major power outages did happen before and after this unique event, none of them came even close to the Great Northeast Blackout of 1965 - not in terms of the size of the area or the number of people affected, not in terms of the trauma inflicted on the society at large, and not in terms of its impact on the electric utility industry. With our institution memory - as a society - being as short as it is, many of the lessons that were learned by the industry, by the regulators, and by the nation at large in the wake of the Northeast Blackout have been, by now, mostly forgotten. The 25th anniversary of this event offers a unique opportunity, therefore, to refresh our institutional memory in this regard and, by doing so, bring to bear our past experience to the problems of today. This article has been written with this objective in mind and from the perspective of an individual who experienced firsthand - as an active electric utility industry participant - the Northeast Blackout itself, its aftermath, and the subsequent evolution of the industry to the present day.

    The objectives of this project are to define undrained or incompletely drained reservoir compartments controlled primarily by depositional heterogeneity in a low-accommodation, cratonic Midcontinent depositional setting, and, afterwards, to develop and transfer to producers strategies for infield reserve growth of natural gas. Integrated geologic, geophysical, reservoir engineering, and petrophysical evaluations are described in complex difficult-to-characterize fluvial and deltaic reservoirs in Boonsville (Bend Conglomerate Gas) field, a large, mature gas field located in the Fort Worth Basin of North Texas. The purpose of this project is to demonstrate approaches to overcoming the reservoir complexity, targeting the gas resource, and doing so using state-of-the-art technologies being applied by a large cross section of Midcontinent operators.

    In this report, technologies for petroleum production and exploration enhancement in deepwater and mature fields are developed through basic and applied research by: (1) Designing new fluids to efficiently drill deepwater wells that can not be cost-effectively drilled with current technologies. The new fluids will be heavy liquid foams that have low-density at shallow dept to avoid formation breakdown and high density at drilling depth to control formation pressure. The goal of this project is to provide industry with formulations of new fluids for reducing casing programs and thus well construction cost in deepwater development. (2) Studying the effects of flue gas/CO{sub 2} huff n puff on incremental oil recovery in Louisiana oilfields bearing light oil. An artificial neural network (ANN) model will be developed and used to map recovery efficiencies for candidate reservoirs in Louisiana. (3) Arriving at a quantitative understanding for the three-dimensional controlled-source electromagnetic (CSEM) geophysical response of typical Gulf of Mexico hydrocarbon reservoirs. We will seek to make available tools for the qualitative, rapid interpretation of marine CSEM signatures, and tools for efficient, three-dimensional subsurface conductivity modeling.

    The focus of the this conference of Coastal Plains geologists was on the Savannah River region of Georgia and South Carolina, and particularly on the geology of the US Department of Energy`s 300 square mile Savannah River Site (SRS) in western South Carolina. Current geological studies indicate that the Mesozoic-Cenozoic section in the Savannah River region is transitional between that of the Gulf Coastal Plain to the southwest and that of the Atlantic Coastal Plain to the northeast. With the transitional aspect of the region as its theme, the first session was devoted to overviews of Cretaceous and Paleogene geology in the Gulf and Atlantic Coastal Plains. Succeeding presentations and resulting discussions dealt with more specific problems in structural, lithostratigraphic, hydrological, biostratigraphic, and cyclostratigraphic analysis, and of correlation to standard stratigraphic frameworks. For these conference proceedings, individual papers have been processed separately for the Energy Data Base.

    The Midcontinent of North America is commonly characterized as a stable cratonic area which has undergone only slow, broad vertical movements over the past several hundreds of millions of years. This tectonically stable crust is an unfertile area for hot dry rock (HDR) exploration. However, recent geophysical and geological studies provide evidence for modest contemporary tectonic activity in limited areas within the continent and, therefore, the possibility of localized thermal anomalies which may serve as sites for HDR exploration. HDR, as an energy resource in the Midcontinent, is particularly appealing because of the high population density and the demand upon conventional energy sources. Five generalized models of exploration targets for possible Midcontinent HDR sites are identified: (1) radiogenic heat sources, (2) conductivity-enhanced normal geothermal gradients, (3) residual magnetic heat, (4) sub-upper crustal sources, and (5) hydrothermal generated thermal gradients. Three potential sources of HDR, each covering approximately a 2/sup 0/ x 2/sup 0/ area, were identified and subjected to preliminary evaluation. In the Mississippi Embayment test site, lateral thermal conductivity variations and subcrustal heat sources may be involved in producing abnormally high subsurface temperatures. Studies indicate that enhanced temperatures are associated primarily with basement rift features where vertical displacement of aquifers and faults cause the upward migration of hot waters leading to anomalously high local upper crustal temperatures. The Western Nebraska test site is a potential low temperature HDR source also related, at least in part, to groundwater movement. The Southeast Michigan test site was selected for study because of the possible presence of radiogenic plutons overlain by a thickened sedimentary blanket.

    From October 1, 2009 through September 30, 2013 (“contract period”), the Northeast Clean Energy Application Center (“NE-CEAC”) worked in New York and New England (Connecticut, Rhode Island, Vermont, Massachusetts, New Hampshire, and Maine) to create a more robust market for the deployment of clean energy technologies (CETs) including combined heat and power (CHP), district energy systems (DES), and waste heat recovery (WHR) systems through the provision of technical assistance, education and outreach, and strategic market analysis and support for decision-makers. CHP, DES, and WHR can help reduce greenhouse gas emissions, reduce electrical and thermal energy costs, and provide more reliable energy for users throughout the United States. The NE-CEAC’s efforts in the provision of technical assistance, education and outreach, and strategic market analysis and support for decision-makers helped advance the market for CETs in the Northeast thereby helping the region move towards the following outcomes: • Reduction of greenhouse gas emissions and criteria pollutants • Improvements in energy efficiency resulting in lower costs of doing business • Productivity gains in industry and efficiency gains in buildings • Lower regional energy costs • Strengthened energy security • Enhanced consumer choice • Reduced price risks for end-users • Economic development effects keeping more jobs and more income in our regional economy Over the contract period, NE-CEAC provided technical assistance to approximately 56 different potential end-users that were interested in CHP and other CETs for their facility or facilities. Of these 56 potential end-users, five new CHP projects totaling over 60 MW of install capacity became operational during the contract period. The NE-CEAC helped host numerous target market workshops, trainings, and webinars; and NE-CEAC staff delivered presentations at many other workshops and conferences.     Based on lithologic and faunal analysis of uppermost Carboniferous through Lower Permian strata (Wabaunsee through lower Chase groups) exposed from southeastern Nebraska through north-central Oklahoma, a preliminary glacial-eustatic sea-level fluctuation curve is presented herein. In addition to the sea-level curve presented for the Midcontinent region, one for coeval outcropping strata (middle and upper Cisco Group) of the Eastern Shelf of the Midland Basin is also presented based on similar criteria. This sea-level curve is derived from new field studies as well as a refinement of earlier curves presented by Harrison (1973), and Boardman and Malinky (1985). The conclusion on the nature of the Carboniferous-Permian boundary strata cyclothems in the Midcontinent is mirrored by the results of that from North-Central Texas. Each of the primary biostratigraphically-based picks for the Carboniferous-Permian boundary coincide with either intermediate of major cycles in both study areas. Utilization of a glacial-eustatic maximum transgressive event for the Carboniferous-Permian boundary should result in a more correlatable level for intercontinental correlation.

    This study purports to analyze the conservative Arab monarchies' search for regional security in the Persian Gulf. It speculates on the GCC's future prospects as a vehicle of cooperation in the field of security. Threats to the member states of the GCC stem from the policies pursued by revolutionary Iran, Israel, the Soviet Union and its proxies, and a regime in Iraq. The proposition is developed that these sources of threat present an overwhelming challenge to the security and stability of GCC states. Second, it examines the capabilities of the GCC member states for coping with threats. Conceived broadly, both military and non-military capabilities are examined. Security relations of the GCC states with external powers as a means of enhancing their abilities to cope more effectively with both internal and external threats are examined. Particular attention is devoted to the domestic consequences of these special relations. Third, it discusses the GCC's reactions to perceived regional threats. These include the Iran-Iraq War, the Arab-Israeli conflict, the Soviet threat, and potential political sources of dissidence in member states. It is argued that although GCC states have adopted a number of joint policies, they did not respond to or initiate action on either the Iranian Revolution, the Palestine conflict, the Soviet occupation of Afghanistan, the Gulf war or the recent Israeli invasion of Lebanon.

    In 2012, Superstorm Sandy made landfall in the northeastern United States and caused heavy damage to two refineries and left more than 40 terminals in New York Harbor closed due to water damage and loss of power. This left some New York gas stations without fuel for as long as 30 days. As part of the Obama Administration’s ongoing response to the storm, the Department of Energy created the first federal regional refined product reserve, the Northeast Gasoline Supply Reserve.

    Ten years ago today, large portions of the Midwest and Northeast United States and into Canada went dark. The cascading event, which started shortly after 4:00 PM on August 14, 2003, ended up affecting an estimated 50 million people. For some customers, power was not restored for nearly four days. The Department of Energy and Natural Resources Canada jointly commissioned a task force that examined the underlying causes of the blackout and recommended forty-six actions to enhance the reliability of the North American power system. A number of the recommendations were incorporated into law passed by Congress and enacted in the Energy Policy Act of 2005 and the Energy Infrastructure Security Act of 2007.

    Niugini Gulfs Juha No. 1 well in the Southern Highlands of Papua New Guinea exemplifies the challenges of drilling a remote location wildcat. Although the future for oil developments in New Guinea is still in question, the tremendous technological and logistic planning for a remote wildcat should not be overlooked. The ability of Niugini Gulfs engineers and management team to drill and operate a well like Juha No. 1 within budget is in itself a significant achievement. Located in the approximate center of this Southeast Asian country, the Juha well is surrounded by dense jungle and is virtually inaccessible by surface transportation. As a result, Niugini Gulf had to move rig, equipment, and manpower to the well site entirely by helicopter.

    The Gulf Coast Clean Energy Application Center was initiated to significantly improve market and regulatory conditions for the implementation of combined heat and power technologies. The GC CEAC was responsible for the development of CHP in Texas, Louisiana and Oklahoma. Through this program we employed a variety of outreach and education techniques, developed and deployed assessment tools and conducted market assessments. These efforts resulted in the growth of the combined heat and power market in the Gulf Coast region with a realization of more efficient energy generation, reduced emissions and a more resilient infrastructure. Specific t research, we did not formally investigate any techniques with any formal research design or methodology.

    This annual report describes progress in the third year of the three-year project entitled ''Midcontinent Interactive Digital Carbon Atlas and Relational Database (MIDCARB)''. The project assembled a consortium of five states (Indiana, Illinois, Kansas, Kentucky and Ohio) to construct an online distributed Relational Database Management System (RDBMS) and Geographic Information System (GIS) covering aspects of carbon dioxide (CO{sub 2}) geologic sequestration (http://www.midcarb.org). The system links the five states in the consortium into a coordinated regional database system consisting of datasets useful to industry, regulators and the public. The project has been extended and expanded as a ''NATional CARBon Sequestration Database and Geographic Information System (NATCARB)'' to provide national coverage across the Regional CO{sub 2} Partnerships, which currently cover 40 states (http://www.natcarb.org). Advanced distributed computing solutions link database servers across the five states and other publicly accessible servers (e.g., USGS) into a single system where data is maintained and enhanced at the local level but is accessed and assembled through a single Web portal and can be queried, assembled, analyzed and displayed. This project has improved the flow of data across servers and increased the amount and quality of available digital data. The online tools used in the project have improved in stability and speed in order to provide real-time display and analysis of CO{sub 2} sequestration data. The move away from direct database access to web access through eXtensible Markup Language (XML) has increased stability and security while decreasing management overhead. The MIDCARB viewer has been simplified to provide improved display and organization of the more than 125 layers and data tables that have been generated as part of the project. The MIDCARB project is a functional demonstration of distributed management of data systems that cross the boundaries

    This report presents the results of the Gulf of Mexico Regional Collaborative (GoMRC), a year-long project funded by NASA. The GoMRC project was organized around end user outreach activities, a science applications team, and a team for information technology (IT) development. Key outcomes are summarized below for each of these areas. End User Outreach; Successfully engaged federal and state end users in project planning and feedback; With end user input, defined needs and system functional requirements; Conducted demonstration to End User Advisory Committee on July 9, 2007 and presented at Gulf of Mexico Alliance (GOMA) meeting of Habitat Identification committee; Conducted significant engagement of other end user groups, such as the National Estuary Programs (NEP), in the Fall of 2007; Established partnership with SERVIR and Harmful Algal Blooms Observing System (HABSOS) programs and initiated plan to extend HABs monitoring and prediction capabilities to the southern Gulf; Established a science and technology working group with Mexican institutions centered in the State of Veracruz. Key team members include the Federal Commission for the Protection Against Sanitary Risks (COFEPRIS), the Ecological Institute (INECOL) a unit of the National Council for science and technology (CONACYT), the Veracruz Aquarium (NOAA’s first international Coastal Ecology Learning Center) and the State of Veracruz. The Mexican Navy (critical to coastal studies in the Southern Gulf) and other national and regional entities have also been engaged; and Training on use of SERVIR portal planned for Fall 2007 in Veracruz, Mexico Science Applications; Worked with regional scientists to produce conceptual models of submerged aquatic vegetation (SAV) ecosystems; Built a logical framework and tool for ontological modeling of SAV and HABs; Created online guidance for SAV restoration planning; Created model runs which link potential future land use trends, runoff and SAV viability; Analyzed SAV

    Since 1977 when Aramco and GSI (Geophysical Services International) pioneered the first 3-D seismic survey in the Arabian Gulf, under the guidance of Aramco`s Chief Geophysicist John Hoke, 3-D seismology has been effectively used to map many complex subsurface geological phenomena. By the mid-1990s extensive 3-D surveys were acquired in Abu Dhabi, Oman, Qatar and Saudi Arabia. Also in the mid-1990`s Bahrain, Kuwait and Dubai were preparing to record surveys over their fields. On the structural side 3-D has refined seismic maps, focused faults and fractures systems, as well as outlined the distribution of facies, porosity and fluid saturation. In field development, 3D has not only reduced drilling costs significantly, but has also improved the understanding of fluid behavior in the reservoir. In Oman, Petroleum Development Oman (PDO) has now acquired the first Gulf 4-D seismic survey (time-lapse 3D survey) over the Yibal Field. The 4-D survey will allow PDO to directly monitor water encroachment in the highly-faulted Cretaceous Shu`aiba reservoir. In exploration, 3-D seismology has resolved complex prospects with structural and stratigraphic complications and reduced the risk in the selection of drilling locations. The many case studies from Saudi Arabia, Oman, Qatar and the United Arab Emirates, which are reviewed in this paper, attest to the effectiveness of 3D seismology in exploration and producing, in clastics and carbonates reservoirs, and in the Mesozoic and Paleozoic.

    In response to a Presidential request, this study examines how the distillate fuel oil market (and related energy markets) in the Northeast behaved in the winter of 1999-2000, explains the role played by residential, commercial, industrial, and electricity generation sector consumers in distillate fuel oil markets and describes how that role is influenced by the structure of tie energy markets in the Northeast. In addition, this report explores the potential for nonresidential users to move away from distillate fuel oil and how this might impact future prices, and discusses conversion of distillate fuel oil users to other fuels over the next 5 years. Because the President's and Secretary's request focused on converting factories and other large-volume users of mostly high-sulfur distillate fuel oil to other fuels, transportation sector use of low-sulfur distillate fuel oil is not examined here.

    The Northeast Waste Management Enterprise was created in response to Dr. Clyde Frank`s vision of a new partnership between research, industrial, and financial sectors, with the goal of speeding development and use (particularly at U.S. Department of Energy [DOE] facilities) of environmental remediation technologies. It was anticipated that this partnership would also strengthen the international competitiveness of the U.S. environmental industry. Brookhaven National Laboratory`s (BNL) response to Dr. Frank was a proposal to create the Northeast Waste Management Alliance, later renamed the Northeast Waste Management Enterprise (NEWME). Recognizing the need to supplement its own technical expertise with acumen in business, financial management, and venture capital development, BNL joined forces with the Long Island Research Institute (LIRI). Since its inception at the end of FY 1993, NEWME has achieved several significant accomplishments in pursuing its original business and strategic plans. However, its successes have been constrained by a fundamental mismatch between the time scales required for technology commercialization, and the immediate need for available environmental technologies of those involved with ongoing environmental remediations at DOE facilities.

    Ten years ago, when Congress initiated the Regional Biomass Energy Program, biomass fuel use in the Northeast was limited primarily to the forest products industry and residential wood stoves. An enduring form of energy as old as settlement in the region, residential wood-burning now takes its place beside modern biomass combustion systems in schools and other institutions, industrial cogeneration facilities, and utility-scale power plants. Biomass today represents more than 95 percent of all renewable energy consumed in the Northeast: a little more than one-half quadrillion BTUs yearly, or five percent of the region`s total energy demand. Yet given the region`s abundance of overstocked forests, municipal solid waste and processed wood residues, this represents just a fraction of the energy potential the biomass resource has to offer.This report provides an account of the work of the Northeast Regional Biomass Program (NRBP) over it`s first ten years. The NRBP has undertaken projects to promote the use of biomass energy and technologies.

    The Gulf War inflicted dramatic environmental damage upon the fragile desert and shore environments of Kuwait and northeastern Saudi Arabia. Coastal and marine environments experienced oil spills of more than 8 million barrels, which killed wildlife and damaged the fishing industry. In inland Kuwait, hundreds of oil lakes are scattered across the desert surface: these lakes emit noxious gases, drown insects and birds, and may seep to pollute groundwater. Exploding and burning oil wells released soot particles, oil droplets, and noxious chemicals into the atmosphere, spreading air pollution, acid rain, and respiratory problems. Military diggings, constructions, and vehicles have destroyed much of the desert pavement, resulting in increased dust storms and large, moving dunes.

    In the oil-rich Persian Gulf, a region crucial to the world's security and economic health, the United States confronts major challenges to its military and diplomatic skills. The Iranian revolution, the Soviet invasion of Afghanistan, and unpredictable turbulence have contributed to declining US influence in the area. In the United States, military questions about force size and strategy have sparked controversy over the proper US role in the Gulf. In this book Thomas L. McNaugher offers a military strategy for the Gulf that seeks to balance the risks of overinvolvement against the risks of neglect. The author, a research associate in the Brookings Foreign Policy Studies program, believes that the United States must cultivate the traditional security mechanisms of the states on the Arabian Peninsula, and he encourages cooperation with allies like Great Britain and France that historically have been involved in Gulf security. He argues that the United States should focus on protecting the Gulf states from external attack and on deterring further Soviet encroachment in the region, leaving internal security largely to the states themselves. 19 figs., 13 tabs.

  6. Land subsidence along the northeastern Texas Gulf coast: Effects of deep hydrocarbon production

    The Texas Gulf of Mexico coast is experiencing high (5-11 mm/yr) rates of relative sea level (RSL) rise that are the sum of subsidence and eustatic sea level (ESL) rise. Even higher rates are associated with areas of ground-water pumping from confined aquifers. We investigate the possibility of deep petroleum production as a cause for the high regional rates of subsidence. The northeast Texas coast was chosen for the study because it has a high rate of RSL rise, very limited groundwater production, and a long history of petroleum production. We examine in detail the Big Hill and Fannett fields, for which adequate bottom hole pressure (BHP) and well log data are available. The hypothesis of deep petroleum production is tested in three ways. First, industry BHP tests show many of the fields are depressurized to far below hydrostatic pressures. Second, analysis of BHP data over time in the Big Hill and Fannett fields indicates that some zones in these fields were below hydrostatic when production commenced. This indicates that depressurization from production in neighboring fields or zones within the same filed is not limited to the production zone. Third, three models for subsidence (a general 1-D regional model, an intra-reservoir model, and a reservoir bounding layer model), using reasonable hydrogeological parameters, predict subsidence within the inferred range of data. The latter two models use data from the Big Hill and Fannett fields. Additional verification of the hypothesis that deep petroleum production is causing or accelerating regional subsidence will require the collection and analysis of data on the subsurface hydrogeological parameters and detailed measure ments of the spatial and temporal distribution of subsidence along the Texas Coast.

  7. Northeast Waste Management Alliance (NEWMA). Annual report FY 1993

    Funding was provided to Brookhaven National Laboratory in the fourth quarter of FY93 to establish a regional alliance as defined by Dr. Clyde Frank during his visit to BNL on March 7, 1993. In collaboration with the Long Island Research Institute (LIRI), BNL developed a business plan for the Northeast Waste Management Alliance (NEWMA). Concurrently, informal discussions were initiated with representatives of the waste management industry, and meetings were held with local and state regulatory and governmental personnel to obtain their enthusiasm and involvement. A subcontract to LIRI was written to enable it to formalize interactions with companies offering new waste management technologies selected for their dual value to the DOE and local governments in the Northeast. LIRI was founded to develop and coordinate economic growth via introduction of new technologies. As a not-for-profit institution it is in an ideal position to manage the development of NEWMA through ready access to venture capital and strong interactions with the business community, universities, and BNL. Another subcontract was written with a professor at SUNY/Stony Brook to perform an evaluation of new pyrolitic processes, some of which may be appropriate for development by NEWMA. Independent endorsement of the business plan recently by another organization, GETF, with broad knowledge of DOE/EM-50 objectives, provides a further incentive for moving rapidly to implement the NEWMA strategy. This report describes progress made during the last quarter of FY93.

  8. Gulf of Mexico pipelines heading into deeper waters

    Pipeline construction for Gulf of Mexico federal waters is following drilling and production operations into deeper waters, according to U.S. Department of Interior (DOI) Minerals Management Service (MMS) records. Review of MMS 5-year data for three water depth categories (0-300 ft, 300-600 ft, and deeper than 600 ft) reveals this trend in Gulf of Mexico pipeline construction. Comparisons are shown between pipeline construction applications that were approved by the MMS during this period and projects that have been reported to the MMS as completed. This article is the first of annual updates of MMS gulf pipeline data. Future installments will track construction patterns in water depths, diameter classifications, and mileage. These figures will also be evaluated in terms of pipeline-construction cost data.
