    U.S. Department of Energy (DOE) Assistant Secretary for Electricity Delivery and Energy Reliability Kevin M. Kolevar today announced the Department's designation of two National Interest Electric Transmission Corridors (National Corridors) -- the Mid-Atlantic Area National Interest Electric Transmission Corridor, and the Southwest Area National Interest Electric Transmission Corridor. These corridors include areas in two of the Nation's most populous regions with growing electricity congestion problems. The Department based its designations on data and analysis showing that persistent transmission congestion exists in these two areas.

    As the Department of Energy stated in its 20% Wind Energy by 2030 report, there will need to be enhanced outreach efforts on a national, state, regional, and local level to communicate wind development opportunities, benefits and challenges to a diverse set of stakeholders. To help address this need, PennFuture was awarded funding to create the Mid-Atlantic Regional Wind Energy Institute to provide general education and outreach on wind energy development across Maryland, Virginia, Delaware, Pennsylvania and West Virginia. Over the course of the two-year grant period, PennFuture used its expertise on wind energy policy and development in Pennsylvania and expanded it to other states in the Mid-Atlantic region. PennFuture accomplished this through reaching out and establishing connections with policy makers, local environmental groups, health and economic development organizations, and educational institutions and wind energy developers throughout the Mid-Atlantic region. PennFuture conducted two regional wind educational forums that brought together wind industry representatives and public interest organizations from across the region to discuss and address wind development in the Mid-Atlantic region. PennFuture developed the agenda and speakers in collaboration with experts on the ground in each state to help determine the critical issue to wind energy in each location. The sessions focused on topics ranging from the basics of wind development; model ordinance and tax issues; anti-wind arguments and counter points; wildlife issues and coalition building. In addition to in-person events, PennFuture held three webinars on (1) Generating Jobs with Wind Energy; (2) Reviving American Manufacturing with Wind Power; and (3) Wind and Transmission. PennFuture also created a web page for the institute (http://www.midatlanticwind.org) that contains an online database of fact sheets, research reports, sample advocacy letters, top anti-wind claims and information on how to

    This study, supported by the US Department of Energy, Wind Powering America Program, Maryland Department of Natural Resources and Chesapeake Bay Foundation, analyzed barriers to wind energy development in the Mid-Atlantic region along with options for overcoming or mitigating them. The Mid-Atlantic States including Delaware, Maryland, North Carolina and Virginia, have excellent wind energy potential and growing demand for electricity, but only two utility-scale projects have been installed to date. Reasons for this apathetic development of wind resources were analyzed and quantified for four markets. Specific applications are: 1) Appalachian mountain ridgeline sites, 2) on coastal plains and peninsulas, 3) at shallow water sites in Delaware and Chesapeake Bays, Albemarle and Pamlico Sounds, and 4) at deeper water sites off the Atlantic coast. Each market has distinctly different opportunities and barriers. The primary barriers to wind development described in this report can be grouped into four categories; state policy and regulatory issues, wind resource technical uncertainty, economic viability, and public interest in environmental issues. The properties of these typologies are not mutually independent and do interact. The report concluded that there are no insurmountable barriers to land-based wind energy projects and they could be economically viable today. Likewise potential sites in sheltered shallow waters in regional bay and sounds have been largely overlooked but could be viable currently. Offshore ocean-based applications face higher costs and technical and wind resource uncertainties. The ongoing research and development program, revision of state incentive policies, additional wind measurement efforts, transmission system expansion, environmental baseline studies and outreach to private developers and stakeholders are needed to reduce barriers to wind energy development.

    At the present, there are no operators drilling in the Mid-Atlantic Region. The prime targets for future exploration will be in areas of 3000 to 6000 feet (914 to 1829 m) depth of water, seaward of previously leased tracts. No commercial discoveries have been found during the 4-year drilling history of the area. Because of the minimal offshore oil- and gas-related activity in the Mid-Atlantic Region, the onshore impacts are also minimal. Little development has occurred as a result of exploration or development. The level of nearshore and onshore activity may increase with exploration associated with upcoming Lease Sale 59. More permanent onshore development will be contingent on the outcome of future exploration efforts. After Lease Sale 59, the next sale is Lease Sale 76, which is tentatively scheduled for March 1983.

    The workshop was conducted to bring together interested persons to examine and discuss the major problems associated with small-scale hydroelectric dam development in the Mid-Atlantic region. The conference opened with an introductory panel which outlined the objectives and the materials available to conference participants. Two of the workshops discussed problems and policy responses raised by state and Federal regulation. The other two workshops concerned economic issues confronting small-scale hydro development and the operation and usefulness of the systems dynamics model under development by the Thayer School of Engineering at Dartmouth. Various Federal and state programs designed to stimulate small-scale hydro development were discussed. A plenary session completed the workshops.

    Offshore wind is a clean, renewable source of energy and can be an economic driver in the United States. To better understand the employment opportunities and other potential regional economic impacts from offshore wind development, the U.S. Department of Energy (DOE) funded research that focuses on four regions of the country. The studies use multiple scenarios with various local job and domestic manufacturing content assumptions. Each regional study uses the new offshore wind Jobs and Economic Development Impacts (JEDI) model, developed by the National Renewable Energy Laboratory. This fact sheet summarizes the potential economic impacts for the Mid-Atlantic region.

The workshop was planned by Federal agency, academic, and private partners to promote collaboration between ongoing offshore ecological survey efforts, and to promote the collaborative development of complementary predictive models and compatible databases. The meeting primarily focused on efforts to establish and predict marine mammal, seabird, and sea turtle abundance, density, and distributions extending from the shoreline to the edge of the Exclusive Economic Zone between Nantucket Sound, Massachusetts and Cape Hatteras, North Carolina.

  2. Hydrocarbon gases (free and sorbed) in waters and sediments of the mid-Atlantic ridge

    Waters and sediments were sampled during the 10-th cruise of the R/V {open_quotes}Geolog Fersman{close_quotes} at several sites of the Mid-Atlantic rift zone. Extensive geochemical analyses including degasing of waters and sediments, luminescence-bituminological analyses, organic-carbon (OC) and C{sub 1}-C{sub 9} fraction content determining have been carried out. According to the microbiological investigations the 65% of the methane are thermogenic and 35% - bacterial. Correlation between bitumen and metals observed in waters may be explained by the formation of metal-organic complexes. Sediments from the Snake Pit field show high contents of bitumen (0.005%) and of C{sub 1}-C{sub 9} hydrocarbons. The process of hydrocarbons generation in ocean rift zones is treated as a result of the interaction between the OC and inorganic fluids containing hydrogen.     The Mid-Atlantic Baseline Studies Project helped address environmental barriers to offshore wind energy development in the mid-Atlantic region by providing regulators, developers, and other stakeholders with comprehensive baseline ecological data and analyses. Project funders and collaborators from a range of academic institutions, non-governmental organizations, federal agencies, foundations, and private companies came together to study bird, sea turtle, and marine mammal distributions, densities, and movements on the mid-Atlantic Outer Continental Shelf between 2012 and 2014. Specific project activities and goals included the following: (1) Conduct standardized surveys to quantify bird, sea turtle, and marine mammal densities seasonally and annually throughout the study region and identify important habitat use or aggregation areas. (2) Develop statistical models to help understand the drivers of wildlife distribution and abundance patterns. (3) Use individual tracking data for several focal bird species to provide information on population connectivity and individual movements that is complementary to survey data. (4) Identify species that are likely to be exposed to offshore wind energy development activities in the mid-Atlantic study area. (5) Develop U.S.-based technological resources and assessment methods for future monitoring efforts, including a comparison of high resolution digital video aerial surveys to boat-based surveys. (6) Help meet data needs associated with National Environmental Policy Act (NEPA), Marine Mammal Protection Act, and Endangered Species Act requirements, by contributing several years of data and analysis towards future Environmental Impact Statements.     Sale of oil and gas development leases is proposed for 3561 lease tracts containing 20.3 million acres of outer continental shelf lying off the coasts of Rhode Island, New York, New Jersey, Delaware, Maryland, Virginia, and North Carolina. The lease tracts are located beneath 132 to 10,560 feet of water within an area 24 to 140 miles offshore. Oil would become available in 1994, with production peaking in 1999. Gas production would begin in 1998, peak in 1999, and decline by approximately 50% by the year 2005. Development of the hydrocarbon field would involve approximately 22 exploratory wells, 9 delineation wells, 5 platforms, 27 subsea completions, and 54 production wells. If implemented, the lease offering would be held in October 1985.

    With limited low-load options in the HVAC market, many new-construction housing units are being fitted with oversized equipment - thus facing penalties in system efficiency, comfort, and cost. To bridge the gap between currently available HVAC equipment and the rising demand for low-load HVAC equipment in the marketplace, HVAC equipment manufacturers need to be fully aware of multifamily buildings and single-family homes market needs. Over the past decade, Steven Winter Associates, Inc. (SWA) has provided certification and consulting services on hundreds of housing projects and has accrued a large pool of data. CARB compiled and analyzed these data to see what the thermal load ranges are in various multifamily apartments and attached single-family home types (duplex and townhouse). In total, design loads from 941 dwellings from SWA's recent multifamily and attached single-family work across the Northeast and Mid-Atlantic were analyzed. Information on the dwelling characteristics, design loads, and the specifications of installed mechanical equipment were analyzed to determine any trends that exist within the dataset. Of the 941 dwellings, CARB found that only 1% had right-sized heating equipment and 6% of the dwellings had right-sized cooling equipment (within 25% or less of design load).

    The major ion composition of western Atlantic precipitation falling at the coast of eastern United States (Lewes, Delaware) and at the Sargasso Sea (Bermuda Island) has been measured by event year round (May 1980 to April 1981) to assess the influence of the ocean on precipitation from storms that leave the North American continent and transit over the western Atlantic. Particular attention is paid to the oceanic influence on the sulfur and nitrogen precursors of acid rains. While sea salt contributes over half (by weight) of the salt in precipitation at the coast and over three quarters at Bermuda, most of the sulfate (90% at the coast and 50% at Bermuda) is in excess to sea salt sodium. Since Bermuda precipitation is still acidified some factor of 8 relative to pure equilibrium with atmospheric carbon dioxide, this strong acidity has been attributed to the long-range transport sulfur and nitrogen precursors in the marine troposphere during which the sulfuric acid component dominates. A sulfur budget for the western Atlantic troposphere shows that of the total amount of sulfur exported from the North American continent (>3.9 TgS/yr) less than 3% (0.1 TgS/yr) is from natural sources, the rest being from anthropogenic emissions. If Bermuda precipitation is taken as typical of wet fallout of sulfur over the western Atlantic, then no more than half (<2 TgS/yr) of North American excess (nonsea salt) sulfur export falls out to the western Atlantic and at least half undergoes potential transoceanic transport as acid rain precursors to the east of Bermuda.

    The State Scientific Center of the Russian Federation--Institute of Physics and Power Engineering's (SSC RF-IPPE) practice of nuclear material control and accounting (MC&A) has undergone significant changes during the period of cooperation with U.S. national laboratories from 1995 to the present. These changes corresponded with general changes of the Russian system of state control and accounting of nuclear materials resulting from the new Concept of the System for State Regulating and Control of Nuclear Materials (1996) and further regulatory documents, which were developed and implemented to take into account international experience in the MC&A [1]. During the upgrades phase of Russian-U.S. cooperation, an MC&A laboratory was specially created within the SSC RF IPPE for the purpose of guiding the creation of the upgraded MC&A system, coordinating the activities of all units involved in the creation of this system, and implementing a unified technical policy during the transition period. After five years of operation of the MC&A laboratory and the implementation of new components for the upgraded MC&A system, it was decided that a greater degree of attention must be paid to the MC&A system's operation in addition to the coordination activities carried out by the MC&A laboratory.     This report describes the Tier 1 LDRD portfolio, administered by the Seniors Council between 2003 and 2011. 73 projects were sponsored over the 9 years of the portfolio at a cost of $10.5 million which includes $1.9M of a special effort in directed innovation targeted at climate change and cyber security. Two of these Tier 1 efforts were the seeds for the Grand Challenge LDRDs in Quantum Computing and Next Generation Photovoltaic conversion. A few LDRDs were terminated early when it appeared clear that the research was not going to succeed. A great many more were successful and led to full Tier 2 LDRDs or direct customer sponsorship. Over a dozen patents are in various stages of prosecution from this work, and one project is being submitted for an R and D 100 award.

    Brookhaven National Laboratory (BNL) has participated in the review of the GESSAR II Standard Boiling Water Reactor (BWR) Plant probabilistic risk assessment (PRA). One major objective of this review was to utilize the PRA as a tool for investigation of the relative benefits available for incorporation of various proposed modifications to the baseline design. This paper presents the findings of the BNL review and assessment of the impact upon core damage frequency from two suggested design modifications. This work was restricted to consideration of interal events only. Review results indicated that the point estimate core damage frequency of the GESSAR II plant is equal to 2.2 x 10/sup -5//reactor-year for a plant site located within the Mid-Atlantic Area Council Grid (MAAC) and 3.8 x 10/sup -5//reactor-year if the national average loss of offsite power initiator frequency is used.

    Siting of 60 ground receiving stations (rectennas) for the SPS may pose a problem due to the large area per rectenna (15,000 hectares, 38,000 acres) and numerous siting constraints. This study analyzes areas potentially eligible for rectenna sites by mapping, at a national scale, those conditions which would preclude rectenna construction. These exclusion variables which reflect restricted lands, topography, safety, national policy and electromagnetic (microwave) effects, have been computer encoded and tabulated. Subsequent analysis of the nine electric power planning regions that make up the contiguous states indicate an apparently adequate number of nominally eligible sites in all regions in comparison to projected electrical generation. Eligibility in this context means only that areas were not excluded in this national level analysis; more detailed investigation may reveal purely local constraints or smaller scale exclusions. A second major qualification relates to small isolated eligible areas. Eliminating individual eligible clusters with less than nine times the area of one rectenna eliminates much of the Eastern US; a four-to-one adjacent eligible area test poses no such problem. An independant study of the placement of 60 nominal sites in relation to projected load centers reveals that, even with modest transmission distances, the supply of eligible areas is not a key constraint, except perhaps in the Mid-Atlantic (Electric Reliability) Council Region. Even when several less critical (potential) exclusions are considered, more than 19% of the US is eligible; every region except Mid-Atlantic has at least 50 times an many eligible sites as are required.

    Geothermal energy is the natural heat of the earth, and can be tapped as a clean, safe, economical alternative source of energy. Much of the geothermal energy resource is recoverable with current or near-current technology and could make a significant contribution both to increasing domestic energy supplies and to reducing the US dependence on imported oil. Geothermal energy can be used for electric power production, residential and commercial space heating and cooling, industrial process heat, and agricultural process applications. This report describes the progress for fiscal year 1980 (FY80) of the Federal Geothermal Program. It also summarizes the goals, strategy, and plans which form the basis for the FY81 and FY82 program activities and reflects the recent change in national policy affecting Federal research, development and demonstration programs. The Interagency Geothermal Coordinating Council (IGCC) believes that substantial progress can and will be made in the development of geothermal energy. The IGCC goals are: (1) reduce the institutional barriers so that geothermal projects can be on-line in one-half the current time; (2) make moderate temperature resources an economically competitive source of electricity; (3) remove the backlog of noncompetitive lease applications; (4) competitive lease all KGRA lands; and (5) cut the cost of hydrothermal technology by 25%.

    This report is one of four that the Pacific Northwest National Laboratory (PNNL) staff prepared to address Measure 7.1A in the Northwest Power Planning Council's (Council) Fish and Wildlife Program (Program) dated december 1994 (NPPC 1994). Measure 7.1A calls for the Bonneville Power Administration (BPA) to fund an evaluation of salmon survival, ecology, carrying capacity, and limiting factors in freshwater, estuarine, and marine habitats. Additionally, the Measure asks for development of a study plan based on critical uncertainties and research needs identified during the evaluation. This report deals with the evaluation of carrying capacity. It describes the analysis of different views of capacity as it relates to salmon survival and abundance. The report ends with conclusions and recommendations for studying carrying capacity.

    This report, Analysis of Potential Energy Corridors Proposed by the Western Electricity Coordinating Council (WECC), was prepared by the Environmental Science Division of Argonne National Laboratory (Argonne). The intent of WECC’s work was to identify planning-level energy corridors that the Department of Energy (DOE) and its affiliates could study in greater detail. Argonne was tasked by DOE to analyze the WECC Proposed Energy Corridors in five topic areas for use in reviewing and revising existing corridors, as well as designating additional energy corridors in the 11 western states. In compliance with Section 368 of the Energy Policy Act of 2005 (EPAct), the Secretaries of Energy, Agriculture, and the Interior (Secretaries) published a Programmatic Environmental Impact Statement in 2008 to address the proposed designation of energy transport corridors on federal lands in the 11 western states. Subsequently, Records of Decision designating the corridors were issued in 2009 by the Bureau of Land Management (BLM) and the U.S. Forest Service (USFS). The 2012 settlement of a lawsuit, brought by The Wilderness Society and others against the United States, which identified environmental concerns for many of the corridors requires, among other things, periodic reviews of the corridors to assess the need for revisions, deletions, or additions. A 2013 Presidential Memorandum requires the Secretaries to undertake a continuing effort to identify and designate energy corridors. The WECC Proposed Energy Corridors and their analyses in this report provide key information for reviewing and revising existing corridors, as well as designating additional energy corridors in the 11 western states. Load centers and generation hubs identified in the WECC analysis, particularly as they reflect renewable energy development, would be useful in reviewing and potentially updating the designated Section 368 corridor network.     The United Nations (U.N.) Security Council unanimously passed Resolution 1540 in April 2004. This landmark measure legally charges all U.N. Member States to enact and enforce effective measures to prevent the proliferation of weapons of mass destruction and their means of delivery by preventing illicit trafficking of chemical, biological, radiological, and nuclear (CBRN) materials and related technologies. Revelations regarding the expansiveness of the A.Q. Khan network provided a clear impetus for the Resolution. Resolution 1540 is distinctive because it is the first time the U.N. Security Council has required all Member States to act to prevent the illicit trafficking of CBRN materials and their means of delivery. It is also unique in that it specifically addresses prevention of CBRN proliferation and trafficking among non-state actors. The Resolution has a direct impact on the management of nuclear materials and nonproliferation policy in the future. Consequently, the INMM Nonproliferation and Arms Control Technical Division and the INMM Northeast Chapter initiated a professional workshop on March 15, 2005 to engage topical experts in a discussion of U.N. Security Council Resolution 1540. Although Resolution 1540 is now one year old and the Committee established to monitor its implementation has begun its work, many in the nonproliferation and nuclear materials management communities have not learned of the Resolution or have not yet recognized its significance. This article provides a summary of and perspectives on the workshop discussion that was conducted on a not-for-attribution basis.

    In Citizens Coal Council v. EPA, an en banc panel for the Sixth Circuit Court of Appeals considered a challenge to EPA regulations promulgated pursuant to the Clean Water Act (CWA). The EPA promulgated the regulations in an attempt to incentivize coal companies to remine once abandoned mine sites. Petitioners, two nonprofit environmental organizations, claimed that the regulations violated the Clean Water Act and Administrative Procedure Act by allowing coal companies to remine without adhering to any enforceable pollution limitations. The EPA countered that more remining would improve water quality at abandoned sites. The Sixth Circuit rejected Petitioners' claims, finding that the EPA's regulations were reasonably consistent with the CWA's goal of restoring the integrity of the nation's waters. In so holding, the court struggled to understand the meaning of the CWA's complex procedural and technical language, and allowed the EPA to justify the rule based on the CWA's broad statement of purpose. Such superficial judicial review sets a dangerous precedent in environmental law, because it exacerbates the risk of agency capture. A captured agency promulgates regulations that benefit-industry, not the environment. Without the judiciary acting as a meaningful check against agency capture, the public loses a valuable tool in the fight against major-industrial polluters like the domestic coal industry. Citizens Coal Council therefore stands as a cautionary tale, a warning sign that the judiciary may be unable to identify agency capture where the regulations at issue are promulgated pursuant to a complex statute like the Clean Water Act.

    The energy-efficient building codes adopted by Tacoma, Washington will give the city a reservoir of power comparable to the water stored behind Grand Coulee Dam. The code standards reduce energy requirements 60%, a saving that will continue through the 50- to 60-year service life of the houses. The first to adopt the Northwest Power Planning Council (NWPPC) Model Conservation Stardards, Tacoma recognized that current electric power surpluses are temporary and that conservation is the cheapest way to get new power. The city adopted the plan despite its low rates because economic growth is likely to come from power-intensive industries. A support package for the plan combines building code compliance, an information system, marketing, and financial incentives.

    This document is adapted from an actual February 2008 deliverable memo and report delivered by the National Renewable Energy Laboratory (NREL) to the City Council of New Orleans, the office of the Mayor of New Orleans, the Chairperson of the Citizen Stakeholders Group (New Orleans Energy Task Force) and the Department of Energy Project Officer in February of 2008. In January 2008, the New Orleans Utility Committee requested review, commentary, and suggestions for Utility Committee next steps related to the Energy Efficiency Resolution (the Resolution) passed by the City Council in December 2007. The suggestions are reprinted here as: (1) An illustration of opportunities for other local governments for the development and implementation of effective energy efficiency ordinances and resolutions; and (2) An example of the type of policy technical assistance that DOE/NREL provides to communities. For more information on the strategy for delivering assistance, please see: www.nrel.gov/docs/fy11osti/48689.pdf. Based on experience in other communities and energy efficiency policies and programs, NREL found the Resolution to be a solid framework for increasing the responsible use of energy efficiency and reaping the associated economic and environmental benefits in the city of New Orleans. The remainder of this document provides the requested suggestions for next steps in implementing the word and spirit of the resolution. These suggestions integrate the extensive work of other entities, including the New Orleans Mayor's office, the New Orleans Energy Advisory Committee, the Energy Efficiency Initiative, and the U.S. Environmental Protection Agency's National Action Plan for Energy Efficiency. ETEC proposes to develop an industrial park on the leased site to provide employment opportunities for DOE and contractor employees affected by decreased federal funding. Based on the results of the analysis reported in the EA and implementation of mitigation measures defined in this Finding of No Significant Impact (FONSI), DOE has determined that the proposed action is not a major Federal action that would significantly affect the quality of the human environment within the context of the National Environmental Policy Act of 1969 (NEPA). Therefore, preparation of an environmental impact statement (EIS) is not necessary, and DOE is issuing this mitigated FONSI. DOE will implement a Mitigation Action Plan for this project and provide annual reports on mitigation and monitoring.

    The Department of Energy awarded the South Middlesex Opportunity Council (SMOC) a planning grant to enable SMOC and a consortium of community based organizations known as the Community Energy Partnership (CEP) to explore their future business opportunities and expand their energy activities. The original members of CEP had preexisting federal and state Weatherization Assistance Program grants and had joined together in July, 1985 to provide energy audits and related arranging services for residential consumers as contractors to three eastern Massachusetts utilities under the aegis of the Residential Conservation Service (RCS).   6. A Focus on Offshore Safety: Recent Reports by The Marine Board of the National Research Council

    During the last three years, the Marine Board of the National Research Council (NRC) has published four study reports that focused on enhancing safety in offshore oil and gas activities and in the marine and maritime fields. The objective of these studies was to provide recommendations for actions that will reduce or eliminate deaths and injuries, reduce pollution from accidents and operations, and protect resources and structures from loss. Several recurring themes are woven through many of these reports. The themes deal with using technology already available and demonstrated, using risk analyses to establish priorities for use of resources (such as inspection facilities and personnel) despite the lack of data for decision making, using advanced tools for inspection and monitoring, and using long-term monitoring to gauge performance. One report about improving marine pipeline safety describes the safety challenges associated with designing, regulating, and monitoring over 20,000 miles of underwater pipelines in federal and state waters. The report on the restoration and protection of marine habitats comments on the institutional, regulatory, and managerial impediments to the wider application of the best engineering technologies and practices and the ways to deal with these impediments. The report on assessment techniques for removing offshore structures provides guidance on the use of technologies and their associated hazards and the development of strategies to mitigate environmental damage when offshore structures must be removed. One of the most recent reports describes a concept for using present undersea vehicles technology and systems to perform tasks that respond to the need to monitor the condition of offshore pipelines and seabed facilities. Two studies now underway continue several of the themes noted in aforementioned reports: one theme being a review of the uses of risk assessment opportunities in an effort to find useful experience from other

    The Confederated Tribes of Warm Springs Reservation of Oregon (Tribes) acquired the Forrest Conservation Area during July of 2002. The property is located in the Upper John Day subbasin within the Columbia basin. The property consists of two parcels comprising 4,232 acres. The Mainstem parcel consists of 3,445 acres and is located 1/2 mile to the east of Prairie City, Oregon on the mainstem John Day River. The Middle Fork parcel consists of 786 acres and is located one mile to the west of the town of Austin, OR on the Middle Fork John Day River. The Forrest Conservation Area is under a memorandum of agreement with the Bonneville Power Administration (BPA) to provide an annual written report generally describing the real property interests of the project and management activities undertaken or in progress. Acquisition of the Forrest Conservation Area was funded by BPA as part of their program to protect, mitigate, and enhance fish and wildlife habitat affected by hydroelectric facilities on the Columbia River and its tributaries. The intent of the Conservation Area is to partially mitigate fish and wildlife impacts for the John Day Dam on the Columbia River as outlined in the Northwest Power Planning Council's Wildlife Program (NPPC 1994, {section}11.1, {section}7.6). While the Tribes hold fee-title to the property, the BPA has assured a level of management funding for the protection and restoration of fish and wildlife habitat through a memorandum of agreement.

    In January 1994, the US Department of Energy Office of Environmental Management (DOE EM) formally introduced its new approach to managing DOE`s environmental research and technology development activities. The goal of the new approach is to conduct research and development in critical areas of interest to DOE, utilizing the best talent in the Department and in the national science community. To facilitate this solutions-oriented approach, the Office of Science and Technology (EM-50, formerly the Office of Technology Development) formed five Focus AReas to stimulate the required basic research, development, and demonstration efforts to seek new, innovative cleanup methods. In February 1995, EM-50 selected the DOE Morgantown Energy Technology Center (METC) to lead implementation of one of these Focus Areas: the Decontamination and Decommissioning (D & D) Focus Area.

    This report develops innovative and efficient methodologies and practical procedures to determine the wide-area security region of a power system, which take into consideration all types of system constraints including thermal, voltage, voltage stability, transient and potentially oscillatory stability limits in the system. The approach expands the idea of transmission system nomograms to a multidimensional case, involving multiple system limits and parameters such as transmission path constraints, zonal generation or load, etc., considered concurrently. The security region boundary is represented using its piecewise approximation with the help of linear inequalities (so called hyperplanes) in a multi-dimensional space, consisting of system parameters that are critical for security analyses. The goal of this approximation is to find a minimum set of hyperplanes that describe the boundary with a given accuracy. Methodologies are also developed to use the security hyperplanes, pre-calculated offline, to determine system security margins in real-time system operations, to identify weak elements in the system, and to calculate key contributing factors and sensitivities to determine the best system controls in real time and to assist in developing remedial actions and transmission system enhancements offline . A prototype program that automates the simulation procedures used to build the set of security hyperplanes has also been developed. The program makes it convenient to update the set of security hyperplanes necessitated by changes in system configurations. A prototype operational tool that uses the security hyperplanes to assess security margins and to calculate optimal control directions in real time has been built to demonstrate the project success. Numerical simulations have been conducted using the full-size Western Electricity Coordinating Council (WECC) system model, and they clearly demonstrated the feasibility and the effectiveness of the developed

    This report contains the proceedings of a workshop held during 1995 in Portland, Oregon. The objective of the workshop was to assemble a group of experts that could help us define carrying capacity for Columbia River Basin salmonids. The workshop was one activity designed to answer the questions asked in Measure 7.1A of the Council`s Fish and Wildlife Program. Based, in part, on the information we learned during the workshop we concluded that the approach inherent in 7.1A will not increase understanding of ecology, carrying capacity, or limiting factors that influence salmon under current conditions. Measure 7.1A requires a definition of carrying capacity and a list of determinants (limiting factors) of capacity. The implication or inference then follows that by asking what we know and do not know about the determinants will lead to research that increases our understanding of what is limiting salmon survival. It is then assumed that research results will point to management actions that can remove or repair the limiting factors. Most ecologists and fisheries scientists that have studied carrying capacity clearly conclude that this approach is an oversimplification of complex ecological processes. To pursue the capacity parameter, that is, a single number or set of numbers that quantify how many salmon the basin or any part of the basin can support, is meaningless by itself and will not provide useful information.

    To ensure research and development programs focus on the most pressing environmental restoration and waste management problems at the U.S. Department of Energy (DOE), the Assistant Secretary for the Office of Environmental Management (EM) established a working group in August 1993 to implement a new approach to research and technology development. As part of this new approach, EM developed a management structure and principles that led to the creation of specific Focus Areas. These organizations were designed to focus the scientific and technical talent throughout DOE and the national scientific community on the major environmental restoration and waste management problems facing DOE. The Focus Area approach provides the framework for intersite cooperation and leveraging of resources on common problems. After the original establishment of five major Focus Areas within the Office of Technology Development (EM-50, now called the Office of Science and Technology), the Nuclear Materials Stabilization Task Group (EM-66) followed the structure already in place in EM-50 and chartered the Plutonium Focus Area (PFA). The following information outlines the scope and mission of the EM, EM-60, and EM-66 organizations as related to the PFA organizational structure.

    The US Department of Enregy (DOE) Subsurface Contaminants Focus Area is developing technologies to address environmental problems associated with hazardous and radioactive contaminants in soil and groundwater that exist throughout the DOE complex, including radionuclides, heavy metals; and dense non-aqueous phase liquids (DNAPLs). More than 5,700 known DOE groundwater plumes have contaminated over 600 billion gallons of water and 200 million cubic meters of soil. Migration of these plumes threatens local and regional water sources, and in some cases has already adversely impacted off-site rsources. In addition, the Subsurface Contaminants Focus Area is responsible for supplying technologies for the remediation of numerous landfills at DOE facilities. These landfills are estimated to contain over 3 million cubic meters of radioactive and hazardous buried Technology developed within this specialty area will provide efective methods to contain contaminant plumes and new or alternative technologies for development of in situ technologies to minimize waste disposal costs and potential worker exposure by treating plumes in place. While addressing contaminant plumes emanating from DOE landfills, the Subsurface Contaminants Focus Area is also working to develop new or alternative technologies for the in situ stabilization, and nonintrusive characterization of these disposal sites.

    In April 1996, the U.S. Department of Energy (DOE) completed an environmental assessment (EA) (DOE/EA-1113) for the proposed lease of 957-16 acres (Parcel ED-1) of the Oak Ridge (Tennessee) Reservation (ORR) by the East Tennessee Economic Council (ETEC) for industrial development. DOE plans to issue a Finding of No Significant Impact (FONSI) for the proposed action, conditional upon the implementation of mitigation and monitoring to protect environmental resources. According to DOE`s National Environmental Policy Act (NEPA) regulations (10 CFR 1021.322), a FONSI shall include {open_quotes}any commitments to mitigations that are essential to render the impacts of the proposed action not significant, beyond those mitigations that are integral elements of the proposed action, and a reference to the Mitigation Action Plan prepared under 10 CTR 1021.331{close_quotes}. Terms of the lease offer DOE the option of terminating the lease with ETEC should the lessee and/or sublessees fail to implement the mitigation defined in the FONSI.

    Geothermal Resource area 9 encompasses all of Nye County, Nevada. Within this area there are many different known geothermal sites ranging in temperature from 70/sup 0/ to over 265/sup 0/ F. Fifteen of the more major sites have been selected for evaluation in this Area Development Plan. Various potential uses of the energy found at each of the resource sites discussed in this Area Development Plan were determined after evaluating the area's physical characteristics, land ownership and land use patterns, existing population and projected growth rates, and transportation facilities, and comparing those with the site specific resource characteristics. The uses considered were divided into five main categories: electrical generation, space heating, recreation, industrial process heat, and agriculture. Within two of these categories certain subdivisions were considered separately. The findings about each of the 15 geothermal sites considered in this Area Development Plan are summarized.

Technical Area II was designed and constructed in 1948 specifically for the final assembly of the non-nuclear components of nuclear weapons, and was the primary site conducting such assembly until 1952. Both the architecture and location of the oldest buildings in the area reflect their original purpose. Assembly activities continued in Area II from 1952 to 1957, but the major responsibility for this work shifted to other sites in the Atomic Energy Commission`s integrated contractor complex. Gradually, additional buildings were constructed and the original buildings were modified. After 1960, the Area`s primary purpose was the research and testing of high-explosive components for nuclear weapons. In 1994, Sandia constructed new facilities for work on high-explosive components outside of the original Area II diamond-shaped parcel. Most of the buildings in the area are vacant and Sandia has no plans to use them. They are proposed for decontamination and demolition as funding becomes available.

    This report describes the use of the Set Equation Transformation System (SETS) for vital area analysis. Several concepts are introduced which enable the analyst to construct more efficient SETS user programs to perform vital area analysis. The advantages of performing the transformation of variables without first determining the minimal cut sets of the fault tree are discussed. A ''bottom-up'' approach to solving a fault tree is presented. The techniques described for vital area analysis are also suitable and efficient for many kinds of common cause analysis.

    Geothermal Resource Area 11 includes all of the land in Clark County, Nevada. Within this area are nine geothermal anomalies: Moapa Area, Las Vegas Valley, Black Canyon, Virgin River Narrows, Roger's Springs, Indian Springs, White Rock Springs, Brown's Spring, and Ash Creek Spring. All of the geothermal resources in Clark County have relatively low temperatures. The highest recorded temperature is 145{sup 0}F at Black Canyon. The temperatures of the other resources range from 70 to 90{sup 0}F. Because of the low temperature of the resources and, for the most part, the distance of the resources from any population base, the potential for the development of the resources are considered to be somewhat limited.

    During the third quarter of 1990 the wells which make up the H-Area Seepage Basins (H-HWMF) monitoring network were sampled. Laboratory analyses were performed to measure levels of hazardous constituents, indicator parameters, tritium, nonvolatile beta, and gross alpha. A Gas Chromatograph Mass Spectrometer (GCMS) scan was performed on all wells sampled to determine any hazardous organic constituents present in the groundwater. The primary contaminants observed at wells monitoring the H-Area Seepage Basins are tritium, nitrate, mercury, gross alpha, nonvolatile beta, trichloroethylene (TCE), tetrachloroethylene, lead, cadmium, arsenic, and total radium.

    The Mid Atlantic Clean Energy Application Center (MACEAC), managed by The Penn State College of Engineering, serves the six states in the Mid-Atlantic region (Pennsylvania, New Jersey, Delaware, Maryland, Virginia and West Virginia) plus the District of Columbia. The goals of the Mid-Atlantic CEAC are to promote the adoption of Combined Heat and Power (CHP), Waste Heat Recovery (WHR) and District Energy Systems (DES) in the Mid Atlantic area through education and technical support to more than 1,200 regional industry and government representatives in the region. The successful promotion of these technologies by the MACEAC was accomplished through the following efforts; (1)The MACEAC developed a series of technology transfer networks with State energy and environmental offices, Association of Energy Engineers local chapters, local community development organizations, utilities and, Penn State Department of Architectural Engineering alumni and their firms to effectively educate local practitioners about the energy utilization, environmental and economic advantages of CHP, WHR and DES; (2) Completed assessments of the regional technical and market potential for CHP, WHR and DE technologies application in the context of state specific energy prices, state energy and efficiency portfolio development. The studies were completed for Pennsylvania, New Jersey and Maryland and included a set of incentive adoption probability models used as a to guide during implementation discussions with State energy policy makers; (3) Using the technical and market assessments and adoption incentive models, the Mid Atlantic CEAC developed regional strategic action plans for the promotion of CHP Application technology for Pennsylvania, New Jersey and Maryland; (4) The CHP market assessment and incentive adoption model information was discussed, on a continuing basis, with relevant state agencies, policy makers and Public Utility Commission organizations resulting in CHP favorable incentive

    Device is described for tracking daylight and projecting it into a building. The device tracks the sun and automatically adjusts both the orientation and area of the reflecting surface. The device may be mounted in either a wall or roof of a building. Additionally, multiple devices may be employed in a light shaft in a building, providing daylight to several different floors. The preferred embodiment employs a thin reflective film as the reflecting device. One edge of the reflective film is fixed, and the opposite end is attached to a spring-loaded take-up roller. As the sun moves across the sky, the take-up roller automatically adjusts the angle and surface area of the film. Additionally, louvers may be mounted at the light entrance to the device to reflect incoming daylight in an angle perpendicular to the device to provide maximum reflective capability when daylight enters the device at non-perpendicular angles. 9 figs.

The device may be mounted in either a wall or roof of a building. Additionally, multiple devices may be employed in a light shaft in a building, providing daylight to several different floors. The preferred embodiment employs a thin reflective film as the reflecting device. One edge of the reflective film is fixed, and the opposite end is attached to a spring-loaded take-up roller. As the sun moves across the sky, the take-up roller automatically adjusts the angle and surface area of the film. Additionally, louvers may be mounted at the light entrance to the device to reflect incoming daylight in an angle perpendicular to the device to provide maximum reflective capability when daylight enters the device at non-perpendicular angles.

    The mission of Environmental Management`s (EM) Office of Technology Development (OTD) Innovation Investment Area is to identify and provide development support for two types of technologies that are developed to characterize, treat and dispose of DOE waste, and to remediate contaminated sites. They are: technologies that show promise to address specific EM needs, but require proof-of-principle experimentation; and (2) already proven technologies in other fields that require critical path experimentation to demonstrate feasibility for adaptation to specific EM needs. The underlying strategy is to ensure that private industry, other Federal Agencies, universities, and DOE National Laboratories are major participants in developing and deploying new and emerging technologies. To this end, about 125 different new and emerging technologies are being developed through Innovation Investment Area`s (IIA) two program elements: RDDT&E New Initiatives (RD01) and Interagency Agreements (RD02). Both of these activities are intended to foster research and development partnerships so as to introduce innovative technologies into other OTD program elements for expedited evaluation.
