    The Scrap Tire Management Council (STMC) is a North American tire manufacturer-sponsored advocacy organization, created to identify and promote environmentally and economically sound markets for scrap tires. This presentation gives a national overview of the scrap tire situation, and focuses on the Tennessee and Mid-south region. National generation rates and markets for scrap tires are discussed, and markets for scrap tires are described. The major markets identified are fuel, rubber products, and civil engineering applications. Three technologies that may have an impact on scrap tire recycling are discussed: pyrolysis, gasification, and devulcanization.

  19. A review of EIA report quality in the North West province of South Africa

    The revised EIA regulations implemented on 3 July 2006 focused attention on the question of EIA effectiveness in South Africa. EIR quality review is one of the quality control functions contributing to EIA effectiveness within any EIA system, therefore the EIR quality review package developed by Lee and Colley was adapted and used to review the quality of a sample of 28 EIRs in the North West province of South Africa. Overall, 86% of the reports achieved satisfactory grades, with the descriptive and presentational elements of the EIRs more satisfactorily addressed, and the analytical components such as impact significance, addressed to a less satisfactory degree. EIR quality appears to be on par with international standards, but there are areas of distinct weakness. Further research is required to optimise quality review, and to reveal whether the new regulations have succeeded in addressing these weaknesses and made positive contributions to EIR quality, as a component of EIA effectiveness in South Africa.

    In this paper the application of remote sensing image processing and GIS techniques in monitoring and managing coastal areas is proposed. The methodology has been applied to South-West Sardinia Coast where the environment is endangered by industrial plants and other human activities. The area is characterized by the presence of many submarine springs aligned along coastal cliffs. Water quality parameters (chlorophyll, suspended sediments and temperature) spatial and temporal variations, have been studied using Landsat TM images. Particularly, in this paper are reported the results referred to sea surface thermal gradients, considered as one of the main water quality index. Thermal gradients have been mapped in order to outline water circulation, thermal pollution and presence and distribution of submarine springs. Furthermore, a GIS approach of relating mono and multitemporal TM data with ground referenced information on industrial plants characteristics and distribution has been applied.

    Determining the timing and impact of anthropogenic climate change in data-sparse regions is a considerable challenge. Arguably, nowhere is this more difficult than the Antarctic Peninsula and the subantarctic South Atlantic where observational records are relatively short but where high rates of warming have been experienced since records began. Here we interrogate recently developed monthly-resolved observational datasets from the Falkland Islands and South Georgia, and extend the records back using climate-sensitive peat growth over the past 6000 years. Investigating the subantarctic climate data with ERA-Interim and Twentieth Century Reanalysis, we find that a stepped increase in precipitation across the 1940smore » is related to a change in synoptic atmospheric circulation: a westward migration of quasi-permanent positive pressure anomalies in the South Atlantic has brought the subantarctic islands under the increased influence of meridional airflow associated with the Amundsen Sea Low. Analysis of three comprehensively multi-dated (using 14C and 137Cs) peat sequences across the two islands demonstrates unprecedented growth rates since the mid-twentieth century relative to the last 6000 years. Comparison to observational and reconstructed sea surface temperatures suggests this change is linked to a warming tropical Pacific Ocean. Lastly, our results imply 'modern' South Atlantic atmospheric circulation has not been under this configuration for millennia.« less

  3. Risk assessment of drain valve failure in the K-West basin south loadout pit

    The drain valve located in the bottom of the K-West Basin South Loadout Pit (SLOP) could provide an additional leak path from the K Basins if the drain valve were damaged during construction, installation, or operation of the cask loading system. For the K-West Basin SLOP the immersion pail support structure (IPSS) has already been installed, but the immersion pail has not been installed in the IPSS. The objective of this analysis is to evaluate the risk of damaging the drain valve during the remaining installation activities or operation of the cask loading system. Valve damage, as used in this analysis, does not necessarily imply large amounts of the water will be released quickly from the basin, rather valve damage implies that the valve's integrity has been compromised. The analysis process is a risk-based uncertainty analysis where best engineering judgement is used to represent each variable in the analysis. The uncertainty associated with each variable is represented by a probability distribution. The uncertainty is propagated through the analysis by Monte Carlo convolution techniques. The corresponding results are developed as a probability distribution and the risk is expressed in terms of the corresponding complementary cumulative distribution function (''risk curve''). The total risk is the area under the ''risk curve''. The risk of potentially dropping a cask into or on the IPSS and damaging the drain valve is approximately 1 x 10{sup -4} to 2 x 10{sup -5} per year. The risk of objects falling behind the IPSS and damaging the valve is 3 x 10{sup -2} to 6 x 10{sup -3} per year. Both risks are expressed as drain value failure frequencies. The risk of objects falling behind the IPSS and damaging the valve can be significantly reduced by an impact limiter and/or installing a gating or plate over the area bounded by the back of the IPSS and the wall of the SLOP. With either of these actions there is a 90 percent confidence that the frequency of drain valve

    A sequence stratigraphic model developed from the ancient Rio Grande Delta in South West Texas is suggested as an analog for the Niger Delta. The two delta systems are characterized by high sand bedloads, shale diapirism with associated listric normal faulting, and large amounts of tidal and wave influence forming lower coastal plains characterized by swamps and estuaries. The sequence stratigraphic model of the ancient Rio Grande delta is based on approximately 1200 kilometers of single channel, 15 cubic inch water gun data, lithologic descriptions from approximately 25 long cores (28-30 m) located in 17-94 meters water depth, three gamma ray logs, paleontologic data from two cores, and oxygen isotopic data from one core (152 meters in length and located in 94 meters water depth). The combined data indicate that considerable quantities of sand are sequestered on the continental shelf and point sourcing the slope. The Rio Grande sequence stratigraphic model provides an improved understanding of sand deposits on the shelf, of the role of sediment bypass during lowstands, and of the base of slope deposits formed by headward eroding canyons (?) or channels (?) located at the shelf break. This information regarding the distribution of sand in the Rio Grande system can provide valuable insight into the reservoir distribution in the Niger system, improving existing reservoir predictions.

    The Mid-South Wood Products site is located in Polk County, Arkansas, approximately 1/2 mile southwest of Mena, Arkansas. The 57-acre site includes the following areas: the Old Plant site, the Small Old Pond and Old Pond areas, the North and South Landfarms, the landfill, Clear Lake and an existing chromated copper arsenate (CCA) treatment plant. The Old Plant site was used to treat wood with pentachlorophenol (PCP) and creosote; the Small Old Pond was the original impoundment for waste PCP and creosote. These two areas have been covered with soil. The Old Pond area was used to store PCP and creosote sludge and has since been graded and covered with soil; materials from the Old Pond were spread over the Landfarm areas and mixed into the soil; the Landfill area contains deposits of sawdust, woodchips, and other waste-wood products; Clear Lake receives runoff from all the above areas; the CCA treatment plant contains an ongoing wood-treating operation where the surface drainage from the plant is put in sumps.

    A team from ORAU's Independent Environmental Assessment and Verification Program performed verification survey activities on the South Test Tower and four Hazardous Waste Storage Lockers. Scan data collected by ORAU determined that both the alpha and alpha-plus-beta activity was representative of radiological background conditions. The count rate distribution showed no outliers that would be indicative of alpha or alpha-plus-beta count rates in excess of background. It is the opinion of ORAU that independent verification data collected support the site?s conclusions that the South Tower and Lockers sufficiently meet the site criteria for release to recycle and reuse.

    A reservoir engineering study was conducted of waterflood performance in the South Cowden field, an Upper Permian Grayburg reservoir on the Central Basin Platform in West Texas. The study was undertaken to understand the historically poor waterflood performance, evaluate three techniques for incorporating petrophysical measurements and geological interpretation into heterogeneous reservoir models, and identify issues in heterogeneity modeling and fluid-flow scaleup that require further research. The approach included analysis of relative permeability data, analysis of injection and production data, heterogeneity modeling, and waterflood simulation. The poor South Cowden waterflood recovery is due, in part, to completion of wells in only the top half of the formation. Recompletion of wells through the entire formation is estimated to improve recovery in ten years by 6 percent of the original oil in place in some areas of the field. A direct three-dimensional stochastic approach to heterogeneity modeling produced the best fit to waterflood performance and injectivity, but a more conventional model based on smooth mapping of layer-averaged properties was almost as good. The results reaffirm the importance of large-scale heterogeneities in waterflood modeling but demonstrate only a slight advantage for stochastic modeling at this scale. All the flow simulations required a reduction to the measured whole-core k{sub v}/k{sub h} to explain waterflood behavior, suggesting the presence of barriers to vertical flow not explicitly accounted for in any of the heterogeneity models. They also required modifications to the measured steady-state relative permeabilities, suggesting the importance of small-scale heterogeneities and scaleup. Vertical flow barriers, small-scale heterogeneity modeling, and relative permeability scaleup require additional research for waterflood performance prediction in reservoirs like South Cowden.

    Reservoir performance of the South Cowden Grayburg field suggests that only 21 percent of the original oil in place has been recovered. The purpose of this study is to construct a realistic reservoir model to be used to predict the location of the remaining mobile oil. Construction of reservoir models for fluid-flow simulation of carbonate reservoirs is difficult because they typically have complicated and unpredictable permeability patterns. Much of the difficulty results from the degree to which diagenetic overprinting masks depositional textures and patterns. For example, the task of constructing a reservoir model of a limestone reservoir that has undergone only cementation and compaction is easier than constructing a model of a karsted reservoir that has undergone cavern formation and collapse as well as cementation and compaction. The Permian-age carbonate-ramp reservoirs in the Permian Basin, West Texas and New Mexico, are typically anhydritic dolomitized limestone. Because the dolomitization occurred soon after deposition, depositional fabrics and patterns are often retained, and a reservoir model can be constructed using depositional concepts. Recent studies of the San Andres outcrop in the Guadalupe Mountains and the Seminole San Andres reservoir in the Permian Basin illustrate how depositional fabrics and patterns can be used to construct a reservoir model when depositional features are retained.

    This paper describes mid-value filtering, a specific nonlinear smoothing filtering, and widely used in graphic processing, etc. Mid-value filtering before stack of seismic data can remove wild value (inconceivable particular big value) and improve signal-noise ratio. In view of big data volume before stack, computation efficiency of mid-value filtering is critical to its feasibility. The algorithm used here is sufficiently based on the properties of mid-value filtering, so that the computation efficiency is greatly improved. It is experimentally shown that prestack mid-value filtering can quite well eliminate wild value, abnormal traces as well as surface waves, and raise signal-noise ratio. After lateral low frequency noises are removed by high pass filtering, mid-value filtering works better.

    As the Department of Energy stated in its 20% Wind Energy by 2030 report, there will need to be enhanced outreach efforts on a national, state, regional, and local level to communicate wind development opportunities, benefits and challenges to a diverse set of stakeholders. To help address this need, PennFuture was awarded funding to create the Mid-Atlantic Regional Wind Energy Institute to provide general education and outreach on wind energy development across Maryland, Virginia, Delaware, Pennsylvania and West Virginia. Over the course of the two-year grant period, PennFuture used its expertise on wind energy policy and development in Pennsylvania and expanded it to other states in the Mid-Atlantic region. PennFuture accomplished this through reaching out and establishing connections with policy makers, local environmental groups, health and economic development organizations, and educational institutions and wind energy developers throughout the Mid-Atlantic region. PennFuture conducted two regional wind educational forums that brought together wind industry representatives and public interest organizations from across the region to discuss and address wind development in the Mid-Atlantic region. PennFuture developed the agenda and speakers in collaboration with experts on the ground in each state to help determine the critical issue to wind energy in each location. The sessions focused on topics ranging from the basics of wind development; model ordinance and tax issues; anti-wind arguments and counter points; wildlife issues and coalition building. In addition to in-person events, PennFuture held three webinars on (1) Generating Jobs with Wind Energy; (2) Reviving American Manufacturing with Wind Power; and (3) Wind and Transmission. PennFuture also created a web page for the institute (http://www.midatlanticwind.org) that contains an online database of fact sheets, research reports, sample advocacy letters, top anti-wind claims and information on how to

    A mid-infrared tunable metamaterial comprises an array of resonators on a semiconductor substrate having a large dependence of dielectric function on carrier concentration and a semiconductor plasma resonance that lies below the operating range, such as indium antimonide. Voltage biasing of the substrate generates a resonance shift in the metamaterial response that is tunable over a broad operating range. The mid-infrared tunable metamaterials have the potential to become the building blocks of chip based active optical devices in mid-infrared ranges, which can be used for many applications, such as thermal imaging, remote sensing, and environmental monitoring.

Fermentation equipment and procedures are readily available. The utilization of by-products for animal feeds is discussed. Combustion characteristics and chemical properties of ethanol are reviewed. Estimates are made of costs involved in alcohol production in the mid-west region. Regional agricultural consumption of gasoline is estimated and 3 scenarios are developed.     The Turks and Caicos Islands represent the SE limit of emergent portions of the Bahamian Platform. Providenciales and West Caicos are low-lying islands, composed of Quaternary marine and eolian carbonates, that lie near the NW margin of the Caicos Bank. Highest elevations of marine skeletal-peletal grainstones on Providenciales are 6m above present s.l.; reefs associated with marine grainstones on West Caicos are 3-4m above s.l., and allowing for growth in several meters water depth support interpretation of maximum s.l. as +6m. Marine sediments are dated as approximately 50,000 C14 Years B.P. This suggests correlation with the mid-Wisconsin s.l. maximum and implies tectonic instability. Eolian dunes achieve an elevation of 48 m on Providenciales, where they are differentiated into five systems based on geomorphology and grain composition. Oolites, now generated exclusively in the narrow swash-zone, predominate on the Bank side whereas coated pellets and skeletal grains characterize calcarenites formed in the seaward reef tract. Fall in s.l. to the late Wisconsin minimum (17,000 years, perhaps -120m) generated successively lower arcs of dunes as carbonate productivity decreased, and resulted in subaerial diagenesis as the entire Bank emerged. Spectacular karst formation during the late Wisconsin as well as earlier s.l. lows provided conduits that allow restricted marine faunas to flourish in inland lakes and sink holes.

    Ground Magnetic Data for west-central Colorado Modeled ground magnetic data was extracted from the Pan American Center for Earth and Environmental Studies database at http://irpsrvgis08.utep.edu/viewers/Flex/GravityMagnetic/GravityMagnetic_CyberShare/ on 2/29/2012. The downloaded text file was then imported into an Excel spreadsheet. This spreadsheet data was converted into an ESRI point shapefile in UTM Zone 13 NAD27 projection, showing location and magnetic field strength in nano-Teslas. This point shapefile was then interpolated to an ESRI grid using an inverse-distance weighting method, using ESRI Spatial Analyst. The grid was used to create a contour map of magnetic field strength. This dataset includes the raw spreadsheet data, an ESRI point shapefile showing magnetic sample locations and magnetic field strength, and an ESRI line shapefile showing magnetic contours.     Mandatory recycling hit Connecticut in 1987, with a goal set at recycling 25% of the state's municipal solid waste. Once municipalities, haulers, and commercial operators were required to separate recyclables from garbage, no project moved forward to take the materials. CRRA already had 44 municipalities using its Mid-Connecticut waste-to-energy facility. The quickest way to accommodate these towns was to move aggressively forward to develop a Mid-Connecticut materials recycling facility and bring the recyclables in.

    Results from a global coupled ocean-atmosphere climate model and a model with specified tropical convective heating anomalies show that the South Asian monsoon was an active part of the tropical biennial oscillation (TBO). Convective heating anomalies over Africa and the western Pacific Ocean associated with the TBO altered the simulated pattern of atmospheric circulation for the Northern Hemisphere winter mid-latitude over Asia. This alteration in the mid-latitude circulation maintained temperature anomalies over South Asia through winter and helped set up the land-sea temperature contrast for subsequent monsoon development. South Asian snow cover contributed to monsoon strength but was symptomatic of the larger scale alteration in the mid-latitude atmospheric circulation pattern. 36 refs., 5 figs.

    An aerial radiological survey of the West Valley Demonstration Project and the surrounding area was conducted from mid-August through early September 1984 by EG G Energy Measurements, Inc. for the United States Department of Energy. The radiological survey was part of the United States Department of Energy Comprehensive Integrated Remote Sensing (CIRS) program, which provides state-of-the-art remote sensing to support the needs of the various DOE facilities. The survey consisted of airborne measurements of both natural and man-made gamma radiation emanating from the terrestrial surface. These measurements allowed an estimate of the distribution of isotopic concentrations in the area surrounding the project site. Results are reported as isopleths superimposed on aerial photographs of the area. Gamma ray energy spectra are also presented for the net man-made radionuclides. 8 refs., 16 figs., 9 tabs.

    The DP West Plutonium Facility operated by the Los Alamos National Laboratory, Los Alamos, New Mexico was decontaminated between April 1978 and April 1981. The facility was constructed in 1944 to 1945 to produce plutonium metal and fabricate parts for nuclear weapons. It was continually used as a plutonium processing and research facility until mid-1978. Decontamination operations included dismantling and removing gloveboxes and conveyor tunnels; removing process systems, utilities, and exhaust ducts; and decontaminating all remaining surfaces. This report describes glovebox and conveyor tunnel separations, decontamination techniques, health and safety considerations, waste management procedures, and costs of the operation.

    A chip-scale, air-clad semiconductor pedestal waveguide can be used as a mid-infrared (mid-IR) sensor capable of in situ monitoring of organic solvents and other analytes. The sensor uses evanescent coupling from a silicon or germanium waveguide, which is highly transparent in the mid-IR portion of the electromagnetic spectrum, to probe the absorption spectrum of fluid surrounding the waveguide. Launching a mid-IR beam into the waveguide exposed to a particular analyte causes attenuation of the evanescent wave's spectral components due to absorption by carbon, oxygen, hydrogen, and/or nitrogen bonds in the surrounding fluid. Detecting these changes at the waveguide's output provides an indication of the type and concentration of one or more compounds in the surrounding fluid. If desired, the sensor may be integrated onto a silicon substrate with a mid-IR light source and a mid-IR detector to form a chip-based spectrometer.

    This study, supported by the US Department of Energy, Wind Powering America Program, Maryland Department of Natural Resources and Chesapeake Bay Foundation, analyzed barriers to wind energy development in the Mid-Atlantic region along with options for overcoming or mitigating them. The Mid-Atlantic States including Delaware, Maryland, North Carolina and Virginia, have excellent wind energy potential and growing demand for electricity, but only two utility-scale projects have been installed to date. Reasons for this apathetic development of wind resources were analyzed and quantified for four markets. Specific applications are: 1) Appalachian mountain ridgeline sites, 2) on coastal plains and peninsulas, 3) at shallow water sites in Delaware and Chesapeake Bays, Albemarle and Pamlico Sounds, and 4) at deeper water sites off the Atlantic coast. Each market has distinctly different opportunities and barriers. The primary barriers to wind development described in this report can be grouped into four categories; state policy and regulatory issues, wind resource technical uncertainty, economic viability, and public interest in environmental issues. The properties of these typologies are not mutually independent and do interact. The report concluded that there are no insurmountable barriers to land-based wind energy projects and they could be economically viable today. Likewise potential sites in sheltered shallow waters in regional bay and sounds have been largely overlooked but could be viable currently. Offshore ocean-based applications face higher costs and technical and wind resource uncertainties. The ongoing research and development program, revision of state incentive policies, additional wind measurement efforts, transmission system expansion, environmental baseline studies and outreach to private developers and stakeholders are needed to reduce barriers to wind energy development.

    presented: migration occurred (1) before mid-Jurassic erosion produced a major regional unconformity or (2) about 82 million years ago. Migration pre-Laramide occurred because oil in both the Bighorn Basin and the Powder River Basin are part of the same petroleum system. Geochemical analyses of oils from producing fields across the region show the oils are all similar and have the same source and generation history. No Phosphoria source rocks exist in the project area of south-central Montana, requiring that oil migrated from distant source areas, probably in central and southwestern Wyoming. Oil shows and production in the Tensleep are absent in the northern part of the project area. This appears to be controlled by the merging of the top of the Tensleep Sandstone and the Jurassic unconformity (top of the Triassic Chugwater Formation). There should be potential for the discovery of oil in Tensleep stratigraphic traps or combination traps everywhere south of the Jurassic-Pennsylvanian Isopach zero contour except where the Tensleep has been exposed by uplift and erosion. Known Tensleep fields in south-central Montana are generally small in area, which agrees with outcrop studies that show eolian dune sequences are generally quite small in lateral extent, on the order of 10 to 40 acres. Although existing fields are small in area, they are very productive; individual wells will probably make 300,000 to 500,000 barrels of oil. In the project area, hydrodynamic considerations are important. All the existing Tensleep fields have active water drives. In many cases, the reservoir pressure today is as it was when initially discovered. In areas of high structural complexity, such as the Lodge Grass-Crow Agency fault and the Lake Basin fault zone, significant structural closure may be necessary to trap oil because of the strong hydrodynamic influence exerted by the underlying Madison Formation aquifer.

    Hello, Thanks for the invitation to the QER workshop. Here are a couple of comments that I was probably unable to fully articulate in the main session, although I did try to make some of these points in the breakout session: When considering alternatives and policy that drives alternative fuel use, it is important to learn from Policy successes and failures. Policy drivers put in place in Thailand, Brazil, and Sweden have been successful in transitions to greater alternative fuel use. US policy for Flex Fuel Vehicles has been largely unsuccessful at encouraging alternative fuel use. The fuel economy credit for the OEMs to build FFVs was generous but encouraged only modest production; nonetheless there are over 15M FFVs on the road. However, they use very little ethanol fuel due to cost ($/mile), range, etc. Natural Gas has a very real value proposition (lower $/gge) so fleet owners have good financial incentive to make the switch, even if investments are required. One participant commented that infrastructure costs are small compared to costs of imported oil. I agree with this statement. One presenter mentioned (a city?) with a law that requires infrastructure to support future EV charging be installed in any new parking garage. Great idea. (Better to have and not need than need and not have, especially when cost differential is small on the front end and very large on the back end). In the US we install about 20,000-40,000 new fuel dispensers per year (according to Gilbarco/Wayne). It would be a horrible missed opportunity to not put policy in place that encourages/requires E25 or E85-compatible dispensers. With a successful policy driver, in the next five years the nation could have over 100,000 ethanol-compatible dispensers in place, ready for a new High Octane Fuel (that could very likely contain more than 10 or 15% ethanol).     The following report is the Project Management Plan for the fifth year of the West Hackberry Tertiary Project. The West Hackberry Tertiary Project is one of four mid-term projects selected by the United States Department of Energy (DOE) as part of the DOE`s Class 1 Program for the development of advance recovery technologies in fluvial dominated deltaic reservoirs. The West Hackberry Tertiary Project is a field test of the idea that air injection can be combined with the Double Displacement Process to produce a low cost tertiary recovery process which is economic at current oil prices. The Double Displacement Process is the gas displacement of a water invaded oil column for the purpose of recovering tertiary oil by gravity drainage. The Double Displacement Process is based upon the concept that in fields such as West Hackberry waterdrive recoveries are typically 50%-60% of the original oil in place while gravity drainage recoveries average 80%-90% of the original oil in place. Therefore, by injecting a gas into a watered out reservoir, a gas cap will form an additional oil can be recovered due to gravity drainage. Although the Double Displacement Process has been shown to be successful in recovering tertiary oil in other fields, this project will be the first to utilize air injection in the Double Displacement Process. The use of air injection in this process combines the benefits of air`s low cost and universal accessibility with the potential for accelerated oil recovery due to the combustion process. If successful, this project will demonstrate that the use of air injection in the Double Displacement Process will result in an economically viable tertiary process in reservoirs where tertiary oil recovery is presently uneconomical.

    The paper gives an assay of West Texas Intermediate, one of the world's market crudes. The price of this crude, known as WTI, is followed by market analysts, investors, traders, and industry managers around the world. WTI price is used as a benchmark for pricing all other US crude oils. The 41[degree] API < 0.34 wt % sulfur crude is gathered in West Texas and moved to Cushing, Okla., for distribution. The WTI posted prices is the price paid for the crude at the wellhead in West Texas and is the true benchmark on which other US crudes are priced. The spot price is the negotiated price for short-term trades of the crude. And the New York Mercantile Exchange, or Nymex, price is a futures price for barrels delivered at Cushing.

    To date, four Federal offshore oil-and-gas leasing actions have occurred in the South Atlantic Region. Two additional South Atlantic lease offerings remain on the July 1982 final 5-year OCS oil-and-gas leasing schedule before June 1987. The South Atlantic Region consists of three major sedimentary basins: the Carolina Trough, the Blake Plateau, and the Southeast Georgia Embayment. Lease Sale 43, the first in the South Atlantic Region, featured blocks for exploration in the Southeast Georgia Embayment. Offshore operators drilled a total of six exploratory wells on blocks leased in Lease Sale 43. All were dry. The 43 leases from Lease Sale 43 have now expired, some blocks were relinquished earlier by their lease-holders. In the recent Lease Sales 56 and RS-2, and in the South Atlantic Lease Offering (July 1983), blocks leased were largely concentrated in the Carolina Trough Basin. Exploration of these blocks may begin anew in early 1984. The blocks are in deep water and will require careful, long-range planning before drilling can commence. As of July 1983, all 66 leases from the above three sales are active. Two plans of exploration have been approved by Minerals Management Service for exploration on blocks leased in Lease Sale 56. The plans are for Russell Area, Blocks 709 and 710, and Manteo Area, Block 510. Blocks 709 and 710 are held by ARCO, and Block 510 is held by Chevron. Based on current plans of exploration, operations will begin in 1984, first by Chevron, and sometime later by ARCO. Operations will be supported by a temporary service base to be established at Morehead City, North Carolina. 6 references, 4 figures.

  12. Geophysical interpretations west of and within the northwestern part of the Nevada Test Site

    This report focuses on interpretation of gravity and new magnetic data west of the Nevada Test Site (NTS) and within the northwestern part of NTS. The interpretations integrate the gravity and magnetic data with other geophysical, geological, and rock property data to put constraints on tectonic and magmatic features not exposed at the surface. West of NTS, where drill hole information is absent, these geophysical data provide the best available information on the subsurface. Interpreted subsurface features include calderas, intrusions, basalt flows and volcanoes, Tertiary basins, structurally high pre-Tertiary rocks, and fault zones. New features revealed by this study include (1) a north-south buried tectonic fault east of Oasis Mountain, which the authors call the Hogback fault; (2) an east striking fault or accommodation zone along the south side of Oasis Valley basin, which they call the Hot Springs fault; (3) a NNE striking structural zone coinciding with the western margins of the caldera complexes; (4) regional magnetic highs that probably represent a thick sequence of Tertiary volcanic rocks; and (5) two probable buried calderas that may be related to the tuffs of Tolicha Peak and of Sleeping Butte, respectively.

    West Chester University is launching a comprehensive transformation of its campus heating and cooling systems from traditional fossil fuels (coal, oil and natural gas) to geothermal. This change will significantly decrease the institution's carbon footprint and serve as a national model for green campus efforts. The institution is in the process of designing and implementing this project to build well fields, a pumping station and install connecting piping to provide the geothermal heat/cooling source for campus buildings. This project addresses the US Department of Energy Office of Energy Efficiency and Renewable Energy (EERE) goal to invest in clean energy technologies that strengthen the economy, protect the environment, and reduce dependence on foreign oil. In addition, this project advances EERE's efforts to establish geothermal energy as an economically competitive contributor to the US energy supply. For this grant, WCU will extend piping for its geo-exchange system. The work involves excavation of a trench approximately 8 feet wide and 10-12 feet deep located about 30 feet north of the curb along the north side of West Rosedale for a distance of approximately 1,300 feet. The trench will then turn north for the remaining distance (60 feet) to connect into the mechanical room in the basement of the Francis Harvey Green Library. This project will include crossing South Church Street near its intersection with West Rosedale, which will involve coordination with the Borough of West Chester. After installation of the piping, the trench will be backfilled and the surface restored to grass as it is now. Because the trench will run along a heavily-used portion of the campus, it will be accomplished in sections to minimize disruption to the campus as much as possible.

    Evaluation of data collected over a 1-year period from a 6 MW wind farm is presented in the paper. Noise propagation prediction methods are compared with each other and with field data. Three forms of regulating noise are also compared: minimum separation distance, absolute noise limit, and relative noise limit.Relative noise limits were found to offer the most comprehensive approach to regulating noise and to allow each location to be treated independently. A hemispherical spreading model appears to be a useful planning tool. 11 refs., 4 tabs.

    The West Coast Regional Carbon Sequestration Partnership is one of seven partnerships which have been established by the US Department of Energy (DOE) to evaluate carbon dioxide capture, transport and sequestration (CT&S) technologies best suited for different regions of the country. The West Coast Region comprises Arizona, California, Nevada, Oregon, Washington, and the North Slope of Alaska. Led by the California Energy Commission, the West Coast Partnership is a consortium of over thirty five organizations, including state natural resource and environmental protection agencies; national labs and universities; private companies working on CO{sub 2} capture, transportation, and storage technologies; utilities; oil and gas companies; nonprofit organizations; and policy/governance coordinating organizations. In an eighteen month Phase I project, the Partnership will evaluate both terrestrial and geologic sequestration options. Work will focus on five major objectives: (1) Collect data to characterize major CO{sub 2} point sources, the transportation options, and the terrestrial and geologic sinks in the region, and compile and organize this data via a geographic information system (GIS) database; (2) Address key issues affecting deployment of CT&S technologies, including storage site permitting and monitoring, injection regulations, and health and environmental risks (3) Conduct public outreach and maintain an open dialogue with stakeholders in CT&S technologies through public meetings, joint research, and education work (4) Integrate and analyze data and information from the above tasks in order to develop supply curves and cost effective, environmentally acceptable sequestration options, both near- and long-term (5) Identify appropriate terrestrial and geologic demonstration projects consistent with the options defined above, and create action plans for their safe and effective implementation A kickoff meeting for the West Coast Partnership was held on Sept 30-Oct

    The development of large-scale base load LNG facilities has dominated the process industry for decades. However, in many areas of the world, base load facilities are not feasible due to inadequate reserves. Mid-scale facilities can be economically attractive in certain locations and, in fact, have several advantages which aid in their development. The PRICO II LNG liquefaction process offers a process configuration which fits well with these developments. The process has been used in a range of facility sizes from base load to peak shaving applications. In addition to onshore facilities, floating liquefaction facilities can be developed on barges or tankers to handle mid-scale to large scale LNG production. Concepts for several sizes and configurations of floating facilities have been developed using the PRICO II process integrated into a total production, liquefaction, and load-out system. This paper covers the PRICO process concept, application areas and facility configurations which are currently being developed for mid-scale and floating LNG facilities.

    GAO reviewed the petroleum industries of the following eight South American Countries that produce petroleum but are not major exporters: Argentina, Bolivia, Brazil, Chile, Colombia, Ecuador, Peru, and Trinidad and Tobago. This report discusses the amount of crude oil the United States imports from the eight countries, expected crude oil production for these countries through the year 2010, and investment reforms that these countries have recently made in their petroleum industries. In general, although the United States imports some oil from these countries, as a group, the eight countries are currently net oil importers because combined domestic oil consumption exceeds oil production. Furthermore, the net oil imports are expected to continue to increase through the year 2010, making it unlikely that the United States will obtain increased oil shipments from these countries.

    A Chandra spectrum of the moderately active nearby F6 V star {pi}{sup 3} Ori is used to study the coronal properties of mid-F dwarfs. We find that {pi}{sup 3} Ori's coronal emission measure distribution is very similar to those of moderately active G and K dwarfs, with an emission measure peak near log T = 6.6 seeming to be ubiquitous for such stars. In contrast to coronal temperature, coronal abundances are known to depend on spectral type for main sequence stars. Based on this previously known relation, we expected {pi}{sup 3} Ori's corona to exhibit an extremely strong ''first ionization potential (FIP) effect'', a phenomenon first identified on the Sun where elements with low FIP are enhanced in the corona. We instead find that {pi}{sup 3} Ori's corona exhibits a FIP effect essentially identical to that of the Sun and other early G dwarfs, perhaps indicating that the increase in FIP bias toward earlier spectral types stops or at least slows for F stars. We find that {pi}{sup 3} Ori's coronal characteristics are significantly different from two previously studied mid-F stars, Procyon (F5 IV-V) and {tau} Boo (F7 V). We believe {pi}{sup 3} Ori is more representative of the coronal characteristics of mid-F dwarfs, with Procyon being different because of luminosity class, and {tau} Boo being different because of the effects of one of two close companions, one stellar ({tau} Boo B: M2 V) and one planetary.

    The West Valley Demonstration Project (WVDP), the site of a US Department of Energy environmental cleanup activity operated by West Valley Nuclear Services Co., Inc., (WVNS), is in the process of solidifying liquid high-level radioactive waste remaining at the site after commercial nuclear fuel reprocessing was discontinued. The Project is located in Western New York State, about 30 miles south of Buffalo, within the New York State-owned Western New York Nuclear Service Center (WNYNSC). This report represents a single, comprehensive source of off-site and on-site environmental monitoring data collected during 1996 by environmental monitoring personnel. The environmental monitoring program and results are discussed in the body of this report. The monitoring data are presented in the appendices. Appendix A is a summary of the site environmental monitoring schedule. Appendix B lists the environmental permits and regulations pertaining to the WVDP. Appendices C through F contain summaries of data obtained during 1996 and are intended for those interested in more detail than is provided in the main body of the report.

    Milliarcsecond very long baseline interferometry maps of regions containing 6.7 GHz methanol maser emission have lead to the recent discovery of ring-like distributions of maser spots and the plausible hypothesis that they may be tracing circumstellar disks around forming high-mass stars. We aimed to test this hypothesis by imaging these regions in the near- and mid-infrared at high spatial resolution and compare the observed emission to the expected infrared morphologies as inferred from the geometries of the maser rings. In the near-infrared we used the Gemini North adaptive optics system of ALTAIR/NIRI, while in the mid-infrared we used the combination of the Gemini South instrument T-ReCS and super-resolution techniques. Resultant images had a resolution of {approx}150 mas in both the near-infrared and mid-infrared. We discuss the expected distribution of circumstellar material around young and massive accreting (proto)stars and what infrared emission geometries would be expected for the different maser ring orientations under the assumption that the masers are coming from within circumstellar disks. Based upon the observed infrared emission geometries for the four targets in our sample and the results of spectral energy distribution modeling of the massive young stellar objects associated with the maser rings, we do not find compelling evidence in support of the hypothesis that methanol masers rings reside in circumstellar disks.

    Newly discovered pre-salt source rocks, reservoirs and seals need to be included as components to the petroleum systems of both sides of the South Atlantic. These new components lie between the pre-salt rift strata and the Aptian salt layers, forming large, post-rift, thermal subsidence sag basins. These are differentiated from the older rift basins by the lack of syn-rift faulting and a reflector geometry that is parallel to the base salt regional unconformity rather than to the Precambrian basement. These basins are observed in deep water regions overlying areas where both the mantle and the crust have been involved in the extension. This mantle involvement creates post-rift subsiding depocenters in which deposition is continuous while proximal rift-phase troughs with little or no mantle involvement are bypassed and failed to accumulate potential source rocks during anoxic times. These features have been recognized in both West African Kwanza Basin and in the East Brasil Rift systems. The pre-salt source rocks that are in the West African sag basins were deposited in lacustrine brackish to saline water environment and are geochemically distinct from the older, syn-rift fresh to brackish water lakes, as well as from younger, post-salt marine anoxic environments of the drift phase. Geochemical analyses of the source rocks and their oils have shown a developing source rock system evolving from isolated deep rift lakes to shallow saline lakes, and culminating with the infill of the sag basin by large saline lakes to a marginally marine restricted gulf. Sag basin source rocks may be important in the South Atlantic petroleum system by charging deep-water prospects where syn-rift source rocks are overmature and the post-salt sequences are immature.

    A model for northern South American tectonic and stratigraphic evolution is presented in 14 detailed, palinspastic, paleogeographic plates showing paleosedimentation and paletectonic data. Main deformational, depositional, and basin forming events along with HC maturation/migration are outlined in relation to progressive tectonic evolution. A cause-and-effect relationship between Caribbean plate motions/associated basin development and hydrocarbon maturation and migration is clear. Triassic-Jurassic rifting from Yucatan/North America produced a northern segmented passive margin, and the Cocuy backarc basin in Colombia. To the west, at end Jurassic, a marginal seaway developed west of Central Cordillera which led to passive margin conditions along the Cocuy Basin/Central Cordillera, southward to Ecuador. The margin remained passive until Campanian, when Amaime-chaucha Terrane (leading edge of Caribbean crust) collided with east vergence (southwest-dipping subduction) with Central Cordillera, closing the marginal seaway. The Colon foredeep was thus established each of Central Cordillera; continued convergence occurred by east-dipping flat-slab subduction of Caribbean crust beneath Colombia. The northerly Caribbean crust continued eastward migration along north South America. Maastrichtian -Paleogene opening of Grenada Basin accomodated a southwest-direction of interplate thrusting of Lara Nappes, producing the north Maracaibo foredeep. Paleocene-Miocene sedimentation patterns record the eastward migration of (1) peripheral bulge uplift, (2) foredeep basin and oil kitchen, (3) allochthon emplacement, (4) erosion due to isostatic rebound caused by extension. Since Middle-Late Miocene, Maracaibo Block escaped northward from Eastern Cordillera convergence by >100 km, and the southeastern Caribbean region has become transtensional rather than transpressional.

Important features of the constitutional law, statutory law, case law, and regulations of each of the 7 mid-western states (Illinois, Indiana, Kentucky, Michigan, Ohio, West Virginia, and Wisconsin) are highlighted. The introductory section examines the dual regulatory system from the standpoint of the appropriate legal doctrine, i.e., the law of pre-emption, and the application of this law to the case of hydroelectric development and regulation of water resources. A state-by-state synopsis of these important provisions of the laws of the states that have a bearing on small-scale hydroelectric development is presented.

    This annual environmental monitoring report for the West Valley Demonstration Project (WVDP or Project) is published to inform those with interest about environmental conditions at the WVDP. In accordance with U.S. Department of Energy (DOE) Order 231.1, Environment, Safety, and Health Reporting, the report summarizes calendar year (CY) 2002 environmental monitoring data so as to describe the performance of the WVDP's environmental management system, confirm compliance with standards and regulations, and highlight important programs. In 2002, the West Valley Demonstration Project, the site of a DOE environmental cleanup activity operated by West Valley Nuclear Services Co. (WVNSCO), was in the final stages of stabilizing high-level radioactive waste (HLW) that remained at the site after commercial nuclear fuel reprocessing had been discontinued in the early 1970s. The Project is located in western New York State, about 30 miles south of Buffalo, within the New York State-owned Western New York Nuclear Service Center (WNYNSC). The WVDP is being conducted in cooperation with the New York State Energy Research and Development Authority (NYSERDA). Ongoing work activities at the WVDP during 2002 included: (1) completing HLW solidification and melter shutdown; (2) shipping low-level radioactive waste off-site for disposal; (3) constructing a facility where large high-activity components can be safely packaged for disposal; (4) packaging and removing spent materials from the vitrification facility; (5) preparing environmental impact statements for future activities; (6) removing as much of the waste left behind in waste tanks 8D-1 and 8D-2 as was reasonably possible; (7) removing storage racks, canisters, and debris from the fuel receiving and storage pool, decontaminating pool walls, and beginning shipment of debris for disposal; (8) ongoing decontamination in the general purpose cell and the process mechanical cell (also referred to as the head end cells); (9) planning

    The eruptive variable V838 Monocerotis (V838 Mon) gained notoriety in 2002 when it brightened nine magnitudes in a series of three outbursts and then rapidly evolved into an extremely cool supergiant. We present optical, near-infrared (near-IR), and mid-IR spectroscopic and photometric observations of V838 Mon obtained between 2008 and 2012 at the Apache Point Observatory 3.5 m, NASA IRTF 3 m, and Gemini South 8 m telescopes. We contemporaneously analyze the optical and IR spectroscopic properties of V838 Mon to arrive at a revised spectral type L3 supergiant and effective temperature T{sub eff}?20002200 K. Because there are no existing optical observational data for L supergiants, we speculate that V838 Mon may represent the prototype for L supergiants in this wavelength regime. We find a low level of H? emission present in the system, consistent with interaction between V838 Mon and its B3V binary; however, we cannot rule out a stellar collision as the genesis event, which could result in the observed H? activity. Based upon a two-component blackbody fit to all wavelengths of our data, we conclude that, as of 2009, a shell of ejecta surrounded V838 Mon at a radius of R=26310 AU with a temperature of T=2852 K. This result is consistent with IR interferometric observations from the same era and predictions from the Lynch et al. model of the expanding system, which provides a simple framework for understanding this complicated system.

  13. Scattering assisted injection based injectorless mid infrared quantum cascade laser

    An injectorless five-well mid infrared quantum cascade laser is analyzed which relies on phonon scattering injection in contrast to resonant tunneling injection, which has been previously used for injectorless designs. A Monte Carlo based self-consistent electron and photon transport simulator is used to analyze the performance of the analyzed design and compare it to existing injectorless designs. The simulation results show that the analyzed design could greatly enhance the optical gain and the characteristic temperatures of injectorless quantum cascade lasers (QCLs) which have typically been hindered by low characteristic temperatures and significant temperature related performance degradation. Simulations of the analyzed device predict threshold current densities of 0.85?kA/cm{sup 2} and 1.95?kA/cm{sup 2} at 77?K and 300?K, respectively, which are comparable to the threshold current densities of conventional injector based QCLs.
