    Petroleum production in Middle East countries during 1980 totaled 6,747,719,000 bbl or an average rate of 18,436,390,000 bbl/d, down 13.9% from 1979. Increases were in Saudi Arabia and Syria. Significant decreases occurred in Iraq, Iran, Kuwait, and Turkey. New discoveries were made in Abu Dhabi, Iran, Saudi Arabia, Sharjah, and Oman. New areas were explored in Bahrain, Oman, Syria, and Yemen. 9 figures, 16 tables.

  2. Prestack mid-value filtering

    This paper describes mid-value filtering, a specific nonlinear smoothing filtering, and widely used in graphic processing, etc. Mid-value filtering before stack of seismic data can remove wild value (inconceivable particular big value) and improve signal-noise ratio. In view of big data volume before stack, computation efficiency of mid-value filtering is critical to its feasibility. The algorithm used here is sufficiently based on the properties of mid-value filtering, so that the computation efficiency is greatly improved. It is experimentally shown that prestack mid-value filtering can quite well eliminate wild value, abnormal traces as well as surface waves, and raise signal-noise ratio. After lateral low frequency noises are removed by high pass filtering, mid-value filtering works better.

  3. Mid-infrared tunable metamaterials

    A mid-infrared tunable metamaterial comprises an array of resonators on a semiconductor substrate having a large dependence of dielectric function on carrier concentration and a semiconductor plasma resonance that lies below the operating range, such as indium antimonide. Voltage biasing of the substrate generates a resonance shift in the metamaterial response that is tunable over a broad operating range. The mid-infrared tunable metamaterials have the potential to become the building blocks of chip based active optical devices in mid-infrared ranges, which can be used for many applications, such as thermal imaging, remote sensing, and environmental monitoring.

    An analysis of the observed data for the tropospheric ozone at mid latitudes in east Asia is done. There are three ways by which the tropospheric ozone is calculated, namely: (1) Ozonesonde measurements, (2) Fishman`s method of Residual Ozone and (3) TOMS measurements - an indirect method of calculating tropospheric ozone. In addition the surface ozone values at the network sites in Japan is also considered. The analysis of data is carried out for a period of twelve years from 1979 to 1991. In general it is observed that the tropospheric ozone is more in summer than winter, obviously because of the larger tropopause height in summer. On an average for the period of the analysis, the ozone values are at a high of about 60 DU (dobson units). While in winter the values go down to around 30 DU. Also a time series analysis shows an increasing trend in the values over the years. The ozonesonde values are correlated more to the TOMS tropospheric ozone values. For the stations analyzed in Japan, the TOMS tropospheric ozone values are generally greater than the ozonesonde values. The analysis of the average monthly surface ozone in Japan shows highs in spring and lows in summer. This can be attributed to movement of pollutant laden fronts towards Japan during spring. The highs for surface ozone are about 50 DU while the lows are around 20 DU.

    The Middle East countries that border on, or are near, the Persian Gulf hold over 65% of the world`s estimated proven crude oil reserves and 32% of the world`s estimated proven natural gas reserves. In fact, approximately 5% of the world`s total proven gas reserves are located in Qatar`s offshore North Field. This large natural gas/condensate field is currently under development to supply three LNG export projects, as well as a sub-sea pipeline proposal to export gas to Pakistan. The Middle East will continue to be a major source of crude oil and oil products to world petroleum markets, including fuel for existing and future base load, intermediate cycling and peaking electric generation plants. In addition, as the Persian Gulf countries turn their attention to exploiting their natural gas resources, the fast-growing need for electricity in the Asia-Pacific and east Africa areas offers a potential market for both pipeline and LNG export opportunities to fuel high efficiency, gas-fired combustion turbine power plants. Mr. Mitchell`s portion of this paper will discuss the background, status and timing of several Middle Eastern gas export projects that have been proposed. These large gas export projects are difficult and costly to develop and finance. Consequently, any IPP developers that are considering gas-fired projects which require Mid-East LNG as a fuel source, should understand the numerous sources and timing to securing project debt, loan terms and conditions, and, restrictions/credit rating issues associated with securing financing for these gas export projects. Mr. Newendorp`s section of the paper will cover the financing aspects of these projects, providing IPP developers with additional considerations in selecting the primary fuel supply for an Asian-Pacific or east African electric generation project.

Once municipalities, haulers, and commercial operators were required to separate recyclables from garbage, no project moved forward to take the materials. CRRA already had 44 municipalities using its Mid-Connecticut waste-to-energy facility. The quickest way to accommodate these towns was to move aggressively forward to develop a Mid-Connecticut materials recycling facility and bring the recyclables in.

    As the Department of Energy stated in its 20% Wind Energy by 2030 report, there will need to be enhanced outreach efforts on a national, state, regional, and local level to communicate wind development opportunities, benefits and challenges to a diverse set of stakeholders. To help address this need, PennFuture was awarded funding to create the Mid-Atlantic Regional Wind Energy Institute to provide general education and outreach on wind energy development across Maryland, Virginia, Delaware, Pennsylvania and West Virginia. Over the course of the two-year grant period, PennFuture used its expertise on wind energy policy and development in Pennsylvania and expanded it to other states in the Mid-Atlantic region. PennFuture accomplished this through reaching out and establishing connections with policy makers, local environmental groups, health and economic development organizations, and educational institutions and wind energy developers throughout the Mid-Atlantic region. PennFuture conducted two regional wind educational forums that brought together wind industry representatives and public interest organizations from across the region to discuss and address wind development in the Mid-Atlantic region. PennFuture developed the agenda and speakers in collaboration with experts on the ground in each state to help determine the critical issue to wind energy in each location. The sessions focused on topics ranging from the basics of wind development; model ordinance and tax issues; anti-wind arguments and counter points; wildlife issues and coalition building. In addition to in-person events, PennFuture held three webinars on (1) Generating Jobs with Wind Energy; (2) Reviving American Manufacturing with Wind Power; and (3) Wind and Transmission. PennFuture also created a web page for the institute (http://www.midatlanticwind.org) that contains an online database of fact sheets, research reports, sample advocacy letters, top anti-wind claims and information on how to

    A chip-scale, air-clad semiconductor pedestal waveguide can be used as a mid-infrared (mid-IR) sensor capable of in situ monitoring of organic solvents and other analytes. The sensor uses evanescent coupling from a silicon or germanium waveguide, which is highly transparent in the mid-IR portion of the electromagnetic spectrum, to probe the absorption spectrum of fluid surrounding the waveguide. Launching a mid-IR beam into the waveguide exposed to a particular analyte causes attenuation of the evanescent wave's spectral components due to absorption by carbon, oxygen, hydrogen, and/or nitrogen bonds in the surrounding fluid. Detecting these changes at the waveguide's output provides an indication of the type and concentration of one or more compounds in the surrounding fluid. If desired, the sensor may be integrated onto a silicon substrate with a mid-IR light source and a mid-IR detector to form a chip-based spectrometer.

    This study, supported by the US Department of Energy, Wind Powering America Program, Maryland Department of Natural Resources and Chesapeake Bay Foundation, analyzed barriers to wind energy development in the Mid-Atlantic region along with options for overcoming or mitigating them. The Mid-Atlantic States including Delaware, Maryland, North Carolina and Virginia, have excellent wind energy potential and growing demand for electricity, but only two utility-scale projects have been installed to date. Reasons for this apathetic development of wind resources were analyzed and quantified for four markets. Specific applications are: 1) Appalachian mountain ridgeline sites, 2) on coastal plains and peninsulas, 3) at shallow water sites in Delaware and Chesapeake Bays, Albemarle and Pamlico Sounds, and 4) at deeper water sites off the Atlantic coast. Each market has distinctly different opportunities and barriers. The primary barriers to wind development described in this report can be grouped into four categories; state policy and regulatory issues, wind resource technical uncertainty, economic viability, and public interest in environmental issues. The properties of these typologies are not mutually independent and do interact. The report concluded that there are no insurmountable barriers to land-based wind energy projects and they could be economically viable today. Likewise potential sites in sheltered shallow waters in regional bay and sounds have been largely overlooked but could be viable currently. Offshore ocean-based applications face higher costs and technical and wind resource uncertainties. The ongoing research and development program, revision of state incentive policies, additional wind measurement efforts, transmission system expansion, environmental baseline studies and outreach to private developers and stakeholders are needed to reduce barriers to wind energy development.

    Waste disposal site selection and facility design in regions dominated by carbonate bedrock must carefully consider karst development and the factors which contribute to subsidence activity. The Department of Energy's (DOE) Oak Ridge National Laboratory has completed a three phase study of karst subsidence in East Tennessee to quantify historical subsidence activity. The purpose of the study was to determine the principal factors which cause karst subsidence in the region. Techniques used and results obtained in this study form a basis for more detailed risk assessment at the local scale within the region. As development pressures diminish available land for various uses, risk-based land use decisions must be made to site critical facilities. To fulfill the study objectives a three phase study was designed including, (1) collection of subsidence data and compilation of a database, (2) performance of detailed studies of subsidence in three, two-to-five square-mile areas, and (3) synthesis of data obtained to; quantify the predominant sinkhole collapse dimensions, and identify events prior to subsidence or collapse events which may have caused the event, and estimate the intensity of subsidence as a function of geologic unit within subregional areas of higher and lower subsidence risk. 4 refs., 7 figs., 2 tabs.

    Under the Resource Conservation and Recovery Act of 1976 guidelines and requirements from the Tennessee Department of Environment and Conservation (TDEC), the Y-12 Plant initiated investigation and monitoring of various sites within its boundaries in the mid-1980s. The entire Oak Ridge Reservation (ORR) was placed on the National Priorities List of the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (CERCLA) sites in November 1989. Following CERCLA guidelines, sites within the ORR require a remedial investigation (RI) to define the nature and extent of contamination, evaluate the risks to public health and the environment, and determine the goals for a feasibility study (FS) or an engineering evaluation/cost analysis (EE/CA) of potential remedial actions. Data from monitoring wells at the east end of the Y-12 Plant have identified an area of groundwater contamination dominated by the volatile organic compound (VOC) carbon tetrachloride; other VOCs include chloroform, tetrachloroethene, and trichloroethene.

    Selected fuel elements stored in both ``good fuel`` and ``bad fuel`` canisters in K East Basin were extracted and visually examined full length for damage. Lower end damage in the ``bad fuel`` canisters was found to be more severe than expected based on top end appearances. Lower end damage for the ``good fuel`` canisters, however, was less than expected based on top end observations. Since about half of the fuel in K East Basin is contained in ``good fuel`` canisters based on top end assessments, the fraction of fuel projected to be intact with respect to IPS processing considerations remains at 50% based on these examination results.

    During the last 15 years, the Circum-Pacific Map Project Northwest Quadrant Panel (NWQP) has created a map inventory of geoscience data at a scale of 1:10,000,000. Now, for East Asia, a second set of thematic maps is being initiated cooperatively by the Circum-Pacific Council for Energy and Mineral Resources and the Committee for Coordination of Joint Prospecting for Mineral Resources in Asian Offshore Areas (CCOP). These new maps will constitute the East Asia Map Project, and they will present geoscience parameters at a scale of 1:2,000,000 that can be used to evaluate the potential for undiscovered resources with the application of new deposit modeling methodologies. The following map series are being compiled or are under consideration: geography, geotectonics, geophysics, mineral resources, energy resources, and hazards. The U.S, Geological Survey (USGS) is compiling the East Asia Geographic Map Series. Shorelines, rivers, and international boundaries have been computer plotted by the National Mapping Division from the most detailed version of the World Data Bank II (WDB II). This publicly available bank was hand digitized from a 1:3,000,000-scale global map compiled from a variety of sources. The East Asia series is composed of eight overlapping sheets with Lambert Azimuthal Equal-Area Projection having a common point of origin at 120{degree}E and 15{degree}N; neatlines for each sheet are 39{degree} {times} 54.4{degree}. Titles reflect each map's coverage: Sheet 1, Japan/Korea/Northeast China; Sheet 2, Southeast China; Sheet 3, Southeast Asia; Sheet 4, Philippines; Sheet 5, Malaysia/ West Indonesia; Sheet 6, East Indonesia; Sheet 7, Papua New Guinea/ Solomon Islands; and Sheet 8, Western Pacific Islands. Contours have been scribed by the USGS's Office of International Geology.

    All of the major international oil companies have extensive operations in the Far East, and in most cases, these operations account for a significant part of their worldwide earnings. In the refining and marketing end of the business, near-term profitability could be hampered by problems in the Singapore refining center. An expansion of Indonesian refining capacity has reduced profits from processing arrangements, and new Saudi product exports will enter Singapore starting this year. Longer term, however, the strong economic growth in the region renders it a highly attractive area in which to operate. On the producing end, rising output will boost profits for the international oil companies in Indonesia and Malaysia. Caltex (a 50/50 joint venture between Chevron and Texaco) is one of the largest marketers in the Far East. It will not initially be affected greatly by the Singapore refinery problem, as its production from this area goes directly into its own marketing system rather than into the open market. Exxon is a medium-size marketer with especially strong positions in Japan, Malaysia and Thailand. However, the company could be vulnerable to near-term problems in Singapore. Mobil, another medium-size marketer, has a very strong position in Japan but problems in Australia. As those problems are corrected, earnings should grow over time. The Royal Dutch Shell Group is one of the largest marketers in the Far East, with good positions in Singapore, Malaysia and Australia. Shell will have difficulty adjusting to the changing conditions in Singapore, but once this is complete, downstream earnings growth should resume. British Petroleum (BP) has a smaller upstream and downstream presence than the other international oils. Estimated 1983 Far East earnings are tabulated for these five companies. 5 figures.

    The development of large-scale base load LNG facilities has dominated the process industry for decades. However, in many areas of the world, base load facilities are not feasible due to inadequate reserves. Mid-scale facilities can be economically attractive in certain locations and, in fact, have several advantages which aid in their development. The PRICO II LNG liquefaction process offers a process configuration which fits well with these developments. The process has been used in a range of facility sizes from base load to peak shaving applications. In addition to onshore facilities, floating liquefaction facilities can be developed on barges or tankers to handle mid-scale to large scale LNG production. Concepts for several sizes and configurations of floating facilities have been developed using the PRICO II process integrated into a total production, liquefaction, and load-out system. This paper covers the PRICO process concept, application areas and facility configurations which are currently being developed for mid-scale and floating LNG facilities.

    A Chandra spectrum of the moderately active nearby F6 V star {pi}{sup 3} Ori is used to study the coronal properties of mid-F dwarfs. We find that {pi}{sup 3} Ori's coronal emission measure distribution is very similar to those of moderately active G and K dwarfs, with an emission measure peak near log T = 6.6 seeming to be ubiquitous for such stars. In contrast to coronal temperature, coronal abundances are known to depend on spectral type for main sequence stars. Based on this previously known relation, we expected {pi}{sup 3} Ori's corona to exhibit an extremely strong ''first ionization potential (FIP) effect'', a phenomenon first identified on the Sun where elements with low FIP are enhanced in the corona. We instead find that {pi}{sup 3} Ori's corona exhibits a FIP effect essentially identical to that of the Sun and other early G dwarfs, perhaps indicating that the increase in FIP bias toward earlier spectral types stops or at least slows for F stars. We find that {pi}{sup 3} Ori's coronal characteristics are significantly different from two previously studied mid-F stars, Procyon (F5 IV-V) and {tau} Boo (F7 V). We believe {pi}{sup 3} Ori is more representative of the coronal characteristics of mid-F dwarfs, with Procyon being different because of luminosity class, and {tau} Boo being different because of the effects of one of two close companions, one stellar ({tau} Boo B: M2 V) and one planetary.

    The Scrap Tire Management Council (STMC) is a North American tire manufacturer-sponsored advocacy organization, created to identify and promote environmentally and economically sound markets for scrap tires. This presentation gives a national overview of the scrap tire situation, and focuses on the Tennessee and Mid-south region. National generation rates and markets for scrap tires are discussed, and markets for scrap tires are described. The major markets identified are fuel, rubber products, and civil engineering applications. Three technologies that may have an impact on scrap tire recycling are discussed: pyrolysis, gasification, and devulcanization.

    The East Siberian region, which comprises nearly 43% of Russia`s territory (including the Sakha (Yakut) republic), has substantial hydrocarbon potential that is impeded by significant logistical problems, the daunting physical environment, and technical challenges posed by the geological complexity of the region. The area`s three major oil and gas provinces are the Lena-Tunguska (with the greatest potential), Lena-Vilyuy, and Yenisey-Anabar. The paper focuses on assessment of reserves, production potential, and history, as well as joint-venture activity involving foreign capital. Foreign investment is targeting gas deposits in the Vilyuy basin and elsewhere in the Sakha republic and small oil deposits serving local markets in the Yakutsk and Noril`sk areas. Forecasts do not envisage substantial production of oil from the region before the year 2010.     This study investigates predation by piscivorous waterbirds on juvenile salmonids (Oncorhynchus spp.) from throughout the Columbia River Basin. During 2006, study objectives in the Columbia River estuary, work funded by the Bonneville Power Administration, were to (1) monitor and evaluate previous management initiatives to reduce Caspian tern (Hydroprogne caspia) predation on juvenile salmonids (smolts); (2) measure the impact of double-crested cormorant (Phalacrocorax auritus) predation on smolt survival, and assess potential management options to reduce cormorant predation; and (3) monitor large colonies of other piscivorous waterbirds in the estuary (i.e., glaucous-winged/western gulls [Larus glaucescens/occidentalis]) to determine the potential impacts on smolt survival. Study objectives on the mid-Columbia River, work funded by the Walla Walla District of the U.S. Army Corps of Engineers, were to (1) measure the impact of predation by Caspian terns and double-crested cormorants on smolt survival; and (2) monitor large nesting colonies of other piscivorous waterbirds (i.e., California gulls [L. californicus], ring-billed gulls [L. delawarensis], American white pelicans [Pelecanus erythrorhynchos]) on the mid-Columbia River to determine the potential for significant impacts on smolt survival. Our efforts to evaluate system-wide losses of juvenile salmonids to avian predation indicated that Caspian terns and double-crested cormorants were responsible for the vast majority of smolt losses to avian predators in the Columbia Basin, with most losses occurring in the Columbia River estuary. In 2006, East Sand Island in the Columbia River estuary supported the largest known breeding colonies of Caspian terns and double-crested cormorants in the world. The Caspian tern colony on East Sand Island consisted of about 9,200 breeding pairs in 2006, up slightly (but not significantly so) from the estimate of colony size in 2005 (8,820 pairs).   8. Scattering assisted injection based injectorless mid infrared quantum cascade laser

    An injectorless five-well mid infrared quantum cascade laser is analyzed which relies on phonon scattering injection in contrast to resonant tunneling injection, which has been previously used for injectorless designs. A Monte Carlo based self-consistent electron and photon transport simulator is used to analyze the performance of the analyzed design and compare it to existing injectorless designs. The simulation results show that the analyzed design could greatly enhance the optical gain and the characteristic temperatures of injectorless quantum cascade lasers (QCLs) which have typically been hindered by low characteristic temperatures and significant temperature related performance degradation. Simulations of the analyzed device predict threshold current densities of 0.85?kA/cm{sup 2} and 1.95?kA/cm{sup 2} at 77?K and 300?K, respectively, which are comparable to the threshold current densities of conventional injector based QCLs.

    We classify the spectral energy distributions (SEDs) of 431,038 sources in the 9 deg{sup 2} Boötes field of the NOAO Deep Wide-Field Survey (NDWFS). There are up to 17 bands of data available per source, including ultraviolet (GALEX), optical (NDWFS), near-IR (NEWFIRM), and mid-infrared (IRAC and MIPS) data, as well as spectroscopic redshifts for ∼20,000 objects, primarily from the AGN and Galaxy Evolution Survey. We fit galaxy, active galactic nucleus (AGN), stellar, and brown dwarf templates to the observed SEDs, which yield spectral classes for the Galactic sources and photometric redshifts and galaxy/AGN luminosities for the extragalactic sources. The photometric redshift precision of the galaxy and AGN samples are σ/(1 + z) = 0.040 and σ/(1 + z) = 0.169, respectively, with the worst 5% outliers excluded. On the basis of the χ{sub ν}{sup 2} of the SED fit for each SED model, we are able to distinguish between Galactic and extragalactic sources for sources brighter than I = 23.5 mag. We compare the SED fits for a galaxy-only model and a galaxy-AGN model. Using known X-ray and spectroscopic AGN samples, we confirm that SED fitting can be successfully used as a method to identify large populations of AGNs, including spatially resolved AGNs with significant contributions from the host galaxy and objects with the emission line ratios of 'composite' spectra. We also use our results to compare with the X-ray, mid-IR, optical color, and emission line ratio selection techniques. For an F-ratio threshold of F > 10, we find 16,266 AGN candidates brighter than I = 23.5 mag and a surface density of ∼1900 AGN deg{sup –2}.

    Pulse radiolysis, utilizing electron pulses from accelerators, is the definitive method for adding single positive or negative charges to molecules. It is also among the most effective means for creating free radicals. Such species are particularly important in applications such as redox catalysis relevant to solar energy conversion and advanced nuclear energy systems. Coupled with fast UV-visible detection, pulse radiolysis has become an extremely powerful method for monitoring the kinetics of the subsequent reactions of these species on timescales ranging from picoseconds to seconds. However, in many important contexts the radicals formed are difficult to identify due to their broad and featureless UV-visible absorption spectra. Time-resolved infrared (TRIR) absorption spectroscopy is a powerful structural probe of short-lived intermediates, which allows multiple transient species to be clearly identified and simultaneously monitored in a single process. Unfortunately, due to technical challenges the coupling of fast (sub-millisecond) TRIR with pulse radiolysis has received little attention, being confined to gas-phase studies. Taking advantage of recent developments in mid-IR laser technology, we have recently begun developing nanosecond TRIR detection methodologies for condensed-phase samples at our Laser Electron Accelerator Facility (LEAF). The results of preliminary pulse radiolysis-TRIR investigations on the formation of the one-electron reduced forms of CO{sub 2} reduction catalysts (e.g. see above) and their interactions with CO{sub 2} will be presented.

    Achieving thermonuclear ignition using direct laser illumination relies on the capability to accelerate spherical shells to high implosion velocities while maintaining shell integrity. Ablator materials of moderate atomic number Z reduce the detrimental effects of laser–plasma instabilities in direct-drive implosions. To validate the physics of moderate-Z ablator materials for ignition target designs on the National Ignition Facility (NIF), hydro-equivalent targets are designed using pure plastic (CH), high-density carbon, and glass (SiO{sub 2}) ablators. The hydrodynamic stability of these targets is investigated through two-dimensional (2D) single-mode and multimode simulations. The overall stability of these targets to laser-imprint perturbations and low-mode asymmetries makes it possible to design high-gain targets. Designs using polar-drive illumination are developed within the NIF laser system specifications. Mid-Z ablator targets are an attractive candidate for direct-drive ignition since they present better overall performance than plastic ablator targets through reduced laser–plasma instabilities and a similar hydrodynamic stability.

  18. MID-INFRARED EXTINCTION AND ITS VARIATION WITH GALACTIC LONGITUDE

    Based on the data obtained from the Spitzer/Galactic Legacy Infrared Midplane Survey Extraordinaire (GLIPMSE) Legacy Program and the Two Micron All Sky Survey (2MASS) project, we derive the extinction in the four IRAC bands, [3.6], [4.5], [5.8], and [8.0] mum, relative to the 2MASS K{sub s} band (at 2.16 mum) for 131 GLIPMSE fields along the Galactic plane within |l| <= 65 deg., using red giants and red clump giants as tracers. As a whole, the mean extinction in the IRAC bands (normalized to the 2MASS K{sub s} band), A{sub [3.6]}/A{sub K{sub s}}approx0.63+-0.01, A{sub [4.5]}/A{sub K{sub s}}approx0.57+-0.03, A{sub [5.8]}/A{sub K{sub s}}approx0.49+-0.03, A{sub [8.0]}/A{sub K{sub s}}approx0.55+-0.03, exhibits little variation with wavelength (i.e., the extinction is somewhat flat or gray). This is consistent with previous studies and agrees with that predicted from the standard interstellar grain model for R{sub V} = 5.5 by Weingartner and Draine. As far as individual sightline is concerned, however, the wavelength dependence of the mid-infrared interstellar extinction A{sub l}ambda/A{sub K{sub s}} varies from one sightline to another, suggesting that there may not exist a 'universal' IR extinction law. We, for the first time, demonstrate the existence of systematic variations of extinction with Galactic longitude which appears to correlate with the locations of spiral arms as well as with the variation of the far-infrared luminosity of interstellar dust.

  19. Deep Residential Retrofits in East Tennessee

    Executive Summary Oak Ridge National Laboratory (ORNL) is furthering residential energy retrofit research in the mixed-humid climate of East Tennessee by selecting 10 homes and guiding the homeowners in the energy retrofit process. The homeowners pay for the retrofits, and ORNL advises which retrofits to complete and collects post-retrofit data. This effort is in accordance with the Department of Energy s Building America program research goal of demonstrating market-ready energy retrofit packages that reduce home energy use by 30 50%. Through this research, ORNL researchers hope to understand why homeowners decide to partake in energy retrofits, the payback of home energy retrofits, and which retrofit packages most economically reduce energy use. Homeowner interviews help the researchers understand the homeowners experience. Information gathered during the interviews will aid in extending market penetration of home energy retrofits by helping researchers and the retrofit industry understand what drives homeowners in making positive decisions regarding these retrofits. This report summarizes the selection process, the pre-retrofit condition, the recommended retrofits, the actual cost of the retrofits (when available), and an estimated energy savings of the retrofit package using EnergyGauge . Of the 10 households selected to participate in the study, only five completed the recommended retrofits, three completed at least one but no more than three of the recommended retrofits, and two households did not complete any of the recommended retrofits. In the case of the two homes that did none of the recommended work, the pre-retrofit condition of the homes and the recommended retrofits are reported. The five homes that completed the recommended retrofits are monitored for energy consumption of the whole house, appliances, space conditioning equipment, water heater, and most of the other circuits with miscellaneous electric loads (MELs) and lighting.     East Germans are working hard on a strategy to improve their polluted environment. Industrial plants are largely responsible for this pollution. A shroud of haze veils the suburbs of East Berlin. Far to the south the giant power plants around Leipzig pour more dust and sulfur dioxide into the air than in any other country in Europe. More than 90% of the country's electricity comes from brown coal, accompanied by prodigious quantities of dust and sulfur dioxide: almost 6 million tones of sulfur dioxide and more than 2 million tones of dust in 1988. East Germany enjoys some of the cheapest energy in the world, and the world's third highest energy consumption per capita, behind the United States, and Canada. Naturally, is also suffers air quality and health problems. The country is trying to cut down on consumption and clean up on generation. Actually, water quality is the number one priority, which unlike air is in very short supply.

    A new type of toroidal long Radiation Stripline Antenna (RSA) is presented, which can effectively improve antenna radiation, leading in reduction of max voltage on transmission line and decrease of the sensitivity to ELM's of the ICRF system at some frequencies. Based on the new concept, a 4-straps RSA is proposed for EAST device. Using 3-D computing simulator code (HFSS), RF current distribution, S-parameters and electromagnetic field distribution on and near the RSA ICRF antenna are analyzed and compared with present ICRF antenna on EAST.

New fields went on production in Oman and Yemen Arab Republic, and significant discoveries were reported in Iraq, Yemen Arab Republic, Oman, and Syria.     The United States Department of Energy (DOE) and the National Nuclear Security Administration (NNSA) at their Nevada Site Office (NSO) are addressing ground-water contamination resulting from historical underground nuclear testing through the Environmental Management (EM) program and, in particular, the Underground Test Area (UGTA) project. One issue of concern is the nature of the somewhat poorly constrained pre-Tertiary geology and its effects on ground-water flow. Ground-water modelers would like to know more about the hydrostratigraphy and geologic structure to support a hydrostratigraphic framework model that is under development for the Rainier Mesa/Shoshone Mountain Corrective Action Unit (CAU) (Bechtel Nevada, 2006). During 2003, the U.S. Geological Survey (USGS), in cooperation with the DOE and NNSA-NSO, collected and processed data at the Nevada Test Site in and near Yucca Flat (YF) to help define the character, thickness, and lateral extent of the pre-tertiary confining units. We collected 51 magnetotelluric (MT) and audio-magnetotelluric (AMT), stations for that research (Williams and others, 2005a, 2005b, 2005c, 2005d, 2005e, 2005f). In early 2005 we extended that research with 26 additional MT data stations (Williams and others, 2006), located on and near Rainier Mesa and Shoshone Mountain (RM-SM). The new stations extended the area of the hydrogeologic study previously conducted in Yucca Flat. This work was done to help refine what is known about the character, thickness, and lateral extent of pre-Tertiary confining units. In particular, a major goal was to define the upper clastic confining unit (UCCU). The UCCU is comprised of late Devonian to Mississippian siliciclastic rocks assigned to the Eleana Formation and Chainman Shale. The UCCU underlies the Yucca Flat area and extends westward towards Shoshone Mountain, southward to Buckboard Mesa, and northward to Rainier Mesa.     Sandia National Laboratories and the Institute for Global Conflict and Cooperation hosted a workshop on the application of cooperative monitoring to the Middle East. The workshop, held in Albuquerque, New Mexico, from July 17 through 21, 1994, was sponsored by the US Department of Energy, the Arms Control and Disarmament Agency, and the US Department of State. The meeting, which focused on use of technical monitoring tools and sharing of collected information to facilitate regional agreements, included participants from five regional countries as well as from American universities, the US government, and US National Laboratories. Some attendees previously participated in meetings of the Arms Control and Regional Security working group of the Middle East Multilateral Peace Talks. The workshop combined presentations, demonstrations and hands-on experimentation with monitoring hardware and software. An exercise was conducted to evaluate and recommend cooperative monitoring options for a model agreement between two hypothetical countries. Historical precedents were reviewed and the role of environmental and natural resource conflicts explored. These activities were supplemented by roundtable discussions covering Middle East security issues, the relationship of ``national means`` to cooperative monitoring, and cooperative monitoring of ballistic missiles in the Middle East.

    LPG sales through 2010 in regions east of the Suez Canal (East of Suez) will grow at more than twice those in regions west of the canal. East-of-Suez sales will grow at more than 4.0%/year, compared to slightly less than 2.0%/year growth in sales West of Suez. East-of-Suez sales will reach 92 million tons/year (tpy) by 2010, accounting for 39% of the worldwide total. This share was 31% in1995 and only 27% in 1990. LPG sales worldwide will reach 192 million tons in 2000 and 243 million tpy by 2010. In 1995, they were 163 million tons. These are some of the major conclusions of a recent study by Frank R. Spadine, Christine Kozar, and Rudy Clark of New York City-based consultant Poten and Partners Inc. Details of the study are in the fall report ``World Trade in LPG 1990--2010``. This paper discusses demand segments, seaborne balance, Western sources, largest trading region, North American supplies, and other supplies.

    A solar box cooker produced in Tanzania, East Africa with indigenous materials is described. When compared to a commercially produced glass and cardboard one, it was found to perform as well. Heat transfer through each major component of the cooker is presented. The smallest losses were through the walls of the box. The greatest losses were observed in the cover system.

Significant decreases occurred in Iraq, Iran, Kuwait, Divided Neutral Zone, Qatar, and Abu Dhabi. New discoveries were made in Oman, Saudi Arabia, and Abu Dhabi.

  17. East Spar: Alliance approach for offshore gasfield development

    East spar is a gas/condensate field 25 miles west of Barrow Island, offshore Western Australia. Proved plus probable reserves at the time of development were estimated at 430 Bcf gas and 28 million bbl of condensate. The field was discovered in early 1993 when the Western Australia gas market was deregulated and the concept of a gas pipeline to the gold fields was proposed. This created a window of opportunity for East Spar, but only if plans could be established quickly. A base-case development plan was established to support gas marketing while alternative plans could be developed in parallel. The completed East Spar facilities comprise two subsea wells, a subsea gathering system, and a multiphase (gas/condensate/water) pipeline to new gas-processing facilities. The subsea facilities are controlled through a navigation, communication, and control (NCC) buoy. The control room and gas-processing plant are 39 miles east of the field on Varanus Island. Sales gas is exported through a pre-existing gas-sales pipeline to the Dampier-Bunbury and Goldfields Gas Transmission pipelines. Condensate is stored in and exported by use of pre-existing facilities on Varanus Island. Field development from approval to first production took 22 months.     Several experiments on different machines and in different fast wave (FW) heating regimes, such as hydrogen minority heating and high harmonic fast waves, have found strong interactions between radio-frequency (RF) waves and the scrape-off layer (SOL) region. This paper examines the propagation and the power loss in the SOL by using the full wave code AORSA, in which the edge plasma beyond the last closed flux surface (LCFS) is included in the solution domain and a collisional damping parameter is used as a proxy to represent the real, and most likely nonlinear, damping processes. 3D AORSA results for the National Spherical Torus eXperiment (NSTX), where a full antenna spectrum is reconstructed, are shown, confirming the same behavior found for a single toroidal mode results in Bertelli et al, Nucl. Fusion, 54 083004, 2014, namely, a strong transition to higher SOL power losses (driven by the RF field) when the FW cut-off is moved away from in front of the antenna by increasing the edge density. Additionally, full wave simulations have been extended to “conventional” tokamaks with higher aspect ratios, such as the DIII-D, Alcator C-Mod, and EAST devices. DIII-D results show similar behavior found in NSTX and NSTX-U, consistent with previous DIII-D experimental observations. In contrast, a different behavior has been found for Alcator C-Mod and EAST, which operate in the minority heating regime unlike NSTX/NSTX-U and DIII-D, which operate in the mid/high harmonic regime. A substantial discussion of some of the main aspects, such as (i) the pitch angle of the magnetic field; (ii) minority heating vs. mid/high harmonic regimes is presented showing the different behavior of the RF field in the SOL region for NSTX-U scenarios with different plasma current. Finally, the preliminary results of the impact of the SOL region on the evaluation of the helicon current drive efficiency in DIII-D is presented for the first time and briefly compared with the different regimes

    As the most populated region of the world, Asia is a major source of aerosols with potential large impact over vast downstream areas. Papers published in this special section describe the variety of aerosols observed in China and their effects and interactions with the regional climate as part of the East Asian Study of Tropospheric Aerosols and Impact on Regional Climate (EAST-AIRC). The majority of the papers are based on analyses of observations made under three field projects, namely, the Atmospheric Radiation Measurements (ARM) Mobile Facility mission in China (AMF10 China), the East Asian Study of Tropospheric Aerosols: an International Regional Experiment (EAST-AIRE), and the Atmospheric Aerosols of China and their Climate Effects (AACCE). The former two are US-China collaborative projects and the latter is a part of the China’s National Basic Research program (or often referred to as “973 project”). Routine meteorological data of China are also employed in some studies. The wealth of general and specialized measurements lead to extensive and close-up investigations of the optical, physical and chemical properties of anthropogenic, natural, and mixed aerosols; their sources, formation and transport mechanisms; horizontal, vertical and temporal variations; direct and indirect effects and interactions with the East Asian monsoon system. Particular efforts are made to advance our understanding of the mixing and interaction between dust and anthropogenic pollutants during transport. Several modeling studies were carried out to simulate aerosol impact on radiation budget, temperature, precipitation, wind and atmospheric circulation, fog, etc. In addition, impacts of the Asian monsoon system on aerosol loading are also simulated.

  4. A story of revival: United Coal's East Gulf preparation plant

    Some say beauty is in the eye of the beholder, but when United Coal purchased the assets of White Mountain Mining in late 2005, the attractiveness of the acquired assets did not require much debate. Whilst the Pocahontas Coal reserves included in the acquisition were very desirable for producing coke, the East Gulf preparation plant was in poor condition. In order to minimize cost, maintenance and manpower whilst increasing production, the circuits in the existing plant were modified and the Barvoy Vessel was replaced with a single, pump fed, 30-inch Krebs HM cyclone. A spiral circuit was added as were screen bowl centrifuges. Finally the plant was given a structural upgrade and a new siding was installed. With the East Gulf restoration project complete, the United Coal Co. (UCC) and Pocahontas Coal are now considering expanding the Affinity complex. 2 figs., 6 photos.

    Petroleum production in Middle East countries during 1982 totaled 4,499,464,000 bbl (an average rate of 12,162,915 BOPD), down 21.5% from 1981. Increases were in Iraq, Iran, and Oman. Significant decreases occurred in Kuwait, Divided Neutral Zone, Saudi Arabia, Qatar, and Abu Dhabi. New discoveries were reported in Oman, Syria, Abu Dhabi, Dubai, Iran, and Saudi Arabia.
