    This report on National Environmental Policy Act (NEPA) compliance at Sandia National Laboratories/New Mexico (SNL/NM) chronicles past and current compliance activities and includes a recommended strategy that can be implemented for continued improvement. This report provides a list of important references. Attachment 1 contains the table of contents for SAND95-1648, National Environmental Policy Act (NEPA) Compliance Guide Sandia National Laboratories (Hansen, 1995).   7. NM WAIDS: A PRODUCED WATER QUALITY AND INFRASTRUCTURE GIS DATABASE FOR NEW MEXICO OIL PRODUCERS

    The New Mexico Water and Infrastructure Data System (NM WAIDS) seeks to alleviate a number of produced water-related issues in southeast New Mexico. The project calls for the design and implementation of a Geographical Information System (GIS) and integral tools that will provide operators and regulators with necessary data and useful information to help them make management and regulatory decisions. The major components of this system are: (1) Databases on produced water quality, cultural and groundwater data, oil pipeline and infrastructure data, and corrosion information. (2) A web site capable of displaying produced water and infrastructure data in a GIS or accessing some of the data by text-based queries. (3) A fuzzy logic-based, site risk assessment tool that can be used to assess the seriousness of a spill of produced water. (4) A corrosion management toolkit that will provide operators with data and information on produced waters that will aid them in deciding how to address corrosion issues. The various parts of NM WAIDS will be integrated into a website with a user-friendly interface that will provide access to previously difficult-to-obtain data and information. Primary attention during the first six months of this project was focused on creating the water quality databases for produced water and surface water, along with collecting of corrosion information and building parts of the corrosion toolkit. Work on the project to date includes: (1) Creation of a water quality database for produced water analyses. The database was compiled from a variety of sources and currently has over 7000 entries for New Mexico. (2) Creation of a web-based data entry system for the water quality database. This system allows a user to view, enter, or edit data from a web page rather than having to directly access the database. (3) Creation of a semi-automated data capturing system for use with standard water quality analysis forms. This system improves the accuracy and speed of water quality data entry. (4) Acquisition of ground water data from the New Mexico State Engineer's office, including chloride content and TDS (Total Dissolved Solids) for over 30,000 data points in southeast New Mexico. (5) Creation of a web-based scale prediction tool, again with a web-based interface, that uses two common scaling indices to predict the likelihood of scaling. This prediction tool can either run from user input data, or the user can select samples from the water analysis database. (6) Creation of depth-to-groundwater maps for the study area. (7) Analysis of water quality data by formation. (8) Continuation of efforts to collect produced water quality information from operators in the southeast New Mexico area. (9) Qualitative assessment of produced water from various formations regarding corrosivity. (10) Efforts at corrosion education in the region through operator visits. Future work on this project will include: (1) Development of an integrated web and GIS interface for all the information collected in this effort. (2) Continued development of a fuzzy logic spill risk assessment tool that was initially developed prior to this project. Improvements will include addition of parameters found to be significant in determining the impact of a brine spill at a specific site. (3) Compilation of both hard copy and online corrosion toolkit material.

    As part of the design of the Process and Environmental Technology Laboratory (PETL) in FY97, an energy conservation report (ECR) was completed. The original energy baseline for the building, established in Title 1 design, was 595,000 BTU/sq. ft./yr, site energy use. Following the input of several reviewers and the incorporation of the various recommendations into the Title 2 design, the projected energy consumption was reduced to 341,000 BTU/sq. ft./yr. Of this reduction, it is estimated that about 150,000 BTU/sq. ft./yr resulted from inclusion of more energy efficient options into the design. The remaining reductions resulted from better accounting of energy consumption between Title 1 ECR and the final ECR. The energy efficient features selected by the outcome of the ECR were: (1) Energy Recovery system, with evaporative cooling assist, for the Exhaust/Make-up Air System; (2) Chilled Water Thermal Storage system; (3) Premium efficiency motors for large, year-round applications; (4) Variable frequency drives for all air handling fan motors; (4) Premium efficiency multiple boiler system; and (5) Lighting control system. The annual energy cost savings due to these measures will be about $165,000. The estimated annual energy savings are two million kWhrs electric, and 168,000 therms natural gas, the total of which is equivalent to 23,000 million BTUs per year. Put into the perspective of a typical office/light lab at SNL/NM, the annual energy savings is equal the consumption of a 125,000 square foot building. The reduced air emissions are approximately 2,500 tons annually.

    Laser-based time-resolved infrared absorption spectroscopy has been applied to the study of the 248-nm photolysis of the pseudo-nickel carbonyl, tricarbonylnitrosylcobalt, in the gas phase. Co(CO)/sub 3/NO dissociates by a series of sequential ligand eliminations to give predominantly CoCO. This species reacts back with parent Co(CO)/sub 3/NO with a gas kinetic rate constant of (6.4 +/- 0.6) x 10/sup -10/ cm/sup 3/ molecule/sup -1/ s/sup -1/ to form a binuclear species, (Co/sub 2/(CO)/sub 4/NO), of unknown structure. Added CO results in the formation of Co(CO)/sub 3/ and finally Co(CO)/sub 4/. The rate constant for the reactions of CO with Co(CO) is (6.2 +/- 0.6) x 10/sup -11/ cm/sup 3/ molecule/sup -1/ s/sup -1/ which is also a lower limit for the rates of reaction of CO with Co(CO)/sub 2/ and Co(CO)/sub 3/. This behavior shows marked similarity with recent work on the other carbonyls and begins to establish a general pattern for metal carbonyl photolysis.

    This Pollution Prevention Opportunity Assessment (PPOA) was conducted for the two Sandia National Laboratories/New Mexico cafeteria facilities between May and August 2005. The primary purpose of this PPOA is to assess waste and resource reduction opportunities and issue Pollution Prevention (P2) recommendations for Sandia's food service facilities. This PPOA contains recommendations for energy, water and resource reduction, as well as material substitution based upon environmentally preferable purchasing. Division 3000 has requested the PPOA report as part of the Division's compliance effort to implement the Environmental Management System (EMS) per DOE Order 450.1. This report contains a summary of the information collected and analyses performed with recommended options for implementation. The SNL/NM P2 Group will work with Division 3000 and the respective cafeteria facilities to implement these options.

    The Ecological Footprint Model is a mechanism for measuring the environmental effects of operations at Sandia National Laboratories in Albuquerque, New Mexico (SNL/NM). This analysis quantifies environmental impact associated with energy use, transportation, waste, land use, and water consumption at SNL/NM for fiscal year 2005 (FY05). Since SNL/NM's total ecological footprint (96,434 gha) is greater than the waste absorption capacity of its landholdings (338 gha), it created an ecological deficit of 96,096 gha. This deficit is equal to 886,470lha, or about 3,423 square miles of Pinyon-Juniper woodlands and desert grassland. 89% of the ecological footprint can be attributed to energy use, indicating that in order to mitigate environmental impact, efforts should be focused on energy efficiency, energy reduction, and the incorporation of additional renewable energy alternatives at SNL/NM.

    This assessment takes the result of the FY08 performance target baseline of mercury at Sandia National Laboratories/New Mexico, and records the steps taken in FY09 to collect additional data, encourage the voluntary reduction of mercury, and measure success. Elemental (metallic) mercury and all of its compounds are toxic, and exposure to excessive levels can permanently damage or fatally injure the brain and kidneys. Elemental mercury can also be absorbed through the skin and cause allergic reactions. Ingestion of inorganic mercury compounds can cause severe renal and gastrointestinal damage. Organic compounds of mercury such as methyl mercury, created when elemental mercury enters the environment, are considered the most toxic forms of the element. Exposures to very small amounts of these compounds can result in devastating neurological damage and death.1 SNL/NM is required to report annually on the site wide inventory of mercury for the Environmental Protection Agency's (EPA) Toxics Release Inventory (TRI) Program, as the site's inventory is excess of the ten pound reportable threshold quantity. In the fiscal year 2008 (FY08) Pollution Prevention Program Plan, Section 5.3 Reduction of Environmental Releases, a performance target stated was to establish a baseline of mercury, its principle uses, and annual quantity or inventory. This was accomplished on July 29, 2008 by recording the current status of mercury in the Chemical Information System (CIS).

    We have made precise observations of a thorium-argon hollow cathode lamp emission spectrum in the region between 350 nm and 1175 nm using a high-resolution Fourier transform spectrometer. Our measurements are combined with results from seven previously published thorium line lists to re-optimize the energy levels of neutral, singly, and doubly ionized thorium (Th I, Th II, and Th III). Using the optimized level values, we calculate accurate Ritz wavelengths for 19, 874 thorium lines between 250 nm and 5500 nm (40, 000 cm{sup –1} to 1800 cm{sup –1}). We have also found 102 new thorium energy levels. A systematic analysis of previous measurements in light of our new results allows us to identify and propose corrections for systematic errors in Palmer and Engleman and typographical errors and incorrect classifications in Kerber et al. We also found a large scatter with respect to the thorium line list of Lovis and Pepe. We anticipate that our Ritz wavelengths will lead to improved measurement accuracy for current and future spectrographs that make use of thorium-argon or thorium-neon lamps as calibration standards.

    This study examines the history, current status and future prospects for increased coal use in Mexico. Environmental implications of the power-generation capacity expansion plans are examined in general terms. Mexican environmental law and regulations are briefly reviewed along with the new sense of urgency in the cleanup of existing environmental problems and avoidance of new problems as clearly mandated in recent Mexican government policy initiatives. It is expected that new capital facilities will need to incorporate the latest in process and technology to comply with existing environmental regulation. Technology developments which address these issues are identified. What opportunities have new initiatives caused by the recent diversification of Mexico`s energy economy offered US firms? This report looks at the potential future use of coal in the Mexican energy economy, examining this issue with an eye toward identifying markets that might be available to US coal producers and the best way to approach them. Market opportunities are identified by examining new developments in the Mexican economy generally and the energy economy particularly. These developments are examined in light of the current situation and the history which brought Mexico to its present status.

    Mexico, considered the Saudi Arabia of the Western Hemisphere because of its proven and potential petroleum reserves, has surprised the world: it has embarked on the biggest nuclear-electric program in the Third World, only to postpone it days before scheduled approval of an international bidding (on which the atomic energy industry had pinned its hopes). A graph shows Mexican supplies of electricity by source with official projections to 1990. The point of entrance of the first nuclear reactor, originally scheduled for 1982, won't come onstream until 1983; and how nuclear-generated electricity grows close to 5% of the total in 1990. The big question is, will the future President of Mexico give the green light to the atomic megaproject. And if he does, how will Mexico deal with the serious logistics problems and grave ecological implications confronting the industry worldwide. In this issue, the author and Energy Detente touch on these questions and review the nuclear power status of Mexico, as well as addressing some of its global problems. Also presented in this issue is an update of the fuel price/tax series for the Western Hemisphere countries.

    In this study, we present experimental evidence of single electron-induced upsets in commercial 28 nm and 45 nm CMOS SRAMs from a monoenergetic electron beam. Upsets were observed in both technology nodes when the SRAM was operated in a low power state. The experimental cross section depends strongly on both bias and technology node feature size, consistent with previous work in which SRAMs were irradiated with low energy muons and protons. Accompanying simulations demonstrate that δ-rays produced by the primary electrons are responsible for the observed upsets. Additional simulations predict the on-orbit event rates for various Earth and Jovian environmentsmore » for a set of sensitive volumes representative of current technology nodes. The electron contribution to the total upset rate for Earth environments is significant for critical charges as high as 0.2 fC.     A 213 nm laser beam is capable of single photon ablative photodecomposition for the removal of a polymer or biological material substrate. Breaking the molecular bonds and displacing the molecules away from the substrate in a very short time period results in most of the laser photon energy being carried away by the displaced molecules, thus minimizing thermal damage to the substrate. The incident laser beam may be unfocussed and is preferably produced by quintupling the 1064 nm radiation from a Nd:YAG solid state laser, i.e., at 213 nm. In one application, the 213 nm laser beam is expanded in cross section and directed through a plurality of small beta barium borate (BBO) crystals for increasing the energy per photon of the laser radiation directed onto the substrate. The BBO crystals are arranged in a crystal matrix array to provide a large laser beam transmission area capable of accommodating high energy laser radiation without damaging the BBO crystals. The BBO crystal matrix array may also be used with 266 nm laser radiation for carrying out single or multi photon ablative photodecomposition. The BBO crystal matrix array may also be used in an optical parametric oscillator mode to generate high power tunable laser radiation in the range of 210-400 nm.

    Sandia National Laboratories/New Mexico (SNL/NM) is operated in support of the U.S. Department of Energy (DOE) mission to provide weapon component technology and hardware for national security needs, and to conduct fundamental research and development (R&D) to advance technology in energy research, computer science, waste management, electronics, materials science, and transportation safety for hazardous and nuclear components. In support of this mission, the Environmental Safety and Health (ES&H) Center at SNL/NM conducts extensive environmental monitoring, surveillance, and compliance activities to assist SNL`s line organizations in meeting all applicable environmental regulations applicable to the site including those regulating radiological and nonradiological effluents and emissions. Also herein are included, the status of environmental programs that direct and manage activities such as terrestrial surveillance; ambient air and meteorological monitoring; hazardous, radioactive, and solid waste management; pollution prevention and waste minimization; environmental restoration (ER); oil and chemical spill prevention; and National Environmental Policy Act (NEPA) documentation.     Solar power towers, based on molten salt technology, have been the subject of extensive research and development since the late 1970s. In the mid 1980s, small experimental plants were successfully fielded in the USA and France that demonstrated the feasibility of the concept at a 1 to 2 MW{sub e} scale. Systems analyses indicate this technology will be cost competitive with coal-fired power plants after scaling-up plant size to the 100 to 200 MW{sub e} range. To help bridge the scale-up gap, a 10 MW{sub e} demonstration project known as Solar Two, was successfully operated in California, USA from 1996 to 1999. The next logical step could be to scale-up further and develop a 30 MW{sub e} project within the country of Mexico. The plant could be built by an IPP industrial consortium consisting of USA's Boeing and Bechtel Corporations, combined with Mexican industrial and financial partners. Plausible technical and financial characteristics of such a ``Solar-Two-type'' Mexican project are discussed in this paper.

    Since the early 1990s, Los Alamos National Laboratory (LANL) has applied electric grid models and simulation software to problems of national significance. This effort continues with a variety of other projects funded by the Department of Energy (DOE), other federal and state agencies and private companies. Critical to the success of these programs is the ability to integrate regional-scale models of the electric grid, to assess the propagation of grid impacts, and to present interactively the effect of potential mitigating actions required to stabilize the grid. All of these capabilities are applied in this study, to accomplish the following goals and objectives: (1) Develop an AC power flow model representing future conditions within New Mexico's electric grid, using commercial tools accepted by the utility industry; (2) Conduct a 'screening' analysis of options for accelerating potential renewable energy development through the addition of a statewide transmission collector system; (3) Estimate total revenue needed, jobs created (temporary and permanent) plus indirect and direct impacts to the state's economy; (4) Evaluate potential cost allocation methodology; and (5) Issue a project report that will provide information for policy direction by state regulators, project developers, and legislators.

    The imaging specifications for extreme ultraviolet lithography (EUVL) projection optics parallel those of other optical lithographies. Specifications are scaled to reflect the 100 nm critical dimension for the first generation EUVL systems. The design being fabricated for the Engineering Test Stand, an EUVL alpha tool, consists of a condenser with six channels to provide an effective partial coherence factor of 0.7. The camera contains four mirrors; three of the mirrors are aspheres and the fourth is spherical. The design of the optical package has been constrained so that the angles of incidence and the variations in the angle of incidence of all rays allow for uniform multilayer coatings. The multilayers introduce a slight shift in image position and magnification. We have shown that a system aligned with visible light is also aligned at 13.4 nm. Each mirror must be fabricated with an RMS figure error of less than 0.25 nm and better than 0.2 nm RMS roughness. Optical surfaces that exceed each of these specifications individually have been fabricated. The success of EUVL requires that these specifications be met simultaneously.

    The Long Baseline Neutrino Facility intends to use unprecedented volumes of liquid argon to fill a time projection chamber in an underground facility. Research is under way to place the electronics inside the cryostat. For reasons of efficiency and economics, the lifetimes of these circuits must be well in excess of 20 years. The principle mechanism for lifetime degradation of MOSFET devices and circuits operating at cryogenic temperatures is hot carrier degradation. Choosing a process technology that is, as much as possible, immune to such degradation and developing design techniques to avoid exposure to such damage are the goals. This, then, requires careful investigation and a basic understanding of the mechanisms that underlie hot carrier degradation and the secondary effects they cause in circuits. In this work, commercially available 130 nm and 65 nm nMOS transistors operating at cryogenic temperatures are investigated. Our results show that both technologies achieve the lifetimes required by the experiment. Minimal design changes are necessary in the case of the 130 nm process and no changes whatsoever are necessary for the 65 nm process.

    CsBr/Cr photocathodes were found [1,2] to meet the requirements of a multi-electron beam lithography system operating with a light energy of 4.8 eV (257nm). The fact that photoemission was observed with a light energy below the reported 7.3 eV band gap for CsBr was not understood. This paper presents experimental results on the presence of intra-band gap absorption sites (IBAS) in CsBr thin film photo electron emitters, and presents a model based on IBAS to explain the observed photoelectron emission behavior at energies below band gap. A fluorescence band centered at 330 nm with a FWHM of about 0.34 eV was observed in CsBr/Cr samples under 257 nm laser illumination which can be attributed to IBAS and agrees well with previously obtained synchrotron photoelectron spectra[1] from the valence band of CsBr films.

    Rio Grande Pipeline, a joint venture between Mid-America Pipeline Co., Amoco Pipeline Co. and Navajo Pipeline Co., has broken new ground in the energy industry as the first LPG pipeline to cross the US-Mexico border. Plans for the project were announced in November 1995 and first deliveries started three months ago on March 21, 1997. The 8-inch, 265-mile pipeline originates near Odessa, TX, where it receives an 85-15 propane-butane mix via a connection to Mid-America Pipeline. From Odessa, product moves west through the Texas desert and crosses the Rio Grande River about 15 miles south of El Paso near Clint, TX and extends 20 miles into Mexico. Capacity of the line is 24,000 bpd and it has been averaging about 22,000 bpd since line-fill. All in all, it sounded like a reasonably feasible, routine project. But perceptions can be deceiving, or at least misleading. In other words, the project can be summarized as follows: one river, two cultures and a world of difference. The official border crossing for pipeline construction took place on Dec. 2, 1996, with a directional drill under the Rio Grande River, but in actuality, the joint venture partners were continually bridging differences in language, laws, customs and norms with Pemex and contracted workers from Mexico.
