    As a result of the agreement between the respective presidents, a joint study was undertaken to analyze the possibilities of increasing the international electricity exchange between the two countries. Responsibility for this undertaking was assigned to the United States Department of Energy (DOE) and to the Direccion de Energia de Mexico (DEM) through the Comision Federal de Electricidad (CFE). Representatives from Mexico and the US were chosen from the regional utilities along the border between the two countries and made up working groups that particiated in the study. With the support of both governments, and a high degree of cooperation between the two countries, work on the study was completed within fourteen months The completion of the study has been a major step in broadening the base of bilateral energy relations. the study highlights the opportunities for increased electricity exchanges, which could increase cooperation along the common border. Expansion of electricity interchange could offer substantial economic benefit to both countries, both directly and indirectly. Direct benefits include increased reliability of electric power and cost savings through economies of scale and diversity of peak demand patterns. Indirect benefits include improved economic and employment opportunities, especially in the border areas of both countries. This report provides background on the history of past exchanges and the characteristics of the US and Mexico electric systems, a summary of opportunities and incentives, and suggestions for procedures to remove obstacles and constraints.

    This article intends to set forth the necessity for reform in the United States policy and procedures regarding approval of power transfers between the United States and Mexico. In order to do this, the article will review the history of electrical power transfers between the United States and Mexico (Part II), analyze recent regulatory changes in the United States and Mexico which may result in increased power exports to Mexico (Part III), evaluate the extent to which the present permit and authorization system in the United States considers the increased environmental burden of such power transfers (Part IV), and, where appropriate, propose some procedural and policy reforms that could take into account the environmental burdens generated by the production of power destined for transfer across the United States-Mexico border (Part V).

    Abstract: Strategic environmental assessment (SEA) for offshore oil and gas planning and development is utilized in select international jurisdictions, but the sector has received limited attention in the SEA literature. While the potential benefits of and rationale for SEA are well argued, there have been few empirical studies of SEA processes for the offshore sector. Hence, little is known about the efficacy of SEA offshore, in particular its influence on planning and development decisions. This paper examines SEA practice and influence in three international offshore systems: Norway, Atlantic Canada and the United Kingdom, with the intent to identify the challenges, lessons and opportunities for advancing SEA in offshore planning and impact assessment.     Purpose: The use of prophylactic antithrombotic drugs to prevent arterial thrombosis during the periprocedural period during (percutaneous) peripheral arterial interventions (PAIs) is still a matter of dispute, and clear evidence-based guidelines are lacking. To create those guidelines, a study group was formed in the Netherlands in cooperation with the Dutch Society of Vascular Surgery and the Society of Interventional Radiology. The study group is called 'Consensus on Arterial PeriProcedural Anticoagulation (CAPPA).' Materials and Methods: The CAPPA study group devised and distributed a comprehensive questionnaire amongst Dutch interventional radiologists (IRs). Results: One hundred forty-two IRs responded (68 %) to the questionnaire. Almost no IR stopped acetyl salicylic acid before interventions, and 40 % stopped clopidogrel before PAI but not before carotid artery stenting (CAS). A flushing solution on the sideport of the sheath was used routinely by 30 % of IRs in PAI and by 50 % of IRs during CAS. A minority of IRs used a heparinised flushing solution (28 %). Unfractionated heparin was used by 95 % of IRs as bolus; 5000 IU was the most used dosage. Timing of administration varied widely. A majority of IRs (75 %) repeated heparin administration after 1 h. Conclusion: A substantial variety exists amongst IRs in the Netherlands regarding the use of prophylactic periprocedural antithrombotic drugs to prevent arterial thrombosis during PAI. When compared with varying results regarding the use of heparin in the United Kingdom, the variety in the Netherlands showed a different pattern. The proven variety in these countries, and also between these countries, emphasises the need for authoritative studies to develop evidence-based practical guidelines.

    The Dragon Reactor was constructed at the United Kingdom Atomic Energy Research Establishment at Winfrith in Dorset through the late 1950's and into the early 1960's. It was a High Temperature Gas Cooled Reactor (HTR) with helium gas coolant and graphite moderation. It operated as a fuel testing and demonstration reactor at up to 20 MW (Thermal) from 1964 until 1975, when international funding for this project was terminated. The fuel was removed from the core in 1976 and the reactor was put into Safestore. To meet the UK's Nuclear Decommissioning Authority (NDA) objective to 'drive hazard reduction' [1] it is necessary to decommission and remediate all the Research Sites Restoration Ltd (RSRL) facilities. This includes the Dragon Reactor where the activated core, pressure vessel and control rods and the contaminated primary circuit (including a {sup 90}Sr source) still remain. It is essential to remove these hazards at the appropriate time and return the area occupied by the reactor to a safe condition. (author)

    In this paper, the development of cogeneration, wind energy and demand-side management in the Netherlands, Denmark, Germany and the United Kingdom are compared. It is discussed to what extent these developments are determined by the liberalization process. Three key liberalization variables are identified: unbundling, privatization and introduction of competition. The analysis suggests that unbundling prior to introduction of full competition in generation is particularly successful in stimulating industrial cogeneration; simultaneous introduction of competition and unbundling mainly stimulates non-cogeneration gas-based capacity; and introduction of competition in itself is likely to impede the development of district-heating cogeneration. Furthermore, it is argued that development of wind energy and demand-side management are primarily dependent on the kind of support system set up by policy makers rather than on the liberalization process. Negative impacts of introduction of competition on integrated resource planning and commercial energy services could nevertheless be expected.

    Ford, Bacon and Davis Utah, Inc., has reevaluated the Phillips/United Nuclear site in order to revise the December 1977 engineering assessment of the problems resulting from the existence of radioactive uranium mill tailings at Ambrosia Lake, New Mexico. This engineering assessment has included the preparation of topographic maps, the performance of core drillings and radiometric maps, the performance of core drillings and radiometric measurements sufficient to determine areas and volumes of tailings and radiation exposures of individuals and nearby populations, the investigations of site hydrology and meteorology, and the evaluation and costing of alternative corrective actions. Radon gas released from the 2.6 million dry tons of tailings at the Phillips/United Nuclear site constitutes the most significant environmental impact, although windblown tailings and external gamma radiation also are factors. The four alternative actions presented in this engineering assessment range from millsite decontamination with the addition of 3 m of stabilization cover material, to removal of the tailings to remote disposal sites and decontamination of the tailings site. Cost estimates for the four options range from about $21,500,000 for stabilization in-place, to about $45,200,000 for disposal at a distance of about 15 mi. Three principal alternatives for the reprocessing of the Phillips/United Nuclear tailings were examined: heap leaching; treatment at an existing mill; reprocessing at a new conventional mill constructed for tailings reprocessing. The cost of the uranium recovered would be about $87/lb of U/sub 3/O/sub 8/ by either heap leach or conventional plant process. The spot market price for uranium was $25/lb early in 1981. Reprocessing the Phillips/United Nuclear tailings for uranium recovery does not appear to be economically attractive under present or foreseeable market conditions.

This report compares sets from the US Department of Energy, the Soviet Union, and the United Kingdom with those calculated by the Idaho National Engineering Laboratory Fusion Safety Program. The objectives were to identify trends and potential outlying values for specific radionuclides and contribute to a future benchmark evaluation of the CARR computer code. Fifty-year committed effective dose equivalent factors were compared for the inhalation and ingestion pathways. External effective dose equivalent rates were compared for the air immersion and ground surface exposure pathways. Comparisons were made by dividing dose factors in the different data bases by the values in the FSP data base. Differences in DCF/DRCF values less than a factor of 2 were considered to be in good agreement and are likely due to the use of slightly different decay data, variations in the number of organs considered for calculating CEDE, and rounding errors. DCF/DRCF values that differed by greater than a factor of 10 were considered to be significant. These differences are attributed primarily to the use of different radionuclide decay data, selection and nomenclature for different isomeric states, treatment of progeny radionuclides, differences in calculational methodology, and assumptions on a radionuclide's chemical form.

    The Global Threat Reduction Initiative (GTRI) reduces and protects vulnerable nuclear and radiological material located at civilian sites worldwide from sabotage, theft or diversion. The GTRI program has worked successfully with foreign countries to remove and protect nuclear and radioactive materials including high-activity sources used in medical, commercial, and research applications. There are many barriers to successful bilateral cooperation that must be overcome including language, preconceived perceptions, long distances, and different views on the threat and protection requirements. Successful cooperation is often based on relationships and building trusting relationships takes time. In the case of Mexico, GTRI first made contact in 2005. The project then lost momentum and stalled. At the same time, GTRI’s cooperation with the Republic of Colombia was a resounding success resulting in the securing of forty sites; the consolidation of numerous disused/orphan sources at a secure national storage facility; and, the development of a comprehensive approach to security including, inter alia, training and sustainability. The government of Colombia also showcased this comprehensive approach to thirteen Central American and Caribbean countries at a GTRI regional security conference held in Panama in October 2004. Representatives from the Colombian government were aware of GTRI’s interest in initiating cooperation with the Government of Mexico and to facilitate this cooperation, they offered to invite their Mexican counterparts to Colombia to observe its successful cooperation with GTRI. Shortly after that visit, the Government of Mexico agreed to move forward and requested that the cooperative efforts in Mexico be performed in a tripartite manner, leveraging the skills, experience, and resources of the Colombians. As a result, 22 of Mexico’s largest radioactive sites have had security upgrades in place within 18 months of cooperation.

    The UK is adopting an open fuel cycle, and is necessarily moving to a regime of long term storage of spent fuel, followed by geological disposal once a geological disposal facility (GDF) is available. The earliest GDF receipt date for legacy spent fuel is assumed to be 2075. The UK is set to embark on a programme of new nuclear build to maintain a nuclear energy contribution of 16 GW. Additionally, the UK are considering a significant expansion of nuclear energy in order to meet carbon reduction targets and it is plausible to foresee a scenario where up to 75 GW from nuclear power production could be deployed in the UK by the mid 21. century. Such an expansion, could lead to spent fuel storage and its disposal being a dominant issue for the UK Government, the utilities and the public. If the UK were to transition a closed fuel cycle, then spent fuel storage should become less onerous depending on the timescales. The UK has demonstrated a preference for wet storage of spent fuel on an interim basis. The UK has adopted an approach of centralised storage, but a 16 GW new build programme and any significant expansion of this may push the UK towards distributed spent fuel storage at a number of reactors station sites across the UK.

    The United States Agency for International Development (USAID) Enhancing Capacity for Low Emission Development Strategies (EC-LEDS) program is designing its second phase of assistance to the Government of Mexico (GOM). In preparation for program design, USAID has asked the National Renewable Energy Laboratory (NREL) to assist in identifying options for enabling renewable energy in Mexico and reducing greenhouse gas (GHG) emissions in the energy sector. The NREL team conducted a literature review and consulted with over 20 Mexican agencies and organizations during a two-week temporary duty assignment (TDY) to Mexico to identify gaps, opportunities, and program theme areas for Mexico.

    A front end is currently under construction consisting of a H{sup -} Penning ion source (65 keV, 60 mA), low energy beam transport (LEBT), and radio frequency quadrupole (3 MeV output energy) with a medium energy beam transport suitable for high power proton applications. Diagnostics can be divided either in destructive techniques such as beam profile monitor, pepperpot, slit-slit emittance scanner (preferably used during commissioning) or nondestructive, permanently installed devices such as photodetachment-based techniques. Another way to determine beam distributions is a scintillator with charge-coupled device camera. First experiments have been performed to control the beam injection into the LEBT. The influence of beam parameters such as particle energy and space-charge compensation on the two-dimensional distribution and profiles will be presented.

    Highlights: > Energy balances were calculated for the thermal treatment of biodegradable wastes. > For wood and RDF, combustion in dedicated facilities was the best option. > For paper, garden and food wastes and mixed waste incineration was the best option. > For low moisture paper, gasification provided the optimum solution. - Abstract: Waste management policies and legislation in many developed countries call for a reduction in the quantity of biodegradable waste landfilled. Anaerobic digestion, combustion and gasification are options for managing biodegradable waste while generating renewable energy. However, very little research has been carried to establish the overall energy balance of the collection, preparation and energy recovery processes for different types of wastes. Without this information, it is impossible to determine the optimum method for managing a particular waste to recover renewable energy. In this study, energy balances were carried out for the thermal processing of food waste, garden waste, wood, waste paper and the non-recyclable fraction of municipal waste. For all of these wastes, combustion in dedicated facilities or incineration with the municipal waste stream was the most energy-advantageous option. However, we identified a lack of reliable information on the energy consumed in collecting individual wastes and preparing the wastes for thermal processing. There was also little reliable information on the performance and efficiency of anaerobic digestion and gasification facilities for waste.

    Robin W. Grimes, Professor at Imperial College, London,was the third speaker in the the May 26, 2011 EFRC Forum session, "Global Perspectives on Frontiers in Energy Research." In his presentation, Professor Grimes discussed recent research endeavors in advanced nuclear energy systems being pursued in the UK. The 2011 EFRC Summit and Forum brought together the EFRC community and science and policy leaders from universities, national laboratories, industry and government to discuss "Science for our Nation's Energy Future." In August 2009, the Office of Science established 46 Energy Frontier Research Centers. The EFRCs are collaborative research efforts intended to accelerate high-risk, high-reward fundamental research, the scientific basis for transformative energy technologies of the future. These Centers involve universities, national laboratories, nonprofit organizations, and for-profit firms, singly or in partnerships, selected by scientific peer review. They are funded at $2 to $5 million per year for a total planned DOE commitment of $777 million over the initial five-year award period, pending Congressional appropriations. These integrated, multi-investigator Centers are conducting fundamental research focusing on one or more of several ?grand challenges? and use-inspired ?basic research needs? recently identified in major strategic planning efforts by the scientific community. The purpose of the EFRCs is to integrate the talents and expertise of leading scientists in a setting designed to accelerate research that transforms the future of energy and the environment.

    This report presents the results of the Gulf of Mexico Regional Collaborative (GoMRC), a year-long project funded by NASA. The GoMRC project was organized around end user outreach activities, a science applications team, and a team for information technology (IT) development. Key outcomes are summarized below for each of these areas. End User Outreach ? Successfully engaged federal and state end users in project planning and feedback ? With end user input, defined needs and system functional requirements ? Conducted demonstration to End User Advisory Committee on July 9, 2007 and presented at Gulf of Mexico Alliance (GOMA) meeting of Habitat Identification committee ? Conducted significant engagement of other end user groups, such as the National Estuary Programs (NEP), in the Fall of 2007 ? Established partnership with SERVIR and Harmful Algal Blooms Observing System (HABSOS) programs and initiated plan to extend HABs monitoring and prediction capabilities to the southern Gulf. ? Established a science and technology working group with Mexican institutions centered in the State of Veracruz. Key team members include the Federal Commission for the Protection Against Sanitary Risks (COFEPRIS), the Ecological Institute (INECOL) a unit of the National Council for science and technology (CONACYT), the Veracruz Aquarium (NOAA’s first international Coastal Ecology Learning Center) and the State of Veracruz. The Mexican Navy (critical to coastal studies in the Southern Gulf) and other national and regional entities have also been engaged. ? Training on use of SERVIR portal planned for Fall 2007 in Veracruz, Mexico Science Applications ? Worked with regional scientists to produce conceptual models of submerged aquatic vegetation (SAV) ecosystems ? Built a logical framework and tool for ontological modeling of SAV and HABs ? Created online guidance for SAV restoration planning ? Created model runs which link potential future land use trends, runoff and SAV viability ? Analyzed SAV cover change at five other bays in the Gulf of Mexico to demonstrate extensibility of the analytical tools ? Initiated development of a conceptual model for understanding the causes and effects of HABs in the Gulf of Mexico IT Tool Development ? Established a website with the GoMRC web-based tools at www.gomrc.org ? Completed development of an ArcGIS-based decision support tool for SAV restoration prioritization decisions, and demonstrated its use in Mobile Bay ? Developed a web-based application, called Conceptual Model Explorer (CME), that enables non-GIS users to employ the prioritization model for SAV restoration ? Created CME tool enabling scientists to view existing, and create new, ecosystem conceptual models which can be used to document cause-effect relationships within coastal ecosystems, and offer guidance on management solutions. ? Adapted the science-driven advanced web search engine, Noesis, to focus on an initial set of coastal and marine resource issues, including SAV and HABs ? Incorporated map visualization tools with initial data layers related to coastal wetlands and SAVs

    This study examines the history, current status and future prospects for increased coal use in Mexico. Environmental implications of the power-generation capacity expansion plans are examined in general terms. Mexican environmental law and regulations are briefly reviewed along with the new sense of urgency in the cleanup of existing environmental problems and avoidance of new problems as clearly mandated in recent Mexican government policy initiatives. It is expected that new capital facilities will need to incorporate the latest in process and technology to comply with existing environmental regulation. Technology developments which address these issues are identified. What opportunities have new initiatives caused by the recent diversification of Mexico`s energy economy offered US firms? This report looks at the potential future use of coal in the Mexican energy economy, examining this issue with an eye toward identifying markets that might be available to US coal producers and the best way to approach them. Market opportunities are identified by examining new developments in the Mexican economy generally and the energy economy particularly. These developments are examined in light of the current situation and the history which brought Mexico to its present status.

    Mexico, considered the Saudi Arabia of the Western Hemisphere because of its proven and potential petroleum reserves, has surprised the world: it has embarked on the biggest nuclear-electric program in the Third World, only to postpone it days before scheduled approval of an international bidding (on which the atomic energy industry had pinned its hopes). A graph shows Mexican supplies of electricity by source with official projections to 1990. The point of entrance of the first nuclear reactor, originally scheduled for 1982, won't come onstream until 1983; and how nuclear-generated electricity grows close to 5% of the total in 1990. The big question is, will the future President of Mexico give the green light to the atomic megaproject. And if he does, how will Mexico deal with the serious logistics problems and grave ecological implications confronting the industry worldwide. In this issue, the author and Energy Detente touch on these questions and review the nuclear power status of Mexico, as well as addressing some of its global problems. Also presented in this issue is an update of the fuel price/tax series for the Western Hemisphere countries.

    TRUPACT-I was tested to evaluate the design under the regulatory testing requirements defined in DOE Order No. 5480.1, Chapter 3. Tests were conducted both at the Drop Test Facility at Oak Ridge National Laboratories, Oak Ridge, Tennessee, and at Sandia National Laboratories, Albuquerque, New Mexico. The program consisted of 12-inch and 30-foot drop tests onto an essentially unyielding surface, 40-inch drop tests onto a puncture bar, and a thermal test. Instrumentation for the tests included accelerometers, strain gages, and thermocouples. Data from each test was stored on magnetic tape for later analysis. The test unit met all of the structural regulatory requirements during the impact events, with the possible exception of damage to the seal retainer bond line discovered during disassembly. The adhesive bonds on the seal retainer did not hold after the thermal test. The foam behind the puncture panel on the outer door burned during the thermal test, overheating and deteriorating the seals; the seals failed. This report presents the raw data from the testing program of TRUPACT-I, Unit 0. An analysis report interpreting the data will be published as ''TRUPACT-I, Unit 0 Test Data Analysis,'' SAND85-0943 (TTC-0555), Sandia National Laboratories, Albuquerque, New Mexico.

    The present report summarizes the results of the first phase of a project of cooperation between the Mexican National Commission for Energy Conservation (CONAE) and the United States Environmental Protection Agency (U.S. EPA) on sustainable biofuel use in rural Mexico. This first phase has been devoted to (i) conducting an in-depth review of the status of fuelwood use in rural and peri-urban areas of Mexico, (ii) providing improved estimates of biomass energy use, (iii) assessing the socioeconomic and environmental impacts of fuelwood use, and (iv) identifying preliminary potential lines of action to improve the patterns of biomass energy use in Mexico; in particular, identifying those interventions that, by improving living conditions for rural inhabitants, can result in global benefits (such as the reduction in greenhouse gas emissions). A comprehensive review of the existing documentation of biofuel use in rural and peri-urban Mexico was conducted. Reports from official, academic, and non-governmental organizations were gathered and analyzed. A computerized rural energy database was created by re-processing a national rural energy survey. Because of the paucity of information about biofuel use in small rural industries, most of the analysis is devoted to the household sector.

    Since the early 1990s, Los Alamos National Laboratory (LANL) has applied electric grid models and simulation software to problems of national significance. This effort continues with a variety of other projects funded by the Department of Energy (DOE), other federal and state agencies and private companies. Critical to the success of these programs is the ability to integrate regional-scale models of the electric grid, to assess the propagation of grid impacts, and to present interactively the effect of potential mitigating actions required to stabilize the grid. All of these capabilities are applied in this study, to accomplish the following goals and objectives: (1) Develop an AC power flow model representing future conditions within New Mexico's electric grid, using commercial tools accepted by the utility industry; (2) Conduct a 'screening' analysis of options for accelerating potential renewable energy development through the addition of a statewide transmission collector system; (3) Estimate total revenue needed, jobs created (temporary and permanent) plus indirect and direct impacts to the state's economy; (4) Evaluate potential cost allocation methodology; and (5) Issue a project report that will provide information for policy direction by state regulators, project developers, and legislators.
