    Exploration activity in South America, Central America, the Caribbean area, and Mexico in 1986 was considerably reduced compared to 1985. Brazil, Colombia, Ecuador, Guatemala, and Venezuela had increased oil production, with Colombia showing a dramatic 71% increase attributed mainly to bringing on-stream the pipeline connecting Occidental-Shell-Ecopetrol's Cano Limon complex to the port of Covenas. Significant discoveries were reported from Argentina in the Olmedo, Oran, and San Jorge basins; Brazil in the offshore Campos and Amazon basins; Colombia in the Llanos basin; Ecuador in the Oriente basin; Mexico in the Bay of Campeche; Peru in the Ucayali basin; and Venezuela in the Eastern Venezuela basin. Eastern Venezuela's Furrial discovery is reported to have recoverable reserves of more than 1 million bbl of oil, and Shell's Ucayali basin discovery is reported to hold more than 7 tcf of gas. 7 figures, 10 tables.

    Exploration activity in South America, Central America, the Caribbean area, and Mexico in 1987 showed significant increases in seismic acquisition in Belize, Bolivia, Brazil, Costa Rica, Guatemala, Mexico, Paraguay, and Peru, and a decrease in Chile and Venezuela. Exploratory drilling increased in most major producing countries but was accompanied by a decline in development drilling. Most of the increase could be attributed to private companies fulfilling obligations under risk contracts; however, state oil companies in Bolivia, Chile, and Colombia showed significant increased activity, with only Mexico showing a decrease. Colombia again had a dramatic increase in production (29% from 1986). Noteworthy discoveries were made in Bolivia (Villamontes-1); Brazil, in the Solimoes basin (1-RUC-1-AM); Chile (Rio Honda-1); Colombia, in the Llanos basin (Austral-1, La Reforma-1, Libertad Norte-1, Cravo Este-1, and Cano Yarumal-1), in the Upper Magdalena basin (Toldado-1 and Los Mangos-1); Ecuador (Frontera-1, a joint-exploration venture with Colombia); Mexico, in the Chiapas-Tabasco region (Guacho-1 and Iridi-1), in the Frontera Norte area (Huatempo-1); Peru, in the Madre de Dios basin (Armihuari-4X); Trinidad (West East Queen's Beach-1); and Venezuela (Musipan-1X). Brazil's upper Amazon (Solimoes basin) discovery, Colombia's Upper Magdalena basin discoveries Toldado-1 and Los Mangos-1, Mexico's Chiapas-Tabasco discoveries, Peru's confirmation of the giant Cashiriari discovery of 1986, and Venezuela's success in Monagas state were the highlights of 1987. 5 figs., 8 tabs.

    For the 25 countries described in the region, exploration activity continued to be centered in proven petroleum provinces in 1984. Exploration activity increased in Brazil, Colombia, and Venezuela. Important, successful exploration efforts continued in areas around Cano Limon field in Colombia, and Guafita and La Victoria fields in Venezuela. Notable discoveries in South America included the 42-46-1X San Martin Cretaceous discovery by Shell in the Ucayali basin in Peru, the significant oil and gas discovery at Palmar Largo ES-1 by YPF in Argentina, and the first offshore gas discovery, the Pecten 1-SPS-20 wildcat in the Santo basin in Brazil. Oil production increased in Barbados, Brazil, Colombia, Ecuador, Mexico, Peru, Trinidad and Tobago, and Venezuela. A notable increase (40%) in oil production occurred in Brazil. Gas production increased in Argentina, Barbados, Colombia, Peru, and Trinidad and Tobago. 8 figures, 8 tables.

    Petroleum exploration in the region was generally less in 1983 than in 1982. Brazil, Colombia, Ecuador, and Barbados increased crude production, whereas Argentina, Bolivia, Brazil, Colombia, Ecuador, Mexico, and Trinidad-Tobago reported increases in gas production. Although drilling activities remained low compared to past years, significant oil discoveries were reported in Colombia, Mexico, and Brazil. In Colombia, Cano Limon field is reported to be the largest field found in the Llanos region. In Brazil, important oil discoveries were made offshore in the Para, Potiquas, and Ampos basins. In Mexico, discoveries were reported in the Cerro Azul, Poza Rica (Chicontepec, Villahermosa, and Tabasco) areas onshore and in the Bay of Campeche offshore. In Argentina, discoveries were made in the San Jorge basin and the Noreste Tarija basin. 10 figures, 11 tables.

    Petroleum developments in the region in 1982 had a more varied pattern than in 1981 when all aspects were upbeat with varying degrees of increases. In 1982, Brazil, Mexico, and Guatemala had striking increases in oil production; Bolivia, Chile, and Colombia had moderate increases; and Argentina, Trinidad, and Venezuela reported declines. In exploration, Argentina reported several additional offshore Tierra del Fuego discoveries in the Cretaceous Springhill and 2 more encouraging gas discoveries in the Noroeste basin. Bolivia reported an oil discovery from Silurian rocks more generally considered a gas objective. Brazil extended and confirmed the Western Amazonas gas area with 2 discoveries. Colombia added 2 more spectacular oil discoveries in the Llanos basin to follow up 2 similar finds in 1981. Several countries reported that discoveries have increased the national reserves of hydrocarbons. Considering the social, political, and economic problems in several countries, along with the worldwide depression and petroleum surplus, developments in the region have been on the whole favorable.

    Petroleum developments in 1981 continued in the pattern of recent years of increasing exploration and exploitation in response to the second catastrophic surge in crude oil prices thrust on the world economy in 1979. Production of crude oil increased in Argentina, Brazil, Chile, Colombia, Guatemala, and Mexico, whereas Venezuela, Trinidad, Peru, and Bolivia experienced declines. Exploratory surveys, exploratory drilling, and development drilling all increased in most of the countries reporting. Significant successful exploratory drilling is reported for several countries. In Argentina, the producing zone of the Austral basin has been extended farther offshore, and is reportedly productive in what is apparently the upper Malvinas basin. In Brazil, extensions to several producing areas are reported in the Campos basin. Also, the Jurua gas province of western Amazonas reportedly had an encouraging extension. Colombia had several discoveries in the Magdalena basins, but the 2 Llanos discoveries are considered much more significant. For a variety of reasons, several countries have undertaken or are undertaking changes in laws and regulations to attract foreign companies into exploration risk ventures. In some countries, exploitation ventures are also offered.

The range and detail of country coverage varies, due to availability of reports. Although the book details current energy situations and provides some historical background, its main emphasis is on estimates of future consumption and production, and descriptions of energy programs and plans.     This article is a summary of presentations made during the 1997 Winter Meeting panel session on Power and Natural Gas in Latin America: Towards an Integrated Market. Reregulation and demand for energy resources to support economic growth are driving international natural gas and electricity exchange initiatives. Panelists focused on the gas and electric power industry in Latin America in terms of the: transport of gas or transmission of electricity; energy market integration in the southern cone of South America; and issues on gas use for electricity generation in South America countries. Countries such as Argentina, Bolivia, and Peru will export natural gas to Brazil, Uruguay, Paraguay and Chile, an the energy matrices of these countries will change.

    This study examines the history, current status and future prospects for increased coal use in Mexico. Environmental implications of the power-generation capacity expansion plans are examined in general terms. Mexican environmental law and regulations are briefly reviewed along with the new sense of urgency in the cleanup of existing environmental problems and avoidance of new problems as clearly mandated in recent Mexican government policy initiatives. It is expected that new capital facilities will need to incorporate the latest in process and technology to comply with existing environmental regulation. Technology developments which address these issues are identified. What opportunities have new initiatives caused by the recent diversification of Mexico`s energy economy offered US firms? This report looks at the potential future use of coal in the Mexican energy economy, examining this issue with an eye toward identifying markets that might be available to US coal producers and the best way to approach them. Market opportunities are identified by examining new developments in the Mexican economy generally and the energy economy particularly. These developments are examined in light of the current situation and the history which brought Mexico to its present status.

    In South America, drilling activity is increasing rapidly. Three-dimensional seismic is being used offshore Brazil. Argentina has increased its processing capability by several companies. Venezuela has increased its survey mileage. Hundreds of post holes are being drilled in the Orinoco oil belt. Deep, difficult holes are being drilled in N. Argentina and N.E. Columbia. Offshore Chile, Enap is drilling high angle deviated holes in the Strait of Magellan. Belco is continuing its slant hole drilling campaign off Peru. In production, Venezuela has a major steam flood project and 2 large steam soak projects underway. Occidental is increasing its waterflood project in Talara, Peru, to 600,000 bbl of water/day. There are a number of projects underway in Argentina and Petrobras is continuing its experiments with steam and fire-flooding. Brazil has reached an all-time production high. Of the major producing countries in South America. Only Trinidad is declining in drilling and oil production. Ecuador is still attempting to develop Amistad field in the Gulf of Guayaquil.

    A recent combination in South America of economic and geopolitical factors is prompting development of a new integrated gas-pipeline network in the continent's Southern Cone. The crucial factors include privatization, regional integration, economic growth, and environmental concerns. The area, Latin America's largest regional entity, includes Brazil (population 150 million and a 1990 GNP of about $375 billion, 9th largest in the world), Argentina (population 32 million and the third largest Latin American economy after Brazil and Mexico), Bolivia, Chile, Paraguay, and Uruguay. Argentina, Brazil, Paraguay, and Uruguay are members of the MercoSur economic bloc whose objective is to develop free trade in the region. There are very few integrated pipeline networks in the world. Besides the giant North American system, with hundreds of producers and pipelines, there is only one other large integrated network. It connects continental European countries to their outside suppliers such as Norway, the C.I.S., and Algeria. The emergence of a new pipeline system is therefore important for the natural-gas industry worldwide and even more so if it occurs in a region now growing rapidly after a decade of economic difficulties.

    Exploration for hydrocarbons along the Pacific margin of Central America and northern South America has been limited and spasmodic. Less than 100 exploration wells have been drilled, with nearly 50 of these being in the Santa Elena, Progreso, and Guayas basins in Ecuador. Shows have been reported in some wells, and a few oil seeps are known. The only commercial production established to date has been from the Santa Elena Peninsula in Ecuador in the extreme south of the study area. Understanding of the geology in this part of the continental margin is incomplete at best. This paper reviews present-day knowledge in an attempt to define the sedimentary basins better, to characterize their structure and stratigraphy, and to assess their petroleum prospects. The area of continental margin reviewed is to the north, located northwest of the trench system where oceanic crust of the Cocos plate subducts under the Caribbean plate, and to the south, where the northern part of the Nazca plate collides with the South American plate. This plate tectonic setting forms the framework on which local structural and sedimentary events have created a series of relatively small trench-slope and forearc basins in what is now the coastal plain and adjacent offshore area of Central and South America, south or west of a line of mountain ranges with active volcanism. Sedimentary fill is generally of Tertiary age. The basins and subbasins recognized and described include: in Ecuador - Guayas, Santa Elena, Progreso, Valdivia, Bajo Grande, Manta, Muisne-Esmeraldas, and Borbon; in Colombia - Choco-Pacific; in Panama - Gulf of Panama basin complex (Santiago, Tonosi, Sambu), and Burica-Chiriqui; in Costa Rica - Terraba and Coronado/Tempisque; in Nicaragua - San Juan del Sur; and in the Honduras, El Salvador, and Guatemala - the Pacific coastal basin.

  6. Mesozoic-Cenozoic paleographic evolution of Northern South America

    A model for northern South American tectonic and stratigraphic evolution is presented in 14 detailed, palinspastic, paleogeographic plates showing paleosedimentation and paletectonic data. Main deformational, depositional, and basin forming events along with HC maturation/migration are outlined in relation to progressive tectonic evolution. A cause-and-effect relationship between Caribbean plate motions/associated basin development and hydrocarbon maturation and migration is clear. Triassic-Jurassic rifting from Yucatan/North America produced a northern segmented passive margin, and the Cocuy backarc basin in Colombia. To the west, at end Jurassic, a marginal seaway developed west of Central Cordillera which led to passive margin conditions along the Cocuy Basin/Central Cordillera, southward to Ecuador. The margin remained passive until Campanian, when Amaime-chaucha Terrane (leading edge of Caribbean crust) collided with east vergence (southwest-dipping subduction) with Central Cordillera, closing the marginal seaway. The Colon foredeep was thus established each of Central Cordillera; continued convergence occurred by east-dipping flat-slab subduction of Caribbean crust beneath Colombia. The northerly Caribbean crust continued eastward migration along north South America. Maastrichtian -Paleogene opening of Grenada Basin accomodated a southwest-direction of interplate thrusting of Lara Nappes, producing the north Maracaibo foredeep. Paleocene-Miocene sedimentation patterns record the eastward migration of (1) peripheral bulge uplift, (2) foredeep basin and oil kitchen, (3) allochthon emplacement, (4) erosion due to isostatic rebound caused by extension. Since Middle-Late Miocene, Maracaibo Block escaped northward from Eastern Cordillera convergence by >100 km, and the southeastern Caribbean region has become transtensional rather than transpressional.

  12. Sedimentary basins on the connugate margins of South America and Africa

    An Early Cretaceous spreading system formed the South Atlantic by separating South America from Africa along two subparallel major transform fault systems. The distribution of major sedimentary depocenters is controlled by the complex interplay of two factors: the late Mesozoic-Cenozoic cycle of sea-floor spreading and the legacy of a Precambrian collage of ancient cores that comprised western Gondwana. Three spreading modes created this configuration: rift, transform, and subduction. Each produces a different geometry and tectonic framework for the accumulation of sediment. Rifted margins (60%) contain basins that are elongate, form with their depocenter axes inboard of the ocean-continent transition, and rest on a tectonically complex, foundered basement. Transform margins have abrupt ocean-continent transitions. Such margins (30%) may be sediment starved or contain a thick sedimentary section controlled by the volcanic ridges of transform faults. Off Tierra del Fuego, Burdwood Bank is bounded on the north by a fossil (aseismic) subduction zone. The associated basin is an elongate, deformed accretionary prism of sediments on a gently dipping, faulted oceanic plate. The South Atlantic margins are divisible into 68 basins or segments that collectively contain over 33 {times} 106 km{sup 3} of syn- and postbreakup sediments. The South American margin contains 22 {times} 10{sup 6} km{sup 3} in 46 basins, and the African margin, 11 {times} 10{sup 6} km{sup 3} in 22 basins. Over 65% of the basins have a sediment column greater than 5 km with some depocenters that locally exceed 10 km. The source rock quality and character vary along both margins. The top of the oil generation window averages about 3.3 km; however, due to differing thermal histories, individual basins can depart significantly from this average.

    The vast plain known as the Gran Chaco is a natural region of more than 1--3 million square kilometers, the second largest natural biome in south America, with only the Amazon region being larger. It extends over parts of Argentina, Bolivia, Paraguay and, marginally, Brazil. The original landscape of the region was mostly a park land with patches of hardwoods intermingled with grasslands. Increasing human encroachment, largely by poor campesinos, with associated overgrazing, excessive timber harvesting, charcoal production and over-exploitation of wildlife, is transforming the region into a dense and unproductive shrub land and is contributing to increasing rural poverty. A management system for the sustainable use of the Chaco has been developed based on a multiple-species ranching system that includes beef, timber, charcoal and wildlife production. An evaluation of the management system finds that it is capable of protecting and enhancing the resource base, while providing higher economic returns in a sustainable manner. However, high initial costs, as well as a divergence between the best interests of campersinos and society, jeopardize the feasibility of the managed system.

  15. Myth and catastrophic reality: using cosmogonic mythology to identify cosmic impacts and massive plinian eruptions in holocene South America.

    Major natural catastrophes (e.g., 'universal' floods, fire, darkness, and sky falling down) are prominently reflected in traditional South American creation myths, cosmology, religion, and worldview. We are now beginning to recognize that cosmogonic myths represent a rich and largely untapped data set concerning the most dramatic natural events and processes experienced by each cultural group during the past several thousand years. Observational details regarding specific catastrophes are encoded in myth storylines, typically cast in terms of supernatural characters and actions. Not only are the myths amenable to scientific analysis, but also some sets of myths encode multiple catastrophes in meaningful relative chronological order. The present study considers more than 4200 myths, including more than 260 'universal' catastrophe myths from cultural groups throughout South America. These myths are examined in light of available geological, paleoenvironmental, archeological, and documentary evidence. Our analysis reveals three possible ultra-plinian volcanic eruptions, two in Columbia and the other in the Gran Chaco, the latter likely associated with a poorly dated late Holocene eruption of Nuevo Mundo in central Bolivia. Our analysis also identifies a set of traditions likely linked with the well-known Campo del Cielo iron meteorite impact in northern Argentina originally hypothesized to have occurred around 4000 years ago. Intriguingly, these traditions strongly suggest that the Campo del Cielo impact triggered widespread mass fires in the Gran Chaco region and possibly in the Brazilian Highlands. Several other potential cosmic impacts, distinct from Campo del Cielo, are hinted at in the mythology of other locations in South America. The numerous catastrophe myths in the Gran Chaco region exhibit the most coherent chronological sequence of any South American region.     The Parkway-Empire area is located on the Northwest shelf in central Eddy County, approximately 15 mi (24 km) northeast of Carlsbad, New Mexico. This area produces oil and gas from the lower and middle Morrow sandstones, Atoka sandstones, and Strawn limestones. Oil is also produced from the Queen and Seven Rivers sandstones, and the Grayburg, San Andres, and Wolfcamp dolomites. All of the these zones are productive from stratigraphic traps. The lower Morrow sandstones occur at a depth of about 11,400 ft (3,474 m). In the Parkway area, the middle Morrow sandstones are thought to be a transgressive series of marine beaches and submarine bars which trend toward the northeast, parallel to depositional strike. Stratigraphic traps are created in the lower and middle Morrow sandstones by variations in cementation and depositional patterns. Productive Atoka sandstones occur at a depth of approximately 10,700 ft (3,261 m). Strawn limestones produce from a series of small, low-relief algal banks developed along depositional strike to the northeast. The Strawn limestone is about 300 ft (91 m) thick and occurs between 10,250 and 10,500 ft (3,124 and 3,200 m). Wells in this area have typical ultimate recoveries of between 1.0 and 3.0 bcf of gas. The combination of stacked reservoirs and good production makes this area of the Morrow trend especially attractive.

    The Blinebry (Permian) formation of eastern Lea County, NM has a long history of exploitation for petroleum and continues even today to be a strong target horizon for new drilling in the Permian Basin. Because of this long-standing interest it should be classified of strategic interest to domestic oil production; however, the formation has gained a reputation as a primary production target with limited to no flooding potential. In late May of 1999, a project to examine the feasibility of waterflooding the Blinebry formation was proposed to the U.S. Department of Energy's National Petroleum Technology Office (Tulsa, OK). A new well was proposed in one region (the South House area) to examine the reputation by acquiring core and borehole logging data for the collection of formation property data in order to conduct the waterflood evaluation. Notice of the DOE award was received on August 19, 1999 and the preparations for drilling, coring and logging were immediately made for a drilling start on 9/9/99. The Blinebry formation at 6000 feet, foot depth was reached on 9/16/99 and the coring of two 60 foot intervals of the Blinebry was completed on 9/19/99 with more than 98% core recovery. The well was drilled to a total depth of 7800 feet and the Blinebry interval was logged with spectral gamma ray, photoelectric cross section, porosity, resistivity, and borehole image logs on 8/24/99. The well was determined to be likely productive from the Blinebry interval and five & 1/2 inch casing was cemented in the hole on 9/25/99. Detailed core descriptions including environment of deposition have been accomplished. Whole core (a 4-inch diameter) and plug (1.5 inch diameter) testing for formation properties has been completed and are reported. Acquisition and analysis of the borehole logging results have been completed and are reported. Perforation of the Blinebry intervals was accomplished on November 8, 1999.   4. Rio Grande pipeline introduces LPG to Mexico

    Rio Grande Pipeline, a joint venture between Mid-America Pipeline Co., Amoco Pipeline Co. and Navajo Pipeline Co., has broken new ground in the energy industry as the first LPG pipeline to cross the US-Mexico border. Plans for the project were announced in November 1995 and first deliveries started three months ago on March 21, 1997. The 8-inch, 265-mile pipeline originates near Odessa, TX, where it receives an 85-15 propane-butane mix via a connection to Mid-America Pipeline. From Odessa, product moves west through the Texas desert and crosses the Rio Grande River about 15 miles south of El Paso near Clint, TX and extends 20 miles into Mexico. Capacity of the line is 24,000 bpd and it has been averaging about 22,000 bpd since line-fill. All in all, it sounded like a reasonably feasible, routine project. But perceptions can be deceiving, or at least misleading. In other words, the project can be summarized as follows: one river, two cultures and a world of difference. The official border crossing for pipeline construction took place on Dec. 2, 1996, with a directional drill under the Rio Grande River, but in actuality, the joint venture partners were continually bridging differences in language, laws, customs and norms with Pemex and contracted workers from Mexico.

    Globally, governments and industries are implementing innovative voluntary programs to reduce greenhouse gas emissions. Often these programs encourage groups to use cost effective technologies that capture market-based forces. These programs are successful because they capitalize on existing opportunities where both the environment and the participants can benefit (i.e., win-win opportunities). This paper documents efforts to investigate these kinds of win-win opportunities in three developing countries: the Philippines, South Africa, and Mexico. Initial observations are provided as fresh information from the field, drawing on six missions during the last nine months. Utility costs, interest rates, and overall economic health appear to critically affect opportunities in each country. By contrast, details of heating, ventilating and air-conditioning (HVAC) design and local climate were often important differences between countries. These affect opportunities, for example, to achieve significant savings from cooling systems or not. Looking at the success of ESCOs was somewhat surprising. One might expect to see the most successful ESCO activity where utility costs are high and upgrade opportunities are plentiful (such as in the Philippines). This was not the case, however, as research in the Philippines did not reveal even one active ESCO contract yet. Design practices for new construction were in need of the same thing that helps US design teams do a better job of energy-efficient design, better communications between design team members. Finally, industrial firms were doing a variety of EE upgrades in each country, but this level of activity was relatively small compared to what should be cost effective.

    Integrating regional Landsat imagery, outcrop field studies, and subsurface data has resulted in a more comprehensive understanding and delineation of the tectono-stratigraphic evolution of the Trans-Pecos region. Landsat imagery were acquired and registered to the existing 1:25000 scale maps and mosaiced to create a regional view of the Trans-Pecos and Permian basin region. The imagery were used to extrapolate and map key stratigraphic and tectonic elements after calibration from documented outcrop and subsurface data. The interpretations aided in the extrapolation of scattered control information and were critical in the complete reconstruction of the geologic history of the area. The Trans-Pecos Phanerozoic history comprises five tectono-depositional phases, and these have controlled the shape of the modem landscape: (1) Late Proterozoic rifting (Gondwana from Laurentia), and development of the Early-Middle Paleozoic Tobosa basin; (2) Pennsylvanian collision (South and North Americas), and differentiation of the Tobosa basin into the Midland, Delaware, Orogrande, and Pedregosa basins separated by basement blocks: Central Basin Platform, Diablo Platform, Burro-Florida Platform; (3) Middle Mesozoic transtensional rifting (Mexico from North America), and Late Jurassic failed rifting of the Mexican Chihuahua and Coahuila Troughs west and south of the Diablo Platform; (4) Late Mesozoic Laramide collision (Mexico and Texas), and development of the Chihuahua fold/thrust belt limited by the western margin of the Diablo Platform; (5) Late Cenozoic North American basin and Range rifting, and development of Rio Grande grabens, block-faulted mountains, and volcanics. The Tobosa basin was a passive-margin interior sag; its continental margin was south of the Marathons.

    Reservoir performance of the South Cowden Grayburg field suggests that only 21 percent of the original oil in place has been recovered. The purpose of this study is to construct a realistic reservoir model to be used to predict the location of the remaining mobile oil. Construction of reservoir models for fluid-flow simulation of carbonate reservoirs is difficult because they typically have complicated and unpredictable permeability patterns. Much of the difficulty results from the degree to which diagenetic overprinting masks depositional textures and patterns. For example, the task of constructing a reservoir model of a limestone reservoir that has undergone only cementation and compaction is easier than constructing a model of a karsted reservoir that has undergone cavern formation and collapse as well as cementation and compaction. The Permian-age carbonate-ramp reservoirs in the Permian Basin, West Texas and New Mexico, are typically anhydritic dolomitized limestone. Because the dolomitization occurred soon after deposition, depositional fabrics and patterns are often retained, and a reservoir model can be constructed using depositional concepts. Recent studies of the San Andres outcrop in the Guadalupe Mountains and the Seminole San Andres reservoir in the Permian Basin illustrate how depositional fabrics and patterns can be used to construct a reservoir model when depositional features are retained.

  20. Evaluation of solitary waves as a mechanism for oil transport in poroelastic media: A case study of the South Eugene Island field, Gulf of Mexico basin

    Hydrocarbons in shallow reservoirs of the Eugene Island 330 field in the Gulf of Mexico basin are thought to have migrated rapidly along low permeability sediments of the Red fault zone as discrete pressure pulses from source rocks at depths of about 4.5 km. The aim of this research was to evaluate the hypothesis that these pressure pulses represent solitary waves by investigating the mechanics of solitary wave formation and motion and wave oil transport capability. A two-dimensional numerical model of Eugene Island minibasin formation predicted overpressures at the hydrocarbon source depth to increase at an average rate of 30 Pa/yr, reaching 52 MPa by the present day and oil velocities of 1E?¢????12 m/yr, far too low for kilometer scale oil transport to fill shallow Plio-Pleistocene reservoirs within the 3.6 million year minibasin history. Calculations from a separate one-dimensional model that used the pressure generation rate from the two-dimensional model showed that solitary waves could only form and migrate within sediments that have very low permeabilities between 1E?¢????25 to 1E?¢????24 m2 and that are highly overpressured to 91-93% of lithostatic pressure. Solitary waves were found to have a maximum pore volume of 105 m3, to travel a maximum distance of 1-2 km, and to have a maximum velocity of 1E?¢????3 m/yr. Based on these results, solitary waves are unlikely to have transported oil to the shallowest reservoirs in the Eugene Island field in a poroelastic fault gouge rheology at the pressure generation rates likely to have been caused by disequilibrium compaction and hydrocarbon generation. However, solitary waves could perhaps be important agents for oil transport in other locations where reservoirs are closer to the source rocks, where the pore space is occupied by more than one fluid, or where sudden fracturing of overpressured hydrocarbon source sediments would allow the solitary waves to propagate as shock waves.     Does restructuring enhance efficiency and give consumers a portion of these gains? Evidence from Chile and Argentina - whose restructuring is well ahead of that in the U.S. - demonstrates that more efficient power markets can be created, and that the need remains for appropriate treatment of the competitive and monopolistic portions of the market. Centrally planned electric systems have a long history in industrial states around the world: Marxist and capitalist, totalitarian and democratic. A growing enthusiasm world-wide for economic democracy has recently brought the concept of central planning under greater scrutiny, and alternative solutions have been sought. This paper describes experiences with the deregulation of the utility industry in Chile and Argentina and assesses the relevance of those experiences to the ongoing evolution of market-based systems in the United States. The lessons of the Southern Cone are very relevant to the ongoing dialogue on deregulation in the U.S. Experience there suggests a number of conditions that are important for the creation of competitive and efficient energy markets: (1) Mandatory separation of regulated functions, and clear delineation of the limits of involvement by regulated entities in competitive markets; (2) Unbundling of transmission charges and provision of {open_quotes}comparable{close_quotes} fair transmission access; (3) Clearly defined, published nodal or zonal transmission prices reflecting incremental operating and upgrade costs; (4) Establishment of a centrally dispatched commodity market, spot markets for both capacity and energy priced at system marginal cost, and a parallel bilateral market based on long term contracts; and (5) Access by generators and marketers to at least a portion of the retail market.

    Data from the northern Gulf Coast region reveal a late Paleozoic wrench fault system along which North America (NA) moved southeast (present directions) alongside the northeastern edge of future South America (SA), to where collision with that continent converted a broad continental embankment off the Southern Oklahoma aulacogen into the Ouachita thrust belt. At the same time, Africa farther east, to which protruding SA was firmly joined, was continuing to advance the Appalachian thrusts on the opposite side of these faults. This relationship left no space between the American continents for the conventional remnant ocean or microcontinents. By Late Triassic time, however, extension south of the Ouachita Mountains was forming the series of Interior rift basins, at both ends of which new wrench faults transferred the extension southward to the DeSoto Canyon and South Texas rift basins. Genetically, the Ouachita thrusts are part of the subduction zone along the front of a former SA forearc basin, which continued to receive marine sediments into middle Permian. The Wiggins arch southeast of it is a sliver of that continent, left with NA when the Interior basin rifting jumped from that forearc basin southward across bordering outer basement highs to begin opening the deep Gulf of Mexico (GOM) basin. The Late Triassic crustal extension resulted from right-lateral translation of NA around the bulge of northwestern Africa. About 200 mi of this placed Cape Hatteras against Africa's Cap Blanc, in the configuration from which the magnetic data indicate spreading began in the Central North Atlantic Ocean. The reality of this translation is confirmed by widespread rifting at the same time in western North Africa and between all three northern Atlantic continents; this drew the tip of the Tethys sea southward to Cape Hatteras and led to deposition of voluminous Late Triassic red beds and evaporites along it.

    The present-day configuration of the crust of southeastern North America (SENA) is the product of a lengthy history traceable through more than 1 billion yr. of geologic time. The Appalachians (AP) record complete Wilson cycles of opening and closing of several oceans from ca. 690 Ma to 245 M. The final event forming the AP was the collision of SENA with Gondwana to form the supercontinent Pangaea. The Ouachitas (OA) had a somewhat different history culminating with island-arc collision during the Pennsylvanian--before the final collision began in the AP. SENA faced the open lapetos ocean no earlier than the Early Cambrian. The AP and OA were built on an earlier margin formed by rifting of the Rodonia super-continent formed by construction of the 1.2 to 1.0 Ga Grenville orogen, and farther west, a crust formed by still earlier (1.3 and 1.8 Ga) events. Recent suggestions that part of the AP platform is in Argentina raises the possibility that a fragment was rifted from between the AP and OA during the early Paleozoic. The crust beneath the Mississippi Embayment is atypical of continental crust, and would have been rifted during the Neoproterozoic and early Paleozoic. The Argentine fragment may have been removed along a transform that was reactivated several times since. Northern Pangaea was rifted during the Late Triassic and Early Jurassic and SENA once again faced open ocean-the nascent present Atlantic (AT) when spreading began. The Gulf of Mexico (GOM) also opened then forming extensive salt deposits. The AT opened partly along the old suture, but produced a failed rift in GA and FL leaving a piece of Africa forming the crust beneath the Coastal Plain as far south as central FL. The overlying sediments record recurrent uplift and decay of the AP and OA, cooling of new AT oceanic crust, eustatic sea-level changes during the Mesozoic and Cenozoic, and uplift of the Rockies providing a new source of voluminous detritus that is still being deposited in the GOM.

    Liberal economic and political reforms in Latin America, a declining oil market in the US, and world events such as last year`s Persian Gulf Crisis are making foreign investment in Latin America`s energy sector increasingly attractive. The Persian Gulf crisis indicated the US must diversify oil sources; increased competition and deregulation in electric power generation and gas production are providing more opportunities for independent power producers at home and abroad; and Latin America`s need for foreign financial and technical assistance are providing an important ``pull`` factor. Electricity needs in the developing world wig be huge in the years to come. In Latin America and the Caribbean, 66,500 mg of new capacity will be required by 1999. The developing world will require US $100 billion in energy investment a year. But Latin American countries will have trouble obtaining funds. The region will need to rely heavily on private international sources to finance future energy requirements. Multilateral development bank participation win remain critical, however, serving as a catalyst for government reform and private investment in the sector. In particular, World Bank lending will be focused on countries with a clear commitment to pricing reform, regulatory reform, competitive markets, non-market barriers, and technology transfer. Opportunities for foreign participation in the Latin American oil sector are particularly large in Ecuador, Peru, Argentina, and Venezuela. Mexico`s plans for reform in the oil sector, a delicate issue in that country, appear to be less defined and likely to occur farther into the future. The conference made clear that a regulatory entity is needed even when the sector is owned by the government. Regulatory processes must be fair and transparent in order to ensure adequate financial and technical performance.

    Seventeen years ago John E. Carroll and Newell B. Mack analyzed the then-current status of environmental protection mechanisms used between Canada and the United States. They criticized the ad hoc nature of North America`s history of environmental dispute resolution, which they dubbed ``ad hockery,`` and believed the present ambiguity hurt business, diplomatic relations, and the citizenry`s environment. Since that publication, increasing efforts to incorporate environmental concerns into Conventions have resulted in several multilateral agreements focusing on environmental protection and dispute resolution. Part 2 of this paper introduces a few of these recent agreements and the mechanisms they have established to monitor environmental damage and to enforce the goals of the agreements. The agreements discussed include: Montreal Protocol on Substances that Deplete the Ozone Layer; Vienna Convention for the Protection of the Ozone Layer; Protocol on Substances that Deplete the Ozone Layer; Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and their Disposal; Canada-United States: Agreement on Air Quality; Rio Declaration on Environment and Development; Framework Convention on Climate Change; Convention on Biological Diversity; and the North American Agreement on Environmental Cooperation. Part 3 discusses the general concern related to economic development (with the need to maintain ``sustainable development``), the possible environmental impact of NAFTA, and the Supplemental Agreement`s strengths and weaknesses.

    A reservoir engineering study was conducted of waterflood performance in the South Cowden field, an Upper Permian Grayburg reservoir on the Central Basin Platform in West Texas. The study was undertaken to understand the historically poor waterflood performance, evaluate three techniques for incorporating petrophysical measurements and geological interpretation into heterogeneous reservoir models, and identify issues in heterogeneity modeling and fluid-flow scaleup that require further research. The approach included analysis of relative permeability data, analysis of injection and production data, heterogeneity modeling, and waterflood simulation. The poor South Cowden waterflood recovery is due, in part, to completion of wells in only the top half of the formation. Recompletion of wells through the entire formation is estimated to improve recovery in ten years by 6 percent of the original oil in place in some areas of the field. A direct three-dimensional stochastic approach to heterogeneity modeling produced the best fit to waterflood performance and injectivity, but a more conventional model based on smooth mapping of layer-averaged properties was almost as good. The results reaffirm the importance of large-scale heterogeneities in waterflood modeling but demonstrate only a slight advantage for stochastic modeling at this scale. All the flow simulations required a reduction to the measured whole-core k{sub v}/k{sub h} to explain waterflood behavior, suggesting the presence of barriers to vertical flow not explicitly accounted for in any of the heterogeneity models. They also required modifications to the measured steady-state relative permeabilities, suggesting the importance of small-scale heterogeneities and scaleup. Vertical flow barriers, small-scale heterogeneity modeling, and relative permeability scaleup require additional research for waterflood performance prediction in reservoirs like South Cowden.

  8. Oil discoveries and basin resource prediction in Latin America: Past, present, and future

    Over 350 oil discoveries were made in Latin America during the 1980s. About 12% are estimated to contain reserves greater than 100 MMBO. Several of the larger finds (>500 MMBO), such as Cusiana (Colombia), Furrial/Musipan (Venezuela), Cano Lima (Colombia) and Marlim (Brazil) represent an important part of the giant field found worldwide since 1980. Most of the larger discoveries were made by national oil companies in Venezuela, Mexico and Brazil. Undiscovered oil resources of 40-80 BBO are estimated to remain in the highest potential Latin American basins, including those in Mexico, based on historical field size data and current geological knowledge. Over 150 BBO of produced oil and proven reserves has been found in the same group of basins. The probability of finding large undiscovered oil and gas fields (>100 MMBOE) in selected established and mature Latin American basins is high. The Campos (Brazil), Llanos (Colombia), Magadalena (Colombia), Maracaibo (Venezuela), Marahon-Oriente-Putomayo (Peru-Ecuador-Colombia), Maturin (Venezuela), Reforma-Campeche (Mexico) and Ucayali (Peru) basins have the best possibility for such accumulations. Another tier of frontier and emerging basins may also contain significant resources, but limited data makes it difficult to estimate their undiscovered resources. Some of the higher potential basins in this group include the Sierra de Chiapas (Mexico/Guatemala), Huallaga (Peru), Yucatan (Mexico), Sabinas, and Burgos (Mexico) basins.

  9. Ocean drilling bordering the South American continent

    The Ocean Drilling Program (ODP) has completed three expeditions bordering South America and is in the planning stages of a further expedition. The first cruise, Leg 110, drilled at six sites on a transect across the structural boundary between the overthrusting Barbados Ridge Complex and Atlantic abyssal plain (Caribbean/Atlantic Plate Boundary) in order to investigate structural, hydrological, and diagenetic effects of the transition from undeformed deep sea sediments to stratally disrupted melange on land. The second cruise, Leg 112, drilled ten sites to investigate the geological and paleoceanographic history of the area between the Peru Trench (which marks the suture between the Nazca and South American Plates) and the Peruvian coast. A third cruise, Leg 1 41, drilled the Chile Triple Junction, which represents the only presently active ridge-crest subduction and the physical properties and geochemistry of gas hydrates in oceanic sediments. A fourth cruise off South America is presently in the planning stage by the international science community. This proposed paleoceanographic transect is on the Ceara Rise off northern Brazil and has a proposed objective, amongst others, of studying the history of deep water flow of the Atlantic during the Cenozoic with an emphasis on the relationships between deep water circulation chemistry and the Earth's climate. This paper focuses on the significant scientific results of the above cruises and discusses future plans off South America.

  13. Factors affecting expanded electricity trade in North America

    The authors explore factors that affect electricity trade between enterprises in the US and Canada and the US and Mexico. They look to those underlying policy and institutional factors that affect the relative costs of producing electricity in the three countries. In particular, they consider six factors that appear to have a significant impact on electricity trade in North America: differences in the types of economic regulation of power leading to differences in cost recovery for wholesale and retail power and wheeling charges; changing regulatory attitudes, placing more emphasis on demand-side management and environmental concerns; differences in energy and economic policies; differences in national and subnational environmental policies; changing organization of electric power industries which may foster uncertainty, change historical relationships, and provide other potentially important sources of power for distribution utilities; and differences in the ability of enterprises to gain access to electric power markets because of restrictions placed on transmission access. In Section 2, the authors discuss the regulation of electricity trade in North America and provide an overview of the recent trading experience for electricity between Canada and the US and between Mexico and the US, including the volume of that trade over the past decade and existing transmission capacity between regions of the three countries. In Section 3, they look at the benefits that accrue to trading counties and what those benefits are likely to be for the three countries. The discussion in Section 4 centers on the relevant provisions of the Canada Free Trade Agreement and the proposed North American Free Trade Agreement. In Section 5, they set the stage for the discussion of policy and institutional differences presented in Section 6 by outlining differences in the organization of the electric power sectors of Canada, the US, and Mexico. The study is synthesized in Section 7.

  13. Nafta due to end most barriers to trade among U. S. , Mexico, Canada

    This paper reports that energy companies in the U.S. will benefit --- but not as much as they had hoped --- from the recently drafted North American Free Trade Agreement (Nafta) among the U.S., Mexico, and Canada. Nafta would remove most of the trade barriers between Mexico and the other two countries and supplement the U.S. - Canada Free Trade Agreement to create an open market in North America totaling $6 trillion/year in products and serving more than 360 million persons. Nafta was negotiated under a law that allows Congress to consider the pact for only 90 days, then vote on it without amendments. The pact marks the first time the U.S. has covered environmental concerns in a trade treaty, mainly pollution along the U.S.-Mexico border. The pact also is consistent with the international General Agreement on Tariffs and Trade (GATT).

    The Agency for International Development is funding a new program in energy and minerals for Central America. Geothermal energy is an important component. A country-wide geothermal assessment has started in Honduras, and other assessment activities are in progress or planned for Costa Rica, El Salvador, Guatemala, and Panama. Instrumentation for well logging has been provided to Costa Rica, and a self-contained logging truck will be made available for use throughout Central America.     This report presents data on passenger travel and freight transport and analysis of the consequent energy use in Mexico during the 1970--1971 period. We describe changes in modal shares for passenger travel and freight transport, and analyze trends in the energy intensity of different modes. We look in more detail at transportation patterns, energy use, and the related environmental problems in the Mexico City Metropolitan Area, and also discuss policies that have been implemented there to reduce emissions from vehicles.

    In January of this year, Venezuela captured the attention of the international energy community by welcoming back the foreign oil companies that, 20 years earlier, it had shut out of the country by nationalizing the hydrocarbon sector. The tool used to attract that attention, a new exploration bidding round, is the most publicized event staged to date in the country`s aperture process. However, it is only the latest in a series of steps taken by officials to bring international oil and gas companies back to Caracas. Venezuela`s physical attraction is easily understood. The country possesses roughly one-half of Latin America`s (including Mexico) 125 billion bbl of established, conventional crude oil reserves, plus an estimated 300 billion bbl of additional, nonconventional reserves in the ultra-heavy crude belt of the Orinoco basin. Averaging 2.8 million bpd in 1996, Venezuelan crude production represents over 35% of regional oil output. Natural gas reserves total 138 Tcf, or just over one-half of the region`s total reserves of 274 Tcfg. Annual gas output averages just under 5 Tcf, of which roughly 30% is reinjected as part of tertiary oil recovery schemes. This paper reviews the incentives, deregulation, and government policies to restore the oil and gas industry to the country.

    This article results from 12 years of close scientific and technical collaboration between Total and Pdvsa. When the Venezuelan petroleum industry was nationalized in 1976, the remaining hydrocarbon potential of south America was thought to be very limited, mainly because most visible traps had already been drilled. The discovery of four giant oil fields in the northern part of South America in the last 10 years has proved how wrong that judgment was. The reserves of these fields are either confidential or not fully determined. However, existing public information indicates that they are all well over the 1 billion bbl of oil equivalent mark. The aim of this article is to illustrate how it can help to look at things in a very regional way: (1) to understand the petroleum systems; (2) to establish similarities and differences between the systems, and (3) to explain why the giant fields are there.

    Mexico, considered the Saudi Arabia of the Western Hemisphere because of its proven and potential petroleum reserves, has surprised the world: it has embarked on the biggest nuclear-electric program in the Third World, only to postpone it days before scheduled approval of an international bidding (on which the atomic energy industry had pinned its hopes). A graph shows Mexican supplies of electricity by source with official projections to 1990. The point of entrance of the first nuclear reactor, originally scheduled for 1982, won't come onstream until 1983; and how nuclear-generated electricity grows close to 5% of the total in 1990. The big question is, will the future President of Mexico give the green light to the atomic megaproject. And if he does, how will Mexico deal with the serious logistics problems and grave ecological implications confronting the industry worldwide. In this issue, the author and Energy Detente touch on these questions and review the nuclear power status of Mexico, as well as addressing some of its global problems. Also presented in this issue is an update of the fuel price/tax series for the Western Hemisphere countries.

    In 1991, The American Association of Petroleum Geologists (AAPG) published a regional stratigraphic cross section and accompanying seismic line that extends from the south flank of the Ouachita tectonic belt in southern Arkansas (lat. 34.15'N) to south of the 28th parallel in the High Island area, South Addition Block of offshore Gulf of Mexico. The cross section shows chronostratigraphic correlations, lithostratigraphy, and generalized structural relations common to the central Gulf Coast and mid-continent region. The section has been published in three large sheets, each representing approximately 425 statue mi of geographic coverage. As an outgrowth of this project, AAPG, jointly with the Society of Sedimentary Geology (SEPM), organized and sponsored a project through their respective Research Committees on biostratigraphic, lithostratigraphic, and organic geochemical analyses of cuttings from key wells tied to the cross section. Separate splits of samples were sent to volunteers for the following analyses: (1) binocular microscope lithology analysis, (2) detailed biostratigraphy, (3) organic geochemistry, and (4) clay mineralogy by x-ray diffraction (XRD).

    Today we would like to take a few moments of your time to talk about America`s fuel-coal, and a new organization created to educate decision makers, the public and educators. The Center for Energy & Economics Development (CEED) began as a concept in late 1992, and began operations with the creation of the Southern Region in March of 1993. Discussions began among several railroad CEO`s who were concerned that their major revenue commodity - coal - was experiencing serious problems due to public opposition and governmental restrictions. Conversations with their counterparts in the coal industry resulted in an agreement to forget parochial and often conflicting interests in Washington, and pursue the development of an overall grassroots joint-effort to protect the coal option. Those of you familiar with the history of conflict between these two industries recognize that this was a major step, and one that has led to an exciting new initiative. The coal/rail discussions examined a variety of approaches that the coalition might follow. Rather than jumping off into unchartered waters, or retraveling old roads, the group decided to first find out what was known and unknown about coal and energy. A Washington public relations firm, and a well known polling organization began the process in December of 1992 with a comprehensive opinion research program that would allow us to understand attitudes and opinions about energy and economic development, specifically coal and related issues. We reviewed the public-opinion history of coal beginning with the first national survey conducted in 1944, and then held a series of qualitative focus discussions in Tampa, Hartford, Denver and Indianapolis. In each city there was a discussion between business leaders and environmental activists, and one with the general public. In January of 1993, the focus groups were followed by a quantitative assessment of national opinion measuring trends, collecting demographic and geographic differences.
