    This study examines the history, current status and future prospects for increased coal use in Mexico. Environmental implications of the power-generation capacity expansion plans are examined in general terms. Mexican environmental law and regulations are briefly reviewed along with the new sense of urgency in the cleanup of existing environmental problems and avoidance of new problems as clearly mandated in recent Mexican government policy initiatives. It is expected that new capital facilities will need to incorporate the latest in process and technology to comply with existing environmental regulation. Technology developments which address these issues are identified. What opportunities have new initiatives caused by the recent diversification of Mexico`s energy economy offered US firms? This report looks at the potential future use of coal in the Mexican energy economy, examining this issue with an eye toward identifying markets that might be available to US coal producers and the best way to approach them. Market opportunities are identified by examining new developments in the Mexican economy generally and the energy economy particularly. These developments are examined in light of the current situation and the history which brought Mexico to its present status.

    A recent combination in South America of economic and geopolitical factors is prompting development of a new integrated gas-pipeline network in the continent's Southern Cone. The crucial factors include privatization, regional integration, economic growth, and environmental concerns. The area, Latin America's largest regional entity, includes Brazil (population 150 million and a 1990 GNP of about $375 billion, 9th largest in the world), Argentina (population 32 million and the third largest Latin American economy after Brazil and Mexico), Bolivia, Chile, Paraguay, and Uruguay. Argentina, Brazil, Paraguay, and Uruguay are members of the MercoSur economic bloc whose objective is to develop free trade in the region. There are very few integrated pipeline networks in the world. Besides the giant North American system, with hundreds of producers and pipelines, there is only one other large integrated network. It connects continental European countries to their outside suppliers such as Norway, the C.I.S., and Algeria. The emergence of a new pipeline system is therefore important for the natural-gas industry worldwide and even more so if it occurs in a region now growing rapidly after a decade of economic difficulties.

    Exploration for hydrocarbons along the Pacific margin of Central America and northern South America has been limited and spasmodic. Less than 100 exploration wells have been drilled, with nearly 50 of these being in the Santa Elena, Progreso, and Guayas basins in Ecuador. Shows have been reported in some wells, and a few oil seeps are known. The only commercial production established to date has been from the Santa Elena Peninsula in Ecuador in the extreme south of the study area. Understanding of the geology in this part of the continental margin is incomplete at best. This paper reviews present-day knowledge in an attempt to define the sedimentary basins better, to characterize their structure and stratigraphy, and to assess their petroleum prospects. The area of continental margin reviewed is to the north, located northwest of the trench system where oceanic crust of the Cocos plate subducts under the Caribbean plate, and to the south, where the northern part of the Nazca plate collides with the South American plate. This plate tectonic setting forms the framework on which local structural and sedimentary events have created a series of relatively small trench-slope and forearc basins in what is now the coastal plain and adjacent offshore area of Central and South America, south or west of a line of mountain ranges with active volcanism. Sedimentary fill is generally of Tertiary age. The basins and subbasins recognized and described include: in Ecuador - Guayas, Santa Elena, Progreso, Valdivia, Bajo Grande, Manta, Muisne-Esmeraldas, and Borbon; in Colombia - Choco-Pacific; in Panama - Gulf of Panama basin complex (Santiago, Tonosi, Sambu), and Burica-Chiriqui; in Costa Rica - Terraba and Coronado/Tempisque; in Nicaragua - San Juan del Sur; and in the Honduras, El Salvador, and Guatemala - the Pacific coastal basin.

    The Blinebry (Permian) formation of eastern Lea County, NM has a long history of exploitation for petroleum and continues even today to be a strong target horizon for new drilling in the Permian Basin. Because of this long-standing interest it should be classified of strategic interest to domestic oil production; however, the formation has gained a reputation as a primary production target with limited to no flooding potential. In late May of 1999, a project to examine the feasibility of waterflooding the Blinebry formation was proposed to the U.S. Department of Energy's National Petroleum Technology Office (Tulsa, OK). A new well was proposed in one region (the South House area) to examine the reputation by acquiring core and borehole logging data for the collection of formation property data in order to conduct the waterflood evaluation. Notice of the DOE award was received on August 19, 1999 and the preparations for drilling, coring and logging were immediately made for a drilling start on 9/9/99. The Blinebry formation at 6000 feet, foot depth was reached on 9/16/99 and the coring of two 60 foot intervals of the Blinebry was completed on 9/19/99 with more than 98% core recovery. The well was drilled to a total depth of 7800 feet and the Blinebry interval was logged with spectral gamma ray, photoelectric cross section, porosity, resistivity, and borehole image logs on 8/24/99. The well was determined to be likely productive from the Blinebry interval and five & 1/2 inch casing was cemented in the hole on 9/25/99. Detailed core descriptions including environment of deposition have been accomplished. Whole core (a 4-inch diameter) and plug (1.5 inch diameter) testing for formation properties has been completed and are reported. Acquisition and analysis of the borehole logging results have been completed and are reported. Perforation of the Blinebry intervals was accomplished on November 8, 1999. The intervals were acidized and hydrofraced on 11/9 and 11/11 respectively. Production of oil and gas has been established with several months of production now available to make a reserve analysis. Production histories and reserves estimation are provided. An assessment of the flood potential for the South House project area has been completed with work concentrated on South House rock property and pay thickness characterization and analog studies. For the analogs, the North Robertson area, located twenty miles to the northeast, and the Teague Field, located 20 miles to the south, have been utilized due to their readily available database and previous waterflood studies. The South House area does appear to merit further examination as the rock quality compares favorably with both analog Fields; however, current well spacings of 40-acres will provide only marginal economics based upon $23.00/barrel oil prices. Permeability and porosity relationships are provided as a conditional demonstration that rock quality may be sufficient for successful waterflooding of the project area. Further rock property work and pay continuity studies are recommended.

    Globally, governments and industries are implementing innovative voluntary programs to reduce greenhouse gas emissions. Often these programs encourage groups to use cost effective technologies that capture market-based forces. These programs are successful because they capitalize on existing opportunities where both the environment and the participants can benefit (i.e., win-win opportunities). This paper documents efforts to investigate these kinds of win-win opportunities in three developing countries: the Philippines, South Africa, and Mexico. Initial observations are provided as fresh information from the field, drawing on six missions during the last nine months. Utility costs, interest rates, and overall economic health appear to critically affect opportunities in each country. By contrast, details of heating, ventilating and air-conditioning (HVAC) design and local climate were often important differences between countries. These affect opportunities, for example, to achieve significant savings from cooling systems or not. Looking at the success of ESCOs was somewhat surprising. One might expect to see the most successful ESCO activity where utility costs are high and upgrade opportunities are plentiful (such as in the Philippines). This was not the case, however, as research in the Philippines did not reveal even one active ESCO contract yet. Design practices for new construction were in need of the same thing that helps US design teams do a better job of energy-efficient design, better communications between design team members. Finally, industrial firms were doing a variety of EE upgrades in each country, but this level of activity was relatively small compared to what should be cost effective.

    This paper reports that while Mexico's petrochemical industry has grown rapidly, it now faces shortages both in investment funds and in supplies of basic petrochemicals due to a financial crisis in the 1980s. Mexico has undertaken a series of policy reforms aimed at encouraging foreign and private investment, but these efforts have generally failed to entice U.S. investment in Mexico. U.S. petrochemical companies have cited unfavorable market conditions, insufficient basic petrochemical capacity in Mexico, concern about the reversibility of Mexican reforms, inadequate Mexican protection of intellectual property rights, and lack of investment protection for U.S. businesses as impediments to investment in Mexico. Cooperation between the two nations in overcoming these obstacles could help U.S. petrochemical companies maintain their positions in a competitive global market, while at the same time provide Mexico with much needed capital investment and technological expertise.

    A reservoir engineering study was conducted of waterflood performance in the South Cowden field, an Upper Permian Grayburg reservoir on the Central Basin Platform in West Texas. The study was undertaken to understand the historically poor waterflood performance, evaluate three techniques for incorporating petrophysical measurements and geological interpretation into heterogeneous reservoir models, and identify issues in heterogeneity modeling and fluid-flow scaleup that require further research. The approach included analysis of relative permeability data, analysis of injection and production data, heterogeneity modeling, and waterflood simulation. The poor South Cowden waterflood recovery is due, in part, to completion of wells in only the top half of the formation. Recompletion of wells through the entire formation is estimated to improve recovery in ten years by 6 percent of the original oil in place in some areas of the field. A direct three-dimensional stochastic approach to heterogeneity modeling produced the best fit to waterflood performance and injectivity, but a more conventional model based on smooth mapping of layer-averaged properties was almost as good. The results reaffirm the importance of large-scale heterogeneities in waterflood modeling but demonstrate only a slight advantage for stochastic modeling at this scale. All the flow simulations required a reduction to the measured whole-core k{sub v}/k{sub h} to explain waterflood behavior, suggesting the presence of barriers to vertical flow not explicitly accounted for in any of the heterogeneity models. They also required modifications to the measured steady-state relative permeabilities, suggesting the importance of small-scale heterogeneities and scaleup. Vertical flow barriers, small-scale heterogeneity modeling, and relative permeability scaleup require additional research for waterflood performance prediction in reservoirs like South Cowden.

    Liberal economic and political reforms in Latin America, a declining oil market in the US, and world events such as last year`s Persian Gulf Crisis are making foreign investment in Latin America`s energy sector increasingly attractive. The Persian Gulf crisis indicated the US must diversify oil sources; increased competition and deregulation in electric power generation and gas production are providing more opportunities for independent power producers at home and abroad; and Latin America`s need for foreign financial and technical assistance are providing an important ``pull`` factor. Electricity needs in the developing world wig be huge in the years to come. In Latin America and the Caribbean, 66,500 mg of new capacity will be required by 1999. The developing world will require US $100 billion in energy investment a year. But Latin American countries will have trouble obtaining funds. The region will need to rely heavily on private international sources to finance future energy requirements. Multilateral development bank participation win remain critical, however, serving as a catalyst for government reform and private investment in the sector. In particular, World Bank lending will be focused on countries with a clear commitment to pricing reform, regulatory reform, competitive markets, non-market barriers, and technology transfer. Opportunities for foreign participation in the Latin American oil sector are particularly large in Ecuador, Peru, Argentina, and Venezuela. Mexico`s plans for reform in the oil sector, a delicate issue in that country, appear to be less defined and likely to occur farther into the future. The conference made clear that a regulatory entity is needed even when the sector is owned by the government. Regulatory processes must be fair and transparent in order to ensure adequate financial and technical performance.

This was a joint meeting of the American Linear Collider Physics Group and the ILC Global Design Effort. Two hundred fifty people attended. The number of scientific contributions was 333. The complete agenda, with links to all of the presentations, is available at physics.unm.edu/LCWA09/. The meeting brought together international experts as well as junior scientists, to discuss the physics potential of the linear collider and advances in detector technology. The validation of detector designs was announced, and the detector design groups planned the next phase of the effort. Detector R&D teams reported on progress on many topics including calorimetry and tracking.     Funding to Latin America from the three principal multinational financial institutions (the World Bank, the Interamerican Development Bank, and the Caribbean Development Bank) reflects a growing emphasis on energy. Economic and energy forecasters in these and other donor agencies, as well as in oil companies and private banks, warn of strong possibilities of a petroleum-supply shortfall, and higher prices, before the year 2000. If developing countries, with or without conventional energy resources, are to plan effectively for economic growth, external institutional and private energy funding won't be enough: conservation, more-efficient management, and higher prices for electricity and other energy will be necessary. There is marked hemispheric cooperation to promote Latin America's energy and economic advancement, when bilateral and international agreements are examined: US and Canadian loans are via bilateral and institutional channels. Mexico, Colombia, and Venezuela, all Third World countries but with substantial hydrocarbon resources, stand out both as energy aid donors, and as three of the five Latin American promoters (the Contadora Group) that are seeking to increase dialogue between warring factions among some of their Caribbean and Central American neighbors. This issue presents the Energy Detente fuel price/tax series and the principal industrial fuel prices for July 1983 for countries of the Eastern Hemisphere.

    The successful installation and operation of the Pierre Auger Observatory in Argentina has been a milestone in Astroparticle research in Latin America, generating new regional research opportunities in the field. In this context, the LAGO project, begun in 2005 with the aim of studying the high-energy component of gamma ray bursts (GRBs). This observatory consists of different arrays of water-Cherenkov detectors installed in high altitude mountains throughout Latin America. Recently, it has demonstrated the feasibility of conducting studies on the solar modulation of the galactic cosmic ray flux. Currently more than 80 scientists and students from Mexico, Guatemala, Colombia, Venezuela, Ecuador, Peru, Bolivia and Argentina are integrated into the LAGO Collaboration.     The authors explore factors that affect electricity trade between enterprises in the US and Canada and the US and Mexico. They look to those underlying policy and institutional factors that affect the relative costs of producing electricity in the three countries. In particular, they consider six factors that appear to have a significant impact on electricity trade in North America: differences in the types of economic regulation of power leading to differences in cost recovery for wholesale and retail power and wheeling charges; changing regulatory attitudes, placing more emphasis on demand-side management and environmental concerns; differences in energy and economic policies; differences in national and subnational environmental policies; changing organization of electric power industries which may foster uncertainty, change historical relationships, and provide other potentially important sources of power for distribution utilities; and differences in the ability of enterprises to gain access to electric power markets because of restrictions placed on transmission access. In Section 2, the authors discuss the regulation of electricity trade in North America and provide an overview of the recent trading experience for electricity between Canada and the US and between Mexico and the US, including the volume of that trade over the past decade and existing transmission capacity between regions of the three countries. In Section 3, they look at the benefits that accrue to trading counties and what those benefits are likely to be for the three countries. The discussion in Section 4 centers on the relevant provisions of the Canada Free Trade Agreement and the proposed North American Free Trade Agreement. In Section 5, they set the stage for the discussion of policy and institutional differences presented in Section 6 by outlining differences in the organization of the electric power sectors of Canada, the US, and Mexico. The study is synthesized in Section 7.

    The U.S. Department of Energy (DOE) maintains a strong commitment to transfer the results of its science and technology programs to the private sector. The intent is to apply innovative and sometimes advanced technologies to address needs while simultaneously stimulating new commercial business opportunities. Such focused “technology transfer” was evident in the late 1990s as the results of DOE investments in environmental management technology development led to new tools for characterizing and remediating contaminated sites as well as handling and minimizing the generation of hazardous wastes. The Department’s Office of Environmental Management was attempting to reduce the cost, accelerate the schedule, and improve the efficacy of clean-up efforts in the nuclear weapons complex. It recognized that resulting technologies had broader world market applications and that their commercialization would further reduce costs and facilitate deployment of improved technology at DOE sites. DOE’s Albuquerque Operations Office (now part of the National Nuclear Security Administration) began in 1995 to build the foundation for a technology exchange program with Mexico. Initial sponsorship for this work was provided by the Department’s Office of Environmental Management. As part of this effort, Applied Sciences Laboratory, Inc. (ASL) was contracted by the DOE Albuquerque office to identify Mexico’s priority environmental management needs, identify and evaluate DOE-sponsored technologies as potential solutions for those needs, and coordinate these opportunities with decision makers from Mexico’s federal government. That work led to an improved understanding of many key environmental challenges that Mexico faces and the many opportunities to apply DOE’s technologies to help resolve them. The above results constituted, in large part, the foundation for an initial DOE-funded program to apply the Department’s technology base to help address some of Mexico’s challenging environmental issues. The results also brought focus to the potential contributions that DOE’s science and technology could make for solving the many difficult, multi-generational problems faced by hundreds of bi-national communities along the 2,000-mile shared border of the United States and Mexico. Efforts to address these U.S.-Mexico border issues were initially sponsored by the DOE’s Albuquerque and Carlsbad offices. In subsequent years, the U.S. Congress directed appropriations to DOE’s Carlsbad office to address public health, safety and security issues prevalent within U.S.-Mexico border communities. With ASL’s assistance, DOE’s Albuquerque office developed contacts and formed partnerships with interested U.S and Mexican government, academic, and commercial organizations. Border industries, industrial effluents, and public health conditions were evaluated and documented. Relevant technologies were then matched to environmental problem sets along the border. Several technologies that were identified and subsequently supported by this effort are now operational in a number of U.S.-Mexico border communities, several communities within Mexico’s interior states, and in other parts of Latin America. As a result, some serious public health threats within these communities caused by exposure to toxic airborne pollutants have been reduced. During this time, DOE’s Carlsbad office hosted a bilateral conference to establish a cross-border consensus on what should be done on the basis of these earlier investigative efforts. Participating border region stakeholders set an agenda for technical collaborations. This agenda was supported by several Members of Congress who provided appropriations and directed DOE’s Carlsbad office to initiate technology demonstration projects. During the following two years, more than 12 private-sector and DOE-sponsored technologies were demonstrated in partnership with numerous border community stakeholders.     Atmospheric effects from large fires have received a great deal of interest recently, especially when the fires have the potential to effect human health when the plumes are transported long distances over areas of high population density. Examples are the recent large fires in Southeast Asia in 1997 (1) and the wildfires occurring in southern Mexico and Central America that were manifested in decreased visibility and high aerosol concentrations in the United States at distances of 2500-4000 km from the fires. In addition to fine aerosols, these biomass fires have the potential to produce and transport large quantities of oxygenated organic species such as aldehydes, ketones and carboxylic acids, hydrocarbons, and sulfate and nitrate species. Most of the literature reports dealing with products of biomass burning have been related to fireplace and wood burning stove emissions (2,3) and with local effects from forest fires(4). The recent super-large fires occurring in Indonesia and Mexico/Central America also bring about the issue of atmospheric reactivity because long-range transport affords long reaction times for photochemical reactions, wet and dry deposition and surface reactions on the aerosol particles. The smoke/haze conditions prompted considerable concern among the general population in New Mexico regarding health hazards and a large number of calls to the Albuquerque, NM Air Quality Division which reported the PM{sub 10} samples collected showed no significant increase in mass(5). The conclusion was that the particles were very fine and therefore had considerable influence on the visibility but did not violate health standards. In this study, organic and inorganic chemical species in the gaseous and aerosol phases have been identified and quantified under non-smoky and smoky conditions in Central New Mexico approximately 3000 km from the source of the fires.

    ABSTRACT The coyote (Canis latrans) is a recent addition to the fauna of eastern North America, and in many areas coyote populations have been established for only a decade or two. Although coyotes are known predators of white-tailed deer (Odocoileus virginianus) in their historic range, effects this new predator may have on eastern deer populations have received little attention. We speculated that in the southeastern United States, coyotes may be affecting deer recruitment, and we present 5 lines of evidence that suggest this possibility. First, the statewide deer population in South Carolina has declined coincident with the establishment and increase in the coyote population. Second, data sets from the Savannah River Site (SRS) in South Carolina indicate a new mortality source affecting the deer population concurrent with the increase in coyotes. Third, an index of deer recruitment at SRS declined during the period of increase in coyotes. Fourth, food habits data from SRS indicate that fawns are an important food item for coyotes during summer. Finally, recent research from Alabama documented significant coyote predation on fawns there. Although this evidence does not establish cause and effect between coyotes and observed declines in deer recruitment, we argue that additional research should proactively address this topic in the region. We identified several important questions on the nature of the deer–coyote relationship in the East.

    Since the early 1990s, Los Alamos National Laboratory (LANL) has applied electric grid models and simulation software to problems of national significance. This effort continues with a variety of other projects funded by the Department of Energy (DOE), other federal and state agencies and private companies. Critical to the success of these programs is the ability to integrate regional-scale models of the electric grid, to assess the propagation of grid impacts, and to present interactively the effect of potential mitigating actions required to stabilize the grid. All of these capabilities are applied in this study, to accomplish the following goals and objectives: (1) Develop an AC power flow model representing future conditions within New Mexico's electric grid, using commercial tools accepted by the utility industry; (2) Conduct a 'screening' analysis of options for accelerating potential renewable energy development through the addition of a statewide transmission collector system; (3) Estimate total revenue needed, jobs created (temporary and permanent) plus indirect and direct impacts to the state's economy; (4) Evaluate potential cost allocation methodology; and (5) Issue a project report that will provide information for policy direction by state regulators, project developers, and legislators.

    To promote cooperation in South Asia on environmental research, an international working group comprised of participants from Bangladesh, India, Nepal, Pakistan, Sri Lanka, and the US convened at the Soaltee Hotel in Kathmandu, Nepal, September 12 to 14, 1999. The workshop was sponsored in part by the Cooperative Monitoring Center (CMC) at Sandia National Laboratories in Albuquerque, New Mexico, through funding provided by the Department of Energy (DOE) Office of Nonproliferation and National Security. The CMC promotes collaborations among scientists and researchers in regions throughout the world as a means of achieving common regional security objectives. In the long term, the workshop organizers and participants are interested in the significance of regional information sharing as a means to build confidence and reduce conflict. The intermediate interests of the group focus on activities that might eventually foster regional management of some aspects of water resources utilization. The immediate purpose of the workshop was to begin the implementation phase of a project to collect and share water quality information at a number of river and coastal estuary locations throughout the region. The workshop participants achieved four objectives: (1) gaining a better understanding of the partner organizations involved; (2) garnering the support of existing regional organizations promoting environmental cooperation in South Asia; (3) identifying sites within the region at which data is to be collected; and (4) instituting a data and information collection and sharing process.
