Qatargas exporting LNG from Qatar`s new Ras Laffan Port

When the 135,000 cu m LNG carrier Al Zubarah departed Ras Laffan Port in December, Qatar entered a new era of commerce that will both boost the emirate`s economic development and influence energy trade around the world. The event capped more than a decade of planning, design, and construction of Ras Laffan Port--the world`s newest and largest LNG exporting facility. During the 1980s, the focus in Qatar was on exploration and development of North field, which holds the world`s largest reserves of nonassociated natural gas. In the 1990s, efforts concentrated on establishing a direct production and export link between North field, the new multi-billion-dollar Qatar Liquefied Gas Co. (Qatargas) gas liquefaction plant at Ras Laffan, and LNG export facilities at the 8.5 sq km Ras Laffan Port. Markets of the Far East will be first to be served by LNG from Ras Laffan Port. Two 25-year LNG supply contracts have been signed with buyers in Japan and South Korea, and negotiations are under way with potential customers from China, Taiwan, and Thailand. The paper describes the port, its operations, and export projects.

Perspectives on the institutional needs of joint implementation projects for China, Egypt, India, Mexico, and Thailand  

SciTech Connect

One avenue for reducing the net emissions of greenhouse gases (GHG) under the Framework Convention on Climate Change (FCCC) is the joint implementation (JI) of policies and projects to the Convention. Although debate on the practical aspects of JI projects is relatively young, it already includes issues concerning the ability of governments to accept JI projects as well as the project participants` capacity to monitor, evaluate, and verify the financial and GHG benefits. The focus of this paper is an in-depth, country-by-country analysis of current and conceivable institutions in potential host countries. To understand these concerns better, in August 1994 the authors asked colleagues in five developing countries to evaluate their countries` institutional capacity for JI projects. Their perspectives are presented here as individual country case studies. The five countries--Mexico, Egypt, Thailand, India, and China--were chosen because each has significant potential for JI projects.

International oil companies have collected advanced upstream and downstream technology and focused it on the small Persian Gulf emirate of Qatar, a roughly 110 mile long by 50 mile wide, thumb-like peninsula that juts out from Saudi Arabia. The emirate, in a burst of enlightened self interest, has opened its doors to international companies and is now riding a wave of foreign investment and new technology to major increases in oil, natural gas, and petrochemical production. The largest natural gas reserve in the world is under Qatari waters and is the driver for the activity that includes two LNG plants. Qatar has proven that you don`t need crude oil in the Persian Gulf to be important. Activities are discussed.

Qatar chooses Snam to market LNG in Europe

This paper reports that Qatar has chosen Italy's Snam SpA as its European partner to sell liquefied natural gas to Europe from a $4.8 billion joint venture project involving supergiant North offshore gas field. State owned Qatar General petroleum Corp. (QGPC) and Snam signed an agreement in Doha to create a joint company owned 65% by QGPC and the remainder by Snam. Italy's state electricity monopoly, ENEL, which is seeking Qatari gas a fuel for its power plants, may later acquire part of Snam's interest in the project. The joint venture will transport and market North LNG to Europe. Exports to Europe by Snam via Italy, to begin in 1997, are expected to be 283 bcf/year at first and may climb to 459 bcf/year, depending upon demand.

Increasing Well Productivity in Gas Condensate Wells in Qatar's North Field

Condensate blockage negatively impacts large natural gas condensate reservoirs all over the world; examples include Arun Field in Indonesia, Karachaganak Field in Kazakhstan, Cupiagua Field in Colombia,Shtokmanovskoye Field in Russian Barents Sea, and North Field in Qatar. The main focus of this thesis is to evaluate condensate blockage problems in the North Field, Qatar, and then propose solutions to increase well productivity in these gas condensate wells. The first step of the study involved gathering North Field reservoir data from previously published papers. A commercial simulator was then used to carry out numerical reservoir simulation of fluid flow in the North Field. Once an accurate model was obtained, the following three solutions to increasing productivity in the North Field are presented; namely wettability alteration, horizontal wells, and reduced Non Darcy flow. Results of this study show that wettability alteration can increase well productivity in the North Field by adding significant value to a single well. Horizontal wells can successfully increase well productivity in the North Field because they have a smaller pressure drawdown (compared to vertical wells). Horizontal wells delay condensate formation, and increase the well productivity index by reducing condensate blockage in the near wellbore region. Non Darcy flow effects were found to be negligible in multilateral wells due to a decrease in fluid velocity. Therefore, drilling multilateral wells decreases gas velocity around the wellbore, decreases Non Darcy flow effects to a negligible level, and increases well productivity in the North Field.

This paper reports that Activity continues to percolate in Qatar's massive liquefied natural gas export program. In the latest development, France's Ste. Nationale Elf Aquitaine and Japan's Sumitomo Corp. agreed to promote development of Qatar's LNG export project based on supergiant North Offshore gas field and step up discussions with potential buyers in coming months. Target markets lie in Japan and the Far East. Among other LNG operations, Columbia Gas System Inc. last week the it was told by Shell LNG Co. it is unlikely that presale conditions will be met prior to Shell LNG's scheduled purchase July 29 of 40.8% of the stock in Columbia LNG. Columbia LNG owns and LNG receiving terminal at Cove Point, Md., with a design sendout capacity of 1 bcfd of regasified LNG. That makes it the biggest in type U.S. Columbia the it had not received work on what action Shell LNG will take on the purchase agreement. However, failure to meet the undisclosed conditions will allow Shell LNG to end the agreement.

Condensate Water Collection for an Institutional Building in Doha, Qatar: An Opportunity for Water Sustainability

In almost all modern buildings today, HVAC equipment is used to provide a conditioned indoor environment while using large amounts of energy to cool, filter, and dehumidify the air in these structures. This is especially true for buildings located in hot and humid climates around the world. International engineering organizations, such as ASHRAE, have developed indoor air quality standards which stipulate substantial requirements for fresh outside air to be introduced into a buildings air conditioning system. Internal loads and additional outside ventilation air all generate considerable latent loads on these systems and exacerbate the already difficult moisture control problem. A manifestation of this load is the liquid water condensate that is typically drained away from the air conditioning equipment and routed to the nearest sanitary drain. This project investigated sustainability issues associated with the collection and storage of this condensate water from selected air conditioning equipment for an institutional building located on the Education City Campus in Doha, Qatar. Simplified modeling of the condensation potential from the existing air conditioning systems, means for tapping into existing condensate drainage systems for re-routing to a storage facility, metering of collected condensate water, and potential impact for this water capture and re-use technique were studied. This project demonstrated the potential to capture over 6 million liters (1.6 million gallons) of condensate water each year from the air conditioning systems for this building.

The OCD has the responsibility to gather oil and gas production data, permit new wells, establish pool rules and oil and gas allowables, issue discharge permits, enforce rules and regulations of the division, monitor underground injection wells and ensure that abandoned wells are properly plugged and the land is responsibly restored. Otherwise, the New Mexico Environment Department (NMED) administers the major environmental protection laws. Mexico's oil industry continues its rise, but it has not yet been able to ignite sluggish sectors of the economy nor bring national prosperity. Petroleos Mexicanos (PEMEX) has accomplished about everything an oil company can do. Total claimed proved reserves of oil, gas liquids, and gas (oil equivalent) climbed 12 billion bbl to 72,000 billion bbl in 1981. They could hit 80 billion bbl by year-end 1982. Production (oil, gas, and gas liquids) rose by half a million barrels per day to 3,125,000 bpd. With the proper market and mandate, PEMEX could top that in 1982. Exports grew 300,000 bpd in 1981, but may be flat in 1982, though not due to a lack of capacity to export. PEMEX lost its authority to set sales volumes after the first big discoveries. It has also lost its ability to negotiate prices. This report indicates the impact of economic factors on drilling and production. New finds and production statistics on existing fields are highlighted. Technologic progress also is documented.

Mexico Wind Resource Assessment Project

A preliminary wind energy resource assessment of Mexico that produced wind resource maps for both utility-scale and rural applications was undertaken as part of the Mexico-U.S. Renewable Energy Cooperation Program. This activity has provided valuable information needed to facilitate the commercialization of small wind turbines and windfarms in Mexico and to lay the groundwork for subsequent wind resource activities. A surface meteorological data set of hourly data in digital form was utilized to prepare a more detailed and accurate wind resource assessment of Mexico than otherwise would have been possible. Software was developed to perform the first ever detailed analysis of the wind characteristics data for over 150 stations in Mexico. The hourly data set was augmented with information from weather balloons (upper-air data), ship wind data from coastal areas, and summarized wind data from sources in Mexico. The various data were carefully evaluated for their usefulness in preparing the wind resource assessment. The preliminary assessment has identified many areas of good-to-excellent wind resource potential and shows that the wind resource in Mexico is considerably greater than shown in previous surveys.

The Author(s) 2011. This article is published with open access at Springerlink.com Abstract We examined correlates of ever injecting drugs in Mexico among residents of San Diego, California. From 2007 to 2010, injecting drug users (IDUs) in San Diego underwent an interviewer-administered survey. Logistic regression identified correlates of injection drug use in Mexico. Of 302 IDUs, 38 % were Hispanic, 72 % male and median age was 37; 27 % ever injected in Mexico; 43% reported distributive syringe sharing there. Factors independently associated with ever injecting drugs in Mexico included being younger at first injection, injecting heroin, distributive syringe sharing at least half of the time, and transporting drugs over the last 6 months. One-quarter of IDUs reported ever injecting drugs in Mexico, among whom syringe sharing was common, suggesting possible mixing between IDUs in the Mexico-US border region. Prospective studies should monitor trends in cross-border drug use in light of recent Mexican drug policy reforms partially decriminalizing drug possession.

Opportunity for America: Mexico`s coal future

This study examines the history, current status and future prospects for increased coal use in Mexico. Environmental implications of the power-generation capacity expansion plans are examined in general terms. Mexican environmental law and regulations are briefly reviewed along with the new sense of urgency in the cleanup of existing environmental problems and avoidance of new problems as clearly mandated in recent Mexican government policy initiatives. It is expected that new capital facilities will need to incorporate the latest in process and technology to comply with existing environmental regulation. Technology developments which address these issues are identified. What opportunities have new initiatives caused by the recent diversification of Mexico`s energy economy offered US firms? This report looks at the potential future use of coal in the Mexican energy economy, examining this issue with an eye toward identifying markets that might be available to US coal producers and the best way to approach them. Market opportunities are identified by examining new developments in the Mexican economy generally and the energy economy particularly. These developments are examined in light of the current situation and the history which brought Mexico to its present status.

The Energy Analysis Program (EAP) at the Lawrence Berkeley Laboratory (LBL) first became involved in Chinese energy issues through a joint China-US symposium on markets and demand for energy held in Nanjing in November of 1988. Discovering common interests, EAP began to collaborate on projects with the Energy Research Institute (ERI) of China`s State Planning Commission. In the course of this work it became clear that a major issue in the furtherance of our research was the acquisition of reliable data. In addition to other, more focused activities-evaluating programs of energy conservation undertaken in China and the prospects for making Chinese industrics morc energy-efficient, preparing historical reviews of cncrgy supply and demand in the People`s Republic of China, sponsoring researchers from China to work with experts at LBL on such topics as energy efficiency standards for buildings, adaptation of US energy analysis software to Chinese conditions, and transportation issues-we decided to compile, assess, and organize Chinese energy data. Preparing this volume confronted us with a number of difficult issues. The most frustrating usually involved the different approaches to sectoral divisions taken in China and the US. For instance, fuel used by motor vehicles belonging to industrial enterprises is counted as industrial consumption in China; only fuel use by vehicles belonging to enterprises engaged primarily in transportation is countcd as transportation use. The estimated adjustment to count all fuel use by vehicles as transportation energy use is quite large, since a large fraction of motor vehicles belong to industrial enterprises. Similarly, Chinese industrial investment figures are skewed compared to those collected in the US because a large portion of enterprises` investment funds is directed towards providing housing and social services for workers and their families.

For instance, fuel used by motor vehicles belonging to industrial enterprises is counted as industrial consumption in China; only fuel use by vehicles belonging to enterprises engaged primarily in transportation is countcd as transportation use. The estimated adjustment to count all fuel use by vehicles as transportation energy use is quite large, since a large fraction of motor vehicles belong to industrial enterprises. Similarly, Chinese industrial investment figures are skewed compared to those collected in the US because a large portion of enterprises' investment funds is directed towards providing housing and social services for workers and their families.

www.conseilinternationalducanada.org China Papers No. 6 The twisted course of Sino-Canadian relations since the Harper Conservative government acceded to power in January 2006 has rightly focused attention on the foundations of our bilateral relationship. This paper ventures a look at the basis of the bilateral relationship from the Chinese perspective. It looks at the overall objectives of Chinas political and diplomatic strategy, how Chinese policy is made and the explicit and implicit place allotted to Canada within Chinas overall foreign policy. Canadas place in Chinas grand strategy will be approached from two directions: the role assigned to bilateral relations with Canada as found in various Chinese foreign policy announcements and the potential role for Canada within the overall objectives of Chinas grand strategy. The paper also looks at the scale of cooperation under present conditions versus the scope for cooperation that could be articulated as compatible with Chinas overall foreign policy objectives consistent with Canadian foreign policy goals and objectives. The Canadian experience is offset by brief comparisons with France and Australia and some suggestions are offered on how to anchor the bilateral relationship on a sounder and more stable framework that takes into account Canadas unique opportunities given Chinas changing place in the global balance.

Not only the free web is victim to China's excessive censorship, but also the Tor anonymity network: the Great Firewall of China prevents thousands of potential Tor users from accessing the network. In this paper, we investigate how the blocking mechanism is implemented, we conjecture how China's Tor blocking infrastructure is designed and we propose countermeasures. Our work bolsters the understanding of China's censorship capabilities and thus paves the way towards more effective evasion techniques.

The Energy Analysis Program (EAP) at the Lawrence Berkeley Laboratory (LBL) first becamc involved in Chinese energy issues through a joint China-US symposium on markets and demand for energy held in Nanjing in November of 1988. Discovering common interests, EAP began to collaborate on projects with the Energy Research Institute (ERI) of China's State Planning Commission. In the course of this work it became clear that a major issue in the furtherance of our research was the acquisition of reliable data. In addition to other, more focused activities-evaluating programs of energy conservation undertaken in China and the prospects for making Chinese industries more energy-efficient, preparing historical reviews of energy supply and demand in the People's Republic of China, sponsoring researchers from China to work with experts at LBL on such topics as energy efficiency standards for buildings, adaptation of US energy analysis software to Chinese conditions, and transportation issues-we decided to compile, assess, and organize Chinese energy data. We are hopeful that this volume will not only help us in our work, but help build a broader community of Chinese energy policy studies within the US.

The response to the first edition of the China Energy Databook was overwhelmingly positive, and has encouraged us to issue this revised, updated, and expanded edition. It has been a natural counterpart to the Energy Analysis Program`s continuing program of collaborative research with the Energy Research Institute. No other current reference volume dedicated to China`s energy system contains a similar variety and quality of material. We have revised some of the categories and data that appeared in the old volume. The adjustment for energy consumption in the transportation sector, for instance, has been slightly changed to include some fuel use in the commercial sector, which was previously left out. As another example, natural gas consumption statistics in the first edition greatly overstated electric utility use; we have rectified that error. Some tables have changed as statistical collection and reporting practices change in China. Figures on gross output value by sector stop with 1992, and economic output in subsequent years is covered by various measures of value-added, such as national income and gross domestic product.

China`s macro economic trends and power industry structure

Since China adopted an open door policy in 1978, its economy has grown rapidly. Between 1980 and 1993, China`s real GNP growth averaged 9.4 percent per year. Economists at the Chinese Academy of Social Sciences forecast that GNP will increase by 11.5 percent in 1994. During the rest of the decade, the Chinese government plans to reduce its annual GNP growth rate to 8-9 percent. During the 2001-2010 period, the economic growth rate is projected to decline to 6.5 percent per year. Table 1 compares China`s economic growth to other Asia-Pacific Economies, and includes projections to 2010. During the 1980s, China`s GDP growth rate was only second to that of South Korea. In the 1990`s, China is projected to have the highest economic growth in the Asia-Pacific region. China`s rapid economic growth is due to dramatic increases in the effective labor supply and effective capital stock. For the remainder of the 1990s, the effective labor supply should continue to increase rapidly because: (1) Chinese state enterprises are over-staffed and labor system reforms will move millions of these workers into more productive activities; (2) reforms in the wage system will provide increased incentives to work harder; (3) relaxation of migration controls from rural to urban areas will cause nominal labor in the industrial sector to accelerate; (4) differentials in personal income will increase and develop peer pressure on workers to work harder and earn more money; and (5) at China`s low personal income level, Chinese people are willing to trade leisure for more income as wages increase.

Global concern about the environment is increasing, and the People's Republic of China (PRC) is not immune from such concerns. The Chinese face issues similar to those of many other developing nations. The US Department of Energy is particularly interested in national and world pollution issues, especially those that may infringe on other countries' economic growth and development. The DOE is also interested in any opportunities that might exist for US technical assistance and equipment in combating environmental problems. Our studies of articles in the China Daily, and English-language daily newspaper published by the Chinese government, show that population, pollution, and energy are major concerns of the Chinese Communist Party. Thus this report emphasizes the official Chinese government view. Supporting data were also obtained from other sources. Regardless of the severity of their various environmental problems, the Chinese will only try to remedy those problems with the greatest negative effects on its developing economy. They will be looking for foreign assistance, financial and informational, to help implement solutions. With the Chinese government seeking assistance, the United States has an opportunity to export basic technical information, especially in the areas of pollution control and monitoring, oil exploration methods, oil drilling technology, water and sewage treatment procedures, hazardous waste and nuclear waste handling techniques, and nuclear power plant safety procedures. In those areas the US has expertise and extensive technical experience, and by exporting the technologies the US would benefit both economically and politically. 59 refs., 3 figs.

New Mexico renewable development study

Since the early 1990s, Los Alamos National Laboratory (LANL) has applied electric grid models and simulation software to problems of national significance. This effort continues with a variety of other projects funded by the Department of Energy (DOE), other federal and state agencies and private companies. Critical to the success of these programs is the ability to integrate regional-scale models of the electric grid, to assess the propagation of grid impacts, and to present interactively the effect of potential mitigating actions required to stabilize the grid. All of these capabilities are applied in this study, to accomplish the following goals and objectives: (1) Develop an AC power flow model representing future conditions within New Mexico's electric grid, using commercial tools accepted by the utility industry; (2) Conduct a 'screening' analysis of options for accelerating potential renewable energy development through the addition of a statewide transmission collector system; (3) Estimate total revenue needed, jobs created (temporary and permanent) plus indirect and direct impacts to the state's economy; (4) Evaluate potential cost allocation methodology; and (5) Issue a project report that will provide information for policy direction by state regulators, project developers, and legislators.

Solar Two technology for Mexico

Solar power towers, based on molten salt technology, have been the subject of extensive research and development since the late 1970s. In the mid 1980s, small experimental plants were successfully fielded in the USA and France that demonstrated the feasibility of the concept at a 1 to 2 MW{sub e} scale. Systems analyses indicate this technology will be cost competitive with coal-fired power plants after scaling-up plant size to the 100 to 200 MW{sub e} range. To help bridge the scale-up gap, a 10 MW{sub e} demonstration project known as Solar Two, was successfully operated in California, USA from 1996 to 1999. The next logical step could be to scale-up further and develop a 30 MW{sub e} project within the country of Mexico. The plant could be built by an IPP industrial consortium consisting of USA's Boeing and Bechtel Corporations, combined with Mexican industrial and financial partners. Plausible technical and financial characteristics of such a ``Solar-Two-type'' Mexican project are discussed in this paper.
