The document contains a survey of test and demonstration assets in New Mexico available for external users such as small businesses with security technologies under development. Demonstration and validation of national security technologies created by incubator sources, as well as other sources, are critical phases of technology development. The NSPP will support the utilization of an integrated demonstration and validation environment.

    This document presents the plan for validating the ocean systems response codes used in the OTEC community. Ocean systems used here includes the platform, the CWP, and the mooring system. The objectives of the present program are to acquire test data on the response of the ocean system to wave excitation available frequency domain computer codes. If the codes are not fully validated upon comparison of the test data with the calculations, the objectives are to identify discrepancies, establish the range of code usefulness and to recommend improvements. Model tests will be conducted in the OTC model basin with the CWP extending into the 30 foot deep pit. This limits the model scale to 1:110. Three types of prototype CWP's will be modeled: rigid, articulated and compliant. Two mooring stiffnesses will be tested based on the Lockheed mooring study. The model platform is a modified version of the APL barge redesigned to improve seakeeping performance. Computer code calculations will be made with the ROTEC and NOAA/DOE frequency domain codes. Standard response parameters will be compared with the test data (stress and motion maxima, significant and RMS magnitudes as well as selected RAO's). Wave drift forces will be estimated and compared to test data.

    The U.S. Department of Energy (DOE) is operating an environmental restoration program to characterize, remediate, and close non-Nevada Test Site locations that were used for nuclear testing. Evaluation of radionuclide transport by groundwater from these sites is an important part of the preliminary site risk analysis. These evaluations are undertaken to allow prioritization of the test areas in terms of risk, provide a quantitative basis for discussions with regulators and the public about future work at the sites, and provide a framework for assessing data needs to be filled by site characterization. The Gnome site in southeastern New Mexico was the location of an underground detonation of a 3.5-kiloton nuclear device in 1961, and a hydrologic tracer test using radionuclides in 1963. The tracer test involved the injection of tritium, {sup 90}Sr, and {sup 137}Cs directly into the Culebra Dolomite, a nine to ten-meter-thick aquifer located approximately 150 in below land surface. The Gnome nuclear test was carried out in the Salado Formation, a thick salt deposit located 200 in below the Culebra. Because salt behaves plastically, the cavity created by the explosion is expected to close, and although there is no evidence that migration has actually occurred, it is assumed that radionuclides from the cavity are released into the overlying Culebra Dolomite during this closure process. Transport calculations were performed using the solute flux method, with input based on the limited data available for the site. Model results suggest that radionuclides may be present in concentrations exceeding drinking water regulations outside the drilling exclusion boundary established by DOE. Calculated mean tritium concentrations peak at values exceeding the U.S. Environmental Protection Agency drinking water standard of 20,000 pCi/L at distances of up to almost eight kilometers west of the nuclear test.

    The Northwest National Marine Renewable Energy Center (NNMREC), headquartered at the Oregon State University, is establishing the capabilities to test prototype wave energy conversion devices in the ocean. This CRADA will leverage the technical expertise and resources at NREL in the wind industry and in ocean engineering to support and enhance the development of the NNMREC Mobile Ocean Test Berth (MOTB). This CRADA will provide direct support to NNMREC by providing design evaluation and review of the MOTB, developing effective protocols for testing of the MOTB and wave energy conversion devices in the ocean, assisting in the specification of appropriate instrumentation and data acquisition packages, and providing guidance on obtaining and maintaining A2LA (American Association for Laboratory Accreditation) accreditation.

    Fiberglass sandwich wall structures emerged as leading candidates for the OTEC cold water pipe because of their high strength to weight ratio, their flexibility in selecting directional properties, their resistance to electrochemical interaction, their ease of deployment and their relative low cost. A review of the literature established reasonable confidence that FRP laminates could meet the OTEC requirements; however, little information was available on the performance of core materials suitable for OTEC applications. Syntactic foam cores of various composition and density were developed and tested for mechanical properties and seawater absorption.

Its purpose is to enable the compari son of wave resource characteristics among sites as well as the select io n of test sites that are most suitable for a developer's device and that best meet their testing needs and objectives . It also provides essential inputs for the design of WEC test devices and planning WEC tests, including the planning of deployment and op eration s and maintenance. For each site, this report catalogues wave statistics recommended in the (draft) International Electrotechnical Commission Technical Specification (IEC 62600 - 101 TS) on Wave Energy Characterization, as well as the frequency of oc currence of weather windows and extreme sea states, and statistics on wind and ocean currents. It also provides useful information on test site infrastructure and services .

    Los Alamos National Laboratory and Instituto Mexicano del Petroleo have embarked on a joint study of options for improving air quality in Mexico City. The intent is to develop a modeling system which can address the behavior of pollutants in the region so that option for improving Mexico City air quality can be properly evaluated. In February of 1991, the project conducted a field program which yielded a variety of data which is being used to evaluate and improve the models. Normally the worst air quality for both primary and photochemical pollutants occurs in the winter Mexico City. During the field program, measurements included: (1) lidar measurements of aerosol transport and dispersion, (2) aircraft measurements of winds, turbulence, and chemical species aloft, (3) aircraft measurements of earth surface skin temperatures, and (4) tethersonde measurements of wind, temperature and ozone vertical profiles. A three-dimensional, prognostic, higher order turbulence meteorological model (HOTMAC) was modified to include an urban canopy and urban heat sources. HOTMAC is used to drive an Monte-Carlo kernel dispersion code (RAPTAD). HOTMAC also provides winds and mixing heights for the CIT photochemical model which was developed by investigators at the California Institute of Technology and Carnegie Mellon University.

    Key components of open-cycle ocean thermal energy conversion systems--the flash evaporator, mist eliminator, passive predeaerator, two surface condenser stages, and two direct-contact condenser stages--have been tested using seawater. These components operate at lower steam pressures and higher inlet noncondensable gas concentrations than do conventional power plant heat exchangers. The rate of heat exchanged between the evaporator and the condenser is on the order of 1.25MW-thermal, requiring a warm seawater flow of about 0.1 m[sup 3]/s; the cold seawater flow is on the order of half the warm water flow. In addition to characterizing the performance of the various components, the system has produced potable water from condensation of the steam produced in the evaporator. The information obtained in these tests is being used to design a larger scale experiment in which net power production is expected to be demonstrate for the first time using OC-OTEC technology.

    This report presents comprehensive documentation of the experimental research conducted on open-cycle ocean thermal energy conversion (OC-OTEC) components operating with seawater as a working fluid. The results of this research are presented in the context of previous analysis and fresh-water testing; they provide a basis for understanding and predicting with confidence the performance of all components of an OC-OTEC system except the turbine. Seawater tests have confirmed the results that were obtained in fresh-water tests and predicted by the analytical models of the components. A sound technical basis has been established for the design of larger systems in which net power will be produced for the first time from OC-OTEC technology. Design and operation of a complete OC-OTEC system that produces power will provide sufficient confidence to warrant complete transfer of OC-OTEC technology to the private sector. Each components performance is described in a separate chapter written by the principal investigator responsible for technical aspects of the specific tests. Chapters have been indexed separately for inclusion on the data base.

    Breeding bird abundance, species richness, evenness, diversity, composition, productivity, and survivorship were determined near a high-explosive detonation site at Los Alamos National Laboratory, New Mexico, USA, during pre-operation (1997-1999) and operation (2000-2014) periods. The operation periods consisted of detonations (<23 kg in yield and <3 per breeding season) in open air (2000-2002), within foam containment (2003-2006) and within steel vessel containment (2007-2014) systems; the latter two were employed to reduce noise and dispersal of high-explosives residues. A total of 2952 bird captures, representing 80 species, was recorded during 18 years of mist net operations using the Monitoring Avian Productivity andmore » Survivorship protocol. Individuals captured were identified to species, aged, sexed, and banded during May through August of each year. There were no significant differences (p > 0.05) in mean avian abundance and species evenness in any of the operation periods as compared with the pre-operation period. Species richness and diversity were significantly higher (p < 0.05) during the vessel containment period (2007-2014) than the pre-operation period. The time period of this study coincided with a wildfire (2000), a bark beetle infestation (2002), and two periods of drought (Nov 1999-Mar 2004 and Dec 2005-Dec 2014) that affected the study area. Furthermore, analysis of aerial photos determined that the average percent canopy cover of mature ponderosa pines (Pinus ponderosa) within 100 feet of mist net sites declined from 12% to 3% between 1991 and 2014 and the percent cover of shrubs slightly increased.« less

The purpose of the federal Ocean Energy Technology (OET) Program is to develop techniques that harness this ocean energy in a cost-effective and environmentally acceptable manner. The OET Program seeks to develop ocean energy technology to a point where the commercial sector can assess whether applications of the technology are viable energy conversion alternatives or supplements to systems. Past studies conducted by the US Department of Energy (DOE) have identified ocean thermal energy conversion (OTEC) as the largest potential contributor to United States energy supplies from the ocean resource. As a result, the OET Program concentrates on research to advance OTEC technology. Current program emphasis has shifted to open-cycle OTEC power system research because the closed-cycle OTEC system is at a more advanced stage of development and has already attracted industrial interest. During FY 1989, the OET Program focused primarily on the technical uncertainties associated with near-shore open-cycle OTEC systems ranging in size from 2 to 15 MW{sub e}. Activities were performed under three major program elements: thermodynamic research and analysis, experimental verification and testing, and materials and structures research. These efforts addressed a variety of technical problems whose resolution is crucial to demonstrating the viability of open-cycle OTEC technology. This publications is one of a series of documents on the Renewable Energy programs sponsored by the US Department of Energy.     For decades in offshore drilling, the drill cuttings were separated from the circulating drilling fluid by the shale shaker and hydrocyclone, and discharged to the ocean. The drilling fluid itself was discharged to the ocean intermittently to maintain its required properties during the drilling process. These discharges contain many environmentally undesirable chemicals, such as hydrocarbons chemical additives and heavy metals. As a result, the ocean floor near some of the offshore platforms in the Gulf of Mexico are covered by contaminated sediment. Ocean current is not as effective in washing out the discarded ocean muds as previously believed. An attempt was made to clean some of the offshore platforms in the Gulf of Mexico. The quantity and characteristics of the drilling discharges are estimated the technology used to clean the ocean floor near platforms is described, and advanced treatments for hydrocarbon removal, chemical oxidation and activated carbon adsorption, are discussed. 8 references.

    Hydrologic investigations on depleted uranium fate and transport associated with dynamic testing activities were instituted in the 1980`s at Los Alamos National Laboratory and Eglin Air Force Base. At Los Alamos, extensive field watershed investigations of soil, sediment, and especially runoff water were conducted. Eglin conducted field investigations and runoff studies similar to those at Los Alamos at former and active test ranges. Laboratory experiments complemented the field investigations at both installations. Mass balance calculations were performed to quantify the mass of expended uranium which had transported away from firing sites. At Los Alamos, it is estimated that more than 90 percent of the uranium still remains in close proximity to firing sites, which has been corroborated by independent calculations. At Eglin, we estimate that 90 to 95 percent of the uranium remains at test ranges. These data demonstrate that uranium moves slowly via surface water, in both semi-arid (Los Alamos) and humid (Eglin) environments.

    Design of offshore structures requires knowledge of the appropriate current profile to be used in conjunction with the design wave. Accurate determination of the current profile will depend on reliable current models. Vertical transfer of momentum in storm-driven current models is commonly treated either by using eddy viscosity or by assuming 'slab-like' mixed layer flow. These two fundamentally different approaches predict different current speeds and profiles during severe storms. The existing data base is inadequate to determine which approach is better, but most existing data sets are subject to one or more of four limitations that can lead one improperly to interpret the data as supporting the existence of current velocity shear in otherwise uniform mixed layers. One-dimensional slab models are found to compare favorably with observed wind-driven currents at the Ocean Test Structure in the Gulf of Mexico (deployed in 20 m deep water). By using some reasonably simple assumptions, these slab models are able to replicate many of the significantly features of the wide range of different responses. The character of the response appears to depend on an interaction of stratification and topography. Barotropic responses are characteristic of typical coastal responses; current oriented longshore and are in phase with the wind. Baroclinic responses are dominantly inertial as might be expected in the deep sea, but with an additional near-bottom cross-shore counter flow. The structure of one observed barotropic response is compared to detail to predictions of both slab and eddy viscosity models and found consistent with a slab model and inconsistent with eddy viscosity models. Shear observed during this event was not significantly different from zero, but was significantly below estimated shear predictions of four eddy viscosity models given the peak 0.4 N/m/sup 2/ wind stress.

    A numerical model has been developed to incorporate refraction of ocean surface gravity waves by major ocean currents. The model is initialized with directional wave spectra and verified with aircraft synthetic aperture radar X band spectra, laser profilometer spectra, and pitch and roll buoy data. Data collected during the Marineland test experiment are used as surface truth observations for the wave-current study. Evidence of Gulf Stream refraction and trapping of surface waves as well as caustics in the current is shown and modeled assuming a nonuniform Gulf Stream distribution. Frequency and directional resolution of the wave spectral distribution and the current refraction patterns illustrates the need for further study of ocean current-wave interaction in wave refraction studies.

Covering 71% of the earth's surface, they collect and store this energy as waves, currents, and thermal and salinity gradients.     In an ocean thermal energy conversion facility, a cold water riser pipe is releasably supported at its upper end by the hull of the floating facility. The pipe is substantially vertical and has its lower end far below the hull above the ocean floor. The pipe is defined essentially entirely of a material which has a modulus of elasticity substantially less than that of steel, e.g., high density polyethylene, so that the pipe is flexible and compliant to rather than resistant to applied bending moments. The position of the lower end of the pipe relative to the hull is stabilized by a weight suspended below the lower end of the pipe on a flexible line. The pipe, apart from the weight, is positively buoyant. If support of the upper end of the pipe is released, the pipe sinks to the ocean floor, but is not damaged as the length of the line between the pipe and the weight is sufficient to allow the buoyant pipe to come to a stop within the line length after the weight contacts the ocean floor, and thereafter to float submerged above the ocean floor while moored to the ocean floor by the weight. The upper end of the pipe, while supported by the hull, communicates to a sump in the hull in which the water level is maintained below the ambient water level. The sump volume is sufficient to keep the pipe full during heaving of the hull, thereby preventing collapse of the pipe.

    Simple ocean carbon cycle models can be used to calculate the rate at which the oceans are likely to absorb CO{sub 2} from the atmosphere. For problems involving steady-state ocean circulation, well calibrated ocean models produce results that are very similar to results obtained using general circulation models. Hence, simple ocean carbon cycle models may be appropriate for use in studies in which the time or expense of running large scale general circulation models would be prohibitive. Simple ocean models have the advantage of being based on a small number of explicit assumptions. The simplicity of these ocean models facilitates the understanding of model results.

    This study examines the history, current status and future prospects for increased coal use in Mexico. Environmental implications of the power-generation capacity expansion plans are examined in general terms. Mexican environmental law and regulations are briefly reviewed along with the new sense of urgency in the cleanup of existing environmental problems and avoidance of new problems as clearly mandated in recent Mexican government policy initiatives. It is expected that new capital facilities will need to incorporate the latest in process and technology to comply with existing environmental regulation. Technology developments which address these issues are identified. What opportunities have new initiatives caused by the recent diversification of Mexico`s energy economy offered US firms? This report looks at the potential future use of coal in the Mexican energy economy, examining this issue with an eye toward identifying markets that might be available to US coal producers and the best way to approach them. Market opportunities are identified by examining new developments in the Mexican economy generally and the energy economy particularly. These developments are examined in light of the current situation and the history which brought Mexico to its present status.

    Mexico, considered the Saudi Arabia of the Western Hemisphere because of its proven and potential petroleum reserves, has surprised the world: it has embarked on the biggest nuclear-electric program in the Third World, only to postpone it days before scheduled approval of an international bidding (on which the atomic energy industry had pinned its hopes). A graph shows Mexican supplies of electricity by source with official projections to 1990. The point of entrance of the first nuclear reactor, originally scheduled for 1982, won't come onstream until 1983; and how nuclear-generated electricity grows close to 5% of the total in 1990. The big question is, will the future President of Mexico give the green light to the atomic megaproject. And if he does, how will Mexico deal with the serious logistics problems and grave ecological implications confronting the industry worldwide. In this issue, the author and Energy Detente touch on these questions and review the nuclear power status of Mexico, as well as addressing some of its global problems. Also presented in this issue is an update of the fuel price/tax series for the Western Hemisphere countries.

    It is noted that the relatively high-speed ocean currents flowing northward along the east coast of the U.S. may be able to supply a significant proportion of the future electric power requirements of urban areas. The Gulf Stream core lies only about 20 miles east of Miami here its near-surface water reaches velocities of 4.3 miles per hour. Attention is called to the estimate that the energy available in the current of the Gulf Stream adjacent to Florida is approximately equivalent to that generated by 25 1,000-megawatt power plants. It is also contended that this power could be produced at competitive prices during the 1980s using large turbines moored below the ocean surface near the center of the Stream. Assuming an average ocean-current speed between 4 and 5 knots at the current core, the power density of a hydroturbine could reach 410 watts per square foot, about 100 times that of a wind-driven device of similar scale operating in an airflow of approximately 11 knots.

    A permanent observatory has been installed on the seafloor at Federal Lease Block, Mississippi Canyon 118 (MC118), northern Gulf of Mexico. Researched and designed by the Gulf of Mexico Hydrates Research Consortium (GOM-HRC) with the geological, geophysical, geochemical and biological characterization of in situ gas hydrates systems as the research goal, the site has been designated by the Bureau of Ocean Energy Management as a permanent Research Reserve where studies of hydrates and related ocean systems may take place continuously and cooperatively into the foreseeable future. The predominant seafloor feature at MC118 is a carbonate-hydrate complex, officially named Woolsey Mound for the founder of both the GOM-HRC and the concept of the permanent seafloor hydrates research facility, the late James Robert “Bob” Woolsey. As primary investigator of the overall project until his death in mid-2008, Woolsey provided key scientific input and served as chief administrator for the Monitoring Station/ Seafloor Observatory (MS-SFO). This final technical report presents highlights of research and accomplishments to date. Although not all projects reached the status originally envisioned, they are all either complete or positioned for completion at the earliest opportunity. All Department of Energy funds have been exhausted in this effort but, in addition, leveraged to great advantage with additional federal input to the project and matched efforts and resources. This report contains final reports on all subcontracts issued by the University of Mississippi, Administrators of the project, Hydrate research activities that both support and derive from the monitoring station/sea-floor Observatory, Mississippi Canyon 118, northern Gulf of Mexico, as well as status reports on the major components of the project. All subcontractors have fulfilled their primary obligations. Without continued funds designated for further project development, the Monitoring Station/Seafloor Observatory is in danger of lapsing into disuse. However, for the present, interest in the site on the continental slope is healthy and The Center for Marine Resources and Environmental Technology continues to coordinate all activity at the MS/SFO as arranged through the BOEM in 2005. Field and laboratory research projects and findings are reviewed, new technologies and tests described. Many new sensors, systems and two custom ROVs have been developed specifically for this project. Characteristics of marine gas hydrates are dramatically more refined than when the project was initiated and include appear in sections entitled Accomplishments, Products and Publications.

    As part of a larger effort involving members of several other organizations, we have conducted numerical simulations in support of emergency-response exercises of postulated asteroid ocean impacts. We have addressed the problem from source (asteroid entry) to ocean impact (splash) to wave generation, propagation and interaction with the U.S. shoreline. We simulated three impact sites. The first site is located off the east coast by Maryland's shoreline. The second site is located off of the West coast, the San Francisco bay. The third set of sites are situated in the Gulf of Mexico. Asteroid impacts on the ocean surface are conducted using LLNL's hydrocode GEODYN to create the impact wave source for the shallow water wave propagation code, SWWP, a shallow depth averaged water wave code.

    In this study, Ocean Sampling Day was initiated by the EU-funded Micro B3 (Marine Microbial Biodiversity, Bioinformatics, Biotechnology) project to obtain a snapshot of the marine microbial biodiversity and function of the world’s oceans. It is a simultaneous global mega-sequencing campaign aiming to generate the largest standardized microbial data set in a single day. This will be achievable only through the coordinated efforts of an Ocean Sampling Day Consortium, supportive partnerships and networks between sites. This commentary outlines the establishment, function and aims of the Consortium and describes our vision for a sustainable study of marine microbial communities and their embedded functional traits.

  5. Critical Infrastructure for Ocean Research and Societal Needs in 2030

    The United States has jurisdiction over 3.4 million square miles of ocean—an expanse greater than the land area of all fifty states combined. This vast marine area offers researchers opportunities to investigate the ocean’s role in an integrated Earth system, but also presents challenges to society, including damaging tsunamis and hurricanes, industrial accidents, and outbreaks of waterborne diseases. The 2010 Gulf of Mexico Deepwater Horizon oil spill and 2011 Japanese earthquake and tsunami are vivid reminders that a broad range of infrastructure is needed to advance our still-incomplete understanding of the ocean. The National Research Council (NRC)’s Ocean Studies Board was asked by the National Science and Technology Council’s Subcommittee on Ocean Science and Technology, comprised of 25 U.S. government agencies, to examine infrastructure needs for ocean research in the year 2030. This request reflects concern, among a myriad of marine issues, over the present state of aging and obsolete infrastructure, insufficient capacity, growing technological gaps, and declining national leadership in marine technological development; issues brought to the nation’s attention in 2004 by the U.S. Commission on Ocean Policy. A 15-member committee of experts identified four themes that encompass 32 future ocean research questions–enabling stewardship of the environment, protecting life and property, promoting economic vitality, and increasing fundamental scientific understanding. Many of the questions in the report (e.g., sea level rise, sustainable fisheries, the global water cycle) reflect challenging, multidisciplinary science questions that are clearly relevant today, and are likely to take decades of effort to solve. As such, U.S. ocean research will require a growing suite of ocean infrastructure for a range of activities, such as high quality, sustained time series observations or autonomous monitoring at a broad range of spatial and temporal scales. Consequently, a coordinated national plan for making future strategic investments becomes an imperative to address societal needs. Such a plan should be based upon known priorities and should be reviewed every 5-10 years to optimize the federal investment. The committee examined the past 20 years of technological advances and ocean infrastructure investments (such as the rise in use of self-propelled, uncrewed, underwater autonomous vehicles), assessed infrastructure that would be required to address future ocean research questions, and characterized ocean infrastructure trends for 2030. One conclusion was that ships will continue to be essential, especially because they provide a platform for enabling other infrastructure – autonomous and remotely operated vehicles; samplers and sensors; moorings and cabled systems; and perhaps most importantly, the human assets of scientists, technical staff, and students. A comprehensive, long-term research fleet plan should be implemented in order to retain access to the sea. The current report also calls for continuing U.S. capability to access fully and partially ice-covered seas; supporting innovation, particularly the development of biogeochemical sensors; enhancing computing and modeling capacity and capability; establishing broadly accessible data management facilities; and increasing interdisciplinary education and promoting a technically-skilled workforce. The committee also provided a framework for prioritizing future investment in ocean infrastructure. They recommend that development, maintenance, or replacement of ocean research infrastructure assets should be prioritized in terms of societal benefit, with particular consideration given to usefulness for addressing important science questions; affordability, efficiency, and longevity; and ability to contribute to other missions or applications. These criteria are the foundation for prioritizing ocean research infrastructure investments by estimating the economic costs and benefits of each potential infrastructure investment, and funding those investments that collectively produce the largest expected net benefit over time. While this type of process is clearly subject to budget constraints, it could quantify the often informal evaluation of linkages between infrastructure, ocean research, the value of information produced, societal objectives, and economic benefits. Addressing the numerous complex science questions facing the entire ocean research enterprise in 2030–from government to academia, industry to nonprofits, local to global scale–represents a major challenge, requiring collaboration across the breadth of the ocean sciences community and nearly seamless coordination between ocean-related federal agencies.

    Near-surface monitoring and subsurface characterization activities were undertaken in collaboration with the Southwest Regional Carbon Sequestration Partnership on their San Juan Basin coal-bed methane pilot test site near Navajo City, New Mexico. Nearly 18,407 short tons (1.670 107 kg) of CO{sub 2} were injected into 3 seams of the Fruitland coal between July 2008 and April 2009. Between September 18 and October 30, 2008, two additions of approximately 20 L each of perfluorocarbon (PFC) tracers were mixed with the CO{sub 2} at the injection wellhead. PFC tracers in soil-gas and in the atmosphere were monitored over a period of 2 years using a rectangular array of permanent installations. Additional monitors were placed near existing well bores and at other locations of potential leakage identified during the pre-injection site survey. Monitoring was conducted using sorbent containing tubes to collect any released PFC tracer from soil-gas or the atmosphere. Near-surface monitoring activities also included CO{sub 2} surface flux and carbon isotopes, soil-gas hydrocarbon levels, and electrical conductivity in the soil. The value of the PFC tracers was demonstrated when a significant leakage event was detected near an offset production well. Subsurface characterization activities, including 3D seismic interpretation and attribute analysis, were conducted to evaluate reservoir integrity and the potential that leakage of injected CO{sub 2} might occur. Leakage from the injection reservoir was not detected. PFC tracers made breakthroughs at 2 of 3 offset wells which were not otherwise directly observable in produced gases containing 2030% CO{sub 2}. These results have aided reservoir geophysical and simulation investigations to track the underground movement of CO{sub 2}. 3D seismic analysis provided a possible interpretation for the order of appearance of tracers at production wells.

    In this study, Ocean Sampling Day was initiated by the EU-funded Micro B3 (Marine Microbial Biodiversity, Bioinformatics, Biotechnology) project to obtain a snapshot of the marine microbial biodiversity and function of the world’s oceans.     Solar power towers, based on molten salt technology, have been the subject of extensive research and development since the late 1970s. In the mid 1980s, small experimental plants were successfully fielded in the USA and France that demonstrated the feasibility of the concept at a 1 to 2 MW{sub e} scale. Systems analyses indicate this technology will be cost competitive with coal-fired power plants after scaling-up plant size to the 100 to 200 MW{sub e} range. To help bridge the scale-up gap, a 10 MW{sub e} demonstration project known as Solar Two, was successfully operated in California, USA from 1996 to 1999. The next logical step could be to scale-up further and develop a 30 MW{sub e} project within the country of Mexico. The plant could be built by an IPP industrial consortium consisting of USA's Boeing and Bechtel Corporations, combined with Mexican industrial and financial partners. Plausible technical and financial characteristics of such a ``Solar-Two-type'' Mexican project are discussed in this paper.

    Since the early 1990s, Los Alamos National Laboratory (LANL) has applied electric grid models and simulation software to problems of national significance. This effort continues with a variety of other projects funded by the Department of Energy (DOE), other federal and state agencies and private companies. Critical to the success of these programs is the ability to integrate regional-scale models of the electric grid, to assess the propagation of grid impacts, and to present interactively the effect of potential mitigating actions required to stabilize the grid. All of these capabilities are applied in this study, to accomplish the following goals and objectives: (1) Develop an AC power flow model representing future conditions within New Mexico's electric grid, using commercial tools accepted by the utility industry; (2) Conduct a 'screening' analysis of options for accelerating potential renewable energy development through the addition of a statewide transmission collector system; (3) Estimate total revenue needed, jobs created (temporary and permanent) plus indirect and direct impacts to the state's economy; (4) Evaluate potential cost allocation methodology; and (5) Issue a project report that will provide information for policy direction by state regulators, project developers, and legislators.

    The Gulf of Mexico Hydrates Research Consortium was established in 1999 to assemble leaders in gas hydrates research. The group is administered by the Center for Marine Resources and Environmental Technology, CMRET, at the University of Mississippi. The primary objective of the group is to design and emplace a remote monitoring station or sea floor observatory on the sea floor in the northern Gulf of Mexico by the year 2005, in an area where gas hydrates are known to be present at, or just below, the sea floor. This mission necessitates assembling a station that will monitor physical and chemical parameters of the sea water and sea floor sediments on a more-or-less continuous basis over an extended period of time. Development of the station has always included the possibility of expanding its capabilities to include biological monitoring, as a means of assessing environmental health. This possibility has recently received increased attention and the group of researchers working on the station has expanded to include several microbial biologists. Establishment of the Consortium has succeeded in fulfilling the critical need to coordinate activities, avoid redundancies and communicate effectively among researchers in this relatively new research arena. Complementary expertise, both scientific and technical, has been assembled to promote innovative research methods and construct necessary instrumentation. Initial components of the observatory, a probe that collects pore-fluid samples and another that records sea floor temperatures, were deployed in Mississippi Canyon 118 in May of 2005. Follow-up deployments are planned for fall 2005 and center about the use of the vessel M/V Ocean Quest and its two manned submersibles. The subs will be used to effect bottom surveys, emplace sensors and sea floor experiments and make connections between sensor data loggers and the integrated data power unit (IDP). Station/observatory completion is anticipated for 2007 following the construction, testing and deployment of the horizontal line arrays, not yet funded. The seafloor monitoring station/observatory is funded approximately equally by three federal Agencies: Minerals Management Services (MMS) of the Department of the Interior (DOI), National Energy Technology Laboratory (NETL) of the Department of Energy (DOE), and the National Institute for Undersea Science and Technology (NIUST), an agency of the National Oceanographic and Atmospheric Administration (NOAA).

    The Project Gnome site in southeastern New Mexico was the location of an underground nuclear detonation in 1961 and a hydrologic tracer test using radionuclides in 1963. The tracer test is recognized as having greater radionuclide migration potential than the nuclear test because the tracer test radionuclides (tritium, 90Sr, 131I, and 137Cs) are in direct contact with the Culebra Dolomite aquifer, whereas the nuclear test is within a bedded salt formation. The tracer test is the topic here. Recognizing previous analyses of the fate of the Gnome tracer test contaminants (Pohll and Pohlmann, 1996; Pohlmann and Andricevic, 1994), and the existence of a large body of relevant investigations and analyses associated with the nearby Waste Isolation Pilot Plant (WIPP) site (summarized in US DOE, 2009), the Gnome Site Characterization Work Plan (U.S. DOE, 2002) called for a Data Decision Analysis to determine whether or not additional characterization data are needed prior to evaluating existing subsurface intrusion restrictions and determining long-term monitoring for the tracer test. Specifically, the Work Plan called for the analysis to weigh the potential reduction in uncertainty from additional data collection against the cost of such field efforts.

    Alternative power cycle concepts to the closed-cycle Rankine are evaluated and those that show potential for delivering power in a cost-effective and environmentally acceptable fashion are explored. Concepts are classified according to the ocean energy resource: thermal, waves, currents, and salinity gradient. Research projects have been funded and reported in each of these areas. The lift of seawater entrained in a vertical steam flow can provide potential energy for a conventional hydraulic turbine conversion system. Quantification of the process and assessment of potential costs must be completed to support concept evaluation. Exploratory development is being completed in thermoelectricity and 2-phase nozzles for other thermal concepts. Wave energy concepts are being evaluated by analysis and model testing with present emphasis on pneumatic turbines and wave focussing. Likewise, several conversion approaches to ocean current energy are being evaluated. The use of salinity resources requires further research in membranes or the development of membraneless processes. Using the thermal resource in a Claude cycle process as a power converter is promising, and a program of R and D and subsystem development has been initiated to provide confirmation of the preliminary conclusion.

    The phenomena of a Geologist using ultraviolet light to fluoresce drill cuttings in order to investigate whether or not they have oil (The Blackbox Method) is similar to the principle behind the use of the A.L.F. System. A.L.F. stands for: Airborne Laser Fluorosensor. This Active Remote Sensing System was devised to detect and map offshore seepage over large areas in a short time. The aircraft-mounted laser fires a high-intensity pulse of ultra-violet light at the ocean`s surface. The laser beam induces fluorescence from any fresh petroleum films encountered which is collected by a high efficiency telescope. The returning light is then separated into its constituent colors before being passed on to a high-sensitivity detector where the signal is converted to electrical energy and stored on disc. Precise navigational data are recorded simultaneously to enable an accurate slick map to be produced at the required scale. Examples of this data in the Gulf of Mexico Basin are integrated with satellite imagery and follow-up geochem are discussed along with techniques showing ocean-current drift methods and submersible field truthing of where the seep is on the ocean floor.

    A legislative proposal to develop ocean thermal energy conversion (OTEC) facilities for power generation was the subject of hearings held on April 10 and May 1, 1980. Following the test of S. 2492 are the statements of 20 witnesses and additional materials submitted for consideration. The need for a large-scale demonstration of OTEC and the need for a Federal regulatory, siting, and financial-assistance framework are the major commercialization issues. S. 2492 provides one-stop licensing by treating the facilities as vessels and making them eligible for loan guarantees. The bill complements S. 1430, which deals with the demonstration program. OTEC development in Hawaii has progressed to a second pilot project. (DCK)

    In this study, the concentrations of 237Np, 239Pu and 240Pu were determined in lichen samples (Usnea arizonica) that were collected from ten locations in New Mexico between 2011 and 2013 using isotope dilution inductively-coupled plasma mass spectrometry (ID-ICP-MS). The observed isotopic ratios for 237Np/239Pu and 240Pu/239Pu indicate trace contamination from global and regional fallout (e.g. Trinity test and atmospheric testing at the Nevada Test Site). The fact that actinide contamination is detected in recent lichen collections suggests continuous re-suspension of fallout radionuclides even 50 years after ratification of the Limited Test Ban Treaty.

    This final report provides an overview of the goals and accomplishments of this project. Modeling and observational work has raised the possibility that global warming may cause changes in the circulation of the ocean. If such changes would occur they could have important climatic consequences. The first technical goal of this project was to investigate some of these possible changes in ocean circulation in a quantitative way, using a state-of -the-art numerical model of the ocean. Another goal was to develop our ocean model, a detailed three-dimensional numerical model of the ocean circulation and ocean carbon cycles. A major non-technical goal was to establish LLNL as a center of excellence in modelling the ocean circulation and carbon cycle.

    The use of the thermal gradient between the warm surface waters and the deep cold waters of tropical oceans was first proposed by J. A. d'Arsonval in 1881 and tried unsuccessfully be George Claude in 1930. Interest in Ocean Thermal Energy Conversion (OTEC) and other renewable energy sources revived in the 1970s as a result of oil embargoes. At that time, the emphasis was on large floating plants miles from shore producing 250--400 MW for maintained grids. When the problems of such plants became better understood and the price of oil reversed its upward trend, the emphasis shifted to smaller (10 MW) shore-based plants on tropical islands. Such plants would be especially attractive if they produce fresh water as a by-product. During the past 15 years, major progress has been made in converting OTEC unknowns into knowns. Mini-OTEC proved the closed-cycle concept. Cost-effective heat-exchanger concepts were identified. An effective biofouling control technique was discovered. Aluminum was determined to be promising for OTEC heat exchangers. Heat-transfer augmentation techniques were identified, which promised a reduction on heat-exchanger size and cost. Fresh water was produced by an OTEC open-cycle flash evaporator, using the heat energy in the seawater itself. The current R D emphasis is on the design and construction of a test facility to demonstrate the technical feasibility of the open-cycle process. The 10 MW shore-based, closed-cycle plant can be built with today's technology; with the incorporation of a flash evaporator, it will produce fresh water as well as electrical power -- both valuable commodities on many tropical islands. The open-cycle process has unknowns that require solution before the technical feasibility can be demonstrated. The economic viability of either cycle depends on reducing the capital costs of OTEC plants and on future trends in the costs of conventional energy sources. 7 refs.

    This paper discusses a calculation of the power generated by a vertical axis ocean current power plant. An analytical model is presented and a computer solution described. Results of the calculation show the optimum angles of the blades about the vertical axis to maximize power output, as well as the total extractable power of the plant for various ocean current velocities.     Rio Grande Pipeline, a joint venture between Mid-America Pipeline Co., Amoco Pipeline Co. and Navajo Pipeline Co., has broken new ground in the energy industry as the first LPG pipeline to cross the US-Mexico border. Plans for the project were announced in November 1995 and first deliveries started three months ago on March 21, 1997. The 8-inch, 265-mile pipeline originates near Odessa, TX, where it receives an 85-15 propane-butane mix via a connection to Mid-America Pipeline. From Odessa, product moves west through the Texas desert and crosses the Rio Grande River about 15 miles south of El Paso near Clint, TX and extends 20 miles into Mexico. Capacity of the line is 24,000 bpd and it has been averaging about 22,000 bpd since line-fill. All in all, it sounded like a reasonably feasible, routine project. But perceptions can be deceiving, or at least misleading. In other words, the project can be summarized as follows: one river, two cultures and a world of difference. The official border crossing for pipeline construction took place on Dec. 2, 1996, with a directional drill under the Rio Grande River, but in actuality, the joint venture partners were continually bridging differences in language, laws, customs and norms with Pemex and contracted workers from Mexico.

    Although production of U/sub 3/O/sub 8/ declined only slightly in 1980, New Mexico's share of domestic production has declined from 48% in 1976 to 35% in 1980. Production projections indicate a continued decline in 1981 and lower production until at least 1984. New Mexico has 41% of total domestic reserves producible in the $50-per-lb cost category. In keeping with the anticipated steady depletion of reserves, production of crude oil in New Mexico was 69.9 million bls, a 6.3% decline in production from 1979. Condensate production of 5.4 million bbls in 1980, however, represented an increase of 7% from 1979 production. Although natural gas production was the lowest since 1970 and declined by 2.6% from 1979 production, 1980 was the 15th year that production exceeded 1 trillion cu ft. Despite declines in production, the valuation of oil and gas production has increased significantly with oil sales doubling from the previous year and gas sales increasing by $409 million because of higher prices. Reserves have been estimated to be 959 million bbls of crude oil and 17.667 trillion cu ft of natural gas. Production of 19.5 million short tons of coal in 1980 represented a 33% increase over 1979 production and an increase of 157% since 1970. Coal resources in New Mexico are estimated to be 180.79 billion short tons, and production is projected to incease to 39.61 million tons in 1985 and 67.53 million tons in 1990. The most notable developments in geothermal energy have been in technical advances in drilling, testing, and applications, especially in the area of hot dry rock systems. The US Bureau of Land Management has issued 113 geothermal leases that remain active. Recent geothermal exploration activity has been detailed for 21 companies.
