    Exploration activity in South America, Central America, the Caribbean area, and Mexico in 1987 showed significant increases in seismic acquisition in Belize, Bolivia, Brazil, Costa Rica, Guatemala, Mexico, Paraguay, and Peru, and a decrease in Chile and Venezuela. Exploratory drilling increased in most major producing countries but was accompanied by a decline in development drilling. Most of the increase could be attributed to private companies fulfilling obligations under risk contracts; however, state oil companies in Bolivia, Chile, and Colombia showed significant increased activity, with only Mexico showing a decrease. Colombia again had a dramatic increase in production (29% from 1986). Noteworthy discoveries were made in Bolivia (Villamontes-1); Brazil, in the Solimoes basin (1-RUC-1-AM); Chile (Rio Honda-1); Colombia, in the Llanos basin (Austral-1, La Reforma-1, Libertad Norte-1, Cravo Este-1, and Cano Yarumal-1), in the Upper Magdalena basin (Toldado-1 and Los Mangos-1); Ecuador (Frontera-1, a joint-exploration venture with Colombia); Mexico, in the Chiapas-Tabasco region (Guacho-1 and Iridi-1), in the Frontera Norte area (Huatempo-1); Peru, in the Madre de Dios basin (Armihuari-4X); Trinidad (West East Queen's Beach-1); and Venezuela (Musipan-1X). Brazil, Colombia, Ecuador, Guatemala, and Venezuela had increased oil production, with Colombia showing a dramatic 71% increase attributed mainly to bringing on-stream the pipeline connecting Occidental-Shell-Ecopetrol's Cano Limon complex to the port of Covenas. Significant discoveries were reported from Argentina in the Olmedo, Oran, and San Jorge basins; Brazil in the offshore Campos and Amazon basins; Colombia in the Llanos basin; Ecuador in the Oriente basin; Mexico in the Bay of Campeche; Peru in the Ucayali basin; and Venezuela in the Eastern Venezuela basin. Eastern Venezuela's Furrial discovery is reported to have recoverable reserves of more than 1 million bbl of oil, and Shell's Ucayali basin discovery is reported to hold more than 7 tcf of gas. 7 figures, 10 tables.

    Exploration activity in South America, Central America, the Caribbean area, and Mexico in 1985 was concentrated in proven petroleum provinces. Successful exploration and development efforts were most intense in Colombia and Venezuela, where activity centered around the Cano Limon field area. Initial production of 30,000 BOPD from Cano Limon started in December, raising Colombia again to the ranks of an exporting nation. Another significant discovery in Colombia was San Francisco field in the Upper Magdalena basin. Argentina reported significant discoveries by YPF in the Northwest Cretaceous and Neuquen basins and by Total offshore Tierra del Fuego.     The Blinebry (Permian) formation of eastern Lea County, NM has a long history of exploitation for petroleum and continues even today to be a strong target horizon for new drilling in the Permian Basin. Because of this long-standing interest it should be classified of strategic interest to domestic oil production; however, the formation has gained a reputation as a primary production target with limited to no flooding potential. In late May of 1999, a project to examine the feasibility of waterflooding the Blinebry formation was proposed to the U.S. Department of Energy's National Petroleum Technology Office (Tulsa, OK). A new well was proposed in one region (the South House area) to examine the reputation by acquiring core and borehole logging data for the collection of formation property data in order to conduct the waterflood evaluation. Notice of the DOE award was received on August 19, 1999 and the preparations for drilling, coring and logging were immediately made for a drilling start on 9/9/99. The Blinebry formation at 6000 feet, foot depth was reached on 9/16/99 and the coring of two 60 foot intervals of the Blinebry was completed on 9/19/99 with more than 98% core recovery. The well was drilled to a total depth of 7800 feet and the Blinebry interval was logged with spectral gamma ray, photoelectric cross section, porosity, resistivity, and borehole image logs on 8/24/99. The well was determined to be likely productive from the Blinebry interval and five & 1/2 inch casing was cemented in the hole on 9/25/99. Detailed core descriptions including environment of deposition have been accomplished. Whole core (a 4-inch diameter) and plug (1.5 inch diameter) testing for formation properties has been completed and are reported. Acquisition and analysis of the borehole logging results have been completed and are reported. Perforation of the Blinebry intervals was accomplished on November 8, 1999. The intervals were acidized and hydrofraced on 11/9 and 11/11 respectively. Production of oil and gas has been established with several months of production now available to make a reserve analysis. Production histories and reserves estimation are provided. An assessment of the flood potential for the South House project area has been completed with work concentrated on South House rock property and pay thickness characterization and analog studies. For the analogs, the North Robertson area, located twenty miles to the northeast, and the Teague Field, located 20 miles to the south, have been utilized due to their readily available database and previous waterflood studies. The South House area does appear to merit further examination as the rock quality compares favorably with both analog Fields; however, current well spacings of 40-acres will provide only marginal economics based upon $23.00/barrel oil prices. Permeability and porosity relationships are provided as a conditional demonstration that rock quality may be sufficient for successful waterflooding of the project area. Further rock property work and pay continuity studies are recommended.

    Globally, governments and industries are implementing innovative voluntary programs to reduce greenhouse gas emissions. Often these programs encourage groups to use cost effective technologies that capture market-based forces. These programs are successful because they capitalize on existing opportunities where both the environment and the participants can benefit (i.e., win-win opportunities). This paper documents efforts to investigate these kinds of win-win opportunities in three developing countries: the Philippines, South Africa, and Mexico. Initial observations are provided as fresh information from the field, drawing on six missions during the last nine months. Utility costs, interest rates, and overall economic health appear to critically affect opportunities in each country. By contrast, details of heating, ventilating and air-conditioning (HVAC) design and local climate were often important differences between countries. These affect opportunities, for example, to achieve significant savings from cooling systems or not. Looking at the success of ESCOs was somewhat surprising. One might expect to see the most successful ESCO activity where utility costs are high and upgrade opportunities are plentiful (such as in the Philippines). This was not the case, however, as research in the Philippines did not reveal even one active ESCO contract yet. Design practices for new construction were in need of the same thing that helps US design teams do a better job of energy-efficient design, better communications between design team members. Finally, industrial firms were doing a variety of EE upgrades in each country, but this level of activity was relatively small compared to what should be cost effective.

    A recent combination in South America of economic and geopolitical factors is prompting development of a new integrated gas-pipeline network in the continent's Southern Cone. The crucial factors include privatization, regional integration, economic growth, and environmental concerns. The area, Latin America's largest regional entity, includes Brazil (population 150 million and a 1990 GNP of about $375 billion, 9th largest in the world), Argentina (population 32 million and the third largest Latin American economy after Brazil and Mexico), Bolivia, Chile, Paraguay, and Uruguay. Argentina, Brazil, Paraguay, and Uruguay are members of the MercoSur economic bloc whose objective is to develop free trade in the region. There are very few integrated pipeline networks in the world. Besides the giant North American system, with hundreds of producers and pipelines, there is only one other large integrated network. It connects continental European countries to their outside suppliers such as Norway, the C.I.S., and Algeria. The emergence of a new pipeline system is therefore important for the natural-gas industry worldwide and even more so if it occurs in a region now growing rapidly after a decade of economic difficulties.

    A reservoir engineering study was conducted of waterflood performance in the South Cowden field, an Upper Permian Grayburg reservoir on the Central Basin Platform in West Texas. The study was undertaken to understand the historically poor waterflood performance, evaluate three techniques for incorporating petrophysical measurements and geological interpretation into heterogeneous reservoir models, and identify issues in heterogeneity modeling and fluid-flow scaleup that require further research. The approach included analysis of relative permeability data, analysis of injection and production data, heterogeneity modeling, and waterflood simulation. The poor South Cowden waterflood recovery is due, in part, to completion of wells in only the top half of the formation. Recompletion of wells through the entire formation is estimated to improve recovery in ten years by 6 percent of the original oil in place in some areas of the field. A direct three-dimensional stochastic approach to heterogeneity modeling produced the best fit to waterflood performance and injectivity, but a more conventional model based on smooth mapping of layer-averaged properties was almost as good. The results reaffirm the importance of large-scale heterogeneities in waterflood modeling but demonstrate only a slight advantage for stochastic modeling at this scale. All the flow simulations required a reduction to the measured whole-core k{sub v}/k{sub h} to explain waterflood behavior, suggesting the presence of barriers to vertical flow not explicitly accounted for in any of the heterogeneity models. They also required modifications to the measured steady-state relative permeabilities, suggesting the importance of small-scale heterogeneities and scaleup. Vertical flow barriers, small-scale heterogeneity modeling, and relative permeability scaleup require additional research for waterflood performance prediction in reservoirs like South Cowden.

    This study examines the history, current status and future prospects for increased coal use in Mexico. Environmental implications of the power-generation capacity expansion plans are examined in general terms. Mexican environmental law and regulations are briefly reviewed along with the new sense of urgency in the cleanup of existing environmental problems and avoidance of new problems as clearly mandated in recent Mexican government policy initiatives. It is expected that new capital facilities will need to incorporate the latest in process and technology to comply with existing environmental regulation. Technology developments which address these issues are identified. What opportunities have new initiatives caused by the recent diversification of Mexico`s energy economy offered US firms? This report looks at the potential future use of coal in the Mexican energy economy, examining this issue with an eye toward identifying markets that might be available to US coal producers and the best way to approach them. Market opportunities are identified by examining new developments in the Mexican economy generally and the energy economy particularly. These developments are examined in light of the current situation and the history which brought Mexico to its present status.

    We present a new Monte-Carlo methodology to forecast the crude oil production of Norway and the U.K. based on a two-step process, (i) the nonlinear extrapolation of the current/past performances of individual oil fields and (ii) a stochastic model of the frequency of future oil field discoveries. Compared with the standard methodology that tends to underestimate remaining oil reserves, our method gives a better description of future oil production, as validated by our back-tests starting in 2008. Specifically, we predict remaining reserves extractable until 2030 to be 188 +/- 10 million barrels for Norway and 98 +/- 10 million barrels for the UK, which are respectively 45% and 66% above the predictions using the standard methodology.

    The South Fence Road (SFR) project is part of the Sandia National Laboratories, New Mexico (SNL/NM) Site-Wide Hydrogeologic Characterization (SWHC) task. The SWHC task has as its objective the reduction of uncertainty about the rate and direction of groundwater flow in the SNL/NM/Kirtland Air Force Base (KAFB) area. The SFR project area is located along the southern boundary of SNL/KAFB. This project area was selected to provide site-specific information related to geology and groundwater hydrology within the Hubbell Spring/Tijeras/Sandia fault complex. Specific objectives included determining the depth to the Santa Fe Group/bedrock contact, the depth to the water table, and the hydrogeologic complexities related to faulting. This report is a basic data report from the first phase of field operations associated with the drilling, logging, completion, and development of South Fence Road Wells SFR-1D and SFR-1S, SFR-2, SFR-3D and SFR-3S, and SFR-4. These test/monitoring wells were installed as part of Sandia National Laboratories, New Mexico, Environmental Restoration Project.

    To promote cooperation in South Asia on environmental research, an international working group comprised of participants from Bangladesh, India, Nepal, Pakistan, Sri Lanka, and the US convened at the Soaltee Hotel in Kathmandu, Nepal, September 12 to 14, 1999. The workshop was sponsored in part by the Cooperative Monitoring Center (CMC) at Sandia National Laboratories in Albuquerque, New Mexico, through funding provided by the Department of Energy (DOE) Office of Nonproliferation and National Security. The CMC promotes collaborations among scientists and researchers in regions throughout the world as a means of achieving common regional security objectives. In the long term, the workshop organizers and participants are interested in the significance of regional information sharing as a means to build confidence and reduce conflict. The intermediate interests of the group focus on activities that might eventually foster regional management of some aspects of water resources utilization. The immediate purpose of the workshop was to begin the implementation phase of a project to collect and share water quality information at a number of river and coastal estuary locations throughout the region. The workshop participants achieved four objectives: (1) gaining a better understanding of the partner organizations involved; (2) garnering the support of existing regional organizations promoting environmental cooperation in South Asia; (3) identifying sites within the region at which data is to be collected; and (4) instituting a data and information collection and sharing process.

    The laboratory rat (Rattus norvegicus) is an indispensable tool in experimental medicine and drug development, having made inestimable contributions to human health. We report here the genome sequence of the Brown Norway (BN) rat strain. The sequence represents a high-quality 'draft' covering over 90 percent of the genome. The BN rat sequence is the third complete mammalian genome to be deciphered, and three-way comparisons with the human and mouse genomes resolve details of mammalian evolution. This first comprehensive analysis includes genes and proteins and their relation to human disease, repeated sequences, comparative genome-wide studies of mammalian orthologous chromosomal regions and rearrangement breakpoints, reconstruction of ancestral karyotypes and the events leading to existing species, rates of variation, and lineage-specific and lineage-independent evolutionary events such as expansion of gene families, orthology relations and protein evolution.

    The openness of the transmission grid and the incentives given by transmission pricing form the foundation for retail and wholesale competition in the electricity market. The deregulated markets of Norway, Spain, and California all have introduced retail access and wholesale competition, although with different approaches to pricing of transmission grid services. This paper will briefly describe the three different solutions, and discuss some of their implications. Of the three electricity systems, Norway was the first to open the grid to competition in electricity trade. The Norwegian Energy Law of 1990 introduced open competition to wholesale and retail trade starting January 1991. In Spain, the Electricity Law of 1997 came into force early in 1998. Wholesale and retail markets in California were opened for competition on April 1, 1998, following the passage of Assembly Bill 1890, in August 1996. Introducing competition in electricity markets also implies introducing Third Party Access to the transmission grid. All potential competitors have to be given access to the grid in order to compete, no matter who owns the actual wires. This principle raises several challenges, notably, how to price transmission services. Who is to pay for which transmission services? The Norwegian grid is divided into three levels depending on its function. The transmission grid includes all parts of the national grid having a transmission function, meaning that some lower voltage levels also are included. In Spain, the definition of the transmission grid is similar, including the 400 kV and 220 kV national grid as well as lower voltage installations that could affect transmission operation or generation dispatch. For historic reasons, wholesale electricity transactions in the US are regulated by the federal government through the FERC. However, operations of utility systems within one state fall primarily under state jurisdiction. Because the utility systems in California generally are large and exchanges between them limited, the role of FERC was small prior to restructuring, although the state is a large importer of power.

As its name implies, the basin contains a significant quantity of salt, which is interpreted to be a laterally equivalent deposit of the Jurassic Louann Salt in the northern Gulf of Mexico. Compressional tectonics, intermittently active since the Late Cretaceous, have profoundly affected the distribution of allochthonous salt in the basin. Traditional models of the Salina Basin interpret the style of salt tectonics as dominated by steep vertical-sided salt diapirs. Although the presence of isolated diapirs cannot be ruled out, recent studies of wells and improved-quality seismic data indicate the widespread presence of remnant salt canopies or sheets in the basin. These canopies exhibit many of the characteristics of the same features now identified in the northern Gulf of Mexico. Canopy emplacement was initiated during the Paleogene in response to thrusting and burial under a thick foredeep sediment load, prograding from the south. The elevation of the Sierra de Chiapas provided a large sediment influx, which loaded the canopies, forming intra-salt basins. Some of these developed into large salt evacuation basins, of which the Comalcalco and Macuspana basins are examples. A number of oilfields have been discovered below the remnant salt sheets, with significant future potential remaining.

    Three Jurassic petroleum trends can be delineated in Mississippi, Alabama, and Florida, and in the central and eastern Gulf of Mexico. These trends are recognized by characteristic petroleum traps, reservoirs, and hydrocarbon types. The source for the Jurassic hydrocarbons is Smackover algal mudstones. The Jurassic oil trend includes the area north of the regional peripheral fault systems in the tri-state area, and extends into the area north of the Destin anticline. Traps are basement highs and salt anticlines, with Smackover grainstones and dolostones and Norphlet marine, eolian, and wadi sandstones as reservoirs. This trend has potential for Jurassic oil accumulations in the eastern Gulf of Mexico. The Jurassic oil and gas-condensate trend includes the onshore area between the regional peripheral fault systems and Wiggins arch and extends into the area of the Destin anticline. Traps are basement highs, salt related anticlines, and extensional faults. Cotton Valley fluvial-deltaic sandstones, Haynesville carbonates and fluvial-deltaic sandstones, Smackover grainstones, packstones, dolostones, and marine sandstones, and Norphlet marine, eolian, and wadi sandstones serve as reservoirs. This trend contains most of the Jurassic fields in the eastern Gulf coastal plain. The trend has high potential for significant petroleum accumulations in the eastern Gulf of Mexico. The Jurassic deep natural gas trend includes the onshore area south of the Wiggins arch and extends into the Mississippi-Alabama shelf. Traps are faulted salt anticlines with basement highs as potential traps. Cotton Valley deltaic-strandplain sandstones and Norphlet eolian sandstones are the reservoirs. Several gas discoveries below 20,000 ft have been made in this trend in Mississippi and offshore Alabama. The trend has excellent potential for major gas accumulations in coastal Alabama and central Gulf of Mexico.

    Since the early 1990s, Los Alamos National Laboratory (LANL) has applied electric grid models and simulation software to problems of national significance. This effort continues with a variety of other projects funded by the Department of Energy (DOE), other federal and state agencies and private companies. Critical to the success of these programs is the ability to integrate regional-scale models of the electric grid, to assess the propagation of grid impacts, and to present interactively the effect of potential mitigating actions required to stabilize the grid. All of these capabilities are applied in this study, to accomplish the following goals and objectives: (1) Develop an AC power flow model representing future conditions within New Mexico's electric grid, using commercial tools accepted by the utility industry; (2) Conduct a 'screening' analysis of options for accelerating potential renewable energy development through the addition of a statewide transmission collector system; (3) Estimate total revenue needed, jobs created (temporary and permanent) plus indirect and direct impacts to the state's economy; (4) Evaluate potential cost allocation methodology; and (5) Issue a project report that will provide information for policy direction by state regulators, project developers, and legislators.

    We present an optical/infrared study of the dense molecular cloud, L935, dubbed "The Gulf of Mexico", which separates the North America and the Pelican nebulae, and we demonstrate that this area is a very active star forming region. A wide-field imaging study with interference filters has revealed 35 new Herbig-Haro objects in the Gulf of Mexico. A grism survey has identified 41 Halpha emission-line stars, 30 of them new. A small cluster of partly embedded pre-main sequence stars is located around the known LkHalpha 185-189 group of stars, which includes the recently erupting FUor HBC 722.

    The Cooperative Monitoring Center (CMC) promotes collaborations among scientists and researchers in several regions as a means of achieving common regional security objectives. To promote cooperation in South Asia on environmental research, an international working group made up of participants from Bangladesh, India, Nepal, Pakistan, and the United States convened in Kathmandu, Nepal, from February 17-23,2002. The workshop was held to further develop the South Asia Transboundary Water Quality Monitoring (SATWQM) project. The project is sponsored in part by the CMC located at Sandia National Laboratories in Albuquerque, New Mexico through funding provided by the US. Department of State, Regional Environmental Affairs Office, American Embassy, Kathmandu, Nepal, and the National Nuclear Security Administration's (NNSA) Office of Nonproliferation and National Security. This report summarizes the SATWQM project, the workshop objectives, process and results. The long-term interests of the participants are to develop systems for sharing regional environmental information as a means of building confidence and improving relations among South Asian countries. The more immediate interests of the group are focused on activities that foster regional sharing of water quality data in the Ganges and Indus River basins. Issues of concern to the SATWQM network participants include studying the impacts from untreated sewage and industrial effluents, agricultural run-off, salinity increases in fresh waters, the siltation and shifting of river channels, and the environmental degradation of critical habitats such as wetlands, protected forests, and endangered aquatic species conservation areas. The workshop focused on five objectives: (1) a deepened understanding of the partner organizations involved; (2) garnering the support of additional regional and national government and non-government organizations in South Asia involved in river water quality monitoring; (3) identification of sites within the region at which water quality data are to be collected; (4) instituting a data and information collection and sharing process; and, (5) training of partners in the use of water quality monitoring equipment.

    Air pollutants have been associated with increased diabetes in humans. We hypothesized that ozone would impair glucose homeostasis by altering insulin signaling and/or endoplasmic reticular (ER) stress in young and aged rats. One, 4, 12, and 24 month old Brown Norway (BN) rats were exposed to air or ozone, 0.25 or 1.0 ppm, 6 h/day for 2 days (acute) or 2 d/week for 13 weeks (subchronic). Additionally, 4 month old rats were exposed to air or 1.0 ppm ozone, 6 h/day for 1 or 2 days (time-course). Glucose tolerance tests (GTT) were performed immediately after exposure. Serum and tissue biomarkers were analyzed 18 h after final ozone for acute and subchronic studies, and immediately after each day of exposure in the time-course study. Age-related glucose intolerance and increases in metabolic biomarkers were apparent at baseline. Acute ozone caused hyperglycemia and glucose intolerance in rats of all ages. Ozone-induced glucose intolerance was reduced in rats exposed for 13 weeks. Acute, but not subchronic ozone increased ?{sub 2}-macroglobulin, adiponectin and osteopontin. Time-course analysis indicated glucose intolerance at days 1 and 2 (2 > 1), and a recovery 18 h post ozone. Leptin increased day 1 and epinephrine at all times after ozone. Ozone tended to decrease phosphorylated insulin receptor substrate-1 in liver and adipose tissues. ER stress appeared to be the consequence of ozone induced acute metabolic impairment since transcriptional markers of ER stress increased only after 2 days of ozone. In conclusion, acute ozone exposure induces marked systemic metabolic impairments in BN rats of all ages, likely through sympathetic stimulation. - Highlights: • Air pollutants have been associated with increased diabetes in humans. • Acute ozone exposure produces profound metabolic alterations in rats. • Age influences metabolic risk factors in aging BN rats. • Acute metabolic effects are reversible and repeated exposure reduces these effects. • Ozone metabolic effects are only slightly exacerbated in geriatric rats.
