    About 6% of the total coa resource was selected for assessment in the Gulf of Mexico Coastal Plain region of the NCRA project underlies federally proclaimed management areas. Of the approximately 11 billion short tons of coal in this category, approximately 37 percent are estimated to be federally owned. Much of the coal in these categories may not be available for mining, and much of it is probably not economically recoverable. The dispersed nature of Federal holdings, the complicated nature of surface and mineral estate ownership, and the existence of various legal and technological restrictions may remove a significant portion of this coal resource from consideration for development. Continuing work by USGS scientists suggests that potentially viable energy resources of coal-bed methane are present within both Federal and non-Federal areas of the Gulf of Mexico Coastal Plain coal-bearing region. 3 refs., 3 figs.

    As part of its initiative to fulfill its responsibilities to provide support for the incorporated County of Los Alamos (the County) as an Atomic Energy Community, while simultaneously fulfilling its obligations to enhance the self-sufficiency of the County under authority of the Atomic Energy Community Act of 1955 and the Defense Authorization Act, the U.S. Department of Energy (DOE) proposes to lease undeveloped land in Los Alamos, New Mexico, to the County for private sector use as a research park. The Proposed Action is intended to accelerate economic development activities within the County by creating regional employment opportunities through offering federal land for private sector lease and use. As a result of the proposed land lease, any government expenditures for providing infrastructure to the property would be somewhat supplemented by tenant purchase of Los Alamos National Laboratory (LANL) expertise in research and development activities. The presence of a research park within LANL boundaries is expected to allow private sector tenants of the park to be able to quickly and efficiently call upon LANL scientific expertise and facility and equipment capabilities as part of their own research operations and LANL research personnel, in turn, would be challenged in areas complementary to their federally funded research. In this way a symbiotic relationship would be enjoyed by both parties while simultaneously promoting economic development for the County through new job opportunities at the Research Park and at LANL, new indirect support opportunities for the community at large, and through payment of the basic building space leases. A ''sliding-scale'' approach (DOE 1993) is the basis for the analysis of effects in this Environmental Assessment (EA). That is, certain aspects of the Proposed Action have a greater potential for creating adverse environmental effects than others; therefore, they are discussed in greater detail in this EA than those aspects of the action that have little potential for effect. The Proposed Action would result in an increase of as many as 1,500 new direct jobs and, as many as 2,565 indirect jobs could be created from the development of a research park. Lease of the tract would not reduce the size of LANL or change its site boundary. However, approximately 30 ac (12 ha) of a 60-ac (24-ha) tract would be changed from an undeveloped to a developed status. Under the No Action Alternative, no transfer or lease of Federal lands would occur. LANL would not have the benefit of its research personnel working on a variety of complementary research efforts beyond their federally funded responsibilities. No new jobs would be created from proposed development activities. Undeveloped lands would remain in their current condition. Two hypothetical accidents were analyzed that evaluated a potential chemical release and radiological doses to the public from hypothetical accidents at the proposed Research Park. Neither accident scenario resulted in potentially serious health effects for workers or the public at the proposed Research Park. The cumulative effects of the Proposed Action as well as reasonably foreseeable related actions could result in potential adverse health effects. Environmental effects would be limited to the loss of a small amount of wildlife habitat. Additional economic development would be expected to occur.

    Cerro Prieto is the oldest and largest Mexican geothermal field in operation and has been producing electricity since 1973. The large amount of geothermal fluids extracted to supply steam to the power plants has resulted in considerable deformation in and around the field. The deformation includes land subsidence and related ground fissuring and faulting. These phenomena have produced severe damages to infrastructure such as roads, irrigation canals and other facilities. In this paper, the technique of Differential Synthetic Aperture Radar Interferometry (DInSAR) is applied using C-band ENVISAR ASAR data acquired between 2003 and 2006 to determine the extent and amount of land subsidence in the Mexicali Valley near Cerro Prieto Geothermal Field. The DInSAR results were compared with published data from precise leveling surveys (1994- 1997 and 1997-2006) and detailed geological information in order to improve the understanding of temporal and spatial distributions of anthropogenic subsidence in the Mexicali Valley. The leveling and DInSAR data were modeled to characterize the observed deformation in terms of fluid extraction. The results confirm that the tectonic faults control the spatial extent of the observed subsidence. These faults likely act as groundwater flow barriers for aquifers and reservoirs. The shape of the subsiding area coincides with the Cerro Prieto pull-apart basin. In addition, the spatial pattern of the subsidence as well as changes in rate are highly correlated with the development of the Cerro Prieto Geothermal Field.

This Act transferred the responsibility for the management of the WIPP Land Withdrawal Area (WILWA) from the Secretary of the Interior to the Secretary of Energy. In accordance with sections 3(a)(1) and (3) of the Act, these lands {open_quotes}{hor_ellipsis}are withdrawn from all forms of entry, appropriation, and disposal under the public land laws{hor_ellipsis}{close_quotes}and are reserved for the use of the Secretary of Energy {open_quotes}{hor_ellipsis}for the construction, experimentation, operation, repair and maintenance, disposal, shutdown, monitoring, decommissioning, and other activities, associated with the purposes of WIPP as set forth in the Department of Energy National Security and Military Applications of Nuclear Energy Act of 1980 and this Act.{close_quotes}.     This report presents the results of the Gulf of Mexico Regional Collaborative (GoMRC), a year-long project funded by NASA. The GoMRC project was organized around end user outreach activities, a science applications team, and a team for information technology (IT) development. Key outcomes are summarized below for each of these areas. End User Outreach; Successfully engaged federal and state end users in project planning and feedback; With end user input, defined needs and system functional requirements; Conducted demonstration to End User Advisory Committee on July 9, 2007 and presented at Gulf of Mexico Alliance (GOMA) meeting of Habitat Identification committee; Conducted significant engagement of other end user groups, such as the National Estuary Programs (NEP), in the Fall of 2007; Established partnership with SERVIR and Harmful Algal Blooms Observing System (HABSOS) programs and initiated plan to extend HABs monitoring and prediction capabilities to the southern Gulf; Established a science and technology working group with Mexican institutions centered in the State of Veracruz. Key team members include the Federal Commission for the Protection Against Sanitary Risks (COFEPRIS), the Ecological Institute (INECOL) a unit of the National Council for science and technology (CONACYT), the Veracruz Aquarium (NOAA’s first international Coastal Ecology Learning Center) and the State of Veracruz. The Mexican Navy (critical to coastal studies in the Southern Gulf) and other national and regional entities have also been engaged; and Training on use of SERVIR portal planned for Fall 2007 in Veracruz, Mexico Science Applications; Worked with regional scientists to produce conceptual models of submerged aquatic vegetation (SAV) ecosystems; Built a logical framework and tool for ontological modeling of SAV and HABs; Created online guidance for SAV restoration planning; Created model runs which link potential future land use trends, runoff and SAV viability; Analyzed SAV cover change at five other bays in the Gulf of Mexico to demonstrate extensibility of the analytical tools; and Initiated development of a conceptual model for understanding the causes and effects of HABs in the Gulf of Mexico IT Tool Development; Established a website with the GoMRC web-based tools at www.gomrc.org; Completed development of an ArcGIS-based decision support tool for SAV restoration prioritization decisions, and demonstrated its use in Mobile Bay; Developed a web-based application, called Conceptual Model Explorer (CME), that enables non-GIS users to employ the prioritization model for SAV restoration; Created CME tool enabling scientists to view existing, and create new, ecosystem conceptual models which can be used to document cause-effect relationships within coastal ecosystems, and offer guidance on management solutions; Adapted the science-driven advanced web search engine, Noesis, to focus on an initial set of coastal and marine resource issues, including SAV and HABs; Incorporated map visualization tools with initial data layers related to coastal wetlands and SAVs; and Supported development of a SERVIR portal for data management and visualization in the southern Gulf of Mexico, as well as training of end users in Mexican Gulf States.

    The Navajo Hopi Land Commission Office (NHLCO), a Navajo Nation executive branch agency has conducted activities to determine capacity-building, institution-building, outreach and management activities to initiate the development of large-scale renewable energy - 100 megawatt (MW) or larger - generating projects on land in Northwestern New Mexico in the first year of a multi-year program. The Navajo Hopi Land Commission Renewable Energy Development Project (NREP) is a one year program that will develop and market a strategic business plan; form multi-agency and public-private project partnerships; compile site-specific solar, wind and infrastructure data; and develop and use project communication and marketing tools to support outreach efforts targeting the public, vendors, investors and government audiences.

    This study examines the history, current status and future prospects for increased coal use in Mexico. Environmental implications of the power-generation capacity expansion plans are examined in general terms. Mexican environmental law and regulations are briefly reviewed along with the new sense of urgency in the cleanup of existing environmental problems and avoidance of new problems as clearly mandated in recent Mexican government policy initiatives. It is expected that new capital facilities will need to incorporate the latest in process and technology to comply with existing environmental regulation. Technology developments which address these issues are identified. What opportunities have new initiatives caused by the recent diversification of Mexico`s energy economy offered US firms? This report looks at the potential future use of coal in the Mexican energy economy, examining this issue with an eye toward identifying markets that might be available to US coal producers and the best way to approach them. Market opportunities are identified by examining new developments in the Mexican economy generally and the energy economy particularly. These developments are examined in light of the current situation and the history which brought Mexico to its present status.

  2. Land-use Leakage

    Leakage occurs whenever actions to mitigate greenhouse gas emissions in one part of the world unleash countervailing forces elsewhere in the world so that reductions in global emissions are less than emissions mitigation in the mitigating region. While many researchers have examined the concept of industrial leakage, land-use policies can also result in leakage. We show that land-use leakage is potentially as large as or larger than industrial leakage. We identify two potential land-use leakage drivers, land-use policies and bioenergy. We distinguish between these two pathways and run numerical experiments for each. We also show that the land-use policy environment exerts a powerful influence on leakage and that under some policy designs leakage can be negative. International offsets are a potential mechanism to communicate emissions mitigation beyond the borders of emissions mitigating regions, but in a stabilization regime designed to limit radiative forcing to 3.7 2/m2, this also implies greater emissions mitigation commitments on the part of mitigating regions.

    The US Department of Energy`s (DOE) changing mission, coupled with the need to apply appropriate cleanup standards for current and future environmental restoration, prompted the need for a process to determine preferred Future Land Uses for DOE-owned sites. DOE began the ``Future Land Use`` initiative in 1994 to ensure that its cleanup efforts reflect the surrounding communities` interests in future land use. This plan presents the results of a study of stakeholder-preferred future land uses for the Brookhaven National Laboratory (BNL), located in central Long Island, New York. The plan gives the Laboratory`s view of its future development over the next 20 years, as well as land uses preferred by the community were BNL ever to cease operations as a national laboratory (the post-BNL scenario). The plan provides an overview of the physical features of the site including its history, topography, geology/hydrogeology, biological inventory, floodplains, wetlands, climate, and atmosphere. Utility systems and current environmental operations are described including waste management, waste water treatment, hazardous waste management, refuse disposal and ground water management. To complement the physical descriptions of the site, demographics are discussed, including overviews of the surrounding areas, laboratory population, and economic and non-economic impacts.

    This report addresses the land use impacts of past and future energy development and summarizes the major federal and state legislation which influences the potential land use impacts of energy facilities and can thus influence the locations and timing of energy development. In addition, this report describes and presents the data which are used to measure, and in some cases, predict the potential conflicts between energy development and alternative uses of the nation's land resources. The topics section of this report is divided into three parts. The first part describes the myriad of federal, state and local legislation which have a direct or indirect impact upon the use of land for energy development. The second part addresses the potential land use impacts associated with the extraction, conversion and combustion of energy resources, as well as the disposal of wastes generated by these processes. The third part discusses the conflicts that might arise between agriculture and energy development as projected under a number of DOE mid-term (1990) energy supply and demand scenarios.

    Mexico, considered the Saudi Arabia of the Western Hemisphere because of its proven and potential petroleum reserves, has surprised the world: it has embarked on the biggest nuclear-electric program in the Third World, only to postpone it days before scheduled approval of an international bidding (on which the atomic energy industry had pinned its hopes). A graph shows Mexican supplies of electricity by source with official projections to 1990. The point of entrance of the first nuclear reactor, originally scheduled for 1982, won't come onstream until 1983; and how nuclear-generated electricity grows close to 5% of the total in 1990. The big question is, will the future President of Mexico give the green light to the atomic megaproject. And if he does, how will Mexico deal with the serious logistics problems and grave ecological implications confronting the industry worldwide. In this issue, the author and Energy Detente touch on these questions and review the nuclear power status of Mexico, as well as addressing some of its global problems. Also presented in this issue is an update of the fuel price/tax series for the Western Hemisphere countries.

    The Ecological Footprint Model is a mechanism for measuring the environmental effects of operations at Sandia National Laboratories in Albuquerque, New Mexico (SNL/NM). This analysis quantifies environmental impact associated with energy use, transportation, waste, land use, and water consumption at SNL/NM for fiscal year 2005 (FY05). Since SNL/NM's total ecological footprint (96,434 gha) is greater than the waste absorption capacity of its landholdings (338 gha), it created an ecological deficit of 96,096 gha. This deficit is equal to 886,470lha, or about 3,423 square miles of Pinyon-Juniper woodlands and desert grassland. 89% of the ecological footprint can be attributed to energy use, indicating that in order to mitigate environmental impact, efforts should be focused on energy efficiency, energy reduction, and the incorporation of additional renewable energy alternatives at SNL/NM.

    The Department of the Interior’s Bureau of Land Management is preparing an EIS to evaluate the potential environmental impacts of a proposal to construct a 230-kilovolt transmission line from the Farmington area in northwest New Mexico to Ignacio, Colorado, to relieve transmission constraints, serve new loads, and offer economic development through renewable energy development in the San Juan Basin. DOE’s Western Area Power Administration is a cooperating agency; the proposed transmission line would require an interconnection with Western's Shiprock Substation, near Farmington, and a new Three Rivers Substation on Western's reserved lands.

    The post-mining land use for Navajo Mine, a large surface coal mine in northwest New Mexico, is livestock grazing. Reclamation began in the early 1970`s and has been primarily directed toward the development of a grassland with shrubs. However, none of these lands were grazed before 1994 and none have been released back to the Navajo Nation. Therefore, it is not known how these reclaimed lands will respond to livestock impacts once the lands are released. Livestock impacts include grazing, trampling, and adding feces and urine. Cattle impacts were applied in 1994 to a land that had been reclaimed in 1978, 1991 and 1992. Vegetation monitoring procedures were implemented to detect and document successful and unsuccessful impact practices for both impacted areas and areas excluded from cattle. After three impact seasons, there were similar levels of perennial plant cover, production, and density on impacted lands compared to excluded lands. Based on age structure analysis, there is a trend that establishment of seedlings is stimulated by cattle. Cattle also decrease the amount of previous years` growth of standing phytomass with a trend to stimulate new growth. It is possible that some of the previous year`s growth was reduced by cattle trampling as much as by grazing because cattle generally prefer to eat the current year`s growth before it cures. No differences in number of seedheads per plant, animal sign, plant pedestals, and soil rills could be detected after three seasons of impacting.

    Livestock grazing is the post-mining use for reclaimed land at Navajo Mine, a large surface coal mine on the Navajo Nation in northwest New Mexico. The Navajo Mine Grazing Management Program (GMP) uses holistic management on approximately 2,083 ha of reclaimed land to plan for final liability release and return of the land to the Navajo Nation, and to minimize the potential for post-release liability. The GMP began in 1991 to establish that livestock grazing on the reclaimed land is sustainable. Assuming that sustainability requires alternatives to conventional land management practices, the GMP created a Management Team consisting of company staff, local, Navajo Nation, and Federal government officials, and technical advisors. Community members contributed to the formation of a holistic goal for the GMP that articulates their values and their desire for sustainable grazing. Major decisions (e.g., artificial insemination, water supply, supplemental feed) are tested against the goal. Biological changes in the land and the grazing animals are monitored daily to provide early feedback to managers, and annually to document the results of grazing. To date, the land has shown resilience to grazing and the animals have generally prospered. Community participation in the GMP and public statements of support by local officials indicate that the GMP`s strategy is likely to succeed.

    The Land Use, Air Quality, and Transportation Integrated Modeling Environment (LATIME) represents an integrated approach to computer modeling and simulation of land use allocation, travel demand, and mobile source emissions for the Albuquerque, New Mexico, area. This environment provides predictive capability combined with a graphical and geographical interface. The graphical interface shows the causal relationships between data and policy scenarios and supports alternative model formulations. Scenarios are launched from within a Geographic Information System (GIS), and data produced by each model component at each time step within a simulation is stored in the GIS. A menu-driven query system is utilized to review link-based results and regional and area-wide results. These results can also be compared across time or between alternative land use scenarios. Using this environment, policies can be developed and implemented based on comparative analysis, rather than on single-step future projections. 16 refs., 3 figs., 2 tabs.

    This Environmental Assessment documents the analysis of alternative corridors for development and operation of a proposed 115 kilovolt transmission line using private lands and transporting power to the US-Mexico international border. The project will require (1) an amendment to El Paso Electric Company`s existing export authorization to transfer power across this border, and (2) a Presidential Permit for construction of the transmission line. The project would be located in Dona Ana county in southern New Mexico, approximately five miles west of El Paso, Texas. The alternative corridors, specific locations within those corridors, and structure types are identified and analyzed in the environmental studies.

    Although production of U/sub 3/O/sub 8/ declined only slightly in 1980, New Mexico's share of domestic production has declined from 48% in 1976 to 35% in 1980. Production projections indicate a continued decline in 1981 and lower production until at least 1984. New Mexico has 41% of total domestic reserves producible in the $50-per-lb cost category. In keeping with the anticipated steady depletion of reserves, production of crude oil in New Mexico was 69.9 million bls, a 6.3% decline in production from 1979. Condensate production of 5.4 million bbls in 1980, however, represented an increase of 7% from 1979 production. Although natural gas production was the lowest since 1970 and declined by 2.6% from 1979 production, 1980 was the 15th year that production exceeded 1 trillion cu ft. Despite declines in production, the valuation of oil and gas production has increased significantly with oil sales doubling from the previous year and gas sales increasing by $409 million because of higher prices. Reserves have been estimated to be 959 million bbls of crude oil and 17.667 trillion cu ft of natural gas. Production of 19.5 million short tons of coal in 1980 represented a 33% increase over 1979 production and an increase of 157% since 1970. Coal resources in New Mexico are estimated to be 180.79 billion short tons, and production is projected to incease to 39.61 million tons in 1985 and 67.53 million tons in 1990. The most notable developments in geothermal energy have been in technical advances in drilling, testing, and applications, especially in the area of hot dry rock systems. The US Bureau of Land Management has issued 113 geothermal leases that remain active. Recent geothermal exploration activity has been detailed for 21 companies.

    Solar power towers, based on molten salt technology, have been the subject of extensive research and development since the late 1970s. In the mid 1980s, small experimental plants were successfully fielded in the USA and France that demonstrated the feasibility of the concept at a 1 to 2 MW{sub e} scale. Systems analyses indicate this technology will be cost competitive with coal-fired power plants after scaling-up plant size to the 100 to 200 MW{sub e} range. To help bridge the scale-up gap, a 10 MW{sub e} demonstration project known as Solar Two, was successfully operated in California, USA from 1996 to 1999. The next logical step could be to scale-up further and develop a 30 MW{sub e} project within the country of Mexico.     Since the early 1990s, Los Alamos National Laboratory (LANL) has applied electric grid models and simulation software to problems of national significance. This effort continues with a variety of other projects funded by the Department of Energy (DOE), other federal and state agencies and private companies. Critical to the success of these programs is the ability to integrate regional-scale models of the electric grid, to assess the propagation of grid impacts, and to present interactively the effect of potential mitigating actions required to stabilize the grid. All of these capabilities are applied in this study, to accomplish the following goals and objectives: (1) Develop an AC power flow model representing future conditions within New Mexico's electric grid, using commercial tools accepted by the utility industry; (2) Conduct a 'screening' analysis of options for accelerating potential renewable energy development through the addition of a statewide transmission collector system; (3) Estimate total revenue needed, jobs created (temporary and permanent) plus indirect and direct impacts to the state's economy; (4) Evaluate potential cost allocation methodology; and (5) Issue a project report that will provide information for policy direction by state regulators, project developers, and legislators.

    The U.S. Environmental Protection Agency (EPA), in accordance with the RE-Powering America's Land initiative, selected the Pueblo of Santo Domingo in Sandoval County, New Mexico, for a renewable energy production feasibility study. The National Renewable Energy Laboratory (NREL) provided technical assistance for this project. The purpose of this report is to assess specific areas on the Pueblo for potential installation of photovoltaic (PV) systems and to estimate the cost, performance, and site impacts of different PV options. The report also recommends financing options that could assist in the implementation of these PV systems.

    Rio Grande Pipeline, a joint venture between Mid-America Pipeline Co., Amoco Pipeline Co. and Navajo Pipeline Co., has broken new ground in the energy industry as the first LPG pipeline to cross the US-Mexico border. Plans for the project were announced in November 1995 and first deliveries started three months ago on March 21, 1997. The 8-inch, 265-mile pipeline originates near Odessa, TX, where it receives an 85-15 propane-butane mix via a connection to Mid-America Pipeline. From Odessa, product moves west through the Texas desert and crosses the Rio Grande River about 15 miles south of El Paso near Clint, TX and extends 20 miles into Mexico. Capacity of the line is 24,000 bpd and it has been averaging about 22,000 bpd since line-fill. All in all, it sounded like a reasonably feasible, routine project. But perceptions can be deceiving, or at least misleading. In other words, the project can be summarized as follows: one river, two cultures and a world of difference. The official border crossing for pipeline construction took place on Dec. 2, 1996, with a directional drill under the Rio Grande River, but in actuality, the joint venture partners were continually bridging differences in language, laws, customs and norms with Pemex and contracted workers from Mexico.

    The economic impact of coal mining in New Mexico is examined in this report. The analysis is based on economic multipliers derived from an input-output model of the New Mexico economy. The direct, indirect, and induced impacts of coal mining in New Mexico are presented in terms of output, value added, employment, and labor income for calendar year 2007. Tax, rental, and royalty income to the State of New Mexico are also presented. Historical coal production, reserves, and price data are also presented and discussed. The impacts of coal-fired electricity generation will be examined in a separate report.

    Background: The Rosebud Sioux Tribe (RST) is located in south central South Dakota near the Nebraska border. The nearest community of size is Valentine, Nebraska. The RST is a recipient of several Department of Energy grants, written by Distributed Generation Systems, Inc. (Disgen), for the purposes of assessing the feasibility of its wind resource and subsequently to fund the development of the project. Disgen, as the contracting entity to the RST for this project, has completed all the pre-construction activities, with the exception of the power purchase agreement and interconnection agreement, to commence financing and construction of the project. The focus of this financing is to maximize the economic benefits to the RST while achieving commercially reasonable rates of return and fees for the other parties involved. Each of the development activities required and its status is discussed below. Land Resource: The Owl Feather War Bonnet 30 MW Wind Project is located on RST Tribal Trust Land of approximately 680 acres adjacent to the community of St. Francis, South Dakota. The RST Tribal Council has voted on several occasions for the development of this land for wind energy purposes, as has the District of St. Francis. Actual footprint of wind farm will be approx. 50 acres. Wind Resource Assessment: The wind data has been collected from the site since May 1, 2001 and continues to be collected and analyzed. The latest projections indicate a net capacity factor of 42% at a hub height of 80 meters. The data has been collected utilizing an NRG 9300 Data logger System with instrumentation installed at 30, 40 and 65 meters on an existing KINI radio tower. The long-term annual average wind speed at 65-meters above ground level is 18.2 mph (8.1 mps) and 18.7 mph (8.4 mps) at 80-meters agl. The wind resource is excellent and supports project financing.

    The objective of the modeling and simulation task was to develop, test, and apply an appropriate set of models that could translate emission changes into air quality changes. Specifically, we wanted to develop models that could describe how existing measurements of ozone (O{sub 3}), carbon monoxide (CO), and sulfur dioxide (SO{sub 2}) would be expected to change if their emissions were changed. The modeling must be able to address the effects of difference in weather conditions and changes in land use as well as the effects of changes in emission levels. It must also be able to address the effects of changes in the nature and distribution of the emissions as well as changes in the total emissions. A second objective was to provide an understanding of the conditions that lead to poor air quality in Mexico City. We know in a general sense that Mexico City`s poor air quality is the result of large quantities of emissions in a confined area that is subject to light winds, but we did not know much about many aspects of the problem. For example, is the air quality on a given day primarily the result of emissions on that day...or is there an important carryover from previous nights and days? With a good understanding of the important meteorological circumstances that lead to poor air quality, we learn what it take duce an accurate forecast of impending quality so that we can determine the advisability of emergency measures.
