  2. Accelerated sea level rise on Yap (Federated States of Micronesia): Cause for concern

    SciTech Connect (OSTI)

    Stahl, M.S. )

    1993-01-01

The Army Corps of Engineers, Pacific Ocean Division, participated in the interagency case study of sea level rise for Yap State in the Federated States of Micronesia. The study, on behalf of the National Oceanic and Atmospheric Administration, was in support of the Intergovernmental Panel on Climate Change. Engineering and environmental analyses indicate that resources within Yap State at risk from a 1.0 meter rise in sea level by the year 2100 are substantial, including coral reefs, sea grass beds, wetlands, native mangrove forests, groundwater, archaeological and cultural resources, and shoreline infrastructure. Severe constraints associated with land ownership patterns have helped prevent the potential for greater impact. Yet these same constraints will likely hinder future decisions regarding retreat, accommodation, or protection strategies. As a result, there are special institutional and cultural challenges that face Yap in developing and implementing appropriate responses to accelerated sea level rise. These are made more difficult with the many uncertainties associated with current predictions regarding the greenhouse effect.

  3. Energy Transition Initiative: Island Energy Snapshot - Federated States of Micronesia; U.S. Department of Energy (DOE), NREL (National Renewable Energy Laboratory)

    SciTech Connect (OSTI)

    2015-06-01

This profile provides a snapshot of the energy landscape of the Federated States of Micronesia, a sovereign nation and U.S.-associated state in the western Pacific Ocean. The Federated States of Micronesia’s electricity rates for residential customers exceed $0.48 U.S. dollars (USD)/per kilowatt-hour (kWh), nearly four times the average U.S. residential rate of $0.13 USD/kWh.

  9. A guidebook to alternative energy projects on American Samoa, The Commonwealth of the Northern Mariana Islands, The Federated States of Micronesia, Guam, and The Republics of the Marshall Islands and Palau. [Contains bibliography

    SciTech Connect (OSTI)

    Case, C.W.

    1987-05-01

The purpose of this guidebook is to help transfer information concerning alternative energy projects that have been tried on the Pacific islands affiliated with the US. These islands include those in American Samoa, the Commonwealth of the Northern Mariana Islands, the Federated States of Micronesia (Kosrae, Pohnpei, Truk, and Yap), Guam, and the Republics of the Marshall Islands and Palau. Distances are long between islands and populations are sparse, making communication and the transfer of information particularly difficult. A project that works on American Samoa might be appropriate for Yap, but to get this information to the proper people on Yap in a reasonable period of time is extremely difficult. This book describes 100 alternative energy projects that have been tried on the islands since the mid-1970's. This description and record of what has been done to date should be a source of ideas for energy workers, reduce duplication of work, and help encourage successes by describing other successes and failures. Alternative energy projects are projects that use indigenous, renewable resources in order to reduce local dependency on imported petroleum for electricity or liquid fuels. The islands have an apparent abundance of natural resources for this purpose such as the sun, rivers, vegetation, the ocean, and wind; and, ideally, it should be relatively simple to convert these resources to electricity or fuel. However, there are problems unique to the remote, tropical Pacific that often appear insurmountable, and successes to date are the results of unusual persistence, hard work, and ingenuity of those on the islands. Projects are confined to those that actually develop or demonstrate hardware. These projects use the complete spectrum of alternative technologies such as biomass conversion, wind electric, solar water heating, photovoltaics, wind water pumping, hydroelectric, water desalination, and integrated systems. 381 refs., 85 figs.

  18. Coal underlying Federal lands in the Gulf of Mexico coastal plain

    SciTech Connect (OSTI)

Alex W. Karlsen; John R. SanFilipo; Peter D. Warwick

    2002-09-01

About 6% of the total coa resource was selected for assessment in the Gulf of Mexico Coastal Plain region of the NCRA project underlies federally proclaimed management areas. Of the approximately 11 billion short tons of coal in this category, approximately 37 percent are estimated to be federally owned. Much of the coal in these categories may not be available for mining, and much of it is probably not economically recoverable. The dispersed nature of Federal holdings, the complicated nature of surface and mineral estate ownership, and the existence of various legal and technological restrictions may remove a significant portion of this coal resource from consideration for development. Continuing work by USGS scientists suggests that potentially viable energy resources of coal-bed methane are present within both Federal and non-Federal areas of the Gulf of Mexico Coastal Plain coal-bearing region. 3 refs., 3 figs.

  15. Selectively reducing offshore royalty rates in the Gulf of Mexico could increase oil production and federal government revenue

    SciTech Connect (OSTI)

    Bowsher, C.A.

    1985-05-10

The US government leases large areas in the Outer Continental Shelf in the Gulf of Mexico for the development of oil resources and receives royalties on the oil produced. Conventional methods of oil recovery have recovered or are expected to recover about half of the 16 billion barrels of oil discovered in this area. Other oil recovery methods, collectively known as enhanced oil recovery (EOR), could potentially increase production by about 1 billion barrels of oil. EOR in the Gulf is expensive and does not appear to be economically justified in most cases. Under existing economic conditions and federal policies, GAO's review indicates that utilizing EOR methods will probably produce only about 10 percent of the additional recoverable oil. However, financial incentives in the form of royalty reductions could increase both oil production and federal government revenue if applied on a project-by-project basis. Universal applications of royalty reduction for EOR, however, while achieving increased oil production, would not increase federal government revenue. GAO recommends that the Department of the Interior's Minerals Management Service initiate action that would allow for selective royalty reductions for EOR projects in the Gulf in instances where both total oil production and federal government revenue will increase. 6 figs., 1 tab.

    SciTech Connect (OSTI)

    1990-12-01

The State of Yap in the Federated States of Micronesia is now entirely dependent on oil for electric power generation. The present high costs and limited capacity for electric power generation are major disincentives to the economic development of Yap. Preliminary proposals from two U.S. companies regarding waste-to-energy plants might furnish electricity to Yap below present costs. Yap and its sister state of Kosrae have agreed to jointly seek a grant from the U.S. Trade and Development Program (TDP) to cover three areas: An assessment of projected power generating requirements; A review of generating alternatives with emphasis on waste to energy generation; and An environmental analysis of the waste to energy alternatives. The government in Yap has two objectives: reduce the amount of money spent for diesel fuel now and in the future and make sufficient electricity available at a reasonable price to attract development for the economy of Yap. Officials on both Pohnpei and Kosrae echoed these objectives.

  15. The Role of the Environmental Management Site Specific Advisory Board under the Federal Advisory Committee Act, With Emphasis on the Northern New Mexico Citizens' Advisory Board - 12482

    SciTech Connect (OSTI)

    Santistevan, Menice B.

    2012-07-01

The Environmental Management Site Specific Advisory Board (EM SSAB) is comprised of eight Citizens' Advisory Boards, chartered under the Federal Advisory Committee Act (FACA) by the Assistant Secretary for Environmental Management for the U. S. Department of Energy (DOE). The purpose of the EM SSAB is to provide the DOE with recommendations regarding Environmental Management issues from legacy waste produced at major sites across the DOE Complex. The Northern New Mexico Citizens' Advisory Board (NNMCAB) is the site specific advisory board to the DOE on issues of environmental monitoring, remediation, waste management and long-term stewardship at Los Alamos National Laboratory (LANL). The other boards are located at: Hanford, Idaho, Nevada, Paducah, Portsmouth, Oak Ridge and Savannah River. Using broad citizen outreach and input, the SSAB provides an official mechanism for the citizenry at each of these sites to monitor current activities affecting the region and also to have input into the prioritization of future activities. 'The mission of the EM SSAB is to more directly involve stakeholders in EM Planning and decision-making processes for the nuclear weapons complex cleanup. DOE has various means of involving the public in its planning and decision-making processes; the EM SSAB is only one component of EM's public participation program, and is not intended to be an exclusive means of public participation. It is the policy of DOE and EM to conduct it programs in an open and responsive manner, thereby encouraging and providing the opportunity for public participation in its planning and decision-making processes. EM SSAB members are appointed to a two year term and may serve up to three terms. During this time, members are able to hear many presentation from subject matter experts, attend several site tours at their site and across the DOE complex and are able to express their concerns and give input to the prioritization of clean up at each site. It is an excellent education and it is hoped that these members will go out to their communities, friends and family and discuss these issues in an informed manner. Many times our citizens rely only on newspaper articles or the Internet, which are sometimes replete with fear and misinformation. The more stakeholders are able to be truly informed, the more accurate the discourse will be at each of the DOE sites. (author)

    2010-09-17

Since the early 1990s, Los Alamos National Laboratory (LANL) has applied electric grid models and simulation software to problems of national significance. This effort continues with a variety of other projects funded by the Department of Energy (DOE), other federal and state agencies and private companies. Critical to the success of these programs is the ability to integrate regional-scale models of the electric grid, to assess the propagation of grid impacts, and to present interactively the effect of potential mitigating actions required to stabilize the grid. All of these capabilities are applied in this study, to accomplish the following goals and objectives: (1) Develop an AC power flow model representing future conditions within New Mexico's electric grid, using commercial tools accepted by the utility industry; (2) Conduct a 'screening' analysis of options for accelerating potential renewable energy development through the addition of a statewide transmission collector system; (3) Estimate total revenue needed, jobs created (temporary and permanent) plus indirect and direct impacts to the state's economy; (4) Evaluate potential cost allocation methodology; and (5) Issue a project report that will provide information for policy direction by state regulators, project developers, and legislators.

    1990-08-27

Pipeline construction in the U.S. Gulf of Mexico has improved considerably in recent years, especially activity in shallow water (less than 300 ft). Construction for middle depths (300-600 ft) has been flat, while deepwater (600+ ft) projects have held firm or increased slightly. Overall pipeline mileage constructed in federal waters 1985-89 period showed a strengthening industry, especially during the 1988-89 period. These trends are evident from analyses of 5-year data. The author tracks comparisons between applications that were approved by the MMS during this period and projects that have been reported to the MMS as completed.

A user can select multiple sources such as commercialmore » databases (Web of Science, Engineering Index), external resources (WorldCat, Google Scholar), and internal corporate resources (email, document management system, library collections) in a single interface with one search query. In the future, INL hopes to offer this open-source engine to the public. This session will outline the development processes for making Needle™s search interface and simplifying the federation of internal and external data sources.« less

  15. Opportunity for America: Mexico`s coal future

    SciTech Connect (OSTI)

    Loose, V.W.

    1993-09-01

This study examines the history, current status and future prospects for increased coal use in Mexico. Environmental implications of the power-generation capacity expansion plans are examined in general terms. Mexican environmental law and regulations are briefly reviewed along with the new sense of urgency in the cleanup of existing environmental problems and avoidance of new problems as clearly mandated in recent Mexican government policy initiatives. It is expected that new capital facilities will need to incorporate the latest in process and technology to comply with existing environmental regulation. Technology developments which address these issues are identified. What opportunities have new initiatives caused by the recent diversification of Mexico`s energy economy offered US firms? This report looks at the potential future use of coal in the Mexican energy economy, examining this issue with an eye toward identifying markets that might be available to US coal producers and the best way to approach them. Market opportunities are identified by examining new developments in the Mexican economy generally and the energy economy particularly. These developments are examined in light of the current situation and the history which brought Mexico to its present status.

  4. Mexico: swapping crude for atoms

    SciTech Connect (OSTI)

    Navarro, B.

    1982-06-24

Mexico, considered the Saudi Arabia of the Western Hemisphere because of its proven and potential petroleum reserves, has surprised the world: it has embarked on the biggest nuclear-electric program in the Third World, only to postpone it days before scheduled approval of an international bidding (on which the atomic energy industry had pinned its hopes). A graph shows Mexican supplies of electricity by source with official projections to 1990. The point of entrance of the first nuclear reactor, originally scheduled for 1982, won't come onstream until 1983; and how nuclear-generated electricity grows close to 5% of the total in 1990. The big question is, will the future President of Mexico give the green light to the atomic megaproject. And if he does, how will Mexico deal with the serious logistics problems and grave ecological implications confronting the industry worldwide. In this issue, the author and Energy Detente touch on these questions and review the nuclear power status of Mexico, as well as addressing some of its global problems. Also presented in this issue is an update of the fuel price/tax series for the Western Hemisphere countries.

  15. The economic impact of the Department of Energy on the State of New Mexico Fiscal Year 1998

    SciTech Connect (OSTI)

Lansford, Robert R.; Adcock, Larry D.; Gentry, Lucille M.; Ben-David, Shaul; Temple, John

    1999-08-05

The U.S. Department of Energy (DOE) provides a major source of economic benefits in New Mexico, second only to the activities of the U.S. Department of Defense. The agency's far-reaching economic influence within the state is the focus of this report. Economic benefits arising from the various activities and functions of both the Department and its contractors have accrued to the state continuously for over 50 years. For several years, DOE/Albuquerque Operations Office (AL) and New Mexico State University (NMSU) have maintained inter-industry, input-output modeling capabilities to assess DOE's impacts on the state of New Mexico and the other substate regions most directly impacted by DOE activities. One of the major uses of input-output techniques is to assess the effects of developments initiated outside the economy such as Federal DOE monies that flow into the state, on an economy. The information on which the models are based is updated periodically to ensure the most accurate depiction possible of the economy for the period of reference. For this report, the reference periods are Fiscal Year (FY) 1997 (October 1, 1996, through September 30, 1997), and FY 1998 (October 1, 1997, through September 30, 1998). Total impact represents both direct and indirect impacts (resending by business), including induced (resending by households) effects. The standard multipliers used in determining impacts result from the inter-industry, input-output models uniquely developed for New Mexico. This report includes seven main sections: (1) Introduction; (2) Profile of DOE Activities in New Mexico; (3) DOE Expenditure Patterns; (4) Measuring DOE/New Mexico's Economic Impact: (5) Technology Transfer within the Federal Labs funded by DOE/New Mexico; (6) Glossary of Terms; and (7) Technical Appendix containing a description of the model.

The purpose of this guidance is to clarify the applicability of the National Environmental Policy Act (NEPA) to proposed federal actions in the United States, including its territories and possessions, that may have transboundary effects extending across the border and affecting another country's environment. While the guidance arises in the context of negotiations undertaken with the governments of Mexico and Canada to develop an agreement on transboundary environmental impact assessment in North America, the guidance pertains to all federal agency actions that are normally subject to NEPA, whether covered by an international agreement or not.

    SciTech Connect (OSTI)

    KOLB,GREGORY J.; STRACHAN,JOHN W.; GASCO,CLAUDIO ESTRADA

    2000-03-02

Solar power towers, based on molten salt technology, have been the subject of extensive research and development since the late 1970s. In the mid 1980s, small experimental plants were successfully fielded in the USA and France that demonstrated the feasibility of the concept at a 1 to 2 MW{sub e} scale. Systems analyses indicate this technology will be cost competitive with coal-fired power plants after scaling-up plant size to the 100 to 200 MW{sub e} range. To help bridge the scale-up gap, a 10 MW{sub e} demonstration project known as Solar Two, was successfully operated in California, USA from 1996 to 1999. The next logical step could be to scale-up further and develop a 30 MW{sub e} project within the country of Mexico. The plant could be built by an IPP industrial consortium consisting of USA's Boeing and Bechtel Corporations, combined with Mexican industrial and financial partners. Plausible technical and financial characteristics of such a ``Solar-Two-type'' Mexican project are discussed in this paper.

  6. U.S.-MEXICO TECHNOLOGY TRANSFER; BILATERAL TECHNICAL EXCHANGES FOR SUSTAINABLE ECONOMIC GROWTH IN THE BORDER REGION

    SciTech Connect (OSTI)

    Jimenez, Richard, D., Dr.

    2007-10-01

The U.S. Department of Energy (DOE) maintains a strong commitment to transfer the results of its science and technology programs to the private sector. The intent is to apply innovative and sometimes advanced technologies to address needs while simultaneously stimulating new commercial business opportunities. Such focused technology transfer was evident in the late 1990s as the results of DOE investments in environmental management technology development led to new tools for characterizing and remediating contaminated sites as well as handling and minimizing the generation of hazardous wastes. The Departments Office of Environmental Management was attempting to reduce the cost, accelerate the schedule, and improve the efficacy of clean-up efforts in the nuclear weapons complex. It recognized that resulting technologies had broader world market applications and that their commercialization would further reduce costs and facilitate deployment of improved technology at DOE sites. DOEs Albuquerque Operations Office (now part of the National Nuclear Security Administration) began in 1995 to build the foundation for a technology exchange program with Mexico. Initial sponsorship for this work was provided by the Departments Office of Environmental Management. As part of this effort, Applied Sciences Laboratory, Inc. (ASL) was contracted by the DOE Albuquerque office to identify Mexicos priority environmental management needs, identify and evaluate DOE-sponsored technologies as potential solutions for those needs, and coordinate these opportunities with decision makers from Mexicos federal government. That work led to an improved understanding of many key environmental challenges that Mexico faces and the many opportunities to apply DOEs technologies to help resolve them. The above results constituted, in large part, the foundation for an initial DOE-funded program to apply the Departments technology base to help address some of Mexicos challenging environmental issues. The results also brought focus to the potential contributions that DOEs science and technology could make for solving the many difficult, multi-generational problems faced by hundreds of bi-national communities along the 2,000-mile shared border of the United States and Mexico. Efforts to address these U.S.-Mexico border issues were initially sponsored by the DOEs Albuquerque and Carlsbad offices. In subsequent years, the U.S. Congress directed appropriations to DOEs Carlsbad office to address public health, safety and security issues prevalent within U.S.-Mexico border communities. With ASLs assistance, DOEs Albuquerque office developed contacts and formed partnerships with interested U.S and Mexican government, academic, and commercial organizations. Border industries, industrial effluents, and public health conditions were evaluated and documented. Relevant technologies were then matched to environmental problem sets along the border. Several technologies that were identified and subsequently supported by this effort are now operational in a number of U.S.-Mexico border communities, several communities within Mexicos interior states, and in other parts of Latin America. As a result, some serious public health threats within these communities caused by exposure to toxic airborne pollutants have been reduced. During this time, DOEs Carlsbad office hosted a bilateral conference to establish a cross-border consensus on what should be done on the basis of these earlier investigative efforts. Participating border region stakeholders set an agenda for technical collaborations. This agenda was supported by several Members of Congress who provided appropriations and directed DOEs Carlsbad office to initiate technology demonstration projects. During the following two years, more than 12 private-sector and DOE-sponsored technologies were demonstrated in partnership with numerous border community stakeholders. All technologies were well received and their effectiveness at addressing health, safety and security issues w

Los Alamos National Laboratory, as part of the New Mexico Consortium - comprised of New Mexico's major research universities, the Lab, and key industry partners - is conducting research into using algae as a feed stock for a renewable source of fuels, and other products. There are hundreds of thousands of different algae species on Earth. They account for approximately half of the net photosynthesis on the planet, yet they have not been used in any kind of a large scale by humanity, with just a few exceptions. And yet, the biomass is easy to transform into useful products, including fuels, and they contain many other natural products that have high value. In this video Los Alamos and New Mexico State University scientists outline the opportunities and challenges of using science to turn algae into energy.

  20. Adoption, implementation and enforcement of commercial building energy codes in New Mexico and Arizona

    SciTech Connect (OSTI)

    Callaway, J W; Thurman, A G; Shankle, D L

    1991-07-01

The US Department of Energy (DOE) is considering ways to encourage states to adopt energy efficiency standards for residential and commercial buildings in the private sector. Such standards are now mandatory for federal buildings, and for private buildings in 34 states; in the remaining 16 states, the standards serve as guidelines for voluntary compliance. In this study for DOE, Pacific Northwest Laboratory (PNL) assessed the process by which energy codes for commercial buildings were adopted and implemented in Arizona and New Mexico. Information was gathered primarily through a series of interviews with state officials, city building officials, architects and engineers, builders, and staff from utilities in the two states. Until other state processes are studied, the extent of the similarities and dissimilarities to the situation in New Mexico and Arizona are unknown. A more extensive study may show that at least some elements of the two state's experience have been paralleled in other parts of the country. General strategies to encourage the adoption of energy codes, assist implementation, and support enforcement were developed based on the research from Arizona and New Mexico and are presented in this report. 6 refs., 4 figs.
