    Based on the record in these final investigations, we determine that an industry in the United States is materially injured by reason of imports of oil country tubular goods excluding drill pipe (also referred to herein as `casing and tubing`) from Argentina, Italy, Japan, Korea, and Mexico that are sold in the United States is materially injured by (`LTFV`). We also determine that an industry in the United States is materially injured by reason of subsidized imports of casing and tubing from Italy. We find that an industry in the United States is not materially injured or threatened with material injury by reason of imports of casing and tubing from Austria and Spain that are sold at LTFV or subsidized. We further determine that an industry in the United States is threatened with material injury by reason of imports of drill pipe from Argentina, Japan, and Mexico that are sold at LTFV. We determine that we would not have made an affirmative material injury determination but for the suspension of liquidation. Finally, we unanimously determine that an industry in the United States is neither materially injured nor threatened with material injury by reason of LFTV or subsidized imports of drill pipe from Austria, Italy, Korea, or Spain.

    The reformulation of Japan's petroleum import policy is important to Japan and to the international energy community. The technical and economic factors involved in opening the Japanese market is unknown. Assuming that foreign refiners have the technical capability to meet Japanese product specifications, the prices and volumes that will prove economical to both parties are also little known. Japanese refiners have been investigating the possibility of exporting gasoline and processing crude for China and Malaysia. The study demonstrates that under certain trade policies, Japan could become a significant product exporter. This study's purpose is to investigate the economic efficiency of alternative petroleum supply options, i.e., combining Japan's refining and product imports. An evaluation of the current import program and the technically feasible alternatives will play a major role in a new import policy. For this evaluation, a linear programming (LP) model of Japan's domestic refinery capacity and the petroleum import system was constructed. 3 figs., 23 tabs.

    The 1999 US-Japan Workshop on High Heat Flux Components and Plasma Surface Interactions in Next Step Fusion Devices was held at the St. Francis Hotel in Santa Fe, New Mexico, on November 1-4, 1999. There were 42 presentations as well as discussion on technical issues and planning for future collaborations. The participants included 22 researchers from Japan and the United States as well as seven researchers from Europe and Russia. There have been important changes in the programs in both the US and Japan in the areas of plasma surface interactions and plasma facing components. The US has moved away from a strong focus on the ITER Project and has introduced new programs on use of liquid surfaces for plasma facing components, and operation of NSTX has begun. In Japan, the Large Helical Device began operation. This is the first large world-class confinement device operating in a magnetic configuration different than a tokamak. In selecting the presentations for this workshop, the organizers sought a balance between research in laboratory facilities or confinement devices related to plasma surface interactions and experimental research in the development of plasma facing components. In discussions about the workshop itself, the participants affirmed their preference for a setting where ''work-in-progress'' could be informally presented and discussed.

    The U.S. Department of Energy National Nuclear Security Agency’s Aerial Measuring System deployed personnel and equipment to partner with the U.S. Air Force in Japan to conduct multiple aerial radiological surveys. These were the first and most comprehensive sources of actionable information for U.S. interests in Japan and provided early confirmation to the government of Japan as to the extent of the release from the Fukushima Daiichi Nuclear Power Generation Station. Many challenges were overcome quickly during the first 48 hours; including installation and operation of Aerial Measuring System equipment on multiple U.S. Air Force Japan aircraft, flying over difficult terrain, and flying with talented pilots who were unfamiliar with the Aerial Measuring System flight patterns. These all combined to make for a dynamic and non-textbook situation. In addition, the data challenges of the multiple and on-going releases, and integration with the Japanese government to provide valid aerial radiological survey products that both military and civilian customers could use to make informed decisions, was extremely complicated. The Aerial Measuring System Fukushima response provided insight in addressing these challenges and gave way to an opportunity for the expansion of the Aerial Measuring System’s mission beyond the borders of the US.

  6. Superconducting magnet development in Japan

    The present state of R and D works on the superconducting magnet and its applications in Japan are presented. On electrical rotating machines, 30 MVA superconducting synchronous rotary condenser (Mitsubishi and Fuji) and 50 MVA generator are under construction. Two ways of ship propulsion by superconducting magnets are developing. A superconducting magnetically levitated and linear motor propelled train ''MAGLEV'' was developed by the Japan National Railways (JNR). The superconducting magnet development for fusion is the most active field in Japan. The Cluster Test program has been demonstrated on a 10 T Nb/sub 3/Sn coil and the first coil of Large Coil Task in IEA collaboration has been constructed and the domestic test was completed in JAERI. These works are for the development of toroidal coils of the next generation tokamak machine. R and D works on superconducting ohmic heating coil are in progress in JAERI and ETL. The latter group has constructed 3.8 MJ pulsed coil. A high ramp rate of changing field in pulsed magnet, 200 T/s, has been tested successfully. High Energy Physics Laboratory (KEK) are conducting active works. The superconducting ..mu.. meson channel and ..pi.. meson channel have been constructed and are operating successfully. KEK has also a project of big accelerator named ''TRISTAN'', which is similar to ISABELLE project of BNL. Superconducting synchrotron magnets are developed for this project. The development of superconducting three thin wall solenoid has been started. One of them, CDF, is progressing under USA-Japan collaboration.

    Oil is a fundamental component of nationhood in Mexico. The 1938 expropriation of oil resources concluded a process of internal political consolidation and thus became the most important symbol of nationalism. Mexico has been undergoing a process of economic reform that has altered the country`s economic structure and has subjected it to international competition. Oil in particular and energy in general have been left untouched. There is recognition that without an equal reform of the energy industry, the potential for success will be significantly limited. While the Constitution allows private investment in the industry--with the exception of the resource properties themselves--the Regulatory Law bans any private participation. Because of its political sensitivity, however, amending the law in order to reform the oil industry will necessitate a domestic initiative rather than foreign pressure. In this perspective, NAFTA served to slow and postpone the reform of the industry, rather than the opposite. Once NAFTA is well in place, the industry will have to face competition.

    The US Army Engineering & Support Center, Huntsville (USAESCH), and the US Marine Corps Base (MCB), Okinawa, Japan retained Idaho National Laboratory (INL) to conduct a Transformer Efficiency Assessment of “key” transformers located at multiple military bases in Okinawa, Japan. The purpose of this assessment is to support the Marine Corps Base, Okinawa in evaluating medium voltage distribution transformers for potential efficiency upgrades. The original scope of work included the MCB providing actual transformer nameplate data, manufacturer’s factory test sheets, electrical system data (kWh), demand data (kWd), power factor data, and electricity cost data. Unfortunately, the MCB’s actual data is not available and therefore making it necessary to de-scope the original assessment. Note: Any similar nameplate data, photos of similar transformer nameplates, and basic electrical details from one-line drawings (provided by MCB) are not a replacement for actual load loss test data. It is recommended that load measurements are performed on the high and low sides of transformers to better quantify actual load losses, demand data, and power factor data. We also recommend that actual data, when available, be inserted by MCB Okinawa where assumptions have been made and then the LCC analysis updated. This report covers a generalized assessment of modern U.S. transformers in a three level efficiency category, Low-Level efficiency, Medium-Level efficiency, and High-Level efficiency.

    The Mexican Federal Government through its Secretaria de Energia and the Federal Government owned electrical utilities, Comision Federal de Electricidad and Luz y Feurza del Centro, are doing very important efforts in order to give electric power to remote villages in Mexico via PV stand alone systems and hybrid systems with PV modules, wind generators, batteries and a back up diesel electric generator. Nowadays they are trying to take advantage of municipal solid waste in order to get power from the biogas generated in landfills. The main reason for this is, after NAFTA was signed, the municipal authorities in charge of final disposal of MSW will not be allowed any longer to throw away MSW in open fields. Besides, municipal authorities are also in charge of street lighting systems and they have to pay to the utilities a very high rate (12 cents/kWH). The main idea of this paper is how to dispose properly of MSW, fulfilling what is written in the new Environmental Law, and how to take advantage of this process in order to get power from landfill gas at marginal cost. A power wheeling agreement must be reached with the utility in order to send the power generated at the biogas facility to the street lighting lamps, avoiding the high rate for this purpose.

    LPG demand for vehicles amounts to 1.8 MM tons annually, equivalent to about 11% of the total LPG consumption in Japan. The feature which dominates the demand of LPG as a vehicle fuel in Japan is the high penetration of LPG powered vehicles into taxi fleets. This has been made possible following the rationalization in the taxi business in the early 1960s. Today, three quarters of LPG vehicles, numbering some 235,000 while representing only about 1% of the total number of vehicles, account for nearly 93% of all taxicabs.

    This study examines the history, current status and future prospects for increased coal use in Mexico. Environmental implications of the power-generation capacity expansion plans are examined in general terms. Mexican environmental law and regulations are briefly reviewed along with the new sense of urgency in the cleanup of existing environmental problems and avoidance of new problems as clearly mandated in recent Mexican government policy initiatives. It is expected that new capital facilities will need to incorporate the latest in process and technology to comply with existing environmental regulation. Technology developments which address these issues are identified. What opportunities have new initiatives caused by the recent diversification of Mexico`s energy economy offered US firms? This report looks at the potential future use of coal in the Mexican energy economy, examining this issue with an eye toward identifying markets that might be available to US coal producers and the best way to approach them. Market opportunities are identified by examining new developments in the Mexican economy generally and the energy economy particularly. These developments are examined in light of the current situation and the history which brought Mexico to its present status.

    Mexico, considered the Saudi Arabia of the Western Hemisphere because of its proven and potential petroleum reserves, has surprised the world: it has embarked on the biggest nuclear-electric program in the Third World, only to postpone it days before scheduled approval of an international bidding (on which the atomic energy industry had pinned its hopes). A graph shows Mexican supplies of electricity by source with official projections to 1990. The point of entrance of the first nuclear reactor, originally scheduled for 1982, won't come onstream until 1983; and how nuclear-generated electricity grows close to 5% of the total in 1990. The big question is, will the future President of Mexico give the green light to the atomic megaproject. And if he does, how will Mexico deal with the serious logistics problems and grave ecological implications confronting the industry worldwide. In this issue, the author and Energy Detente touch on these questions and review the nuclear power status of Mexico, as well as addressing some of its global problems. Also presented in this issue is an update of the fuel price/tax series for the Western Hemisphere countries.

    This report summarizes the electricity exchange between the United States and Mexico and Canada during Calendar Year 1985. The construction, opration and maintenance of any electric transmission facility which crosses an international border of the United States requires a Presidential permit which has been granted by DOE. During 1985, the US imported 45,900,563 MWh of electric energy at a cost of $1,041,908,785. Of this total, 45,659,944 MWh were imported from Canada and the remainder (240,619 MWh) were received from Mexico. During this same period, US exports of electric energy totaled 4,964,930 MWh with gross revenues of $25,215,549. Of this, 4,812,537 MWh representing $22,068,665 in revenues were delivered to Canada, and 152,393 MWh representing $3,146,884 in revenues were delivered to Mexico. On a net basis, the US was an importer of 40,935,633 MWh of electric energy. These 1985 values constitute an increase of 8.1% in gross imports and an increase of 94.1% in gross exports compared to 1984 levels.

    This paper describes a program directed by the US Agency for International Development and Sandia National Laboratory which installed sustainable energy sources in the form of photovoltaic modules and wind energy systems in rural Mexico to pump water and provide solar distillation services. The paper describes the guidelines which appeared most responsible for success as: promote an integrated development program; install quality systems that develop confidence; instill local project ownership; train local industry and project developers; develop a local maintenance infrastructure; provide users training and operations guide; develop clear lines of responsibilities for system upkeep. The paper emphasizes the importance of training. It also presents much collected data as to the characteristics and performance of the installed systems.

    This report is a compilation of four subcontract reports provided by B. P. Bandyopadhyay who, while a visiting professor at Toyohashi University in Japan, conducted a survey of ceramic machining technology in that country from January 1 through December 31, 1992. Various aspects of machining technology were surveyed: types of parts being produced, types of ceramic materials being used, the nature of current ceramic machining research and development, and types of machine tools. The four separate reports compiled here were originally provided in a narrative, chronological form, and some of the information has been reorganized into topical areas for this compilation. This report is organized into three sections: The first describes ten ceramic machining research and development organizations and provides a reference list of their current technical publications; the second, two major trade shows; and the third, several other products and commercial developments noted during the course of Bandyopadhyay`s stay in Japan. An Appendix lists key individuals who are currently conducting ceramic machining research in Japan.

  3. Importance of patient education on home medical care waste disposal in Japan

    Highlights: ‱ Attached office nurses more recovered medical waste from patients’ homes. ‱ Most nurses educated their patients on how to store home medical care waste in their homes and on how to separate them. ‱ Around half of nurses educated their patients on where to dispose of their home medical care waste. - Abstract: To determine current practices in the disposal and handling of home medical care (HMC) waste, a questionnaire was mailed to 1965 offices nationwide. Of the office that responded, 1283 offices were analyzed. Offices were classified by management configuration: those attached to hospitals were classified as ”attached offices” and others as “independent offices”. More nurses from attached offices recovered medical waste from patients’ homes than those from independent offices. Most nurses educated their patients on how to store HMC waste in their homes (79.3% of total) and on how to separate HMC waste (76.5% of total). On the other hand, only around half of nurses (47.3% from attached offices and 53.2% from independent offices) educated their patients on where to dispose of their HMC waste. 66.0% of offices replied that patients had separated their waste appropriately. The need for patient education has emerged in recent years, with education for nurses under the diverse conditions of HMC being a key factor in patient education.

    This issue updates the Energy Detente 7/09/82, which tracked US oil imports since the Arab Oil Embargo. Since then, the phrase oil glut became common even among cautious market analysts as many exporters, hard-pressed for petrodollars, produced much more than the market was prepared to absorb. To examine how the US import market has adjusted to this continued buyers market, the top seven suppliers of 1982 are tracked backwards through time. A graph shows the 1982 reversal of Mexico's and Saudi Arabia's positions in this market. The three main reasons for Mexico's strong present position in the US market are: crude costs and corresponding refined value; proximity to US refining centers; and strategic importance of Mexico's economic stability through oil sales. Interviews with various US refiners and other market observers confirm that these elements will persist during 1983, regardless of significant price cuts among OPEC and other producers. It is believed that the profitability of running heavy Maya crude in sophisticated plants will continue to look optimistic, and that Mexican crude sales to the Strategic Petroleum Reserve implies US government interest in Mexico's economic recovery, and in its stability in the light of civil wars being waged in Central America. This issue presents the Energy Detente (1) fuel price/tax series and (2) industrial fuel prices for March 1983 for countries of the Eastern Hemisphere. 6 figures, 8 tables.

    As one of the measures to achieve the reduction in greenhouse gas emissions agreed to in the"Kyoto Protocol," an institutional scheme for determining energy efficiency standards for energy-consuming appliances, called the"Top-Runner Approach," was developed by the Japanese government. Its goal is to strengthen the legal underpinnings of various energy conservation measures. Particularly in Japan's residential sector, where energy demand has grown vigorously so far, this efficiency standard is expected to play a key role in mitigating both energy demand growth and the associated CO2 emissions. This paper presents an outlook of Japan's residential energy demand, developed by a stochastic econometric model for the purpose of analyzing the impacts of the Japan's energy efficiency standards, as well as the future stochastic behavior of income growth, demography, energy prices, and climate on the future energy demand growth to 2030. In this analysis, we attempt to explicitly take into consideration more than 30 kinds of electricity uses, heating, cooling and hot water appliances in order to comprehensively capture the progress of energy efficiency in residential energy end-use equipment. Since electricity demand, is projected to exhibit astonishing growth in Japan's residential sector due to universal increasing ownership of electric and other appliances, it is important to implement an elaborate efficiency standards policy for these appliances.

    Despite the recent drop in world oil prices, the Japanese government is continuing to stress energy conservation, because Japan relies on imports for 85% of its total energy requirements and virtually 100% of its petroleum. Japan stresses long-term developments and sees conservation as an integral part of its 50- to 100-year transition from fossil fuels to nuclear and renewable sources of energy. The Japanese government is targeting new materials, biotechnology, and electronics technologies as the foundation of Japan's economy in the 21st century. Most government research programs in Japan are governed by aggressive timetables and fixed technical goals and are usually guaranteed funding over a 5- to 10-year period. Of the major energy conservation research programs, the best known is the Moonlight Project, administered by the Ministry of International Trade and Industry (MITI), and oriented towards end-use technologies such as Stirling engines and advanced heat pumps. Parts of MITI's Basic Technologies for Future Industries Program involve research in new materials and bioreactors. The Science and Technology Agency's Exploratory Research in Advanced Technologies (ERATO) Program is also investigating these technologies while emphasizing basic research. Other ministries supporting research related to energy conservation are the Ministry of Education, Science, and Culture and the Ministry of Construction. For 1985, government spending for energy conservation research was at least $50 million. Private sector funding of energy conservation research was $500 million in 1984. A brief outline of major programs and key participants is included for several of the most relevant technologies. An overview of Japan's experience in international scientific collaboration is also included.

    The levels of particulate matter are of concern since they may induce severe effects on public health and is the second atmospheric pollution problem in Mexico City. Another noticeable effect in large cities attributable to particulate matter, is the deterioration of visibility. In this paper the analysis of the data of TSP and PM10 during 1988 to 1996 is presented. The seasonal variation of particulate matter, the typical ratios of PM10/TSP and relationships of the two variables were determined. It was found that PM10 concentrations show an important tendency to decrease during this period, due to some control strategies, although this is not the case for TSP. The monthly trend exhibits a clear relationship with the dry (October through April) and wet (May through September) seasons. The particulate matter concentrations are lower during the wet season. The hourly behavior shows that the highest concentrations are correlated with the traffic rush hours. The most TSP polluted area was the northeast, meanwhile the southeast is the most PM10 polluted area. There is a clear evidence of the particulate matter transportation from these areas to other sites of the City.

    This report reviews ecological risk assessment concepts and methods; describes important biological resources in the Gulf of Mexico of potential concern for produced water impacts; and summarizes data available to estimate exposure and effects of produced water discharges. The emphasis is on data relating to produced water discharges in the central and western Gulf of Mexico, especially in Louisiana. Much of the summarized data and cited literature are relevant to assessments of impacts in other regions. Data describing effects on marine and estuarine fishes, mollusks, crustaceans and benthic invertebrates are emphasized. This review is part of a series of studies of the health and ecological risks from discharges of produced water to the Gulf of Mexico. These assessments will provide input to regulators in the development of guidelines and permits, and to industry in the use of appropriate discharge practices.

    Petroleum exploration in the region was generally less in 1983 than in 1982. Brazil, Colombia, Ecuador, and Barbados increased crude production, whereas Argentina, Bolivia, Brazil, Colombia, Ecuador, Mexico, and Trinidad-Tobago reported increases in gas production. Although drilling activities remained low compared to past years, significant oil discoveries were reported in Colombia, Mexico, and Brazil. In Colombia, Cano Limon field is reported to be the largest field found in the Llanos region. In Brazil, important oil discoveries were made offshore in the Para, Potiquas, and Ampos basins. In Mexico, discoveries were reported in the Cerro Azul, Poza Rica (Chicontepec, Villahermosa, and Tabasco) areas onshore and in the Bay of Campeche offshore. In Argentina, discoveries were made in the San Jorge basin and the Noreste Tarija basin. 10 figures, 11 tables.

  17. Reuse of secondhand TVs exported from Japan to the Philippines

    The trade of secondhand electrical and electronic equipment (EEE) from developed to developing countries has become a growing environmental issue owing to concerns about improper recycling of these goods in developing countries. We followed a 12-m cargo container of cathode-ray-tube color TVs exported from Japan to the Philippines in February 2008. We surveyed the number of TVs damaged in transport, as well as the number of malfunctioning TVs from this shipment. In addition, we present the results of interviews with 113 Filipino consumers who intended to buy secondhand EEE at nine secondhand shops in Metro Manila. Approximately 3% of the imported TVs were damaged upon arrival. The importer sold some of the units directly to local dealers, and kept the rest to repair, refurbish and resell. Approximately 40% of the imported TVs malfunctioned and needed repair in addition to basic reconditioning. Most interviewees indicated that they prefer to buy secondhand EEE because the prices are lower than those of brand-new products. Consumers indicated that they planned on using the product for an average of about 5 years, but the actual period of use may be lower. Most end-of-life EEE in the Philippines is dismantled and recycled by unregulated companies and untrained individuals in markets or near landfill sites, and it is clear that a proper collection system and treatment methods are needed for e-waste. In addition to the material flow of secondhand TVs, we also discuss several economic aspects and appropriate control measures of the international reuse of secondhand TVs.

    This quarter`s feature report focuses on natural gas exports to Mexico. OFP invites ideas from the public on future topics dealing with North American natural gas import/export trade. Such suggestions should be left on OFP`s electronic bulletin board. Natural Gas exports to Mexico continued to grow and reached an historic high for the month of June (7.8 Bcf). Two new long-term contracts were activated; Pennsylvania Gas & Water Company began importing 14.7 MMcf per day from TransCanada PipeLines Ltd., and Renaissance Energy (U.S.) Inc. began importing 2.8 MMcf per day from Renaissance Energy Ltd. for resale to Delmarva Power & Light Company. Algerian LNG imports remained stagnant with only one tanker being imported by Pan National Gas Sales, Inc. (Pan National). During the first six months of 1995, data indicates gas imports increased by about 10 percent over the 1994 level (1,418 vs. 1,285 Bcf), with Canadian imports increasing by 14 percent and Algerian imports decreasing by 81 percent. During the same time period, exports increased by 18 percent (83 vs. 70.1 Bcf).

  19. Direct health effects of global warming in Japan and China

    Combustion of fossil fuels and industrial and agricultural activities are resulting in greater emissions of some greenhouse gases such as carbon dioxide and methane into the atmosphere, therefore contributing to global warming. Using general circulation models, it is estimated that surface temperatures in temperate regions will rise 1 to 3 degrees C during the next 100 years. Because global warming may increase the frequency and length of high temperatures during hot summer months, various health risks caused by heat stress have been studied. According to our epidemiological survey, the incidence of heat-related illness was significantly correlated to hot environments in Tokyo, Japan and in Nanjing and Wuhan, China. The epidemiological results also showed that the incidence of heat-related morbidity and mortality in the elderly increased very rapidly in summer. The regression analysis on these data showed that the number of heat stroke patients increased exponentially when the mean daily temperature and maximum daily temperature exceeded 27C and 32C in Tokyo and 31C and 36C in Wuhan and Nanjing, respectively. Since the incidence of heat-related morbidity and mortality has been shown to increase as a result of exposure to long periods of hot summer temperatures, it is important to determine to what extent the incidence of heat stress-related morbidity and mortality will be affected as a result of global warming.

  20. Launch of fast reactor cycle technology development project in Japan

    Japan Atomic Energy Agency (JAEA launched a new Fast Reactor Cycle Technology Development f (FaCT) Project in cooperation with the Japanese electric utilities. The FaCT project is based on the conclusion of the previous project, namely the Feasibility Study on Commercialized Fast Reactor Cycle Systems (FS) which carried out in last seven years. In the FS, the combination of the sodium-cooled fast reactor with oxide fuel, the advanced aqueous reprocessing and the simplified pelletizing fuel fabrication was selected as the main concept which should be developed principally because it was the most promising concept for commercialization. A conceptual design study of the main concept and research and development of innovative technologies adopted in the main concept are implemented toward an important milestone at 2015. The development targets, which were set up at the beginning stage of FS, were revised for the FaCT project based on the results of FS and change in Japanese society environment and in the world situation. International collaboration is promoted to pursue fast reactor cycle technology which deserves the global standard and its efficient development. (author)

    Coal is an abundant resource, found throughout the world, and inexpensive and constant in price. For this reason, coal is expected to play a role as one of the energy supply sources in the world. The most critical issues to promote utilization of coal are to decrease the environmental load. In this report, the history, outline and recent developments of the clean coal technology in Japan, mainly the thermal power generation technology are discussed. As recent topics, here outlined first is the technology against global warming such as the improvement of steam condition for steam turbines, improvement of power generation efficiency by introducing combined generation, carbon neutral combined combustion of biomass, and carbon dioxide capture and storage (CCS) technology. Also introduced are outlines of Japanese superiority in application technology against NOx and SO{sub 2} which create acid rain, development status of the technical improvement in the handling method for coal which is a rather difficult solid-state resource, and utilization of coal ash.

  4. Solar Two technology for Mexico

    Solar power towers, based on molten salt technology, have been the subject of extensive research and development since the late 1970s. In the mid 1980s, small experimental plants were successfully fielded in the USA and France that demonstrated the feasibility of the concept at a 1 to 2 MW{sub e} scale. Systems analyses indicate this technology will be cost competitive with coal-fired power plants after scaling-up plant size to the 100 to 200 MW{sub e} range. To help bridge the scale-up gap, a 10 MW{sub e} demonstration project known as Solar Two, was successfully operated in California, USA from 1996 to 1999. The next logical step could be to scale-up further and develop a 30 MW{sub e} project within the country of Mexico. The plant could be built by an IPP industrial consortium consisting of USA's Boeing and Bechtel Corporations, combined with Mexican industrial and financial partners. Plausible technical and financial characteristics of such a ``Solar-Two-type'' Mexican project are discussed in this paper.

    Since the early 1990s, Los Alamos National Laboratory (LANL) has applied electric grid models and simulation software to problems of national significance. This effort continues with a variety of other projects funded by the Department of Energy (DOE), other federal and state agencies and private companies. Critical to the success of these programs is the ability to integrate regional-scale models of the electric grid, to assess the propagation of grid impacts, and to present interactively the effect of potential mitigating actions required to stabilize the grid. All of these capabilities are applied in this study, to accomplish the following goals and objectives: (1) Develop an AC power flow model representing future conditions within New Mexico's electric grid, using commercial tools accepted by the utility industry; (2) Conduct a 'screening' analysis of options for accelerating potential renewable energy development through the addition of a statewide transmission collector system; (3) Estimate total revenue needed, jobs created (temporary and permanent) plus indirect and direct impacts to the state's economy; (4) Evaluate potential cost allocation methodology; and (5) Issue a project report that will provide information for policy direction by state regulators, project developers, and legislators.

  6. Current Situation for Management of Disused Sealed Radioactive Sources in Japan - 13025

    As for the Sealed Radioactive Source currently used in Japan, many of them are imported from overseas. The U.S., Canada, Germany, the Netherlands, Belgium and Czech Republic are the main exporting States. Many of disused sealed radioactive sources are being returned to exporting States. The sealed radioactive sources which cannot be returned to exporting States are appropriately kept in the domestic storage facility. So, there are not main problem on the long term management of disused sealed radioactive sources in Japan. However, there are some difficulties on repatriate. One is reservation of a means of transport. The sea mail which conveys radioactive sources owing to reduction of movement of international cargo is decreasing in number. And there is a denial of shipment. Other one is that the manufacturer has already resigned from the work and cannot return disused sealed radioactive sources, or a manufacturer cannot specify and disused sources cannot be returned. The disused sealed radioactive source which cannot be repatriated is a little in term of radioactivity. As for the establishment of national measure of final disposal facility for disused sealed radioactive sources, in Japan, it is not yet installed with difficulty. Since there are many countries for which installation of a final disposal facility for disused sealed radioactive sources is difficult, the source manufacture country should respond positively to return the source which was manufactured and sold in the past.   7. Increased activity expected in Permian basin, Gulf of Mexico

    Exploration and development activities in two of the most important petroleum provinces in the U.S. are mixed, but the outlook is bright. There has been a steady increase in drilling in oil plays of the deepwater Gulf of Mexico and in the Permian basin of West Texas and New Mexico. But natural gas drilling has not seen much of an increase, although activity involving Miocne sands in the shallow water portion of the gulf is starting to pick up. Deep gas drilling, stalled by the 1986 spot price collapse, has not yet shown signs of new life, even though production is scheduled to begin this year from the Jurassic Norphlet deep gas play off Alabama. There should be continued increases this year in deepwater and Permian basin drilling if oil prices remain in the $18-20/bbl range. And gas drilling is expected to pick up considerably if spot prices strengthen. An important factor in the drilling outlook is an expectation that major interstate transmission companies this year will resume buying long term gas supplies for resale. Long term contracts reduce producer uncertainty in project economics.

    The second quarter 1997 Quarterly Report of Natural Gas Imports and Exports featured a Quarterly Focus report on cross-border natural gas trade between the United States and Mexico. This Quarterly Focus article is a follow-up to the 1997 report. This report revisits and updates the status of some of the pipeline projects discussed in 1997, and examines a number of other planned cross-border pipeline facilities which were proposed subsequent to our 1997 report. A few of the existing and proposed pipelines are bidirectional and thus have the capability of serving either Mexico, or the United States, depending on market conditions and gas supply availability. These new projects, if completed, would greatly enhance the pipeline infrastructure on the U.S.-Mexico border and would increase gas pipeline throughput capacity for cross-border trade by more than 1 billion cubic feet (Bcf) per day. The Quarterly Focus is comprised of five sections. Section I includes the introduction as well as a brief historic overview of U.S./Mexican natural gas trade; a discussion of Mexico's energy regulatory structure; and a review of trade agreements and a 1992 legislative change which allows for her cross-border gas trade in North America. Section II looks at initiatives that have been taken by the Mexican Government since 1995to open its energy markets to greater competition and privatization. Section III reviews Mexican gas demand forecasts and looks at future opportunities for U.S. gas producers to supplement Mexico's indigenous supplies in order to meet the anticipated rapid growth in demand. Section IV examines the U.S.-Mexico natural gas trade in recent years. It also looks specifically at monthly import and export volumes and prices and identifies short-term trends in this trade.     This paper describes a USAID/USDOE sponsored program to implement renewable energy in Mexico for productive uses. The objectives are to expand markets for US and Mexican industries, and to combat global climate change - primarily greenhouse gas emissions. The focus is on off-grid applications, with an emphasis on developing the institution structure to support the development of these industries within the country. Agricultural development is an example of the type of industry approached, where photovoltaic and wind power can be used for water pumping. There are hundreds of projects under review, and this interest has put renewables as a line item in Mexico`s rural development budget. Village power projects are being considered in the form of utility partnerships.

    The Office of Fuels Programs prepares quarterly reports summarizing the data provided by companies authorized to import or export natural gas. Companies are required, as a condition of their authorizations, to file quarterly reports with the OFP. This report is for the fourth quarter of 1993 (October--December). Attachment A shows the percentage of takes to maximum firm contract levels and the weighted average per unit price for each of the long-term importers during the 5 most recent reporting quarters. Attachment B shows volumes and prices of gas purchased by long-term importers and exporters during the past 12 months. Attachment C shows volume and price information for gas imported on a short-term basis. Attachment D shows the gas exported on a short-term basis to Canada and Mexico. During 1993, data indicates gas imports grew by about 10 percent over the 1992 level (2328 vs. 2122 Bcf), with Canadian and Algerian imports increasing by 8 and 82 percent, respectively. During the same time period, exports declined by 41 percent (144 vs. 243 Bcf). Exports to Canada decreased 47 percent from the 1992 level (50 vs. 95 Bcf) and exports to Mexico decreased by 60 percent (38 vs. 95 Bcf).

    As 2007 ends, the US coal industry passes two major milestones - the ending of the Synfuel tax break, affecting over 100M st annually, and the imposition of tighter and much more expensive safety measures, particularly in deep mines. Both of these issues, arriving at a time of wretched steam coal price levels, promise to result in a major shake up in the Central Appalachian mining sector. The report utilizes a microeconomic regional approach to determine whether either of these two schools of thought have any validity. Transport, infrastructure, competing fuels and regional issues are examined in detail and this forecasts estimates coal demand and imports on a region by region basis for the years 2010 and 2015. Some of the major highlights of the forecast are: Import growth will be driven by steam coal demand in the eastern and southern US; Transport will continue to be the key driver - we believe that inland rail rates will deter imports from being railed far inland and that the great majority of imports will be delivered directly by vessel, barge or truck to end users; Colombian coal will be the overwhelmingly dominant supply source and possesses a costs structure to enable it to compete with US-produced coal in any market conditions; Most of the growth will come from existing power plants - increasing capacity utilization at existing import facilities and other plants making investments to add imports to the supply portfolio - the growth is not dependent upon a lot of new coal fired capacity being built.     The Miocene floral pulse model of Jiang and Watkins is revised. The new revision suggests that the Gulf of Mexico Miocene floral pulses, corresponding to the traditional foraminiferal tops, are transgression surfaces of the fourth-order sequences. These pulses show diverse magnitudes and when they are plotted on a depth (or time) tract, their relative magnitudes show an orderly wavy pattern comparable to the Haq et al.'s third-order cycles in the Miocene. After iterative comparison, the condensed intervals of these Miocene third-order sequences have been determined as, in descending order, Cyclammina 3, the second Cibicides carstensi, the second Textularia W, Cristellaria I, Robulus 43, Discorbis B, the third Marginulina A, and Textularia panamensis (= fauna unit II). The least prominent pulses suggesting the third-order cycle highstands (or shelf-margin wedges) are suggested as, in descending order, Textularia X, Bolivina thalmanni, Globorotalia fohsi robusta, Bigenerina humblei, Cibicides opima, Saracenaria schencki, Marginulina A (= second Robulus chambersi), and Siphonina davisi. Redeposited Cretaceous nanno species are an important component in the Gulf of Mexico middle and lower Miocene. Significant concentrations of these species are found primarily in the third-order cycle highstands, one exception being the Marginulina A third-order cycle highstand that in the High Island and West Cameron areas contained only rare redeposited Cretaceous nannos.
