    This paper reports that while Mexico's petrochemical industry has grown rapidly, it now faces shortages both in investment funds and in supplies of basic petrochemicals due to a financial crisis in the 1980s. Mexico has undertaken a series of policy reforms aimed at encouraging foreign and private investment, but these efforts have generally failed to entice U.S. investment in Mexico. U.S. petrochemical companies have cited unfavorable market conditions, insufficient basic petrochemical capacity in Mexico, concern about the reversibility of Mexican reforms, inadequate Mexican protection of intellectual property rights, and lack of investment protection for U.S. businesses as impediments to investment in Mexico. Cooperation between the two nations in overcoming these obstacles could help U.S. petrochemical companies maintain their positions in a competitive global market, while at the same time provide Mexico with much needed capital investment and technological expertise.

    The U.S. Department of Energy National Nuclear Security Agency’s Aerial Measuring System deployed personnel and equipment to partner with the U.S. Air Force in Japan to conduct multiple aerial radiological surveys. These were the first and most comprehensive sources of actionable information for U.S. interests in Japan and provided early confirmation to the government of Japan as to the extent of the release from the Fukushima Daiichi Nuclear Power Generation Station. Many challenges were overcome quickly during the first 48 hours; including installation and operation of Aerial Measuring System equipment on multiple U.S. Air Force Japan aircraft, flying over difficult terrain, and flying with talented pilots who were unfamiliar with the Aerial Measuring System flight patterns. These all combined to make for a dynamic and non-textbook situation. In addition, the data challenges of the multiple and on-going releases, and integration with the Japanese government to provide valid aerial radiological survey products that both military and civilian customers could use to make informed decisions, was extremely complicated. The Aerial Measuring System Fukushima response provided insight in addressing these challenges and gave way to an opportunity for the expansion of the Aerial Measuring System’s mission beyond the borders of the US.

    Japan`s downstream oil industry is in a state of crisis and headed for a major shakeout. The major catalyst for this was a dramatic deregulation step during April 1996 that allowed refined petroleum product imports by non-refiners. The move, together with a sharp drop in refining margins, falling retail gasoline prices, and a service station sector on the brink of collapse, are all leading to massive changes in the way the country`s refiners and marketers do business. This paper reviews the collapse of corporate profits during this period of deregulation; the development of a new price system geared toward bringing the prices of gasoline, fuel oil, and kerosene into line with each other to offset the fall in gasoline prices; and industry restructuring including mergers, acquisitions, and marketing consolidation. The paper then makes predictions on the outcome of these changes on the Japanese oil industry.

    The US Army Engineering & Support Center, Huntsville (USAESCH), and the US Marine Corps Base (MCB), Okinawa, Japan retained Idaho National Laboratory (INL) to conduct a Transformer Efficiency Assessment of “key” transformers located at multiple military bases in Okinawa, Japan. The purpose of this assessment is to support the Marine Corps Base, Okinawa in evaluating medium voltage distribution transformers for potential efficiency upgrades. The original scope of work included the MCB providing actual transformer nameplate data, manufacturer’s factory test sheets, electrical system data (kWh), demand data (kWd), power factor data, and electricity cost data. Unfortunately, the MCB’s actual data is not available and therefore making it necessary to de-scope the original assessment. Note: Any similar nameplate data, photos of similar transformer nameplates, and basic electrical details from one-line drawings (provided by MCB) are not a replacement for actual load loss test data. It is recommended that load measurements are performed on the high and low sides of transformers to better quantify actual load losses, demand data, and power factor data. We also recommend that actual data, when available, be inserted by MCB Okinawa where assumptions have been made and then the LCC analysis updated. This report covers a generalized assessment of modern U.S. transformers in a three level efficiency category, Low-Level efficiency, Medium-Level efficiency, and High-Level efficiency.

    Initiation of the LMFBR development project in Japan was decided by the Atomic Energy Commission of Japan in 1966. In 1967, the Power Reactor and Nuclear Fuel Development Corporation (PNC) was established to realize the project as a part of its tasks of a wide scope covering all the research and development activities concerning fuel cycle.     This study examines the history, current status and future prospects for increased coal use in Mexico. Environmental implications of the power-generation capacity expansion plans are examined in general terms. Mexican environmental law and regulations are briefly reviewed along with the new sense of urgency in the cleanup of existing environmental problems and avoidance of new problems as clearly mandated in recent Mexican government policy initiatives. It is expected that new capital facilities will need to incorporate the latest in process and technology to comply with existing environmental regulation. Technology developments which address these issues are identified. What opportunities have new initiatives caused by the recent diversification of Mexico`s energy economy offered US firms? This report looks at the potential future use of coal in the Mexican energy economy, examining this issue with an eye toward identifying markets that might be available to US coal producers and the best way to approach them. Market opportunities are identified by examining new developments in the Mexican economy generally and the energy economy particularly. These developments are examined in light of the current situation and the history which brought Mexico to its present status.

    In 1997, the public and private sectors in Japan invested $90.3 billion in R and D. Japan is the second largest supporter of R and D after the United States. A very large percentage (79.4%) of all R and D in Japan is supported by the private sector. The prolonged economic recession that has plagued the Japanese economy for most of the 1990s has significantly reduced the scale of the Japanese R and D effort compared to what it would have been had the economy been more robust. The Japanese government has recently attempted to bring the economy out of this recession through the use of economic stimulus packages. These stimulus packages have contained significant new funding for R and D, although it is apparent that much of the funding is going to R and D programs and R and D construction projects with very near tern payoff and not to the support of longer term R and D. In 1998, the Japanese government devoted 13.7% of all public R and D funds to the support of energy R and D. The priority accorded to energy R and D in Japan is significantly higher than in any other industrialized nation. The Japanese energy R and D program, which was funded at $2.5 billion in 1997, is overwhelmingly focused on nuclear energy R and D. Nuclear energy R and D (fission and fusion) accounts for 75% of the total national energy R and D budget. The fission energy R and D effort has decreased nearly 24% since 1996 as the government attempts to refocus this program in the face of growing public opposition to the Japanese government's efforts to expand the nuclear power program. Energy efficiency R and D (8% of the total national energy R and D budget) and renewable energy R and D receive relatively modest support from the Japanese government.

    This report is a compilation of four subcontract reports provided by B. P. Bandyopadhyay who, while a visiting professor at Toyohashi University in Japan, conducted a survey of ceramic machining technology in that country from January 1 through December 31, 1992. Various aspects of machining technology were surveyed: types of parts being produced, types of ceramic materials being used, the nature of current ceramic machining research and development, and types of machine tools. The four separate reports compiled here were originally provided in a narrative, chronological form, and some of the information has been reorganized into topical areas for this compilation. This report is organized into three sections: The first describes ten ceramic machining research and development organizations and provides a reference list of their current technical publications; the second, two major trade shows; and the third, several other products and commercial developments noted during the course of Bandyopadhyay`s stay in Japan.     The 1999 US-Japan Workshop on High Heat Flux Components and Plasma Surface Interactions in Next Step Fusion Devices was held at the St. Francis Hotel in Santa Fe, New Mexico, on November 1-4, 1999. There were 42 presentations as well as discussion on technical issues and planning for future collaborations. The participants included 22 researchers from Japan and the United States as well as seven researchers from Europe and Russia. There have been important changes in the programs in both the US and Japan in the areas of plasma surface interactions and plasma facing components. The US has moved away from a strong focus on the ITER Project and has introduced new programs on use of liquid surfaces for plasma facing components, and operation of NSTX has begun. In Japan, the Large Helical Device began operation. This is the first large world-class confinement device operating in a magnetic configuration different than a tokamak. In selecting the presentations for this workshop, the organizers sought a balance between research in laboratory facilities or confinement devices related to plasma surface interactions and experimental research in the development of plasma facing components. In discussions about the workshop itself, the participants affirmed their preference for a setting where ''work-in-progress'' could be informally presented and discussed.

    Since the early 1990s, Los Alamos National Laboratory (LANL) has applied electric grid models and simulation software to problems of national significance. This effort continues with a variety of other projects funded by the Department of Energy (DOE), other federal and state agencies and private companies. Critical to the success of these programs is the ability to integrate regional-scale models of the electric grid, to assess the propagation of grid impacts, and to present interactively the effect of potential mitigating actions required to stabilize the grid. All of these capabilities are applied in this study, to accomplish the following goals and objectives: (1) Develop an AC power flow model representing future conditions within New Mexico's electric grid, using commercial tools accepted by the utility industry; (2) Conduct a 'screening' analysis of options for accelerating potential renewable energy development through the addition of a statewide transmission collector system; (3) Estimate total revenue needed, jobs created (temporary and permanent) plus indirect and direct impacts to the state's economy; (4) Evaluate potential cost allocation methodology; and (5) Issue a project report that will provide information for policy direction by state regulators, project developers, and legislators.

    Coal is an abundant resource, found throughout the world, and inexpensive and constant in price. For this reason, coal is expected to play a role as one of the energy supply sources in the world. The most critical issues to promote utilization of coal are to decrease the environmental load. In this report, the history, outline and recent developments of the clean coal technology in Japan, mainly the thermal power generation technology are discussed. As recent topics, here outlined first is the technology against global warming such as the improvement of steam condition for steam turbines, improvement of power generation efficiency by introducing combined generation, carbon neutral combined combustion of biomass, and carbon dioxide capture and storage (CCS) technology. Also introduced are outlines of Japanese superiority in application technology against NOx and SO{sub 2} which create acid rain, development status of the technical improvement in the handling method for coal which is a rather difficult solid-state resource, and utilization of coal ash.

    French coal miners in the Lorraine Basin coalfields of Charbonnages de France, work under extremely difficult mining conditions. The coal seams are located in two parallel anticlines dipping to the southwest. On the northwest flanks the coal dips at angles up to 40/sup 0/; on the southeast flanks the coal dips as steep as 90/sup 0/. In addition to the problems associated with steeply dipping coal seams, the coal is often more than 3 meters (10 feet) thick, thus contributing the additional problems that are associated with thick seams. A cut-and-fill mining method is used and production of up to 400 tons per day for a three-shift working face has been achieved. The cut-and-fill mining method employed at Puit Reumaux, rising horizontal rooms with hydraulic stowing, is used in areas of the mine where seam dips exceed 45/sup 0/ and where seam thickness is from 2 to 5 meters (6.5 to 16.5 feet). Hydraulic stowing has many advantages for the Merlebach mine: The coalis located under urbanized areas and is also covered by water-bearing strata with hydraulic sand stowing there is little subsidence, so disturbances to the surface and the aquiferous zones are minimized. Hydraulic sand stowing also helps prevent eating and combustion.

    The Fusion Council of Japan has established the long-term program for the development of blanket in 1999. In the program, the solid breeder blanket was selected as the primary candidate blanket of the fusion power demonstration plant in Japan, while liquid breeder blankets and high temperature solid breeder blanket have been identified as the attractive advanced blanket. Japan Atomic Energy Research Institute (JAERI) is leading the development of solid breeder blankets, while, universities and National Institute for Fusion Science (NIFS) are developing the advanced blankets for potential options of the fusion power demonstration plant and commercial power plants. ITER blanket module testing is regarded as one of the most important milestones, by which integrity of candidate blanket design is qualified for the fusion power demonstration plant, together with material irradiation data by International Fusion Material Irradiation Facility (IFMIF). Japan is investigating the possibility of testing all types of blankets under TBWG framework with both of JAERI and universities/NIFS involvements. This paper presents a plan and strategy for the development of test blanket modules and ITER blanket module testing in Japan.

    The economic impact of coal mining in New Mexico is examined in this report. The analysis is based on economic multipliers derived from an input-output model of the New Mexico economy. The direct, indirect, and induced impacts of coal mining in New Mexico are presented in terms of output, value added, employment, and labor income for calendar year 2007. Tax, rental, and royalty income to the State of New Mexico are also presented. Historical coal production, reserves, and price data are also presented and discussed. The impacts of coal-fired electricity generation will be examined in a separate report.

    The Safety Monitor Joint Working Group (JWG) is one of the magnetic fusion research collaborations between the US Department of Energy and the government of Japan. Visits by occupational safety personnel are made to participating institutions on a biennial basis. In the 2013 JWG visit of US representatives to Japan, the JWG members noted a number of good safety practices in the safety walkthroughs. These good practices and safety culture topics are discussed in this paper. The JWG hopes that these practices for worker safety can be adopted at other facilities. It is a well-known, but unquantified, safety principle that well run, safe facilities are more productive and efficient than other facilities (Rule, 2009). Worker safety, worker productivity, and high quality in facility operation all complement each other (Mottel, 1995).

    The status of reduced enrichment program for research reactors in Japan will be reviewed. The reduced enrichment programs for the JRR-3M, JRR-4 and JMTR of Japan Atomic Energy Agency (JAEA, former name is Japan Atomic Energy Research Institute (JAERI)) has been completed by 1999, and the reactors are being satisfactory operated using LEU fuels. The KUR of Kyoto University Research Reactor Institute (KURRI) has been partially completed and is still in progress under the Joint Study Program with Argonne National Laboratory (ANL). The JRR-3M using LEU silicide fuel elements have done a functional test by the Japanese Government in 2000, and the property of the reactor core was satisfied. JAEA has established a 'U-Mo fuel ad hoc committee' and has been studying the U-Mo fuel installation plan by carefully observing the development situation of the U-Mo fuel. In KURRI, the KUR has terminated its operation using HEU fuel on February 2006. The HEU KUR spent fuel elements will be sent to the U.S. by March 2008. Licensing for the full core conversion of KUR to LEU fuel is under progress and the core conversion to LEU is expected to be completed in 2008. (author)

Toward seeing these countries in trio, this issue compares gasoline markets and some energy perspectives. The purpose of this article is to contribute to understanding of the three countries through their petroleum industry structure. Gasoline consumption and retail delivery infrastructure are compared and contrasted to illustrate the differences among the NAFTA countries.

The research program was administered by the New Mexico Research and Development Institute and was conducted by professional staff members at New Mexico State University and Lightning Dock Geothermal, Inc. The report is divided into four chapters, which correspond to the principal tasks delineated in the above grant. This work extends the knowledge of the geothermal energy resource base in southern New Mexico with the potential for commercial applications.

    The purpose of the New Mexico Center for Isotopes in Medicine (NMCIM) is to support research, education and service missions of the UNM College of Pharmacy Radiopharmaceutical Sciences Program (COP RSP) and the Cancer Research and Treatment Center (CRTC). NMCIM developed and coordinated unique translational research in cancer radioimaging and radiotherapy agents based on novel molecules developed at UNM and elsewhere. NMCIM was the primary interface for novel radioisotopes and radiochemistries developed at the Los Alamos National Laboratory (LANL) for SPECT/PET imaging and therapy. NMCIM coordinated the use of the small animal imaging facility with the CRTC provided support services to assist investigators in their studies. NMCIM developed education and training programs that benefited professional, graduate, and postdoctoral students that utilized its unique facilities and technologies. UNM COP RSP has been active in writing research and training grants, as well as supporting contract research with industrial partners. The ultimate goal of NMCIM is to bring new radiopharmaceutical imaging and therapeutic agents into clinical trials that will benefit the health and well being of cancer and other patients in New Mexico and the U.S.

    This report provides a compilation of geothermal well and spring information in New Mexico up to 1993. Economically important geothermal direct-use development in New Mexico and the widespread use of personal computers (PC) in recent years attest to the need for an easily used and accessible data base of geothermal data in a digital format suitable for the PC. This report and data base are a part of a larger congressionally-funded national effort to encourage and assist geothermal direct-use. In 1991, the US Department of Energy, Geothermal Division (DOE/GD) began a Low Temperature Geothermal Resources and Technology Transfer Program. Phase 1 of this program includes updating the inventory of wells and springs of ten western states and placing these data into a digital format that is universally accessible to the PC. The Oregon Institute of Technology GeoHeat Center (OIT) administers the program and the University of Utah Earth Sciences and Resources Institute (ESRI) provides technical direction.

    This report presents the results of the Gulf of Mexico Regional Collaborative (GoMRC), a year-long project funded by NASA. The GoMRC project was organized around end user outreach activities, a science applications team, and a team for information technology (IT) development. Key outcomes are summarized below for each of these areas. End User Outreach ? Successfully engaged federal and state end users in project planning and feedback ? With end user input, defined needs and system functional requirements ? Conducted demonstration to End User Advisory Committee on July 9, 2007 and presented at Gulf of Mexico Alliance (GOMA) meeting of Habitat Identification committee ? Conducted significant engagement of other end user groups, such as the National Estuary Programs (NEP), in the Fall of 2007 ? Established partnership with SERVIR and Harmful Algal Blooms Observing System (HABSOS) programs and initiated plan to extend HABs monitoring and prediction capabilities to the southern Gulf. ? Established a science and technology working group with Mexican institutions centered in the State of Veracruz. Key team members include the Federal Commission for the Protection Against Sanitary Risks (COFEPRIS), the Ecological Institute (INECOL) a unit of the National Council for science and technology (CONACYT), the Veracruz Aquarium (NOAA’s first international Coastal Ecology Learning Center) and the State of Veracruz. The Mexican Navy (critical to coastal studies in the Southern Gulf) and other national and regional entities have also been engaged. ? Training on use of SERVIR portal planned for Fall 2007 in Veracruz, Mexico Science Applications ? Worked with regional scientists to produce conceptual models of submerged aquatic vegetation (SAV) ecosystems ? Built a logical framework and tool for ontological modeling of SAV and HABs ? Created online guidance for SAV restoration planning ? Created model runs which link potential future land use trends, runoff and SAV viability ? Analyzed SAV cover change at five other bays in the Gulf of Mexico to demonstrate extensibility of the analytical tools ? Initiated development of a conceptual model for understanding the causes and effects of HABs in the Gulf of Mexico IT Tool Development ? Established a website with the GoMRC web-based tools at www.gomrc.org ? Completed development of an ArcGIS-based decision support tool for SAV restoration prioritization decisions, and demonstrated its use in Mobile Bay ? Developed a web-based application, called Conceptual Model Explorer (CME), that enables non-GIS users to employ the prioritization model for SAV restoration ? Created CME tool enabling scientists to view existing, and create new, ecosystem conceptual models which can be used to document cause-effect relationships within coastal ecosystems, and offer guidance on management solutions. ?     This document provides an overview of renewable resource development potential at the U.S. Army installations in the Kanto region in Japan, which includes Camp Zama, Yokohama North Dock, Sagamihara Family Housing Area (SFHA), Sagami General Depot, and Akasaka Press Center. This effort focuses on grid-connected generation of electricity from renewable energy sources and also on ground source heat pumps for heating and cooling buildings. The effort was funded by the Huntsville Army Corps of Engineers, and includes the development of a methodology for renewable resource assessment at Army installations located on foreign soil. The methodology is documented in Renewable Energy Assessment Methodology for Japanese OCONUS Army Installations. The site visit to the Kanto installations took place on April 5 and 6, 2010. At the current time, there are some renewable technologies that show economic potential. Because of siting restrictions and the small size of these installations, development of most renewable energy technologies will likely be limited to Camp Zama. Project feasibility is based on installation-specific resource availability and energy costs and projections based on accepted life-cycle cost methods. Development of any renewable energy project will be challenging, as it will require investigation into existing contractual obligations, new contracts that could be developed, the legality of certain partnerships, and available financing avenues, which involves the U.S. Forces Japan (USFJ), the Government of Japan (GOJ), and a number of other parties on both sides. The Army will not be able to implement a project without involvement and approval from the other services and multiple levels of Japanese government. However, implementation of renewable energy projects could be an attractive method for GOJ to reduce greenhouse gas emissions and lower annual utility payments to USFJ. This report recommends projects to pursue and offers approaches to use. The most promising opportunities include waste-to-energy and ground source heat pumps. Solar photovoltaics (PV) may also prove successful. Other resources were found to be insufficient on the Kanto installations.

    In order to clarify key engineering issues and to enhance key R and D activities for D-T fusion blankets, many design activities on innovative liquid blanket systems are on going as collaboration studies in Japan. Recently an improved long-life Flibe blanket has been proposed, and the self-cooled Li/V blanket design has started. For Flibe systems, much progress has been made on tritium permeation barrier, energy conversion system, free surface designs, and thermofluid loop experiments. For Li/V systems, evaluation studies have proceeded on Be-free nuclear properties and allowable crack fraction on multilayered MHD insulation coatings.
